Location: News

President Ramaphosa to conduct multi-pronged KZN visit

President Cyril Ramaphosa is expected to embark on a visit to KwaZulu-Natal over the next three days.

The visit will start with the unveiling of the King Shaka Zulu statue at the King Shaka International Airport in Durban, where both the President and King Misuzulu KwaZwelithini will deliver addresses.

“His Majesty King Misuzulu KwaZwelithini and Premier Thamsanqa Ntuli will join the President in officiating this tribute to King Shaka kaSenzangakhona, the founding father of the Zulu nation, whose leadership and military strategy forged one of the most powerful kingdoms in Southern Africa.

“The unveiling of this statue aims to honour the King’s legacy and preserve his memory for future generations. The monument will serve as a symbol of unity, strength, and pride for the people of KwaZulu-Natal and the entire nation, celebrating King Shaka's contributions to Zulu history, culture, and identity,” the Presidency said in a statement.

The unveiling of the statue will be followed by discussions with the provincial executive.

“The President will be accompanied by relevant Ministers and Deputy Ministers in this engagement, which is part of a new series of interactions between the President and provinces aimed at enhancing intergovernmental coordination and improving service delivery, in line with the priorities of the 7th Administration.

“The provincial leadership will present to the President its five-year programme that will respond to the national priorities of securing inclusive economic growth, reducing poverty and building a capable and ethical State.

“The meeting will also discuss interventions to improve service delivery at local government level,” the statement said.

This engagement will conclude with a meeting with the Presidential eThekwini Working Group.

“[President Ramaphosa] will be updated on the work being done to support and accelerate efforts by the eThekwini Municipality to improve service delivery, improve business confidence, and reposition eThekwini as an investment and tourism hotspot.

“Established in February 2024, the Working Group represents an intergovernmental collaborative approach to addressing challenges in local government, and includes active participation from all levels of government, the private sector, State-owned enterprises, organised labour and civil society,” the Presidency explained.

The visit to the province will culminate with an engagement with residents at the Presidential Imbizo.

“On Friday, 8 November, President Ramaphosa and members of national, provincial and local government will hear directly from citizens and organised civil society formations during the Presidential District Development Model (DDM) Imbizo, held under the theme 'Leave No One Behind'.

“The imbizo is a platform that allows citizens to make proposals and ventilate problems directly to the leadership, who in turn respond to these inputs and set out plans for developing communities and the economy in the area visited by the President,” the statement concluded. – SAnews.gov.za

South Africa reaffirms commitment achieve New Urban Agenda

South Africa reaffirms commitment achieve New Urban Agenda

Human Settlements Minister, Mmamoloko Kubayi, has reaffirmed South Africa’s commitment to ensuring that the country achieves the New Urban Agenda in a more sustainable way.

Kubayi was speaking at a ministerial roundtable on the sidelines of the 12th World Urban Forum (WUF12) Summit, currently underway in Cairo, Egypt.

The ministerial roundtable was hosted by the United Nations-Habitat Executive Director, Anacláudia Rossbach, on Tuesday.

It explored how different spheres of government, from national to local, can work better together to achieve the 2030 Agenda for Sustainable Development, with particular attention on multilevel governance arrangements and partnerships for adequate housing, climate action, finance systems, digital technology, and urban crises response.

The New Urban Agenda represents a shared vision for a better and more sustainable future, and if well-planned and well-managed, urbanisation can be a powerful tool for sustainable development for both developing and developed countries.

Speaking at the session, Kubayi said South Africa was committed to ensuring that the country meets Sustainable Development Goal (SDG) 11, which calls for countries to make cities and human settlements inclusive, safe, resilient and sustainable.

“We have recognised that this is one of the most important areas of work to address issues related to this, in terms of global shared challenges, such as rapid urbanisation, climate change, inequality and inadequate infrastructure,” Kubayi said.

Kubayi said a multistakeholder approach has been taken by the South African government, and working together with the private sector and civil society, they have committed to ensuring that no one is left behind, but “we include everybody as part of our programmes”.

She highlighted that the primary participants in terms of this work is in the policy formulation, but also ensuring that government’s activities at local level are taken up and programmes are supported.

“The private sector supports us in terms of financial support, ensuring the initiatives that we do and commit to, are also funded, but also in partnership to fast-track the implementation. We do recognise that one of the areas that we want to continue to do this, is also support in terms of academic research organisations.

“We have launched our research agenda as the South African government, to ensure that what we bring as solutions in terms of implementing the urban agenda and also in achieving the UN SGD goals, is to ensure and make sure that our solutions are evidence based but more importantly, can be sustainable,” Kubayi said.

