Collaboration key to improved educational outcomes
Deputy Minister in the Presidency, responsible for Planning, Monitoring and Evaluation, Seiso Mohai, has reaffirmed government’s commitment to fostering an inclusive education system that equips every child for a brighter future.
The Deputy Minister said this at the conclusion of a successful Back to School Frontline Monitoring Visit in Lejweleputswa District Municipality, Free State, on 15 and 16 January 2025.
During the visit, Mohai assessed school readiness, motivated learners, and reinforced the critical role of education in shaping South Africa's future.
In his remarks, Mohai noted that the visit provided an opportunity to assess governance and resolve educational challenges.
"The school reports reflect the hard work of educators, even in difficult circumstances. Together, we are not just focused on educational outcomes; we are building a better future for every child across the country," the Deputy Minister said.
Accompanied by officials from the Lejweleputswa District Municipality and Matjhabeng Local Municipality, Mohai visited five schools across the district. The aim was to assess schools' preparedness for the new academic year, address challenges, and foster collaboration for improving education.
Learners across all schools demonstrated impressive performance, with many exceeding expectations. Students were eager and excited for the year ahead, showing readiness for the challenges of 2025.
“Despite challenges such as limited ICT resources and infrastructure, educators remain committed to ensuring that learners have the tools and support they need to succeed,” Education District Director of Lejweleputswa District Municipality, Phaello Zonke, said.
At all five schools, the Deputy Minister celebrated the Free State’s consistent academic success. Learners were motivated by messages from top Free State learner, Lehlohonolo Mokothu, who encouraged them by saying, "Anything is possible".
“The excitement among learners was palpable, with loud cheers and chants of 'Rea u rata Ntate Mohai' (We love you, Father Mohai). This spontaneous outpouring of affection reflected the deep connection the students feel with the Deputy Minister, who, as a proud son of the Free State, was warmly received as a local hero returning home. His presence symbolised the belief that, no matter where one comes from, great achievements are possible,” a statement read.
The Back-to-School Monitoring visit in Lejweleputswa District was a resounding success, fostering valuable engagement between educators, learners and local leadership.
Through this initiative, Mohai has reinforced the importance of collaborative efforts to ensure the readiness of schools, the empowerment of learners, and the continued advancement of education in the Free State. – SAnews.gov.za

Eskom yet to decide on Tokologo Municipality potential disconnection
Eskom says it has not yet made a decision with regard to the potential disconnection of bulk electricity supply to the Tokologo Local Municipality in the Free State.
As at December last year, the municipality owed the power utility some R328 million, leading to Eskom releasing a notice that electricity supply may be interrupted for a set number of hours per day from the end of January 2025.
However, on Thursday, Eskom said a decision is yet to be made.
“In the 28 November 2024 notice, Eskom committed to publishing a final decision on this matter on or before 16 January 2025.
“The potential disconnection is being considered due to the municipality’s failure to meet its payment obligations. This breach undermines Eskom's financial sustainability and jeopardises its ability to provide electricity nationally,” the power utility said.
Eskom explained that following the notice published in November, Minister of Electricity and Energy, Dr Kgosientsho Ramokgopa, brought all the parties together to discuss a way forward.
“The objective was to address the critical issue of municipal debt and establish a framework for cooperation between Eskom and municipalities within the processes of intergovernmental relations.
“Eskom confirms that these processes are still ongoing, and no final decision has been made regarding the potential disconnection. If a decision is made to disconnect bulk electricity supply to Tokologo Local Municipality, affecting Boshof, Seretse, Dealesville, and Hertzogville areas, Eskom will issue a revised disconnection date, which will be published with a notice period of at least 14 days,” Eskom explained.
The electricity supplier assured members of the public that it will address the issue with “fairness”.
“Eskom appreciates the input from members of the public who submitted
written representations regarding this matter. These submissions have been thoroughly reviewed as part of the decision-making process.
“Eskom remains committed to addressing this issue with fairness and transparency, all while ensuring its financial sustainability and the sustainable provision of electricity nationwide,” Eskom said. – SAnews.gov.za

