Dalberg Implement: Integrating Strategy Design with Execution

Location: News
Dalberg Advisors

Dalberg (www.Dalberg.com) is a strategic advisory firm that combines the best of private sector strategy skills and rigorous analytical capabilities with deep knowledge and networks across emerging and frontier markets. All projects include an option to integrate strategy design with implementation. With staff on the ground in more than 50 countries, speaking over 90 languages, and understanding diverse sectoral priorities and nuances, Dalberg is able to bring a local team to execute solutions tailored for the local market—while simultaneously drawing on global topical expertise and insight. Dalberg also offers the advantage of continuity. “The trusting relationships we build during the strategy phase carry through the inevitable pitfalls of execution,” points out Shruti Goyal, an Associate Partner with Dalberg. “We maintain senior project leadership from strategy through to execution and learning. This provides smooth transitions between phases of the project. Our ability to support clients in shaping their strategy is enhanced by bringing in the learning from implementation, particularly in addressing shifting client priorities, external disruptions, and opportunities.”

Since 2020, Dalberg has collaborated with governments, philanthropies, multilaterals, NGOs, and corporates to seamlessly integrate strategy and execution support for over 55 projects—including, recently:

  • Establishing the Malaria Vaccine Technical Assistance Program—in collaboration with Gavi, the Vaccine Alliance—to tackle head-on the challenges in vaccine deployment in Sub-Saharan Africa
  • Designing, testing, and scaling financial and non-financial solutions tailored to the unique needs and aspirations of rural women in Kenya.
  • Designing India's first Skill Impact Bond (SIB)—an innovative approach to financing skilling and employment endeavors—and serving as performance manager to ensure the achievement of long-term career outcomes for young women.[SG1] [VK2]

Dalberg's local presence also allows it to partner with grassroots organizations to drive implementation at the community level. “Our goal is systemic change,” says Goyal. “We hope to continue our deep partnerships from the start of the strategy journey through to execution to maximize the impact from our work.”

Below are two examples of how we have helped deliver complex assignments across multiple topics and geographies in Africa.

The Malaria Vaccine Technical Assistance Program – Lillian Kidane

Sub-Saharan Africa accounts for over 90% of malaria cases and related deaths globally and faces a host of challenges in vaccine deployment—from accessibility to integration with existing health systems. Earlier this year, Dalberg established the Malaria Vaccine Technical Assistance Program in collaboration with Gavi, the Vaccine Alliance. The initiative constitutes a comprehensive strategy to integrate the vaccine into national health systems, ensuring that the vaccine reaches the most vulnerable populations. Dalberg is working with multiple countries over the next three years to create tailored approaches to rolling out the new malaria vaccine. “We're already seeing results,” says Lillian Kidane, Partner and Dalberg's Regional Director for Africa. In Cameroon, for example, the successful launch of the malaria vaccine in 42 health districts has laid the groundwork for scaling up to the remaining 74 health districts. “The work also strengthens the case for promoting comprehensive healthcare delivery at the community level,” Kidane adds. Valuable insights from the program will facilitate the introduction of future vaccines, such as the human papillomavirus (HPV) vaccine.

Rural Women's Agricultural Aspirations – Naoko Koyama

Dalberg is working with the World Bank, Amtech, and CGAP to design, test, and scale financial and non-financial solutions to meet the unique needs and aspirations of rural women in Kenya. Through the program, Dalberg aims to increase rural women's use of financial and non-financial services, taking advantage of the national network of digitized and sustainable savings and credit cooperative organizations (SACCOs) as trusted community financial institutions, and strengthening access to markets through digitized farmer producer organizations (FPOs) and climate-smart agtechs and agribusinesses. The aim is to integrate services that include access to inputs, information, extension and capacity strengthening, and digital technology to enhance agricultural production. “Ultimately, we want to build more resilient agricultural livelihoods with increased access to financial services and markets, particularly for women,” says Naoko Koyama, a Dalberg Partner based in South Africa.

Looking forward

Dalberg sees a range of ways in which governments, philanthropies, multilaterals, NGOs, and private sector companies can accelerate their impact with implementation support, especially when they are taking on complex issues at the systems level. Meet SA’s new cabinet

Meet SA's new cabinet

President Cyril Ramaphosa has today, Sunday 30 June 2024, announced the new members of the National Executive for the seventh administration, which is inclusive of all the parties to the Government of National Unity.

