dtic to launch the Khoebo Innovation Promotion Programme

The Department of Trade Industry and Competition (dtic), in partnership with the Industrial Development Corporation (IDC) and the University of Free State, Bloemfontein Campus, will launch the Khoebo Innovation Promotion Programme (KIPP) on Monday.

This as a fund to drive innovation among early-stage Small Medium Enterprises in the Free State. 

The programme was initially launched in June 2024 in Johannesburg and a series of regional launches will be taking place throughout the country.

The objective of the KIPP is to enable early-stage innovative SMEs to penetrate the market with their locally developed innovations resulting in a more competitive economic environment, thereby facilitating economic growth in the South African economy.

According to the Acting Deputy Director-General of Investment and Spacial Industrial Development at the dtic, Yunus Hoosen, the launch seeks to facilitate interactions with potential partners, beneficiaries, and supporters, building relationships that support the fund's objectives.

According to Hoosen, since the establishment of KIIP in 2020, the programme has funded more than 36 projects across various sectors of the economy, with R 148.2 million committed and R113.8 million disbursed to date.

He said the launch will highlight progress for present achievements under KIPP to demonstrate the positive impact of the programme.

“The session is intended to enhance knowledge and increate public gain and clear understanding of KIPP’s objectives and application process. 

“The session will be characterised by an interactive stakeholder engagement that is expected to create public awareness and inspire participation and applications from Free State innovative SMEs eligible for funding and support under KIPP,” Hoosen said.

Local entrepreneurs and SME owners, especially those working in the technology and innovation sectors, and industry stakeholders including funders are expected to attend the event. 

Potential partners who are interested in promoting economic transformation through innovation and university students and researchers who are interested in innovation and entrepreneurship will also participate in the launch. – SAnews.gov.za

100 days in office: Advancing the strategic priorities of the GNU

The first 100 days as Deputy Minister of Forestry, Fisheries, and the Environment, under the Government of National Unity (GNU), have been a period of significant learning and action. 

It has allowed me to engage closely with stakeholders in the sector, developing a blueprint to drive the implementation of the GNU's strategic priorities which are to fostering inclusive growth and job creation, reducing poverty and addressing the high cost of living, and building a capable, ethical, and developmental state.

The experience has been invaluable, providing me with a deeper understanding of the department’s mandate, core operations, and both domestic and international context.

Alongside Minister Dr Dion George and fellow Deputy Minister Narend Singh, we recently briefed the media on our progress in the department during this period. 

A key highlight of these 100 days has been the opportunity to engage with staff and various stakeholders, including the forestry sector, traditional leaders, firefighting personnel, community forest owners, young beneficiaries of departmental programs, field rangers from entities such as South African National Parks (SANParks), and industry players like the South African Weather Service (SAWS). These engagements have helped shape a shared vision for the department's future.

We kicked off our 100 days in the office by presenting the department's Budget Vote to Parliament on July 15, 2024. We delivered our department’s budget vote in a month where we celebrated our national unifying figure in the form of uTata Madiba – which seemed to tie in well with our mandate of unifying our people through the Government of National Unity.

In the first 100 days, we have initiated efforts to reengineer and repackage the department’s approach to wildland fire management. This involves building firefighting skills, especially in vulnerable rural communities, with a focus on women and youth. We aim to strengthen stakeholder engagement across both state and non-state actors to better deliver on our critical priorities.

As part of this initiative, I hosted stakeholder engagements with on the National Veld and Forest Fires Act, 1998 (Act No. 101 of 1998). These engagements were hosted with various stakeholders within the wildland fire management sector from both the North West and Free State. Some of the stakeholders who attended these engagements included local and provincial government departments, fire protection associations (FPAs) and other key players in the sector. 

Through these stakeholder engagements, I have instructed the officials to address challenges raised in these interactive engagements such as payment delays for FPAs, challenges on the use of government firefighting vehicles, training of FPA members as well as the clarification of the roles of different stakeholders. I am satisfied with the honest discussions and note the commitment of all parties to find practical solutions.

I have recently led the 2024 Forestry Summit at the Freedom Park in Pretoria. The Summit brought all stakeholders within the forestry sector under one roof to discuss pertinent issues within the sector such as the growth and transformation of the sector, forestry sustainability and the contribution of the sector in addressing climate change.

The Summit was interactive as it provided role players with an opportunity to freely engage with us on the challenges they face in the sector. What was even more fascinating was the involvement of traditional leaders who came from various parts of the country to raise issues their communities were facing. I am pleased with the decision that came out of this frank engagement, which includes plans to go to communities to address issues they have raised.

