Two in hot water for possession of state infrastructure
Two people have been arrested and charged with the possession of stolen goods, including 52 street lights estimated at R1.9 million belonging to the eThekwini Metropolitan Municipality.
The Border Management Authority (BMA) said the pair was arrested by border guards at the Kosi Bay port of entry when they intercepted state property which was en route to Mozambique on Saturday, 11 November 2023.
According to the authority’s statement released on Monday, the duo was in a grey Isuzu bakkie which was driven by a Mozambican national when they were searched at the port of entry bordering South Africa and Mozambique.
“The team immediately activated the Hawks and Durban metro police.
“Two Mozambicans were arrested and charged with the possession of stolen goods, including damaging of essential infrastructure.”
In addition, the BMA said the vehicle they were travelling in as well as the property were seized and handed over to the Manguzi South African Police Service (SAPS).
“A case was opened and handed over to the Hawks for further investigation.”
BMA Commissioner, Dr Michael Masiapato, commended the remarkable work of the border guards in preventing illegal activities and securing the state assets.
“The BMA border guards serve as the first line of defence working around the clock to enforce immigration laws thereby maintaining the integrity of our nation. Their vigilance in this incident and dedication contribute significantly to maintaining law and order. Their operation in intercepting municipal assets is truly commendable,” said Masiapato. – SAnews.gov.za

SA Navy starts process of replacing SAS Drakensberg vessel
The South African Navy says it will soon start a project to replace its combat support vessel, SAS Drakensberg, which is nearly 40 years old and has not been to sea for quite some time.
This is according to SA Navy Chief, Vice Admiral Monde Lobese, who was speaking during the naming and acceptance ceremony of the second new multi-purpose inshore patrol vessel (MMIPV), SAS King Shaka Zulu, at Naval Base Durban.
Lobese said the SA Navy used to operate a number of different vessel types, namely submarines, offshore patrol vessels, frigates, a combat support vessel, a hydrographic survey vessel, anti-mine warfare vessels (mine hunters), deep diving support and torpedo recovery vessels.
The submarines and frigates were replaced during the Arms Deal about 20 years ago, whilst a new Hydrographic Survey Vessel is currently being built by Sandock Austral Shipyards in Durban.
The three new MMIPVs will take over the mine hunting, deep diving support and torpedo recovery roles of previous vessels and some patrol duties.
“The SA Navy is currently in the process to containerise the anti-mine warfare capability through Project Motso, so that it can be placed on these vessels.
“This capability is absolutely vital because even a threat of a sea mine can close a port like Durban for weeks on end. This will have devastating consequences for our economy. It requires specialised equipment and highly trained personnel, and is a vital capability for any Navy to have,” Lobese said.
According to Lobese, the SAS Drakensberg will be replaced with a new vessel, and this project will start soon.
“If we take our maritime security seriously, and if we want to protect our maritime economy, we need at least another 12 ships, of which six must be the larger offshore patrol vessels.
“I am absolutely convinced of the fact that over a 30-year period, the investment in these ships and the overall benefit to our economy in preventing theft of our marine resources, as well as criminality on our oceans, makes the procurement of an additional 12 vessels a very logical and rational choice,” Lobese said.
In addition to being used as a replenishment ship, SAS Drakensberg has also been used to patrol for pirates in the Mozambique Channel as part of Operation Copper. In April 2012, she helped European warships catch seven Somali pirates in the Channel.
SAS Drakensberg was launched in April 1986 by Sandock Austral and commissioned into service in November the following year.
She has a full load displacement of 12 500 tons and a length of 147 metres. She can carry 5 500 tons of fuel, 750 tons of ammunition and dry stores, and 210 tons of fresh water. In addition, 50 000 litres of fresh water can be made every day. Two Oryx helicopters, two landing craft and two RHIBs can be accommodated on board as well.
The Drakensberg is the largest ship built in South Africa to date and is reportedly the first naval vessel to be completely designed in the country. – SAnews.gov.za

Law catches up with KwaZulu-Natal man
The long arm of the law finally caught up with Gugulethu Wesley Madonsela, who has been on the run for 34-years.
The Durban Regional Court on Thursday convicted and sentenced the 53-year-old to 10 years direct imprisonment for the murder of Siphelele Nxumalo, said the Directorate for Priority Crime Investigation (the Hawks).