Kubayi also committed government in ensuring that urbanisation in the work they do in critical governance and leadership of the new urban agenda, includes the three spheres of government.

“That is why in our delegation here we have representatives of the national government, provincial government and local government. We do believe that this approach is more sustainable and ensures that it is inclusive but in terms of ensuring that all hands are on deck,” the Minister said.

The 12th World Urban Forum Summit is being held under the theme: “It all starts at home. local actions for sustainable cities and communities.” – SAnews.gov.za

Statement by Health Committee Chairperson and National Economic Development and Labour Council (NEDLAC) on Consultation on Tobacco Bill

Location: News

The Chairperson of the Portfolio Committee on Health, Dr Sibongiseni Dhlomo, and Ms Lisa Seftel, the Executive Director of the National Economic Development and Labour Council (NEDLAC) have endorsed a consultation process between NEDLAC and the Department of Health on the Tobacco Products and Electronic Delivery Systems Control Bill (B33-2022). This is so that the social partners at NEDLAC, organised business, organised labour and community organisations represented at NEDLAC can engage on the draft Bill.

Following a committee mandate directing the Chairperson to engage NEDLAC following concerns with the consultation processes around the Bill, the Chairperson held an engagement with the NEDLAC Secretariat on 5 November 2024. The Chairperson appreciated the commitment exhibited by NEDLAC to consultation and is of the view that it embodies the founding values of consultation enshrined in our Constitution and the NEDLAC Act.

“It is important to categorically underline that Parliament and NEDLAC were never at odds and that the committee respects and will always promote the council's importance as a vehicle where government, labour, business and community organisations will cooperate, through problem-solving and negotiation, on economic, labour and development issues, and related challenges facing the country,” said Dr Dhlomo.

In line with this, the Chairperson and the Executive Director have urged the Department of Health to commit to the expedited process that the NEDLAC secretariat has set up where the NEDLAC social partners can be substantially consulted on the Bill. This will result in a consolidated NEDLAC report, which will form part of the inputs when the committee considers the Bill.

Furthermore, it is necessary to highlight that the commitment to a consultation process between NEDLAC and the department does not preclude the committee from continuing with its public participation process, which continues this weekend in KwaZulu-Natal.

Mashatile to respond to questions in Parliament about township economy and extortion

Deputy President Paul Mashatile will on Thursday respond to questions in the National Council of Provinces (NCOP) relating to several critical issues impacting South Africa’s township and rural economies.

“The Deputy President is expected to provide a critical overview on the work that government is undertaking to resolve some of the pressing challenges facing the country currently,” a statement from the Deputy President's office read.

Mashatile will also zoom into government’s strategies to transform apartheid spatial planning by investing in critical industries such as manufacturing.

“This is aimed at stimulating job creation and economic growth in townships and rural communities.

“Furthermore, in response to a question on what government is doing to prevent sabotage of the township economy by extortionists, the Deputy President will provide an update on the decisive steps taken to combat criminal activities,” the Deputy President’s office said.

The steps include the establishment of the Extortion and Kidnapping Task Force Forum in all affected provinces.

In line with the Finance Minister’s recent comments, Mashatile will also emphasise the importance of local government in supporting economic growth and responding to societal demands.

In outlining service delivery interventions, Deputy President Mashatile is expected to speak of how government is prioritising the strengthening of local municipalities, which are central to creating an enabling environment for economic development.

On land reform, the Deputy President will highlight the State’s commitment to increasing agricultural production and improving food security.

The country’s second-in-command will further reiterate government’s commitment to working closely with all sectors of society, including the private sector, civil society, and local communities to address crime and economic challenges.

Select Committee Receives Briefing From AG on Audit Outcomes for Departments of Forestry, Mineral Resources, and Electricity

The Select Committee on Agriculture, Land Reform, and Mineral Resources received a briefing from the Auditor-General of South Africa (AG) on the audit outcomes of the Department Forestry, Fisheries and the Environment, the Department of Mineral Resources, and the Department of Electricity and Energy for the 2023/24 financial year.

The AG's findings revealed significant irregular expenditure, with the Department of Forestry, Fisheries and the Environment reporting R635 million and the Department of Mineral Resources and Energy disclosing R432.6 million. The AG also highlighted compliance issues, including a 100% non-compliance rate in the Free State pertaining to environmental management regulations in waste management and landfill site operations.

This was of great concern to the committee and members expressed their disbelief at the lack of accountability for such significant failures. Members asked for clarity on how the committee could ensure these matters are adequately addressed.

