Minerals and Petroleum Resources Committee Encouraged by the CEF Group’s Healthy Balance Sheet to Fund Operations until 2030

Having been briefed on the 2025-2030 strategic and annual performance plans as well as the 2025/26 budget of the Central Energy Fund (CEF) Group and subsidiaries, the Portfolio Committee on Minerals and Petroleum Resources is encouraged by the healthy balance sheet of the CEF Group.

The CEF Group's balance sheet will fund the company's operation until 2030, and the group is projecting a net profit of R398 million by 2030.

The committee views this information as positive, considering that CEF together with its subsidiaries, except for the Petroleum Agency South Africa (PASA), are Schedule 2 state-owned entities required to generate revenue to fund their operations, without allocation from the state.

The CEF Group's subsidiaries are PASA, the African Exploration Mining and Finance Corporation (AEMFC), iGas, PetroSA and the Strategic Fuel Fund (SFF). Meanwhile, the CEF Group is in an advanced stage to merge PetroSA, iGas and SFF to establish a single state petroleum company called South African National Petroleum Company (SANPC).

SANPC is established as part of government's initiative to repurpose and rationalise state-owned enterprises to support the country's growth and development.

The committee, however, raised a concern with the missed target for SANPC to go live by 1 April 2025, as it was promised in February this year. CEF Group announced a new date of 1 May 2025.

Although noting the challenge of transferring the current employees and some assets from PetroSA, iGas and SFF to SANPC, the committee is comforted by relentless efforts to find an amicable solution with the organised labour as well as the authorities in Ghana to approve the transfer of assets belonging to PetroSA Ghana Limited back to PetroSA in South Africa.

The committee further welcomed the commitment by the Board of CEF Group to fill existing vacancies at the executive level to strengthen governance and improve delivery.

COGTA Committee Concerned About ‘Invisible Hand’ of Politics Contributing to Poor Municipal Performance

Location: News

Republic of South Africa: The Parliament

The Portfolio Committee on Cooperative Governance and Traditional Affairs (COGTA) voiced concerns on Thursday about the disconnect between local government's strategic plans and the reality of service delivery in communities.

The committee received a briefing on the South African Local Government Association's (SALGA) strategic plan (2022-2027) and the 2024/25 second and third-quarter financial and non-financial performance reports. Departments present these plans and reports to parliamentary committees to ensure accountability, transparency and effective resource management. This enables committees to scrutinise departmental performance and spending and hold them accountable to the public.

Members heard that SALGA is 71% on track with its strategic plan. One strategic outcome, for example, is for SALGA to focus on social cohesion through spatial integration, economic justice, and the development of viable communities, providing citizens with reliable and sustainable services to enable inclusive socio-economic growth. The target is an average of 10% improvement in identified municipalities; thus far, SALGA has completed pre-assessments in twenty-three municipalities. Members, however, emphasised that progress with performance indicators on paper rings hollow when communities cannot access basic services.

Moreover, considering the poor consequence management for senior management in underperforming municipalities, the committee sought clarity on the impact of SALGA's interventions and capacity-building efforts. Members asked for examples of success stories, which SALGA will provide in written responses.

The committee also expressed concern over SALGA's financial sustainability. Members highlighted that over 90% of SALGA's funding comes from municipality membership levies, which may compromise the entity's ability to intervene and support municipalities. The committee was assured that SALGA is open to exploring alternative revenue sources, but legal considerations must be ironed out.

The committee heard that part of SALGA's mandate is to build the capacity of municipalities, as well as the leadership and technical capacity of both councillors and municipal officials, and to support and advise its members to help them execute their mandate. Noting SALGA's role, the members interrogated its impact amid continued political instability and interference, the politicisation of municipal administration and skills shortages that paralyse municipal performance and fuel systemic inefficiencies. The committee called for a clearer distinction between political oversight and administrative execution. It urged SALGA to lead in the development of stronger training and performance management systems for councillors and officials.

Acting Chairperson of the committee, Ms Dikeledi Direko, said, “It is cause for serious concern the ‘invisible hand' (politicisation) that is part of local government, and we need to strongly condemn such practices. As political parties, we need to ensure that in elections we put forward councillors that can add value to local government.” She said councillors are often unable to hold officials to account. “We need councillors who can assist in turning around the system.”

