Rugby World Cup fever mounts

Location: News

Rugby World Cup fever mounts

South Africans across the country are gripped by the green and gold fever ahead of the 2023 Rugby World Cup final on Saturday, which will pit South Africa’s Springboks against the All Blacks from New Zealand.

If the semi-final is anything to go by, the final game promises to be a nail-biting encounter that will keep every fan on the edge of their seat as the teams go head-to-head at 9pm sharp.

From schools, companies, and restaurants to social media posts, the Springbok jersey-wearing South Africans are counting down the hours to what will go down in history as one of the most memorable World Cup finals in Stade de France.

If South Africa wins, this will be the first time any country will hold four Rugby World Cup titles.

Even President Cyril Ramaphosa is expected to be cheering in the crowd as he will be travelling to Paris to support the Springboks in their quest to defend the Webb Ellis trophy.

“The President is really looking forward to being invited onto the pitch for a second time by captain Siya Kolisi to help lift the cup for the world champions,” said the President’s Office.

Meanwhile, Sport, Arts and Culture Minister, Zizi Kodwa on Friday joined the Springbok captain’s run to send well wishes to the Bokke.

“The Springboks are ready for the final. This is your team, fellow South Africans. Let’s get behind our pride and joy! Yivale maBhokobhoko,” he wrote on X, formerly known as Twitter.

According to SA Rugby, Springbok coach Jacques Nienaber predicts a powerful onslaught from the All Blacks and said they posed threats in every aspect of the game.

“Matches between the Springboks and All Blacks are always special and hard-fought, and with this being a World Cup final, the rivalry is expected to be more intense. They have an experienced squad with a physical pack and a backline that can create magic from nothing, so we’ll have to be at our best on attack and defence to get the result.”

For Springbok fans, SuperSport, the home of the Rugby World Cup 2023, will broadcast the final match live.

The South African game will be also shown on SABC.

And for those who prefer big screens and a bit of a crowd, provinces across South Africa are gearing up for the showdown and bringing on the heat to support the Bokke by having dedicated fan parks.

Some of these, of which most entrance is free, fans can also enjoy some live music in the build-up to the game.

Department of Culture, Sport and Recreation in Mpumalanga, said it has identified three sites for public viewing, one in each district of the province.

“These public viewing areas will be located in previously disadvantaged communities, which over the years have shown growing interest in the sport of rugby.”

Tracking PRASA’s pace

Location: News

Tracking PRASA’s progress

Many of us will recall seeing family members rushing off to catch the train to work or school thanks to it being largely an affordable means of getting around.

“Passenger rail plays a pivotal role in driving economic activity by transporting millions of people to and from their workplaces daily,” says Passenger Rail Agency of South Africa (PRASA) Group CEO Hishaam Emeran.

This as PRASA, which is responsible for 2 228 kilometres rail tracks countrywide, has been in the process of rebuilding the passenger rail infrastructure and refurbishing vandalised stations across the country.

According to Emeran, the rebuilding and reopening of the corridors is transporting some 19 million passengers to and from places of work and economic opportunities.

In the 2020 State of the Nation Address, President Cyril Ramaphosa committed government to fixing commuter rail “which is vital to the economy and to the quality of life of our people.”

At the time he said government was modernising the agency’s rail network. He added that work that would be conducted on the lines included station upgrades, parkway replacements, new signalling systems and overhead electrical traction upgrades.

“The positive impact of resuming passenger rail services on the livelihoods of commuters who spend over 40% of their income on transport cannot be overstated. We have saved commuters thousands of rands in travel costs, as a train ticket costs less than a litre of petrol.

“For example, a trip from Germiston to Johannesburg now costs just R7.50, easing the financial burden on commuters. These efforts underscore our commitment to stimulating local economies and long-term prosperity,” Emeran told SAnews.

The agency is making significant progress in rebuilding the passenger rail infrastructure and refurbishing vandalised stations. The rebuilding efforts have had a positive impact on the health of the economy.

“Through our rebuilding efforts, we've injected over R3.6 billion into the economy, creating over 6,000 job opportunities, with 211 small, medium, and micro-sized Enterprises (SMMEs) appointed. Among these job opportunities, 856 were for women, and 4,061 were youth employment opportunities,” he said.

He adds that the commitment and determination of PRASA employees who worked tirelessly to restore passenger rail services, has helped the agency in the repair of the country’s passenger rail corridors.

“A multidisciplinary war room was set up led by engineers and corridor project leaders and other senior PRASA senior managers to manage the rebuilding project effectively and efficiently. To expedite the recovery of services, an Acceleration Programme was developed to make sure targets and deadlines were met consistently.”

