Newly launched Dube TradeZone attracts R1.8 billion in early investment  

The Dube TradePort Corporation (DTPC) has officially launched the second phase of the highly successful industrial precinct and Special Economic Zone (SEZ) adjacent to the King Shaka International Airport, the Dube TradeZone 2.

The business entity of the KwaZulu-Natal provincial government recently hosted a ribbon-cutting event where they also previewed two factories worth over R180 million which are currently under construction within the precinct.

DTPC Board Chair, Mpumelelo Zikalala, said despite the constrained economic environment over the past two years, the corporation has secured seven private sector investors for Dube TradeZone 2.

Four of these investors have begun constructing their facilities. 

The total private sector investment value secured in Dube TradeZone 2 amounts to R1.8 billion and is expected to create 600 jobs within the next five years. 

Dube TradeZone 2 will target investors in the manufacturing, logistics and automotive sectors while facilitating the planned expansion of several phase one-based enterprises.

The launch of the second phase of the TradeZone follows the successful implementation of Dube TradeZone 1, which has 50 investors and full tenants. These include international companies such as Samsung, Mahindra, DHL, Chem Energy and PepsiCo-Futurelife.

Economic Development, Tourism and Environmental Affairs MEC, Siboniso Duma, welcomed the investment as he reflected on the 30 years of freedom and democracy. 

He noted the establishment of SEZ as one of the achievements of a democratic government.  

He cited this investment as an indication that SEZs are instruments for job creation and economic development.

“As government, we are focusing on SEZ for a good reason. They are designed for specific developmental purposes, to develop export-orientated industries, attract foreign direct investment and technology transfer and achieve the generation of employment opportunities.”

The MEC said SEZs are an effective instrument to resolve “disturbing” levels of inequality, poverty and unemployment, which are strongly marked by spatial, racial, class and gender factors.

In addition to job creation, Duma said SEZs are broadening the municipal revenue collection base to improve the quality of life in the municipal areas, as well as the quality of municipal services.

“This makes SEZs one of the key instruments for municipal economic growth and development,” the MEC explained.

To date, the 26-hectare TradeZone 1 has attracted more than R2.8 billion in private sector investment from enterprises focused on air-related logistics, distribution and light manufacturing.

It includes the Dube TradeHouse, a dedicated facility for freight forwarders and shippers with airside access via an overhead conveyor air bridge to the adjacent, state-of-the-art Dube Cargo Terminal.

Dube TradeZone 1 is home to notable exporters that service the sub-Saharan African market as well as markets in Asia, Europe, and the United States. 

In 2023/24, Dube TradePort tenants exported goods worth R610 million. 

Dube TradeZone 2, will open an additional 45 hectares of industrial land for development and brings to market another 23 fully serviced sites, which range in size from 3 000m² to 57 000m². 

It will also include three Dube TradePort-owned warehouses, one of which will accommodate medium-sized businesses enabling the expansion of small businesses located in the mini factories.

The two factories include the R166-million Yangtze Optical Africa Cable plant and R17.5 million development by HRMP, a 100% Black South African-owned logistics company that specialises in the warehousing and distribution of graphite electrodes. This new facility was funded by Ithala Development Finance.  

Trade and Investment KwaZulu-Natal (TKZN) CEO, Sihle Ngcamu, welcomed further foreign investment by Yangtze Optical Africa Cable, which is already producing optical fibre cables and home solution cables for the local, Zambian, Namibian and Botswanan telecommunications markets at its facility in TradeZone 1.

This latest investment is expected to deliver a further 250 jobs over the next five years. 

To date, Dube TradeZone has attracted a total of R4.6 billion in private sector investment and created more than 5 000 permanent jobs. – SAnews.gov.za

Call for comments on draft Gas Master Plan

Minister of Mineral Resources and Energy Gwede Mantashe has called on the public to contribute to the development of the policy document on the draft Gas Master Plan (GMP2024).