Department monitors Vaal Dam levels
The Department of Water and Sanitation (DWS) is closely monitoring the Vaal Dam after the dam’s water levels drastically increased from last week’s 24.3% to 46.2% this week.
According to the department’s real time data, the water levels have again significantly increased overnight to 50.53%.
Departmental spokesperson, Wisane Mavasa, said the dam has, for the past few months, been on a downward spiral with the department making plans to release water from the Sterkfontein Dam into the Vaal Dam, to augment its levels when it reached 18% in volume.
However, Mavasa said this will no longer be necessary, as the dam is rapidly rising. This is due to this week’s heavy rainfall experienced in Gauteng, and other provinces, including North West, Free State, Limpopo, Mpumalanga, and KwaZulu-Natal.
She said the department is now clear of the risk of the dam dropping below its minimum operating level of 18%.
“The dam had experienced continuous decline over the past few months due to elevated temperatures which have led to increased evaporation losses, and the low inflows owing into the dam, due to lack of rainfall in the Vaal catchment.
“The current dam level is now plotting above 50% and there is a good inflow because of recent rainfall in the catchment. There is therefore no more a need for water release from Sterkfontein Dam to support Vaal Dam,” Mavasa said in a statement on Wednesday.
Mavasa said the rising of the dam levels has also boosted the Integrated Vaal River System (IVRS) that provides water to Gauteng and key industries within the province that has shot up from 71.4% to 79.4% this week.
“Recent rainfall has significantly improved surface water storage levels in the country’s dams with 79.8% this week, a huge increase as compared to last week’s 74.5%. Although the heavy and disruptive rainfall has resulted in localised flooding in those provinces, it has also boosted their Water Supply Systems significantly,” Mavasa explained.
The Mpumalanga and KwaZulu-Natal provinces have also experienced the highest upsurge with 10.2%, respectively.
The dam levels in Mpumalanga have increased from 82.9% to 93.1% this week, while KwaZulu-Natal increased from 81.0% to 91.2%.
Limpopo has also increased from 73.2% to 82.6% this week, while North West rose from last week’s 64.7% to 72.5%, with Free State seeing a considerable increase from last week’s 68.5% to 72.6% this week.
Rainfall in parts of the provinces has exceeded 150 millimetres (mm), while parts of Limpopo, Mpumalanga, and KwaZulu Natal received more than 200 mm.
“There is an expectation of isolated to scattered rainfall over central and eastern areas of the country, particularly in [the] Free State, Limpopo, Mpumalanga, and KwaZulu-Natal provinces this week, as a result, surface water storage in these areas is expected to improve further next week.
“However, the Department of Water and Sanitation would like to caution the residents in those provinces to be careful during the heavy rains, and urge residents to avoid water bodies, particularly when the rain can be disruptive, “ Mavasa said.
She also urged the public to stay away from rivers, lakes and dams, especially in the low-lying areas.
“Pedestrians should avoid crossing bridges, and motorists should also refrain from driving through flooded areas, even though the water seems to be shallow. Water can be deadly during the floods and should not at all be underestimated. Let us all keep safe and stay indoors, if possible.”
While the surface water storage capacity has improved in the majority of the country’s dams in most provinces, the department reiterated its call on citizens to continue to use water sparingly. – SAnews.gov.za

The Select Committee on Education, Science and Creative Industries has noted with appreciation the improvement in Grade 12 results for provinces that traditionally achieved lower pass rates. The Chairperson Mr Makhi Feni said it gave him great pleasure to see KwaZulu-Natal (KZN) move up to second place and closing in on a 90% pass rate.
“The last provinces have improved as well, particularly the Eastern Cape, which registered a 85% pass rate. This effort is highly appreciated and noted. This is an indication that provinces have their eyes on the ball,” Mr Feni noted.
“We are seriously moving to curb the differences between rural and urban provinces when it comes to results and output. This speaks to equal share and adequate support availed to all schools when it came resources, curriculum needs, materials, and learning and teaching times,” he said.
Matric results were announced by the Minister of Basic Education, Ms Siviwe Gwarube, on Monday, 13 January. The Free State achieved the highest pass rate, followed by KZN for the first time. Overall, the country achieved an 87.5% of the pass rate.
However, Mr Feni said the committee is concerned about the pending educator job cuts in the Western Cape.
“It seems the committee will need to invite the province, as the DBE clarified that there won't be educator job cuts. The Western Cape has been threatening these for a while now. We do not want public and township schools to be affected by these 2 000 lost posts, as it will have significant effects,” Mr Feni said.
“Educator job cuts have a potential to bring about regression. The talk should now be about how to strengthen teaching in public schools. The committee will be watching with keen interest this matter and others such as school safety, as well as the implementation of the recently signed Basic Education Laws Amendment Act.”
Mr Feni said the committee congratulates all educators, learners, school governing bodies and education stakeholders.

