Municipalities urged to create conducive environment for manufacturing

Municipalities urged to create conducive environment for manufacturing

The Deputy Minister of Trade, Industry and Competition, Zuko Godlimpi, has underscored the crucial role of local government in strengthening South Africa’s manufacturing and export capabilities.

Addressing the 2nd Annual District Development Model (DDM) Conference at Nelson Mandela University in Gqeberha on Saturday, Godlimpi said municipalities are central to providing services, reducing bureaucratic obstacles, and creating opportunities for manufacturing enterprises -- whether located in central business districts, industrial parks or special economic zones.

"Manufacturing is not just an economic activity, it’s the engine that drives growth, supports resilience and creates stable, well-paying jobs.

“For our municipalities, this means fostering environments where manufacturing enterprises can flourish and in turn, drive local economies forward,” Godlimpi said.

Godlimpi emphasised that manufacturing is an essential foundation of economic stability due to its resilience to external factors such as global commodity prices and weather conditions.

“Unlike sectors that rely on finite resources or favourable weather, manufacturing can operate in diverse environments, provided there is solid municipal infrastructure."

Manufacturing is also a key driver of upstream and downstream industry growth. The Deputy Minister said that for each manufactured item, like an automobile, numerous supporting sectors such as plastics, textiles, and logistics are activated, stimulating local economies.

The Department of Trade, Industry and Competition (the dtic) initiatives aimed at empowering businesses through export-focused programmes, such as the Global Exporter Passport Programme (GEPP) and Export Awareness Seminars, have equipped over 285 businesses since April 2023 with export-readiness skills across various districts.

“Our objective is to make exporting accessible to enterprises nationwide, not just those in urban hubs. Programmes like GEPP ensure that businesses in rural areas are equally prepared to engage with global markets,” Godlimpi said.

He stressed the importance of reducing red tape at the municipal level.

"Municipalities that prioritise efficiency and active support for manufacturers are creating environments far more attractive to investors than those focused on merely offering financial incentives."

The Deputy Minister lauded the DDM as a unique opportunity to unlock economic potential and build inclusive, resilient economies across the country's districts.

"By working in partnership with municipalities and stakeholders, we are creating a vibrant export sector that not only enhances South Africa’s competitiveness globally but also generates local employment,” Godlimpi explained.

The DDM Conference provided a platform to highlight the synergy between national, provincial and local government efforts in economic development. – SAnews.gov.za

Reforms to attract infrastructure investment

Location: News

Reforms to attract infrastructure investment

Minister of Finance Enoch Godongwana has announced reforms that will create conditions to attract greater infrastructure investment by private sector participation.

“Collectively, the infrastructure reforms will strengthen planning, appraisal, contracting, financing, and monitoring and evaluation. The outcome will be faster delivery of infrastructure that supports economic growth, the expansion of access to basic services and boosting job creation,” Godongwana said on Wednesday.

Tabling the 2024 Medium Term Budget Policy Statement (MTBPS) in Parliament, the Minister said one of the strategies aimed at lifting the economy to higher and towards a more inclusive growth path is supporting growth enhancing infrastructure.

“Pillar three is about effective infrastructure investment, to boost economic activity and enable higher growth over the medium term. In this regard, we are implementing reforms that will create conditions to attract greater private sector participation,” Godongwana said.

The reforms include:
• Mobilising significant private sector financing and technical expertise to augment the limited public sector capacity and capability.
• We are amending the PPP regulations to simplify requirements for undertaking these projects.
• The amended Treasury Regulation 16 will be published before the end of November for implementation in 2025/26. The Municipal PPP Regulations 309 will be finalised by June next year.

“We are establishing dedicated capacity to plan, prepare and design programmes that will generate a credible pipeline of projects that can be taken to the market.

“The Department of Water and Sanitation’s Water Partnerships Office has two priority programmes for non-revenue water and recycling wastewater that require private investments.

“Similarly, the Department of Transport, Transnet and the Passenger Rail Agency of South Africa are finalising a list of priority projects that will be issued to the market in 2025/26,” the Minister said.

The resolution of the Gauteng Freeway Improvement Project has unlocked a project pipeline to the value of R85 billion for the non-toll network over the next three years.

