Africa Celebrates Ranger Heroes at the 2024 African Conservation Awards

Location: News
Game Rangers Association of Africa

The 2024 African Conservation Awards, hosted by the Game Rangers' Association of Africa (GRAA) (www.GameRanger.org) is an opportunity to celebrate just some of the outstanding work by African conservationists. It is the GRAA's privilege to be able to showcase the exceptional contributions to protecting Africa's natural heritage. In 2024, the GRAA modified categories in this prestigious event to ensure Marine Rangers are also recognised and celebrated.

These awards continue to remind us of our responsibility to rangers working across Africa, many of whom are working in challenging environments with a lack of resources. Every organisation and individual nominated for these awards has displayed remarkable resilience and determination, despite their overwhelming odds and have remained steadfast in their dedication to achieving their conservation goals, inspiring us all with their unwavering commitment. Rangers should be acknowledged and celebrated.

The Winners for the 2024 African Conservation Awards are:

Best Field Ranger

Winner: Modiki Claver, Ranger Team Leader, Dzanga Sangha Protected Areas, Central African Republic (CAR)

Modiki Claver, the Team Leader of Dzanga Sangha Protected Area's law enforcement section in CAR, has risen from starting as a porter in 2010 to becoming the top team leader in the landscape. Leading a team of seven rangers across the Congo Basin, including parts of Noubale-Ndoki National Park and Lobeke National Park, Claver exemplifies leadership by dismantling snares, seizing weapons, and making arrests. He has significantly contributed to scientific research, including tracking elephant populations, assessing the impact of logging, and monitoring illegal hunting activities. Beyond his law enforcement duties, Claver has fostered strong relationships with local communities and youth, guiding them toward conservation careers. During the 2013 military-political unrest, he demonstrated exceptional courage by covertly tracking rebel movements and providing critical information to protect wildlife. Known for his field skills, ethical leadership, and commitment to the rights of indigenous people, Claver is an inspiring role model in conservation.

1st Runner Up: Sekibibi Bareke Désiré, Central Sector Manager, Virunga National Park, Democratic Republic of Congo (DRC)

2nd Runner Up: Jean Claude Kyungu, Former Head Ranger Maiko National Park, DRC

He solemnly honored the memory of the 64 rangers who tragically lost their lives in the line of duty over the past year, safeguarding our planet's invaluable natural heritage. Prince Albert expressed profound gratitude to these fallen heroes and to all of Africa's rangers, who selflessly dedicate their lives to protecting our natural spaces. He urged collective action to support the 30x30 global initiative, emphasizing that achieving these ambitious goals requires providing rangers with the resources, infrastructure, and tools they urgently need. His message carried a deep reverence for the thousands of rangers who face immense risks daily, serving as steadfast guardians of our planet's biodiversity and natural wonders.

"Every year we are reminded of the dedication, commitment and resilience required to be a ranger in Africa. This year is no different and those recognised today are some of Africa's best working in seven different countries across our continent. We are humbled to call them our colleagues and to be able to bring their work out into the light for all to see. It is particularly exciting to be recognising Marine Rangers this year who do such inspiring work on our oceans and coastlines to conserve our marine resources. Well done to the winners, runner ups and nominees of the African Conservation Awards 2024! Thank you for what you do for our planet and its people!" - Andrew Campbell, CEO, Game Rangers Association of Africa

Significant step towards justice for crimes against humanity

Significant step towards justice for crimes against humanity

The South African Government has expressed its support for the International Criminal Court’s (ICC) recent warrants issued for Israeli Prime Minister Benjamin Netanyahu, former Minister of Defence Yoav Gallant, and Mohammed Deif of Hamas.

According to the Department of International Relations and Cooperation, these actions represent a significant advancement towards justice for crimes against humanity and war crimes committed in Palestine.

“South Africa reaffirms its commitment to international law and urges all state parties to act in accordance with their obligations in the Rome Statute.

“We call on the global community to uphold the rule of law and ensure accountability for human rights violations,” the department said.

According to the ICC, the judges have confirmed that, based on the evidence presented, there are reasonable grounds to believe that crimes outlined in the Rome Statute have been committed.

The judges of the ICC have determined that there are reasonable grounds to believe that Prime Minister Netanyahu and Gallant have committed the war crime of using starvation as a method of warfare.

They are also accused of crimes against humanity, including murder, persecution, and other inhumane acts, acting as direct perpetrators in coordination with others.

“The chamber also found reasonable grounds to believe that they are each responsible for the war crime of intentionally directing attacks against civilians as a superior,” the ICC statement read.

Judges found reasonable grounds to believe that Hamas commander Al-Masri, also known as Deif, is responsible for crimes against humanity, including murder, extermination, torture, rape, and other forms of sexual violence.

The ICC Chief Prosecutor, Karim Khan, expressed deep concern about reports of escalating violence, diminishing humanitarian access, and the continued rise of allegations regarding international crimes in Gaza and the West Bank.

“We will continue to carry out our mandate to fulfill the fundamental commitment forming the basis of the Rome Statute: that the lives of all human beings have equal value,” Khan added.

The ICC investigates and, where warranted, tries individuals charged with the gravest crimes of concern to the international community: genocide, war crimes, crimes against humanity, and the crimes of aggression. – SAnews.gov.za

President Ramaphosa concludes inaugural PICC under 7th administration

President Ramaphosa concludes inaugural PICC under 7th administration

President Cyril Ramaphosa says the seventh administration has prioritised its commitment to scale up investment in infrastructure, as government seeks to boost the economy, create jobs, improve access to basic services, and the quality of life for citizens.

President Ramaphosa said this at the conclusion of the inaugural Presidential Infrastructure Commission Council (PICC) under the seventh administration.

The council convened to discuss, amongst others, a plan on dealing with crime and extortion at construction sites, the level of implementation of priority infrastructure projects and programmes, as well as strategic initiatives that are being developed to accelerate the pace and quality of infrastructure investments in the country.

“This administration has prioritised scaling up investment in infrastructure, as we seek to grow the economy, create more jobs, improve access to basic services, and improve the quality of life of our citizens.

“Continuing the work of the sixth administration, we are working to involve the private sector in achieving our infrastructure development goals. It is encouraging that after a period of declining infrastructure spend, public sector capital expenditure is on the rise for the second straight year.