Additional questions arose regarding the operational performance of the National Energy Regulator of South Africa (NERSA). The committee noted that NERSA's effectiveness is crucial in guiding the energy sector, and members sought to understand its plans for improving compliance and monitoring energy distribution.

The role of the South African National Energy Development Institute (SANEDI) was also discussed, with committee members recognising its importance in supporting government initiatives for sustainable energy practices. The committee emphasised that SANEDI must fulfil its mandate to provide credible data and insights to inform energy planning and policy development.

The committee concluded that a workshop with the AG would be beneficial to enhance understanding and collaboration among members concerning the complex issues surrounding energy security and environmental management. This engagement would facilitate better oversight and accountability within the relevant departments, ultimately benefiting the citizens that the committee serves.

SA, Chile MOU to create opportunities for fisheries sector

The South African Government has signed a Memorandum of Understanding (MoU) with the Government of the Republic of Chile on cooperation in the areas of fisheries and aquaculture.

“Through this strategic partnership, South Africa and Chile aim to create new opportunities for development and innovation in the fisheries and aquaculture sectors, ensuring that marine resources are managed responsibly and sustainably for the benefit of both countries,” Deputy Minister of Forestry, Fisheries and the Environment Narend Singh said on Monday.

This agreement marks a significant step in the strengthening of bilateral relations and collaborative efforts between South Africa and Chile in promoting sustainable fisheries and aquaculture.

“This MoU establishes a formal framework for cooperation aimed at the responsible and sustainable management of fisheries and aquaculture resources, as both countries recognize the significance of these sectors to economic growth, employment, and food security.

“The collaboration builds upon discussions initiated at the 2016 Joint Trade and Investment Commission and strengthens existing bilateral relations,” the Department of Forestry, Fisheries and the Environment said.

The primary areas of cooperation outlined in the MoU include:

•    Fisheries and aquaculture research: supporting scientific advancements in sustainable practices.
•    Exchange of technology and best practices: promoting modern aquaculture technology and responsible farming methods.
•    Capacity building and knowledge sharing: enhancing expertise in small-scale and industrial fisheries management, regulatory approaches, and enforcement measures.
•    Combatting Illegal, Unreported, and Unregulated (IUU) fishing: joint efforts to address fisheries-related crimes that impact marine resources.

In alignment with international frameworks, both countries will engage with relevant international forums and regional fisheries management organisations to uphold best practices and sustainable resource management principles.

A Joint Technical Committee, as outlined in the MoU, will be established to oversee the implementation of these initiatives and coordinate regular bilateral meetings to ensure ongoing cooperation. -SAnews.gov.za

Call to participate in UDZ tax incentive survey

Call to participate in UDZ tax incentive survey

The National Treasury has called on all interested parties to participate in the Urban Development Zone (UDZ) tax incentive online survey as part of public consultation, which is key in any policy review process.

The UDZ tax incentive aims to address urban decay by stimulating property development in South Africa’s inner-city areas demarcated as urban development zones.

“In the 2023 Budget Review, the National Treasury announced an extension of the UDZ tax incentive sunset date to 31 March 2025 to consult stakeholders as part of a review of the incentive.

“The incentive came into effect in 2004 and is legislated in terms of section 13 of the Income Tax Act (No. 58 of 1962). In the 2024 Budget Review, government estimated that the UDZ tax incentive claims by companies resulted in R2.7 billion in tax revenue foregone for the period 2012 to 2022,” National Treasury said on Wednesday.

The objective of the survey is to collect data which will assist in evaluating the effectiveness of the UDZ tax incentive in achieving its objectives.

“Data sourced from the survey will be used to inform future tax policies on whether to continue with the incentive beyond this sunset date and if it continues, whether the current policy design is still appropriate. Decisions on the incentive’s future will be based on evidence of its value and impact made to date.

“Government values and understands the importance of certainty as the incentive is approaching its sunset date. The decisions regarding the future of the incentive should consider inputs from affected stakeholders.

“It is within this spirit that this survey is being published for public participation. It aims to provide investors, municipalities and all interested parties an opportunity to share their experiences with the UDZ tax incentive,” National Treasury said.

Further announcements on this incentive will be made in the 2025 Budget.

The final date for completing the survey is 29 November 2024.

North West government wishes agricultural students well for end-of-year assessments

As the academic year draws to a close, the North West Agriculture and Rural Development MEC, Madoda Sambatha, has extended his good wishes to all students at Taung and Potchefstroom Agricultural Colleges as they embark on their end-of-year assessments.

