Cabinet will work together to thrash out policy – Ntshavheni

Location: News

Cabinet will work together to thrash out policy - Ntshavheni

Minister in the Presidency Khumbudzo Ntshavheni has moved to clarify that any policy or significant decision will be taken through Cabinet first before a decision on implementation can be taken.

The Minister was speaking at a media briefing a day after the swearing in ceremony of the Deputy President, Ministers and Deputy Ministers of the seventh administration on Wednesday.

The ceremony heralded in the Government of National Unity formed by members of eleven different political parties.

The eleven parties to the GNU include the African National Congress, Democratic Alliance, Patriotic Alliance, Inkatha Freedom Party, Good Party, Pan Africanist Congress of Azania, Freedom Front Plus, United Democratic Movement, Al Jama-ah, Rise Mzansi and the United Africans Transformation.

During the briefing, Ntshavheni was at pains to explain that policy is not decided upon by individual ministers but through Cabinet.

“It should be stressed that both the President and individual ministers are duty bound to take the issues of policy, significant decisions such as decisions with financial consequences exceeding a department’s approved budget and any other matter…. they must take those matters to Cabinet.

“Failure to do so could undermine the validity of such a decision. So there is no single minister who can expropriate a decision of Cabinet or that policy decision to themselves because then that policy will not be valid in terms of the laws of the Republic…as provided for in the Constitution,” she said at Thursday’s briefing in Cape Town.

WATCH | Media briefing on the Government of National Unity

Doubling down on her emphasis, the minister said as head of the National Executive, President Ramaphosa “exercises the executive authority of the Republic together with other members of the Cabinet and members of the Cabinet are only ministers”.

“In this regard, the President, with the Cabinet he is responsible for, and I’m quoting directly from the Constitution, implementing national legislation unless the Constitution or an Act of Parliament provides others.

“Two, developing and implementing national policy. So, the national policies are not of individual ministers but of Cabinet.”

Ntshavheni noted that although the Constitution provides that Cabinet take collective responsibility, it gives leeway for determination on which matters can be left to individual ministers.

“[It] allows the Cabinet and the President to determine the way and procedures by which they work together, including leaving certain matters or kinds of matters to be dealt with by a single member of Cabinet, meaning a minister.

“Therefore, if a matter is not a routine matter or departmental specific matter or function, it must first be referred to Cabinet as must all matters that Cabinet itself has decided should come to it. In general, if a matter is not a routine matter it must be referred to Cabinet for its consideration by way of a Cabinet Memorandum,” she explained.

The Minister said the President can also determine when a decision that has been referred to him should be discussed in Cabinet first.

“This envisages that the President himself may determine that a President’s Minute referred to him for signature…should in fact go to the Cabinet first and, accordingly, refer it back to the Minister to take to the Cabinet.

“This is an approach which is accepted by the Cabinet as its way of “acting together with the President” when he exercises executive authority under the Constitution,” Ntshavheni said. – SAnews.gov.za

Teen in hot water over viral video of assault on grandma

Teen in hot water over viral video of assault on grandma

A 19-year-old has been taken into custody for attacking his grandmother - the incident of which was recorded and went viral on social media.

In the 55 second video, the teenager from the Western Cape is seen slapping the grandmother on the face and hitting her head in the kitchen.

The elderly woman then falls to her knees before gathering the strength to stand up as her grandson continues to threaten her.

“The grandson of the victim was arrested at his residence in Wallacedene last night and he is scheduled to make his court appearance in Blue Downs Magistrate’s Court once he has been charged,” a South African Police Service (SAPS) statement read.

According to the police, the suspect was found in Wallacedene, Kraaifontein, Cape Town, where he lives with his relatives.

The grandmother is said to be in hospital for an ailment unrelated to the assault and declined to submit a statement, the SAPS said.

The police’s initial investigations revealed that the incident occurred last month at the residence of the victim.

“The police were summoned to the scene, but it is said that the family took the matter into their own hands and refused police assistance.

“The severity of the matter was realised when a video of the incident was circulating on the internet, and on this basis, SAPS intervened and opened a case docket on behalf of the victim.”

The police said crimes against women and children are on top of the SAPS’ priority list and that they will not turn a blind eye to any form of violence in this regard. – SAnews.gov.za

Now the work begins: DP, Ministers and Deputy Ministers sworn in

The new Deputy President, Ministers and Deputy Ministers of the seventh administration have been sworn into office in Cape Town.