“According to Statistics South Africa, last year, public sector institutions had a combined capital expenditure of R233 billion. This is an 11% increase on the previous year,” President Ramaphosa said.

The council is constituted by the President, Deputy President, Ministers designated by the President, Premiers of provinces, Executive Mayors of metropolitan councils and the chairperson of the South African Local Government Association.

Per the Infrastructure Development Act, the Council is tasked with, inter alia:

  • Coordinating the development, maintenance, implementation and monitoring of the national infrastructure plan;
  • Coordinating the determination of priorities for infrastructure development;
  • Ensuring that infrastructure development in respect of any strategic integrated project is given priority in planning, approval and implementation;
  • Ensuring co-operation between organs of state affected by projects undertaken, and
  • Promoting investment and identifying and develop strategies to cause the removal of impediments to investment.

Implementation of Strategic Integrated Projects

The council noted that there are 19 completed Strategic Integrated Projects (SIPs) valued at R26 billion.

Of these projects, six are in transport, three in water and sanitation, one in energy, four in human settlements and five in student accommodation.

Currently, 82 projects, valued at R437 billion, are in construction.

In addition to providing technical assistance and resources to help project sponsors prepare comprehensive business cases, ensuring they are economically viable and socially beneficial, Infrastructure South Africa (ISA) has played a pivotal role in supporting project sponsors to expedite approvals, authorisations, licences, permissions and exemptions with the relevant authorities.

Over 654 requests for regulatory unblocking were lodged with ISA between 2020 and 2024. To date, 497 approvals have been granted and 157 are currently in progress.

The total project value of SIP projects gazetted between 2020 and 2024 has grown to R3 trillion, with the key drivers being the Eskom Programme (SIP 8, 9 and 10), the Embedded Generation National Programme and the Green Hydrogen National Programme (SIP 20E).

Aiding municipalities

The council agreed that there is a need to enhance the Municipal Infrastructure Service Delivery Model using ISA’s methodology, which emphasises project preparation using the Five-Case Model, which is planning and prioritisation, development of business cases, mobilisation of funds from private and public sectors, implementation of innovative solutions and effective monitoring.

This model will be piloted in four local municipalities and leverage external resources and technical capacity stemming from local and international partners.

The following four municipalities will benefit from the “Adopt a Municipality” pilot initiative: Govan Mbeki Local Municipality in Mpumalanga, Kagisano-Molopo Local Municiapity in the North West, Umngeni Municipality in KwaZulu-Natal and Metsemaholo Local Municipality in the Free State.

This initiative, spearheaded by ISA, will address critical service delivery challenges, including persistent incomplete projects and infrastructure issues. ISA aims to drive urgent improvements over the next 24 months, with some projects being completed during this timeframe. ISA will hold further consultations on the next cohort of municipalities to be added to the initiative.

Crime and Extortion on Construction Sites

The council has lauded the contribution of the construction industry to job growth in the second and third quarters.

According to the Quarterly Labour Force Survey released by Statistics South Africa earlier this month, the construction sector added 176 000 jobs, playing a pivotal role in reducing the national unemployment rate by 1.4% in the third quarter.

The council said the construction industry is vital for socio-economic development, employment and infrastructure improvement.

"Crime and extortion on construction sites must be condemned in the strongest possible terms," the council said, while welcoming efforts by the police in addressing criminal and extortion cases.

The council further noted that there is an indication of increasing trends in criminal activities on construction sites, despite government's efforts to embed social facilitation and involve law enforcement. Effective mitigation will require coordinated efforts from all stakeholders.

The council has made the following recommendations on the matter:

  • Law enforcement must be allocated more resources to deal with criminal activity and violence on construction sites.
  • Policy reforms in the construction sector must be prioritised.
  • Industry must adopt best practices in social facilitation and invest in security measures.
  • Infrastructure project leads must enhance community engagement and encourage communities to actively participate in project planning.

Programme of Action for the PICC Council in the 7th administration

The PICC Council has identified eight pathways to driving infrastructure investment and growth in the next five years.

These pathways will underpin the infrastructure investment plan of the 7th administration.

The eight pathways include:

Pathway 1: Institutional Coordination

Affirming Infrastructure South Africa as a single point of entry for priority infrastructure projects.

Pathway 2: Centralised Planning and Prioritisation

Establish a gateway mechanism for projects and programme that are deemed strategic/catalytic.

Pathway 3: Budget Reforms

Accelerate the implementation of broader reforms to enable infrastructure investment.

Pathway 4: Address Regulatory Bottlenecks

Streamline regulatory and approval processes to fast-track implementation of infrastructure projects.

Pathway 5: Municipal Bulk Infrastructure

Address funding and financing of municipal bulk infrastructure.

Pathway 6: Unlocking other sources of funding

Increase and diversify sources of funding for both project preparation and infrastructure funding & financing.

Pathway 7: Economic Regulation in Construction

Strengthen regulatory framework governing construction industry.

Pathway 8: Cancellation of Tenders, Social Unrest, Damage to Infrastructure and Crime

Improving governance of infrastructure projects and ensure close collaboration with law enforcement agencies. - SAnews.gov.za

Nelson Mandela Bay Municipality assures of safe festive season

Nelson Mandela Bay Municipality assures of safe festive season

The Nelson Mandela Bay Municipality has committed to collaborating with all law enforcement agencies to keep residents and visitors safe during the festive season.

The municipality and South African Police Service (SAPS) this week unveiled the 2024 Safer Festive Season Programme with a zero-tolerance approach towards crime at an event held in Feather Market Hall.

Nelson Mandela Bay Municipality Mayor, Babalwa Lobishe, led the operation together with the SAPS Nelson Mandela Bay District Commissioner, Major-General Vuyisile Ncata and Mayoral Committee Members.

Speaking at the launch, Lobishe said the cooperation agreement includes all spheres of government and civil society in creating a safe and secure environment; development of programmes, plans, interventions and infrastructure that will seek to reduce the levels of crime; and alignment of strategies and coordination of implementation.

"Certainly, we would like to see a clean and safe city. That is why I applaud the EDTA's [Economic Development Tourism and Agriculture] initiative of internal collaboration with public health as well as with the SAPS, businesses, and the tourism industry to ensure that these conditions for a successful season are addressed in preparation for the 2024/25 summer season.