The end of September saw the commuter rail service from Pretoria to Kempton Park resume its commercial service, bringing the number of recovered lines by the agency to 20.

At a recent Southern African Railway Association conference in Johannesburg, the Group CEO said significant strides are being made in recovering the passenger rail network.

“To date, 26 of the 40 corridors have been recovered, with over 19 million passengers using the services to date. Just on the corridor recovery we have spent R3.6 billion to date in this financial year, with more than 6 000 jobs created,” he said at the gathering.

Asked about the public’s response to the restoration of services, Emeran said that the PRASA services have brought much-needed financial relief to commuters who on average were spending 40% of their income on transport costs.

“PRASA has restored corridors across the country to the relief of 19 million commuters that are now using the trains. We are bringing a modern travel experience for commuters and the commuters and communities love the new trains. We have introduced new high-tech electric trains on some of the corridors,” he said.

Modernisation

The new Isitimela Sabantu trains sport automated doors, built-in safety features, CCTV cameras, and they don’t move when the doors are open for the safety of commuters. The air-conditioned cars are designed for the comfort of commuters.

Meanwhile, PRASA is set to increase its capital spending over the Medium Term Expenditure Framework (MTEF) with a budget of over R50 billion for rolling stock and infrastructure investments. The increased capital spending is due to the reopening of some of the key corridors.

“Now we plan on spending R50 billion from this financial year and over the next three years to support the modernisation of the passenger rail network and the implementation of our turnaround plans," he said.

Progress made in rehabilitating the lines includes that of the Leralla-Germiston line, which cost under R600 million in rebuilding and rehabilitating. The rehabilitation included the six stations the train stops at, the overhead electrical cables that power the trains and the substations that feed power to the network. The train stops at Leralla, Limindlela, Tembisa, Kempton Park, Rhodesfield and Germiston stations.

Security

In the fight against theft and vandalism, in August the agency announced that its Protection Services Officers had been declared Peace Officers as per Section 334 of the Criminal Procedures Act, giving them law enforcement powers similar to those of police officers.

The Peace Officer status gives them the powers to make arrests, issue written notices in terms of the Criminal Procedure Act, complete dockets, and powers to detain.

“They have been deployed to key corridors to safeguard the rail infrastructure and ensure the protection and safety of our commuters.”

The group CEO added that there are plans to train more PRASA Protection Officers to be Peace Officer across the country.

The agency has also developed an integrated security plan, collaborating with law enforcement agencies.

“Part of the strategy is to increase boots on the ground, in our trains, stations and platforms. Since implementing this comprehensive security plan, we have seen a 70% reduction in security-related incidents, an achievement that we commend,” he said.

Festive season

While the country continues to mark Transport Month, it is also inching closer to the busy festive season and the agency has plans in place to transport commuters to their various holiday destinations.

“The festive season is our busiest period for our long-distance transport services.  Plans are in place for the long-distance traveling for the holiday season – whether by bus or train. Shosholoza Meyl and our Autopax bus services – Translux and Transnet, will be moving people to their various destinations during the holiday period,” said Emeran.

SAA officially relaunched

SAA officially relaunched

Public Enterprises Minister Pravin Gordhan says despite all the challenges it has faced, South African Airways (SAA) has a “tremendously bright future" if its current expansion is properly managed.

The Minister officially relaunched SAA on Thursday at an event that also marked the restart of the State-owned airliner’s direct flights to São Paulo, Brazil.

“Notwithstanding State capture, notwithstanding the COVID pandemic, SAA is where it is today. What we can see ahead of ourselves, as part of the recovery of SAA, is a tremendously bright future, if we manage the current expansion properly but also conclude the deal with the equity partner, which should be concluded either late this year or early next year.

“That will add a lot more money... to SAA to expand and will multiply its capacity to fly South Africans out of South Africa and also bring tourists into South Africa from all parts of the world as it once did, but now in a financially sustainable way,” Gordhan said.

The State-owned airline has endured challenges for several years.

SAA was racked by allegations of fraud and corruption during the State capture years and was also put under business rescue and grounded.

The Minister explained the turnaround for the airline.

“What we have been able to do is to firstly establish that there’s no more money that’s going to come from taxes that’s going to go into SAA, like the R40 billion that went in over a 10-year period. SAA must survive on its own strength... [and] on the capital that is actually provided by the strategic equity partner and it must grow organically. Through the business rescue process, its balance sheet is not encumbered in any kind of way.