The highly anticipated announcement took place after Ramaphosa was elected as the President by the National Assembly on Friday, 14 June 2024, after which he was inaugurated on Wednesday, 19 June 2024.

The eleven parties to the GNU include the African National Congress, Democratic Alliance, Patriotic Alliance, Inkatha Freedom Party, Good Party, Pan Africanist Congress of Azania, Freedom Front Plus, United Democratic Movement, Al Jama-ah, Rise Mzansi and the United Africans Transformation.

Addressing the nation on Sunday evening, the President said given the challenges that the country faces and considering the electoral mandate this government must implement, he has decided to make certain changes to the national government portfolios.

“In the course of the sixth democratic administration, we indicated our intention to reduce the number of portfolios in the National Executive. However, due to the need to ensure that the National Executive is inclusive of all the parties to the Government of National Unity, this has not been possible.

“In some instances, we have considered it necessary to separate certain portfolios to ensure that there is sufficient focus on key issues,” Ramaphosa said at the Union Buildings in Pretoria.

Call to educate public on national budget process

Location: News

Call to educate public on national budget process

The National Treasury has called on stakeholders and provinces to collaborate with it in hosting events to educate the public on the budget process.

This comes after the National Treasury hosted, for the first time, a successful post-Budget engagement during Youth Month that involved unpacking the national budget to children.

The engagement was in collaboration with the Western Cape Commissioner for Children (WCCC).

The main objective of the outreach programme was to raise awareness about national budget information that is readily available, outline the budget process and to develop a child-centred budget document titled the Coolkid’s Guide to the Budget.

“Public participation in the budget process is essential for transparent and accountable governance. In February, the Minister of Finance tables the National Budget, which includes allocations for children and the youth across various national and provincial departments.

“By involving the public, especially young people, the government fosters inclusive development, builds trust in its resource allocation, and ensures that the budget process is accessible and understandable,” National Treasury said on Friday.

The Children’s Budget Engagement targeted children between the ages of 13 to 17 (Grade 8 – 12 learners).

The engagement took place virtually on Wednesday 26 June 2024 while the nation commemorated the month of the African Child as well as Youth Month.

National Treasury officials presented to the children, who in turn engaged and asked questions that were responded to.

Key focus areas included: how the National Treasury makes sure that the budget is spent effectively on realising child rights, the focus of children’s involvement in the decision-making process, and the prioritisation of children regarding Early Childhood Development (ECD), social welfare, health care, and quality education.

“The National Treasury discussed these topics using creative and colourful infographics and mind-maps that made budget education fun and interactive. The WCCC also developed products displaying their understanding of the budget process; these included a budget recipe poster, and a budget story in English, Afrikaans, Xhosa, and South African sign language.

“The Commissioner for Children commended the National Treasury for making the efforts to make budget information available in a child-centred and child-friendly manner. One of the child government monitors said that they love the layout of the pages of the Children’s Budget, they love that it is easy to understand, entertaining, and makes them look forward to learning about the budget.

“The National Treasury invites other stakeholders and provinces to collaborate in hosting similar engagement events to reach groups that are not necessarily aware of or catered for in the budget documents.

The children’s products can be found on all National Treasury and WCCC social media platforms. The Coolkid’s Guide to the Budget is also available on the National Treasury website (www.treasury.gov.za). –SAnews.gov.za

Free State Premier charts a new path for seventh administration

Free State Premier charts a new path for seventh administration

Newly inaugurated Free State Premier, MaQueen Letsoha-Mathae, has emphasised the urgent need for a dedicated public service, spearheaded by selfless and noble public servants, as government begins the work of the seventh administration.

Letsoha-Mathae said this when she met with the officials in the Office of the Premier at the Bram Fischer Building in Bloemfontein on Thursday.

Addressing the officials, the Premier stressed the importance of creativity, hard work and collective effort to combat the triple challenges of poverty, unemployment, and inequality.

"As we embark on this new journey, I implore you to remember that we are not just public servants, but patriotic citizens tasked with building a united, democratic, non-sexist, non-racial, and prosperous South Africa.

“Let us work together to deliver quality services to our people and make the Free State a beacon of hope and excellence," Letshoha-Mathae said.

The Premier emphasised participatory democracy, urging public servants to take an active role in addressing societal issues.

She reiterated her administration's commitment to providing prudent oversight, overseeing, and coordinating the delivery of quality services, leveraging on the District Development Model (DDM) for integrated development.

