Senzo Mchunu elected as Acting Minister of Agriculture

President Cyril Ramaphosa has appointed the Minister of Water Affairs and Sanitation, Senzo Mchunu, as Acting Minister of Agriculture, Land Reform, and Rural Development.

“The appointment, which takes effect immediately, follows the election by the National Assembly of Minister of Agriculture, Land Reform and Rural Development Thoko Didiza as Speaker of the National Assembly,” the Presidency statement read.

On Friday, the newly elected Speaker of the seventh administration committed to ensure that Parliamentary debates are conducted within the rule of law, and in a fair manner.

Didiza took the seat of the Speaker during the first sitting of Parliament, held at Cape Town International Convention Centre (CTICC).

Didiza, who is an African National Congress member, received 284 votes against Economic Freedom Fighters’ Veronica Mente, who received 49.

“I also commit that I will work with all the parties, led by their whips and representatives, to make sure that we conduct the business of this Parliament in a manner that indeed reflects the will of the people of South Africa,” Didiza said.

All set for President Ramaphosa's inauguration on Wednesday

Government is all set for the Presidential inauguration, which will take place on Wednesday, 19 June 2024, at the Union Buildings in Pretoria.

This is after Cyril Ramaphosa was re-elected as the President of South Africa on Friday at the first sitting of the National Assembly of the seventh democratic administration, which was held at the Cape Town International Convention Centre (CTICC).

Three hundred and thirty-nine ballot papers were issued and counted, with 12 invalid ballots. Ramaphosa received 283 votes against Economic Freedom Fighters leader Julius Malema, who received 44 votes from MPs.

Section 87 of the Constitution of the Republic of South Africa prescribes that the President of the Republic must be sworn in within five days after his or her election by the National Assembly.

“Consequently, the provisions of Section 87 kick in and the President of South Africa must accordingly be inaugurated on Wednesday, 19 June 2024,” Minister in the Presidency, Khumbudzo Ntshavheni, announced at a briefing on Saturday.

Ntshavheni described the Presidential inauguration as an important feature in a year in which South Africa is marking 30 Years of Freedom.

“The inauguration will bring together South Africans from all backgrounds, walks of life and political orientations, united in our diversity. It offers us an occasion to celebrate our democratic values and system of governance, including the agreed commitment of our body politic that the seventh administration will be one led by a government of national unity.”

Ntshavheni said this year’s theme, '30 Years of Democracy, Partnership and Growth’, brings together the country’s past and the road travelled since 1994 when Nelson Mandela took his oath at the Union Buildings as the first democratically elected President.

The ceremony will be held at the Union Buildings Amphitheatre and its South Lawns.

According to the Minister, the Amphitheatre will host national and foreign dignitaries, including Heads of State and Government.

Preparations have been made for South Africans to participate in the ceremony.

The South African National Defence Force (SANDF) will perform the ceremonial elements of the inauguration, as they pledge their allegiance to both the Republic and the Commander-In-Chief.

The ceremonial elements will include, amongst others, a 21-gun salute, a salute flight by the South African Air Force, inspection of a SANDF battalion, a battalion march past, and massed fly past.

Ntshavheni, the Chairperson of the Inter-Ministerial Committee (IMC) preparing for the inauguration, stated that the President-elect would be sworn in by Chief Justice Raymond Zondo and would take an oath or affirmation as outlined in Schedule 2 of the Constitution.

The newly sworn-in President will also deliver his inaugural address.

Attendees will also enjoy an array of music genres and other cultural and artistic performances that reflect the achievements of the past three decades.

In terms of road closures, she said there will be no private vehicle access to the Union Buildings or the area immediately surrounding the venue.

“Tshwane Metro Police will effect road closures in and around the Union Buildings precinct. Residents in streets affected by these closures will be alerted on how they will access various exits and entrances.”

Ntshavheni said law enforcement is fully deployed to continue to ensure the safety and security of all South Africans and guests on the day and throughout the post-election phase of the country.

The Minister encouraged South Africans to be part of this momentous occasion, and for those who cannot attend to follow proceedings on television and radio.

“Government, therefore, calls on South Africans to take a few hours out of their time to devote attention to this special occasion and especially to encourage children and young people to observe this event as part of building social cohesion and developing an appreciation for what makes us special as a nation.”

She told the media that the ceremony will commence with an entertainment programme at 9am, while the formal proceedings are scheduled to commence at 11am.  – SAnews.gov.za

Refilwe Mtsweni-Tsipane elected unopposed as Chair of NCOP

Location: News

Refilwe Mtsweni-Tsipane elected unopposed as Chair of NCOP

The African National Congress’s Refilwe Mtsweni-Tsipane was elected unopposed as the Chairperson of the National Council of Provinces (NCOP) on Saturday.

The newly-elected Chairperson vowed to execute the obligations of her Office in accordance with the Constitution.

This morning, delegates from nine provinces were sworn in at the Cape Town International Convention Centre (CTICC) at the first sitting of the NCOP since the General Election in May.

In the first sitting of the National Assembly (NA) on Friday, new Members of Parliament (MPs) took the oath and affirmation. This session also saw the election of Speaker Thoko Didiza and the re-election of President Cyril Ramaphosa.