In the month of September, I had the privilege to lead both the launch and closing ceremonies of the 2024 National Arbor Month campaign. The launch was hosted at Freedom Park in Pretoria and the closing ceremony at Fort Cox Agriculture and Forestry Training Institute in Middledrift, Eastern Cape. A total of 6000 trees were planted in both the localities that hosted these ceremonies.

The Arbor Month campaign is aimed at raising awareness among South Africans about the importance of conserving, protecting, and planting trees for the benefit of both the environment and society.

As part of the Arbor Month launch, I planted the first tree to officially initiate the Forest of Freedom at the designated site at Freedom Park in honour of the heroes and heroines who contributed to South Africa's democracy and liberation struggle. The first 30 trees planted at the Forest of Freedom marks the 30 years of Freedom and Democracy in South Africa. World leaders and other luminaries visiting Freedom Park will get an opportunity to plant a tree in the Forest of Freedom, when it is ready. 

During the Arbor Month, I also took a deliberate decision to heighten the Presidential Ten Million Tree Programme, which is a clarion call by President Cyril Ramaphosa to all sectors of society led by DFFE. As the Deputy Minister of Forestry, Fisheries and the Environment, I am currently driving an ambitious campaign to relaunch the Presidential Ten Million Tree Programme by planting 1 million trees in one day, on a day to be announced soon.

I want to call on all South Africans – the three spheres of Government, forestry sector, private sector, labour, academia, civil society and many others to join this ambitious campaign by pledging and committing to providing and planting trees on that specific day and going forward. 

Trees are important for life. I call on all South Africans to plant trees today and build a better future for generations to come!
On July 31, we celebrated World Ranger Day at Kruger National Park, honoring the dedication of rangers who protect our natural heritage. Their commitment inspires our ongoing conservation efforts.

I also participated in the National Consultative Workshop on Early Warnings for All (EW4ALL), a UN initiative aimed at protecting people from hazardous weather events by 2027. We are committed to developing systems that not only safeguard the economy and infrastructure but also protect the lives and well-being of our people.

The first 100 days have been marked by hard work and significant strides towards delivering the priorities of the GNU. 
I look forward to continuing our work, confident that together we will achieve our shared goals for a prosperous, inclusive, and sustainable South Africa.

Government to launch next phase of Operation Vulindlela

Government is expected to launch the next phase of Operation Vulindlela, which is aimed at accelerating the implementation of structural reforms.

This is according to the Medium-Term Budget Policy Statement (MTBPS) released by National Treasury on Wednesday.

Treasury explained that the country’s economic growth prospects are closely tied to Operation Vulindlela and structural reforms to “improve competitiveness and productivity and boost investment”.

“In its first phase, this initiative implemented 35 reform actions in five network industries, including reducing power cuts, improving the performance of the logistics system, lowering data costs, improving water supply and enabling the country to attract critical skills.

“The next phase of reforms will support higher medium-term growth, which is required to significantly expand employment. New initiatives aim to reverse local government decline, tackle spatial inequality and advance digital government to improve large-scale service delivery,” National Treasury said.

Operation Vulindlela is a joint initiative of the Presidency and National Treasury to accelerate the implementation of structural reforms and support economic recovery.

Government has set its focus on Eskom’s restructuring as a priority and to establish a bustling energy market, with adequate supply for a growing economy.

“The cumulative effects of reforms include improved power station performance and no ‘load shedding’ since 26 March 2024. The Electricity Regulation Amendment Bill was signed into law in August of this year. 

“This, together with the creation of the National Transmission Company of South Africa, which began operating on 1 July 2024, is establishing rules and procedures for a competitive electricity market. 

“The ongoing Energy Action Plan has boosted efforts to restore energy availability and procure new generation. By end-August 2024, project registrations with South Africa’s energy regulator exceeded 8500 megawatts,” the MTBPS stated.

The critical sector of freight rail logistics is also receiving attention.

“Transport reforms that open the freight rail network to private operators will reduce inefficiencies and costs, helping firms offer lower prices and boosting economic growth. To this end, the Economic Regulation of Transport Bill – enabling private-sector use of the rail network – was signed into law in June 2024. 

“Transnet freight volumes grew from 149.5 million tonnes at the end of the previous financial year to approximately 151.7 million tonnes by end-March 2024, supported by the implementation of a recovery plan from October 2023 and reversing a years-long decline. Port cargo handled has stabilised relative to 2023 levels,” National Treasury stated.

Treasury emphasised that reforms in the water sector are critical for economic growth and water security.

