Deputy Minister cautions against bogus colleges
The Deputy Minister of Higher Education and Training, Dr Mimmy Gondwe, says bogus colleges are robbing young people of their future by denying them opportunities to gain employment due to students obtaining qualifications from unregistered institutions of higher learning.
Gondwe made the remarks during her two-day Bogus Colleges Awareness campaign in Durban on Wednesday.
KwaZulu-Natal has the second-largest student concentration after Gauteng. It faces challenges such as the proliferation of unregistered private colleges in the inner city and registered private colleges that offer unaccredited programmes.
“Some of the learners are the only hope for their families. Their parents invest in their education so that their child can be qualified and have a successful career...
"Now, if a learner studies via a bogus college, they are effectively robbed of an opportunity to gain a legitimate qualification and employment opportunities. It is also robbing the student and their parents of hard-earned money,” said the Deputy Minister.
The awareness campaign was a collaborative government effort led by the Deputy Minister in partnership with the eThekwini Metropolitan Municipality, the Department of Employment and Labour and the Department of Home Affairs.
“As a university City, we have a responsibility to ensure that the thousands of people who come to our City to access higher education register with recognised and legal institutions.
“Durban is a university City because it is home to UKZN, Durban University of Technology, Mangosuthu University of Technology, and numerous TVET colleges, as well as several private institutions of higher learning,” said Cllr Nkosenhle Madlala, eThekwini Municipality, Governance and Human Capital Committee Chairperson.
The Deputy Minister, along with all stakeholders, visited several private colleges around the Durban City Centre on Monty Naicker and West Street.
Some private colleges were found to be registered with the Department of Higher Education and Training, but compliance issues were flagged, and students also raised concerns about fee payments and the lack of refunds.
The Deputy Minister instructed officials from the department to provide assistance to all students.
Gondwe reiterated her stance on the important role played by private higher education institutions but insisted that this needed to be done within the confines of the law.
“They are allowed to operate, but they have to operate within lawful parameters, and that is what we are trying to ensure that their operations are legal and are registered with us and that the programmes they’re offering are accredited by our quality assurance bodies, Umalusi, QCTO and the Council on Higher Education,’’ she explained.
The campaign continues in the Durban CBD, with further oversight of private institutions of higher education scheduled for Thursday, 27 March. – SAnews.gov.za

eThekwini gears up for business fair
The countdown to the North Regional Durban Business Fair has begun, which will see 150 businesses showcasing their products and services.
The eThekwini Municipality is gearing up to host the North Regional Durban Business Fair from 28 - 30 March 2025 at the Bridge City Shopping Centre in KwaMashu, north of Durban.
The third Regional Fair for the 2024/25 financial year, will provide businesses a platform for networking, business growth, empowerment and collaboration.
The exhibitors will also have opportunities to engage with potential customers, including government and municipal entities, financial institutions and fellow entrepreneurs.
The attendees will have the opportunity to participate in business seminars, where they will gain first-hand insights from industry leaders, as well as representatives from both private and public agencies.
In a recent statement, the municipality said the exhibition will run simultaneously with the two-day Business Indaba, which will explore key industry trends and provide valuable business information and opportunities.
“The Construction Development Indaba segment will kick off the exhibition on 28 March, bringing together established companies, agencies and entrepreneurs to present opportunities for emerging businesses. Topics will include how small, medium and micro enterprises can leverage artificial intelligence.
“Businesses will also be capacitated on how to engage in the Inner-City Regeneration and property development processes. This will offer valuable guidance for growth within the construction and development sectors,” the municipality said.
The focus will then shift to the Women’s Economic Empowerment Engagement on 29 March, with discussions centred on how women can empower each other through mentorship, networking, and collaboration.
Leading South African business figures are expected to drive the discussions during the Women’s Economic Empowerment Engagement.
“eThekwini Municipality, which established the Women's Economic Empowerment Programme, 19 years ago, will also highlight the achievements and present success stories of the programme, while outlining opportunities available for women entrepreneurs,” the municipality said.
The fair will also serve as an important hub for presenting international opportunities, including imports and exports. The Junior International Chamber will be exhibiting at the fairat the International Pavilion.
Additional highlights include access to government and municipal services, exhibitions by tertiary institutions, a tech zone, live cooking demonstrations, and the "kiddiepreneur" garden, amongst others.
The municipality has encouraged the public to support locally manufactured products, such as furniture, fashion, home essentials, agricultural products, health products, detergents and many more.

