Health intensifies emergency services during the festive season

The Department of Health has announced that it has intensified Emergency Medical Services (EMS) with over 1 540 ambulances deployed across the country’s major routes and strategic points and hotspots.

According to the department, this move aims to accelerate a turnaround time for emergency medical response during the festive season, a period associated with a high demand for emergency medical services.

“This number will be complemented by private sector ambulances as part of existing service level agreements entered with provinces to beef up EMS to ensure quick response to major accidents and to prevent avoidable loss of lives resulting from accidents,” the department explained.

The department is appealing to communities to join hands with government and law enforcement agencies during this period to create an enabling environment for frontline healthcare workers, especially nurses and paramedics to perform their lifesaving duties freely without fear of both verbal and physical violence and aggression.

“Health workers have fallen victims of violence and crime in the line of duty over the months and recent years in the country and this can only be stopped if communities become protectors than by-standers.

“Violence against health workers is unacceptable because it does not only negatively impact on their psychological and physical well-being, but also affects their job motivation and has potential to compromise the quality of care and puts health-care provision at risk.”

The World Health Organisation (WHO) defines attacks against health care as any act of verbal or physical violence or obstruction or threat of violence that interferes with the availability, access and delivery of curative and preventive health services during emergencies.

The department said emergency medical personnel play an essential role in the health system by providing timely and appropriate medical care to patients in need.

“They respond to emergencies to save lives and risk theirs. It is not possible to have ambulances accompanied by police or armed private security, hence communities need to play a role in ending attacks against paramedics and other health workers.”

According to the WHO, health workers are at high risk of violence all over the world with between 8% and 38% of health workers suffering physical violence at some point in their careers.

Some of the associated risks during the festive season include vehicle accidents, domestic violence, alcohol and substance abuse, and drowning.

In a life threatening emergency, people must dial 112 from a landline or a cellphone and be aware that the call centre agents will ask questions to enable them to dispatch an ambulance accordingly.

Important details that will be required when you make the call include name, phone number, address, nearest landmark and the patient's current medical status.

“Ensure that you get a call reference number before the end of the call to be used when you follow up on the progress of the call.”

All health facilities will remain open to enable South Africans to access health services.

Some of the major routes to be prioritised for ambulances in provinces include:

  • The N2, N10, R61 and R72 in the Eastern Cape.
  • The N1, N3, N5, N6 and N8 in the Free State.
  • The N1, N3, N4, N12, N17, R21, R59 and R101 in Gauteng.
  • The N2, N3 and R56 in KwaZulu-Natal.
  • The N1, N11, R36, R37, R71, R101, R518, R524, R528 and R579 in Limpopo.
  • The N2, N3, N4, N11, N12, N17, R23, R38, R40 and R573 in Mpumalanga.
  • The N4, N14, N12, N18 and R30 in the North West.
  • The N1, N7, N8, N10, N12, N14, N18, R31 and R382 in the Northern Cape.
  • The N1, N2, N7, R27 and R62 in the Western Cape. – SAnews.gov.za

Police commence Festive Season Inspection Roadshow in Gauteng

The Ministry of Police and South African Police Service (SAPS) management will today kick off the annual countrywide Festive Season Inspection Roadshow.

The roadshow, according to a statement, forms part of efforts by the SAPS to channel resources to areas where they are most needed.

“The festive season policing interventions, running parallel with the high-density Operation Shanela, are enabling the police to decisively deal with crime and any security threats this holiday season and beyond,” said the police.

This year’s theme focuses on combating crime through decisive police action and robust community involvement.

“The Ministry, together with the SAPS management led by National Commissioner General Fannie Masemola, will assess the effectiveness of the SAPS’ safer festive season operational plans put in place to ensure the wellbeing and safety of all residents and holidaymakers in the country during the holiday period.”

The first stop of the annual roadshow will commence in Gauteng on Tuesday, 19 December and end in KwaZulu-Natal on 2 January 2024.