The cohort took their oath of office or solemn affirmation in a ceremony officiated by Chief Justice Raymond Zondo on Wednesday.

WATCH |

President Cyril Ramaphosa and Deputy President Paul Mashatile watched on and congratulated the new Ministers and Deputy Ministers that he appointed in terms of the powers vested in him by the Constitution.

Addressing members of the media following the swearing-in ceremony, President Ramaphosa said the ceremony was a historic moment.

“It has been a very difficult and complicated process. It’s now come to an end and to a start. It’s a fresh start for all of us in South Africa. Today was a historic moment in constituting the Executive of our country in the form of Ministers and Deputy Ministers, who have all collectively been assuring me… that they are going to work and they are going to make South Africans proud.

“The trust that our people have invested in all these men and women... We will not waste time. We will work very hard to take our country forward,” he said.

The first to take the oath of office was Deputy President Paul Mashatile.

In taking the oath, the Deputy President said: “In the presence of everyone assembled here, and in full realisation of the high calling I assume as Deputy President of the Republic of South Africa, I, Shipokosa Paulus Mashatile, swear that I will be faithful to the Republic of South Africa and will obey, observe, uphold and maintain the Constitution and all other law of the Republic; and I solemnly and sincerely promise that I will always promote all that will advance the Republic, and oppose all that may harm it;

  • be a true and faithful counsellor;
  • discharge my duties with all my strength and talents to the best of my knowledge and ability and true to the dictates of my conscience;
  • do justice to all; and
  • devote myself to the well-being of the Republic and all of its people

“So help me God."

Then it was the turn of the newly minted executive to take the oath of office or solemn affirmation.

The oath or affirmation compels them – amongst others – to be faithful to the Republic of South Africa and to uphold the Constitution and all other laws while in office.

New path

Unlike previously, the new Ministers and Deputy Ministers are from an array of political parties as a result of the formation of the Government of National Unity.

The cohort boasts some of South Africa’s youngest minds to enter office, including the Minister of Basic Education, Siviwe Gwarube, 34; new Deputy Minister in the Presidency, Nonceba Mhlauli, also 34; Finance Deputy Minister Ashor Sarupen, 36 and 32-year-old Deputy Minister of the Department of Trade, Industry and Competition, Zuko Godlimpi.

On social media platform X, Gwarube said: “Thank you all for the well wishes! Being appointed the Minister of Basic Education is a massive responsibility that I do not take lightly. The future of the country rests on how well this department that I lead does its work.”

New faces to the Cabinet include Minister of Agriculture John Steenhuisen, Minister of Home Affairs Leon Schreiber and Minister of Communications and Digital Technologies Solly Malatsi.

In a post on X, Schreiber said: “It is my honour to be appointed as Minister of Home Affairs for the Republic of South Africa. I pledge to serve you to the best of my abilities and in a spirit of collaboration, to demonstrate that South Africans can fix even the most intractable problems when we work together.”

There are some returning faces to South Africa’s Cabinet and deputy ministries.

These include Sihle Zikalala, who will be serving as Deputy Minister of Public Works and Infrastructure (DPWI).

Zikalala served as Minister of that department during the sixth administration.

“As we continue this work, we do so with a steadfast commitment to put maximum efforts towards bettering the poor and work with all stakeholders.

“Together, we must make relentless strides to address unemployment, poverty and inequality. I congratulate the new Minister of DPWI, Dean MacPherson, and wish him all the best in his new assignment and look forward to working with him,” Zikalala said in a statement.

At the end of the swearing-in ceremony, Director General in the Presidency, Phindile Baleni, wished the leaders of the seventh administration well.

“Congratulations to the new National Executive and the Deputy Ministers on your appointment. We wish you well in your duties and endeavours to create a better South Africa and a better world,” Baleni said. – SAnews.gov.za

Cape Town school shortlisted for World’s Best School Prize

Cape Town school shortlisted for World's Best School Prize

The independent school Christel House, which made the top 10 shortlist for the World’s Best School Prize for ‘Overcoming Adversity,” has received a congratulatory message from the Western Cape Education Department.