The committee also noted poor coordination with and inclusion of traditional leaders in municipal planning and governance issues. “Traditional leaders, as part of our stakeholders, should not be left behind and treated as ‘by the way' stakeholders in local government. They should be included and they should be heard,” the acting chairperson said.

Welcoming SALGA's presentation, she said the committee wants to ensure sustainable solutions to the weaknesses in service delivery and municipal finances, thereby enabling municipalities to provide quality services to the people of South Africa. “We agree that despite many interventions in our municipalities, there is still a lot to be done. All relevant stakeholders should be on board, and proper coordination and support from all three spheres of government also play a critical role in improving our municipalities,” she said.

The Department of Tourism and its entity, South African Tourism (SAT), appeared before the Portfolio Committee on Tourism yesterday to present their annual performance plans for the 2025/26 financial year and their strategic plans for 2025–2030, which aim to situate South Africa as a preferred and competitive tourism destination regionally, continentally and globally.

The department assured the committee that, unlike before, its strategy is aligned to the government's Medium-Term Development Plan and will have the capacity to deliver the strategy as planned.

The department said it provides small, medium and micro enterprises in the sector with financial and non-financial capabilities required for them to become financially literate. It also helps these enterprises to develop business plans, market their products and run their businesses profitably while using digital technology to bring about transformation, inclusivity and beneficiation of youth, women and people living with disabilities in the tourism sector.

The committee Chairperson, Ms Lungi Mnganga-Gcabashe, told the department to brief the committee on the partnership model it has with critical stakeholders and how it intends to use its marketing budget to leverage these partnerships and synergies to enhance its tourism assets, products and services. The briefing must also include a timeline on when it intends to implement its digital transformation strategy.

Ms Mnganga-Gcabashe also urged the department to set clear guidelines and milestones on when it intends to present the Tourism Amendment Act before the committee and when it will be introduced as an act of law.

In its presentation, SAT stated that its 2025–2030 strategic mission is to enhance South Africa's profile as leading regional, continental and global tourism destination. This it will achieve by ensuring that its platforms provide a high quality and inclusive visitor experience, while ensuring organisational excellence and a high-performance culture along with knowledge-driven marketing and quality assurance strategies.

Ms Mnganga-Gcabashe reiterated that digital marketing should be at the core of SAT's marketing strategy given its unparallel reach in disseminating tourism products and assets regionally, continentally and globally.

SITA Governance and Performance Failures Put State IT Infrastructure at Risk

Location: News

Republic of South Africa: The Parliament

Following two days of briefings from the Auditor-General and the Special Investigating Unit on the State Information Technology Agency (SITA), the Chairperson of the Standing Committee on Public Accounts (SCOPA), Mr Songezo Zibi, has raised concerns with SITA's governance and performance failures, which adversely affect government effectiveness.

The SITA has for several years failed to achieve satisfactory audit outcomes or to adequately support various government departments, agencies and other public institutions. This has left them with a high number of vacancies, inadequate IT support, obsolete technology, faulty procurement processes and serious cyber security weaknesses.

“It is unacceptable that at a time when information technology is so critical to financial controls, governance and operational effectiveness, the sole agency tasked with supporting government is failing so dismally and for so sustained a period. Talk of modernisation in different areas, such as the police, will remain a pipedream if reliance is placed solely on the SITA,” said Mr Zibi.

The committee heard that while a new Board has been in place since February 2025, the agency still has critical unfilled vacancies such as a Chief Digital Officer. “We are going to invite the Minister of Communication and Digital Technologies to appear before the committee to explain the steps he is taking to ensure the SITA recovers to fulfil its constitutional mandate. The SITA's failures have become a serious financial and national security risk that should not be tolerated any longer,” he added.

Atomic Alliances: China’s Strategic Push Into Africa’s Nuclear Energy Sector

Location: News
African Energy Chamber

China is rapidly scaling up its energy diplomacy in Africa, with nuclear cooperation emerging as a cornerstone of its broader strategic agenda. On April 8, South Africa's Nuclear Energy Corporation signed a Memorandum of Understanding (MoU) with the China National Nuclear Corporation (CNNC) during an official visit to China led by South Africa's Electricity Minister, Dr. Kgosientsho Ramokgopa.

The agreement aims to revive South Africa's nuclear fuel cycle, accelerate the deployment of small modular reactors and promote collaboration on advanced fuels such as high-assay low-enriched uranium. With strong government support for nuclear power but limited domestic financing, South Africa is seeking international partners to inject capital and technology while maintaining state ownership of key infrastructure.