Nxumalo was approached by Madonsela and his accomplices who fired at him on a road on 2 February 1989.
âThey fired shots towards him and fled the scene. According to the Truth and Reconciliation Commission report, Nxumalo was a United Democratic Front (UDF) activist when he was shot and killed by members of Chesterville A-Team during political conflict between the UDF and Inkatha supporters,â said the Hawks on Friday.
Nxumalo died of multiple gunshot wounds.
A case of murder was reported at the Cato Manor police station and Madonsela was later arrested. He appeared in court and was granted bail.
He then absconded and allegedly fled the country. A warrant of arrest was issued and the case docket was filed.
âMadonsela was on the run since then and he never appeared in the Truth and Reconciliation Commission (TRC). In July 2023, he was traced and arrested by the Hawkâs Serious Organised Crime Investigation based in Durban that is assigned to deal with TRC cases in the province, then ultimately convicted and sentenced.â
The National Head of the Directorate for Priority Crime Investigation, Lieutenant General Advocate Godfrey Lebeya, has commended the work of the investigation and prosecution team that worked tirelessly on ensuring that Madonsela is arrested and prosecuted. âSAnews.gov.za

KZN positions to become a technological hub
The KwaZulu-Natal Provincial Government is accelerating efforts to roll out broadband across the province in order to ensure universal connectivity, and position the province as a technological hub.
Â
Speaking at the opening of the KwaZulu-Natal Information, Communication and Technology (ICT) Summit, currently underway at the Durban Exhibition Centre, Premier Nomusa Dube-Ncube said as part of KwaZulu-Natal Digital Transformation Strategy, the province aims to deliver a citizen-centric plan which guides the leap to a digitally transformed society.Â
âOur strategy is awake to the reality that the province is currently only 27% connected and we have identified the need to accelerate the connectivity of the entire province. Among others, our Digital Transformation Strategy will aid government-to-government interaction across spheres, government-to-citizen interaction, and government-to-business interaction,â Dube-Ncube said.
Held from 09-10 November 2023, the summit brings together digital experts, including stakeholders and representatives from the public and private sectors to discuss and demonstrate the role of technology in improving operations, processes and service delivery for the benefit of the communities in KwaZulu-Natal.
The summit, which is hosted jointly with Vodacom Business and provincial government, is a unique platform for ICT experts, private sector and government leaders to engage and explore cutting-edge technology solutions designed to transform the business landscape.
Themed âMoving KZN Towards a Smart Provinceâ, the summit focuses on turning KwaZulu-Natal into a smart and technology connected province, which leaves no one behind.
Dube-Ncube highlighted that the province is hard at work, and currently rolling out Wi-Fi hotspots and Digi-centres in townships and rural centres, including libraries, schools, health youth zones, and community service centres.Â
Work done by the Office of the Premier includes the roll-out of a series of 4IR activations to install Wi-Fi hotspots that will enable schools and citizens to access internet as well as the training of 3 875 youth in four activated districts covering 16 areas.Â
âDigital hubs were installed at the schools to enable the learners to have access to equipment [and] teachers were also trained in data science to include in their schoolâs curriculum, to ensure the learners will be trained on areas of Artificial Intelligence and Robotics.
âAll 164 provincial libraries have Wi-Fi connectivity and all hospitals and clinics are connected,â Dube-Ncube said.Â
The Premier emphasised the importance of building broadband infrastructure together with the private sector to improve the status of connectivity in the province.
âPartnerships between private and public sector are central and mutually beneficial. We welcome and appreciate the role that the private sector is playing in supporting our vision of positioning KwaZulu-Natal as a Smart Province,â Dube-Ncube said.
Vodacom Business has been working with the government on several connectivity solutions to help the province achieve its universal connectivity targets.
Meanwhile, the Department of Transport is in discussions with the Road Traffic Management Corporation (RTMC) to investigate the implementation of an online registration system, which will be piloted in the uMgungundlovu and eThekwini Districts.
The provincial Economic Development, Tourism and Environmental Affairs (EDTEA) has to date, spent almost R8.6 million in rolling out digital centres across the province. â SAnews.gov.za

Cabinet concerned about food poisoning of children
Cabinet has raised concern on the spate of food poisoning of children from eating expired and contaminated foodstuff from spaza shops and street vendors.