“The draft GMP2024 is a policy instrument that seeks to ensure security of gas supply by diversifying supply options from both local and international markets. It outlines the role of natural gas in the context of [the] energy mix and provides policy direction to the industry in South Africa,” the Department of Mineral Resources and Energy said on Friday.

The draft GMP2024 was published for public comments in the government Gazette No: 50569 of 26 April 2024.

“The plan considers the complete gas topology ranging from demand, supply, importation, infrastructure, and distribution networks. It recognises the critical role of natural gas in the country’s economy, and anticipates the infrastructure required for the delivery of gas at a point of consumption based on a least-cost model,” the department said.

Members of the public, stakeholders and industry experts are invited to contribute to the development of the policy document by submitting inputs and/or comments on the draft Gas Master Plan by no later than 15 June 2024.

Probe into tributary blockages to Middle Letaba Dam

Water and Sanitation Minister Senzo Mchunu is set to establish an independent investigation into the alleged blockage of tributaries that lead to the Middle Letaba Dam in Limpopo, which has resulted in low water levels in the dam.

This follows Mchunu’s visit to the Oliphant Catchment Area, where Middle Letaba Dam is located.

The Minister and his Deputies, David Mahlobo and Judith Tshabalala, conducted a site inspection at the streams and tributaries along some of the biggest farms at Mooketsi on Wednesday before interacting with the concerned farmers and community members, who have been negatively affected by the alleged blockages.

Middle Letaba Dam is fed from the Middle Letaba, Koedoes and Brandboontjies rivers in the Middle Letaba sub-catchment within the Olifant Catchment Area. Its primary objective is to supply raw water to domestic users and for irrigation purposes. 

The dam is a source for Middle Letaba, Mapuve and Giyani Water Treatment Works, through a 60km canal. It supplies 82% of water to agriculture, with industry and mining using 3% and 6% respectively, while 8% of water is for domestic use. 

However, due to the low levels of the dam (currently at about 2.8%), the department said the water treatment works cannot yield raw water according to their designed capacities, resulting in restricted water supply to communities.

Mchunu said the department has received complaints from the concerned local farmers and community members, and it has conducted investigations into the claims. 

He said the department has also implemented interventions that include developing groundwater to maximise the available source from the dam, and the transfer of water from Nandoni Dam to Nsami Dam to augment water in the Nsami system in Giyani.

Mchunu said the investigation will pave the way to solving the allegations of blockages of streams and illegal dams, and finally bring closure to the matter, ensuring fair distribution of water in the area. 

“There have been complaints on these illegal blockages which cause water supply challenges in the area, and we have therefore resolved to set up an independent investigation into the matter, and its recommendations will give way to the resolution of the matter. 

“We understand that this is an urgent matter, and we will give our full attention to ensure that there is justice and fairness for everyone in the area,” Mchunu said. 

The Minister also visited Tzaneen Dam, where the R550 million wall raising project is currently underway. 

He commended progress made on the project, which commenced last year and is currently at 25% completion. 

The raising of the Tzaneen Dam wall by three metres will result in increased storage capacity, providing much-needed additional water for domestic, industrial, and agricultural use in the north-east of Limpopo. 

Mchunu and his deputies will on Thursday and Friday conduct an oversight inspection of bulk water infrastructure projects that are currently underway in Lebowakgomo and Burgersfort in Limpopo. – SAnews.gov.za

In support of President Biden's Digital Transformation with Africa Initiative and building on the U.S. Department of Commerce-wide Africa strategy, NBA Africa today announced the launch of “Triple-Double: NBA Africa Startup Accelerator,” a startup accelerator based on the continent focused on early-stage African startup companies.

Triple-Double: NBA Africa Startup Accelerator will support Africa's tech ecosystem and the next generation of African tech entrepreneurs by providing them with access to mentorship and capital that will help drive growth in the sports and creative industries.