“It took three and a half years of very hard work…to ensure that we steer this process. It’s a signal to investors and the investing community in South Africa that reforms are possible in South Africa. That we can execute, just with South African talent, these very complex deals and complex reform processes in State owned entities,” he said.

Gordhan hailed SAA’s new offering to fly to Brazil as just the start for the airline.

“This flight to São Paulo… is an important event because it signifies an important gesture to all those who critically watch what we’re doing with SAA at the moment. There are many naysayers around and many people in the industry - and sometimes outside the industry - who wish it wouldn’t work. But…we are South African and South Africans are known…for resilience, and a sense of vision. We have our pitfalls every now and again.

“But SAA…is going to be a success. This is a sign that the intercontinental flights – not only through code shares, but SAA in its own right – should be around the corner. São Paulo is just the start. We need to see how we can expand the network because…the beneficiary will be South Africans at the end of the day,” he said. – SAnews.gov.za

SARS apologises to taxpayers

Location: News

SARS apologises to taxpayers

The South African Revenue Service (SARS) has put on hold the SMSs that were sent out earlier this week, referring to possible prosecution of taxpayers for their failure to file their returns, as they are legally obligated to do.

“The SMS that was sent out earlier this week, in relation to outstanding returns fell short of the high professional standard we seek to uphold. SARS therefore sincerely apologises for the manner in which this matter was handled, the frustration it may have caused honest taxpayers, and any inconvenience caused,” SARS said on Thursday.

SARS said the intended message was meant as a genuine and helpful reminder to taxpayers to file tax returns due and fulfil their legal filing obligation.

“While SARS is empowered by law to remind all taxpayers that are still registered with SARS of their legal obligation to file their relevant returns by the due date, SARS does not commence legal action before engaging with taxpayers.”

SARS said that a company is expected to file a return if it meets the following conditions:

  • Derived gross income of more than R1 000;
  • Held assets with a cost of more than R1 000 or had liabilities of more than R1 000, at any time;
  • Derived any capital gain or capital loss of more than R1 000 from the disposal of an asset to which the Eighth Schedule of the Income Tax Act applies; and/or
  • Had taxable income, taxable turnover, an assessed loss or an assessed capital loss.

Taxpayers who meet the above conditions must file their returns.

“Unfortunately, SARS’ reminders are ignored by some taxpayers, which means that their situation escalates to levels where legal action may be required. Even then, they are reminded about their obligation to file the outstanding returns,” SARS said.

SARS has reminded taxpayers that it remains their legal obligation to ensure that their tax affairs are regularised, where these are not in order.

“SARS will engage with taxpayers with respect to outstanding returns at the appropriate time. We need to be clear that taxpayers who continue to ignore reminders and fail to regularise their tax matters, in accordance with the law, will eventually have to answer for their continued non-compliance.

“Lastly, SARS appreciates the effort of honest taxpayers who diligently comply and fulfil their obligations. We value your valuable contribution to the important work incumbent on us.” –SAnews.gov.za

Authorities must take immediate steps to protect persons with albinism against discrimination and advocacy of hatred constituting incitement

Ahead of the court appearance tomorrow of South African traditional healer Bongolethu “Dr Khehlelezi” Mzozo, over a video shared on YouTube in April 2023 spreading misinformation about persons with albinism, Amnesty International and the National Albinism Task Force are calling on the South African government to protect persons with albinism in the country against discrimination, hostility and violence.

Following the release of the video, in line with Section 20 of the Promotion of Equality and Prevention of Unfair Discrimination Act 2000 (PEPUDA) (No 4, 2000), the Thembisilemadlala Albinism Foundation supported by The National Albinism Task Force lodged a case with the Equality Court against Khehlelezi, arguing that the video was discriminatory and amounts to “hate speech” against persons with albinism.

Amnesty International's Regional Director for East and Southern Africa, Tigere Chagutah said;

“Persons with albinism are no different from anyone else. They have the right to enjoy all human rights, including the right to be free from discrimination and protected against advocacy of hatred. It is deeply concerning that those with influence in society continue to marginalise and discriminate against persons with albinism. Perpetuating hate and discrimination puts them at serious risk of being harmed.

“The National Albinism Task Force in South Africa and Amnesty International call on the South African government to take immediate steps to respect, promote, and fulfil all the rights of persons with albinism and ensure that all those who violate such rights are held to account. The government must take measures to eradicate discrimination and counter misinformation and stereotypes about persons with albinism.

Chairperson of the National Albinism Task Force in South Africa Patrick Wadula said;

“We call on everyone in South Africa to stand in solidarity with people with albinism by condemning and reporting any behaviour that amounts to advocacy of hatred that constitutes incitement to discriminate against persons with albinism.