The exercise will include visits to centres of entertainment leisure and business, transport hubs taxi ranks, multi-disciplinary roadblocks and targeted operations in high crime areas. – SAnews.gov.za

Makhathini Lower Pongola water association to ensure objective water management

Makhathini Lower Pongola water association to ensure fair water management

Water and Sanitation Minister Senzo Mchunu says the Makhathini Lower Pongola Water Users Association will ensure fair water management for those living in the uMkhanyakude and Zululand Districts, KwaZulu-Natal.

Mchunu made the remarks following the launch of Makhathini Lower Pongola Water Users Association, which will manage water resources, including the Jozini Dam, Pongola River and Makhathini Canal to benefit all water users in the two districts.

Accompanied by Agriculture, Land Reform and Rural Development Minister, Thoko Didiza, and her Deputy Nokuzola Capa, Mchunu and his Deputy Minister, David Mahlobo, recently held a community engagement activity in the two districts.

The ministerial visit to the districts formed part of Mchunu’s continued efforts to intervene in the challenges faced by uMkhanyakude District to restore, augment and expand water supply to the communities that have been experiencing water challenges.

Mchunu assured the community of Jozini (in uMkhanyakude District) and the Pongola farming community (under the Zululand District Municipality) that there will be fair and equitable access to water for consumption and farming.

“The newly established Makhathini Lower Pongola Water User Association will facilitate and coordinate stakeholder consultation for ensuring equitable decision-making when water is being released from Jozini Dam for environment and socio-economic purposes. This will enable both domestic and agricultural users to have equitable access to water,” Mchunu said.

The community of Kwa-Gumbi, near Pongola in Zululand District, who had water use licence issues, requested the Minister to intervene.

The community, which consists of small-scale farmers represented by Emvokweni Community Trust, are beneficiaries of the land restitution programme from the the Department of Agriculture, Land Reform and Rural Development (DARRLD).

Both Mchunu and Didiza have pledged their commitment to assist the farmers to restore farming operations. Mchunu also assured the farming community of water availability to ensure sustainable irrigation on their farms.

The 32-kilometre Makhathini Canal was officially unveiled by Mchunu following its transfer to the Department of Water and Sanitation from the landowners, Silwane Trust.

The process of the canal transfer was facilitated by the Agribusiness Development Agency (ADA), a public entity under the Department of Agriculture, Land Reform and Rural Development in KwaZulu-Natal.

During the walkabout to assess the canal, Mchunu and Mahlobo noted that some parts of the canal have been vandalised, with some community members making illegal connections, which has led to infrastructure damage. Water pollution has also been identified as one of the major problems at the canal.

Mchunu said an estimated R122 million will be required to refurbish the dilapidating canal to function optimally.

He said the water canal, with a capacity of 141 754 cubic metres, is meant to benefit both agriculture and domestic users.

“It abstracts raw water from Jozini Dam to six different pump stations and the pressurised water is distributed from the pump stations through an extensive network of underground pipelines to four different types of irrigation systems that are being used, which are sprinklers, centre pivots, floods and drip,” Mchunu said. – SAnews.gov.za

Young men urged to consider nursing as a career

Young men urged to consider nursing as a career

KwaZulu-Natal Health MEC, Nomagugu Simelane, has urged young men to consider pursuing a career in the nursing profession.

Simelane made the call during the graduation ceremony of 197 nurses, including 56 male nurses, from the KwaZulu-Natal College of Nursing.

“In our engagements with men during our community outreach programmes, such as Isibaya Samadoda and Ikhosomba Lamajita, we have established that some men are too ‘shy’ to speak openly to female health practitioners about certain ailments that they might have - especially those that may pertain to their sexual reproductive health - but also other diseases as well.

“As a result of this, men are simply dying from diseases that are otherwise preventable, treatable or manageable, purely because they do not come to our facilities. We are saying that the time has come for men to stop dying due to diseases such as prostate cancer, male breast cancer, HIV and AIDS, diabetes, hypertension and many others,” Simelane said.

The MEC said the department will continue to actively promote programmes that will ultimately make most its facilities “men-friendly.”

“When we delivered the Budget Speech for the 2023/24 financial year, one of the points that we re-iterated quite strongly was the elevation of Men’s Health in the province. This was actually the re-affirmation of a commitment that we made when we assumed office in 2019.