Operated by ALX Ventures, a leading technology incubator that provides the continent's tech leaders with access to the skills and tools to launch and scale their startups, Triple-Double: NBA Africa Startup Accelerator is open to early-stage startups in Africa that develop solutions in event management and ticketing, youth development, AI, and digital marketing in the sports and creative industries.  Startups can apply to participate at TripleDoubleAccelerator.NBA.com through Friday, May 31, after which the submissions will be narrowed down to the top 10.

The 10 selected startups will then be paired with mentors comprised of NBA Africa and ALX leadership, and other corporate stakeholders, who will provide guidance to the companies with a focus on product development, business growth and go-to-market strategy.  In September, NBA Africa will hold a Demo Day in New York City that will coincide with the United Nations General Assembly (UNGA).  Participating companies will pitch their products to a panel comprised of top industry leaders from the U.S., Africa, and around the world.  The panel will then determine the four winning companies, which will be awarded financial support, mentorship, and the opportunity to work with NBA Africa and the Basketball Africa League (BAL) on their current and future initiatives on the continent. 

The announcement was made today by NBA Africa CEO Clare Akamanzi, who was joined by U.S. Secretary of Commerce Gina M. Raimondo and U.S. Trade and Development Agency Director Enoh T. Ebong at the American Chamber of Commerce's Business Summit in Nairobi, Kenya.

“We are thrilled to launch an accelerator program based on the continent and focused on early-stage African startups,” said Akamanzi.  “This groundbreaking new initiative reflects our commitment to expanding the African sports ecosystem, and these incredible companies will be at the forefront of shaping the future of sport on the continent.”

Additional information about Triple-Double: NBA Africa Startup Accelerator will be announced at a later date.

Upper uMkhomazi Water Project a catalyst for KZN water security

The signing of offtake agreements this week has signified the start of phase one of the much-awaited R28 billion Upper uMkhomazi Water Project.

The project is expected to be a catalyst to water security and vibrant economic activity in the eThekwini area and surrounding districts.

Water and Sanitation Minister Senzo Mchunu, joined by Deputy Minister David Mahlobo, lead the signing of joint offtake agreements with the Trans-Caledon Tunnel Authority (TCTA), uMngeni-uThukela Water Board and six KwaZulu-Natal municipalities during a ceremony at Deepsdale in Bulwer on Friday.

The project consists of the construction of an 81 metre high dam at Smithfield on the uMkhomazi River with a gross storage capacity of 251 million m3, as well as a 33 kilometre and 3.5 metre diameter tunnel from Smithfield Dam to the uMlaza River Valley, and a 5.1 kilometre and 2.6 metre diameter gravity bulk pipeline connecting the tunnel to the Baynesfield Water Treatment Works.

Upon its completion, the project is set to increase the amount of raw water in the uMgeni Water System yield by 55%, from 394 to 608 million cubic metres (or kilolitres) per annum.

The TCTA will implement the raw water component of project and uMngeni-uThukela will implement the bulk water treatment component for distribution to the identified six water services authorities.

Speaking at the event attended by various Mayors in the area, Mchunu noted the project has seen delays but they are excited at the commencement of the project.

The Minister said the department is hard at work with other projects within the province to address the water challenges.

“We are here to do a number of things, we visited the site where the Upper uMkhomazi Dam will be built [because] we wanted to see the actual site [and] we are delighted that we managed to view the site.

“The next thing is to allow TCTA to provide a road map about the actual construction of the dam and the timeframes regarding commencement and completion dates,” Mchunu said.

Mahlobo highlighted that the projects that are currently being implemented by the department, working together with entities and municipalities, are a response to an instruction from President Cyril Ramaphosa.

He said President Ramaphosa has put the Economic Reconstruction Recovery Plan at the centre of renewing the country.

“Water is one of the infrastructures that has become an impediment around the issue of economic growth, hence we are pushing major bulk water infrastructure projects to ensure that we do not run out of water,” Mahlobo said. – SAnews.gov.za

As South Africa migrates to an off-grid economy, one mixed-use precinct is leading the way with its sustainability prowess. Melrose Arch (www.MelroseArch.co.za/) has a thriving waste separating facility, underground cooling plant, gardens and rooftop solar system, providing its hotels, businesses and residential properties with an unparalleled experience.