Level 8 weather warning: KZN residents urged to prepare for heavy rain
The KwaZulu-Natal MEC for Cooperative Governance and Traditional Affairs (CoGTA), Thulasizwe Buthelezi, has placed disaster management teams on high alert following a weather warning from the South African Weather Service (SAWS).
The warning predicts disruptive rainfall for large parts of the province from Monday, 6 January to Wednesday, 8 January 2025.
Forecasts indicate that adverse weather conditions will lead to the overflow of low-water bridges, localised flooding, and possible disruptions to major routes across KwaZulu-Natal when holidaymakers are returning home.
Additional impacts include flooding in settlements, on roads and around bridges.
Forecasters predict the rain will be so heavy that it could cause damage to property and infrastructure, particularly affecting mud-based houses.
Residents are also encouraged to prepare for poor driving conditions and significant disruptions to traffic flow due to road and bridge closures.
According to the provincial department, several areas are expected to be affected. These include Big Five Hlabisa, Hluhluwe, eThekwini, Jozini, KwaDukuza, Mandeni, Maphumulo, Mkhambathini, Mthonjaneni, Ndwedwe, Nongoma, Ray Nkonyeni, Umdoni, Umhlabuyalingana, uMhlathuze, uMlalazi, Umzumbe, uPhongolo.
“Residents across the province are urged to take heed of the severe weather warning and to take all necessary safety precautions,” the provincial department warned.
The Provincial Disaster Management Centre has since convened the Joint Operations Committee with key stakeholders, including the South African National Roads Agency, the South African Police Service, disaster management practitioners at the municipal level, and social partners.
The team will also work with departments such as the KwaZulu-Natal Department of Economic Development, Tourism and Environmental Affairs, Social Development, Transport and Agriculture.
“All stakeholders indicated their state of readiness to deal with any eventuality that might arise from the inclement weather conditions.
“Across all the province’s districts, disaster management teams have been assigned to monitor areas that are prone to weather-related incidents,” the department said.
According to the SAWS, scattered (60%) and widespread (80%) showers and thundershowers are anticipated across the central and eastern regions of South Africa, including the North West, Free State, and the southern parts of Mpumalanga and Gauteng.
“The likelihood of a significant increase in rainfall accumulation is suggested, with amounts ranging from 50mm to 70mm. To this effect, road flooding, slippery surfaces, and broad flash flooding are possible.”
The meteorological service advises motorists to use vehicle headlights and drive at reasonably low speed.
Residents are urged to:
• Avoid crossing flooded roads or swollen streams.
• Move to higher ground if rising water levels are observed.
• Refrain from travelling on bridges or roads in low-lying areas, which are particularly vulnerable to flooding.
• Ensure vehicle headlights are on and drive at a reasonably low speed during showery conditions.
• Keep windscreens clear to maintain visibility.

Public health facilities record 1 448 births on New Year's Day
The country’s public health facilities have recorded a total number of 1 448 births on the first day of the year 2025, the Department of Health announced on Thursday evening.
In a statement, the department said this is a decline compared to the 1 703 deliveries recorded last year this time.
Though the number of teen mothers has also decreased from 190 recorded last year, to just over 80 recorded this year, the department called on all sectors of society, especially families, to join hands with government and other non-governmental organisations to address teenage pregnancy.
“Teenage pregnancy often leads to irregular school attendance, poor performance and ultimately school dropout, especially for mothers who lack family support structures to take care of the babies when the mothers go to school.
“The Department of Health, working together with sister Departments of Social Development and Basic Education, will continue to support all mothers through existing programmes to ensure their babies survive and thrive,” the department said.
The breakdown of births per province revealed that Gauteng recorded the highest number of births with 387, followed by Eastern Cape (219) and Limpopo (191).
| Breakdown of births per province Province | Boy child | Girl Child | Total |
| Eastern Cape | 106 | 113 | 219 |

