Nelson Mandela Bay Municipality assures of safe festive season

Nelson Mandela Bay Municipality assures of safe festive season

The Nelson Mandela Bay Municipality has committed to collaborating with all law enforcement agencies to keep residents and visitors safe during the festive season.

The municipality and South African Police Service (SAPS) this week unveiled the 2024 Safer Festive Season Programme with a zero-tolerance approach towards crime at an event held in Feather Market Hall.

Nelson Mandela Bay Municipality Mayor, Babalwa Lobishe, led the operation together with the SAPS Nelson Mandela Bay District Commissioner, Major-General Vuyisile Ncata and Mayoral Committee Members.

Speaking at the launch, Lobishe said the cooperation agreement includes all spheres of government and civil society in creating a safe and secure environment; development of programmes, plans, interventions and infrastructure that will seek to reduce the levels of crime; and alignment of strategies and coordination of implementation.

"Certainly, we would like to see a clean and safe city. That is why I applaud the EDTA's [Economic Development Tourism and Agriculture] initiative of internal collaboration with public health as well as with the SAPS, businesses, and the tourism industry to ensure that these conditions for a successful season are addressed in preparation for the 2024/25 summer season.

“We wish to welcome back home those who work in other towns and the thousands of tourists who will be enjoying our ‘Friendly City’ and assure them that we are ready to delivery yet another memorable festive season," Lobishe said.

The Mayor added that the Departments of Home Affairs and Correctional Services have been integrated into the festive season operation.

The launch was held in conjunction with a successful road safety roadblock on the N2 Neptune Bridge.

A total of 454 vehicles were stopped while 225 were searched. Traffic fines for unlicenced and unregistered vehicles were issued, including two arrests, one for unlicenced firearm and one for driving under the influence of alcohol.

Ncata said criminals were operating in an organised fashion, and due to this, the law enforcement agencies have jacked up their operations.

He said he was happy with the police readiness, saying whether it be the traffic services, police, or metro police, “we are going to intensify our operations”.

The Major-General warned that the police will not tolerate lawlessness in the city.

“We want to hit the [ground] running, we want to be in the hot spot areas and roadblocks and address our crime generators especially in our taverns [and] check their compliance as well. Criminals are brazen, while we have our own plans, they also have their own plans."

Ncata highlighted that since the signing of the cooperation agreement, the district has seen a reduction in crime statistics, especially in house robberies, car and truck jackings, and street robberies where firearms are used. – SAnews.gov.za

Vodacom Group (www.Vodacom.com) has partnered with technology providers to provide young people on the continent with access to digital skills as part of its commitment to driving digital literacy for Africa's next generation. Together with AWS, Microsoft, Skillsoft and other collaborating organisations Vodacom aims to bridge the digital skills gap across eight African countries and upskill 1million young people by 2027.

The Vodacom Group Digital Skills Hub is available in South Africa, Ethiopia, Tanzania, Mozambique, Lesotho, Egypt (Talimy), the Democratic Republic of Congo (VodaEduc), and in Kenya (Industry Digital Talent Program) to empower the next generation of digital innovators, enabling Africa's digital society and leveraging existing e-learning platforms in the respective markets.

According to the International Finance Corporation (IFC), over 230 million jobs will require digital skills in Africa by 2030, yet the continent faces a significant gap in supply and demand for digital expertise.

“The African continent is plagued in many countries with high levels of unemployment, gender inequality, income disparity and limited access to education, healthcare and essential services. These challenges inform our purpose and drives our strategy to connect for a better future, leveraging digital technologies to drive inclusion into the future for the betterment of people. The launch of the Digital Skills Hub is testament to our commitment to pioneering the path to a digital and more inclusive Africa”, says Shameel Joosub, Vodacom Group CEO.

The Vodacom Digital Skills Hub provides access to self-paced, digital skills training for those aged between 18 and 35. This is in addition to Vodacom Group's existing free, e-learning platforms across its markets. E-learning and digital classrooms have made it possible for students in remote or underserved areas to access quality education with platforms such as Talimy in Egypt, e-Fahamu in Tanzania, VodaEduc in the Democratic of Congo (DRC), Faz Crescer in Mozambique and an e-learning platform in South Africa, providing a wealth of online resources, which cater to different learning needs.

“We are extremely excited about this initiative which seeks to inspire the next wave of digital innovators. Our main aim with this initiative is to not only address the digital skills shortage on the continent but to also nurture a pipeline of young talent and in turn advance Africa's digital future, boosting opportunities for empowerment in an inclusive digital economy,” adds, Matimba Mbungela, Chief Human Resources Officer at Vodacom Group.

