SSA hard at work to combat cyber threats
Minister in the Presidency Khumbudzo Ntshavheni says the State Security Agency is sharpening measures against cyber security threats in the country.
The Minister was tabling the Budget Vote of the agency in Parliament on Monday.
She explained that the nature of threats was evolving with criminals using “sophisticated technologies and strategies that require agility and proactive response”.
“This requires specialised skills and coordination with various parties in and out of government. Honourable members are surely aware and concerned about the exponential increase on attacks to organs of state ICT infrastructure, which pose a threat not only to the individual targets but the economic value chain in the services these entities provide.
“In our efforts to strengthen cyber security, we are hard at work building and strengthening our capabilities and capacity to proactively combat emerging cyber threats and potential cyber attacks on our communications environment.
“In this regard, we will be accelerating the implementation of the National Cyber Security Framework which incorporates the development of the cyber security legislative framework and the establishment of an integrated cyber capability and capacity,” she said.
The Minister said with the passing of the General Intelligence Laws Amendment Bill and the necessary organisational reconfiguration, “we will also undertake work to recalibrate and capacitate the National Communications Centre to be more responsive to cyber security threats”.
“Before the end of this financial year, we will commence with the legislative process to take the Cyber Security Bill for consideration by Parliament,” she said.
Ntshavheni said government is embarking on partnerships – both internationally and domestically – to sharpen the skills within the intelligence environment.
“The Intelligence Academy is already working on revising its curricula to focus on more relevant skills of the present day intelligence environment. Some of this will be achieved through partnerships with reputable academic institutions as we work to ensure that the intelligence academy is SAQA accredited to ensure the portability of skills.
“In addition, the Intelligence Academy is exploring possibilities of establishing itself as a data institute that will not only serve the intelligence world, but broader society as data is not only the new gold, but an essential part of driving development and decision making.
“In this regard, investments in collaborations for technology and data sharing with both global and local institutions transcends a strategic imperative. It is a transformative opportunity which can empower the organisation to leverage global expertise, harness the power of technology and data to address local challenges,” she said. – SAnews.gov.za

New Police Minister outlines priorities
Police Minister Senzo Mchunu says the seventh administration will act decisively to bring the high level of crime in the country, under control.
“It is our view and understanding that tough measures may need to be taken to reduce crime where necessary,” Mchunu said, addressing the media in Pretoria on Monday on the Ministry’s priorities, following the establishment of the Government of National Unity after the General Elections.
“We are honoured and humbled to have been given the enormous responsibility of ensuring that South Africans are safe and feel safer.
“We have spent the first week in office meeting with the executive management, provincial commissioners and divisional heads of the South African Police Service. We have done this to ensure that we have a broad understanding of the portfolio, including the challenges and opportunities, so that we can map out the priorities and urgent tasks at hand,” said the Minister.
He said he had benefited from briefings from the Directorate for Priority Crime Investigation (the Hawks), the Independent Police Investigative Directorate (IPID), the Private Security Industry Regulatory Authority (PSiRA) and the Civilian Secretariat for the Police Service as well as various organisations and institutions within the security arena.
“The crime levels in the country are on the increase and are intolerable. We need to act decisively and bring this under control.
“The levels and type of crime differ from one province to the other. We need to take this into account as we implement the integrated National Crime Prevention Strategy,” said the Minister.
Currently, the leading crimes in the country are contact crimes such as murders and rape, as well as hijackings and kidnappings for ransom payments.
“The killing of women and children also continues to be cause for serious concern and warrants intensive action from law enforcement. Our mission is clear - our country must be safe for all citizens. People all over South Africa must be able to move around at any time without fear of marauding criminals.
“Gang violence is also on the rise, noticeably in the Western Cape. The situation must be brought under control so that children in the Cape Flats, Khayelitsha (Site C), parts of Nelson Mandela Bay and parts of Gauteng can be able to play in the streets without fear of being hit by stray bullets,” he said.
Mchunu said as the police, they take the issue of “construction mafias” in the country very seriously.
“This trend is associated with destructive activities which disrupt construction and infrastructure development which our country urgently requires.
“Genuine quests for economic transformation can be handled through the correct channels and by using existing policy prescripts, without resorting to hijacking construction sites and using extortion to source business. This matter will continue to receive priority attention,” the Minister said.
Police will prioritise the amendments to the South African Police Service Act as it is outdated, still making incorrect references to the 1993 Interim Constitution.
“It needs to be in line with modern day crime fighting and prevention demands. We will also finalise the National Policy on Policing. It must take into account provincial needs and priorities,” Mchunu said.
He said there was an urgent need to professionalise the SAPS and instill positive ethical values, patriotism and the understanding that the primary duty of a police officer is to always serve and protect the public.
“Uprooting corruption and removing corrupt police officers from SAPS will remain a top priority. Misconduct by SAPS members will not be tolerated and action will be taken.
“We want to change the negative perceptions of our police officers. People must respect police officers; have confidence in them and feel safe in their midst. Professionalism in the work of police is also part of the police protection mechanism.
“Our police officers need to work in a conducive environment. We are committed to ensuring that our police stations are well-resourced. We have to provide the necessary tools and vehicles to serve our communities effectively,” he said.
According to Mchunu, over the past two years, over 20 000 new police officers have been trained.
“We will strive to continue bolstering capacity and to enhance police training. A police officer must attend regular refresher courses to stay operationally ready. We will also strengthen some existing units within the police force,” he said.
With regard to the use of technology in the police service, Mchunu said the integration of technology in police services is crucial for enhancing the efficiency, effectiveness and overall capability of law enforcement.
“We will prioritise the roll out of new technologies to detect and deter crimes. Advanced technologies such as data analytics, artificial intelligence, surveillance systems, and digital communication tools enable police to better predict, prevent, and respond to criminal activities.
“These tools provide officers with real-time information, improve decision-making, and facilitate faster, more accurate investigations. Technology also enhances transparency and accountability and fosters greater public trust.
“We will benchmark against other successful law enforcement agencies worldwide and endeavour to bring SAPS on par with the best in terms of technology and operational efficiency,” Mchunu said. – SAnews.gov.za