Chief Justice Raymond Zondo, who presided over the proceedings, also administered the prescribed oath and affirmation to the NCOP members and presided over the election of the NCOP Chairperson.

Mtsweni-Tsipane, who is the outing Premier of Mpumalanga, emphasised the need for transformative leadership, women’s inclusion, and progressive governance in the provinces.

“It is with great humility and a deep resolve to honour your trust that I assume the position of Chairperson in the National Council of Provinces during the seventh parliamentary dispensation.

“It is indeed an honour for me to serve our Constitution, which is the base framework for democratic governance in South Africa, far from being purely prescriptive and constraining. Our Constitution is permissive and enabling, putting the power of the State in pursuit of a positive project of achieving equality, justice and freedom,” she told the House.

Since its inception, she said the NCOP has always played an important role in the promotion of the principles of cooperative governance and inter-governmental relations.

“The NCOP will need to address the uncertainty which is rife around the status of intergovernmental relations, decisions and recommendations. We must also address issues relating to who takes responsibility for the follow up of recommendations and key executive undertakings while addressing the lack of horizontal integration between the activities of various government departments,” said Mtsweni-Tsipane.

According to Mtsweni-Tsipane, the NCOP has been strategically repositioned over the past few years to improve the quality of life of ordinary South Africans, particularly the poor and the marginalised.

“As we begin with the task of the seventh parliament, the NCOP must foster and maintain a dynamic relationship with provinces, particularly the provincial legislatures, as well as the communities that we serve.”

She said she hoped that permanent delegates would serve as active agents for the ongoing promotion of a dynamic interaction with their provinces.

“The significance of this ongoing interaction cannot be overemphasised, as this facilitates a useful link between both provincial and national spheres of government is faced with a wide variety of developmental challenges, which include the high levels of inequality and unemployment, slow economic growth, as well as the gender-based violence and femicide.”

The Chairperson believes the House has made great strides in institutionalising key oversight and report back programmes.

These include the Women’s Parliament, Youth Parliament, Men’s Parliament, as well as the provincial women’s charter report back programme.

She said the NCOP must collectively strive to work cooperatively with all stakeholders to address the developmental challenges of the nation.

Kenneth Mmoiemang, who is a member of the Northern Cape delegation, was also elected unopposed as the Chief Whip of the NCOP.

During the swearing-in ceremony, Chief Justice Zondo explained the contents of the oath and affirmation.

The delegates promised to fulfil their duties as permanent delegates to the NCOP or as members of their provincial legislatures to the best of their abilities.

The NCOP is one of the two Houses of Parliament and consists of 54 permanent members and 36 special delegates.

Delegations consist of 10 representatives from each province and the NCOP must have a mandate from the provinces before it can make certain decisions.

The House aims to represent provincial interests in the national sphere of government.

South African Local Government Association (Salga) President Bheki Stofile congratulated Mtsweni-Tsipane on her election while the heads of delegations from provinces also offered their messages of support. – SAnews.gov.za

President Ramaphosa re-elected to lead South Africa

Cyril Ramaphosa has been re-elected as the President of the Republic of South Africa, who will lead the seventh democratic administration.

After a full day of proceedings during the first sitting of the National Assembly of the seventh Parliament, Ramaphosa -- the President of the African National Congress -- was on Friday evening nominated for the position of President.

The sitting took place at the Cape Town International Convention Centre (CTICC) in the Western Cape.

Three hundred and thirty-nine ballot papers were issued and counted, with 12 invalid ballots. Ramaphosa received 283 votes against Economic Freedom Fighters leader Julius Malema, who received 44 votes.

African National Congress Member of Parliament (MP), Mdumiseni Ntuli, nominated Ramaphosa for the position of President, and was seconded by Inkatha Freedom Party (IFP) leader and MP, Velenkosini Hlabisa, during a process that was presided over by Chief Justice Raymond Zondo.

The President’s election came after former Agriculture, Land Reform and Rural Development Minister, Thoko Didiza was elected as the Speaker of the National Assembly after a vote in the House.

Didiza was declared by Justice Zondo as a Speaker after receiving 284 votes against her contestant, Veronica Mente from the Economic Freedom Fighters, who received 49 votes.

The Democratic Alliance's Dr Annelie Lotriet was elected as the Deputy Speaker of the National Assembly for the seventh Parliament. This after she received 273 votes, while fellow nominee, Vuyolwethu Zungula, the African Transformation Movement leader, received 54 votes.

The first sitting of the National Assembly took place after the General Election on 29 May. The day’s proceedings started with the swearing in of Members of Parliament, who either took an oath or affirmation that enjoins them to be faithful to the Republic of South Africa, and to obey, respect and uphold the Constitution and all other laws of the Republic.

South Africa’s recent National and Provincial Elections were the most contested and most compelling since the dawn of democracy in 1994. As in the post-1994 election period, President-elect Ramaphosa is expected to lead a Government of National Unity into the future.

This will be his second term as the leader of South Africa’s government.

He is expected to be inaugurated next Wednesday, 19 June.