The Vodacom Digital Skills Hub is designed to empower the next generation, to consider a career in science, technology, engineering, and mathematics (STEM), and entails fun and engaging practical digital skills training for young people on the continent. AWS Educate is one of the first programs to be offered through the Digital Skills Hub and an additional program to Vodacom's various existing online learning platforms. AWS Educate offers beginners an extensive library of self-paced online training that covers a range of topics from cloud fundamentals to artificial intelligence and machine learning.

“With over 400 million young people between the ages of 15 and 35 in Africa, the continent has the youngest population in the world. Digital is the new currency, it is therefore imperative that we invest in them and provide them with the necessary digital skills that will not only boost their growth and development but that of the continent too,” concludes Joosub.

Lamola urges global citizens to hold G20 leaders accountable

Location: News

Lamola urges global citizens to hold G20 leaders accountable

By Gabisile Ngcobo

Rio de Janeiro- International Relations and Cooperation Minister Ronald Lamola says global citizens must hold the leaders of the Group of 20 (G20) accountable.

This comes after various declarations and commitments were made during the summit that opened on Monday in Rio de Janeiro, Brazil.

The first day of the G20 Leaders’ Summit came to an end on Monday, with important results for the future of the planet and crucial commitments such as the fight against hunger, sustainable development and the taxation of billionaires.

“Each of them was speaking and committing. I think the people of the world will have to make the leaders accountable for their commitments that are being made at the G20.

“They will be a platform next year in South Africa to take stock of the commitments of how far the world has progressed,” he told the South African media.

In their G20 declaration, the leaders said they remain resolute in their dedication to fighting hunger, poverty, and inequality, promoting sustainable development in its economic, social, and environmental dimensions, and reforming global governance.

They also acknowledged that what was needed was a political will to create conditions to expand access to food and welcomed the launch of the Global Alliance against Hunger and Poverty under Brazil’s G20 Presidency.

Meanwhile, the document referred to the “catastrophic humanitarian situation in the Gaza and the escalation in Lebanon,” and highlighted the urgent need to expand humanitarian assistance and reinforce the protection of civilians.

They also touched on the war in Ukraine, stressing the human suffering and the negative impact it has on global food and energy security, supply chains, macro-financial stability, inflation and growth.

The leaders also committed to scaling up urgent action to address challenges posed by climate change, biodiversity loss, desertification, ocean and land degradation, drought and pollution.

This prominent gathering of world leaders pledged to work for a reinvigorated and strengthened multilateral system, rooted in the United Nations Charter and International Law, with renewed institutions and reformed governance that is more representative and reflect the realities of the 21st century.

Lamola strongly believes the commitments made will be fulfilled.

“As you’re aware, we continue to look for the implementation of the Paris Agreement on climate change and the people of the world must do the same and we’ll ensure that there’s implementation on what is committed.”

South Africa’s G20

Brazil will hand over the reins this afternoon as South Africa is set to assume the Chair of the G20 from Brazil on 1 December with the preparations to host the summit next year currently underway.

South Africa’s G20 Presidency will focus on solidarity, equality, and sustainability.

He told the media that the country will also have a sharp focus on artificial intelligence (AI), including innovation for Africa.

The Minister described AI and innovation as crosscutting in various sectors and believed they could help “leapfrog” the African continent to par with developed countries.

In addition, he said the country’s G20 Presidency will also zoom into the Pact of the Future which was adopted by the world leaders at the Summit of the Future in September this year.

The United Nations General Assembly (UNGA) adopted this pact that aims to make the organisation more relevant and effective on the global stage in the 21st century.

“Indeed, the agenda is loaded but we believe from the declaration read here in Brazil will be able to build a consensus and also shine the spotlight on the number of issues for the Global South and African continent and the marginalised people of the world,” Lamola said.

Meanwhile, the Minister said the value of hosting the G20 Leaders’ Summit far surpasses any amount injection into the gross domestic product (GDP) and spoke about the boom in tourism.

“You can see that the City of Rio is alive, and it has been like this for the whole year of Rio hosting several Ministerial Meetings, working groups, task teams and task forces. People were flocking to Brazil, and it has shone a spotlight on the issues of the world and the economy.”

Lamola is also of the view that the money that will be injected into the country hosting the summit will be a worthy investment. – SAnews.gov.za

Construction mafia disrupts projects worth R63bn

Location: News

Construction mafia disrupts projects worth R63bn

Since 2019, construction site disruptions by criminal syndicates have disrupted over 180 projects worth R63 billion, using tactics such as extortion, intimidation, violence and sabotage.