“The National Water Resources Infrastructure Agency Bill, signed on 27 August 2024, creates an independent agency to oversee bulk water resources. The Water Services Amendment Bill, allowing for intervention in failing municipalities, has received public comment and will soon be submitted to Cabinet for approval,” Treasury said.

Reforms in that sector target supply and infrastructure challenges.

“Water sector reforms being prioritised by Operation Vulindlela include independent regulation, strengthening local water services by licensing water service providers, legal proceedings on non-compliance by municipalities and trading services reforms. 

“Trading services reforms refer to governance, institutional, management and financial reforms to improve essential services, enabled by a new performance-based grant. The National Treasury is also working closely with the Water Partnerships Office to identify opportunities for private sector participation, such as non-revenue water projects. Non-revenue water refers to the revenue lost from leaking water infrastructure.

Elsewhere, the visa system has been reformed by the Department of Home Affairs to attract skills and boost tourism while the rollout of 5G infrastructure has tapered data costs, expanded connectivity and improved access to network services. – SAnews.gov.za

Governance and compliance essential for community media sustainability

A study on community media has highlighted the importance of addressing governance and compliance challenges, to strengthen the foundation and enhance public trust in community media and small commercial media.

The Research and Development of a Sustainability Model for Community and Small Commercial Media (CSCM), conducted by the Media Development and Diversity Agency (MDDA), has shown that the majority of CSCM organisations - 74% - are partially sustainable.

The study highlighted that while they have access to some of the necessary skills, including resources and financial capacity to be self-sustainable, some CSCM are currently facing challenges, including a lack of financial resources, effective governance structures, an enabling environment and skills, being among the main challenges facing the media organisations.

According to the study which was launched in Johannesburg on Tuesday, a lack of finances was as a result of various factors including difficulty in attracting advertisers, which the study raised as a concern, given that most organisations within the CSMC sector rely on advertising revenue.

“It was found that private sector advertisers are reluctant to advertise with CSCM organisations due to the perception that the organisations are unstable and unprofessional, in addition to these organisations having limited audience reach which is seen to limit the potential exposure of the advertiser’s product to target audiences.

“The challenge in attracting advertisers also extended to government advertising, with representatives from CSCM organisations, as well as representatives from the MDDA, noting that local government appeared to be reluctant to advertise with CSCM platforms,” the study found.

Responding to the findings, MDDA Board Member, Hoosain Karjiekar, emphasised that governance was essential for community media to be sustainable, as it provides the structure and processes that ensure accountability, transparency and ethical management.

However, Karjiekar noted that many community media outlets are often operating with limited resources, struggle with governance due to skill gaps, unclear policies, or competing responsibilities.

Karjiekar emphasised the importance for community media sector bodies and leadership of the media institutions to commit to promoting strong governance practices and streamlining compliance requirements.

“Training for board members and community media leaders in ethical leadership, strategic decision-making, and resource management can go a long way. Strong governance not only improves operations but builds trust with the community, which is essential for long-term support.

“Many community media outlets are also constrained by complex compliance standards that can seem overwhelming. Regulatory frameworks must adapt to the realities of community media, acknowledging their smaller operational capacities while still promoting transparency. Simplified compliance pathways can help these organisations adhere to important standards without stifling their work,” Karjiekar said.

Enhancing revenue generation for financial sustainability

On financial sustainability, which was one of the biggest hurdles facing the community media, Karjiekar said that to fulfil their mission in the longterm CSCM need diversified revenue streams beyond traditional advertising, “which may not always be viable”.

“As the Community Media Sustainability Research Report proposes; community media must explore some of the strategies [including] building partnerships and community sponsorships, leveraging grant funding and crowdfunding, implementing membership programs, [and] hosting community events and workshops,” he said.

He reiterated that ensuring community media sustainability meant fortifying the communities, supporting democracy, and safeguarding voices that might otherwise go unheard.

“Through improved governance, adaptive compliance, and creative revenue strategies, community media can not only survive but thrive, continuing to champion the stories, struggles and successes of the communities they serve,” Karjiekar said.

The study launch coincided with the month that marks the anniversary of Black Wednesday on 19 October 1977, when the apartheid regime silenced critical voices for the marginalised by banning influential newspapers The World and Weekend World. – SAnews.gov.za

Deputy Minister calls on South African thought leaders to drive solutions

Social Development Deputy Minister Ganief Hendricks has urged thought leaders and stakeholders to move beyond posing questions and instead contribute viable solutions towards fortifying South Africa’s social protection systems. 

