President Ramaphosa opens Dr Pixley Ka Isaka Seme Memorial Hospital

The opening of the Dr Pixley Ka Isaka Seme Memorial Hospital is a reflection of government’s commitment to advancing the call of the Freedom Charter.

The Charter calls for free medical care and hospitalisation to be provided for all and for the health of women and children to be prioritised.

President Cyril Ramaphosa said this at the official opening of the Dr Pixley Ka Isaka Seme Memorial Hospital in Kwa-Mashu, KwaZulu-Natal, on Friday. 

“This facility has been built in response to the growing pressing healthcare needs of the approximately 1.5 million residents of Kwa-Mashu, Inanda, Ntuzuma and the surrounding communities in northern Durban.

“It will relieve pressure on the Mahatma Gandhi Memorial Hospital and Addington Hospital, and will cater for inpatients at a regional level, with referrals from surrounding district level facilities,” he said. 

The President highlighted that data from the Census 2022 points not just to a growing population, but confirms that the vast majority of South Africans rely on the public sector to meet their healthcare needs.

Another report published this month by Statistics South Africa (Stats SA) furthermore points to the growing healthcare burden of non-communicable diseases such as cardiovascular diseases, diabetes, chronic lower respiratory diseases, cancers and others.

“With more people living with non-communicable diseases, it is essential that healthcare systems respond accordingly at a primary healthcare level, particularly with regards to regular screening to ensure timely diagnosis and treatment. This facility will play a critical role in this regard,” he said. 

He added that it is pleasing to note that the hospital has an active primary healthcare outreach programme that is bringing much-needed healthcare services closer to the people.

Services

The commissioning of the hospital was implemented in a phased approach from August 2021. First radiology was commissioned, followed by optometry and dermatology, and the migration of Internal Medicine from Mahatma Gandhi Memorial Hospital.

In January this year, the Emergency Department commenced with providing services. Currently all emergency cases in the north of eThekwini are taken directly from the scene, from primary healthcare centers, community healthcare centers and district hospitals.

The facility offers an impressive range of services including critical care, dental, physiotherapy, occupational therapy, psychological services, dietetics, audiology, social work and many more.

The hospital also has a strong academic and research component and is one of the centers for postgraduate medical training, as well as providing rotation for final year medical students from the University of KwaZulu-Natal.

This hospital is also the first government hospital in the province to adopt an insourced model in components such as security, cleaning, laundry and food services.

With respect to human resources, out of the approved hospital establishment of 1 513, a total of 1 383 posts have already been filled as of end September 2023. The construction of the facility itself supported job creation and small business development.

The President said he had no doubt that the hospital will improve the health outcomes of all the communities it serves.

“We have no doubt that the people of this community and of this province know that we are [a] government that prioritises the needs of all, but especially of society’s most vulnerable.”

President Ramaphosa further said he was honoured to be present at the official opening of the hospital and that there can be no more befitting a name for this facility than that of the great Dr. Pixley Ka Isaka Seme. 

He lauded him as a man who was the moving spirit behind the formation of the African National Congress, the oldest liberation movement in the African continent.

“He was a committed Pan-Africanist and a humanist, who famously spoke of a brighter day rising upon Africa; and of an Africa whose sons and daughters who would one day walk in the light of progress, freedom and equality.

Healthcare for all

President Ramaphosa added that the hospital stands as a testament to government’s commitment to ensure that the right to life, the right to quality healthcare, and the right to equality will never be qualified, or determined on the basis of where you live, or how much or little you have. 

As the country will mark 30 years of democracy next year, the President said it will be a time to reflect on how far we have come in realising the aspirations of the Freedom Charter, the Constitution with its Bill of Rights, and the National Development Plan. 

“That we are a country that is able to provide quality healthcare services, free, to the population can certainly be counted as amongst our greatest achievements.

“That we are moving ahead with the introduction of National Health Insurance that will further democratise access to healthcare services, is something of which we can be proud,” the President said. – SAnews.gov.za

Two SAB plants get R5.8 billion upgrades

The R5.8 billion investment commitment made by South African Breweries (SAB) has been utilised to increase capacity at two of its plants. 

The company said the investment – which was announced at the South African Investment Conference 2023 earlier in the year - was for civil works and new equipment to allow for increased local production for new product innovations.

Two of SAB’s plants were identified for these capacity upgrades - Prospecton Brewery in Durban and Ibhayi Brewery in Gqeberha in the Eastern Cape.

