Nuclear power build will be at a scale "we can afford" - Minister Ramokgopa

Minister of Electricity and Energy, Dr Kgosientsho Ramokgopa, says South Africa will seek to build a nuclear plant for electricity generation at “a scale and speed that we can afford”.

The Minister was speaking to the media on the sidelines of the Cabinet Lekgotla held in Tshwane at the weekend.

President Cyril Ramaphosa lead the first Lekgotla of the Government of National Unity (GNU), which set out the programme of action government will undertake during the seventh administration.

“In the long term, we need to ensure that we anchor the baseload and nuclear is an important part of that intervention. We are working on the framework for procurement because we don’t want to discredit the process through a procurement process that is not transparent.

“We will do it at the scale and speed that we can afford as a country,” he said.

Turning to issues of electricity affordability, the Minister raised his concern that poorer communities are battling to keep up with increasing costs.

“The poor and those that are located in the townships are finding it exceptionally difficult to afford the increases in electricity. The pricing and the tariff is prohibitive and a lot of our people across the length and breadth of the country are not in a position to afford electricity.

“Those are challenges on the distribution side…and we know that over a period of time municipalities have underinvested in the maintenance, replenishment and protection of the distribution grid and of course we are paying the price now,” he said.

Also speaking to media at the lekgotla, Minister of Trade, Industry and Competition Parks Tau assured South Africans that affirmative action policies like Broad-Based Black Economic Empowerment will not be scrapped during the seventh administration.

“These are foundational principles to the establishment of the Government of National Unity. Included in there are priorities in relation to social justice, equity and redress. Therefore, these are parties that have come together on the basis of collectively addressing transformation because we have committed to redress in the foundational principles.

“The question is what do we do going forward? Of course, we need to look at the next wave of [BBBEE]…where there are lessons to be learnt, we take those lessons into account and where there are greater opportunities to be introduced we need to be able to introduce those. 

“We have placed this firmly on the agenda of the programmes that would be driven by this administration and that is why we always say we are focussing on industrialisation, but we are equally focussing on transformation,” he said.

The Minister emphasised that the economic growth and development of South Africa is a key priority.

A key priority for the seventh administration will be to “leverage off the back of Operation Vulindela as a key programme”.

“This would be a focus on network industries amongst others…looking at energy, looking at logistics in particular, the digital economy and other areas. The fact that we’ve made significant progress in that regard enables us to use that as a springboard to grow the economy focussed on industrialisation and re-industrialisation.

“But also, a deliberate and conscious focus on transformation because of course, this will enable us to broaden the base of entrepreneurs in the country [and] to broaden the base of participants in the economy of this country and enable us to grow the jobs that this country so much needs,” Tau said. – SAnews.gov.za

Water partnerships office to support funding for municipal infrastructure

The Department of Water and Sanitation, in collaboration with the Development Bank of Southern Africa (DBSA) and the South African Local Government Association (SALGA), has put in place an office to support municipalities in establishing partnerships with the private sector.

This as poor investment in water and sanitation infrastructure by municipalities is one of the biggest challenges in the water sector currently.

Water and Sanitation Minister, Pemmy Madojina, said this when she tabled the department’s Budget Vote in Cape Town on Friday.

While South Africa is doing well in terms of mobilising private sector finance for investment in national water resource infrastructure, Majodina said it is not doing so well in terms of private sector financing of municipal water and sanitation infrastructure.

“Aging infrastructure, pipe leaks and lack of operation and maintenance, among others, are some of the main causes of high levels of non-revenue water in municipalities. For example, the water partnerships office is currently supporting the eThekwini, Mangaung, Buffalo City, Nelson Mandela Bay and Tshwane municipalities to mobilise private sector finance for the replacement of leaking municipal water distribution pipes which result in high levels of non-revenue water,” Majodina said.

She added that other focus areas include private sector investment in municipal water-reuse and desalination projects.

Water resource infrastructure agency

The Minister further announced the establishment of the National Water Resource Infrastructure Agency, which will own all the national water resource infrastructure assets and obtain the revenue streams associated with those assets.

This will enable the agency to borrow additional funds on the strength of its balance sheet.

“The establishment of the agency will be one of the major focus areas of the department over the coming year. Parliament passed the National Water Infrastructure Agency Bill before it rose in May this year and we are expecting it to be signed by the President shortly.

“This will involve the transfer of all the national water resource infrastructure assets currently owned by the department to the agency, as well as the staff responsible for the operation and maintenance of the assets,” Majodina said.

The Trans Caledon Tunnel Authority (TCTA) will be merged into the National Water Infrastructure Agency, along with the water trading entity in the department, which is responsible for collecting revenue from the sale of raw or untreated water to the water boards, municipalities and industry.