Creecy unveils private sector role in revitalising rail and port infrastructure
Transport Minister Barbara Creecy has officially unveiled a groundbreaking Request for Information (RFI), aimed at transforming the country’s struggling rail and port infrastructure through strategic partnerships with the private sector.
“Today, I am launching an online request for information to develop an enabling environment for Private Sector Participation (PSP) and enhance investment in rail and port infrastructure and operations,” Creecy said during a media briefing on Sunday.
The Minister described this decision as a significant step in government’s efforts to partner with the private sector, ensuring that the country’s rail network and ports reclaim their crucial role in enhancing trade and driving economic growth.
Creecy highlighted the urgent need for intervention, citing significant challenges, including infrastructure deterioration, vandalism, theft, underinvestment, and operational inefficiencies that have hindered economic growth.
“The limited availability of State resources to fund infrastructure development and address backlogs has intensified these challenges, severely restricting the ability of State-Owned Entities (SOEs) to fulfill their critical mandates.,” she explained.
The Minister told journalists that Transnet and government have received many “unsolicited“ proposals from the private sector offering investment skills and expertise to support the rehabilitation and reform of our struggling rail and port systems.
“This overwhelming interest has made it clear to the department and Transnet that we must engage in broad and inclusive market research before issuing requests for proposals in August this year.”
However, according to the Minister, these processes are not formal procurement methods, but rather a mechanism to gather and analyse information from the market.
She stated that the government recognises the importance of understanding the freight logistics landscape from the perspective of interested and affected parties.
The Minister believes that this will ensure that solutions are both effective and sustainable during this initial phase of PSP.
The RFI targets key mineral export routes, include the corridor from Northern Cape to Saldanha for iron ore and manganese exports, as well as the routes from Limpopo and Mpumalanga to Richards Bay for coal and chrome exports.
In addition, there is an intermodal supply chain project that focuses on the container and automotive sectors.
This project encompasses the port, container, and automotive port terminals, as well as back-of-port arrangements and railway and inland terminals.
It will also address the corridors connecting Gauteng and KwaZulu-Natal (Durban), Gauteng and Eastern Cape (East London, Port Elizabeth and Ngqura), and Gauteng and Western Cape (Cape Town).
“The RFI represents a pivotal step forward in our shared commitment to building a 21st-century transport system that goes beyond mobility to strengthen industrial competitiveness, deepen regional integration, and drive inclusive economic growth.”
Creecy believes this move will help the department express challenges in a structured and coherent manner, clearly defining their scope, context, and impact to guide the development of focused, strategic, and sustainable solutions.
Support for new and emerging players
Meanwhile, Creecy said the State has committed to principles of job retention, State asset ownership, localisation, and Broad-Based Black Economic Empowerment (BBBEE) and gender equality, by providing strong support to new and emerging players in the rail and port sectors.
A dedicated PSP unit, to be hosted by the Development Bank of South Africa, will oversee the initiative.
The eight-week online consultation process, running from 24 March to 9 May 2025, aims to gather comprehensive market insights before issuing formal proposals in August.
Stakeholders are encouraged to participate through the department’s website or dedicated online portal at www.psp-rfi.co.za, with all submitted information to be treated confidentially.
“I encourage all Interested and affected parties to actively engage in this RFI process, contributing to the PSP unit’s efforts in shaping the potential PSP programme of projects and designing future bid packages for procurement,” she added.