PRASA to spend R50 billion modernising rail network

PRASA to spend R50 billion modernising rail network

The Passenger Rail Agency of South Africa (PRASA) is set to increase its capital spending over the Medium Term Expenditure Framework (MTEF) with a budget of over R50 billion for rolling stock and infrastructure investments.

“We have increased our capital spending due to the reopening of some of the key corridors. Now we plan on spending R50 billion from this financial year and over the next three years to support the modernisation of the passenger rail network and the implementation of our turnaround plans," PRASA Group CEO Hishaam Emeran said.

He made these remarks during the Southern African Railway Association’s two-day conference in Johannesburg on Tuesday.

“We are making significant strides in recovering the passenger rail network. To date, 26 corridors of the 40 corridors have been recovered, with over 19 million passengers using the services to date. Just on the corridor recovery we have spent R3.6 billion to date in this financial year, with more than 6 000 jobs created.

“This investment will go a long way in contributing to the growth of the economy. We are not just rebuilding the passenger rail network; we are modernising the entire network. This is an ambitious and bold plan, and we intend to use the allocated budget to turn this vision into a reality,” Emeran said.

Projects under PRASA’s ambitious capital programme for the next three years include the rolling stock modernisation programme; depot modernisation programme; walling, station modernisation programme; perway infrastructure; electrical infrastructure; signalling and telecommunications and digitisation of our systems.

He said measures have been put in place to ensure PRASA increases its capital spend, including addressing challenges within supply chain management and capital projects capacity challenges.

“Where we have recovered the passenger rail services, we have introduced the new Electric Motor Units (EMUs), otherwise known as Isitimela Sabantu. The trains that we are introducing are high-tech that come with CCTV cameras, automatic doors, air-conditioning, and high-tech safety measures, designed with the safety of commuters in mind.

“These trains are manufactured here in South Africa, in Springs, Gauteng, by Gibela. Our depot modernisation programme will include the installation of intelligent fencing at the various rolling stock depots and staging yards, incorporating CCTV as well as integrated security systems to replace the existing fencing,” Emeran said.

In addition, PRASA is revitalising the signalling system, bringing in modern telecommunications in line with the European Train Control System ushering a new era in signalling safety.

“Work has started in KwaZulu-Natal and the Western Cape to resignal the passenger rail network to ensure the safe passage of the trains and increasing the frequency of our services. These projects are all part of our ambitious capital programme where we intend to invest in the economy,” he said. –SAnews.gov.za

Making the announcement, James Williams, Senior Director, Events | Connecting Africa | Informa Tech, remarked: “Congratulations to everyone who entered. We called for the continent's brightest, most inspiring founders to apply to help build the African innovation ecosystem and they certainly delivered.

“I know I speak for my colleagues, the investors and judges who will be closely monitoring the pitch competition, when I say that Africa's talent, ingenuity, and unmatched potential is abundant and diverse, and this is clearly represented in this broad array of finalists. It is therefore going to be no small task to select just one winner who will represent the continent at the Startup World Cup Final, held by Pegasus in San Francisco on 1st December.”

Providing insight as to what she will be looking for in the winning pitch, investor, and AfricaIgnite Pitch Competition judge, Keshni Morar of Investable (https://www.Investable.Business/), warns contenders to come prepared. Morar will be looking for the granular detail in the presentations, with a demonstrable understanding of the market in which the start-up is looking to play or is already active. Depth of the go to market strategy too for those start-ups at pre-seed capital, is a vital consideration.

But in short, Morar says: “Like every other serious investor out there, I look for the coherence between the pitch story and the data points. If it's not there, there's no chance of us getting involved.”

The top ten looking to win the AfricaIgnite Pitch Competition Final are:

President Ramaphosa to host AGOA forum

Location: News

President Ramaphosa to host AGOA forum

President Cyril Ramaphosa will address shared priorities and opportunities to make the African Growth and Opportunity Act (AGOA) more transformative during the forum’s 20th gathering to be held in Johannesburg next week.

This is according to Presidential Spokesperson Vincent Magwenya, who on Thursday briefed the media on the President’s upcoming engagements.

“The AGOA Forum serves as a vital platform for the United States to build on the success of the Africa Leaders’ Summit and further enhance the economic partnership with African states, under the aegis of the United States’ African Growth and Opportunity Act that was approved by the US Congress in May 2000," Magwenya said.

The event brings together the US government together with the governments of eligible African countries and economic organisations, business, labour and civil society.