“A transition plan is in place, and we aim to complete the establishment of the agency by May 2025. During this financial year, the department will be focusing on implementing the major structural changes and staff transfers associated with the establishment of this agency,” the Minister said.

The Minister shared her intentions to ensure that there is continuity of the various reforms and improvements that were initiated by the former Minister Senzo Mchunu. Many of them were mandated by the National Development Plan and the Presidency’s Operation Vulindlela. – SAnews.gov.za

Eskom has announced that it will resume load reduction in some areas due to network overloading with the onset of winter.

Load reduction is implemented in areas when the demand is higher than the infrastructure - such as transformers - is able to handle. It is not load shedding.

Eskom Group Executive for Distribution, Monde Bala, explained that overloaded transformers can leave customers without electricity supply for an extended period.

“Overloaded transformers as a result of electricity theft present a serious risk to human life. We only implement load reduction as a very last resort for the shortest periods possible after all other options have been exhausted.

“A transformer damaged by overloading can leave an area without power for up to six months, protecting Eskom’s assets is in the best interest of all South Africans,” Bala said.

The power utility said the challenge is particularly prevalent in supply areas in Limpopo, Western Cape, Eastern Cape, Gauteng, Mpumalanga, KwaZulu-Natal and North West.

According to Eskom, overloading mainly occurs during peak morning and evening times.

“About 94% of the total overloaded transformers are in these areas as a result of electricity theft and indiscriminate use of electricity.

“Despite continued public information campaigns to customers about the implications of electricity theft activities, Eskom has no other option but to implement load reduction to protect its assets from repeated failures and explosions, which pose a risk to human live,” Eskom said.

Mitigating risk

Eskom revealed that some 2111 transformers across the country are “frequently overloaded” and are at risk of damage with a further 900 already awaiting replacement.

The power utility called on consumers to heed warnings regarding the risks of overloading.

“Eskom’s electricity infrastructure is designed to handle loads based on known demand, which is legally connected customers and actual sales for specific areas.

“Exceeding these loads through electricity theft can overload the equipment, potentially causing explosions that may lead to electrical fires in the surrounding areas. Thus, overloading presents a serious risk to lives and equipment, particularly mini-substations and transformers.

“To prevent load reduction and abrupt loss of supply, Eskom has launched the ‘Save Your Transformers, Save Lives’ campaign that urges customers to reduce their consumption, ensure that the electricity they consume is legally connected, paid for, purchased from legal vendors, and to report illegal activities,” Eskom said.

According to Eskom, the winter season presents a particular challenge due to “exponential increase in energy demand in areas prone to electricity theft, as electricity is often used indiscriminately, leading to network failure due to extreme overloading”.

“Over time, Eskom has invested resources and increased capacity to meet the exponential demand in these areas prone to overloading. Despite these investments, the demand has continued to grow, rendering the situation unsustainable.

“Eskom has been engaging with various communities, educating them on the safe and efficient use of electricity. In some areas, Eskom has removed illegal connections; however, network overloading persists,” the power utility said.

The electricity supplier explained that, regretfully, paying customers cannot be excluded from load reduction.

“While Eskom aims to exclude paying customers from load reduction, the network’s configuration does not allow for dedicated supply lines to paying customers, making it impractical to service them separately.

“To prevent load reduction and abrupt loss of supply, customers are urged to reduce their consumption, ensure that the electricity they consume is legally connected, paid for, and purchased from legal vendors, and to report illegal activities. Additionally, customers are encouraged to switch off non-essential appliances, such as heaters and geysers, and use alternative heating methods,” the power utility said.

Municipalities' R78 billion Eskom debt an 'urgent task' - Ramokgopa

The R78 billion debt owed to Eskom by municipalities must be urgently addressed to protect the ability of the power utility to fulfil its mandate.

This is according to Minister of Electricity and Energy, Dr Kgosientsho Ramokgop,a who addressed the media on Monday.

“Collectively, municipalities are owing Eskom R78 billion and…a lot of this is irrecoverable. There’s no possibility under the sun that we are going to collect that R78 billion. It’s important that we resolve this picture.

“This picture presents problems for Eskom. Eskom needs this money for it to be able to reinvest back into its own infrastructure. Municipalities have to pay that money…but on an objective ground, they simply don’t have the means to be able to pay,” he said at the briefing held in Pretoria.

Ramokgopa said the current trajectory of the debt owed to Eskom poses a threat to the existence of the power utility in the future.

“To give you the magnitude of the problem, if we don’t resolve this problem, our projection is that at the current rate, by 2050, Eskom will be owed R3.1 trillion. Eskom will collapse. Generation capacity is going to be compromised. So, it’s important that we resolve this question.