Messages of congratulations

After Justice Zondo declared the re-election of President Ramaphosa, various political parties took turns in congratulating him.

Democratic Alliance leader John Steenhuisen said the day is a historic day for the country, and the start for a new chapter of building, cooperation, and putting the country’s interests and future first.

“In these elections, the voters chose not to give any party its own majority, and in doing so, they have told us that they want us to work together to build a prosperous non-racial, united South Africa, with a great economy that works for everybody. We must now rise to the occasion and rise to the call of South Africa,” Steenhuisen said.

EFF leader Julius Malema also congratulated the President, saying his party accepts the results and the voice of people of South Africa expressed during the elections.

“We are going to ensure that this Parliament is functional,” Malema said.

Inkatha Freedom Party leader, Velenkosini Hlabisa, said this is the beginning of a new era.

“The IFP stands ready to serve in the government of South Africa. We enter the government of national unity with an open mind and eyes wide open.”

Didiza appointed new National Assembly Speaker

The newly elected Speaker of the National Assembly (NA) of the seventh administration, Thoko Didiza, has committed to ensure that Parliamentary debates are conducted within the rule of law, and in a manner that is fair.

Didiza made the commitment as she took the seat of the Speaker of the National Assembly during the first Joint Sitting of Parliament, held at Cape Town International Convention Centre (CTICC) in the Western Cape on Friday.

The outgoing Minister of Agriculture, Land Reform and Rural Development and African National Congress member took the seat of the Speaker after receiving 284 votes against her contestant, Veronica Mente from the Economic Freedom Fighters, who received 49 votes.

Didiza commended Members of Parliament from across the political divide for supporting her nomination, as the new government of national unity starts to take shape, and for participating in the democratic process of electing the Speaker.

“As a country and a democratic State, we have an opportunity to express our views, representing our constituencies, and we have to elect and participate in such process,” Didiza said.

She emphasised that Parliament is an important institution of the country, where members have to pass laws and ensure that they play an oversight role on the Executive.

“I also commit that I will work with all the parties, led by their whips and representatives to make sure that we conduct the business of this parliament in a manner that indeed reflects the will of the people of South Africa,” Didiza said.

Didiza presided over the election of her Deputy, which was contested by African Transformation Movement leader, Vuyolwethu Zungula, and the Democratic Alliance's Annelie Lotriet.

KZN working towards a permanent solution for flood victims

The KwaZulu-Natal Provincial Government is working towards a permanent solution for the people affected by the recent storms.

“We are working closely with the eThekwini Municipality and the Provincial Department of Human Settlements to find quick solutions for sheltering those affected. SASSA [South African Social Security Agency] continues to capture applications for Social Relief of Distress food vouchers in response to the devastating storm in uThongathi,” KwaZulu-Natal Premier, Nomusa Dube-Ncube, said on Thursday.

Mop-up operations continue in eMagwaveni settlement, as residents rebuild their homes in uThongathi. The area was hit by a devastating tornado, resulting in the loss of lives, livelihoods, and properties.

Meanwhile, eThekwini Municipality Mayor, Mxolisi Kaunda, said the temporary repairs of the Southern Aqueduct, in the south of Durban, will be completed in September this year.

Kaunda, accompanied by Deputy Mayor, Zandile Myeni and Human Settlements and Infrastructure Deputy Chairperson, Bheki Mngwengwe visited the aqueduct on Thursday to assess the progress on the replacement of the aqueduct.

In April this year, Kaunda introduced a contractor to commence with the replacement of the 30km bulk pipe, which supplies water to areas such as uMlazi, KwaMakhutha, Folweni, Chatsworth and Shallcross.

“While the R1.2 billion project is underway, the contractor is also doing temporary repairs on the existing pipeline to ensure that there is reliable water supply in the southern areas.

“The temporary repairs will be completed in September this year. The completion of the project will take 24 months,” Kaunda said.

Once completely repaired, the pipeline will improve water supply to the south of Durban areas. – SAnews.gov.za

SA records second death from Mpox, with six known positive cases

SA records second death from Mpox, with six known positive cases

Health Minister Dr Joe Phaahla has announced a second death linked to Mpox, formerly known as monkeypox.

The announcement comes less than 24 hours after the government provided an update on its efforts to control the spread of the infectious disease.

According to the department, the deceased was a 38-year-old male patient, who was admitted at a local hospital in uMgungundlovu, KwaZulu-Natal.

The patient tested positive for Mpox on Wednesday after presenting with extensive lesions, lymphadenopathy, headache, fatigue, oral ulcers, muscle pain, and a sore throat.

“The patient has unfortunately demised in KwaZulu-Natal the same day his test results came back positive,” the statement read on Thursday.

The deceased is said to have been living with HIV and listed his residential address as Brakpan in Gauteng.

This brings the total number of positive cases in the country from five to six, and two deaths within five weeks.

“The department is working closely with both Gauteng and KwaZulu-Natal Departments of Health to investigate the case. Further updates and reports will be provided once the investigation has been concluded.”

Data shows that the sequencing results for the first three cases, sequence typed as clade ll b, the same as the sub-lineage responsible for the multi-country outbreak, which began in 2022 and has since spread to over 100 countries.