“We wish to welcome back home those who work in other towns and the thousands of tourists who will be enjoying our ‘Friendly City’ and assure them that we are ready to delivery yet another memorable festive season," Lobishe said.

The Mayor added that the Departments of Home Affairs and Correctional Services have been integrated into the festive season operation.

The launch was held in conjunction with a successful road safety roadblock on the N2 Neptune Bridge.

A total of 454 vehicles were stopped while 225 were searched. Traffic fines for unlicenced and unregistered vehicles were issued, including two arrests, one for unlicenced firearm and one for driving under the influence of alcohol.

Ncata said criminals were operating in an organised fashion, and due to this, the law enforcement agencies have jacked up their operations.

He said he was happy with the police readiness, saying whether it be the traffic services, police, or metro police, “we are going to intensify our operations”.

The Major-General warned that the police will not tolerate lawlessness in the city.

“We want to hit the [ground] running, we want to be in the hot spot areas and roadblocks and address our crime generators especially in our taverns [and] check their compliance as well. Criminals are brazen, while we have our own plans, they also have their own plans."

Ncata highlighted that since the signing of the cooperation agreement, the district has seen a reduction in crime statistics, especially in house robberies, car and truck jackings, and street robberies where firearms are used. – SAnews.gov.za

Suspected serial house robbers arrested in Pretoria

South African Police Service (SAPS) members have apprehended four suspects believed to be responsible for multiple house robberies in Rietgat and Jukulyn in Pretoria.

The police members from Rietgat conducted a successful track-and-trace operation, following an intensive investigation on Wednesday, at approximately 02:00.

“The operation commenced after the verification of intelligence, confirming the suspects' location. The team executed a takedown at the identified property, apprehending the startled suspects without any resistance or incidents.

“A thorough search of the premises resulted in the recovery of an unlicensed firearm, which was subsequently confiscated. Additionally, a white BMW believed to have been used in the commission of the robberies was seized,” said the police.

The suspects have been linked to at least nine known cases of house robberies. Investigations are ongoing to determine if they may be connected to other criminal activities.

The confiscated firearm will undergo ballistic testing to establish whether it has been used in other crimes.

District Commissioner of Tshwane, Major-General Samuel Thine, has commended the team for their dedication and swift action in securing these arrests, contributing to the safety and security of the community.  – SAnews.gov.za

Government establishing joint fund to support township, rural businesses

Location: News

Government establishing joint fund to support township, rural businesses

Work to establish a R500 million joint fund to support township and rural businesses - including local convenience shops - is underway.

This is according to Minister of Justice and Constitutional Development Thembi Simelane who briefed the media on interventions to mitigate the uptick in foodborne illnesses in South Africa.

She said the departments tasked with overseeing the joint fund are already hard at work drafting standard operating procedures and guidelines on the use and accountability of the fund.

This work is expected to be completed within the next two weeks.

“In the short term, approved rural and township businesses will be supported through this fund to improve their infrastructure, regulatory compliance and capacity building.

“The operational fund application and disbursement process will commence as soon as the registration process is completed and will be subjected to ongoing auditing processes as an early warning system against potential anomalies and fraudulent activities,” she said.

The Minister explained that to qualify for the fund, a business owner must, among others, be “a South African citizen operating within the borders of the country and serving local communities”.

“The business must be registered with local municipality in accordance with the relevant by-laws and have valid registration with SARS. Funding will prioritise entrepreneurs between the ages of 18 and 35 years old with much emphasis on female-owned businesses.

“The Department of Small Business Development has started a process to create a nerve centre with geo-mapping capacity to centralise data on the township and rural economy.

“A national database of registered small businesses and spaza shops will strengthen our capacity to regulate the sector and to ensure effective compliance to avoid the recurrence of future outbreaks,” she said.

Delving further into the issue of the registration of small businesses and spaza shops, Simelane emphasised that lawfully, “every shop owner who is a legitimate trader and meets the legal requirements” is allowed to conduct business.

“In processing these applications for registration, the government will make every effort to ensure that account is taken of every legal prescript that allows people to do business in the country,” she said.

Since the announcement by President Cyril Ramaphosa that all spaza shops must be registered within 21 days, reports have surfaced of South Africans registering these localised shops on behalf of illegal foreign nationals.

This, Simelane said, is a concern.

“This is clear fronting, and we would like to warn everyone who is involved in this illegal activity to stop. The Immigration Act prohibits any person from aiding, abetting, assisting or enabling an illegal foreigner to obtain a licence on his or her behalf, to conduct any business or carry on any profession or occupation.

“Landlords are obliged by law to ensure that those who rent their premises to conduct businesses, comply with the provisions of the Immigration Act and the standard by-laws regulating local business in the municipalities in which they operate,” she said.

Turning to allegations that civil servants are also involved in the fraudulent processing of registrations, Simelane warned that the law would take its course.

South Africans are urged not to interfere with spaza shop registrations.

“The law enforcement agencies will clamp down heavily on extortionists who want to use this process to enrich themselves. Members of the public are urged to report any suspected corrupt activities through the National Anti-Corruption Hotline 0800 701 701.

“We want to appeal to the members of the public not to disturb the process of registration by blocking certain shop owners from participating in the process. This includes conducting unlawful inspections by members of the public, and other unauthorised bodies,” she said. – SAnews.gov.za

Agriculture to conduct inspections of Terbufos manufacturers

Location: News

Agriculture to conduct inspections of Terbufos manufacturers

The Department of Agriculture will, in the next few days, conduct inspections at all five registered manufacturers of Terbufos to ascertain controls, and to determine if markers are put into locally produced products to distinguish between illegally imported and locally produced chemicals.

This follows the death of at least 22 people, including children, with many others hospitalised due to chemical poisoning from food.

Ministers leading the multidisciplinary teams in government, who are responsible for the national response to instances of foodborne illnesses, held a media briefing on Thursday to outline government’s action plan to manage foodborne illnesses.

Speaking at the briefing, Agriculture Minister John Steenhuisen said there are only five manufacturers of the pesticide Terbufos in South Africa, and the department intends to engage with them on the measures they have in place to protect the supply chain, and to make sure that the end use is legitimate.

Steenhuisen said the department is also waiting for independent laboratory results of samples taken during the inspection of spaza shops in Gauteng to see if there is a potential match in South African products.