The school, which is situated in Ottery in Cape Town, serves learners from disadvantaged communities.

Christel House’s mission is to help children break the cycle of poverty, realise their hopes and dreams, and become self-sufficient members of society.

Most of the learners at the school must face gang warfare, drugs, alcoholism, hunger and abuse to make it to school every day.

Christel DeHaan, a German American businesswoman and philanthropist, founded the school, which offers Grades R through 12.

Western Cape MEC for Education, David Maynier, congratulated Christel House for being a finalist in the World’s Best Schools competition for 2024.

“The school is doing excellent work supporting learners from poor communities to receive a world-class education, and it is fitting that they have been selected as a finalist in the ‘Overcoming Adversity’ category. We wish them all the best in the next phase of the competition, and we are holding thumbs for the announcement of the top three in September.”

Christel House joins the Western Cape’s list of previous top 10 and top three finalists in the World Best School Prize.

In 2022, Pinelands-North Primary School achieved the top three position in the category ‘Overcoming Adversity’, while the West End Primary School featured in the top 10 position in the same category.

Last year, the Rustenburg Girls High School scooped the top 10 position in the category for ‘Supporting Healthy Lives’.

The top three finalists for each of the five World’s Best School Prizes - for Community Collaboration, Environmental Action, Innovation, Overcoming Adversity, and Supporting Healthy Lives - will be announced later this year.

After a public advisory vote, the winner of each prize will be chosen based on rigorous criteria by a judging academy comprising distinguished leaders across the globe including academics, educators, non-government organisations (NGOs), social entrepreneurs, government, civil society, and the private sector.

“We are delighted that Christel House will have the opportunity to showcase their ‘best practice’ to the world and are rooting for them to make the finals.”

The World’s Best School Prizes are the world’s most prestigious education awards, giving inspirational schools a share of the $50 000 (R 924 816.50) award and a global platform so others can replicate their best practices.

This year’s list features Afghanistan’s only school helping students with all kinds of disabilities to a school in Poland set up for Ukrainian refugees.

On the list, there is also a school from Italy tackling bullying and a London school confronting knife crime. – SAnews.gov.za

Saluting former Minister Naledi Pandor

Location: News

Saluting former Minister Naledi Pandor

Praises from around the world are rolling in for Dr Naledi Pandor as she steps down from her government position after serving as a Member of Parliament (MP) since 1994.

Pandor is one of the Ministers who is not returning to Parliament to serve in the seventh administration.

In February this year, the outgoing International Relations and Cooperation (DIRCO) Minister alluded to her retirement during an African National Congress (ANC) event in Cape Town.

She stated that she would “in any case not hold public office” after serving in the position since 2019.

On Sunday, President Cyril Ramaphosa announced his Government of National Unity (GNU) Cabinet, appointing Ronald Lamola to replace Pandor. Lamola had previously served as the Minister of Justice and Constitutional Development.

Since then, warm wishes and tributes commemorating Pandor’s work continue to pour in.

DIRCO Director-General, Zane Dangor, described Pandor as one of the most principled and dynamic Ministers he has ever worked with and someone with an “unrivalled” intellect.

Pandor, a former teacher and lecturer, has numerous qualifications under her belt.

In interviews, Pandor credits her love for books and education to her anti-apartheid activist parents, Joe and Fikile Matthews, during the years they spent with her in exile.

Born in Durban, KwaZulu-Natal, she grew up in exile. She completed her education in Botswana and London in the United Kingdom, achieving a professional qualification in teaching and a Master’s Degree in Education.

She holds a PhD from the University of Pretoria, a Master’s Degree in General Linguistics from the University of Stellenbosch, and a Diploma in Leadership and Development from the Kennedy School of Government, Harvard University.

She received honorary doctorates from Cape Peninsula University of Technology, University of Stellenbosch, University of Lisbon, and University College Dublin.

Dangor said Pandor made her mark in all areas she worked in.

“In the last five years, she emerged as one of the world’s leading and valued diplomats,” he added.

Adoration of a daughter

Pandor’s daughter, Dr Aisha Pandor, took to X, formerly known as Twitter, to also honour her mother.

She shared that her mom has been a member of the ANC and an activist for as long as she can remember.

“I share a birthday with the ANC, and for most of my life, I proudly spent January 8th with other family or friends, while my parents served the party," she said.