South Africa's new Police Minister, Senzo Mchunu, has outlined a bold agenda aimed at improving the country's law enforcement agencies.
Mchunu addressed the media in Pretoria on Monday on the Ministry’s priorities, following the establishment of the Government of National Unity after the General Elections.
Vowing to tackle crime, restore public trust and improve the effectiveness of the police force, the Minister said he was honoured and humbled to have been given the “enormous responsibility” of ensuring that South Africans are safe and feel safer.
Mchunu said he would implement careful measures to reduce corruption within the ranks of the police and ensure strict faithfulness to ethical standards and accountability mechanisms.
“The crime levels in the country are on the increase and are intolerable. We need to act decisively and bring this under control.
“This scenario also requires that we think about what management system is needed overall within the police service, which will enable us to respond effectively to the serious challenge we face. It is our view and understanding that tough measures may need to be taken to reduce crime where necessary.”
He said central to the strategy is the urgent need to professionalise the SAPS and instil positive ethical values, patriotism and the understanding that the primary duty of a police officer is to always serve and protect the public.

Stats SA budget reinforces commitment to country development
Minister in the Presidency Khumbudzo Ntshavheni says as government commences with the work of the seventh administration and the next 30 Years of Freedom, it is important to address the challenges that still confront the country with greater performance and momentum.
“We need to continue to support Stats SA and ensure it plays a pivotal role in providing critical socio-economic data that informs decision making across government and business broadly,” Ntshavheni said.
Presenting the Stats SA Budget Vote in Cape Town on Wednesday, Ntshavheni said it is statistical data and information that will give government insight into the nation’s needs and achievements, and will help monitor and evaluate the effectiveness and outcomes of government policies and programmes.
“Therefore, understanding and managing the data ecosystem is crucial for the country to harness the full potential of data, make informed decisions and adapt to evolving business landscapes,” Ntshavheni said.
Ntshavheni said this will be achieved through collaboration, partnerships and platforms and that Stats SA must continue to lead in the South African data ecosystem to ensure that the data gap is closed.
“Statistical data is indicating that our economy is three times larger and many times more inclusive and diversified than it was 30 years ago. Millions of citizens have been lifted out of poverty and employment has more than doubled.
“Despite this progress, millions remain unemployed, in particular, the youth who are caught in structural unemployment where the qualifications they possess are not relevant for the job market nor self-employment.
“For South Africa to reach its developmental goals as espoused in the National Development Plan (NDP), there is a need to use data and statistical information to not only improve the performance of government, but all of society,” Ntshavheni said.
Ntshavheni said as a government that considers itself to be located within communities and society, it will work with all sectors to secure growth, security and prosperity that all wish to enjoy in a lifetime and into the future.
“Therefore, Stats SA will be one of our key institutional assets on this quest for a better future. This asset, Stats SA, is a jewel in the crown of the capacity of the state and its rigour and integrity is globally respected.
“Stats SA itself has a productive, intergenerational mix of experience and institutional memory alongside the energy and innovation that comes with a cohort of statisticians and other professionals who were born and educated in this democratic dispensation.
“For the richness of Stats SA’s outputs, we are deeply indebted to the millions of South Africans, who trustingly and graciously share their information and time with us so we can have numerical picture of the nation as it goes about living and working,” the minister said.
Ntshavheni said Stats SA’s 2024/25 Work Programme reflects the drive to deliver the statistics that the country needs and can apply to build a better South Africa.
“Stats SA delivered the results of the first digital census to the nation in October 2023. The population census offers us the most comprehensive set of statistical information to the lowest geographic level,” she said.
The Medium‐Term Expenditure Framework (MTEF) for Stats SA is R2.65 billion for 2024/25, and R2.75 billion and R2.89 billion in the 2025/26 and 2026/27 financial years, respectively. – SAnews.gov.za

