Plans afoot to revitalise Durban’s inner-city precinct

The eThekwini Municipality has rolled out an ambitious project to revitalise the inner-city precinct.

This as the city increased capacity to achieve its ambitious plan to rejuvenate the inner-city precinct and deliver a safer, cleaner, and greener Durban.

Plans for the rejuvenation are moving swiftly, and the programme involves a comprehensive range of services designed to revitalise the heart of the city. These include the deployment of professional security teams, armed patrol units, and rapid-response squads.

Complementing these efforts is a team of dedicated street ambassadors that will be introduced to monitor and maintain cleanliness in designated areas, while acting as community liaisons, by reporting suspicious activities directly to a local command centre.

City Manager, Musa Mbhele, said the introduction of street ambassadors will bring a visible and welcoming presence to the streets of Durban, while the enhanced security measures, will provide peace of mind to residents and businesses operating in the area.
The enhanced security measures include armed patrols and a coordinated command centre.

Mbhele said the landmark initiative marks a significant step forward in enhancing the quality of residents’ lives, including businesses, and visitors, while boosting the local economy through the creation of over 100 new jobs.

“This project is a game-changer for eThekwini. By combining enhanced security measures with proactive facilities management, we are not only addressing immediate safety and cleanliness concerns, but also laying the foundation for a vibrant and sustainable inner-city precinct that residents can take pride in.

“We are confident that these efforts will have a profound impact on the revitalisation of the Durban inner city, contributing to its transformation into a more attractive, secure, and economically vibrant area,” Mbhele said of the KwaZulu-Natal municipality.

The initiative aligns with the city’s broader vision to regenerate urban spaces, stimulate economic growth, and improve public safety.

He highlighted that with over 100 jobs created through this initiative, the project represents a significant investment in the local workforce, empowering communities and fostering economic resilience.

Collaborative efforts key to tackling global challenges, KZN Premier

KwaZulu-Natal Premier, Thamsanqa Ntuli, has reaffirmed the province’s commitment to driving inclusive, equitable, and sustainable economic growth.

Delivering his keynote address at the opening of G20 2nd Employment Working Group (EWG) meeting, Ntuli emphasised the importance of collaborative efforts to tackle persistent global challenges, such as gender inequality in the workplace and widening labour income disparities.

Held from 8 to 11 April 2025, the meeting is focused on advancing gender equality in the workforce and addressing the growing gap in the labour income share, aligning with South Africa's G20 Presidency theme of “Solidarity, Equality, Sustainability."

“This platform offers us a chance to collectively reflect and develop progressive labour market policies that respond to the realities faced by women, youth, and vulnerable workers across both developed and developing economies,” Ntuli said.

The Premier stressed that meaningful transformation requires international solidarity and shared responsibility, highlighting that collaborative policymaking is essential for a fairer global labour market.

He also highlighted that KwaZulu-Natal is actively pursuing economic policies that centre people and planet, in line with global calls for just and inclusive transitions.

He outlined provincial initiatives aimed at reducing unemployment, improve women’s participation in economic activity, and ensuring sustainable, inclusive growth.

“As a province, we are committed to building a future of dignity, fairness, and equal opportunity. The EWG’s focus on gender equity and income justice could not be more relevant or urgent,” he said.

The EWG meeting brings together senior officials and technical experts from G20 member states to shape policy approaches, ahead of the G20 Labour and Employment Ministers’ Meeting, scheduled to take place later this year.

The key issues under discussion include, enhancing social protection systems, reducing gender and wage gaps, and ensuring equal access to decent work for all.

The G20, which includes 19 of the world’s largest economies along with the African Union and the European Union, represents approximately:
• 85% of global Gross Domestic Product (GDP),
• Over 75% of international trade,
• And two-thirds of the world’s population.

eThekwini Municipality commits to address Public Protector concerns 

The eThekwini Municipality Executive Committee (EXCO) has affirmed its commitment to address concerns raised by Public Protector, Advocate Kholeka Gcaleka, following a special meeting held at Inkosi Albert Luthuli International Convention Centre in Durban, on Monday.

The engagement formed part of the Public Protector's ongoing strategic stakeholder outreach, which seeks to forge a robust collaborative framework to resolve outstanding matters and reinforce the existing memorandum of understanding between the municipality and the Public Protector's Office.

This as Gcaleka presented a detailed assessment revealing that 29 formal complaints were lodged against the municipality. The complaints highlighted concerns, including allegations of maladministration, undue delays, abuse of power, improper prejudice, and critical service delivery failures.

"Our Office has identified systemic issues that demand urgent attention. The complaints we have received reflect a profound erosion of public trust, stemming from persistent service delivery breakdowns and administrative shortcomings. This meeting is a critical step towards rectifying these issues through enhanced collaboration and stringent implementation of remedial actions,” Gcaleka said.

In response to the Public Protector’s assessment, eThekwini Mayor, Cyril Xaba emphasised the council’s commitment to take immediate and decisive action.

Xaba commended the proactive engagement and pledged the council’s full cooperation to address the issues raised.

"We will immediately convene a dedicated session to rigorously review the existing memorandum of understanding and will develop comprehensive action plans to address each identified issue. This process will ensure the Public Protector’s investigations are expedited and that tangible, measurable improvements are implemented without delay,” said the mayor.

City Manager, Musa Mbhele echoed the mayor’s commitment, stressing that the concerns raised by the Public Protector are being taken seriously.

“We are actively implementing strategic plans to rectify these deficiencies. Crucially, the proposed new municipal organogram will establish a dedicated office to manage and promptly address all concerns raised by Chapter 9 institutions, including the Human Rights Commission and the Special Investigating Unit (SIU).