Letshoha-Mathae stressed the importance of empowering the previously disadvantaged women and the youth in building a capable developmental state that prioritises the needs of the people.

The Premier said there would be a zero-tolerance approach towards maladministration, unethical practices and laziness of officials.

"The preoccupation of government, moving forward, should be that of ensuring public servants are held accountable and that the state is responsive to the plight of the people,” the Premier said.

Collective approach towards GBVF

Letsoha-Mathae added that there was a need for a collective approach towards ending gender-based violence and femicide (GBVF) in the province and South Africa in general.

The Premier led a GBVF march in Bloemfontein on Wednesday, following the brutal murders of two young women in Mangaung.

The march, held under the banner “March for Justice”, was organised by various sectors and associations of society.

“Together, we are determined to overcome this pervasive threat that has invaded our communities. I urge men to stand up and protect women and children, while encouraging women to never tolerate any form of abuse," Letshoha-Mathae said.

Addressing key government priorities

Meanwhile, announcing the members of the Free State Executive Council for the seventh administration last week, Letsoha-Mathae said the team reflects the commitment to addressing key priorities of the provincial government, enhancing public service, and ensuring a sustainable future for all people.

She said each member brings a wealth of experience, commitment, and a shared vision for the prosperity of our province.

“This Executive Council shall be constituted of men and women who are dedicated to serving the people of the Free State with integrity, transparency, and responsiveness to the needs of our people and reflects our commitment to addressing key priorities of our government, enhancing public service, and ensuring a sustainable future for all our people,” the Premier said.

“This Executive Council shall be constituted of men and women who are dedicated to serving the people of the Free State with integrity, transparency, and responsiveness to the needs of our people,” she said.

The Members of the Executive Council are as follows:
• MEC for Finance, Tourism and Economic Development, Moses Ketso Makume

During its first meeting held on Wednesday, the Committee also agreed to reduce the number of its Select Committees to 10 instead of the previous 11 of the sixth Parliament.

“These Select Committees are the engine room of the NCOP, as they are responsible for overseeing the performance of various government departments. Select committees are also crucial in ensuring consistent focus on provincial issues,” the Committee said in a statement.

The Rules Committee said the decision to reduce the number of Select Committees to 10 will now mean that the Social Cluster will have two committees.

“The Select Committee on Education and Technology, Sports, Arts and Culture will oversee the Departments of Basic Education, Higher Education, Science and Technology, Communications and Digital Technologies, and Sports, Arts and Culture.

“The Select Committee on Social Services will oversee the Departments of Health, Social Development, Women, Youth Development and Persons with Disabilities, and Statistics South Africa,” the Committee explained.

The Committee also announced that Governance Cluster will comprise two committees, including the Select Committee on Public Infrastructure, overseeing the work of the Departments of Public Works and Infrastructure, Transport, Planning, Monitoring and Evaluation and the Select Committee on Cooperative Governance and Public Administration.

The committees will also overseeing the Departments of Co-operative Governance and Traditional Affairs, Public Service and Administration, Human Settlements, and Water and Sanitation.

“The Security Cluster has two committees, namely, the Select Committee on Security and Justice, overseeing the Departments of Police, Justice and Correctional Services, Defence and Military Veterans, Home Affairs, State Security, and International Relations and Co-operation, and the Select Committee on Public Petitions and Executive Undertakings,” the Committee said.

The Economic Cluster will include the Select Committee on Economic Development and Trade, overseeing the Departments of Economic Development, Trade, Industry and Competition, Small Business Development and Tourism, Employment and Labour, and Public Enterprises and the Select Committee on Land and Mineral Resources, overseeing the Departments of Agriculture, Land Reform and Rural Development, Environment, Forestry and Fisheries, Mineral Resources and Energy, and Electricity.

The Finance Cluster has the Select Committee on Finance and the Select Committee on Appropriations to oversee the Treasury.

Elections on four NCOP vacancies scheduled for next week

Meanwhile, the elections to fill the four vacancies in the NCOP for Permanent Deputy Chairperson, House Chairperson for Committees, House Chairperson for Members Support and International Relations, and the Programming Whip of the NCOP have been scheduled to take place on Tuesday, 2 July 2024.