“This is the most urgent task that is confronting us. It is municipality related but we can’t fold our arms, we need to help them from a technical point of view.”

He emphasised that continued non-payment is affecting Eskom’s ability to address distribution infrastructure needs – leading to the implementation of load reduction.

Load reduction is implemented in areas when the demand is higher than the infrastructure is able to handle.

“In the solution, we must protect the interests of Eskom as a going concern, ensure that municipalities are able to collect [revenue] but also protect the interests of the user. Because when that distribution infrastructure fails that is providing electricity to 50 houses, there’ll be 10 to 20 houses that have been paying diligently but they are collateral damage.

“The biggest victims of all of that is the end consumer and, by definition, is the South African economy,” he said.

The Minister said the department, together with municipal leaders will address the challenge of electricity affordability and access to allow municipalities to be able to collect revenue.

“It is important that we must review electricity tariff models to enhance affordability and expand access. Everyone must have access to electricity and once they have access…make sure that they can afford it. That’s something that is going to receive our attention.

“Distribution is our albatross…it’s on a mode of self-destruction and the casualties are the poor. They are the ones that are subjected to conditions of load reduction in the main and even those who are diligent payers are subjected to load reduction.

“This can’t continue any further. It’s important that we arrest it so that we are able to ensure that the country is able to achieve its developmental objectives,” he said. – SAnews.gov.za

The National Basketball Association (NBA) (www.NBA.com) and the International Basketball Federation (FIBA) today announced that the 20th edition of Basketball Without Borders (BWB) Africa will be held at the American International School of Johannesburg from Saturday, Aug. 3 – Tuesday, Aug. 6, marking the 16th time that the NBA and FIBA's global basketball development and community outreach program will be held in South Africa.  BWB Africa camps have also been held in Dakar, Senegal (2010 and 2019), Luanda, Angola (2016) and Cairo, Egypt (2022).  

BWB Africa 2024 will bring together 30 boys and 30 girls from more than 20 African countries to learn directly from current and former NBA, WNBA and FIBA players, legends and coaches and compete alongside their peers from across the continent.  The campers and coaches, who will be announced prior to the camp, will also take part in life-skills, leadership development and NBA Cares programming.

“Bringing Basketball Without Borders back to South Africa for its milestone 20th edition reflects the incredible momentum we're seeing for basketball in the country,” said NBA Africa CEO Clare Akamanzi.  “We look forward to welcoming some of the most talented boys and girls from across the continent for four days of high-level basketball training, competition, and leadership development that will have a lasting impact on their on-court and personal journeys.”

Forty-one former BWB campers were among the record 125 international players (https://apo-opa.co/3LfzKib) on opening-night rosters for the 2023-24 NBA season, including 2022-23 Kia NBA Most Valuable Player (MVP) Joel Embiid (Philadelphia 76ers; Cameroon; BWB Africa 2011), who became the first former BWB camper to be named NBA MVP, and 2019 NBA champion Pascal Siakam (Indiana Pacers; Cameroon; BWB Africa 2012).  In total, 13 former BWB Africa campers have been drafted into the NBA since the first BWB Africa camp in 2003, including Ulrich Chomche (Cameroon), who was selected 57th overall by the Toronto Raptors in the 2024 NBA Draft last month.  Sixty-three former BWB Africa campers have also been featured on BAL team rosters over the league's first four seasons.

BWB has reached more than 4,400 participants from 142 countries and territories since 2001, with 127 former campers advancing to the NBA or WNBA.  The NBA and FIBA have staged 75 BWB camps in 50 cities across 33 countries on six continents.

The company announced a five-year $1 billion investment package to enhance its operations in South Africa, including the modernization of its 50% owned SAPREF refinery in Durban in June 2023. During the address, the President explained that “several factors” were considered in forming the national executive, which is expected to serve for the next five years.

“We have had to ensure that all the parties are able to participate meaningfully in the National Executive and that the diversity of the views of South Africans is properly reflected. We have sought to ensure that the National Executive is representative of the people of South Africa, giving due consideration to gender, youth, demographics and regional distribution,” President Ramaphosa said.

Much like the President did, during his inauguration on 19 June, the new cabinet Ministers and Deputies are expected to take an oath of office or solemn affirmation during the swearing in ceremony.

The ceremony is expected to be presided over by Chief Justice Raymond Zondo or another judge designated by the Chief Justice.

NERSA approves applications for electricity tariffs

The National Energy Regulator of South Africa (NERSA) has completed considering the approving of all 178 licenced electricity distributors’ tariff applications for the 2024/25 financial year for effective implementation on 1 July 2024.