“This will guarantee a streamlined, efficient, and transparent process for handling all complaints and inquiries. The Municipality acknowledges the urgent need to restore public confidence and will ensure that this engagement marks the beginning of a sustained and rigorous effort to deliver accountable, efficient, and effective governance," Mbhele said. – SAnews.gov.za

The Portfolio Committee on Women, Youth and Persons with Disabilities has today wrapped its week-long oversight visit to KwaZulu-Natal (KZN) province where it assessed critical government programmes that included gender equality, youth development, gender-based violence (GBV), and the inclusion of children with disabilities in the education system.

The committee chose KZN province for the March oversight due to the challenges that the province experiences. The challenges that include high rate of teen pregnancies and the highest reported incidents of rape in the country. GBV remains a top priority for the committee.

The committee evaluated the implementation of the Sanitary Dignity Programme, which the province has touted as a best practice model. The committee raised concerns over inequality regarding the allocation of resource. Some girls received more sanitary products and others less, a very unfair situation.

During its visit at the Commission for Gender Equality (CGE), the committee emphasised the need for improved visibility of the Commission and its accessibility to the people it was established for. The committee noted that the location of CGE offices in the Durban CBD makes it inaccessible to those who stay in deep rural areas. The committee has urged the CGE to consider relocating its offices and utilising government mobile units for accessibility to its clients.

At the National Youth Development Agency (NYDA), the committee recommended that the agency improves its outreach by using municipal offices and mobile vehicles to connect with the youth, especially in rural areas. Furthermore, it urged the NYDA to address diversity concerns among its coordinators.

The committee also visited Umlazi Police Station where it engaged with Rapid Response Teams (RRT) on infrastructure problems, high incidences of GBV, and the impact of liquor outlets in the area. Members of the committee expressed concerns over the backlog at forensic labs and called for improved staffing ratios.

The committee visited the Arthur Blaxall School where it noted the lack of maintenance and the crumbling infrastructure. The committee expressed a concern over the socio-economic challenges faced by learners, health problems, and the lack of parental involvement. At the KZN Blind and Deaf Society, which the committee also visited, it noted a lot of problems that included non-accreditation of courses offered. It also called on the management of the institution to forge partnerships with accredited organisations.

In a meeting with the Office of the Premier and the Standing Committee on Quality of Life, the committee received a briefing on the Premier's Women's Empowerment and Youth Empowerment Fund on new initiatives aimed at combating GBV. The committee appreciated the Premier's Office for its commitment to protect vulnerable people and it acknowledged the collaborative efforts that are applied to address the problems experienced by the people.

The international community has been called upon to scale up cervical cancer interventions and progress against the only noncommunicable disease that can be eliminated. 

This call was made by the Government of South Africa, Unitaid and the World Health Organization (WHO) at the Group of Twenty (G20) Health Working Group meeting, which took place on Thursday in Zimbali, outside Durban.  

According to the Department of Health, cervical cancer is preventable and potentially curable, as long as it is detected early and managed effectively. It is the second most common form of cancer among women in South Africa. 

Statistics by the WHO show that the disease claimed the lives of almost 350 000 women globally in 2022.

“New vaccines, tests, and treatment technologies have transformed cervical cancer prevention in recent years, yet the disease continues to disproportionately impact women mostly in low- and middle-income countries where access to primary health care and preventive services are limited. Cervical cancer elimination would address a major gap in Women’s health,” the department said.

Speaking on the sidelines of the G20 health meeting, Unitaid’s Deputy Executive Director Tenu Avafia said Unitaid has invested US $81 million or R1.4 billion to bring down prices, increase volumes and address operational questions involved in cervical cancer screening and treatment to enable countries to scale up proven interventions with minimal risk.

“However, funding shortfalls still pose enormous challenges to building national cervical cancer elimination programs in low- and middle-income countries,” Avafia said.

Unitaid makes health products accessible, available and affordable for people who need them most.

Department of Health’s Director-General Dr Sandile Buthelezi said improving women’s health was not just a health issue but “an economic imperative”.

“It drives social stability, boosts productivity, and breaks the cycle of poverty. Global efforts to combat cervical cancer serve as a concrete illustration of how cooperation can advance women’s health and realize a shared goal to bring about the first-ever elimination of a cancer,” he said.

In 2020, the WHO launched the global strategy for cervical cancer elimination, the first-ever roadmap for the elimination of a cancer. Since then, countries have made enormous strides in rolling out new tools and services. 

Vaccination against Human Papillomavirus (HPV) provides protection against infection that causes nearly all cases of cervical cancer. 

And a package of screening and treatment tools – including HPV tests with the option for self-sampling and devices for quickly and easily removing pre-cancerous cells – make it possible to make lifesaving services available to women at lower levels of the health care system.

The health working group session called for a coordinated approach drawing on domestic resource mobilization, blended financing, and partnerships with multilateral development banks to scale these solutions, ensure long-term sustainability and reduce dependency on external aid.

Government asserted South Africa’s commitment to scaling up cervical cancer prevention programs nationwide with support from Unitaid, the WHO and other partners.

“The South African G20 health agenda promotes solidarity, equality and sustainability. It complements the African Union’s Agenda 2063, the development agenda of Africa as the world’s fastest-growing continent, and the Lusaka Agenda. It also focuses on rebuilding momentum to reach the 2030 Sustainable Development Goals (SDGs),” the department said.

On Wednesday, Health Minister Dr Aaron Motsoaledi reiterated the importance of nations reallocating resources towards health, strengthening global health partnerships, and exploring innovative financing mechanisms to address funding gaps.

The Minister used the platform to highlight South Africa’s commitment to universal health coverage (UHC) through the National Health Insurance (NHI) system, which aims to provide financial protection and efficient resource utilisation.