The Rules Committee comprises 20 Council members, including the Permanent Deputy Chairperson, NCOP Chief Whip Kenneth Mmoiemang, the House Chairpersons, the Programming Whip, and the Provincial Whips. Refilwe Mtsweni-Tsipane, who is the Chairperson of the NCOP, chairs the Committee.

The Committee noted that NCOP Rule 133 provides that parties represented in the NCOP that do not have a Provincial Whip, are entitled to be represented in the Rules Committee.

“The parties without provincial whips are the Economic Freedom Fighters (EFF), Freedom Front Plus (FF+); uMkhonto Wesizwe Party (MKP), Patriotic Alliance (PA), and the United Democratic Alliance (UDM). The EFF will be represented by Mandisa Makesini, FF+ by Tamarin Breedt, MKP by Seeng Mokoena, PA by Bino Farmer, and the UDM by Mandla Peter.

“The NCOP Provincial Whips are Advocate Mwelo Nonkonyana (Eastern Cape), Mapule Dhlamini (Free State), Mpho Modise (Gauteng), Poobalan Govender (KwaZulu-Natal), Regina Molokomme (Limpopo), Sylvia Nxumalo (Mpumalanga), Solomon Mabilo (Northern Cape), Sylvia Sithole (North West), and Frederik Badenhorst (Western Cape),” the Committee said.

The Committee also noted Rule 137 of the NCOP Rules, which states that the Rules Committee may establish a Subcommittee that can make recommendations on the Council Rules, Orders, proceedings, procedures, and practices.

For the current purposes, the Committee said the five-member Subcommittee includes the NCOP Chairperson, NCOP Chief Whip, and Bhekizizwe Radebe from the African National Congress; Badenhorst from the Democratic Alliance and Makesini from the EFF.

“The NCOP Programming Committee, in terms of Rule 143, has the same members as the NCOP Rules Committee.” - SAnews.gov.za

Everything you need to know about Mpox disease

As the number of Mpox cases continues to rise, the Department of Health has urged everyone with symptoms to immediately visit their nearest healthcare facilities for help.

This week, this department announced that the country recorded three more infections and one death.

The latest figure pushes the total infections to 16 and three deaths since the first case was reported last month.

Of the 16 infections, eight are from KwaZulu-Natal, seven are from Gauteng, and one is from the Western Cape.

All individuals involved in the cases are male and aged between 23 and 43 years old.

What is Mpox?

Mpox, formerly known as monkeypox, is an infectious disease caused by the monkeypox virus.

It can be transmitted to a person through contact with the virus from an animal, human, or materials contaminated with the virus.

Person-to-person transmission of the virus could be through close contact, which can be via prolonged face-to-face contact, kissing, sharing clothes or bedding with someone who is infected.

Entry of the virus is through broken skin, the respiratory tract, or mucous membranes (eyes, nose, or mouth).

According to the National Institute for Communicable Diseases (NICD), a person is contagious from the onset of the rash or lesions through the scab stage. However, once all scabs have fallen off, a person is no longer contagious.

Mpox is preventable and manageable, and treatment for both mild and severe cases is available. People at high risk include those living with chronic conditions such as HIV, tuberculosis (TB) and diabetes.

Anyone can contract the disease regardless of age, gender, sexual orientation and race.

Most people with Mpox will recover within two to four weeks.

Symptoms

Symptoms of the disease include fever and headache.

Other symptoms are:

  • muscle aches
  • backache
  • chills
  • exhaustion
  • swelling of lymph nodes as well as
  • skin lesions or rash that usually develops between one to three days and spread all over the body.

Diagnosis

According to the World Health Organisation (WHO), identifying Mpox can be difficult as other infections and conditions can look similar.

However, the WHO said it was crucial to differentiate Mpox from chickenpox, measles, bacterial skin infections, scabies, herpes, syphilis, other sexually transmissible infections, and medication-associated allergies.

Mpox’s rash begins as a flat sore, which develops into a blister, filled with liquid and may be itchy or painful.

In addition, the agency said that people with the disease may also have another sexually transmissible infection such as herpes, while a child with a suspected infection may also have chickenpox. It is for this reason that the WHO believes testing is key for people to get treatment as early as possible and prevent the further spread.