“It is the department’s view that the Terbufos found in Gauteng does not emanate from one of the five South African producers but comes instead from across South Africa’s borders. Another substance was found in spaza shops that was banned for production and sale in South Africa in 2016.

“These discoveries indicate that there is a supply chain coming from [outside the country]. However, the department is waiting for the independent laboratory results and the interactions with the five manufactures to understand exactly where these substances are coming from and how the department can stop them coming into South Africa, if this proves to be the case,” Steenhuisen said.

The Minister said the department will also strengthen the work of the biosecurity efforts to support the control of the entry of products, organisms and other harmful biological products at the ports of entry.

“Biosecurity is something which is being declared a major priority of the department and it is one of the 70 priorities we identified in our annual performance plan, and we hope to invest the support of all South Africans, as we make biosecurity everybody’s responsibility,” the Minister said.

The inspections by the Department of Agriculture will be complemented by the nationwide cleanup campaigns, which have already kicked off in Gauteng and will be rolled out to other hotspot areas and the entire country. – SAnews.gov.za

SAPS: We expect everyone to cooperate in compliance inspections

SAPS: We expect everyone to cooperate in compliance inspections

National Police Commissioner, General Fannie Masemola, has warned that the police will, through the National Joint Operational and Intelligence Structure (NATJOINTS), monitor adherence to the law.

This comes as integrated multidisciplinary teams undertake compliance inspections of food handling facilities, manufacturers, distributors, wholesalers and retailers. This includes spaza shops and general dealers.

The President last week announced that a massive campaign of door-to-door inspections of all spaza shops, tuck shops and other informal traders will be undertaken, starting with Gauteng and KwaZulu-Natal.

This will be undertaken by teams consisting of the South African Military Health Services, environmental health practitioners, the South African Police Service, the National Consumer Council, labour inspectors and others.

The initial phase of inspections is expected to be completed within a month.

“As the police we expect everyone to cooperate. We will continue to visit warehouses countrywide to ensure that we know what is contained there, to ensure that we know what is being transported and to ensure that there is no illegal stuff that proliferate in the country,” General Masemola said.

He was briefing media in Pretoria on Thursday, along with various Ministers who are leading the multidisciplinary teams in government, responsible for the national response to instances of food borne illnesses.

General Masemola warned that the police would not hesitate to take action if people are not cooperating or where there is non-compliance.

The NATJOINTS has further encouraged communities to register their businesses and be responsible citizens.

“Government appeals to members of the public not to disturb the process of registration by blocking certain shop owners from participating in the process, this includes conducting unlawful inspections by members of the public and other unauthorised bodies,” NATJOINTS said.

Last week, President Cyril Ramaphosa called for all spaza shops and food-handling facilities to register with their respective municipalities within 21 days.

Minister of Trade, Industry and Competition Parks Tau emphasised the importance of registering businesses and ensuring compliance.

“If you continue to trade while unregistered, you are operating outside the framework that allows government to execute its responsibility to the necessary standard that has been set. We need to ensure that there is compliance. This is to protect our people,” Tau said.

He said unregistered enterprises in the townships and in the rural areas are not able to get support from government.

“When you are registered, it is possible for us to provide the necessary support. Our laws are clear on who qualifies to register a business, including a spaza shop,” the Minister said.

The Minister of Small Business Development Stella Ndabeni-Abrahams stressed that only individuals and businesses that meet the legal requirements and regulations stipulated by South African laws will be permitted to operate businesses in the country.

Ndabeni-Abrahams said all must be onboard to address the crisis the country is faced with.

“We need to think bigger and look at the broader picture if we want to deal with the challenge and not only target one aspect of the challenge,” the Minister said.

She said the law stipulates who can do business, whether you are South African or non-South African. “Our laws don’t change because we are faced with a crisis. If you don’t meet the requirements, you won’t be able to trade,” the Minister said.

Minister Ndabeni-Abrahams said municipalities on their own cannot verify the authenticity of all businesses and individuals.

She said they do not have the capacity to conduct identity authentication and hence they were bringing in other departments, like the Department of Home Affairs.

“Everybody running a business in the township, in the village, whether it’s a butchery or a wholesale, you have a responsibility to go and register your business. We appeal to South Africans not to take the law into their own hands,” the Minister said. - SAnews.gov.za

Enhanced Control Measures Helping to Control Mpox Outbreak in Africa

Location: News

WHO Regional Office for Africa

More than 13 000 laboratory-confirmed mpox cases have been reported in the African region since the start of 2024, as of 17 November. Three countries – Burundi, the Democratic Republic of Congo and Uganda - account for approximately 97% of all reported cases so far this year.

From reinforcing outbreak control measures including health worker training, to the delivery of medical supplies and equipment, and to the development of vaccine deployment plans, World Health Organization (WHO) is providing critical technical and financial support to countries to effectively respond to and end the mpox outbreaks in the region.

While much of the focus has been on those countries whose populations are at higher risk of exposure to mpox due to larger outbreaks, WHO is also supporting countries experiencing sporadic cases. With WHO support most countries in the region that have been affected by mpox this year have successfully prevented a small number of isolated cases from spreading more widely among their populations and taking on epidemic proportions.

By the time Ghana reported its first mpox case of the year on 1 October 2024 – a junior high school student in the Western North region - public awareness of the virus was already elevated due to weeks of risk communication and community engagement through WHO-sponsored social media campaigns.

Recognition of the symptoms meant that both the student and his mother, who was subsequently infected, were promptly taken to medical facilities for treatment and made full recoveries without infecting other members of the community. Rapid contact tracing and testing were conducted to ensure that the virus had not spread beyond the household, early actions that helped contain the disease.

To strengthen the response, WHO is working closely with the Ghana Health Service to increase public awareness even further. Police and immigration officials at key points of entry have also received training on how to recognize the signs of mpox to prevent the virus being imported into the country.

“Mobilizing resources to support risk communication and community engagement is just one pillar of our mpox response, but it has so far proven critical; Ghana has registered just two cases in 2024. Without informed populations there is a risk that infected people will carry on as normal, passing the virus on to those around them,” said Dr Frank Lule, Acting WHO Representative in Ghana.