Recognising the dedication and resilience these future agricultural leaders have demonstrated throughout the academic year, Sambatha commended their commitment to advancing their knowledge and skills within the sector.

“As you approach this critical phase of your academic journey, I want to take a moment to wish you all the best.

“Your dedication to agricultural education will pave the way to a brighter future. Know that your hard work and perseverance are the seeds sown for a brighter future in agriculture. The department stands behind you, confident that your efforts will yield great success,” the MEC said.

According to the provincial department, these assessments are set to continue until mid-November.

“A team of dedicated staff at both campuses has worked diligently to maintain a conducive learning environment, ensuring a seamless examination process, with secure venues, comprehensive exam schedules, and robust support services,” the department said.

The department encouraged communities and parents to rally behind these future agriculturists, providing emotional support and motivation during this critical period.

“Their success will significantly contribute to the growth and development of the agricultural sector.”

Through the Department of Agriculture and Rural Development, the Potchefstroom College of Agriculture was established as an agricultural training institution in 1909.

Since then, it has grown into one of the largest agricultural colleges in South Africa. – SAnews.gov.za

Govt, private sector urged to prioritise education and employment opportunities for persons with disabilities

As various government departments work around the clock to put final touches to the Medium-Term Development Plan (2024-2029), individuals and organisations representing persons with disabilities have called on government and the private sector to prioritise education and employment opportunities.

This, they say, is key to the realisation of the full inclusion of persons with disabilities in every aspect of South African life.

This emerged on Monday in Cape Town as the Deputy Minister of Social Development, Ganief Hendricks, officially handed over a report of public hearings to the Western Cape MEC of Social Development, Jaco Londt.

The ceremony was attended by over 90 people representing government and civil society organisations in the disability sector.

The report and the high-level action are a result of extensive consultations with individuals and organisations representing persons with disabilities during the development of the Draft Policy on Social Development Services to Persons with Disabilities.

The report argues strongly for government to invest in educational, capacity building, skills development, employment and funding opportunities for persons with disabilities. It further calls for the provision of and training on the use of assistive devices, including wheelchairs and hearing aids to ensure independent living.

The report is structured around the following province-specific thematic areas:

(i) mainstreaming, inclusivity and accessibility—establishment of municipal advice office to promote accessibility and inclusivity at local level.
(ii) education, capacity building, and skills development—scale up training programmes on assistive devices for persons with disabilities and caregivers.
(iii) employment and socio-economic empowerment—proposed tax rebates for assistive devices and financial support for families promoting accessibility.
(iv) social development support services, such as care and access to funding—consider introduction of differentiated disability grants and tailoring financial support to individual needs, ensuring equitable distribution.

The Deputy Minister quoted the 2022 census data, which estimates that there are 3.3 million persons with disabilities, which constitutes 7.5 % of the South African population.

“The 2022 census data underscore the fact that persons with disabilities are a large part of the South African families, communities and population.

“Many of us know someone with a disability, which makes it important for all of us to work together to build a caring and inclusive society that enables persons with disabilities to thrive and contribute to our society,” the Deputy Minister said.

Hendricks added that the high-level action, which was presented as part of the report will be monitored regularly to ensure accountability and implementation by all provinces and key stakeholders.

Sharing her personal journey which drew applause and brought tears to many participants, a South African ability activist and the co-founder and global ambassador of The Chaeli Campaign and Chaeli Foundation SA, Chaeli Mycroft highlighted disability-related costs for individuals and families.

“Disability is very costly as there are significant additional costs faced by individuals and families caring and supporting persons with disabilities which are unfortunately currently not met by existing social grants.

“It is for this reason that persons with disabilities face enormous challenges in living independently and many are condemned to a life of poverty and social exclusion. It is for this reason that government must increase investment in education and employment opportunities for persons with disabilities,” Mycroft said.

Mycroft has cerebral palsy and is well known in the disability sector for her activism which has earned her numerous global recognitions, including the International Children’s Peace Prize (2011) and she was awarded the Peace Summit Medal for Social Activism on behalf of all Nobel Peace Laureates.

She is the first female quadriplegic to summit Mount Kilimanjaro in Tanzania, the highest free-standing mountain in the world.

In true disability rights awareness style, the handover ceremony was officiated in sign language by Jabaar Mohamed, Western Cape Provincial Director of DeafSA. Last year, President Cyril Ramaphosa made sign language the 12th official language in South Africa.

This was the first of the nine that the Department of Social Development will be handing over to provinces across the country as part of the National Disability Rights Awareness Month, which is observed annually from 3 November-3 December.