“Over the course of the event, participants will delve into conversations about strengthening trade and investment ties between the United States and Sub-Saharan Africa, with a focus on promoting resilient, sustainable, and inclusive economic growth and development.

“AGOA…remains a key driver of economic growth and development. An extension of AGOA beyond 2025 is expected to promote inward investment in Africa and provide mutual benefits to the United States and African countries.

“This extension will further support the African Continental Free Trade Area, covering 54 countries and 1.4 billion people,” Magwenya said.

South Africa has derived benefits from AGOA, including the following:

  • In 2022, South African exports under the Most Favoured Nation system accounted for the largest share and export value of the country’s total exports to the US market, steadily growing from US$5.6 billion in 2011 to US$12.7 billion in 2022.
  • Trade under AGOA accounted for approximately 21% of South Africa's total exports to the United States in 2022, increasing in value from US$2.0 billion in 2021 to US$3.0 billion in 2022.
  • AGOA has been estimated to create numerous jobs in Sub-Saharan Africa, with South Africa benefiting from the creation of 62 395 jobs, both directly and indirectly.
  • AGOA exports represented 21% of total South African exports in 2022, up from 13% in 2021.

“Since its inception in 2000, the African Growth and Opportunity Act (AGOA) has been pivotal in strengthening economic ties and promoting growth and development across the African continent.

“AGOA has opened up new market opportunities, facilitated economic growth, encouraged economic and political reform, and improved economic relations between the United States and Sub-Saharan Africa.

“It remains a cornerstone of United States economic policy and commercial engagement with Africa,” Magwenya concluded. – SAnews.gov.za

Drugs worth R800 million destroyed in Gauteng police operation

Drugs worth R800 million destroyed in Gauteng police operation

The police have destroyed drugs worth R800 million during policing operations in Johannesburg, on Thursday.

National Commissioner of the South African Police Service (SAPS), General Fannie Masemola presided over the destruction of drugs, which included cocaine, heroin, mandrax and marijuana.

National police spokesperson, Brigadier Athlenda Mathe said, this is the third drug destruction process in this financial year, with the most recent destruction having taken place in Cape Town in September.

“In the 2022/2023 financial year, 20.8 of tons of drugs with a street value of 2 billion rand was also destroyed,” Mathe said.

Mathe noted that the drugs destroyed were linked to a number of high-profile cases, including the Maydon Wharf case where more than one tonne of cocaine worth a street value of R400 million was seized.

“This drug bust happened in August 2022 when Ebrahim Kara, Elias Radebe and Meshack Ngobese were arrested in Cape Town after a truck transporting more than 600 blocks of cocaine was stopped by police and the drugs were discovered hidden in false wooden boards.

“This matter was finalised and Kara was handed down an eight-year sentence while Radebe and Ngobese were handed down one year and six years imprisonment sentences respectively,” Mathe said.

She added that 1.3 tons in which illegal pharmaceuticals drugs/medicines in the form of tablets and capsules, including non-registered Viagra, were confiscated in operations throughout the country.

Mathe also noted that all drugs confiscated by SAPS during operations are subjected to forensic testing on a regular basis by the SAPS Forensic Science Laboratory: Chemistry Section.

“These drug exhibit materials that were destroyed today were done so after a thorough process which followed the conclusion of a court order, confirming the finalisation of cases. It is also worth noting that all drugs exhibit materials that were destructed were audited to ensure compliance to the set standard,” Mathe explained.

Masemola said through the organisation’s high-density operations, police are making inroads in clamping down on the drug trade in the country and beyond.

He said it is also encouraging that through Operation Shanela, 15 400 suspects were arrested by police officers for being in possession of drugs to date, with another 7 000 arrested for dealing in drugs.

“The recent drug confiscation of R150 million [worth] of cocaine in KwaZulu-Natal also illustrates the cooperation between law enforcement agencies across the world in clamping down on transnational organised crime. Indeed, our intelligence structures are hard at work in preventing and putting a stop to the drug trade in the country and beyond.

“This is also a clear demonstration that all stakeholders involved in border security are working together to tighten the control measures of cargo entering and departing our country,” said the Commissioner. – SAnews.gov.za

Large African delegation expected to attend the AGOA Forum in SA

A large number of African Trade Ministers and their delegations are expected to attend the African Growth and Opportunity Act (AGOA) Forum taking place in South Africa next week.

“The US delegation at the Forum will be led by the US Trade Secretary Ambassador [Katherine Tai] together with members of the Congress, businesspeople and business delegation from around the continent,” Trade, Industry and Competition Minister Ebrahim Patel said.