The Deputy Minister was speaking at the official launch of the Social Security Review Volume 2 held at the HSRC Head Office in Cape Town on Monday. 

Held under the theme “Social Security in the Time of COVID-19,” the gathering in Cape Town brought together influential figures from government, academia, research, and civil society to reflect on the pandemic’s impact on social protection and discuss innovative ways to address the ongoing challenges. 

The Deputy Minister acknowledged the collective efforts behind the publication, which is the result of collaboration among the Department of Social Development, the Human Sciences Research Council (HSRC), and independent experts and researchers. 

Applauding their dedication, the Minister emphasised that the Social Security Review serves as a platform for independent critique and the examination of government interventions on crucial policy matters. 

“Your work is essential for building an informed society that can hold policy decisions to account and ensure that they benefit every South African,” the Deputy Minister noted, urging them to continue their contributions. 

Since its inaugural release in February 2022, the Social Security Review has become a critical resource, providing insights into the gaps exposed by the COVID-19 pandemic. 

“The pandemic brought social protection to the forefront globally,” the Deputy Minister said, highlighting the world’s largest mobilisation of social protection measures seen to date. 

However, he pointed out several gaps in South Africa’s own systems, including sparse coverage and data management for vulnerable groups, particularly unemployed adults, seasonal workers, and informal sector employees. These issues, he added, affect women most profoundly, as they are predominantly represented in insecure, informal work.

Hendricks underscored the urgency of addressing these gaps, given the clear benefits that an inclusive, comprehensive social protection system can offer. He argued that the experiences from COVID-19 made a compelling case for more lofty policies, including the Universal Basic Income Grant. 

“Now is the time to begin serious national discussions on overdue policy choices, and this publication is essential as we work toward a resilient social security system,” he said, linking this to President Cyril Ramaphosa’s strategic focus on poverty reduction and managing the cost of living. 

The Deputy Minister noted that evidence-based decision-making must guide social security reform, especially as South Africa looks towards its National Consultative Dialogue scheduled for December 16, where a united vision for the country’s social protection framework will be on the agenda. 

“The capacity of social protection to reduce inequality and manage poverty is foundational to our nation’s stability,” he said, underscoring the important role of social security in promoting social cohesion and renewing the social contract with South Africans.

Highlighting the tangible impact of social assistance programmes, the Deputy Minister lauded South Africa’s achievements in poverty reduction since the dawn of democracy. 

The country currently provides income support to over 18 million vulnerable individuals, including children, older persons, and people with disabilities. This was supplemented by the Social Relief of Distress (SRD) grant, which began as a temporary measure in 2020 to aid over 8.5 million unemployed adults affected by the pandemic. 

Hendricks said this network of social assistance acts as a lifeline in times of crisis and that “one cannot imagine the depths of poverty our people might have faced without these protections”.

The Deputy Minister shared that climate change and the economic aftershocks of COVID-19 are prompting a re-evaluation of South Africa’s social protection framework. 

“We must build a modern, comprehensive, and shock-responsive system,” he said, adding that social protection reform is not just policy, it’s a constitutional mandate. 

South Africa’s Constitution enshrines democratic values, social justice, human rights, and a commitment to quality of life for all citizens. Hendricks expressed optimism that continued collaboration with experts and academics will drive progress in these areas.

Hendricks extended his appreciation to the authors, editors, and reviewers whose contributions made the Social Security Review Volume 2 possible. 

Their work, he said, will stimulate robust dialogue and help shape policies that support a more equitable future for South Africa. Officially launching the publication, he declared it a must-read for legislators, scholars, and all invested in South Africa’s prosperity. – SAnews.gov.za

The Department of Social Development, in collaboration with the Human Sciences Research Council (HSRC), will on Monday officially launch the Social Security Review Volume 2 publication in Cape Town under the theme: “Social Security in the time of COVID-19”.

First published at the height of the COVID-19 pandemic in 2022, the Social Security Review is a publication that presents in-depth discussions and comparative critical analysis of topical questions and studies of national social security systems and international trends in policy and administration.

The articles are authored by social security experts and peer-reviewed, making the Social Security Review a must-read and must-have publication for policy advocates, researchers, policy makers, civil society, academia and practitioners in the field of social security.

Through this publication, the department said it seeks to generate new knowledge, information and critical analysis to ensure evidence-based decision and policy making in the field of social security.

At the onset of COVID-19 which resulted in national lockdowns across the globe, governments including South Africa introduced a variety of social protection measures to save lives, protect incomes, jobs and livelihoods. 