The births included six sets of twins that were safely delivered in public health facilities across the country.
The first Christmas baby was born exactly at midnight at Osindisweni Hospital in KwaZulu-Natal, followed by another delivery at 12:01 am at Nkhensani Hospital in Limpopo.
Two deliveries were recorded at 12:02 am at Standerton Hospital in Mpumalanga and Madwaleni Hospital in the Eastern Cape.
The department reports that Gauteng recorded the highest number of births, totalling 393.
This is followed by the Eastern Cape with 196 births, and both the Western Cape and Limpopo each with 172 births.
Mpumalanga recorded 152 births, the North West had 102, the Free State counted 79, and the Northern Cape had 49 births.
In KwaZulu-Natal, the current number stands at 42, as the department awaits final figures.
According to the department, the number of teen mothers has decreased from 145 in 2023 to just under 90.
Among the new mothers is a 13-year-old who gave birth to a healthy baby at Seshego Hospital, located outside Polokwane in Limpopo.
Three 15-year-olds delivered their babies at Emmaus, Hlabisa, and St Andrews Hospitals in KwaZulu-Natal.
In addition, a 16-year-old gave birth to a baby boy at Klerksdorp-Tshepong Tertiary Hospital, in the North West.
Decrease in teenage pregnancies
The department believes that the decrease in teenage mothers may be due to several interventions, including Sexual and Reproductive Health (SRH) programmes, a healthy lifestyle campaign, and the establishment of youth-friendly zones in primary health facilities nationwide.
These initiatives create an enabling environment for young people to access sexual and reproductive health services without waiting in the queue with general patients.
The interventions are implemented in collaboration with various stakeholders, including the Departments of Basic Education and Social Development, the South African National AIDS Council, Higher Health, loveLife, and Soul City.
The aim is to increase the uptake of family planning services, reduce stigma, and minimise unplanned pregnancies among young people by promoting contraception methods.
Immunisation and care
The department urged mothers to immediately commence the developmental journey of their newborns which entails immunisation to achieve a long and healthy life for their babies.
“For every child to achieve their full potential in terms of healthy growth and development, they need healthcare, the right nutrition, initiation of exclusive breastfeeding, immunisation and timely care during illness.”
The first 1 000 days of a child’s life are important because they lay the foundation for their physical, emotional, and academic development.
“The department will walk side by side with the new mothers as they embark on this incredible journey of motherhood,” it said, adding that parents should ensure they are up to date with immunisation to protect their children against vaccine-preventable diseases such as measles and polio.
Meanwhile, mothers who subscribed to MomConnect, a free text-based programme, are encouraged to to remain active on this platform.
The programme covers various topics such as newborn care, breastfeeding, immunisation, and appointment reminders.