“NERSA processed the 2024/25 distributors’ tariff applications in line with the provisions of the Electricity Regulation Act and also in compliance with the High Court order in the Nelson Mandela Chamber of Business,” the Regulator said on Friday.

The applications were published on the NERSA website to solicit comments from affected parties, which were taken into consideration in the decision-making process.

Distributors were required to submit their tariff applications for the 2024/25 financial year based on their cost of supply studies.

Those distributors without the cost of supply studies were required to provide NERSA with a breakdown of their electricity distribution-related costs. – SAnews.gov.za

KZN government recommits to rebuilding areas affected by devastating storm

Newly-inaugurated KwaZulu-Natal Premier, Thamsanqa Ntuli, has reaffirmed the provincial government's commitment to rebuilding the areas affected by the recent devastating storms and to implementing measures to mitigate the impact of future occurrences. 

Ntuli made the commitment during an oversight visit to uThongathi on Tuesday to assess government relief interventions.

UThongathi was hardest hit by the storms earlier this month, which left a trail of destruction in six district municipalities of the province with a cost estimate of over R1.3 billion.

Accompanied by MECs for Economic Development, Tourism and Environmental Affairs, Reverend Musa Keith Zondi and Cooperative Governance and Traditional Affairs (CoGTA), Reverend Thulasizwe Dominic Buthelezi, amongst others, Ntuli evaluated the effectiveness of the government’s relief interventions. 

He also inspected the distribution of aid supplies and the provision of essential services, ensuring that the assistance reached those who are most in need.

Ntuli also engaged with community members who were affected by the devastating storm, where he offered support and listened to their concerns and needs.

He said the provincial government will continue to work tirelessly to restore normalcy and improve the quality of life for all those affected.

“Plans include improving infrastructure resilience, enhancing early warning systems, and supporting community preparedness initiatives. The road to recovery will be long and challenging, but together, we can rebuild stronger and more resilient communities,” Ntuli told the community.

The Premier also took the opportunity to speak with local leaders and community representatives to gain a deeper understanding of realities on the ground.

Ntuli expressed his heartfelt gratitude to all social partners for their invaluable contributions during this challenging time, and acknowledged the critical role played by Non-Government Organisations, donors, and volunteers in providing immediate relief and support to the storm victims.

He said the spirit of unity and cooperation observed in uThongathi, serves as a testament to the strength and resilience of the KwaZulu-Natal community.

"The swift and generous response from our social partners has been overwhelming. Their efforts have provided much-needed relief and hope to those who have lost so much. 

“On behalf of the KwaZulu-Natal Provincial Government, I extend my deepest thanks to everyone involved in these recovery efforts.," Ntuli said.

First National Basketball Association (NBA) Basketball School in Africa to Launch in Egypt

NBA Africa (www.NBA.com) and New Era Education, a Cairo-based educational services and school management company that seeks to bring high-quality educational institutions to Egypt to provide Egyptian students with the best possible education opportunities, today announced a multiyear collaboration for New Era Education to launch and operate the first NBA Basketball School in Africa. 

Located at Uppingham School Cairo, an international school in New Giza, Egypt, NBA Basketball School will launch in January 2025 for Uppingham School youth ages 5-18. The year-round, tuition-based basketball development program will cover on-court training, skill development and basketball education for all skill levels.

“The launch of Africa's first NBA Basketball School is a significant milestone in our continued efforts to grow the game in Egypt and across the continent,” said Head of NBA Egypt Mohamed Abdel-motaleb Soliman. “This landmark initiative will provide Uppingham School Cairo students with the opportunity to learn the game the right way and progress their development under the guidance of NBA-selected coaches.”

“The collaboration with NBA Africa on the NBA Basketball School program underscores our dedication to providing youth with opportunities for growth and development, both on-and-off the court,” said New Era Education Board Chairman Dr. Tamer Tammam. “Through this initiative, our students and their families will access a world-class training program that fosters leadership skills and promotes overall personal growth.”

NBA Basketball School will build on the league's previous initiatives in Cairo, including the last three Basketball Africa League Nile Conference group phases, Jr. NBA clinics for local youth, the 18th edition of Basketball Without Borders Africa, the launch of the NBA Egypt office in January 2023, and more.

The NBA Basketball School curriculum, which is designed to develop players and provide parents, coaches and organizations with a better understanding of the process of improvement, was created by the NBA's International Basketball Operations department in consultation with current and former NBA coaches, players and player development specialists. Since 2017, NBA Basketball Schools have been launched in Australia, Brazil, China, the Dominican Republic, Greece, India, Italy, Japan, Kuwait, Lithuania, Mexico, Portugal, Spain, Switzerland, the United Arab Emirates (UAE) and Uruguay.