The Minister said government is improving the capital budgeting process.

The Budget Facility for Infrastructure is being reconfigured into a centralized gateway for all large infrastructure projects that require fiscal support to advance.

From 2025, the facility will have a continuous evaluation process instead of one window per annum. The National Treasury will, in January 2025, publish a circular to guide the submission of proposals.

“Lastly, government is making a concerted effort to increase the pool of funders to diversify public infrastructure financing through new mechanisms and instruments,” the Minister said.

These include build-operate-transfer (BOT) structures and other concessions.

“We are developing a blended finance risk-sharing platform that includes a credit guarantee vehicle that will help de-risk public-sector projects while reducing government’s contingent liabilities. Fiscal support is proposed for the projects evaluated in the 2024 BFI window,” the Minister said.

This includes, but is not limited to: two hospital projects, including a district hospital in Limpopo; landside capacity expansions at the Cape Town Container Terminal; capacity upgrades on the rail network from Watloo to Gqeberha; rehabilitation of water infrastructure in eThekwini; and Student housing accommodation at six higher education institutions.

“A request for proposals will be issued this year for funders who are interested in supporting these projects, as well as projects for urban rail revitalisation, disaster relief and metropolitan trading services. Funding for these will be separated from broader sovereign borrowing and be accounted for separately,” the Minister said. - SAnews.gov.za

SA's cruise season officially underway

The docking of the World Odyssey at the Port of Cape Town signifies the beginning of South Africa’s cruise season, which will see the docking and sailing of 268 passenger liners at the commercial seaports operated by Transnet National Ports Authority (TNPA).

The vessel arrived on 22 October 2024 at the port renowned for being a popular stopover for cruise liners and was recently voted as Africa’s Leading Cruise Port in the 31st Annual World Travel Awards.

Sailing under the flag of the Bahamas, the World Odyssey cruise liner brought approximately 538 international tourists onboard, paving the way for a projected 130 000 tourists anticipated to visit Cape Town during this cruise season.

The 268 scheduled passenger liners, represents an increase of 29% from 207 call-ins in the previous year.

These vessels will pull along at seven South African commercial seaports, with Cape Town set to welcome 88 call-ins, 47 for Durban, 43 for Gqeberha, 27 for Mossel Bay, five for Saldanha, 14 each for Richards Bay and East London.

“The upsurge in the anticipated vessel call-ins this season supports the strategic positioning of South Africa’s ports as key drivers of economic growth and gateways for international trade.

“The cruise liner segment is one of the fastest-growing contributors to the country's GDP through tourism revenue. As TNPA, we look forward to collaborating with cruise tourism stakeholders to support the growth of the economy.

“Building on the success of the previous cruise season, TNPA continues to provide reliable marine services as well as creating berth capacity to enable an efficient cruise vessel service,” said Advocate Phyllis Difeto, the TNPA Acting Chief Executive.

TNPA anticipates that more vessels will be confirmed as the cruise season progresses.

TNPA is responsible for the safe, effective, and efficient economic functioning of the national port system, which it manages in a landlord capacity.

It provides port infrastructure and marine services at the eight commercial seaports in South Africa – Richards Bay, Durban, Saldanha, Cape Town, Port Elizabeth, East London, Mossel Bay and Ngqura.

It also operates within a legislative and regulatory environment and is governed by the National Ports Act (Act No. 12 of 2005). – SAnews.gov.za

Minister invites communities to share their experiences on EPWP

Public Works and Infrastructure Minister Dean Macpherson will next week launch an Expanded Public Works Programme (EPWP) listening tour in Gqeberha, in the Eastern Cape.

During the tour, Macpherson will invite community members to share their experiences regarding the EPWP in a bid to improve and reform the programme.

The Minister will be joined by the Mayor of the Nelson Mandela Metropolitan Municipality, Gary van Niekerk, Ward Councillor Jonny Arendse and EPWP officials.

The EPWP provides an important avenue for labour absorption and income transfers to poor households in the short to medium-term. It is a deliberate attempt by the public sector bodies to use expenditure on goods and services to create work opportunities for the unemployed.