Gabon—which alongside South Africa, Guinea, Cameroon and Congo is assessed to no longer be experiencing active community transmission of mpox—provides another example of how early interventions can yield significant benefits. The country reported its first laboratory-confirmed mpox case on 22 August. A 30-year-old man who had travelled to Uganda and returned with fever, fatigue and a skin rash. After seeking medical attention, he was isolated until full recovery and an extensive contact tracing operation was launched by WHO-trained health workers. One of the contacts identified was a 25-year-old IT worker living to the north of Libreville.

“As a contact, rigorous protocol was put in place to ensure my safety and the safety of those around me. I was told to watch out for symptoms like fever, fatigue or lesions and to immediately contact the surveillance teams should these symptoms develop. They also asked me to limit social interactions and close physical contact,” explained Axel Mouketou.

“The surveillance teams remained in close contact with me, conducting visits and calling me on the phone to evaluate my health. This regular contact helped me feel supported and gave me the chance to ask any questions to better understand what actions I should take,” he said.

WHO has also provided personal protective equipment and other medical supplies to the Ministry of Health; installed thermal cameras at multiple points of entry to Gabon; trained 72 officials at points of entry—including police officers, customs workers and health workers—to recognise mpox symptoms and isolate patients; and provided technical guidance to key ministerial officials. These measures have helped limit the number of lab-confirmed mpox cases in 2024 to just two.

“Our main focus is to maintain surveillance, health training and community engagement once this epidemic is over,” said Dr Narcisse Tounaikok, WHO's interim mpox Incident Manager in Gabon.

Similar contact tracing efforts were initiated in Guinea, after a seven-year-old child was confirmed to have been infected with the clade 2b subvariant of mpox on 2 September. Almost all the 91 identified contacts were fully followed up, with diagnostic tests revealing no further transmission of the virus.

Within days of the first mpox case being declared, Guinea's national health authorities published a response plan with technical input from WHO. In Macenta, where the case was discovered, WHO provided training to staff in 18 health centres and two hospitals, to emphasize appropriate infection prevention and control measures that can be used to limit the spread of infection within health facilities. WHO is also continuously supporting laboratories across the country with training and equipment necessary to monitor mpox and a host of other diseases.

The successful containment of mpox has not been limited to Cameroon, Congo, Gabon, Ghana, Guinea and South Africa. With WHO support, in 2024, Angola Mauritius, Morocco, Zambia and Zimbabwe have so far all prevented one or two identified cases from spreading further.

“These countries are evidence of the value, both human and financial, of rapid detection, response and containment. With a timely push of reactive funds and technical assistance from WHO, they were able to stop the virus from spreading on a scale that would ultimately be much more challenging to manage, said Dr Samuel Boland, Mpox Incident Manager at WHO Regional Office for Africa.

Across the African region, 14 countries—the Democratic Republic of the Congo, Burundi, Uganda, Nigeria, Côte d'Ivoire, Central African Republic, Ghana, Liberia, Rwanda, Kenya, Zimbabwe, Mauritius, Zambia, and Angola—are still assessed to have active transmission of mpox, a viral disease endemic to Central and West Africa. All require further enhancement of disease surveillance measures. High levels of mobility on the continent, the emergence of the particularly infectious clade 1b subvariant in 2023 and the persistent risk of zoonotic transmission are all causes for continued vigilance, even in countries where cases have been successfully contained.

SARB announces repo rate cut

SARB announces repo rate cut

The South African Reserve Bank’s Monetary Policy Committee (MPC) has - in a unanimous decision - decided to cut the repo rate by 25 basis points, bringing it down from 8% to 7.75% with effect from Friday.

This is the second consecutive repo rate cut announced by Reserve Bank Governor Lesetja Kganyago following a meeting of the bank’s MPC.

“The committee agreed that reducing the level of policy restrictiveness is still consistent with achieving the inflation target,” Kganyago said.

He warned, however, that the risk outlook “requires a cautious approach”.

“Global interest rates could well shift higher again and the recent Rand depreciation demonstrates how rapidly changes in the global environment can affect South Africa.

“The forecast sees rates easing further in future, stabilising a bit above 7%. But this rate path from the Quarterly Projection Model remains a broad policy guide. The MPC would like to emphasise that its decisions will be made on a meeting-by-meeting basis, with no forward guidance and no pre-commitment to any specific rate path.

“Such decisions will continue to be outlook dependent, responsive to data developments, and sensitive to the balance of risks to the forecast,” he said.

Kganyago’s announcement comes on the heels of an announcement by Statistics South Africa that inflation had dipped to 2.8% - its lowest since June 2020.

This is also below the SARB’s inflation target range of between 3 – 6%.

In this regard, Kganyago said the SARB has assessed risks to inflation outlook as “balanced”.

“[We] anticipate inflation expectations will moderate further. These expectations have been quite backward-looking, with higher past inflation projected well into the future. Survey expectations remain above our midpoint objective.

“We expect that our policy stance, and the experience of lower inflation, will anchor expectations more firmly at lower levels.

“In the near term, inflation appears well contained. However, the medium-term outlook is highly uncertain, with material upside risks. These include higher prices for food, electricity and water, as well as insurance premiums and wage settlements,” Kganyago said. – SAnews.gov.za

Citizens urged to allow spaza shop owners to register for permits

Citizens urged to allow spaza shop owners to register for permits

Government has appealed to South Africans not to block those people who want to register their spaza shops.

This follows President Cyril Ramaphosa’s call for all spaza shops and food-handling facilities to register with their respective municipalities as part of decisive measures to address the recurring foodborne illnesses that have claimed the lives of children across the country.

The interventions, the President explained, include getting hazardous pesticides off the street, protecting children from exposure to these substances, and the prevention of future outbreaks.

To ensure compliance, the President ordered that all spaza shops and food-handling facilities must register with their respective municipalities within 21 days.

Speaking during a media briefing hosted by Ministers leading the multidisciplinary teams in government responsible for the national response to instances of foodborne illnesses, Cooperative Governance and Traditional Affairs (COGTA) Minister, Velenkosini Hlabisa, appealed to the people of South Africa not to take the law into their own hands.

“We know some of them might have seen something wrong being done by South Africans assisting foreign nationals to register the spaza shops, but our call and our request [is] let us not take the law into our hands,” Hlabisa said.

Hlabisa assured that the system was not going to allow a spaza shop to be operated by a foreign national, even if the spaza shop is registered by a South African and given to a foreign national to operate.