CGE to host dialogue with Parliament’s women, youth, and disabilities committee
The Commission for Gender Equality (CGE) will on Monday, host the Parliament’s Portfolio Committee on Women, Youth, and Persons with Disabilities at its KwaZulu-Natal provincial office in Durban.
The meeting will discuss the programmes the CGE is implementing in the province.
The engagement will be followed by a week-long committee oversight into different service delivery areas that are meant to address gender-based violence and femicide (GBVF) and its intersectional recovery programmes.
The portfolio committee intends to embark on assessing the provision of services for victims and survivors of GBVF.
“The committee will also be visiting and meeting institutions that are providing services to young women and adolescent girls in respect of access to sexual reproductive health rights and education with a special focus on sanitary dignity pads and learner pregnancy,” the Commission said in a statement.
The commission’s research report titled “School Dropout of Adolescent Girls during Pregnancy and the Postpartum Period: Policy Dialogue“, will provide an opportunity for increased engagement based on its findings and recommendations from the oversight visit. – SAnews.gov.za

President Cyril Ramaphosa is deeply saddened by the passing of Mr Ashwin Trikamjee, President of the South African Hindu Maha Sabha and Chairperson of the National Religious Leaders Forum.
The President offers his condolences to the family, friends and associates of this outstanding icon of service to our nation who has passed on at the age of 80.
Mr Trikamjee was an attorney who served as president of the then Natal Law Society, president of the Association of Law Societies of SA, chairperson of the African Regional Forum of the International Bar Association and member of the Human Rights Committee of the IBA.
As a Black Consciousness activist, he also led the Durban Central component of the Natal Indian Congress, and he was a vice-president of the South African Football Association.
Mr Trikamjee's deep spiritual devotion extended beyond his Hindu affiliation as he advocated tolerance and collaboration among the diverse religious communities in our country.
President Ramaphosa said: “Ashwin Trikamjee led a life of diverse pursuits which he exercised to improve the lives of communities and the impact of organisations in which he served.
“We will miss his gentle, serene presence, wise counsel and humble yet industrious service to many sectors of our nation.
“May his soul rest in peace.”

President Cyril Ramaphosa has expressed condolences on the passing of the President of the South African Hindu Maha Sabha and Chairperson of the National Religious Leaders' Forum, Ashwin Trikamjee.
Amongst others, Trikamjee was an esteemed lawyer and a Black Consciousness Activist, who championed religious tolerance.
“Ashwin Trikamjee led a life of diverse pursuits, which he exercised to improve the lives of communities and the impact of organisations in which he served.

KZN Premier’s Coordinating Forum reinforces inclusive governance
The KwaZulu-Natal Premier’s Coordinating Forum (PCF) District Development Model (DDM) Indaba has reinforced the provincial government’s commitment to fostering inclusive governance, strengthening partnerships, and ensuring that municipalities operate in synergy to drive sustainable development.
KwaZulu-Natal Premier, Thamsanqa Ntuli, presided over the indaba which was held in Mayville, west of central Durban, on Tuesday.
The PCF DDM Indaba served as a strategic platform to launch integrated service delivery initiatives and roadshows across KwaZulu-Natal’s 11 municipal districts.
These efforts were geared toward improving the implementation of the DDM which seeks to align government policies, plans, and programs for more effective service delivery.
The discussions focused on key governance challenges, including the need for improved coordination, and the importance of a unified approach to development.
It reinforced the provincial government’s commitment to fostering inclusive governance, strengthening partnerships, and ensuring that municipalities operate in synergy to drive sustainable development.
Addressing the meeting, Ntuli emphasised the importance of intergovernmental collaboration in ensuring that government services reach communities efficiently and equitably.
“As KwaZulu-Natal continues to implement the DDM framework, the provincial government would remain steadfast in its mission to create a well-coordinated and service-driven administration that meets the needs of its people,” the Premier said.

South Africa successfully hosts key G20 Working Groups and Task Force Meetings
As part of its G20 Presidency, South Africa has successfully hosted a series of high-level G20 working groups and task force meetings during this month, focusing on global challenges such as corruption, food security, disaster risk reduction, agriculture, and tourism.
The first Anti-Corruption Working Group Meeting, held in Cape Town from 3 to 5 March 2025, focused on mechanisms to enhance the implementation of legal instruments to fight corruption.
Cabinet said in a statement that this meeting was an opportunity for participants to establish the agenda and lay the groundwork for future discussions, encouraging dialogue and collaboration to strengthen anti-corruption strategies.
“During this meeting, participants discussed and agreed on these several key priorities which are strengthening Public Sector Integrity; Increasing Asset Recovery Efficiency; Inclusive Participation; and Whistle-Blower Protection,” Cabinet said.
Agriculture Working Group
The First Agriculture Working Group Meeting, held virtually on 3 and 4 March, discussed critical issues that affect agricultural stakeholders worldwide and agreed on priorities for the year ahead.