Phaahla emphasised the importance of personal hygiene, timely presentation at a health facility for early diagnosis, effective treatment in the case of suspected symptoms, and close physical contact with a known case.

“Mpox is a preventable and treatable disease if diagnosed early. People are urged to avoid physical contact with someone who has Mpox, practice hand hygiene and respiratory etiquette.”

The department is also warning patients to avoid contact with immunocompromised people, children or pregnant women, who may be at higher risk of severe symptoms if exposed.

Addressing the media on Wednesday, the Minister said there was currently no registered treatment for Mpox in South Africa.

However, he said the World Health Organisation (WHO) recommends using Tecovirimat, also known as TPOXX, for treating severe cases, such as in individuals with a CD4 count of less than 350.

He announced that the department has obtained TPOXX via Section 21 South African Health Products Regulatory Authority (SAPHRA) approval on a compassionate use basis for known patients with severe disease.

The Minister said they are still looking at obtaining vaccines and considering various options, including who will be the priority target in terms of immunisation.

Government is also looking at immunising sex workers, men who have sex with men (MSM), healthcare workers, and laboratory workers.

The department, working together with partner organisations, has intensified both targeted and public awareness to empower citizens with crucial information related to Mpox.

The Minister also emphasised the importance of managing stigma for key populations at risk, while there have been no recommendations for any travel restrictions.

“I think one can safely say that, especially for adults, anybody who develops those kinds of eruptions on their skin, even if you may think it might be chickenpox, even young people, should seek medical attention,” he said. – SAnews.gov.za

Traditional leaders commend successful elections

Location: News

Traditional leaders commend successful elections

The National House of Traditional and Khoisan Leaders (NHTKL) has congratulated South Africans on the successful, free and fair elections.

This after millions of South African citizens participated in the peaceful process of democratic civic expression, making their voices heard through the ballot in the General Election held last month.

NHTKL chairperson, Kgosi Thabo Milton Seatlholo, said in keeping with the principles of a seasoned democratic nation, the 2024 National and Provincial Elections reflect a maturing multiparty democracy in practice.

Seatlholo said given that no party has achieved an outright majority, this mandates all elected political parties to work together, as per the wishes of the people.

He said the NHTKL was encouraged by the maturity of the country’s party politics, as demonstrated during the campaigning phase.

“To this end, we call on all parties to honour their individual and collective responsibilities of ensuring the establishment of the 7th democratic Parliament and Provincial Legislatures, based on a solemn commitment to advance the gains and interests of all South African people.

“On behalf of the traditional communities in particular, we, as the institution representative of their will and aspirations, advocate for the formation of a government that recognises traditional leadership as a vital pillar in our constitutional democracy and a custodian of diverse cultures as well as traditions,” Seatlholo said.

Seatlholo said the institution of traditional leadership, working together with government and the private sector, has recorded notable progress in the development of traditional communities.

The chairperson said the formation of a new government is also an opportunity to consolidate the gains and accelerate inclusive rural development, as espoused by the Traditional and Khoi San Leadership Act, the 2019 InvestRural strategy, the Developmental Monarchy approach, as well as Agrarian Revolution.

He emphasised that traditional leadership cannot remain outside of building the country through the formation of the 7th Administration.

Seatlholo said the NHTKL was eager to work with a government that is sensitive to the land question, respects and honours the history and role of traditional leadership, noting that the liberation struggle was rooted in the struggle for land, which was inherited from traditional leaders; respects the institution of traditional leadership, its place, and its relevance within the democratic dispensation, and appreciates the role of traditional leadership as custodians of culture and custom in shaping identity in a plural society, and the significance of customary law.

“The National House would like to highlight its eagerness to work with a government that recognises the role that the institution of traditional leadership plays in supporting the ideals of cooperative governance, which is the foundation of effective, interrelated spheres of government, and promotes social cohesion, nation building, the fight against GBVF [Gender-Based violence and Femicide], poverty, crime, and other social ills.

“Traditional leadership makes a humble submission that the new government must give rise to the implementation of the different programmes of the institution that seek to bring the marginalised poor people in rural areas to the mainstream in order to benefit from government interventions,” Seatlholo said.

The institution noted the voices of civil society and other stakeholders expressing their respective positions and making inputs into the process of forming the new government, which is currently unfolding.

It further expressed confidence in the leadership engaged in the negotiations geared towards the country’s future, and encouraged inclusivity, with the hope that "each will not be ruled by narrow interests or be bullied by forces outside of what is best for our country and its people".

“While no single direction will please everyone, the outcome has to inspire confidence and be in the interest of the majority of South Africa’s people,” Seatlholo said.

The NHTKL is a body composed of traditional leaders, who are delegates from the Provincial Houses. The traditional leadership represents over 20 million South Africans who reside in communities under the leadership of the institution. – SAnews.gov.za

Tobacco use in SA remains high, with smokers starting at a younger age

Location: News

Tobacco use in SA remains high, with smokers starting at a younger age

The prevalence of smoking in South Africa remains high compared to other countries, with an average of 8.5 cigarettes smoked per day by daily smokers.