The South African Investment Conference was launched in 2018 by President Cyril Ramaphosa to boost economic activity that had been in decline for over a decade in Africa's most advanced but struggling economy.

This year, President Ramaphosa set a new target to mobilise approximately R2 trillion in new investments over another five-year period which begins next year.

SAB employs around 5 700 employees and collaborates with nearly 3 739 suppliers, supporting around 250 000 jobs in the beer value chain.

In addition, the company sources high-quality ingredients from local farmers, ensuring that 94% of their beer production is locally sourced.

Chief Executive Officer of SAB, Richard Rivett-Carnac, said SAB is committed to being a driver of economic growth by building a sustainable business that develops, empowers, and invests in the communities in which it operates.

"We are dedicated to sustainable investments and economic growth. Our investments over time have contributed billions of rand to the South African Gross Domestic Product (GDP), which, alongside the investment commitments pledged at the 2023 South African Investment Conference 2023, have provided a significant boost to an economy sorely in need of stimulus,” Rivett-Carnac said. 

“In terms of job creation, the investment into the Prospecton Brewery has created approximately 25 000 additional jobs throughout the value chain, whilst the Ibhayi Brewery investment has created a further 14 000 jobs throughout the beer value chain across South Africa,” he said.

He said the estimated 39 000 jobs created through these investments were across a variety of sectors. These include agriculture, logistics, manufacturing, hospitality, construction and innovation among others in the value chain. – SAnews.gov.za

“As we rebuild our economy, we recognise the importance of entrepreneurship and international investment. In particular, we welcome the fact that as an affiliate of G20 Global Partnership for Financial Inclusion (GPFI), WBAF 2023 focuses on the digital and business transformation of small businesses. 

“There is also a special focus on the quality of local investors as part of efforts to increase financial inclusion in local economies in post-pandemic times,” Dube-Ncube said.

Urgent interventions implemented to address port delays

Transnet says it is implementing a number of urgent interventions to address the backlogs at the Port of Durban and to ease the congestion at Richards Bay.

According to Transnet, the backlog at the port is being caused by factors including inclement weather conditions and equipment availability.

Transnet Board Chairperson, Andile Sangqu, said: “The problem of port congestion is a complex one and it is something that was due to happen at some point, as a result of many years of underinvestment in equipment and its maintenance.

“We are working on a number of measures to turn the situation around. We need to caution that this is going to take some time as the lead times for some of the equipment is anything from 12 to 18 months. The team is working around the clock to procure this important equipment, to ensure our port facilities are in line with global best practice”.

Transnet explained the urgent interventions that are currently in place to address “slow turnaround times affecting the docking and offloading of containers at the port”.

“At Pier 2, the plan is to ramp up the tempo from 2 500 – 4 000 containers a day over the next three months. Under normal conditions, the container handling tempo at Pier 2 is 3 300 containers a day. However, over the past four weeks, this has reduced to 2 500 due to inclement weather and equipment challenges. At Pier 1, the tempo will increase from 1 200 to 1 500 containers a day.

“Initiatives on the cards to ensure that the recovery plan to clear the backlog succeeds include the acquisition of 16 rubber tyred gantry cranes for Pier 1 by the second half of 2025 and acquisition of four ship-to-shore cranes for South Quay for Pier 2in FY2025/26. Work is also underway to refurbish and maintain critical port equipment to improve asset utilisation at Pier 1 and Pier 2 and this will be completed by August 2024,” Transnet said.

The company’s acting CEO Michelle Phillips said management at the port terminals are “working around the clock with industrial engineers from the task team to maximise berth performance”.

“With all these initiatives in place, we expect it will take a maximum of seven weeks to clear the backlog at Pier 1 and 15 weeks for Pier 2. This will make a significant difference to the flow of container traffic through the port.

“It is crucial that we stabilise our operations through these short-term interventions while we continue with the broad Recovery Plan to improve Transnet operations. The plan is exactly what is says it is: a plan to turnaround the business and ensure significant and sustainable improvements in all our operations, and in particular in rail and ports,” she said.

Employment and Labour Minister Thulas Nxesi says it is imperative to acknowledge the gravity of the scourge of child labour, and recognise the collective duty to strengthen the prevention and elimination of child labour in agriculture.

“The agricultural sector is the backbone of our economy, providing food security and sustenance, as well as livelihood to millions. Yet, it is disheartening to note that some of the very hands that cultivate the crops and tend to the livestock belong to children who should be in schools, not in the fields. This situation is unacceptable and demands our immediate attention and concerted efforts,” the Minister said. 