SA remains on high alert as two more Mpox cases reported
Despite heightened public awareness and intensive contact tracing efforts to control the spread of the Monkeypox disease, or Mpox, as it is known for short, South Africa has reported two additional laboratory-confirmed cases this week.
This brings the total number of infections to 22 since the first case was reported in May this year, while the death toll remains at three.
According to the Department of Health, available scientific data suggests that the disease is transmitted from person to person within the borders of the country.
“The Department of Health calls for the public to maintain vigilant and never lower their guard against Mpox disease, as the country remains on high alert for a possible surge,” the statement read.
The latest case involves a 40-year-old man who was diagnosed at a private health facility in Durban, KwaZulu-Natal, on 6 July 2024.
“The patient is from Johannesburg, Gauteng, but travelled to Durban over the past weekend, where an Mpox-like rash developed,” the department explained.
The other case involved a 26-year-old man from Nquthu in KwaZulu-Natal who presented with an Mpox-like rash at a local hospital.
“Both new cases self-identified as MSM [men who have sex with men] with no international, but local travel history.”
The department is urging people who experience any of the Mpox symptoms, with or without an international travel history, to present themselves to a health facility for clinical observation and confine themselves to one place until their test results are available.
Some of the common symptoms of Mpox include a rash, which may last for two to four weeks, fever, headache, muscle aches, back pain, low energy and swollen glands.
Meanwhile, contact tracing and monitoring are ongoing in both provinces, especially amongst the close contacts of the patients, said the department.
“We urge all the identified and suspected contacts to cooperate with health officials during contact tracing for screening and possible diagnosis to prevent further transmission of this preventable and treatable disease.” – SAnews.gov.za

Mpox cases rise to 20 with infections expected to increase
Four additional Mpox cases have been reported in KwaZulu-Natal and Gauteng, with infections expected to rise as contact tracing efforts are stepped up.
This pushes the total number of laboratory-confirmed cases of Mpox in South Africa to 20 since the outbreak in May 2024.
According to the Department of Health’s data, all cases involve males aged between 17 to 43 years old.
The recent infections include a 17-year-old man from Hillbrow in Johannesburg, a 37-year-old from Pretoria East, a 29-year-old from West Rand, and a 19-year-old from Durban in KwaZulu-Natal.
Of the 20 cases, 10 were recorded in Gauteng, nine cases in KwaZulu-Natal and one from Western Cape.
Meanwhile, the death toll has remained at three since the outbreak.

The department said outbreak response teams have been activated for the newly diagnosed cases.
“Another batch of Mpox-specific treatment is expected to arrive in the country in the next few weeks as the number of cases is also expected to rise due to intensified contact tracing, risk communication and community engagement activities in the affected communities.”
The National Institute for Communicable Diseases (NICD) has received over 130 test requests since the outbreak of Mpox in South Africa.
“The department appeals to all contacts of confirmed cases and suspected cases to cooperate with health workers during contact tracing, screening and 21-day monitoring period, to ensure no case is left undetected.”
According to the department, contact tracing is one of the critical tools available to effectively break the chains of local transmission and control the Mpox outbreak.
“All people with suspected symptoms are reminded to visit their nearest healthcare facility right away for clinical evaluation, diagnosis and treatment options, instead of self-diagnosing and isolation.”
The common symptoms of Mpox include a rash which may last for two to four weeks, fever, headache, muscle aches, back pain, low energy and swollen glands.
“The rash looks like blisters or sores, and can affect the face, palms of the hands, soles of the feet and so on,” the department explained. – SAnews.gov.za