Minister Ramokgopa's working visit to China also aimed to find solutions to South Africa's energy insecurity and loadshedding. Central to this effort is the proposed life extension of the SAFARI-1 reactor at the Pelindaba nuclear research center, which is scheduled for retirement in 2030. Plans for a new multi-purpose reactor are already underway with R1.2 billion ($63.6 million) in seed funding allocated, but further investment is needed to move the project forward. This underscores the critical role of sustained nuclear investment in securing South Africa's long-term energy resilience and reducing dependence on aging infrastructure.

China's Expanding Footprint

China's ambitions in Africa's nuclear sector extend beyond South Africa. At the 2024 Forum on China-Africa Cooperation (FOCAC) in Beijing, China launched the China-Africa Forum on the Peaceful Use of Nuclear Technology, as part of its 2025-2027 Beijing Action Plan. The move reinforced China's long-term goal to become Africa's premier nuclear energy partner. With 53 of 54 African nations represented at FOCAC – including 51 Heads of State – the event provided a powerful platform for Beijing to promote its nuclear agenda and expand its diplomatic and technical reach, while highlighting how Africa is leveraging nuclear energy to meet its growing power demands.

For Africa, nuclear power presents a unique opportunity to address the continent's urgent energy access gap while advancing long-term sustainability. Nuclear offers baseload electricity with zero carbon emissions, making it well-suited to complement intermittent renewables like solar and wind. Small modular reactors, in particular, are seen as a viable solution for remote or off-grid regions due to their scalability, smaller footprint and enhanced safety features. With growing populations and rising industrial demand, several African nations view nuclear power as a low-carbon, scalable pathway to energy security and broader socioeconomic development.

Nuclear Expansion Across Africa

Currently, Africa's nuclear energy development is concentrated in six countries – Egypt, Ghana, Kenya, Morocco, Nigeria and South Africa. Of these, four have recently signed nuclear cooperation agreements with China. In September 2024, Nigeria entered high-level discussions with China on peaceful nuclear energy cooperation, covering the full project lifecycle – from research and training to construction and plant decommissioning. Earlier that year, Nigeria also signed an MoU with the CNNC aimed at operationalizing nuclear power plants by the 2030s. Ghana followed suit with a deal to deploy China's Hualong One reactor, while Kenya continues to pursue its longstanding 2015 agreement with China to develop a 1,000 MW plant by 2034.

The International Atomic Energy Agency projects a 58% increase in nuclear energy use in Africa by 2030, with a tenfold increase by 2050. With more than 600 million people on the continent lacking electricity access, China's nuclear partnerships are positioned to close critical power gaps while supporting shared decarbonization goals.

Against this backdrop, African Energy Week (AEW) 2025: Invest in African Energies serves as a pivotal platform for advancing nuclear energy collaboration between Africa, China and other global partners. Building on existing partnerships and recent MoUs, AEW will facilitate high-level discussions on technology transfer, investment frameworks and regulatory readiness to accelerate nuclear deployment in key African markets. These conversations will align national nuclear ambitions with China's global expertise, ensuring that energy security, sustainability and sovereignty are at the core of future collaborations.

AEW: Invest in African Energies is the platform of choice for project operators, financiers, technology providers and government, and has emerged as the official place to sign deals in African energy. Visit www.AECWeek.com for more information about this exciting event.

The Justice, Crime Prevention and Security (JCPS) Cluster Ministers and senior officials convened a special sitting on Monday, 14 April 2025, under the leadership of Cluster Co-Chairs, Minister Mmamoloko Kubayi of the Department of Justice and Constitutional Development and Minister of Police, Senzo Mchunu.

This urgent meeting was convened in response to the alarming surge in Gender-Based Violence and Femicide (GBVF) incidents across the country.  It culminated in the adoption of a 90-day acceleration programme to intensify the national response and fast-track the implementation of the National Strategic Plan on GBVF.

Recognising the gravity of the crisis, the Cluster resolved to revitalise and urgently reconstitute the Inter-Ministerial Committee (IMC) on GBVF, with a formal request to the President for its re-establishment under the 7th Administration. The IMC's inaugural meeting is scheduled to take place within two weeks. It will serve as the central coordinating mechanism to expedite government interventions, resolve systemic bottlenecks, and ensure measurable progress.