The department said the COVID-19 pandemic underlined the importance of social protection, not just as a fundamental human right, but also as a social, economic and political stabiliser in times of national and global crises.

“The Social Security Review Volume 2 provides a critical analysis of some of the social protection measures introduced as part of the national response to the COVID-19 pandemic, as well recommendations on how South Africa can build on these towards the realisation of the comprehensive social security system envisioned in the National Development Plan (Vision 2030),” said the department. – SAnews.gov.za

Public Works and Infrastructure Minister Dean Macpherson will next week launch an Expanded Public Works Programme (EPWP) listening tour in Gqeberha, in the Eastern Cape.

During the tour, Macpherson will invite community members to share their experiences regarding the EPWP in a bid to improve and reform the programme.

The Minister will be joined by the Mayor of the Nelson Mandela Metropolitan Municipality, Gary van Niekerk, Ward Councillor Jonny Arendse and EPWP officials.

The EPWP provides an important avenue for labour absorption and income transfers to poor households in the short to medium-term. It is a deliberate attempt by the public sector bodies to use expenditure on goods and services to create work opportunities for the unemployed. 

EPWP projects employ workers on a temporary or on-going basis either by government, by contractors, or by other non-governmental organisations under the Ministerial Conditions of Employment for the EPWP or learnership employment conditions.

The department said over the years, the EPWP has been plagued by allegations of patronage, corruption and jobs-for-political party members due to the way in which EPWP jobs are allocated. 

"Through the listening tour, which will be rolled out nationwide in the months ahead, the Minister hopes to hear from communities about their experiences regarding EPWP and to highlight the issues encountered with the programme," said the department.

The tour and interaction with communities will also inform the Minister’s vision to reimage the EPWP programme. – SAnews.gov.za

Deputy Minister prioritises transformation in sport

The Deputy Minister of Sport, Arts and Culture, Peace Mabe, is using her time in office to drive transformation and gender inequality in sport.

“A key focus for the Deputy Minister has been addressing gender inequality in sport, particularly ensuring equal pay and resource allocation for female athletes,” the Ministry of Sport, Arts and Culture said on Thursday.

Mabe revealed her plans during a media briefing held in Johannesburg with Sport, Arts and Culture Minister Gayton McKenzie to provide a report to the nation on their first 100 days in office following their swearing into office in the Government of National Unity (GNU) on 3 July 2024.

Mabe spoke extensively on her engagements and plans in the ministry, which include driving further transformation within the sporting community; her contributions to the Cricket South Africa Diversity, Equity and Inclusion Indaba; her attendance at the 2024 Paris Olympics and Paralympics, as well as her engagements with global ministers at the International Film Week in Moscow.

“The department is in the final stages of developing a comprehensive Women in Sport Policy Framework, which addresses multiple areas of gender disparity, including participation, leadership, governance and visibility.

"The Deputy Minister has also taken a hands-on approach to supporting women in boxing,” the Ministry said on Thursday.

The Department of Sport, Arts and Culture (DSAC) will soon launch numerous renovation projects for community sporting facilities across the country.  

These efforts aim to provide equal access to quality sports infrastructure, beginning with Limpopo province, where the Deputy Minister will be overseeing the handover of upgraded facilities in Moletji and Lephalale in late October 2024.

In the arts sector, Mabe is leading efforts to create an enabling environment for artists, particularly those in underserved communities.

“One of the key outcomes of her discussions was the recognition that civic and multipurpose community centres can be transformed into hubs for artistic expression and economic activity.

“By providing artists with these spaces, the department aims to directly contribute to job creation and economic opportunities within the creative sector.

“The Deputy Minister further touched on the department’s strategic realignment to now embrace public-private partnerships to revitalise critical programmes within the Department and create opportunities for greater participation in sport, arts and culture,” the Ministry said.

A prime example of this was her visit to the Enos Mafokate Equestrian Sport Centre in Soweto, where the Ministry has explored possible upgrades and partnerships to improve the facility.

Government to relaunch initiative for planting trees

Deputy Minister of Forestry, Fisheries and the Environment Bernice Swarts has announced that her department plans to relaunch an initiative aimed at planting one million trees.

“We want to call on all South Africans – the three spheres of government, forestry sector, private sector, labour, academia, civil society and many others to join this ambitious campaign by pledging and committing to providing and planting trees on that specific day and going forward. Trees are important for life. Plant a tree today,” Swarts said.

Addressing the media on her first 100 days in office, she said the department plans to relaunch the Presidential Ten Million Tree Programme by planting one million trees in one day, on a day to be announced soon. 