After being elected as an MP in 1994, Naledi Pandor quickly rose to the position of Deputy Chief Whip of the ANC caucus in 1995. Subsequently, she was elected Deputy Chairperson of the National Council of Provinces in 1998 and then became chairperson in 1999.

“Since I was almost nine years old, she has served as a member of South Africa’s democratic government. During those three decades, she has led with dedication, integrity, intelligence, wisdom, a love for her country, and a focus on principles, those held high by her religion, upbringing, country and party,” Pandor’s daughter said.

Aisha mentioned that she admired her mother and was excited about the next phase of her life.

“Yesterday, I told her countless times how much I love her; how much she inspires me, and how proud I am of her. I’m also hoping that as by far the most hardworking person I’ve ever met, she finally takes a bit of well-deserved time for rest.”

Gaza

Pandor is celebrated for her fearless advocacy for her country’s stance on Gaza. She has persistently called for increased action against Israel’s invasion of Palestine.

Under her leadership, the International Court of Justice ordered Israel to take measures to prevent acts of genocide in Gaza, as well as to provide more assistance to Palestinian civilians. This comes as Israel continues to engage in a conflict with Hamas militants.

The SKA and other ministerial appointments

During her time as Minister of Science and Technology, Pandor and her team successfully secured a competitive bid in 2012 to host part of the future Square Kilometre Array (SKA) telescope in South Africa.

She has also served as the Minister in the Department of Home Affairs and Department of Education.

Serving with integrity

In 2022, she received a Lifetime Achievement award at the Standard Bank Top Women Awards for the role she played in government.

Former Minister and World Bank Group Executive Director, Ayanda Dlodlo, stated that Pandor’s integrity was unparalleled and that her work ethic was exceptional, demonstrating servant leadership.

“What a woman. What a leader… Hope the next chapter of her life is even more fulfilling with more time with her family and many moments of love and laughter.”

The German Ambassador to South Africa, Andreas Peschke, also expressed his thoughts on the matter.

“We would like to thank Dr Naledi Pandor, outgoing Minister of International Relations and Cooperation, for her tireless diplomatic work. For Germany, it was a privilege to work with you. Re a leboga, Mme [Thank you, Mother],” the Ambassador said.

Founder of the Kenya Climate Directory, Reuben Wambui, expressed his disappointment at Pandor’s departure from the Cabinet.

“Naledi is the true embodiment of diplomatic genius, and we will really miss seeing her conduct international affairs on the world stage. Thank you Naledi for your excellent service.” – SAnews.gov.za

Cape Town residents warned of water disconnections scam

Cape Town residents warned of water disconnections scam

The City of Cape Town has urged its residents to be aware of a scam doing the rounds, where money is solicited from the city’s customers to avoid supposed water restrictions/disconnections due to non-payment.

In a statement issued on Sunday, the city said it has been made aware of a new scam where the scammers contact a city customer via telephone or WhatsApp, claiming to be from the city’s Water and Sanitation Directorate.

The scammers then provide the relevant property details, advising that the water to the property will be disconnected immediately due to the municipal account being in arrears.

The customer is then told that to avoid water supply disconnection and the subsequent reconnection fee, a payment more than R2 000 must be made via cash send or e-wallet.

The city’s Member of the Mayoral Committee for Water and Sanitation, Zahid Badroodien, said at least two separate incidents of this nature have been reported to the city, affecting customers in Parklands and Durbanville, whose municipal accounts were both up to date.

“We appeal to residents to be extra vigilant and rather verify any suspicious correspondence that they receive directly with the city. We are particularly concerned about customers who do find themselves in arrears with their municipal accounts, who would easily be lured to make payments to avoid their water from being disconnected or restricted,” Badroodien said.

The city has advised residents to report any suspicious behaviour to the city's law enforcement agencies or the city's fraud hotline on 0800 1100 77, or to the South African Police Service.

“Customers are also encouraged to make use of the various city communication channels to verify any communication they receive from the city,” Badroodien said.

The information can be verified on 0860 103 089; via SMS to 31373 (maximum 160 characters, free SMSs do not apply); WhatsApp 060 018 1505; email water@capetown.gov.za, log a service request (often called a C3 request), or online www.capetown.gov.za/servicerequests. – SAnews.gov.za