A dedicated GBVF Priority Committee will also be established within the National Joint Operational and Intelligence Structure (NATJOINTS), co-chaired by the Departments of Social Development and Women, Youth and Persons with Disabilities. This structure aims to improve the coordination of frontline security and protection interventions.

Acknowledging the inadequacy of relying solely on the national government for local-level interventions, the Cluster directed the revitalisation of JCPS structures across all provinces. Provincial JCPS Committees, comprising security cluster executives and senior officials, will be established to drive targeted and localised implementation of GBVF interventions.  The Cluster further directed the activation of government machinery at the grassroots level, with a strong emphasis on community mobilisation and the involvement of local structures in the fight against GBVF.

To address inefficiencies within the criminal justice value chain, a team of senior officials has been tasked with aligning police, prosecutorial, and correctional services systems to eliminate delays in GBVF case processing. Departments have also been instructed to identify critical institutional gaps and propose actionable, time-bound measures.

The meeting mandated the consolidation of GBVF-related statistics across the JCPS value chain, from arrest, prosecution, conviction to incarceration, into a single integrated report. This report, along with each department's intervention points, will be submitted to the IMC.

The Government Communication and Information System (GCIS) has been instructed to coordinate a national webinar on GBVF, led by government experts, and to deliver targeted communication training to officials. The training will focus on ensuring message alignment and professional public engagement. The Cluster also resolved to prioritise the accelerated rollout of Thuthuzela Care Centres across all provinces to provide holistic, survivor-centred support services.

The Department of Justice and Constitutional Development was specifically tasked with urgently addressing the repair and maintenance of SOS systems in court facilities. This is aimed at enhancing safety for survivors and witnesses, especially minors, and ensuring the prevention of secondary victimisation.  Further, the meeting underscored the need to rebuild the social fabric of society, particularly the family unit, as a foundational step in the long-term prevention of GBVF.  Departments were directed to develop results-driven action plans with clear timelines, defined target communities, and measurable outcomes.

To strengthen the National Council on GBVF, departments will propose sustainable funding models and nominate board members at Deputy Director-General level or higher to reinforce institutional capacity.  The meeting further resolved to intensify training across the Cluster on the revised legislation, regulations, and guidelines for handling GBVF cases.   In addition, concern was raised about the growing number of children arrested for sexual offences, prompting a directive for NATJOINTS to develop an appropriate and urgent response to this emerging crisis.

Importantly, the Cluster affirmed the need to reclaim the national narrative on GBVF and broader security matters, ensuring that government, not external actors, leads public discourse on these issues.  This 90-day blitz marks not only a declaration of intent but the beginning of a coordinated, government-wide campaign to end GBVF. Implementation began immediately following the meeting, and the Co-Chairs emphasised that incremental change is no longer sufficient.

Government enters this period with full force, calling on every organ of state and sector of society to play an active, decisive role in eradicating GBVF.

The Chairperson of the Portfolio Committee on International Relations, Mr Supra Mahumapelo, has welcomed President Cyril Ramaphosa's appointment of Mr Mcebisi Jonas as Special Envoy to the United States of America.

Mr Mahumapelo said an unfortunate distortion persists in the US about the real essence of the South African dispensation. “It is our hope that whilst the envoy will not immediately provide a complete solution to this problem, it will contribute to adding value as part of the broader efforts to help the US President, Mr Donald Trump, and his administration to understand the essence of South African democracy,” emphasised Mr Mahumapelo.

Mr Mahumapelo added that this government understanding will also then be conveyed to the rest of the US people and blacks Americans in particular. He said the committee will continue with reciprocative oversight with the Department of International Relations and Cooperation on this front.

The Presidency announced on Monday the appointment of Mr Jonas as a Special Envoy to the United States of America, serving as the official representative of the President and the government of the Republic of South Africa.

Mr Jonas is entrusted with the responsibility to advance South Africa's diplomatic, trade and bilateral priorities. He will lead negotiations, foster strategic partnerships and engage with US government officials and private-sector leaders to promote our nation's interests.

Mr Jonas has previously served as one of four presidential investment envoys, which were appointed in 2018 to facilitate investment into South Africa. As a former Deputy Finance Minister, Mr Jonas brings extensive government experience to his new diplomatic role.

“We are looking forward with cautious optimism as the committee to the restoration of the healthy diplomatic relations between South Africa and the United States of America,” said Mr Mahumapelo.