Addressing the media on the state of South Africa’s readiness to host the AGOA Forum in Sandton, Johannesburg, earlier today, Patel said the Forum will also be attended by labour representatives from the United States and South African business people.

“We have taken steps to reduce barriers on trade. South Africa is the biggest trade market partner in the Sub-Saharan,” Patel said, adding that the forum is set to widen the trade corridors between South Africa, Africa, and the United States of America.

Patel explained that during the Forum there will be a number of break-away sessions as well as displays of products.

To date, 360 delegates from the US business sector, including the US Chamber of Commerce, together with delegates from Business Unity South Africa (Busa), Black Business Council, and Business Leadership South Africa have registered for the forum.

A further 80 labour representatives have registered to attend the Forum.

Minister Patel said about 520 firms were expected to exhibit their products at Nasrec.

The theme of this year’s Forum is: Partnering to Build a Resilient, Sustainable and Inclusive Agenda to Support Economic Development, Industrialisation and Quality Job Creation.

The AGOA is a United States of America trade programme that provides eligible countries in sub-Saharan Africa with preferential access to the US markets. The AGOA aims to promote economic growth, reduce poverty, and foster a stronger trade partnership between the United States and African nations.

South Africa will be hosting the AGOA Forum for 2023 in Johannesburg from 2 - 4 November 2023.

This will be the third time the AGOA Forum is hosted in Southern Africa after Zambia in 2011 and Mauritius in 2003.

The purpose of the Forum is to discuss ways to expand trade and investment relations between the United States and sub-Saharan Africa and the implementation of AGOA including encouraging joint ventures between small and large businesses.

The AGOA Forum will consist of the following elements:

The Formal AGOA Forum, with representatives of governments, and business/labour  delegates.

  • A Forum of African Trade Ministers.
  • Private Sector Forum.
  • A Labour Forum.
  • A Civil Society Forum.
  • Forums on competition policy, trade administration, technical standards and development finance.
  • An industrial Exhibition, with industrial products.
  • African cuisine plus food and beverages.
  • A display of African history, film and music.
  • Official dinner and VIP lunches (organised by SA).
  • Closing reception (organised by USA).
  • Possible community visits.

Currently, 35 countries in Sub-Saharan Africa have been designated as eligible for AGOA benefits.

To qualify for AGOA, a country must first be eligible for the Generalized System of Preferences (GSP) program. The GSP applies to 3 400 products from designated beneficiary countries, plus a further 1 450 products from least developed countries. AGOA supplements the GSP with an additional 1 835 products.

Only Sub-Saharan African countries are eligible for AGOA. The US determines whether countries have met these requirements of eligibility in Section 104 of the Act.

In order to qualify, countries must already be GSP beneficiary countries – though GSP eligibility does not imply AGOA eligibility. – SAnews.gov.za

World Rugby clears Mbongeni Mbonambi

World Rugby clears Mbongeni Mbonambi

World Rugby has determined that there is insufficient evidence at this time to proceed with charges against South African rugby player Mbongeni Mbonambi.

Mbonambi was accused by England’s Tom Curry of using discriminatory language during the England versus South Africa Rugby World Cup 2023 semi-final last Saturday.

In addition, a further allegation was brought forward in recent days about a previous match in the Autumn Nations Series 2022.

“Any allegation of discrimination is taken extremely seriously by World Rugby, warranting a thorough investigation. Having considered all the available evidence, including match footage, audio and evidence from both teams, the governing body has determined that there is insufficient evidence at this time to proceed with charges.

“Therefore, the matter is deemed closed unless additional evidence comes to light,” World Rugby said in a statement on Thursday.

The body said it accepts that Curry made the allegations in good faith, and that there is no suggestion that the allegation was deliberately false or malicious.

“World Rugby is also concerned by the social media abuse that both players have been subjected to this week. There is no place in rugby or society for discrimination, abuse or hate speech, and World Rugby urges fans to embrace the sport’s values of respect, integrity and solidarity,” it said.

This news comes ahead of the 2023 Rugby World Cup final where South Africa will take on New Zealand, also known as the All Blacks, at Stade de France in Paris, on Saturday.

The Rugby World Cup final kicks off at 9pm and will be broadcast live on SuperSport and SABC.

Excitement is mounting in the country, with supporters looking forward to watching the historic World Cup final game, which will also be screened at various fan parks.

The City of Cape Town has announced three public viewing areas and the Free State province will have a fan park at the SaamTrek Fan Park - Phakisa Raceway.