“Their demands for up to 30% of contract value undermine the integrity of our procurement systems and delay critical infrastructure delivery,” the Deputy Minister of Finance, Ashor Sarupen, said on Tuesday in Durban.

Addressing the National Construction Summit on site disruption, the Deputy Minister said while the construction industry faces numerous challenges, none is more urgent than the persistent site disruptions by criminal syndicates and community protests.

South Africa’s construction industry is a vital cog in the economy as it contributes around 3% to gross domestic product (GDP), employs over 1.3 million South Africans, with 176 000 jobs added just in the third quarter of 2024.

This sector is a lifeline for low-skilled workers, who often struggle to find opportunities elsewhere, however the disruptions undermine the sector’s potential.

“Construction projects also have an unmatched multiplier effect. For every R1 million invested in construction, more than three jobs are created. This is the highest multiplier across all sectors in our economy.

“It is no surprise that the government has identified infrastructure development as a cornerstone of our economic recovery. The 2024 Medium-Term Budget Policy Statement (MTBPS) reaffirmed our commitment to shifting government spending from consumption to investment.

“This aligns with the President’s call to transform South Africa into a “construction site” to drive inclusive growth and job creation,” the Deputy Minister said.

Over the next three years, government plans to invest over R900 billion in the construction sector.

“Our reforms in procurement, infrastructure investment, and structural economic transformation are concrete commitments to changing the lived realities of millions of South Africans.

“However, to fulfill these ambitions, we must recognize that the construction mafia and site disruptions reveal deeper socio-economic fractures within our country.

“These disruptions are not merely an operational challenge. It is not only businesses that are being disrupted but the lives and livelihoods of our people,” the Deputy Minister said.

They also represent a critical stress test for the broader economic governance architecture, revealing the fragile interdependencies between formal institutional frameworks and reality on the ground.

“For now, these disruptions show how easily our carefully planned economic rules break down when they meet real-world challenges.

“They show just how difficult it is to conduct honest business in an environment of deepening unemployment, poverty, and the desperation it often leads to.

“To address this crisis, we need a holistic response—one that combines stricter law enforcement, improved governance, and community engagement to address the root causes of these disruptions,” Sarupen said.

Government’s intervention
To address these challenges, the government is pursuing a three-pronged strategy, which includes Reforming Public Procurement; Expanding Public-Private Partnerships (PPPs) and Increasing Infrastructure Investment.

“The Public Procurement Act, signed into law earlier this year, lays the foundation for a more transparent, efficient, and inclusive procurement system.

“Under the new regulations, subcontracting will be allowed only where feasible and must follow due process to prevent abuse.

“Government entities will have the option to pay subcontractors directly, eliminating the delays and exploitation often experienced under the current system,” the Deputy Minister said.

He said these reforms are designed to empower small and emerging contractors while safeguarding the integrity of our procurement processes.

Government’s R900 billion in planned investments is supported by capital budgeting reforms to ensure that projects are well-planned and implemented on time, mobilising private sector funding to augment limited public resources and prioritising integrated urban development to create dynamic cities that enable economic activity.

“This is not just about bricks and mortar; it is about transforming lives by providing the infrastructure needed for housing, education, healthcare and transport.

“Our efforts to revitalize the construction sector are part of the broader reform agenda under Operation Vulindlela, a joint initiative between the National Treasury and the Presidency,” Sarupen said.

Since its launch in 2020, Operation Vulindlela has delivered significant progress in:

1. Stabilising the electricity supply.
2. Reducing the cost and improving the quality of digital communications.
3. Securing sustainable water supply.
4. Enhancing the efficiency of freight transport.
5. Reforming the visa regime to attract skills and grow tourism.

“Phase 2 of Operation Vulindlela focuses on creating dynamic and integrated cities to support urbanization and economic growth. This will require substantial contributions from the construction sector to build the housing, schools, and transport infrastructure needed for our rapidly growing urban population,” the Deputy Minister said. - SAnews.gov.za

African Development Bank to Join World Leaders at the G20 Leaders’ Summit

Location: News
African Development Bank Group (AfDB)

African Development Bank (www.AfDB.org) President Akinwumi Adesina is in Rio de Janeiro where he will reaffirm his commitment to ending hunger and malnutrition.

The theme of the G20 Rio Summit is “Building a just world and a sustainable planet”. It will be held from 18-19 November, and a major focus here will the G20's Global Alliance against Hunger and Poverty, an ambitious initiative led by the current G20 Chair Brazil, which seeks to unite developed and developing nations in eradicating hunger and addressing inequalities.