EPWP projects employ workers on a temporary or on-going basis either by government, by contractors, or by other non-governmental organisations under the Ministerial Conditions of Employment for the EPWP or learnership employment conditions.

The department said over the years, the EPWP has been plagued by allegations of patronage, corruption and jobs-for-political party members due to the way in which EPWP jobs are allocated.

"Through the listening tour, which will be rolled out nationwide in the months ahead, the Minister hopes to hear from communities about their experiences regarding EPWP and to highlight the issues encountered with the programme," said the department.

The tour and interaction with communities will also inform the Minister’s vision to reimage the EPWP programme. – SAnews.gov.za

Committee satisfied with report on matric examinations readiness

Committee satisfied with report on matric examinations readiness

The Portfolio Committee on Basic Education is satisfied with the updated Status Report on Matric Examinations Readiness, noting that the first day proceeded smoothly, despite challenges posed by severe weather conditions in the Eastern Cape.

On Tuesday, the Portfolio Committee received an update report from the Department of Basic Education (DBE) and the Council for Quality Assurance in General and Further Education and Training (Umalusi) on examination readiness for the National Senior Certificate (NSC).

The committee said it noted concerns that the weather has already had an impact on the examinations, testing the DBE’s contingency plans in Gqeberha in the Eastern Cape, where storms affected electricity supply, preventing Grade 12 learners from doing the Computer Applied Technology (CAT) practical examination.

The exam was scheduled for Tuesday.

“The committee has, however, been assured that as part of its planning, the DBE ensures that more than one question paper is set and quality approved by Umalusi for each exam paper, so the 400 affected learners will do the examination on another date,” the committee said in a statement.

Committee chairperson Joy Maimela said although the committee is concerned about back-up plans to deal with all eventualities, their fears have been allayed due the contingency plans reported on.

“We urge the DBE and Provincial Education Departments (PEDs) to take note of further weather warnings and make the necessary plans to accommodate our matric learners.”

READ | Eastern Cape disaster teams on high alert

The committee heard that the first day of the examinations went by swiftly and seamlessly. The exams commenced on 21 October and will conclude on 28 November 2024.

Over the examination period, 200 question papers are scheduled to be written. Six question papers were written on the first day on Monday.

On Tuesday, a further 15 papers were written on Computer Applications Technology (Practical) and non-official languages. Wednesday’s papers are Today Business Studies and Information Technology.

In its preliminary briefing on examination readiness last month, the committee heard that that 727 121 full-time candidates and 155 215 part-time candidates are registered for this year’s NSC examinations.

A total of 6 334 public schools and 575 independent centres are serving as exam centres.

The seventh cohort of learners is to sit for South African Sign Language Home Language (SASL HL) examinations. A total of 210 candidates for the SASL HL exams come from 23 schools in nine provinces, compared to 134 candidates in 2023.

Marking

The committee previously heard that more than 55 000 markers have been appointed. Concerns were raised by committee members about reports of a shortage of markers for certain subjects.

The DBE said that there is a shortage in History, English (HL) and Afrikaans (HL and FAL).

To overcome this problem, a staggered marking approach has been adopted by some PEDs so that Paper 3 of the languages are marked in the first session.

Other PEDs have embarked on a second recruitment drive and a few PEDs have extended the number of marking days. The committee was assured that the shortage of markers will not compromise the quality of marking.

In this regard, Umalusi said it has concluded the audit of the appointed markers to verify that their appointments align with established criteria, except for four provinces – North West, Limpopo, Free State and Northern Cape – which will be finalised by 30 October 2024.

Umalusi indicated that it is satisfied with the continuous enhancement of security measures, particularly the expedited vetting of individuals involved in handling live question papers.

To mitigate the identified risk regarding the partially approved storage points, with specific reference to the DBE, the department will use concessions from the heads of provincial departments to grant permission, and Umalusi will conduct a sample on some of these storage facilities for monitoring purposes.

Umalusi said that during the verification of marked scripts, it will track how the PEDs are managing the marking process in subjects where marker shortages were identified as a risk.

Additionally, Umalusi will closely monitor the implementation of the staggered marking approach to ensure the credibility of the examinations.

Maimela wished the Class of 2024 every success as they continue their exams. – SAnews.gov.za