This information is based on the 2021 Global Adult Tobacco Survey (GATS) South Africa report, released by the Department of Health on Thursday.

Based on the most recent data from GATS, sampled from 7 245 households, it was found that the prevalence of tobacco use in South Africa is 29.4%.

The data also revealed that a higher percentage of men (41.7%) are currently using tobacco compared to women (17.9%).

Lead investigator, Dr Catherine Egbe from the South African Medical Research Council (SAMRC), stated that 21.2% of adults in South Africa smoke daily, while 4.6% smoke occasionally.

The highest prevalence of tobacco is found in the Northern Cape, followed by the Western Cape, while the lowest is in Limpopo.

Shifting her focus to the age of initiation of tobacco use, Egbe said the average age of initiation was 17.6 years old among adults aged between 20 and 34.

Meanwhile, 20.9% of urban residents and 13.5% of rural residents initiated smoking before the age of 15.

In addition, Egbe stated that 33.9% of daily tobacco users smoke within five minutes of waking up.

E-cigarettes and hookah pipe

Meanwhile, 2.2% said they were currently using e-cigarettes, of which 3.8% are men and 0.7% are women.

Of those using e-cigarettes, 70.3% cited enjoyment, 67.5% cited flavour, 45.1% perceived it as less harmful than tobacco, while 43.5% said their use was influenced by friends or family members who use e-cigarettes.

The study also found that 3.1% of adults reported smoking hookah pipe or hubbly bubbly.

“The mean age of initiation for those who have ever smoked water pipe was 21.1 years,” Egbe said.

For those aged between 15 and 24, the average age of initiation was 17.3 years old.

Quitting

Among adults currently smoking tobacco, 80.9% attempted to quit without assistance, 4.1% used pharmacotherapy, and 42.9% received advice to stop from their healthcare provider.

Data also shows that 74.4% of adults who visited public places were exposed to second-hand smoke (SHS) at bars, taverns, shebeens or nightclubs.

Meanwhile, 19.9% were exposed to SHS at school, 16.0% at tertiary institutions and 11.3% in cafes.

Data indicates that men spent slightly more on cigarettes, R273.20, while women spent around R207.20 monthly.

Government interventions

The Department of Health’s Deputy Director of General Primary Healthcare, Jeanette Hunter, has noted an increase in the use of hookah, e-cigarettes and vapes, particularly among young people.

“Studies have highlighted health risks associated with the use of e-cigarettes and hookah pipes, hubbly bubbly or shisha, even though they are aggressively marketed as healthier tobacco alternatives,” Hunter said.

She said scientists have provided enough evidence for countries to act and put measures in place to curb the use of these new-generation products.

“It is for this reason that we, as a country, amended the existing Tobacco Product Control Act, Act 83 of 1993 to incorporate the control of the use of electronic delivery systems. This amendment Bill is at the stage of going through Parliamentary processes.”

Hunter also raised concerns about citizens who are now starting to smoke at a younger age.

“Disappointingly, it reveals that a small percentage, only 42.9% of smokers, were advised by a healthcare provider to quit smoking.”

Hunter said the department has since identified the need to establish tobacco cessation programmes in primary healthcare facilities and that the feasibility of such programmes is being explored.

Hunter also highlighted the importance of the proposed ban on smoking in enclosed spaces after it was found that 44.5% of adults in South Africa are exposed to SHS.

Meanwhile, as part of the recommendations, Egbe emphasised the importance of implementing tobacco taxes, smoke-free laws, graphic health warnings, and total bans on tobacco advertising and promotion to reduce smoking initiation, particularly among young people.

“Effective strategies to reduce tobacco use, including putting in place more comprehensive laws that are compliant with the WHO Framework Convention on Tobacco Control, should be implemented to protect more people from exposure to SHS, and provide cessation services to help more people who smoke to quit,” Egbe said.

In addition, Egbe believes that if Parliament were to pass the Tobacco Products and Electronic Delivery Systems Control Bill of 2022, it would help reduce long-term tobacco use and the burden of tobacco-related diseases. – SAnews.gov.za

South Africa’s Constitution charts our way

South Africa’s Constitution charts our way

By Michael Currin

South Africa recently concluded its seventh democratic general elections, ushering in a new chapter in our democracy, as there was no outright majority winner. While this may in some regards feel like unchartered waters for many South Africans and will require political parties to work together in a new way through a government of national unity, this is not entirely new territory for our nation. Above all, this period will be guided by our world acclaimed Constitution, which lays the foundation for a democratic and open society in which government is based on the will of the people.

The Constitution was designed to create an environment for all South Africans to work together in the interest of advancing our nation and the rights of her citizens. It enshrines the rights of every South African and explains our obligations as citizens to each other and the country within those rights.

Importantly, in this period following the elections, the Constitution sets out specific timelines within which members of elected political parties must be sworn in as new lawmakers and within which the National Assembly must sit and elect the Speaker and President. The first sitting of the National Assembly must occur no more than 14 days after election results are declared.

As the legislative authority of the Republic, the National Assembly must ensure a government by the people by choosing a President, who must within five days, then assume office by swearing or affirming faithfulness to the Republic and obedience to the Constitution at an inauguration ceremony. The Constitution empowers the President to appoint the Deputy President and Ministers and assign them functions.