“A person whom we registered as the owner of a spaza shop, is the one who must operate the spaza shop. If a person opts to allow another person to operate his or her spaza shop, [they] will have to go back to the municipality and get the approval.

“That is why we are appealing to the law enforcement agencies to assist in dealing with those who want to take the law into their hands…but that must be the last thing to do,” Hlabisa said.

READ I Government simplifies the process to apply for spaza shop permits

Hlabisa maintained that the 21 days given to the owners to register their businesses is sufficient.

“It takes only one day to register a business [and] people must not wait until the last day to register. If you want to do it on day 21, you might have some outstanding documents and cannot register.

“Twenty-one days is enough, but the call is go and register your business today, not tomorrow, then you won’t have a problem in terms of 21 days...it will be done,” the Minister assured.

The government has introduced a new standard draft by-law for township economies, which offers a simplified permitting and registration process.

The move is aimed at creating an enabling environment for small businesses in townships and supports conomic inclusion, job creation and community empowerment.

De Lille highlights the power of tourism

De Lille highlights the power of tourism

The tourism sector is a dynamic economic force that contributes significantly to worldwide gross domestic product (GDP) while creating jobs and fostering human development.

“As South Africa, we are acutely aware of the transformative power of tourism and business events and we are working hard to elevate the profile of tourism and attract more business events and visitors to our beautiful and diverse country,” Tourism Minister Patricia de Lille said.

The Minister was addressing the Incentives, Business Travel & Meetings (IBTM) World Trade Show 2024 in Barcelona, Spain, on Wednesday. Tourism was for too long, seen as a “secondary” sector, its full potential often underestimated, she said.

“We come to IBTM World this year with excitement as in a few days’ time South Africa will officially take [the] Presidency of the 2025 G20 Summit, following Brazil’s hosting of the summit this year and ahead of the United States of America who will host the summit in 2026.”

She said as the leading business events destination in Africa and the Middle East as affirmed in the latest International Congress and Conventions Association (ICCA) rankings, South Africa stand proud and ready to host the G20 Summit and showcase all our diverse offerings in business and leisure tourism.

“South Africa hosting the G20 Summit marks a significant milestone and it is important both for our country and the greater African continent.

“As the only African country in the G20, South Africa brings a unique perspective to discussions, particularly those affecting developing nations and the African continent.

“Hosting the summit allows South Africa to not only spotlight issues such as economic inequality, development, climate change, and fair-trade practices but it is also helps to once again helps to connect countries to grow tourism and highlights South Africa’s capability to host successful incident-free global big events,” she explained.

De Lille said the South African meetings, incentives, conferences, and exhibitions (MICE) industry was valued at 6.6 billion US dollars (R121.8 billion) in 2023, and it is projected to grow fourfold over the next eight years, reaching 25.9 billion US dollars (R477.9 billion) by 2032.

“I am confident that, with our dedicated efforts, we can even exceed these projections and this is why being at this crucial platform at IBTM World is important to us as we are committed to growing this sector beyond projections.

SA's hosting prowess

“South Africa has consistently demonstrated its capability to host high-profile local and international events, showcasing our expertise and commitment to excellence.

“I can confidently assure you that, as a country we are looking forward to welcoming all the visitors including world leaders, delegates, media personnel and support staff to our shores.”

She added that South Africa has a formidable track record of hosting successful major business events annually and that the country’s hosting prowess will once again be on show for the world to see.

“We are excited to be able to share our unique stories with the world’s media as we also share with them our vast tapestry of cultures, award winning cuisine, natural beauty, diverse attractions and infrastructure.

“There is no doubt that as more of the world gets to see our country through the G20 Summit lens, we are confident that they too will be interested in coming to meet in South Africa and exploring our country.

“We are therefore looking forward to hosting even more international conferences, trade shows, and business events in future because certainly if the world still did not believe it, the G20 Summit cements our country as a capable host for large-scale events.”
De Lille told delegates attending the summit that South Africa is not just a destination, it is the gateway to the future of global collaboration and unforgettable experiences.

“The G20 Summit provides South Africa many gains and we are excited to use this event to grow global visibility, showcase our infrastructure improvements, and a strengthen our brand as a tourism and business events destination,” she said. – SAnews.gov.za

SA sets sights on industrialisation opportunities presented by decarbonisation

SA sets sights on industrialisation opportunities presented by decarbonisation

South Africa is making the most of the available opportunities to drive industrialisation through global decarbonisation efforts, says Trade, Industry and Competition Minister Parks Tau.

Tau on Wednesday led a team of officials from the Department of Trade, Industry and Competition (dtic) to a joint briefing session of Parliament’s Portfolio Committees on Trade and Industry and Science, Technology and Innovation. The aim of the session was to engage on South Africa’s Green Hydrogen Commercialisation Strategy and the White Paper on Electric Vehicles.

Tau told the Members of the Portfolio Committee that South Africa has committed itself to reducing greenhouse gas emission, as envisaged in the national Just Energy Transition. Above its own contributions to reduce emissions, South Africa has partnered with the rest of the world to decarbonise.

Tau said South Africa has to decarbonise its own economy but also position itself to commercially benefit from the global shift to greener technologies.

“Green hydrogen presents an opportunity to export natural resources such as sunshine and wind, which South Africa has in abundance.

“The global demand for green hydrogen presents ample industrialisation opportunities not only for South Africa but for other African countries, so we need to collaborate and integrate efforts to drive the industrialisation agenda for the continent as a whole.

“The speed with which we move will determine whether we are able to take full advantage of the transition or we are left behind,” he said.

Linked to decarbonisation efforts is the worldwide move to electric vehicles, which Tau described as advancing at a fast pace.

Through the White Paper on Electric Vehicles and support for the automotives industry, South Africa is embracing the transition and adapting its Automotive Strategy to current global trends.

The White Paper on Electric Vehicles outlines a commitment to ensuring that the transition is not just about decarbonisation but is also leveraged for growth by deepening the automotive value chain, fostering local industry growth, and aligning with economic priorities, the approach aims to be pro-growth and pro-investment.

Regarding the carbon intensity of the South African economy, Tau indicated that government is  cognisant of the fact that some of the measures, such as the Carbon Border Adjustment Mechanism introduced by the European Union, do require that the country challenge them at the level of the World Trade Organisation, as they likely to have a negative impact on economic growth efforts. – SAnews.gov.za

Call for collaboration to use technological innovations to address sanitation challenges

Call for collaboration to use technological innovations to address sanitation challenges

Water and Sanitation Deputy Minister, David Mahlobo, has called for enhanced collaboration between government, the private sector and civil society to use technological innovations to help tackle the sanitation-related challenges experienced in parts of the country.