The objective of this campaign is to educate the public about disability issues, take stock of progress and to celebrate the contributions of persons with disabilities in South Africa. – SAnews.gov.za

Committee established to address issues at Hartbeespoort Dam

Location: News

Committee established to address issues at Hartbeespoort Dam

A multi-stakeholder steering committee has been established to address issues at Hartbeespoort Dam.

Water and Sanitation Deputy Minister, David Mahlobo, and North West Premier, Lazarus Mokgosi, launched the committee to look into different issues affecting the stakeholders operating their business at state-owned land around Hartbeespoort Dam and settlements around the water resource.

By bringing together stakeholders from various sectors, the committee seeks to encourage economic development and opportunities for all and to ensure the sustainability and health of the Hartbeespoort Dam.

The committee will also address disputes among businesses operating at the dam and will strive to promote the harmonious use of the state-owned land and access to dam economy.

The committee, to be co-chaired by the Department of Water and Sanitation and North West Provincial Government, will include the representatives from the North West House of Traditional and Khoi-San Leaders, Madibeng Local Municipality, civic organisations, non-profit organisations and non-governmental organisations, as well as business, environmental and religious organisations.

Mahlobo emphasised the importance of collaboration and mutual understanding in addressing the complex challenges facing the Hartbeespoort Dam community.

“The Department of Water and Sanitation views this initiative as a critical step towards resolving long-standing issues and promoting inclusive economic growth and development in the area.

“As the steering committee begins its work, stakeholders and communities can look forward to positive transformations in the Hartbeespoort Dam area. The committee will further contribute to the ongoing efforts to restore the dam's ecosystem and ensure its long-term health,” Mahlobo said.

Mahlobo added that the collaborative effort demonstrates government's commitment to engage with various stakeholders and work towards solutions that benefit all.

He said the Department of Water and Sanitation remained committed to transparency and open communication and will continue to provide updates on the progress of the steering committee and its initiatives, ensuring that the members of the public are informed about developments in the Hartbeespoort Dam area.

The department has developed a comprehensive lease policy to manage leases in the area and all its dams.

The policy seeks to address previous gaps and ensure transparency for the businesses and individuals utilising state-owned land under the custodianship of the department.

The department advertised an Expression of Interest with a closing date of 31 July this year, inviting all interested parties to apply for the use of state land at its dams.

Lamola to host UK Foreign Secretary in Cape Town

Location: News

Lamola to host UK Foreign Secretary in Cape Town

International Relations and Cooperation Minister, Ronald Lamola, will host his United Kingdom counterpart, David Lammy, on Tuesday, 5 November 2024, in Cape Town.

According to the department, the meeting between the Minister and the United Kingdom Secretary of State for Foreign, Commonwealth and Development will focus on strengthening relations between the two nations.

“The UK is one of South Africa’s most significant bilateral partners, particularly in trade, investment, skills development, science, innovation, the Just Energy Transition and tourism, among others,” the Department of International Relations and Cooperation (DIRCO) said.

According to Lammy’s office, he began his visit to the continent in Nigeria, his first trip to Africa as Foreign Secretary and the first to visit South Africa since 2013.

Committing to a fresh approach to Africa that works productively from Morocco to Madagascar, Lammy announced the start of a five-month consultation process to ensure African voices inform and sit at the very heart of the United Kingdom’s new approach to the continent.

“Accommodating the diverse needs and ambitions of 54 countries, the consultation will guarantee the UK’s relationships across Africa are based on mutual respect and partnership,” Lammy's Office said.

Lammy believes Africa has huge growth potential, with the continent on track to make up 25% of the world’s population by 2050.

“Our new approach will deliver respectful partnerships that listen rather than tell, deliver long-term growth rather than short-term solutions and build a freer, safer, more prosperous continent. I want to hear what our African partners need and foster relationships so that the UK and our friends and partners in Africa can grow together,“ he said.

According to Lammy, growth is the core mission of the UK government and will underpin relationships in Nigeria, South Africa and beyond.

“This will mean more jobs, more prosperity and more opportunities for Brits and Africans alike.”

In South Africa, Lammy’s Office said he will agree to develop a new United Kingdom-South Africa Growth Plan.

“South Africa is our largest trading partner on the continent and this plan will allow trade to flourish even more through collaboration on market access, a new UK Trade Partnership programme to boost South Africa exports, and a new programme to increase the number of agricultural jobs in rural South Africa. This will simultaneously boost trade for Brits whilst bolstering opportunities within South Africa.”

At the biennial United Kingdom-South Africa bilateral forum, the Foreign Secretary and Lamola will refresh the Comprehensive Strategic Partnership to 2030 – raising joint ambition on climate, nature, trade and security, and committing to United Kingdom-South Africa cooperation for the next two years on trade and investment, energy transition, and security.