The Presidential Ten Million Tree Programme is a clarion call by President Cyril Ramaphosa to all sectors of society led by the department.

As part of the activities for the National Arbor Month campaign, 6 000 trees were planted. 

“The launch [National Arbor Month campaign] was hosted at Freedom Park in Pretoria and the closing ceremony at Fort Cox Agriculture and Forestry Training Institute in Middledrift, Eastern Cape. A total of 6000 trees were planted in both the localities that hosted these ceremonies. 

“The Arbor Month campaign is aimed at raising awareness among South Africans about the importance of conserving, protecting, and planting trees for the benefit of both the environment and society,” the Deputy Minister said.

As part of the Arbor Month launch, she planted the first tree to officially initiate the Forest of Freedom at the designated site at Freedom Park in honour of the heroes and heroines who contributed to South Africa's democracy and liberation struggle. 

“The first 30 trees planted at the Forest of Freedom marks the 30 years of freedom and democracy in South Africa. World leaders and other luminaries visiting Freedom Park will get an opportunity to plant a tree in the Forest of Freedom, when it is ready,” the Deputy Minister said. 

She was reflecting on the work that has been done since her appointment by President Cyril Ramaphosa as a Deputy Minister.

The learners will also hear from industry professionals from Gibela, the Gautrain and the Transport Education Training Authority, who will share their personal career experiences and opportunities in the rail sector.

In addition, PRASA teams from Human Capital, PRASA TECH, and PRASA CRES (Corporate Real Estate Solutions) will be present to provide further career guidance.

Human Settlements aims to improve rural landscape

Human Settlements Minister Mmamoloko Kubayi says improving rural human settlements, both in terms of the rural ecological environment and the creation of a healthy rural human settlements environment, are areas that require intensive research.

“Not only will this help us to reinvigorate rural development, but it will also assist us with mitigating climate change and its effects,” Kubayi said.

Kubayi was speaking at the launch of the Human Settlements Research Strategy held in Kempton Park, Gauteng, on Monday.

The research strategy launch, which coincided with World Habitat Day celebrated around the world on the first Monday of October, provided direction and identified the long, medium, and short-term timelines of research activities.

The launch aimed to set up partnerships with research institutions within the built environment and the human settlements sector. It also aims to outline collaborative arrangements and roles and responsibilities of partnering stakeholders.

In her address, Kubayi said the human settlements sector is faced with many challenges, including climate change, population growth, low economic growth, urbanisation, slow spatial transformation, and governance instability at local government level.

In the world that is undergoing rapid urbanisation, Kubayi said many villages are facing a series of problems such as depopulation, population ageing, insufficient infrastructure, and public service facilities.

She said while most of government’s work has been focused on responding to the challenges of accessing urban land for human settlement, including the sprouting of informal settlements and the rise of inner-city slums, the challenges of unsustainable human settlements in rural areas have received little or no attention.

“Well-researched solutions are required as an antidote to these challenges so that we can be able to create a peaceful, economically sustainable, and stable country. It, therefore, stands to reason that we would like to place more emphasis on applied research, which will help us to provide solutions to an existing problem,” Kubayi said.

The Minister highlighted that the research agenda launched has been developed to do to inform planning, policy development and review, as well as implementation processes within the human settlement sector.

“The Research Agenda will assist to uniformly identify problematic areas that need to be resolved within the policy and implementation space,” Kubayi said.

The research has also been developed to signal to funders and development partners what research areas require investment; assist the department to guide resource allocation for research; encourage research collaboration in dealing with common problematic areas; and to drive capacity building by encouraging students to participate in the human settlements sector research, amongst others.

Kubayi also noted that the nexus between policy, research and practice is not linear but highly complex.

Influencing long-term policy and practice

She said the department is of the view that research cannot be expected to serve only current policies, but it is also expected to influence policy and practice in the long-term.

“The scope of the human settlements research agenda is therefore broad, so that the selection of certain areas and topics for priority will not be exhaustive. However, it marks the focus in the next three financial years.

“There is extensive research in human settlements that has already conducted across many institutions. We plan to leverage on this existing research and invest in further research in the sector,” Kubayi said. 

The Minister added that research collaboration, where different organisations will work together to fund specific research of common interest will be encouraged, and the department will pursue various collaborative approaches.

Research chairs to support higher learning institutions 

The Minister also announced that the department intends to establish research chairs, where institutions of higher learning will support research based on their expertise.

The Minister explained that through research chairs, post graduate students will be encouraged to select their academic topics from the research agenda or have a topic within the thematic areas established in the research agenda.