African Farmout Forum Returns to AEW 2025, Showcasing Emerging Block Opportunities

Location: Business
African Energy Chamber

The African Farmout Forum will return to African Energy Week (AEW): Invest in African Energies in 2025, offering a collaborative platform for international oil companies, national oil companies and upstream regulators to present their projects and block opportunities to a global audience. Led by global energy advisor Moyes & Co; independent A&D advisor Envoi Limited; and oil and gas asset platform FarmoutAngel, the forum serves as the premier platform to secure partnerships and deals across Africa's upstream sector.

Over the years, the African Farmout Forum has played a vital role in facilitating farm-in agreements in both emerging and mature hydrocarbon markets. During the 2024 edition, promoted blocks spanned across Somalia, Morocco, Ghana, Nigeria, Sierra Leone, Equatorial Guinea, Namibia, Cameroon, São Tomé and Príncipe, Angola, the Democratic Republic of the Congo and Senegal, with two additional onshore blocks presented in Timor-Leste. An even wider range of opportunities is anticipated in 2025 as operators seek capital and technical expertise to advance new projects.

AEW: Invest in African Energies is the platform of choice for project operators, financiers, technology providers and government, and has emerged as the official place to sign deals in African energy. Visit http://www.AECWeek.com for more information about this exciting event.

Africa's upstream oil and gas sector is entering a new growth phase. According to the African Energy Chamber's (AEC) State of African Energy 2025 Outlook, upstream capital expenditure is projected to reach $43 billion in 2025, climbing to $54 billion by 2030. West and North Africa are set to lead this surge, accounting for half of the total spend.

While offshore developments have led investment since 2023, the outlook suggests a balancing trend, with onshore and offshore spending expected to converge as interest grows in underexplored onshore acreage. Notable hotspots include North Africa, where Egypt and Algeria are witnessing heavy-capital flows; West Africa, with a surge in spending in Ivory Coast; and Southern Africa, led by markets such as Namibia – targeting first oil by 2029 – and Angola. An uptick in spending has also been registered in Zimbabwe (onshore) and South Africa (offshore).

Amid this growth, Africa's M&A activity is gaining momentum. The first half of 2024 saw M&A deals surpass 2023 totals, with $12.7 billion in deals by July. With approximately $16 billion worth of assets holding over three billion barrels of oil equivalent resources currently on the market, African upstream M&A activity is expected to remain robust through 2025.

The 2024/2025 period will also see more than 11 licensing rounds launched across the continent as governments aim to sustain or expand production. In North Africa, Libya launched a 22-block bid round in April 2025 as part of a strategy to boost oil output to two million barrels per day. Egypt recently closed submissions for its 12-block licensing round covering the Mediterranean and Nile Delta regions, while Algeria has extended the deadline for its latest round – offering six onshore blocks – to June 2025.

In West Africa, Mauritania is expected to auction 15 offshore blocks in 2025 while Liberia has 29 offshore blocks on offer as part of a direct negotiation round. In southern Africa, Angola is preparing to launch its 2025 licensing round, while Namibia has introduced a new open-door licensing system to encourage exploration. Tanzania is promoting 24 oil and gas blocks, while South Africa is on track to open new offshore and onshore acreage in 2025.

These rounds signal a wealth of new farm-in and partnership prospects, with the African Farmout Forum positioned to highlight the continent's most promising hydrocarbon basins. Featuring 7-minute deal pitches, a wall of farmouts and curated networking opportunities, the forum will catalyze upstream investment and deal-making in Africa.

“The African Farmout Forum has become a strategic platform for companies to engage, foster partnerships and sign deals. By offering insight into strategic blocks, emerging basins and upcoming farm-in opportunities, the forum promotes collaboration at Africa's largest energy event,” states Tomás C. Gerbasio, VP Commercial and Strategic Engagement at the AEC.

Majodina commits to accelerate bulk water infrastructure implementation

Majodina commits to accelerate bulk water infrastructure implementation

Water and Sanitation Minister Pemmy Majodina has reaffirmed government’s commitment to fast-track the rollout of bulk water infrastructure projects across the country.

Majodina made the commitment during the official handover of the Kirkwood Bulk Water Project to the Sundays River Valley Local Municipality, on Monday.

Funded through the Department of Water and Sanitation’s Regional Bulk Infrastructure Grant (RBIG), the R35 million project represents a transformative investment in water security for the Kirkwood community and the wider Eastern Cape province.