South African exports to the United Kingdom supported over 137 000 jobs in 2020. The Foreign Secretary will boost this with the renewal of a risk-sharing partnership between British International Investment and Standard Chartered to provide trade finance for SMEs and corporates operating across Africa and Asia.

Kubayi leads SA delegation to World Urban Forum in Egypt

Human Settlements Minister, Mmamoloko Kubayi is leading a government delegation to the 12th World Urban Forum (WUF12)’s Summit taking place from 04-08 November 2024, in Egypt, Cairo.

The 12th World Urban Forum, a high-level forum established by the United Nations (UN) in 2021, is convened by the UN Human Settlements Programme (UN-Habitat) and hosted by member states every two years on a rotational basis.

Held under the theme: “It All Starts at Home. Local Actions for Sustainable Cities and Communities”, the summit brings together delegates, including Ministers from across the globe to explore how the different spheres of government can work better together to achieve vision 2030 Agenda for Sustainable Development Goals (SDGs).

The summit places particular attention on multilevel governance arrangements and partnerships for adequate housing, climate action, finance systems, digital technology, and urban crises response.

It will seek to address one of the currently pressing issues in the world, rapid urbanisation and its impact on communities, cities, economies, climate change and policies.

WUF12 aligns with this year's theme, emphasising the vital role local action plays in accelerating urban sustainability.

The department said, while at the summit, the Minister will participate in a number of sessions as a panellist and address a number of other sessions, including the session on localising the Implementation of the Global Action Plan for Accelerating the Transformation of Slum and Informal Settlements.

The Minister will also participate in a number of ministerial sessions and have bilateral meetings with global leaders on the sidelines of the summit.

“The networking session will create a dialogue space between India, Brazil and South Africa (IBSA) countries and development partners around the Global Action Plan to share visions and actions for slum transformation, localised prioritisation, and multi-partnership approaches,” the department said in a statement.

The South African delegation includes officials from all spheres of government, Human Settlements entities, Members of the Executive Councils responsible for Human Settlements, representatives from the South African Local Government Association (SALGA), Mayors and Members of Mayoral Committees of Human Settlements. – SAnews.gov.za

Public Works Chairperson Notes Unsafe High Court Building in Mbombela Due to Maintenance Problems

The Chairperson of the Portfolio Committee on Public Works and Infrastructure, Ms Carol Phiri, has voiced serious concern over reports revealing that the High Court building in Mbombela, Mpumalanga Province, has been found “non-compliant” with occupational health and safety (OHS) standards.

According to these reports, an investigation by inspectors from the Department of Employment and Labour found that the High Court building, which houses the Department of Justice and the National Prosecuting Authority, does not meet required health and safety standards. The inspectors reportedly uncovered a range of issues, including unsanitary conditions such as wastewater leaking from upper-floor offices into lower floors, creating a severe health hazard.

Ms Phiri stated, “It is shocking that a building opened in 2019 could fall into such disrepair in less than five years.” She expressed disappointment about the ongoing dispute among departments regarding maintenance responsibilities, emphasising that the real impact of these delays falls on citizens seeking justice, who may now face extended wait times if the court is forced to close.

“I call upon the Department of Public Works and Infrastructure to address these issues as a matter of urgency. The government cannot allow a property worth at least R1 billion to be neglected in this way,” Ms. Phiri said urging immediate action to protect public health, safety and access to justice.

Investigative report finds Pretoria Girls High head committed misconduct

Investigative report finds Pretoria Girls High head committed misconduct

An independent investigative report on incidents at Pretoria High School for Girls has recommended that the principal and deputy principal responsible be charged with misconduct.

The Gauteng MEC for Education, Matome Chiloane, on Monday released the independent investigative report which probed allegations of a culture of racism at the school and provided recommendations to address such incidents.

The investigation, which was conducted by Mdladlamba Attorneys, a law firm commissioned by the Gauteng Department of Education came after pupils created a “whites only” WhatsApp group where they shared insensitive messages with racial undertones.

The 12 learners who were part of the WhatsApp group were subsequently charged and taken through a formal disciplinary inquiry by the school’s School Governing Body (SGB) and were all found not guilty on the basis that the WhatsApp group was deemed to be a private platform.

Director of the law firm, Charles Mdladlamba, told a media briefing that the principal and deputy principal of the school mishandled the issue and should be charged with misconduct.