“We have made a commitment that every local municipality must have at least one facility – whether a CHC (community health centre) or a 24-hour clinic – that is dedicated to the health of men. These facilities will have a male nurse during the day, and after hours [because] we want to make it easy for men to visit healthcare facilities,” Simelane said.

The MEC also noted that the overall representation of men in the department currently stands at 12% across all nursing categories, and at 20% when it comes to nursing managers.

However, she said, when it comes to the student nurse cohort, men account for 42%, which is a “welcome improvement towards the goal that we are pursuing.”

“We also note with a great deal of encouragement that 56 men are graduating as male nurses today, which will add to the existing 4 088 cohort of male nurses. We encourage more men to consider pursuing a career in the nursing profession,” Simelane said.

The MEC also called on all nurses in KwaZulu-Natal not to neglect their own health, while caring for others.

“Finding the time to take care of our health is not a luxury, but an absolute necessity. It is not an option or an afterthought, but a fundamental priority.

“We therefore encourage regular screening and preventive care among yourselves as well, because it can help detect potential health problems early, making them easier to manage or even prevent,” the MEC said.

Turning her attention to patient care, Simelane emphasised the need for nurses to advocate and care for patients.

“Do not be that single bad element who gives everyone else a bad name. Do not let your actions tarnish the image of your facility, our department, the community that you come from, and the nursing profession at large.

“Always remember the commitments that you’ve made in the Nurses’ Pledge, and stick to them. Remember that you have the power to heal, to comfort, and to inspire,” Simelane said. – SAnews.gov.za

Chikunga leads festive season road safety awareness campaign on N3

Transport Minister Sindisiwe Chikunga will lead the festive season road safety awareness campaign at the Sanral Mariannhill Toll Plaza on the N3 in Pinetown, KwaZulu-Natal on Thursday.

“The festive season road safety awareness campaign is a government programme that aims to prioritise and promote safer road usage during the high peak season on South African roads,” the department said in a statement.

The objective of the campaign is not only to ensure smooth flows of traffic but also to prevent negligent and reckless driving that results in road crashes, injuries and fatalities.

The road safety campaign was launched in the last week of November and is a collaboration between different levels of government, transport entities led by CEOs, private sector organisations, non-governmental organisations (NGOs) and key stakeholders and role players.

“Festive season activities in South Africa are associated with year-end celebrations, economic industry slowdowns and year-end closures, increased traffic volumes and increased road crash incidents,” the statement read.

The department said a large proportion of road crash victims are pedestrians and passengers as a result of lack or even non-use of safety belts and jaywalking. – SAnews.gov.za

President Ramaphosa to apply for leave to appeal Zulu monarch court decision

President Ramaphosa to apply for leave to appeal Zulu monarch court decision

President Cyril Ramaphosa is expected to apply for leave to appeal a North Gauteng High Court decision to set aside the President’s official recognition of King Misuzulu kaZwelithini as the King of the Zulu nation.

This according to a short statement released by the Presidency on Wednesday.

The judgement was handed down on Monday.

“Following a study of the judgement, the President will apply for leave to appeal against the judgement. During the course of these legal processes, His Majesty King Misuzulu remains the identified heir to the throne.

“The court further ordered the President to institute an investigative committee to investigate allegations of violation of customary laws in the identification of King Misuzulu,” the statement read.

President Ramaphosa officially handed over a certificate of recognition to AmaZulu King Misuzulu KaZwelithini in October last year.

At the time, the President had already issued the certificate to His Majesty earlier in the year, and in accordance with a wish expressed by the Royal Family, he formally handed over the certificate at a ceremony held at the Moses Mabhida Stadium in Durban, KwaZulu-Natal.

On Wednesday, the Presidency said the President had “noted” the judgement and called on the royal family to continue working for “unity of ubukhosi bakwaZulu”.

“President Ramaphosa calls on all members of the Royal family to continue working for the unity of ubukhosi bakwaZulu and to prioritise the interest of His Majesty's subjects. It is vital that all due processes are allowed to reach their natural conclusion without inflaming tensions,” the statement read.

King Misuzulu ascended to the Zulu royal throne following the death – in 2021 – of his father, King Goodwill Zwelithini.