This follows the recent death of children after allegedly consuming poisonous food items bought from spaza shops, which were reported in Gauteng and North West provinces.
“Cabinet is encouraged by the law enforcement efforts to enforce food safety compliance,” Minister in the Presidency, Khumbudzo Ntshavheni, said at a post Cabinet briefing on Monday.
Ntshavheni reported that during the recent International Migration Workshop, some of the key outcomes included the introduction of omnibus by-laws to address challenges relating to the enforcement of business by-laws by municipalities and traditional authorities.
The workshop was hosted by the Home Affairs Department and joined by the Departments of Small Business Development, Cooperative Governance and Traditional Affairs, and Human Settlements, as well as traditional leaders and mayors from metropolitans and district municipalities. It focused on curbing the effects of illegal immigration, including the operations of spaza shops.
“There will be immediate joint inspections of businesses, in particular spaza shops, by the Departments of Labour, Health, Small Business Development and Home Affairs immigration inspectorate teams to enforce compliance with applicable laws,” Ntshavheni said.
The workshop also decided that an audit of spaza shops in villages and townships, and mechanisms to register them by both traditional leaders and municipalities, will be undertaken.
The Minister said there are also efforts to support traditional authorities to keep a record of foreign nationals in their communities.
“Business licensing legislation is being amended to support all those who wish to trade in the informal sector.”
Police commended for dealing with international drug syndicates
Meanwhile, Cabinet has commended the South African Police Service (SAPS) for dealing a massive blow to international drug syndicates.
This follows the discovery of cocaine valued at R80 million, which was seized at a warehouse at Dube Trade Port, within the King Shaka International Airport, on 20 October 2023.
Two days prior to the seizure, another R70 million worth of cocaine was seized from a container at the Durban Harbour.
“Cabinet applauds the SAPS for their work in disrupting and dismantling transnational organised crime that poses a significant threat to our communities and the nation. Operation Safer Festive Season is already yielding results, with police arresting over 140 suspects, including an alleged illegal mining kingpin, and seizing unlicensed firearms,” Ntshavheni said. – SAnews.gov.za

KZN entrepreneurs to showcase wares at Intra–African Trade Fair
KwaZulu-Natal Economic Development, Tourism and Environmental Affairs MEC, Siboniso Duma, has commended entrepreneurs based in the province that have been selected to showcase their products and services at the 2023 Intra-African Trade Fair (IATF) in Cairo, Egypt.
IATF is organised by the African Export-Import Bank (Afreximbank), in collaboration with the African Union Commission and the African Continental Free Trade Area (AfCFTA) Secretariat.
The Intra-African Trade Fair is a trade show that provides a platform for sharing trade, investment and market information and enabling buyers and sellers, investors and countries to meet, discuss and conclude business deals.
The IATF will take place from 09 to 15 November 2023 will provide a unique and valuable platform for businesses to access an integrated African market of over 1.3 billion people with a GDP of over US$3.5 trillion created under the AfCFTA.
Speaking at a send-off ceremony held at Trade and Investment KZN (TIKZN) in Durban, Duma said the 21 entrepreneurs from the province were subjected to a gruelling selection process.
“By and large, the selection process was designed to ensure that we market our products and services from all corners of our province – especially the townships and rural areas. This is in line with our “Buy KZN Product” Campaign. We are happy that today our entrepreneurs gathered at Investment House for a well deserving send-off.”
He noted that through TIKZN which is an agency of government , the department has for a long-time, hosted International Expo Week, as part of creating a demand for local products produced by the province’s entrepreneurs.
“As the previous host of the 2021 IATF Trade Show 2021, we believe that this year’s event will put our entrepreneurs on the pedestal and augment the “Buy KZN Product” Campaign. Critically, we are encouraged by an integrated approach involving the Department of Trade, Industry and Competition and the Small Enterprise Development Agency (SEDA).
“Collectively, we have made it possible to deploy resources to cover logistics and other necessary expenses for our entrepreneurs. This is in addition to the enduring partnership between TIKZN and Transnet Port Terminal. This partnership has helped many entrepreneurs under the export capacity-building programme,” Duma said.