“The departmental research committee will approve the topical issue that the student selected for funding. Part of the research will be funded directly by the department though the commissioning of research, call for papers as well as providing part of the funding to students’ academic programme,” Kubayi explained. – SAnews.gov.za

Agriculture dept oversees surveillance programme for African citrus greening disease

The Department of Agriculture, Land Reform and Rural Development (DALRRD) has announced a planned surveillance programme for African citrus greening disease in and around Gqeberha in the Eastern Cape.

The surveillance programme is an official process conducted to determine pest presence or absence in an area.

The planned surveillance programme follows the African strain of the disease, which was recently detected in the residential areas of Gqeberha.

African citrus greening disease is a bacterial disease of citrus trees, which is primarily spread or transmitted by the insect vector African citrus psyllid (Trioza erytreae).

The most characteristic symptoms on leaves of affected trees include blotchy mottling and yellowing of leaf veins.

The disease reduces the quality of fruit, making it unsuitable for sale as fresh fruit or for processing.

The department said during the planned surveillance programme, a delimiting survey will be administered to determine the geographic distribution of citrus greening (African strain) in the area as a basis for further consideration of whether the pest is widely distributed or not.

This is to enable the implementation of effective and efficient phytosanitary measures.

“For this survey, DALRRD will collaborate with Citrus Research International (CRI) to survey citrus trees for suspicious symptoms, and samples might be taken for laboratory analysis,” the department said in a statement.

The department has since informed nursery owners, including citrus growers and community members in and around Gqeberha, about the planned surveillance programme.

The department has urged the residents of Gqeberha and surrounding areas to cooperate with DALRRD and CRI officials, who will be working in and around their areas for surveillance activities.

Residents are also urged not to tamper with any of the department’s yellow sticky traps, as they collect valuable information.

Citrus greening is under official control in terms of the Control Measures R.110 of 27 January 1984 of the Agricultural Pests Act (APA), 1983 (Act No. 36 of 1983).

The intra-provincial movement of citrus propagation materials from infested areas to non-infested areas in the Eastern Cape is prohibited.

Infested areas include the districts of Alfred Nzo, OR Tambo, Buffalo City Metropolitan Municipality (Wards 1-10, 15, 16, 18, 19, 27-29, 31, 46, 47 and 50), Great Kei (Ward 1), and Nelson Mandela Bay Metropolitan Municipality (Wards 1-15, 32 and 39).

Some of the non-infested areas include the districts of Ukhahlamba, Amathole, Chris Hani, Nelson Mandela Bay Metropolitan Municipality (wards 16-31; 33-38; 40-60) and Cacadu.

“It is against this background that nursery owners, informal traders, citrus growers and community members are encouraged not to move plants and plant propagation material from infested areas to non-infested areas, unless such movement is authorised by means of a removal permit, in terms of the Agricultural Pests Act,” the department said.

Steenhuisen to launch national food survey launch

Meanwhile, Agriculture Minister John Steenhuisen will on Wednesday launch the findings of the National Food and Nutrition Security Survey (NFNSS) in Pretoria.

This after the DALRRD commissioned the Human Sciences Research Council (HSRC) to conduct the NFNSS between 2021 and 2023.

The survey was conducted in all nine provinces, with 10 reports produced, including one for each province and one national report.

The department said the survey’s findings offer insights into the current state of food and nutrition security in the country at the district sphere.

“The aim of the survey was to generate baseline data that government will utilise to provide targeted support interventions to households. Support to households is aimed at providing access to adequate food and nutrition towards food security,” the department said. – SAnews.gov.za

Leaders in water sector challenged to act against pollution

Water and Sanitation Deputy Minister Sello Seitlholo has challenged leaders in the water sector to act decisively against the pollution and contamination of the country’s water resources.

Seitlholo made the call on Thursday at the launch of the Vaal River Anti-Pollution Forum, which is aimed at addressing long-standing pollution affecting water quality in the Vaal River.

Launched in Vanderbijlpark, Gauteng, the Vaal River Anti-Pollution Forum is aimed at coordinating, improving and integrating efforts for the management of the Vaal River water quality, in line with its determined resource quality objectives.  

The forum will also provide high-level guidance aimed at ensuring the protection of the Vaal River, as well as identifying remedial actions to mitigate the impact of pollution.

Seitlholo warned that the pollution of water resources remains one of the greatest risks that faces the country’s water security and sustainability.

He challenged the leaders to decide if they will meet the moment to protect the country’s precious resource for future generations.

“Indeed colleagues, we must decide here today whether we will be the ones who will be remembered for directing the course of every river and every stream to a sustainable future of access to clean and safe water for all. I am here to sound the alarm.