A court challenge to the younger monarch’s ascension was launched thereafter in the KwaZulu-Natal Division of the High Court in Pietermaritzburg.

That challenge was dismissed by the court which stated that there “is no genuine dispute as to the succession of Prince Misuzulu, as he is in terms of the customary law and customs the rightful heir to the throne”. – SAnews.gov.za

Nine traffic officers in hot water for corruption

Nine traffic officers in hot water for corruption

Nine traffic officers have been arrested in Gauteng and KwaZulu-Natal in a pre-festive season peak travel crackdown on fraud and corruption, said the Road Traffic Management Corporation (RTMC) on Wednesday.

This as two officers from the Tshwane Metro Police Department (TMPD) in Gauteng were arrested for soliciting a bribe of R1 500 from a taxi driver. During the encounter, the driver immediately alerted the RTMC’s National Traffic Anti-Corruption Unit (NTACU) and a successful sting operation was conducted, resulting in the arrest of the officers.

The officers are set to appear in court today on corruption charges.

In another case, seven officers were arrested in Newcastle. The seven include five traffic officers employed by the provincial Road Traffic Inspectorate and two officers from the Newcastle municipality.

They were arrested in a joint operation conducted by NTACU and the Hawks following complaints from members of the public regarding the conduct of traffic officers on the road. An undercover operation was conducted and the seven were arrested for fraud and corruption.

According to the RTMC, these incidents highlight the ongoing battle against corruption in South Africa, particularly within law enforcement agencies.

The NTACU continues to work tirelessly to root out corrupt officials and restore public trust in traffic law enforcement.

“It is important for citizens to report all corruption they witness or experience to ensure corrupt officials are brought to book,” said the RTMC.

It added that it has taken a firm stance against fraud and corruption and will continue to investigate and prosecute those who engage in such activities without fear or favour.

Members of the public are encouraged to report suspected acts of fraud, corruption and malfeasance to ntacu@rtmc.co.za or by WhatsApp to 083 293 7989. – SAnews.gov.za

Call for swift arrest in uMngeni Municipality Councillor’s murder

Call for swift arrest in uMngeni Municipality Councillor’s murder

KwaZulu-Natal Premier, Nomusa Dube-Ncube, has urged police to act swiftly to arrest the criminals behind the murder of uMngeni Local Municipality Democratic Alliance Chief Whip, Nhlalayenza Ndlovu.

Ndlovu was gunned down in front of his children at his home in eMpophomeni Township on Tuesday night.

The KwaZulu-Natal Provincial Government has condemned the murder.

The Premier said this was yet another incident of violence shining the spotlight on the killing of political leaders in the province.

“We simply will not allow our province to become a killing field, especially of politicians and traditional leaders. This is a direct attack on the centre that holds our communities together which should serve as the last defence of all the people of our province.

“Those elected should be allowed the space and time to govern following elections. Attacks on politicians are invariably an attack on the very institutions which hold our democracy together, and should never be countenanced,” Dube-Ncube said.

Ndlovu’s murder comes after Police Minister Bheki Cele released a report of the Inter-Ministerial Committee tasked to probe all political killings in KwaZulu-Natal in September, which reported major advances against this phenomenon.

Given the arrests reported by the police, the Premier said government is making progress in ensuring that the perpetrators of political and traditional leaders end up behind bars.

“As we send our condolences to the family of Councillor Ndlovu, we want to state that we have no doubt that the KwaZulu-Natal Police Commissioner, General Nhlanhla Mkhwanazi, and his team will ensure that no stone is left unturned to locate the killers.

“As we go into the festive season holidays, we also wish to sound a stern warning to all criminals that there will be no place to hide, as all organs of the State working together with all the law-abiding members of our communities, will continue to narrow the space for all forms of criminality in order to make our province a safer place to live in,” Dube-Ncube said.

Cooperative Governance and Traditional Affairs MEC Bongi Sithole-Moloi said it was disappointing that incidents of killing democratically-elected councillors continues to occur.

“As a department, we condemn violence in the strongest possible terms as we strive for stability and peace in all our councils, and it is always a matter of great concern when a ward councillor is killed in this manner, instilling fear in the public and fellow councillors.