After blasting and bulk earthworks commenced in the year 1998, Melrose Arch opened with a limited upmarket facility, with phase 1 consisting of only 11 buildings in 2001. It was constructed on a super basement that connects all areas of the precinct and remains the only one of this kind in the country. Parking cars in the basement reduces traffic congestion, and assists in reducing ambient air pollution above ground. Therefore, walking on street level is safe and pleasurable.

Renowned for its upmarket appeal and European street style aesthetic, Melrose Arch's streets are lined with greenery. The precinct has over 700 trees planted within its border, as well as five internal garden spaces creating green lungs for residents and tenants to enjoy.

Melrose Arch has since expanded to house 106 000m² office space, 39 000m² retail space, 17 000m² hotel space, 29 000m² of residential and conferencing space, and 8600m² accommodating health clubs. The integration of sustainability operations has expanded parallel to the 199 600m², with the result of seamless integration. 

Eco Centre, Waste Separating Facility

Melrose Arch's waste separating facility, that operates 24/7 separates paper, cardboard, metals, plastics and glass, and sends these for recycling. At the property's approximately 30 restaurants, cafés and bars on the precinct, food waste is separated at source i.e., in the restaurant kitchens.

The food waste recycling works by implementing efficient waste separation methods and commitment, allowing each restaurant to divert food waste from traditional waste streams. By separating the food waste at source, restaurants assist in thorough recycling and processing, transforming waste into valuable resources such as compost.

The food waste is taken offsite and directly to the Urban Farms Recycling Centre, where it is converted into organic fertiliser. This organisation's vermiculture facility in Modderfontein is the largest of its kind in South Africa. After the majority of the waste is recycled, the balance goes to a landfill, where the eco center aims to minimise the amount each day.

In February 2024, of the 92.578 tons of waste collected across the precinct, 88% was recycled. A total of 77,303.58m³ CO2, 712,447.19L of water and 312,494.50 kWh energy was saved. Additionally, the eco center creates employment and enhances community participation in climate-relevant mitigation and adaptation measures.

Melrose Arch Cooling Plant

The provision of efficient indoor climate and comfort, particularly in the offices and commercial buildings, has been prioritised since the inception of Melrose Arch's development. The precinct boasts its own 1,471m² district underground cooling plant, that operates 24/7. This remarkable facility includes 8 chillers that are 2722.94kW in size, 12 cooling towers and 5 building water pumps.

Operated by a Building Management System, the plant is energy efficient. The cooling is centrally produced and distributes cold water to each building through a closed distribution network. Environmentally-friendly and economically savvy, this center helps to regulate the temperature inside buildings across the entire precinct.  

The cooling plant's machinery and equipment have a nameplate capacity of 4,324.74KW, but for safety, are never operated at full capacity. The kVA demand for the plant during the summer months is set at 8.5kVA, which means that the plant regulates itself depending on demand, but it will limit itself to 8.5kVA. The average monthly kWh consumption for the plant is 494,914.08kWh.

Intricate Solar System

The Melrose Arch precinct's rooftop solar system is intricately accommodated across 16 different roof surfaces, and every building under the precinct's joint venture agreement that can host solar panels does. Currently featuring 7,811 solar panels and multiple inverters, generating approximately 3.2MW of clean energy annually, the grid-tied system integrates with multiple generators during load-shedding.

Some of the commercial operators on the property such as the Johannesburg Marriott Hotel, Melrose Arch operate their own solar systems, providing further sustainability. “We are committed to a target of 30% renewable energy across all of our properties by 2025, and becoming net zero for carbon emissions by 2050,” said Richard Collins, Area Vice President: Sub-Saharan Africa, Marriot International.