Self-care and prevention

The WHO is recommending steps to take to help the symptoms and prevent infecting others. These are:

  • Stay at home and in your room if possible.
  • Wash hands often with soap and water or hand sanitiser, especially before or after touching sores.
  • Wear a mask and cover lesions when around other people until your rash heals.
  • Keep skin dry and uncovered unless in a room with someone else.
  • Avoid touching items in shared spaces and disinfect shared spaces frequently.
  • Use saltwater rinses for sores in the mouth.
  • Take sitz baths or warm baths with baking soda or Epsom salts for body sores.
  • Take over-the-counter medications for pain like paracetamol or ibuprofen.

Department of Health's response

The department, working with provinces and other stakeholders in the sector, has embarked on health education with funeral parlours on how to handle the human remains of suspected and confirmed cases.

It has also urged travellers from Mpox endemic countries to seek healthcare if they are ill and to alert health officials about their travel for clinical guidance.

Citizens are also encouraged to support all those who are showing symptoms to present at their nearest healthcare facilities immediately for screening and diagnosis, instead of self-diagnosis and using over-the-counter medication.

Last week, the department said it has received a batch of Mpox-specific treatment, Tecovirimat – also known as TPOXX or ST-246, for the treatment of patients who experience severe health complications because of Mpox disease.

The department said it is in the process of securing more treatment, including vaccines.

However, according to the department, all mild cases will continue to be managed with supportive treatment used to manage complications like fever, pneumonia and skin infections. – SAnews.gov.za

Eastern Cape MECs to shape strategic direction of the province

The Eastern Cape provincial government says the diverse expertise and leadership of the new Members of the Executive Council (MECs) will play a pivotal role in shaping the strategic direction of the provincial government.

The provincial government recently welcomed the new MECs announced by Premier Oscar Mabuyane as part of the seventh administration, after he was sworn in as Eastern Cape Premier.

Mabuyane has made two adjustments to the executive council. These include the appointment of the new Health MEC Ntandokazi Capa, and Sport, Recreation, Arts and Culture MEC, Sibulele Ngongo.

Capa replaced Nomakhosazana Meth, who is now a Member of Parliament in the National Assembly, while Ngongo took over the reins from Nonceba Kontsiwe, who has been moved to the Department of Rural Development and Agrarian Reform.

Mabuyane also announced part of the new changes, which include the separation of the Finance Department from the Department of Economic Development, Environment Affairs, and Tourism.

Mlungisi Mvoko has been appointed as the new Finance MEC, while Nonkqubela Pieters will be the MEC of Economic Development, Environmental Affairs and Tourism.

The Human Settlements Department has also been merged with the Public Works and Infrastructure Department, to be led by former Human Settlement MEC, Siphokazi Mani-Lusithi.

Mabuyane said the new MECs will play a pivotal role in shaping the strategic direction of the government.

“Their contributions will drive the Eastern Cape forward and enhance the province’s ability to deliver. Through transparent and accountable governance, the province strives to improve the quality of life for all its residents,” Mabuyane said, reiterating the provincial government’s commitment to fostering a prosperous, equitable, and sustainable province. – SAnews.gov.za

SA requests establishment of two panels at WTO

SA requests establishment of two panels at WTO

South Africa has this week requested the establishment of two panels at a meeting of the Dispute Settlement Body (DSB) of the World Trade Organization (WTO).

This was to examine what, in South Africa’s view, are unscientific and discriminatory measures placed on citrus imported from South Africa by the European Union (EU).

These steps were taken to address the EU’s regulations on two separate plant health issues: Citrus Black Spot (CBS) and False Codling Moth (FCM).

The regulations are being challenged by the South African government to protect the livelihoods of tens of thousands of people in the local citrus industry.

Currently, South African citrus growers are spending billions of rands per year to comply with CBS and FCM measures that the industry considers unscientific and unnecessarily restrictive as South Africa already has an effective world-class risk management system that ensures safe citrus exports.

Emerging citrus growers are especially hit hard by the EU measures.

The request to establish the two panels is a significant development. This is the first time that South Africa progresses a dispute at the WTO beyond the panel state of the established DSB process.

On 15 April 2024, South Africa requested consultations with the EU on the CBS matter, which initiated a process that has ended without any results.

On FCM, South Africa initiated consultations in July of 2022, with no satisfactory conclusion as well. A panel will now also be formed on the FCM matter.

While the EU did not at this time accept South Africa’s request for the two panels, the set DSB procedure is that the requested adjudication panels will be established at its next meeting in July 2024. A DSB panel report can usually be expected after nine months.