“We call upon the public members or anyone who may have information that could lead to the arrest and prosecution of the perpetrators to work with the police to seek justice for councillor Ndlovu.

“As the department, we extend our condolences to the Ndlovu family, who have lost a father, to his friends, colleagues, and the entire uMngeni  community, who have lost their representative in the council,” Sithole-Moloi said. – SAnews.gov.za

Weather service warns of heavy rain from Sunday

Location: News

Weather service warns of heavy rain from Sunday

The South African Weather Service (SAWS) has warned of widespread heavy rain in the days ahead, which could result in flooding or river flooding that might cause significant disruption in some provinces.

Initially the weather this weekend will be relatively settled, with just a small chance of thunderstorms over some of the eastern provinces on Friday and Saturday.

“Incidentally, neither the Western Cape nor the Eastern Cape will be directly affected by this weather system. On Sunday, 10 December, weather conditions will begin to deteriorate significantly, as the cut-off low manifests itself over the northern parts of the Northern Cape, introducing marked instability into the atmosphere, to drive widespread showers and thundershowers.

“As tropical air begins to stream southward over Botswana and South Africa, conditions will become progressively cloudy to overcast. During the course of the day, rain will set in over numerous provinces, including North West, the Free State, Gauteng, Mpumalanga, Limpopo and to a lesser extent, KwaZulu-Natal (KZN),” SAWS said.

Heavy rainfall is likely to occur in many parts of the above-mentioned provinces, elevating the risk of flooding as well as river flooding.

The public has been urged to monitor, and to take heed of, regular weather updates and warnings issued by the weather service.

“Moreover, as the rain produced by this system is expected to continue unabated into Monday, 11 December, the ground is likely to become saturated, leading to widespread overland runoff into streams and rivers.

“Whilst this phenomenon will ultimately lead to increased dam levels, the risk of river flooding (and associated road closures and general traffic disruption) will remain particularly high. Disaster management practitioners are also advised to maintain a high level of vigilance during this period, should river flooding continue to pose a safety and health risk to the public at large,” SAWS said.

Motorists and pedestrians are urged not to try to cross rivers or streams, which are already flooded, under any circumstances.

“The cause of the widespread rainy weather will be the combination of three distinct circulation features in the atmosphere over southern Africa. Firstly, a cut-off low is expected to develop, in the upper air of the atmosphere, over the central interior during the latter half of the weekend.

“Secondly, a surface trough is expected to begin intensifying, in sympathy with the deepening upper-air cut-off low. The combination of these two features is well known to have the potential to drive episodes of widespread, often heavy, rain over southern Africa.

“Importantly, in this particular case, there is a third significant factor which is expected to elevate the risk of heavy rainfall from this system. This factor is the expected introduction of a stream of tropically sourced moisture, drawn southwards over the central and eastern interior of South Africa, under the influence of the circulation associated with the surface trough and upper-air system respectively,” SAWS said.

Tropically sourced air is well known to be associated with rainfall of a potentially heavy, widespread nature.

“Currently, numeric weather prediction models suggest that the rainfall in association with this system will start clearing from the west, during the course of Tuesday, 12 December, although areas of heavier rainfall may still linger over KZN, eSwatini and the lowveld regions of Mpumalanga and Limpopo.

“A surface high pressure system is likely to sustain light rainfall over aforementioned provinces on Wednesday, 13 December, as cooler, moist maritime air is introduced to the eastern coastal regions. However, the upper air cut-off low will have moved off the country completely by this time,” SAWS said.

The South African Weather Service will continue to monitor this weather system and issue subsequent updates and impact-based warnings over the next few days.

The public has been advised to regularly follow weather forecasts on television and radio, as well as all social media platforms.

Updated information will regularly be available at www.weathersa.co.za as well as on X at @SAWeatherServic and Facebook @SouthAfricanWeatherservice. – SAnews.gov.za

KZN disaster teams respond to storm-affected families

The KwaZulu-Natal Provincial Disaster Management Centre (PDMC) has responded to the disasters caused by thunderstorms in the Umgungundlovu and Harry Gwala Districts, following the inclement weather on Sunday and Monday night in Pietermaritzburg.