No. 1 Hair is number one in haircare
By: Bongani Lukhele
In 1993 Andrew Lebitsa, a Free State Black Industrialist, participated in an empowerment and capacity building project that he said was initiated by South Africa’s first Black President, Nelson Mandela, and New York’s first Black Mayor, David Dinkins.
The objective of the programme was to develop a pool of black corporate bank managers to equip them with skills, knowledge and information that would empower them to play a critical role in the transformation of the banking industry after the country had transitioned to democracy.
Lebitsa spent six months at the Chase Merchant Bank and Baruch College in New York honing his corporate management skills in the bank and acquiring knowledge through the college’s Executive Management Development Programme.
At the time, little did Lebitsa know that he was bound to follow in the footsteps of the two visionary leaders and blaze his own trail, as he attests that his No.1 Hair company is the only black-owned hair braids manufacturing company in the country.
This was made possible by the support he received from the Black Industrialists Programme of the Department of Trade, Industry and Competition (the dtic).
In line with the vision of Mandela and Dinkins, the objective of the scheme is to produce a pool of capable and successful Black Industrialists who will actively and meaningfully participate in the manufacturing industry and contribute to growing the economy, creating jobs and transform the sector in particular, and the country’s economy in general.
Today, No.1 Hair, which operates from the Maluti-a-Phofung Special Economic Zone (SEZ) in Harrismith, is providing employment to 60 people who are producing the synthetic hair braids, or hair extensions as they are commonly known, for both domestic and Southern African markets.
“After a long spell in the petroleum franchise and retail industries, I got into a hardware products import and distribution industry. Many of my retail clients requested me to import hair as well. This was initially never in my mind. But after conducting a research I realised that it was a R9-billion industry in South Africa that these people were indirectly encouraging me to participate it. I decided to get into it,” recalls Lebitsa.
After bouncing off the idea with the late prominent businessperson, Don Mkhwanazi, he advised Lebitsa to consider setting up a plant and manufacture hair in South Africa, instead of importing it.
He connected him with two South Korean businessmen who assisted him to set up the factory in the Maluti-a-Phofung SEZ. The location was an obvious choice for Lebitsa as he once worked in the zone while he was employed by the Free State Development Corporation as a property manager.
“That is how No.1 Hair was born,"he said.
R60 million state-of-the-art plant
The R60 million state-of-the-art plant was set up with assistance from the dtic and Industrial Development Corporation (IDC).
“After a delay caused by the COVID-19 [pandemic], we eventually started the production of our brand of hair braids in January 2021. We started with black hair braids and extended our range to numerous other colours over a period of time,” said Lebitsa.
He concedes that penetrating the hair market as a black manufacturer has been and remains a steep challenge.
“Firstly, consumers of this product are used to particular famous brands that are all imported. It is not easy for them to warm up to and embrace a new, unknown product. Secondly, but more importantly; it is the problem of perception and stereotypes that one has to deal with in the industry.
“As a black manufacturer, you are already disadvantaged when approaching buyers who source products for big companies and retail stores.
Summer season
“From not even giving you a chance to present your products to them, to doubting both your capability as a businessperson to deliver on orders, and the quality of your products. It is a big challenge. However, one order at a time we have managed to build quite [a] sizeable number of clients,” he adds.
Lebitsa’s spirit lifts when he starts speaking about the summer season that he says sparks a high demand in hair braids. To this end, he has received huge amounts of orders that will soon see all of his production lines running at full capacity.
“Despite all these market penetration challenges, we are making steady progress and continue to grow the company. Slowly but surely, we are increasing our own market share.
“We pride ourselves in being a proudly South African company whose products and raw material are produced in the country.
“We are hopeful that the Buy Local Campaign will instil patriotism in consumers of our products and enable them to choose locally-produced quality products instead of poor quality imports.”
He revealed that his plan is to expand his business by diversifying his product range and venturing into the manufacturing of hair care products. - SAnews.gov.za

Department of Health calls for calm as rubella cases rise
The National Department of Health has stated that there is no need for the public to panic despite the rising number of rubella cases in the country.
However, citizens are encouraged to urgently visit their nearest health facilities if they experience symptoms of rubella.
The National Institute for Communicable Diseases (NICD) announced on Thursday that there has been an increase in laboratory-confirmed cases of rubella across the country.

According to the latest statistics, a total number of 101 37 positive cases of rubella have been identified in the country between January and November 2024, which is higher than cases recorded last year.
Data shows that most cases were recorded in Gauteng and the Western Cape provinces, while more than 90% of the total cases are in children under 15 years of age accounting for over 8 300 cases, with only one patient over the age of 50 years.
Gauteng has since recorded 2 603 infections, followed by 1 996 in KwaZulu-Natal, 1 338 in the Western Cape, 1 113 in the Eastern Cape, 899 in the North West, 862 in the Northern Cape, 665 in Mpumalanga, 471 in Free State, and 190 in Limpopo.
“Although rubella in children is a mild, self-limiting illness and complications are rare, the risk of transmission remains high amongst children especially because many children entered the year 2024 without prior exposure to rubella, or without being vaccinated against rubella,” the department explained.
Rubella is a highly contagious, but vaccine-preventable disease.
According to the department, if children are not vaccinated against rubella, and never come into contact with rubella virus through natural infection, children will remain susceptible to rubella.
The disease spreads from person to person through droplets coughed or sneezed into the air by an infected person.
Meanwhile, children and pregnant women are at a higher risk of severe health complications of rubella.
Parents and caregivers are urged to closely keep an eye on the health condition of their children and look out for common symptoms which include rash, fever, sore throat, headache, cough, runny nose, swollen lymph nodes in the neck and nausea.
The department stated that symptoms develop two to three weeks after exposure.
Rubella infection poses a risk of congenital rubella syndrome amongst pregnant mothers if they are infected in the first trimester of the pregnancy and can lead to birth defects in their unborn child.
According to the department, the public healthcare facilities will remain accessible throughout the festive season.
“There is no need for the public to panic, but members of the public are urged to present themselves or their loved ones with suspected rubella symptoms without delays for early detection, effective treatment and to prevent further transmission.” – SAnews.gov.za