“The World Cup this year has been one of the most exciting and unifying sporting events in our nation's history. For the final, the City is pleased to announce three public viewing sites in the CBD, Langa and Mitchells Plain where residents can get together and hopefully watch the Springboks make history by winning the title for a fourth time,” Cape Town Mayor Geordin Hill-Lewis said.

Free State MEC for Small Business Development, Tourism and Environmental Affairs, Thabo Meeko, called on citizens to back the national rugby team at the SaamTrek Fan Park - Phakisa Raceway.

Entrance will be free. Additional activities and entertainment include a kiddie’s village, biker stunts show, car drifting, music performances, food stalls, and tourism products exhibitions. – SAnews.gov.za

African Development Bank’s novel 5-year strategy paper focuses on governance and the private sector

Location: News
African Development Bank Group (AfDB)

The Board of Directors of the African Development Bank Group (https://www.AfDB.org/en) have approved South Africa's Country Strategy Paper (CSP) 2023-2028. The Bank's interventions over the next five years will focus on two priority areas: improving governance and developing the private sector in southern Africa's largest and most populated country.

The CSP 2023-2028 aims to support the South African government's efforts to tackle its structural challenges, promote industrialization and establish a faster, more inclusive growth trajectory to reduce poverty for the long term. Its indicative operational program for 2023-2028, amounts to a total of $1,54 billion, comprising six sovereign operations totaling $887 million and seven non-sovereign operations totaling $654 million.  The sovereign operations selectively support four focal sectors, relatively large projects aimed at delivering transformation at scale and impact.

In the first priority area, the African Development Bank will support efforts to improve economic governance and boost private investment to promote inclusive growth and create decent jobs. This will help broaden access to the main social and economic services, improve skills and employability, and increase resilience to external and climate shocks.

The Bank will also contribute to strengthening the governance framework to create favourable conditions for implementing infrastructure projects. Its support will help to reduce costs and contribute to the success of the private sector by helping the country to address regulatory barriers.

Among the expected outcomes are a reduction in the budget deficit of 4.2% of gross domestic product in 2022-2023 to 3 percent in 2027-2028. Energy production by the private sector should increase from 100 megawatts in 2023 to over a gigawatt in 2028, and 700 new small and medium-sized enterprises (SMEs) should have access to funding, including at least 210 owned by women and 70 by young people, by 2028.

In the second priority area – developing the private sector – the African Development Bank aims to improve access to high-quality infrastructure, boost productivity and strengthen competition to promote growth driven by the private sector and job creation through transformative projects. The Bank's interventions will focus on the energy, transport, water and sanitation sectors, as improving these kinds of infrastructure will contribute to reducing the cost of economic activity, increasing productivity and strengthening South Africa's competitiveness at all levels. These interventions will also enable women to access basic services and economic opportunities.

Finally, there will be an emphasis on protecting infrastructure from the effects of climate change to strengthen sustainability and resilience, a goal that will be at the forefront of all infrastructure projects.

The Bank's actions in the transport sector should help increase the market share of rail freight from 26.8 percent in 2023 to 28 percent in 2028 and complete the construction of 38 kilometres of tunnels by 2028.

On 30 June 2023, the African Development Bank Group's active portfolio in South Africa comprised 23 projects, with total funding of USD 7 billion.

World Bank supports SA’s transition to cleaner energy with a $1 billion loan

World Bank supports SA’s transition to cleaner energy with a $1 billion loan

The World Bank Board has committed to support South Africa’s efforts to promote long-term energy security and a low carbon transition with a $1 billion Development Policy Loan (DPL).

“We are pleased to support South Africa’s government, which has taken decisive reforms to address the challenges posed by the energy crisis. These reforms will benefit the people of South Africa - particularly the most vulnerable households - the economy, the environment, and advance the energy transition,” World Bank Country Director for South Africa Marie Francoise Marie-Nelly said on Wednesday.

The operation supports reforms in two critical areas. It facilitates the restructuring of the power sector through the unbundling of South Africa’s power utility, Eskom.

It supports the opening of the power market and aims at improving Eskom’s efficiency by redirecting its resources toward investments in transmission and maintenance of existing power plants.

The operation also supports a low carbon transition by encouraging private investment in renewable energy, including by households and small businesses, and strengthening carbon pricing instruments.

The World Bank noted that South Africa has been facing an ongoing energy crisis, which has had a marked negative impact on productivity and safety, at a time when the country has been working to implement a just transition to a low carbon economy.

In 2022, load shedding averaged eight hours per day, costing 2-3% of GDP growth to the economy.