“School Official 1 mishandled this matter and thus failed to comply with her obligations under paragraphs 5.1.1.2 c) and 5.1.1.5 i) and n) of the School Policy. She further breached the learners’ rights under paragraph 10.1.1 of the PHSG Learner code of conduct and thus item 3 – sections 9 (1) and 10 of the constitution.

“It follows therefore that School Official 1 has committed misconduct as envisaged in section 18 (1) (a) and (f) of the Employment Equity Act (EEA),” Mdladlamba said.

The report also found that some white teachers at the school did not greet their fellow black colleagues "because they do not know whether they are cleaners or educators at the school".

Mdladlamba said the allegation that some white teachers do not greet their black colleagues was confirmed by the principal, Phillipa Erasmus, who is suspended.

"According to the principal, this is the biggest frustration that she must deal with at the school, including the ill-treatment of the administration staff by some educators.

"The principal indicated that her challenge is that the administration staff do not want to name the educators that are ill-treating them and thus she cannot take the necessary disciplinary steps against them."

The report recommended that she as well as the deputy principal responsible for discipline as well as two educators be charged with misconduct.

It also recommended that the estate manager and the HR manager be charged with misconduct.

"The GDE [Gauteng education department] is to consider removing the governing body chairman from the governing body for his allegations of interfering with the legislative powers and functions of the MEC.”

Having investigated the matter, the law firm recommended that the GDE must ensure that the school offers counselling to all learners who were affected by the incident, including the 13 learners that were found guilty by the disciplinary hearings.

“We will implement the recommendations, and bring social cohesion into the school in a manner that involves everyone, learners and teachers alike. We will also bring the school closer to the National Dialogue that is being purported by the Government of National Unity,” MEC Chiloane said.

How the probe emerged

The probe followed a visit to the school by Gauteng Education MEC Matome Chiloane on 30 July after 12 white girls, including eight prefects, were suspended on 24 July for suspected racism.

According to the department, the conversations allegedly included racial commentary about the ongoing dissatisfaction among black pupils regarding issues they faced at the school, alluding to these issues being insignificant.

"Similar commentary about a black hair protest by learners that reportedly took place at the school in 2016 was also made in the group chat."

They were subsequently cleared of the allegation during an internal disciplinary hearing earlier this month.

Following the outcome of the disciplinary hearings of the 13 learners, various sections of society expressed disappointment with the outcome of the disciplinary process and pleaded with the GDE to commission an independent inquiry into all allegations.

Notwithstanding the previous investigation - which made clear findings and recommendations - similar allegations had resurfaced.

The allegations that were put forward were tested against the records and policies of the school and the law.

The report is based on evidence and the rules of engagement were explained thoroughly to all individuals who were interviewed. Therefore, the findings of the investigation are based on evidence and concessions made by some of the implicated persons.

The investigation found that the principal, deputy principal and acting principal should be charged with misconduct; there is selective application of discipline based on race; the SGB attempted to interfere with the suspension of the 12 pupils; some white staff do not greet their black colleagues; and the estate manager committed misconduct. - SAnews.gov.za

Call for meaningful action to deal with wildlife crimes

Call for meaningful action to deal with wildlife crimes

Minister of Forestry, Fisheries and the Environment, Dr Dion George, has called for decisive and integrated action to deal with wildlife crimes, as they threaten the country’s rich biodiversity and the potential of the eco-tourism industry.

Addressing the United for Wildflife Global Summit 2024 in Cape Town on Monday, the Minister said the Department of Forestry, Fisheries, and the Environment (DFFE) plays an indispensable role in shaping South Africa's future within the borders and in the increasingly complex global geopolitical landscape.

“However, despite local and international efforts to address environmental crime at the highest levels of government, it is essential that we now refocus our efforts towards action.

“Representatives from the police, customs, prosecuting authorities, financial intelligence units, and environmental and wildlife investigative agencies all hold crucial roles, and your collaboration is essential.

“We all recognise this global scourge that can only be overcome through a focused and integrated international effort,” the Minister said.

South Africa’s wildlife, plant life and marine life is a target for illicit activities.

“Our lions, rhinoceros, pangolin, succulent plants, abalone, and our fish stock, to name only a few, are significantly at risk and we must respond.

“These crimes... have a devastating impact on our country’s moral fabric (where the poaching culture consumes communities) on our existing and potential eco-tourism industry, and on our good standing in the international community as custodians of irreplaceable natural heritage,” George said.

He emphasised that South Africa remains resolutely focused on implementing the National Integrated Strategy to Combat Wildlife Trafficking.

This strategy aims to establish a well-resourced, integrated, multidisciplinary law enforcement approach to dismantle the illicit value chain of wildlife trafficking within our country and beyond.