The project, implemented by Amatola Water, includes the construction of a new 14 million-litre raw water storage dam, which boosts the total storage capacity from 20.2 million litres to 34.2 million litres.

The expansion ensures an uninterrupted water supply, even during the annual maintenance shutdown of the Orange-Fish Water Scheme, which previously left the communities exposed to water shortages.

In addition to the dam, the project delivered two new 3.0-megalitre reservoirs in Kirkwood Town and Bontrug (Moses Mabida), as well as critical pipework upgrades to improve water distribution efficiency and reduce losses.

The project will also bring tangible benefits to communities, including reliable water access for 3,963 households and an estimated population of 16 778.

The improved infrastructure will also bring reliable water access to the communities, including 3,963 households, benefiting an estimated 16 778 population.

The project is also expected to bolster the local citrus industry, a key economic driver in the region, by enhancing water reliability for agricultural operations - thereby safeguarding jobs and export revenues.

Addressing the community during a handover ceremony, Majodina said the completion of Kirkwood Bulk Water Project, is more than just infrastructure, but “a clear demonstration of this government’s urgent and unwavering commitment to water security for all.”

“We are now entering a phase where we must - and will - fast-track the rollout of bulk water projects across the country with speed, focus, and accountability. Water is not a luxury, it is a basic right and a driver of economic growth, health, and dignity.

“Communities like Kirkwood deserve nothing less, and we will not rest until every household, farm, and business has reliable access to water,” Majodina said.

The Minister also urged the public to actively safeguard water infrastructure, take pride in the assets, and to work with the government to protect them.

“We call on all South Africans to avoid, prevent, and report any acts of vandalism, or theft that threaten our water systems. These projects belong to the people [and] when infrastructure is destroyed, it is our communities, our families, and our children who suffer,” Majodina said.

The project, which started in July 2023 and completed in March 2025, has brought inclusive economic benefits during its construction phase, generating 41 jobs for local community members and engaging 10 local small businesses, furthering the department’s goals for empowerment and local economic development.

The project components included:

•    A 14-million-litre raw water lay dam at the Kirkwood Water Treatment Works;
•    All associated infrastructure such as inlet chambers, interconnecting pipework, and security fencing;
•    A 3.0-million-litre steel reservoir in Kirkwood serving Aqua Park, Bergsig, and surrounds;
•    A second 3.0-million-litre reservoir in Bontrug, supplying Moses Mabida, Msengeni, and nearby settlements; and
•    Interlinking pipework to enable zoning and efficient water distribution across the municipal network.

Majodina was joined by the Sarah Baartman District Municipality Mayor, Deon de Vos, and Sundays River Valley Local Municipality Mayor, Solethu Lucas. – SAnews.gov.za

Government marks Indigenous Tree Day

Government marks Indigenous Tree Day

Government and its partners planted indigenous trees at various sites across the country on Tuesday to commemorate Indigenous Tree Day.

Tree planting activities took place at all 11 National Botanical Gardens, two National Zoological Gardens, three Municipality Botanical Gardens and one Zoological Garden.

The Department of Forestry, Fisheries and the Environment (DFFE) in partnership with the South African National Biodiversity Institute (SANBI), Johannesburg City Parks and Zoo (JCPZ), International Union for Conservation of Nature (IUCN), the Association of Parks and Recreation Africa (APRA) and private sector stakeholders took part in these activities.

“The Indigenous Tree Day aim to educate society about the value of indigenous trees, build national capacity to grow indigenous trees by increasing efforts into finding seeds of a large number of species naturally and sharing propagation protocols and best practices.

“The day also aims to engage, inspire, and educate society – especially the youth - to conserve biodiversity by developing community-led efforts to restore ecosystems. This date encourages individuals to consider their efforts in tree planting and the impact it will make towards the environment,” Deputy Minister of Forestry, Fisheries and the Environment Bernice Swarts said.

The Indigenous Tree Day (ITD) also serves as a build-up to the One Million Tree Planting Campaign that will take place on 24 September 2025.

This nationwide initiative seeks to mobilise the public to collectively plant one million trees in a single day.