The Government's representatives reiterated the legal basis of their complaints at the WTO headquarters in Geneva this week. These included the following arguments:

•              The measures are not based on scientific principles and are maintained without sufficient scientific evidence.

•              The measures are applied in a manner that is not in accordance with the provisions of the Agreement on the Application of Sanitary and Phytosanitary Measures, of which the EU is a signatory.

•              The EU fails to apply the measures in a uniform, impartial and reasonable manner.

•              The measures are more trade-restrictive than required to achieve protection, and there are reasonably available alternatives which are technically and economically feasible, that would achieve protection in a significantly less trade-restrictive manner.

The SA Government has the support of the Citrus Growers’ Association of Southern Africa (CGA).

"Last year, we exported 36% of all our citrus to the EU. That shows what an important market it is for our growers. It is the very foundation of citrus profitability in SA.

“Should the EU continue with the implementation of these measures, or intensify them in any way, the profitability of hundreds of growers will be negatively affected and the industry will suffer severe revenue and job losses.

“But this is also potentially good news for the European consumer. Their orange prices last summer were at an all-time high. However, if their supply is unfettered, consumers will benefit," said Justin Chadwick, the CEO of the CGA.

"The citrus industry supports 140 000 jobs at farm level alone," explained Mooketsa Ramasodi, the Director-General of the Department of Agriculture, Land Reform and Rural Development (DALRRD).

"The government is acting to safeguard these livelihoods and the central role the citrus industry plays in so many of our rural communities," Ramasodi said.

The Acting Director-General of the Department of Trade, Industry and Competition, Malebo Mabitje-Thompson, further clarified government's actions at the WTO: "The EU's measures on CBS and FCM are not justified, proportionate or appropriate. It must be understood, however, that the WTO process is not confrontational or aggressive. The goal is scientific truth and fairness.

“We are making use of the WTO mechanisms available to us to find an amicable solution."

The South African citrus industry is currently entering its peak export season, with oranges heading to the ports.

It is estimated that South Africa will export a total of 170 million 15kg cartons this year. The exceptional quality of local citrus has made it sought-after internationally. South Africa is the world's second largest exporter of citrus. – SAnews.gov.za

Mpox cases rise to 16, death toll increase to three

The Department of Health has confirmed that the country has recorded three more cases of Mpox and another death, as efforts to curb the spread of this infectious disease are ongoing in the affected communities.

This brings the total number of laboratory-confirmed cases of Mpox in South Africa to 16 since the outbreak in May 2024, while the death toll is now sitting at three.

According to the department, the latest cases involve a 40-year-old man from Ladysmith in KwaZulu-Natal, who presented with smallpox-like symptoms, including a rash all over his body.

He did not go to the hospital and passed away at home. His results came back positive for Mpox on Sunday, 23 June.

Two additional cases have been confirmed in Gauteng. One case involves a 43-year-old man, who was diagnosed on 22 June at a local private health facility in Johannesburg.

The second case is a 29-year-old male, who was diagnosed at a Mamelodi health facility on 21 June.

“They presented with symptoms indicative of disease and had no international travel history,” the department said.

Of the 16 infections, eight cases are from KwaZulu-Natal, seven cases are from Gauteng, and one case is from the Western Cape.

All individuals involved in the cases are male and aged between 23 and 43 years old.

The department, working with provinces and other stakeholders in the sector, has embarked on health education with funeral parlours on how to handle the human remains of suspected and confirmed cases.

“The department would like to allay fears of possible travel restrictions or lockdowns due to the Mpox outbreak because the World Health Organisation has not recommended any travel restrictions. However, it is important for travellers from Mpox endemic countries to seek healthcare if they are ill and to alert health officials about their travel for clinical guidance.”

N Cape Premier says new administration will modernise province, grow economy

N Cape Premier says new administration will modernise province, grow economy

Northern Cape Premier, Dr Zamani Saul, says the seventh administration remains committed to modernising the province, boosting the economy and ensuring its success.

“This will be done with much greater speed and underpinned by the six priority areas of the 2024 ANC election manifesto,” Saul said on Monday.

These priority areas, he said, include creating jobs, building industries for an inclusive economy, tackling the high cost of living, investing in people, defending democracy and advancing freedom, and building a better Africa.

The Premier was delivering his inauguration speech in the Northern Cape Provincial Legislature in Kimberley.

The address follows the first sitting of the Provincial Legislature on 14 June 2024, where Saul was sworn in as the seventh democratically elected Premier of the Northern Cape.