“We recognise that achieving this objective requires the unwavering commitment of our entire government to enhance law enforcement capabilities and to mobilise societal support.

“As part of implementing the strategy, South Africa actively participated in both informal and formal negotiations leading up to the recent United Nations Convention against Transnational Organised Crime, Conference of Parties.

“We supported the resolution sponsored by Brazil, France, and Peru, which aims to enhance measures to prevent and combat crimes affecting the environment. This important document recognises that environmental crimes has evolved into a major form of transnational organised crime,” the Minister said.

South Africa remains committed to implementing the key proposals outlined in the resolution.

“We must confront the stark reality that these crimes are not isolated to a series of arbitrary incidents, and that they have developed into highly sophisticated, greed-driven enterprises orchestrated by international criminal syndicates.

“They exploit our natural heritage for financial gain and cause immeasurable harm to the environment while undermining our conservation efforts. These environmental crimes threaten to ravage the world's natural resources, impose immense financial burdens, and lead to the widespread loss of economic and development opportunities.

“While we are keenly aware of the threat this poses to security and the rule of law, we must also remain cognisant of the complex issues of poverty and the lack of alternative livelihoods that contribute to the rise of such illicit activities,” the Minister said.

South Africa has also actively participated in WIRE meetings since 2016, which have been instrumental in overcoming obstacles related to information sharing and cooperation in investigations.

“This has provided an invaluable platform that enables the international community to strategies, overcome obstacles, ensure meaningful cooperation, and respond swiftly when necessary, despite the bureaucratic processes inherent in any government.

“Collaborating with international counterparts is crucial for tackling wildlife crime, especially since the illicit market is primarily in Southeast Asia. It is essential that we reinforce our working relationship with law enforcement agencies in these countries,” the Minister said. - SAnews.gov.za

Mother and son hospitalised after consuming food from spaza shop

Mother and son hospitalised after consuming food from spaza shop

The Gauteng Department of Health has confirmed that a 38-year-old mother and her four-year-old son from Alexandra in Johannesburg, are currently receiving treatment at Edenvale Hospital, following a suspected foodborne illness.

According to the department, both patients are in a stable condition and under medical care after allegedly consuming food from a spaza shop.

The family’s 10-year-old daughter passed away after being rushed to the Alexandra Community Health Centre emergency unit on Friday, 2 November 2024.

According to the department, further reports are awaited on the cause of the sudden illness and death.

“The department extends its heartfelt condolences to the bereaved family during this difficult time,” the statement read.

Meanwhile, government said it was concerned about the rising incidents of foodborne illnesses, particularly those affecting children.

“The department is working closely with multiple stakeholders and the municipalities to heighten awareness in townships, informal settlements, and hostel communities.”

On Friday, Gauteng MEC for Health and Wellness, Nomantu Nkomo-Ralehoko, lamented the lack of food safety standards at some of the local spaza shops in Ekurhuleni townships.

The MEC, together with City of Ekurhuleni officials and local councillors, conducted a food safety blitz in the area, following the recent spate of deaths and children falling ill after eating snacks from local spaza shops across the country.

Health Minister, Dr Aaron Motsoaledi, announced last week that forensic tests following the deaths of six primary school children from Naledi, Soweto – who had allegedly eaten snacks from a foreign-owned local spaza shop – showed they were killed by a highly toxic organophosphate called Terbufos.

The provincial department has urged the public to exercise caution when purchasing and consuming food items.

In addition, the department said it was important to purchase food from reputable sellers with valid permits to operate, check expiration dates and avoid consuming expired products.

They also encourage locals to ensure that food packaging is intact and has not been tampered with and that shops adhere to the conditions of their permits, which include compliance with environmental health regulations and maintaining hygiene standards.

“We appeal to the public not to take the law into their own hands but to rather notify relevant authorities where they pick up noncompliance issues.”

According to the provincial department, the public can contact an Environmental Health Practitioner (EHP) at the municipal offices closest to where the supplier is based.

The can also lodge complaints against suppliers that sell expired goods or foodstuffs without labelling and notify the Gauteng Office of Consumer Affairs on 011 355 8006 or consumer@gauteng.gov.za.

Alternatively, the public can contact the Gauteng contact centre on 0800 GAUTENG (4288364) or 0800 22 88 27 (toll-free), USSD *134*47472# or *134*GPGSA# (zero rated), email support@gauteng.gov.za and hotline@gauteng.gov.za.

The department is also available on X at @GautengHotline or WhatsApp 082 601 1000. – SAnews.gov.za
