National Assembly elects chairpersons of committees

Location: News

National Assembly elects chairpersons of committees

The newly established committees of the National Assembly (NA) on Tuesday elected chairpersons of some of the committees.

These committees are the engine rooms of Parliament, where, among others, the work of the executive is scrutinised.

“The elected chairpersons will play a key role in chairing and determining the agenda of meetings and organising the administrative affairs of a committee,” Parliament said in a statement.

They are also responsible for ensuring that committee decisions are compiled into a report and tabled in the respective House.

“The role of committees includes oversight over the executive and promoting public involvement in law-making,” Parliament said.

Committee meetings are generally open to the public, where ordinary South Africans can express their opinions directly and, in this way, influence the outcome of Parliament's decisions.

Portfolio Committees

According to the NA Rules, the Speaker, acting with the concurrence of the Rules Committee, must establish a range of portfolio committees and determine a name for each committee. This was done last week.

There are 30 portfolio committees. Each committee has both full members and several alternate members.

The Speaker may also determine, with the concurrence of the Rules Committee, the size (number of members per party) of the portfolio committee.

Political parties appoint the members that will represent them on a committee and advise the Speaker accordingly. Parties must appoint their members within five working days after the establishment of a committee by the House.

Only 16 of the 30 portfolio committees met to elect chairpersons on Tuesday and the remaining 14 will convene their meetings today.

The elected chairpersons are as follows:

Portfolio Committee on Health – Dr Sibongiseni Dlhomo

  • Standing Committee on Finance – Dr Mkhacani Joseph Maswanganyi

  • Portfolio Committee on Minerals and Petroleum Resources - Mr Mikateko Mahlaule

  • Portfolio Committee on International Relations and Cooperation - Mr Supra Obakeng Mahumapelo

  • Portfolio Committee on Justice and Constitutional Development- Mr Xola Nqola

  • Portfolio Committee on Employment and Labour – Mr Boyce Maneli

Make a positive impact this Mandela Day

With commemorations set to be held for the birthday of late President Nelson Mandela this month, individuals, communities, and organisations are once again reminded to make a positive impact in their own communities.

This as Nelson Mandela International Day was launched in recognition of Nelson Mandela’s birthday on 18 July 2009 via a unanimous decision of the United Nation’s General Assembly.

“It was inspired by a call Nelson Mandela made a year earlier, for the next generation to take on the burden of leadership in addressing the world’s social injustices when he said, ‘it is in your hands now.’ Every year, on the anniversary of Madiba’s birthday, the global community honour his life’s work by taking part in initiatives that make a difference in the lives of their communities,” the Nelson Mandela Foundation said.

This year’s Nelson Mandela Month and the International Mandela Day on 18 July will be celebrated under the theme: “It’s still in our hands to combat poverty and inequity.”

The Nelson Mandela Foundation has published a list of 10 things to do this Mandela Day to honour Mandela.

Volunteer, collaborate, and come together:

  • Take part in a street clean up in your neighbourhood. Cleaning the environment benefits the entire community in different ways. It provides a sense of dignity and safety.
  • Spend time with the children or elderly people at an orphanage or old age home. Your presence playing games, reading to them, or just having a conversation could really brighten their day. This is about remembering everybody in your community, and reminding marginalised people that they belong.
  • Collaborate with a school to paint the walls. Many schools in South Africa are in a poor state, and students have to learn in uninspiring, undignifying environments. Painting the walls is a great way of contributing to the students' success.
  • Collect sanitary towels for disadvantaged women and girls in your community. You can even just join a sanitary towel drive through your local Dischem.

Donate, give, and share:

  • Donate food to homeless people. The homeless crisis in South Africa is worrying; keeping homeless people fed gives them a chance to escape their situation.
  • Give old bedding, clothes and toys to an orphanage. Many orphanages are underfunded and are in dire need of resources. Donating resources could meaningfully contribute to the well-being of the people staying there.
  • Plant a community garden with your neighbours, or donate trees to a needy area. Having access to good food and clean air significantly improves the lives of people living in your community.

Other kinds of support:

  • Spread awareness of the campaign by boosting posts online through engagement. Use the hashtags, share people’s work, and be a cheerleader, even if you can’t contribute yourself.
  • Come to the Mandela Day Walk and Run on 20 July at Wanderers Stadium with your family. Being a part of a community activity is an excellent way of honouring the values that Tata Madiba stood for - ubuntu, community, and giving back.
  • Help fund social justice organisations. Non-governmental organisations (NGOs) in South Africa are severely underfunded and the work they do for people in South Africa is life-changing. Consider donating funds to your favourite NGO.

Lesufi announces Gauteng Cabinet

Location: News

Lesufi announces Gauteng Cabinet

Gauteng Premier Panyaza Lesufi has announced his Cabinet that will lead the seventh administration of the provincial government.

The new provincial Cabinet was announced on Wednesday evening.

“Today, we bring to you the new leadership and Members of the Executive Council (MEC), assigned to steer the ship towards a better Gauteng.

“The team, will from this week, start their work of consolidating the election manifestoes of our different parties so that we can develop a shared vision for Gauteng, a shared vision of prosperity, a shared vision of service delivery, a shared vision to eliminate crime, corruption and lawlessness,” he said.