These precepts of the Constitution have long been a foundation upon which we have built our nation and continues to guide our actions in the administrative processes of our democracy. We once again lean on our nation’s founding document for direction, stability and certainty.

Moreover, our Constitution empowers government and society at large to take steps to promote equality by advancing people who have been disadvantaged by unfair discrimination.

It is regarded as one of the most progressive in the world and many of its provisions are based on the Freedom Charter. The charter was adopted in 1955 in Kliptown following wide consultation with thousands of people about the South Africa they would like to live in. Its preamble is incorporated in the Constitution.

While South Africa is a diverse country it is strengthened by a common heritage and common values as outlined in the Constitution. Our social cohesion as a nation is informed and rooted within our Constitution. It shows how South Africans can unite and work towards a common goal.

The Constitution anchors our vision of a “South Africa that belongs to all who live in it, united in our diversity”. Without a high degree of social cohesion and without unity of purpose it is difficult to envisage South Africa overcoming the obstacles that stand in the way of prosperity and equity.

It is important to stress that our Constitution does not solve problems in themselves; however, it gives us a platform to solve problems. It contains checks and balances to ensure accountability and the protection of the rights of citizens are adhered to and respected.

As the country continues on its democratic journey towards a new administration, the work of the State, will not be impacted. Our service delivery programmes continue in line with commitments in the Strategic Plans and Annual Performance Plans of government departments. The Constitution compels officials in all institutions of public administration to be accountable to the people they serve.

South Africans can therefore rest soundly, knowing that our democracy remains robust and strong in line with our Constitutional commitments. As we prepare to enter our seventh administration, let us make the tenets of the Constitution part of our daily lives to build a better nation.

One Mpox patient passes away, while four are still in recovery

Location: News

One Mpox patient passes away, while four are still in recovery

Health Minister Dr Joe Phaahla has announced that one of the five Mpox patients in South Africa passed away on Monday at Tembisa Hospital in Gauteng.

This comes after two cases were confirmed in Gauteng and three in KwaZulu-Natal.

“In all cases, patients are males aged between 30 to 39 years without travel history to the countries currently experiencing an outbreak, which suggests there is local transmission of this infectious disease in the country,” the Minister said on Wednesday.

According to the Minister, the deceased was originally from KwaZulu-Natal but has not been at home since December last year.

The Minister made these announcements during a media briefing on Wednesday centred on the management of the monkeypox outbreak in the country.

Phaahla stated that all cases were classified as severe cases, as per the World Health Organisation (WHO) definition requiring hospitalisation.

The patients have comorbidities and have been identified as key populations, including men who have sex with men (MSM).

The Minister told the media that one of the patients has since been discharged, one is isolating at home, while two are still in hospital.

Phaahla explained that the sequencing analysis of three of the cases revealed Mpox clade IIb, a variant dominant in the multi-country and post-outbreak, which began in 2022.

The last time South Africa recorded positive cases of Mpox was in 2022, when five cases were confirmed in the Western Cape, KwaZulu-Natal, Limpopo and Gauteng, with no cases reported in 2023.

“So, the one in our country is consistent with the multi-country outbreaks in various parts of the world and different from the strain variant in the DRC,” he explained.

Contact tracing

The National Institute for Communicable Diseases (NICD), the Minister said, continues with epidemiological and surveillance activities to identify cases for investigation to estimate the magnitude of disease through systematic data collection and analysis.

He told the media that 38 contacts were identified in KwaZulu-Natal, while one of the patients indicated to have had sexual contact with multiple partners, including both males and females.

Meanwhile, the Outbreak Response Team have embarked on contact tracing and case finding in the affected provinces.

“Encourage people who may know that in one way or another have been associated with someone with the disease or showing any symptoms of skin lesions or rashes to approach their nearest health facility.”

Vaccine

Currently, there is no registered treatment for Mpox in South Africa.

However, the Minister said the WHO recommends using Tecovirimat, also known as TPOXX, for treating severe cases, such as in individuals with a CD4 count of less than 350.

However, he believes that high-risk groups should be prioritised, including sex workers, MSM, healthcare workers, and laboratory workers.

The department, working together with partner organisations, has intensified both targeted and public awareness to empower the citizens with crucial information related to Mpox.

The Minister also emphasised the importance of managing stigma for key populations at risk, while there have been no recommendations for any travel restrictions.

“I think one can safely say that, especially for adults, anybody who develops those kinds of eruptions on their skin, even if you may think it might be chickenpox, even young people, should seek medical attention.”

He said government endeavours to prevent any further deaths.

“We already have one fatality and he was quite sick, and were informed that even though the antiviral agent because of the severity of the sores, he could not swallow his treatment and died within a few days.” – SAnews.gov.za

MultiChoice reports resilient performance while expanding its platform

Location: Business
MultiChoice Group

MultiChoice Group (www.MultiChoice.com/) demonstrated resilient operational performance for the year ended March 2024 (FY24), delivering a 26% trading profit margin in South Africa, while increasing trading profit in the Rest of Africa by 48%, despite very challenging macro-economic conditions. Clear strategic milestones were reached, with the group successfully launching Showmax 2.0, SuperSportBet and Moment, all of which are now revenue-generating and supporting the group's future growth prospects.