Nxesi was delivering the keynote address at the Prevention and Elimination of Child Labour in South Africa launch event in Sandton, Johannesburg.

The Department of Employment and Labour, in collaboration with the International Labour Organization (ILO), launched a European Union-funded child labour project that seeks to strengthen the prevention and elimination of child labour in the agricultural sector in South Africa.

To tackle this grave issue, Nxesi said the world must first understand its root causes. He cited poverty, lack of access to education, and limited awareness about child rights as creating an environment where child labour thrives.

Nxesi said the Durban Call to Action adopted at the 5th Global Conference last year in Durban, resonates with this approach, in that it commits different role players to take immediate and effective measures to eliminate child labour.

“Education lies at the heart of this endeavour. We must invest in educational opportunities for all children, irrespective of their socio-economic backgrounds. By ensuring that every child has access to quality education, we empower them with the knowledge and skills necessary to break the cycle of poverty and contribute meaningfully to society,” he said. 

Simultaneously, the Minister said enforcing existing laws and regulations is paramount. He said that stringent penalties for those exploiting children for labour, coupled with rigorous monitoring mechanisms, will serve as a deterrent to potential offenders. 

Moreover, he said, support systems must be put in place to rehabilitate and reintegrate children who have been rescued from child labour situations, ensuring they receive the care, counselling, and education necessary for their holistic rehabilitation and development.

“Additionally, we must raise awareness about child rights and labour laws within farming communities. Educating parents, guardians, and employers about the detrimental effects of child labour, and the legal consequences associated with it, can act as a powerful deterrent.

“What remains constant in all these endeavours is that collaboration between government, employers' and workers' organisations, civil society, and international agencies is crucial for sharing resources, expertise, and best practices, leading to more effective and sustainable interventions,” he said. 

Nxesi told delegates at the launch that together, they possess the strength, knowledge, and determination needed to create a world where no child is robbed of their innocence, their education, or their dreams. 

“In our quest to eradicate child labour, collaboration is not merely a choice; it is an imperative. No single entity, whether it is governments, NGOs, businesses, workers or communities, can tackle this issue in isolation. We need to join hands, share expertise, and combine resources to create a formidable force against child labour,” he said. 

The Minister said they are thankful to the European Union (EU) for approving the funding of this project, and to the International Labour Organisation (ILO) for its continued support in their endeavours to fight the scourge of child labour. 

The Minister said that the project launched today will be piloted in two provinces, that is, KwaZulu-Natal and Western Cape.

He urged all stakeholders to continue to collaborate, to innovate, and to advocate, ensuring that every child can grow up in a safe, nurturing environment – free from the shackles of child labour.

“Together, we can create a supportive environment where families are lifted out of poverty, children are educated, and communities thrive. Businesses, too, have a crucial role to play by adopting ethical supply chain practices, ensuring that the products we consume are not tainted with the sweat and tears of innocent children,” he said. 

The Minister concluded that the fight against child labour in the agricultural sector is a moral imperative that demands an unwavering commitment. 

“We look forward to the replication of these pilot projects across the country as a whole, and the eventual elimination of child labour in the agricultural sector – and beyond. 

“Let us stand united in our resolve to strengthen the prevention and elimination of child labour. Let us be the voice for those who are silenced, the advocates for those who are vulnerable, and the champions for those who deserve a brighter future,”  Nxesi said. – SAnews.gov.za

FIFA+ to stream every Confederation of African Football (CAF) qualifiers for the FIFA World Cup 26™

First two matchdays of CAF qualifying will be played from 15 to 21 November; All matches will be streamed on FIFA+; Find out below which countries the matches will be available in.

Africa's qualifying matches for the FIFA World Cup 26™ kick off on Wednesday 15 November and you'll be able to watch them all live on FIFA+.

Nine African teams are guaranteed to compete at the World Cup. Another will participate in the FIFA Play-off Tournament as the global showpiece will host 48 teams for the first time ever.

Where to watch the CAF qualifiers for FIFA World Cup 26™
You will be able to watch all Matchday 1 African qualifiers on FIFA+ with English commentary from anywhere in the world, with the exception of the Middle East and North Africa (MENA) region, sub-Saharan Africa*, India and Portugal.

* It will be possible to follow the matches live in sub-Saharan Africa in the following countries: Benin, Burundi, Ethiopia, Gambia, Guinea Bissau, Malawi, Sao Tome e Principe, Seychelles, Uganda and Zimbabwe.

Highlights of all the matches will also be available on FIFA+ worldwide.