Melrose Arch is investigating the expansion of its current solar capacity, looking to increase its clean energy supply by a further 3MW per annum. Melrose Arch is also investigating a battery plant solution, tied into its own grid, to be powered by the solar plant, which will provide the precinct with up to 4 hours of standby energy in the event of outages.

Back up water

Melrose Arch has two sources of underground water. Through its water treatment plant, water is filtered and cleansed before being converted to potable water. This water is channeled to Melrose Arch's standby tanks, which are in place to enable the precinct to continue to enjoy water when there are interruptions to the local supply.

This system keeps the precinct's gardens green throughout the year and ensures that less water is wasted. Last year alone, the precinct saved 3,500,000 litres of water in this way. Furthermore, Melrose Arch/the precinct has a water back-up system with sufficient supply to keep operations flowing for up to 72 hours at any given time.

“Melrose Arch's prominence in the commercial and residential sector is underpinned by its robust operational sustainability integration that includes solar power, waste separation, a cooling plant, water backup and more,” says Reiner Henschel, Operations Director at Melrose Arch. “However, our commitment doesn't end there. We are resolute in continually integrating sustainability into our operations, ensuring that the precinct maintains its position as a leader in environmental responsibility in South Africa,” he concluded.

SAHPRA recalls two batches of Benylin paediatric cough syrup

The South African Health Products Regulatory Authority (SAHPRA) has recalled two batches of Benylin pediatric cough syrup.

On 10 April 2024, the Nigerian National Agency for Food and Drug Administration and Control (NAFDAC) reported to the concerned party that a batch of Benylin paediatric cough syrup had high levels of diethylene glycol detected in it.

According to the SAHPRA, diethylene glycol is toxic to humans when consumed and can prove fatal. 

Toxic effects can include abdominal pain, vomiting, diarrhoea, inability to pass urine, headache, altered mental state, and acute kidney injury that may lead to death.

“SAHPRA immediately contacted the South African manufacturer, Kenvue, formerly Johnson and Johnson, for a response. Following engagements with the manufacturer and in the best interest of the public, it was resolved that affected batches would immediately be recalled while an investigation is ongoing,” the local drug watchdog explained.

SAHPRA, in collaboration with Kenvue, has identified the affected batch numbers as 329304 and 329303.

These affected batches have been distributed to several countries including South Africa, Eswatini, Rwanda, Kenya, Tanzania and Nigeria.

SAHPRA CEO, Dr Boitumelo Semete-Makokotlela, said as a national regulatory authority, the recalling of medical products is a crucial measure to address safety concerns or quality issues so that they protect the health of the public. 

“SAHPRA is recalling these two batches from the market due to reported high levels of diethylene glycol, with the potential to cause serious adverse events,” Semete-Makokotlela explained.

Benylin paediatric is a bright red syrup with a raspberry smell and taste, packaged in a 100ml amber glass bottle with a plastic measuring cup.

It is used to relieve cough and congestive symptoms and treat hay fever and other allergies affecting the upper respiratory tract.

“SAHPRA wishes to inform the public not to panic, as the matter is being handled with priority. Batch recalls are batch-specific and do not necessarily apply to other batches or similar products. The manufacturer is a SAHPRA-licenced manufacturer and complies with Good Manufacturing Practices (GMP),” said Semete-Makokotlela.

The drug watchdog stressed that the recall is limited to two batches and that the public should not panic regarding the range of products bearing the same name.

“SAHPRA is alerting healthcare professionals and the public to discontinue the use of the two batches mentioned, remove them from their inventory and return them to their normal distribution channels immediately,” said Semete-Makokotlela.

The recall is classified as a Class 1, Type A recall, which is associated with a serious product quality concern that may have severe consequences. 

According to SAHPRA, this is a countrywide recall. 

The product is being recalled from hospitals, retail outlets, healthcare professionals, authorised prescribers and individual customers or patients.

Those who have consumed these two batches and experienced any adverse reaction or witnessed it in children should consult their healthcare professional and report this using the Med Safety App or send an email to adr@sahpra.org.za. – SAnews.gov.za