Tourism Working Group
On 5 March, the First Tourism Working Group Meeting, also held virtually, deliberated on how tourism can be used to change people’s lives, communities and the world.

Disaster Risk Reduction Working Group
First Disaster Risk Reduction Working Group Meeting also held virtually on 5 March, discussed the acceleration of early warnings for all initiatives which is a key global target set by the United Nations and reinforced the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030.
“South Africa sees this meeting as a key international forum to drive the agenda of a shared responsibility to build resilience, strengthen our cooperation, and drive meaningful action that is needed to prevent an escalation or exacerbation of risk,” Cabinet said.

Food Security Task Force
The First Task Force Meeting on Food Security, held virtually on 5 March, discussed policies and programs to improve food security.
“Participants agreed to build a stronger, fairer, and more sustainable food system. They also committed to address key challenges like trade barriers, funding for food production, and the impact of climate change on food supply chains,” Cabinet said.
Some of the priorities outcomes discussed are the following:
G20 Outreach Programme
On 7 March 2025, the G20 Outreach Programme was held at the University of Venda in Thohoyandou, to encourage public engagement in South Africa’s G20 presidency.
Citizens were urged to welcome international delegates, promote South Africa’s cultural heritage, and share positive narratives about the country.
“The gathering was used to encourage the people of this country to get involved in welcoming our guests to the country as we continue to host meetings in various parts of the country and to promote their culture and heritage. South Africans were also encouraged to tell a good story about their country,” Cabinet said.

Cabinet welcomes GDP growth in fourth quarter of 2024
The 0.6% increase in South Africa’s gross domestic product (GDP) in the fourth quarter of 2024 signals a recovery across the economy, says Minister in The Presidency, Khumbudzo Ntshavheni.
“Cabinet is confident that the increased focus and pace of delivery on economic structural reforms, improved service delivery and State capacity, and increased participation of the private sector will spur further growth of the economy in 2025 and beyond,” the Minister said during a post-Cabinet media briefing in Cape Town on Thursday.
According to Statistics South Africa (Stats SA), South Africa’s GDP increased by 0.6% in the fourth quarter of 2024, following a decrease of 0.1% in the third quarter of 2024.
“The agriculture, forestry and fishing industry increased by 17.2%, contributing 0.4 of a percentage point to the positive GDP growth. This was primarily due to increased economic activities reported for field crops and animal products.
“The finance, real estate and business services industry increased by 1.1%, contributing 0.3 of a percentage point. Increased economic activities were reported for financial intermediation, real estate activities and other business services,” Stats SA said earlier this month.
The trade, catering and accommodation industry increased by 1.4%, contributing 0.2 of a percentage point. Increased economic activities were reported for wholesale trade, retail trade and motor trade.
Investments
Meanwhile, Cabinet welcomed the announcement by Microsoft South Africa that it will invest R5.5 billion in artificial intelligence (AI) infrastructure in the country.
“This investment will strengthen South Africa’s position as a leading Artificial Intelligence hub on the African continent and builds Microsoft South Africa’s R20.4 billion investment over the past three years.
“Microsoft South Africa also announced their contribution to developing South Africa’s digital literacy by paying for technical certification for 50 000 individuals in high-demand digital skills.
“In further uplifting our investment profile, Indian car manufacturer, Mahindra, signed a memorandum of understanding (MoU) with South Africa’s Industrial Development Corporation (IDC) to explore the possibility of setting up a full-scale vehicle assembly plant in the country,” the Minister said.
Mahindra already has an assembly plant of Pik Up range of vehicles in Durban operated by AIH Logistics.
The company recently celebrated the production of their 25 000th locally assembled Pik Up vehicles [range of bakkies].
“Cabinet reminded every South African as direct shareholder in South Africa Incorporated (SA Inc.) of their vested interest in promoting our country as an investment destination in a globally competitive environment. We must continue to speak with one voice in defence of our national interest, our sovereignty and our constitutional democracy,” the Minister said. - SAnews.gov.za