Mahlobo made the call at the Next Generation Water-Efficient Sanitation Technologies Investment Summit held in Sandton, Johannesburg, on Tuesday.

The summit, which coincided with World Toilet Day, was hosted by the Water Research Commission (WRC) in conjunction with South African Sanitation Technology Enterprise Programme (SASTEP) to highlight the various innovative solutions for sustainable sanitation and water security.

Mahlobo called for the investment of sanitation infrastructure and technological improvements to address sanitation challenges.

“We need significant investments in modern sanitation infrastructure and creative, forward-thinking solutions. Together, we can drive the change required to overcome the challenges in the sanitation sector,” Mahlobo said.

Mahlobo acknowledged the WRC for its contribution in initiating innovative projects geared towards finding alternative sanitation solutions.

The innovations include, among others, the aptly-termed Next Generation Sanitation Technologies which will not only address the basic human right to sanitation but also align with environmental, social, and governance (ESG) objectives.

Mahlobo said the reinvented toilets will offer significant advantages over traditional sanitation methods such as water-efficient and energy-neutral systems, which drastically reduce the environmental footprint of sanitation infrastructure.

The reinvented toilets will also safely treat human waste without the need for conventional sewage systems, protecting communities from waterborne diseases and can be deployed in schools, clinics, and public spaces where sanitation infrastructure is often inadequate.

“Furthermore, adding to the technological innovations, the Department of Water and Sanitation has developed the National Faecal Sludge Management Strategy.

“The strategy is aimed at providing guidance to the sector on safe management of faecal sludge to enhance operation and maintenance of on-site sanitation systems, prevent groundwater contamination, safeguard public health, and protect the environment from pollution throughout the sanitation service chain,” Mahlobo said.

More work to be done to bring dignified sanitation services

While noting significant progress made towards addressing the sanitation backlog and providing appropriate sanitation to poor households since 1994, Mahlobo said much more work still needs to be done to bring about more dignified sanitation services to the communities.

Through government and stakeholders’ efforts, the number of households with access to proper sanitation has improved by 22.4% between 2002 and 2021, an increase from 61.7% to 84.1%, with most improvement made in Eastern Cape and Limpopo provinces.

“Despite the notable work, we do admit as government that we need to keep our sleeves rolled up to ensure that all citizens of this country get to experience the pleasure of dignified sanitation facilities,” Mahlobo said. – SAnews.gov.za

Government simplifies the process to apply for spaza shop permits

Location: News

Government simplifies the process to apply for spaza shop permits

Government has introduced a new standard draft by-law for township economies, which offers a simplified permitting and registration process.

The move is aimed at creating an enabling environment for small businesses in townships; supports economic inclusion, job creation and community empowerment.

The by-law was issued in accordance with the Local Government: Municipal Systems Act of 2000 by Minister of Cooperative Governance and Traditional Affairs (COGTA), Velenkosini Hlabisa, on 7 November 2024.

“We are excited about this by-law as it is more than just a regulatory tool. It reflects our vision for township economies as key contributors to South Africa’s growth.

“Through inclusive, streamlined, and supportive governance, this initiative lays a foundation for sustainable economic activity in historically underserved areas, empowering individuals to participate meaningfully in the economy,” the Minister said earlier this month.

The new by-law is a statement of the department’s commitment to transforming townships into vibrant economic hubs that provide sustainable opportunities for residents.

“This regulation is designed to harmonise township business ecosystems by providing standardised norms and facilitating easier entry and operation for both formal and informal businesses.

“It supports businesses with tailored resources, including permit registration processes and designated trading spaces, ensuring streamlined operations within municipal jurisdictions,” the department said.

Key features of the by-law include:

  • Enhanced freedom for business activities. Any individual with a business license may now conduct business within designated areas, subject to local quotas that ensure equitable opportunities for South African citizens and residents. This regulation aligns with the Constitutional right to freedom of trade, supporting entrepreneurial efforts that contribute to township vitality.
  • Designated business zones. Municipalities are empowered to establish business zones, creating spaces specifically tailored to retail, industrial, and mixed-use enterprises. This targeted approach ensures an efficient use of space, aligning township development with broader spatial planning goals to attract investment and infrastructure improvements.
  • Business support and capacity building. To further support township businesses, municipalities will facilitate workshops, training, and access to essential resources such as infrastructure and markets. This proactive approach helps small business owners improve operational capacity, while also promoting compliance with relevant laws and standards.
  • Simplified permitting and registration. The new standard draft by-law introduces an efficient permit and registration system that provides clear guidelines for businesses, including both physical and online access to application forms. Municipal officials will assist applicants in the process, ensuring timely approvals and smooth operations for new and existing businesses.
  • Safety and compliance assurance. The by-law mandates that all business activities align with public health and safety regulations. Regular inspections and public awareness campaigns will ensure that township businesses uphold the highest standards, protecting both entrepreneurs and the communities they serve.
  • Inclusive growth strategy. Recognising the economic significance of townships, the by-law places a strong emphasis on skills development, mentorship, and market access initiatives to support businesses and help them thrive within local and broader markets.

CoGTA said it remained dedicated to engaging communities and stakeholders in the implementation of the by-law, ensuring that its benefits reach every corner of South Africa’s townships.

Vodacom Group (www.Vodacom.com) has partnered with technology providers to provide young people on the continent with access to digital skills as part of its commitment to driving digital literacy for Africa's next generation. Together with AWS, Microsoft, Skillsoft and other collaborating organisations Vodacom aims to bridge the digital skills gap across eight African countries and upskill 1million young people by 2027.

The Vodacom Group Digital Skills Hub is available in South Africa, Ethiopia, Tanzania, Mozambique, Lesotho, Egypt (Talimy), the Democratic Republic of Congo (VodaEduc), and in Kenya (Industry Digital Talent Program) to empower the next generation of digital innovators, enabling Africa's digital society and leveraging existing e-learning platforms in the respective markets.

According to the International Finance Corporation (IFC), over 230 million jobs will require digital skills in Africa by 2030, yet the continent faces a significant gap in supply and demand for digital expertise.