He outlined his vision and plans for this seventh administration in his speech.

Progress

Saul believes government has made significant progress in delivering basic services to the poor.

“Before 1994, many communities were deprived of basic services, which included clean running water, electricity, housing and education. Since the dawn of our democracy, we have reduced the backlog of basic services and have improved living conditions for many citizens.”

In addition, he said the total number of households in the Northern Cape with access to flush toilets increased to 73% in 2022.

“This indicates a huge improvement in the provision of basic services. We have indeed improved the quality of public education and all indicators attest to that.”

Meanwhile, he said, in his province, the proportion of people aged between five and 24 who attend an education institution increased from 64.2% to 70.3% in 2022.

“This represents the largest increase in attendance observed in all provinces. The percentage of persons aged 20 years and older without schooling in the Northern Cape declined from 22.7% to 6.7% in 2022.”

Saul said he was glad that the country had surpassed three months with no load shedding, which he believes is a clear indication power cuts will become a thing of the past.

Unity

He acknowledged that the sixth administration was riddled with challenges such as the COVID-19 pandemic and the aftermath of State Capture.

“As a party and government, we have learnt from our mistakes and want to assure the people of the Northern Cape that we will do anything possible to close the trust deficit. We will do things differently – it won’t be business as usual.”

The next five years, he said, will require intensive engagement with political parties, civil society, the private sector, academia, and all spheres of government.

“The seventh administration will work tirelessly to bring all stakeholders together towards the realisation of the Northern Cape Provincial Growth and Development Plan Vision 2040 for the realisation of a modern, growing, and successful province. This plan outlines a bold and ambitious path to transform our province into one that provides opportunities for all.”

He also touched on the youth, who comprised about 60% of the population.

“They are crucial to the current and future development of our country, particularly this province. We should actively involve young people in the development initiatives of the province as co-creators. We should continue to give special attention to addressing the challenging circumstances our young people face.”

Last month, he said the province introduced the Labour Activation Programme through the Unemployment Insurance Fund of the Department of Labour.

This programme will offer skills development opportunities valued at over R545 million to benefit 23 000 unemployed young people in the province.

Government of national unity

The Premier believes that the government of national unity (GNU) marks a new era where diverse parties cooperate to improve the citizens' lives and foster national solidarity.

“We are entering uncharted waters, with a capable captain, His Excellency President Ramaphosa, to take the country through this murky situation,” he told the attendees.

As the Premier, he committed to lead with honesty, empathy, and hard work.

“Following the national goals that the President has set forth, we will work together to give economic growth, job creation, social welfare, infrastructure development, and good governance priority.”

He pleaded for support and vowed to work with the provincial administration to create a better future for the people of the Northern Cape.

Saul also outlined improved outcomes in education and health as key priorities.

“Let us continuously collaborate, motivated by the spirit of progress and solidarity that characterises our country at this critical moment.” – SAnews.gov.za

N West to intensify male circumcision coverage during school holidays

In an effort to improve men’s overall health, the North West Department of Health will offer voluntary medical male circumcision (VMMC) services during the winter school break.

The province has identified the Dr Kenneth Kaunda District, where the intensified programme will take place.

According to the provincial department, the objective is to enhance capacity and ensure that the majority of clients are served during the peak winter season.

Dr KK District family physician, Dr Lesley Mahole, said that the district will assemble a team of physicians to ensure that the program proceeds smoothly and no clients are left behind due to the increased activity in all sub-districts during this season.

“After identifying the need, the district will put together a team of physicians for each sub-district to deal with the influx,” Mahole added.

The district is working together with Right to Care, a non-governmental organisation that is contracted to help the department with the VMMC service.

Mahole also encouraged traditional initiation school leaders to ensure that initiates are screened for different diseases before and after initiation to prevent and control certain pre-existing illnesses that they might have.

“The department puts forward the wellbeing of initiates and would like to screen initiates without interference to traditional processes,” he stated.

The VMMC main campaign will take place at the following venues:

Matlosana Sub District – Tshepong Hospital – 2 July 2024

JB Marks Sub District – JB Marks CHC – 3 July 2024

Maquassi Hills Sub District – Bophelo Clinic – 4 July 2024

Apart from the mentioned schedule, facilities in the district remain open every day to take appointments and consent forms for parents interested in the service. – SAnews.gov.za