The new MECs are:

  • MEC for e-Government is Bonginkosi Dlamini.
  • MEC for Finance and Economic Development is Lebogang Maile.
  • MEC for Education and Sports, Arts, Culture and Recreation is Matome Chiloane.
  • MEC for Health and Wellness is Nomantu Nkomo Ralehoko.
  • MEC for Roads and Transport is Kedibone Diale-Tlabela.
  • MEC for Human Settlements is Tasneem Motara.
  • MEC for Social Development is Faith Mazibuko.
  • MEC for Agriculture and Rural Development is Vuyiswa Ramokgopa.
  • MEC for Infrastructure Development and Cooperative Governance and Traditional Affairs is Jacob Mamabolo.
  • MEC for Environment is Sheila Mary Peters.

Lesufi explained that the formerly stand alone Department of Community Safety will now move to the Office of the Premier in a bid to strengthen the fight against crime.

“The fight against crime is going to be the centre of this government. We are migrating this responsibility to the Office of the Premier so that we can lead and champion the fight against crime, corruption and lawlessness.

“We can’t surrender our province to criminals. We can’t be scared of our own shadows and convert our own houses to be prisons because criminals are doing as they wish. We strongly believe the utilisation of creative ways of technology, innovation and the increase of personnel to fight crime in our province must be a priority.

“If there is one priority for the seventh administration and the government of Gauteng in the next five years, it’s our relentless efforts to confront and fight crime head on,” he said.

Government of Provincial Unity

The provincial executive is constituted of members from different political parties – forming a Government of Provincial Unity (GPU).

The political parties represented in the provincial cabinet are the African National Congress, the Inkatha Freedom Party, Rise Mzansi and the Patriotic Alliance.

According to Lesufi, other political formations party to the GPU “chose to use the Gauteng Provincial Legislature as their terrain of operation”.

The formation of the GPU was necessitated after no political party received an outright majority following the National and Provincial Elections in May.

The Premier emphasised that although the MECs hail from different parties, they remain committed to serving the people of Gauteng.

“We accept, without any conditions the outcome of our elections and the desires of our electorate that all political parties must work together to run our provincial government. In doing so, we must be matured; we must be sober; we must understand each other at all times. These are uncharted waters; these are opportunities that are presented to us by our voters.

“We’ve been asked to work together - to work together we will do. We’ve been asked to combine our thoughts for a better Gauteng - to combine our thoughts, we will do, together. We’ve been asked to leave no one behind. Today, we all declare that no one, will be left behind unless they choose not to be part of the [GPU].

“I want to emphasise this: there is no door that is closed. This door will be permanently open and those that want to join [the GPU] will be free to join it,” he said. – SAnews.gov.za

bp South Africa – a subsidiary of global energy major bp – returns to the African Energy Week (AEW): Invest in African Energy conference (www.AECWeek.com/) – taking place November 4-8 in Cape Town – as a platinum sponsor. The company's return signals a commitment to engaging with industry and regional counterparts under a common goal of making energy poverty history.

In recent years, bp South Africa has made fresh investments in infrastructure development, local content empowerment and decarbonization initiatives under a broader agenda to expand fuel distribution and access. As Africa maximizes the development and use of its oil and gas resources to meet industrialization targets, improving partnerships with committed investors such as bp South Africa becomes imperative.

AEW: Invest in African Energy is the platform of choice for project operators, financiers, technology providers and government, and has emerged as the official place to sign deals in African energy. Visit www.AECWeek.com for more information about this exciting event.

bp South Africa has a strong history of providing fuel and related products to South Africa, having invested in importation, refining and distribution for over 100 years.

The company announced a five-year $1 billion investment package to enhance its operations in South Africa, including the modernization of its 50% owned SAPREF refinery in Durban in June 2023. The aim is to enable the 180,000 barrels per day refinery to produce low sulfur diesel, in line with the firm's new low carbon energy specification for environmental sustainability. Additionally, bp South Africa manages the Single Buoy Loading and Offloading Mooring facility, managing up to 85% of South Africa's crude oil imports. bp South Africa is also channeling significant investments into enhancing South Africa's port and storage infrastructure with the firm operating six fuel storage terminals in-country.

Going forward, the company is enhancing fuel distribution to meet the growing demand of petroleum products through the expansion of its retail business in South Africa. The company has over 500 branded service stations across South Africa. bp South Africa is also transforming the country's workforce through investments in local empowerment. In August 2023, the company invested R58 million to stimulate black-owned businesses with a target to have 70% of its service stations operated by black dealers by 2025.

Under the theme, Energy Growth through an Enabling Environment, AEW: Invest in African Energy will feature bp South Africa in high-level panel discussions and exclusive networking sessions, spotlighting the company's investment endeavours, steadfast commitment and strategic vision to propel Africa's energy industry forward.

“To make energy poverty history by 2030, Africa needs new investment in refining and distribution. bp South Africa is making great strides in this area under efforts to accelerate industrialization and fuel access in South Africa,” stated NJ Ayuk, the Executive Chairman of the African Energy Chamber.

AEW: Invest in African Energy serves as the largest event of its kind in Africa. Uniting African presidents, government, and national companies with global investors, project developers and technology providers, the event drives investment across the entire value chain.