“The African continent is plagued in many countries with high levels of unemployment, gender inequality, income disparity and limited access to education, healthcare and essential services. These challenges inform our purpose and drives our strategy to connect for a better future, leveraging digital technologies to drive inclusion into the future for the betterment of people. The launch of the Digital Skills Hub is testament to our commitment to pioneering the path to a digital and more inclusive Africa”, says Shameel Joosub, Vodacom Group CEO.

The Vodacom Digital Skills Hub provides access to self-paced, digital skills training for those aged between 18 and 35. This is in addition to Vodacom Group's existing free, e-learning platforms across its markets. E-learning and digital classrooms have made it possible for students in remote or underserved areas to access quality education with platforms such as Talimy in Egypt, e-Fahamu in Tanzania, VodaEduc in the Democratic of Congo (DRC), Faz Crescer in Mozambique and an e-learning platform in South Africa, providing a wealth of online resources, which cater to different learning needs.

“We are extremely excited about this initiative which seeks to inspire the next wave of digital innovators. Our main aim with this initiative is to not only address the digital skills shortage on the continent but to also nurture a pipeline of young talent and in turn advance Africa's digital future, boosting opportunities for empowerment in an inclusive digital economy,” adds, Matimba Mbungela, Chief Human Resources Officer at Vodacom Group.

The Vodacom Digital Skills Hub is designed to empower the next generation, to consider a career in science, technology, engineering, and mathematics (STEM), and entails fun and engaging practical digital skills training for young people on the continent. AWS Educate is one of the first programs to be offered through the Digital Skills Hub and an additional program to Vodacom's various existing online learning platforms. AWS Educate offers beginners an extensive library of self-paced online training that covers a range of topics from cloud fundamentals to artificial intelligence and machine learning.

“With over 400 million young people between the ages of 15 and 35 in Africa, the continent has the youngest population in the world. Digital is the new currency, it is therefore imperative that we invest in them and provide them with the necessary digital skills that will not only boost their growth and development but that of the continent too,” concludes Joosub.

Spaza shops: Register to benefit from government funding

As township and rural entrepreneurs throughout the country are getting their papers in order to ensure they are compliant with government regulations to run a spaza shop, the great news is that once they have a valid trading permit, they can apply for funding from government institutions.

Through programmes like the Township and Rural Entrepreneurship Programme (TREP) or the Spaza Shop Support Scheme, entrepreneurs can access much-needed financial relief.

Earlier this month, government introduced a new standard draft by-law for township economies that offers a simplified permitting and registration process.

“To further support township businesses, municipalities will facilitate workshops, training, and access to essential resources such as infrastructure and markets. This proactive approach helps small business owners improve operational capacity, while also promoting compliance with relevant laws and standards.

“The new standard draft by-law introduces an efficient permit and registration system that provides clear guidelines for businesses, including both physical and online access to application forms,” the Department of Cooperative Governance and Traditional Affairs (COGTA) said earlier this month.

Municipal officials will assist applicants in the process, ensuring timely approvals and smooth operations for new and existing businesses.

“This by-law, issued in accordance with the Local Government: Municipal Systems Act of 2000, aims to create an enabling environment for small businesses in townships, supporting economic inclusion, job creation, and community empowerment,” the department said.

President orders registration of spaza shops

Last week, President Cyril Ramaphosa called for all spaza shops and food-handling facilities to register with their respective municipalities as part of decisive measures to address the recurring food-borne illnesses that have claimed the lives of at least 22 children across the country.

The interventions, the President explained, included getting hazardous pesticides off the street, protection of children from exposure to these substances, and the prevention of future outbreaks.

To ensure compliance, the President ordered that all spaza shops and food-handling facilities must register with their respective municipalities within 21 days.

President Ramaphosa further announced the immediate closure of spaza shops implicated in the deaths and stricter regulations to protect communities.

Government, stakeholders sign declaration to work together against “construction mafia”

Government, stakeholders sign declaration to work together against "construction mafia"

The signing of the Durban Declaration between the Department of Public Works and Infrastructure and stakeholders involved in the fight against “construction mafias”, has been welcomed by Public Works and Infrastructure Minister Dean Macpherson

The department and the South African Police Service (SAPS), the National Treasury and the Construction Industry Development Board (CIDB) have agreed to work together to bring an end to criminal disruption at construction sites.

The Durban Declaration was signed by the Minister, Deputy Minister of Police Cassel Mathale, Deputy Minister of Finance Ashor Sarupen and CIDB chairperson Khulile Nzo, at the end of the National Construction Summit on Crime-Free Construction at the Inkosi Albert Luthuli International Convention Centre on Tuesday afternoon.

“The Durban Declaration marks a historic partnership and commitment between different sectors of society to work together to bring an end to the so-called construction mafia and ensure that infrastructure projects continue uninterrupted.

“It binds sectors to implement certain interventions to discourage criminality at construction sites, reduce opportunities for disruptions to occur, and hold the guilty accountable,” Macpherson said.

“From the moment I was appointed as Public Works and Infrastructure Minister, it was clear to me that unless we bring an end to these stoppages at infrastructure projects, we would never be able to attract additional investment which will grow our economy and create jobs.

“As job creation is the Government of National Unity’s key priority, it was therefore imperative to address the issue head-on, and the signing of the declaration today is a fulfilment of this commitment,” he said.

The Durban Declaration proposes a series of interventions to end the disruptions at construction sites to be implemented over the course of the next year, including:

• Strengthening the legislation governing the construction industry

• Implementing appropriate policies for the development of the construction industry

• Improving the data and reporting systems

• Enhancing the rapid response to lead to arrests for extortion on construction sites and prosecutions

• Developing standard frameworks and guidelines for embedding social facilitation in project planning and implementation

• Providing for the systematic and structured development of emerging enterprises and skills development

• Establishing collaborative platforms for industry stakeholders to share best practices

• Collaborate on solutions to the problems faced by the construction industry

“By the time the next National Construction Summit takes place next year, I look forward to reporting that meaningful progress was achieved in these focus areas and that there has been a significant decline in the number of construction disruptions reported.

“I have no doubt that by working together, we will be able to bring an end to the construction mafia and build a better South Africa. Together, let’s build South Africa,” Macpherson said. – SAnews.gov.za