“Four years after setting out a clear strategy of building Africa's entertainment platform of choice and investing in services to support a broader ecosystem, our three core segments are now fully operational: video entertainment, interactive entertainment and fintech. Our focus now shifts to building on these solid foundations to drive growth in these new areas, and on further enhancing business efficiency across our operations.

While we are not alone in feeling the challenges of a weak consumer environment, I am proud of the speed and effectiveness of the team in implementing strategic actions to retain customers, safeguard cash generation and drive costs savings which surpassed our targets. It is the strength of this team, the quality of the underlying business and the clarity of our strategy which underpins my confidence in delivering on our potential,” said Calvo Mawela, MultiChoice Group CEO.

Some key points for the past financial year:

  • Subscriber base: Given the challenging consumer environment, overall active subscribers declined by 9%. This was mainly due to a 13% decline in the Rest of Africa business, with Nigeria, Angola and Zambia most affected, while the South African business was more resilient, declining by only 5%.
  • Group revenue: increased by 3% on an organic basis. However, due to weaker local currencies and consumer pressure, reported Group revenue declined by 5% to ZAR56.0bn.
  • Subscription revenues: grew by 2% on an organic basis. However, on a reported basis, subscription revenues declined by 7% due to a weaker Naira.
  • Group trading profit: increased 24% on an organic basis, despite the additional ZAR1.4bn investment in Showmax to drive future growth. After factoring in the ZAR4.5bn impact related to foreign exchange weakness, reported trading profit declined by 21% to ZAR7.9bn.
  • Positive operating leverage: Given the positive impact of the lower expenditure (including ZAR1.9bn in cost savings and ZAR1.5bn in reduced decoder subsidies), the group achieved positive operating leverage of 4.3% (i.e. a 3.3% organic revenue increase against a 1% organic reduction in operating expenses).
  • Adjusted core headline earnings: Higher realised hedging gains and benefits from a narrower gap between official and parallel Naira rate, was more than offset by the weaker trading profitability, resulting in adjusted core headline earnings (which now includes losses on cash remittances after tax and minorities) decreasing by 20% to ZAR1.3bn.
  • Free cash flow: amounted to ZAR589m, impacted by lower profitability and the  ZAR1.7bn in Showmax platform payments.
  • Retained cash and cash equivalents: ZAR7.3bn in cash (before short-term commitments) and access to ZAR4.1bn in undrawn borrowing facilities provides significant headroom and flexibility to fund opportunities.

MultiChoice is by far the largest producer of original content on the African continent. In FY24, the group again produced over 6 500 hours of local content and its local content library now has more than 84,000 hours of content, a 12% increase YoY.

The highlight for the year was Shaka Ilembe, which launched on Mzansi Magic in June to become Africa's biggest TV series. Filmed entirely on location in South Africa, it was created through the skills and contributions of over 8 000 people. The premiere episode attracted over four million viewers and was the top-performing show with an audience share of over 45% in its time slot.

Other content highlights of the year was Reyka (season 2), Devil's Peak and White Lies on linear (co-produced with Fremantle, Canal +, Abacus Distribution and BBC Studios-owned Lookout Point) and Spinners, Original Sin: My Son The Killer, and Catch Me a Killer, on streaming. Across Africa, the group launched 3 new proprietary channels - in Ethiopia (Maaddii Abol), Uganda (Pearl Magic Loko) and Mozambique (Maningue Magic Kool) while also producing content in Africa's 4th most spoken language, Oromo.

SuperSport broadcast 34 490 live events during the year – arguably more live sport than any other broadcaster in the world. Highlights included the Rugby World Cup in France, the Cricket World Cup in India, a second  SA20 season in South Africa, AFCON, FIFA Women's World Cup in New Zealand and Australia, as well as the Netball World Cup in Cape Town.

SuperSport Schools more than doubled its registered user base during the year. The fast-growing platform displayed more than 49 000 hours of live programming across 43 different sports codes, covering 900 school sport festivals and events, featuring more than 1 100 schools, and over 14 500 teams.

SEGMENTAL REVIEW

South Africa Pay-TV (MultiChoice South Africa)

Due to a strong focus on retention initiatives, the decline in active subscribers in South Africa was limited to 5%, despite the challenging environment. The base now stands at 7.6 million households.  Power outages experienced on 275 days of the year further discouraged potential subscribers without backup power.

Although the Premium bouquet is trending toward a stable base given the targeted retention efforts, the premium customer tier (which includes the Premium and Compact Plus bouquets) declined by 8%. The mid-market Compact base, which is most exposed to the macro-economic challenges, was down 9%, while the mass-market tier was 2% lower due to pressure in the Family base, the impact of loadshedding, and reduced decoder subsidies.

A consequent 3% decline in subscription revenues and softer advertising income weighed on the segment's total revenues (-2% to ZAR33.6bn), but was partially offset by strong traction from new revenue streams, especially the insurance business (NMSIS) which reported a 35% increase in premium revenue to almost ZAR1bn. Several interventions to reduce costs enabled the SA business to achieve a trading margin of over 26%.