The MEC added that the department is confident that as more entrepreneurs export their products, “we will see a significant increase in foreign exchange earnings.”
“We are saying to our entrepreneurs – the “Sky is not the Limit”. Go there - establish contact with prospective distributors and buyers - ascertain the market demand and trends and promote the Zulu Kingdom,” Duma said. – SAnews.gov.za

Rugby World Cup win demonstrates power of transformation
President Cyril Ramaphosa says the 2023 Rugby World Cup (RWC) win has demonstrated the power of transformation.
“The Springboks are a potent symbol of just how far we have come as a people. That is why you have been so warmly embraced by South Africans of all races as their own,” President Ramaphosa said.
This was the fourth victory by the Springboks for the championship. All four championships have taken place during South Africa’s democratic years.
The President reflected on when former Boks captain Francois Pienaar and President Nelson Mandela lifted the Webb Ellis Cup at Ellis Park Stadium on 24 June 1995.
“Our democracy was just over one year old. South Africa had just been readmitted to World Rugby three years earlier. There was only one black player on the team, the legendary Chester Williams. It was a monumental, historic and deeply symbolic occasion. This win is also monumental,” he said.
The Springboks won the 2023 RWC against New Zealand at the finals in Paris, France, on Saturday, 28 October 2023.
Welcoming the Rugby World Cup champions at the Union Buildings in Pretoria on Thursday, the President was joined by scores of Springbok supporters across different age groups and races, who filled the streets and cheered for the team.
They were in high spirits, proudly wearing their Springbok jerseys as they celebrated and chanted the names of their favourite players.
A large media contingent was also present to capture the Webb Ellis Cup parade, which kicked off in Pretoria. The world champions are embarking on a four-day Trophy Tour to major regional population centres from Thursday, with the next stop being in Johannesburg and Soweto, concluding at FNB Stadium.
“Never in the history of the Rugby World Cup has any team lifted the trophy on four occasions. Until now. In doing so, you have lifted the spirits of an entire nation and filled us with pride.
“You have united the South African people. The words 'Amabokobo', 'Go Bokke' are being shouted from the rooftops by black and white, young and old, urban and rural dwellers, in all our national languages. Over the past eight weeks, this country has been a sea of green and gold.
“People who haven’t even followed rugby before or been interested in the game are now talking with confidence about scrums, rucks, drop kicks and tries,” the President said.
He said the performance of the Springboks in this year’s Rugby World Cup has captured people’s imagination and energised them in a way not seen in a long time.
“It has reminded us that even amidst our many challenges, there is always room for optimism and hope. I have said before that we do not make light of the challenges our country faces. We certainly do not imagine that a sporting victory can or will wish them away.
“Your journey to victory in France on Saturday night was as much about our journey towards nationhood as it was about sporting excellence. It was as much about the power of transformation,” said the President.
He said Amabokoboko are testament to the power of a dream.
“Every young boy and girl in this country today – whether they are black, white, Indian or coloured – now knows they don’t have to be content with dreaming of becoming like you. They know they can be you,” the President said.
The Springbok rugby team tour will continue in Cape Town (Friday, 3 November) and Durban (Saturday, 4 November) before concluding in the Eastern Cape (East London) on Sunday, 5 November.
Springbok captain Siya Kolisi expressed gratitude to South Africans for supporting the team during the tournament.
“We, as a team, chose to dedicate this World Cup to you because you are the reason we are where we are today. Your resilient spirit, how hard you work and the things that you go through to be where you are in life.
“Your support kept us going. We are very diverse and we wanted to show that diversity is our strength in South Africa. We need to use our diversity. It is a powerful force that many countries do not have and that we can use.
“When we work together regardless of our backgrounds, we put South Africa first and work for South Africa. That is what we did. We did it by playing rugby,” Kolisi said.
South African Rugby Union (SARU) President Mark Alexander said the team’s victory is a testament of the unwavering support and boundless passion of the millions of South Africans who supported the team.
“Your Tik Toks, YouTube and Facebook posts celebrating the victories played a role in motivating our team as they fought brilliantly on the field. Our team has achieved a historic fourth Rugby World Cup, an epic accomplishment that could not have been possible without the dedication and commitment of our players, led by the coaching team,” Alexander said. –SAnews.gov.za