“Like the captain of a ship on a rough course at sea, I am here to sound the blasts. I am here to say, this is our moment to act and act decisively against the pollution and contamination of our water resources or we will face a disaster of titanic proportions,” Seitlholo said.

Highlighting the significance of the Vaal River, which is the second largest river in South Africa after the Orange River -- into which it flows -- Seitlholo said the 1 200 kilometre-long river crosses a number of provinces, including Mpumalanga (where it originates near Ermelo), Gauteng, the Free State and the Northern Cape.

“Large dams, including Grootdraai, the Vaal and Bloemhof dams are constructed on the river to ensure a steady water supply to citizens of these provinces and the industries dependent on water from the river. The Vaal Dam is the most important dam in the country because of its role as the primary supplier of water to the economic heartland of South Africa -- Gauteng,” Seitlholo said.

The Deputy Minister said the Vaal River is also vital for the life of the country’s economy, and millions of jobs and livelihoods.

“If we were to lose this river system to unmitigated and rampant pollution, we would lose millions of livelihoods and lives. I am therefore sounding the alarm... This is a crucial moment for the future of this precious water resource.

The Vaal River, due to its extent and the development sectors it supports, receives a huge volume of pollution from urban developments, both formal and informal settlements, wastewater treatment works, runoff from mines, agriculture and discharge of treated wastewater from industries,” Seitlholo said.  

He said the forum must play a crucial role in ensuring that stakeholders are constantly around the table to chart solutions towards fighting pollution of the Vaal River.

In April this year, Water and Sanitation Minister Senzo Mchunu pronounced on the establishment of the forum, whose objectives are to coordinate, improve and integrate efforts for the management of the Vaal River quality.

This will be done through addressing risks elevated by the 16 Catchment Management Forums (CMFs).

Currently, there are 16 sub-catchment forums, including 10 in the Upper Vaal, four in the Middle Vaal and two in the Lower Vaal.  

Seitlholo explained that the forum will escalate systemic challenges that cannot be resolved within these sub-catchments.  

“The forum, through task teams, will investigate and make recommendations on short-, medium- and long-term actions that must be taken to improve the performance of the smaller forums, and to elevate and effect any systematic actions to improve the water quality status in the Vaal, which is linked to the Catchment Management Strategy for the Vaal-Orange Catchment Management Agency (VOCMA) and the larger national water quality strategy to synchronise role player actions.

“Through regular reporting, the chair and vice chair of VOCMA will report on activities to also ensure effective feedback linkages between the overarching forum, the sub-catchment forums, the VOCMA (as local implementer) and the DWS, as the regulator,” Seitlholo said.

Seitlholo said the causes of water quality deterioration need to be addressed in collaboration with the sectors that benefit from the river.

He further acknowledged the role played by the Departments of Human Settlements, Cooperative Governance and Traditional Affairs, Agriculture, and Environmental Affairs in land use management.

“The Department of Forestry, Fisheries and Environmental Affairs... also plays a role in the management of biodiversity and the control of alien invasive species. The departments and the forum can do everything in their power to turn the tide against water pollution,” Seitlholo said. – SAnews.gov.za

Nelson Mandela Bay Municipality Mayor, Gary van Niekerk, has hailed the launch of a R68 million water treatment plant at Orion Engineered Carbons South Africa as a major boost for water conservation.

Based in Deal Party, Gqeberha, the only carbon Black producer in Sub-Saharan Africa, will now pump treated wastewater from the neighbouring Fishwater Flats Wastewater treatment plant and treat it onsite to meet its production standards for non-drinking water use.

Van Niekerk said the launch is a testimony of what the city is capable of when it works closely with big business.

"These symbiotic relationships can be in the interest of the common good and not just the bottom lines of the business community. Thank you to the international and local management of Orion South Africa for making today possible.

"It is truly a trendsetting step that will hopefully encourage other major businesses to follow in their footsteps. Thank you for the vote of confidence in our city. We truly appreciate your investment,” Van Niekerk said.

The usage of treated wastewater at its production plant in Deal Party, frees up drinking water that will no longer be used by the company and translates to a long-term financial benefit as treated wastewater is cheaper while also contributing towards the preservation of precious drinking water.

Orion Chief Director, Corning Painter said the investment is meaningful since it contributes to water conservation in a water-scarce area.

“While several companies use treated wastewater from Fishwater Flats for various applications, Orion South Africa is one of the first to use large volumes of wastewater for the purpose of producing carbon black,” Painter said. – SAnews.gov.za