“This operation comes at a crucial time for South Africa as it will provide much needed fiscal and technical support, enabling us to pursue our policy priorities in the energy sector including easing the electricity crisis in the long term, stimulating private sector engagement and creating jobs in the renewables space,” National Treasury Deputy-Director General: Asset and Liability Management Mmakgoshi Lekhethe said.

South Africa is among the world’s top 20 greenhouse gas (GHG) emitters. Energy represents 81% of South Africa’s emissions, of which 45% comes from electricity.

“The operation is expected to enhance economic activity and job creation from new investments in renewable energy generation. Poor and vulnerable households will be cushioned against recent increases in electricity tariffs. Poorer households and businesses - particularly women and Black women-owned businesses - will be supported through access to credit by commercial banks to enable them to invest in solar technology,” the World Bank said.

The operation will also contribute to gradual reductions in water and air pollution, as a result of reduced reliance on coal for power generation.

“This is anticipated to lead to substantial improvements in the quality of life of South African households in the long term. South African authorities will also receive technical assistance to identify future reforms necessary to manage the social costs associated with the decommissioning of coal-fired power.

“The operation has been a collaborative effort between the government, the World Bank and three partners, namely the African Development Bank (AfDB), KfW Development Bank (KfW), and Government of Canada. It was informed by South Africa’s development priorities, including the Presidential Energy Plan and the Just Energy Transition,” the World Bank said. – SAnews.gpv.za

Pandor advocates for more women to be fraction of peace negotiations

Location: News

Pandor advocates for more women to be part of peace negotiations

Peace agreements are more sustainable when women are at the table, says International Relations and Cooperation Minister, Dr Naledi Pandor.

“It is, therefore, disheartening to note that the percentage of women in peace negotiations today stands at a measly 19% in UN-led processes, down from 23% in 2020,” said Pandor on Wednesday.

She was speaking during the open debate of the United Nations Security Council (UNSC) on Women, Peace and Security (WPS).

As the UN gears up for the 25th anniversary of resolution 1325, Pandor believes that enhanced international efforts are needed to focus on commitments made in advancing women’s participation in all peace processes.

“We made the same call in 2019 when this Council unanimously adopted resolution 2493, as proposed by South Africa.”

The Minister said the UN Secretary-General report points to several concrete actions that Member States can take to reverse the trend of the declining number of women representation in peace negotiations, which South Africa is in agreement with.

However, Pandor noted that the current global security environment may contribute to the reversal of progress in the implementation of the WPS agenda.

“We, therefore, re-emphasise our call for urgent action to secure peace in the Israel-Gaza war, conflicts on the African continent and Russia-Ukraine conflict.

“In this context, it is alarming that the number of women and girls living in conflict-affected settings has increased by 50% in 2022 compared to 2017 owing to the increasing number of armed conflicts since then.”

South Africa, according to Pandor, initiated the Gertrude Shope Annual Dialogue Forum in 2015 and the Women Mediators Network to train cohorts of African women negotiators and peace monitors.

The training has made an immense contribution to drawing women in communities together and is setting targets for women’s direct participation in delegations and negotiating teams. “This initiative has shown how empowered women can contribute to peace and stability and support other women living in vulnerable conditions.”

She told the Member States that South Africa continues to contribute to training and capacity building for women in peace processes at continental and local levels.

“Some of the trainees are now members of various peacebuilding initiatives in their respective countries,” she said.

Pandor expressed her appreciation to partners including the African Women Leaders Network, FemWise Africa, the African Union’s platform for women mediators and the Norway government.

“In the same vein, we commend the efforts of the Secretary-General as articulated in the Action for Peacekeeping Initiative Plus and the Uniformed Gender Parity Strategy, which continue to positively advance the WPS agenda.”

She also noted South Africa’s contribution in championing female peacekeepers and making a difference on the ground.

Pandor paid tribute to the dedicated women who have been deployed in different missions across Africa. These include Major Felicia Thobeka Mswane, Lieutenant Colonel Martha Masango, Major Seitebatso Pearl Block, and Lieutenant Colonel Fhulufheto Kouter.

The Minister recognised the fundamental role played by civil society organisations in the search for sustainable peace in the Middle East amid the Israel-Palestine war.

She gave a special mention to Women of the Sun of Palestine and Women Wage Peace of Israel who are urging parties to engage in dialogue and diplomacy to reach a just, comprehensive, and sustainable peace.

“This is an example of positive activism and inspirational leadership by women striving to find a solution in the context of the continued occupation of Palestine.

“We encourage these women to continue with their solidarity amid adversity and the deepening political and security crisis.” – SAnews.gov.za