“The One Million Trees Campaign is a key milestone within the Revamped National Greening Programme which aims to plant at least Ten Million Trees over a period of five years. This will be achieved through the planting of two million trees annually. Through the Revamped Programme there is a realisation that government efforts alone will not achieve this ideal and there is a call for all South Africans from all walks of life to participate in the initiative,” the department said. - SAnews.gov.za

Nigeria's Minister of Industry, Trade, and Investment, Dr. Jumoke Oduwole, successfully concluded a series of high-level engagements in London, reinforcing Nigeria's commitment to fostering trade and investment partnerships with the UK. The visit, anchored around the Commonwealth Trade and Investment Summit held on 7-8 April, provided a vital platform to showcase Nigeria's strategic economic priorities and attract investment into key sectors.

During her visit, Dr. Oduwole participated in two exclusive events hosted by Invest Africa, engaging with top-tier stakeholders, business leaders, and investors. These engagements underscored Nigeria's dedication to economic diversification, investment mobilisation, and strengthening the London-Lagos investment corridor.

On 8 April, the Minister delivered a keynote address at an Invest Africa-hosted roundtable, where she outlined Nigeria's investment potential and strategic trade policies. The discussion focused on boosting non-oil sectors, promoting ease of doing business, and enhancing UK-Nigeria commercial ties. Senior executives from the UK business and investor community engaged directly with the Minister, fostering dialogue on new investment opportunities and partnerships that will contribute to Nigeria's long-term development goals.

Dr. Jumoke Oduwole, Minister of Industry, Trade, and Investment, stated: “Nigeria is open for business, and we are committed to creating an environment that fosters investment, innovation, and economic growth. Our engagements in London demonstrate our dedication to strengthening trade ties, supporting local and foreign investors, and ensuring that Nigeria remains a prime investment destination. The opportunities in Nigeria, particularly in non-oil sectors, are immense, and we invite investors to be part of this journey towards sustainable development.”

Additionally, the Minister participated in an exclusive event co-hosted by Invest Africa in partnership with Lagos Free Zone (LFZ). This strategic engagement positioned LFZ as a premier investment hub within Nigeria's manufacturing sector, showcasing its potential to attract global investors and support the country's industrialisation agenda. The event featured a presentation by Lagos Free Zone MD & CEO, Adesuwa Ladoja, and a dynamic panel discussion exploring Nigeria's industrial landscape and how LFZ can support UK businesses keen on exploring pathways for sustainable growth in Nigeria.

Karen Taylor, Chair of Invest Africa, commented: “Invest Africa is proud to facilitate meaningful engagement between Nigerian leaders and the UK business community. The Minister's participation in our events underscores Nigeria's strategic importance as a trade and investment partner. We look forward to continuing to support initiatives that drive economic collaboration and unlock new business opportunities.”

Adesuwa Ladoja, MD & CEO of Lagos Free Zone, remarked: “The Lagos Free Zone represents a game-changer for Nigeria's manufacturing and industrial sectors, offering world-class infrastructure and seamless business operations. This event provided a crucial platform to showcase how strategic investments in LFZ can unlock deeper penetration into the Nigerian market for UK businesses and drive Nigeria's industrialisation. We are excited about the opportunities that lie ahead and look forward to welcoming global investors.”

Dr. Oduwole's engagements in London aligned with Nigeria's four key strategic pillars: investment mobilisation, trade revenue growth, economic diversification, and strategic communications. Through these discussions, the Minister reinforced Nigeria's proactive approach to fostering international trade relations, unlocking new business opportunities, and strengthening economic ties between Nigeria and the UK.

As Nigeria continues its journey toward sustainable economic transformation, the Ministry of Industry, Trade, and Investment remains committed to advancing strategic partnerships and positioning Nigeria as a top-tier investment destination on the global stage.

Call for stricter bail measures for crimes against wildlife

Call for stricter bail measures for crimes against wildlife

The Minister of Forestry, Fisheries and the Environment, Dr Dion George, has called for stricter bail measures for repeat offenders and foreign nationals with no fixed address who are accused of crimes against wildlife.

The Department of Forestry, Fisheries and the Environment is actively engaging with the National Prosecuting Authority (NPA) and South African Police Service (SAPS) through platforms like the National Biodiversity Investigators Forum (NBIF) to enhance opposition to bail, particularly for repeat offenders and foreign nationals with no fixed address.

“These discussions focus on improving the quality of affidavits drafted by investigating officers to present stronger cases in court. The department is also sharing best-practice affidavits with investigators to ensure more effective bail opposition and is exploring options to secure funding for dedicated support to SAPS in these applications.

“Additionally, at the upcoming Environmental Management Inspectors (EMI) executive training in April 2025, the NPA will address bail-related issues, allowing for direct engagement with the Minister and other stakeholders,” the department said on Tuesday.