According to the provincial Cooperative Governance and Traditional Affairs (CoGTA) preliminary reports, various areas were affected by heavy storms in the form of hail and heavy rains, which affected a number of areas.

The affected areas, including France, Mpumuza, Henley, Machibisa, KwaPata, kaShange, Ashdown and parts of Imbali Township, were left damaged with roofs blown away and some houses were completely destroyed.

The department said the disaster management teams, working with Msunduzi Local Municipality, are conducting ongoing assessments and providing relief to affected families.

In the Harry Gwala District Municipality, strong winds and hail storms were also reported in various wards of the Umzimkhulu Local Municipality, causing damage to households.

The reports indicate that seven houses were totally destroyed, with 19 partially damaged, and seven people left homeless. No serious injuries or fatalities have been reported so far.

The department said the disaster teams have provided relief materials to the affected families and the teams are also conducting damage assessments in other wards within the Umzimkhulu area.

KZN CoGTA MEC, Bongiwe Sithole-Moloi, has expressed sympathy to all affected families and urged the disaster teams to ensure all affected families are profiled to receive assistance.

“As the department, we sympathise with all families that have been affected by this damaging weather in all areas. Our disaster teams are currently on the ground conducting assessments to ensure that all affected communities get assistance.

“We have engaged our sister departments, including Human Settlements and Social Development, to render their services, especially to those who may have lost identity documents, and Human Settlements will provide relief to fix damages,” Sithole-Moloi said.

The MEC urged the communities to take precautionary measures to minimise the impact of the current disasters.

“As the rainy season is upon us, we are experiencing this damaging weather more often as the province. Let us make sure that we move to safer areas where there are no threats and avoid traveling during heavy rains.

“Our disaster teams have activated the joint operations clusters where we work with all municipalities, NGOs, and law enforcement agencies to respond to the disaster matters. The PDMC has engaged all districts to report any incidents and indicate any support required,” the MEC said. – SAnews.gov.za

Police make R150 million cocaine bust at Durban Harbour

KwaZulu-Natal Premier, Nomusa Dube-Ncube, has commended the successful operation by a multi-disciplinary team of police intelligence and border agents at the Port of Durban which has taken millions of rand worth of drugs off the street.

Police seized drugs valued at R150 million packed in meat boxes at the Durban Harbour on Monday night.

According to the national police spokesperson, Brigadier Athlenda Mathe, a multi-disciplinary team intercepted and inspected a container at a cold storage facility and found 433 blocks of cocaine disguised in meat boxes. The container was en route from Brazil.

The Premier has commended the dedicated law enforcement officials for their outstanding efforts.

“This operation again emphasises the value of collaboration with our international counterparts on intelligence across our borders and oceans. Just this one operation has removed from our streets illicit drugs valued at an estimated R150 million.

“It comes just two months after another intelligence driven operation resulted in the discovery of 200 blocks of cocaine with an estimated value of R70 million hidden in 20 litre paint containers at the Durban Harbour,” the Premier said.

The Premier commended the cooperation of law enforcement agencies for their dedication to public safety and justice and their ceaseless efforts at making our province and country safe.

She said the success of this operation serves as a powerful message against those who seek to exploit communities through illicit activities.

“The removal of such a substantial quantity of drugs from circulation is a significant step in safeguarding the well-being of our citizens, particularly our youth and women.

“As we head into the holiday period this means our streets will be safer as the joint operation by our officers has removed these killer drugs from circulation and from being sold to our young people,” Dube-Ncube said.

The Premier noted that the country is observing the 16 Days of Activism for no Violence Against Women and Child, and “drugs are known to play a significant role in fueling the epidemic of abuse”.

“We want to send a message to criminals, especially drug dealers that we will not allow our cities to be overtaken by drugs. We call on all members of our community to work together with law enforcement agencies to identify those who are involved in crime in our communities so that they can be apprehended and kept behind bars.

“Our message to all drug lords is that KwaZulu-Natal is not a place for drugs, or any other criminal activities and we will leave no stone unturned to find the criminals wherever they are,” the Premier warned. – SAnews.gov.za