Rest of Africa Pay-TV (MultiChoice Africa)

The business in the Rest of Africa faced the toughest macro-economic conditions in its core markets with high, double-digit inflation and extreme depreciation of local currencies, (especially in Nigeria, Angola, Kenya and Zambia) which impacted USD revenues by 32%.

The active subscriber base declined to 8.1m, but effective retention efforts contributed to an improved subscriber mix.

Due to the challenging market dynamics, the short-term focus of this business shifted from subscriber growth to safeguard profitability and cash flows. Several cost-saving initiatives were implemented, including scaling back significantly on decoder subsidies (-46% YoY or ZAR1.3bn), and reducing SG&A costs by ZAR500m. These interventions enabled the Rest of Africa business to increase trading profit by 48% YoY to ZAR1.3bn.

Sub-Saharan Africa SVOD (Showmax)

FY24 was a pivotal year for Showmax as it relaunched across 44 markets in sub-Saharan Africa on Peacock's world-class platform, which is 4K/HDR and ATMOS ready. Almost 100% of the eligible customer base was migrated to the new Showmax platform, and 88% of those migrated had reactivated their accounts in the seven weeks to year-end.

Alongside local content from M-Net, Mzansi Magic, Africa Magic and Maisha Magic, Showmax ramped up its local content, releasing 59 original movies and series in SA, Nigeria, Kenya and Ghana (FY23: 48). Popular shows that drove viewership included Tracking Thabo Bester, Koek, The Mommy Club, Youngins, Red Ink, Adulting, Outlaws and Real Housewives of Durban in South Africa, Cheta'm, Real Housewives of Lagos, Dead Serious, Wura and Flawsome in Nigeria, and Single Kiasi and Second Family in Kenya.

Showmax revenues for the year grew by 22% (+22% organic) to ZAR1.0bn, while trading losses increased to ZAR2.6bn. These losses came in below the expected range of ZAR3-4.0bn. As noted before, due to the partnership agreement signed in 2023, 30% of Showmax's funding requirements is contributed by Comcast.

Technology (Irdeto)

Irdeto's strong execution, enabled it to become the market leader in managed security services for video with a 22% market share. It also saw significant success in combatting piracy, taking down some 30 000 streaming piracy services during the year. Revenue increased by 17% (7% organic) driven by external customers across video entertainment, gaming and connected transport, with some additional uplift from a weaker ZAR against the USD. Disciplined cost management supported a 23% trading margin.

Irdeto shipped its first keyless solutions to leading customers, including one of the largest fleet operators in the US market. This resulted in a revenue increase of 119% YoY in the connected transport division, with revenue from new services now representing a combined 35.7% of total revenues.

Sports betting and interactive entertainment (KingMakers)

KingMakers reported strong growth in the online business in Nigeria, with monthly active users up 37% YoY and online gross gaming revenues up 26% YoY in constant currency. New products were also launched, including BetKing Casino and BetKing FootballGO, a virtual football sportsbook service.

Revenue of USD147m was affected by the weak Naira, while the business reported a positive EBITDA of USD2m. At the end of its December year-end the business had a retained cash balance USD113m to fully fund its growth initiatives.

KingMakers launched the SuperSportBet business in South Africa in January 2024. Its pre-game shows and live feed integration with SuperPicks, as well as the Playbook preview show were key drivers of uptake, further supported by SuperSportBet becoming the official betting partner of local soccer clubs, Kaizer Chiefs and Orlando Pirates.

Fin-tech (Moment)

After being founded during FY23, Moment officially launched in FY24. The business played a vital role in the Showmax relaunch stepping up to fill a critical payments gap. In January this year, Moment also began processing MultiChoice's payments for DStv, reaching a milestone of processing USD85m in payments in early March 2024.

To-date, Moment has processed local and cross-border card payments in 44 Showmax markets and is already accounting for more than 20% of Group's payment volumes. It also joined real-time payment networks in 18 countries, including South Africa, and is currently piloting instant payment and account activation for DStv.

The business raised an additional USD22m of funding, with MultiChoice contributing USD8m. As a result, Moment is now valued at USD82m and MultiChoice owns a 26% stake.

FUTURE PROSPECTS

The linear video-entertainment business remains the mainstay of the group's operations and provides a valuable base from which to expand its service offerings. The new streaming, interactive entertainment, fintech and connectivity services are having a positive impact on the business, and more importantly, on the lives of its customers. Going forward, the group will focus its efforts on scaling Showmax, Moment, SuperSportBet, as well as on driving growth in insurance (NMSIS), DStv Internet and DStv Stream.

To counter the challenges around an uncertain economic recovery globally and across the group's operating footprint, the group will continue to drive business efficiency and cost optimisation, with an increased cost savings target of ZAR2bn.

Not only should this mitigate the ongoing impact of currency volatility and consumer weakness on performance, but together with the company's strategic plans to continue adapting its platforms to cater to customers' evolving needs, it positions the group well to prosper once currencies stabilize and economies rebound.