In February, Thomas Chauke, a 54-year-old Zimbabwean national, was convicted and sentenced in the Makhanda High Court to 110 years’ imprisonment for rhino poaching and wildlife-related crimes.

The Minister commended the SAPS, particularly the Stock Theft and Endangered Species (STES) Unit, for their meticulous investigation and dedication in securing this victory against rhino poaching and wildlife-related crimes.

“Chauke’s conviction on six counts of rhino poaching and wildlife-related offences, alongside three counts of escaping lawful custody, underscores the government’s unwavering commitment to combatting environmental crime.

“This landmark sentencing, coupled with these strategic interventions, sends a powerful message to those involved in illegal wildlife trafficking and environmental destruction,” the Minister said.

He applauded the collaborative efforts between the SAPS and the NPA, which ensured effective coordination and prosecution across multiple provinces, including the Eastern Cape, Gauteng, KwaZulu-Natal, and North West.

George reiterated his support for ongoing efforts to protect South Africa’s precious biodiversity and natural heritage, ensuring that perpetrators face the full might of the law. -SAnews.gov.za

Jonas pledges to do his best to strengthen US-SA ties as Special Envoy

Former Deputy Finance Minister Mcebisi Jonas has pledged to do his utmost as President Cyril Ramaphosa’s Special Envoy to the United States (US) to promote a healthy working relationship between South Africa and the US.

This follows the President’s announcement on Monday of Jonas’s appointment as his Special Envoy to the United States, where he will serve as the official representative of the President and the government of South Africa.

“I would like to thank President Cyril Ramaphosa for entrusting me with this important but challenging role. I will do my best to promote a healthy working relationship between South Africa and the United States.

“I will do my best to promote a healthy working relationship between South Africa and the United States,” he said in a statement issued by the Department of International Relations and Cooperation (DIRCO).

The former Deputy Minister acknowledged the challenges ahead due to recent global developments.

“I am fully cognisant of the difficulties that lie ahead, considering recent global developments. However, I believe that areas of commonality and mutual interest could be embraced to reaffirm the long-standing ties between our two countries.

“There are no quick fixes in such a complex situation. I appeal that, in the national interest, South Africans exercise patience and allow us time and space to engage fully with different stakeholders in the United States and South Africa.”

Jonas indicated that any updates regarding his work would be communicated through the Presidency and DIRCO.

The President has described Jonas as an eminent South African leader who served as one of four Presidential Investment Envoys that he appointed in 2018 to facilitate investment into South Africa.

As a former Deputy Finance Minister of South Africa, the President said Jonas brings extensive governmental experience to his new diplomatic role.

In his new role, Jonas will serve as the official representative of the President and the government of South Africa.

“In this capacity, Mr Jonas is entrusted with the responsibility to advance South Africa’s diplomatic, trade and bilateral priorities. He will lead negotiations, foster strategic partnerships and engage with US government officials and private-sector leaders to promote our nation’s interests,” President Ramaphosa said in a statement on Monday.

President Ramaphosa to undertake an oversight visit to the Eastern Cape

President Cyril Ramaphosa will this week undertake an oversight visit to the Eastern Cape province where he will engage with the Provincial Executive Committee and receive a briefing on the Port of Ngqura.

The President’s programme will commence on Tuesday with a briefing by the Transnet leadership on the port which is one of South Africa’s newest deep-water ports, designed for high-efficiency container handling and large vessels.

It is also strategically aligned with the Coega Special Economic Zone (SEZ) and positioned as a key transshipment hub for Southern Africa.

“During the visit, the President will receive an update on plans to improve operational efficiencies at the port and projects currently underway,” the Presidency said in a statement.

On Wednesday, the President and Cabinet will meet with Eastern Cape Premier Oscar Mabuyane and his executive council to discuss conditions and opportunities in the province as part of strengthening intergovernmental cooperation, collaboration and consultation.

“The national and provincial executives will discuss various approaches to improving service delivery at local government level,” the Presidency said.

The President’s visit will seek to tighten alignment between provincial priorities and those of the 7th Administration, in line with the joined-up development approach adopted by government in the District Development Model.

This visit will be the fifth engagement between the national executive and provincial governments following recent interactions between the President and the provincial governments of Mpumalanga, KwaZulu-Natal, Limpopo and Gauteng.