The Alliance will launch a range of coordinated actions which include expanding the production of healthy food and developing sustainable agriculture. Africa, which accounts for more than a third of the world's hungry people is central to that. According to the 2024 State of Food security and Nutrition in the world 20.4% of Africa's population are facing hunger.

“In Africa over 280 million people suffer from hunger, some 38% of the hungry people in the world” African Development Bank President Adesina stated at the 2024 World Food Prize Norman Borlaug Dialogue in Iowa last month.

“Hunger is the worst form of deprivation. The mind, the body, and the soul are shrivelled by hunger. Hunger strips away human dignity,” he said.

The African Development Bank, along with the World Bank and several other development institutions have affirmed support for the new Global Alliance initiative. Specifically, the African Development Bank and the Inter-American Development Bank have launched a campaign to use IMF Special Drawing Rights (SDRs) channelled through multilateral development banks under a hybrid financing mechanism, to scale up financing to back the effort.

The African Development Bank's Feed Africa (http://apo-opa.co/3ZazvNe) strategy under its High Five priority blueprint, steadfastly continues to bolster its objective of food security and resilience in Africa.

The Brazilian Presidency is building upon the progress achieved under the Indonesian and Indian G20 Presidencies in strengthening multilateral development Banks to become bigger, better and more effective institutions.

Brazil will hand over the baton of the chair of the G20 to South Africa at the end of the Rio summit.  The Group of Twenty or G20, comprises 19 countries and two regional bodies: the European Union and the African Union. The G20 members represent around 85% of the global GDP, over 75% of the global trade, and about two-thirds of the world population.

Remembering fallen heroes

Location: News

Remembering fallen heroes

Transport Deputy Minister Mkhuleko Hlengwa has called on South Africans to honour the sacrifices of road traffic enforcement officers and recommit to making roads safer for all.

The Deputy Minister was delivering remarks at the World Remembrance Day of Road Accident Victims at a wreath-laying ceremony for fallen traffic officers in Pretoria on Sunday.

Hlengwa highlighted the dual tragedy of lives lost to road accidents and those sacrificed by officers safeguarding others.

“Today, we gather to observe a day to reflect, honour, and remember those whose lives have been tragically cut short or forever changed by collisions on the roads globally. We also solemnly remember the fallen traffic law enforcement officers who have died in the line of duty, trying to prevent road collisions and save lives.

“As we remember the 69 traffic officers who died in the line duty since 2019, we reflect on the significance of their sacrifice. These officers gave their lives in the pursuit of justice and the protection of others,” he said.

The majority of these officers, 28 in total, were from Gauteng, followed by 13 from KwaZulu-Natal, nine from Mpumalanga, seven each from the Eastern Cape and Limpopo, two from the National Traffic Police, and one each from the Free State, Northern Cape, and Western Cape.

The Deputy Minister said the officers did not shy away from danger but faced it with courage and resolve. In doing so, he said they showed the nation what true heroism looks like - a commitment to service that goes beyond duty and extends into the realm of sacrifice.

The Deputy Minister reflected on the alarming road fatality statistics. South Africa recorded 11 883 road deaths last year, a 4.4% decrease from 2022. However, the figure still reflects thousands of shattered lives.

“These tragedies are not just statistics; they are real people — mothers and fathers, sons and daughters, brothers and sisters, friends and colleagues. Behind every number is a person with dreams, aspirations, and loved ones, whose world is forever altered,” he said.

Progress and Renewed Commitments

South Africa has made strides since the launch of the National Road Safety Strategy in 2016, with a 15% reduction in fatalities from the baseline of 13 967 deaths in 2010. Despite this, Hlengwa stressed that progress must accelerate to meet the 2030 goal of halving road fatalities.

In response, the government plans to revise the strategy, setting a target to reduce road deaths by 5% for the 2024/25 financial year.

“Based on this it is self-evident that South Africa has made progress, achieving 15 percent reduction compared to 2010. Today is not just about grief, however — it is about action. Every life lost is a call to action for all of us to take road safety seriously.

“As a country we have decided to review our National Road Safety Strategy to accelerate the rate of reduction in fatalities so that we may achieve the set target sooner rather than later.

“Over the medium-term greater focus will be put on road safety education, engineering and law enforcement. Effective evaluation mechanisms will also be put in place to ensure the effectiveness, efficiency and impact of our programmes. The revised target set is to reduce road fatalities by five (5) percent for the 2024/25 financial year,” Hlengwa said.

A Day of Remembrance and Resolve

Hlengwa paid tribute to road accident victims and their families, urging the nation to remember the human cost behind the statistics.

“Today, we stand together in the hope that our collective efforts can help prevent future tragedies. We remember that every life is precious, and every loss is felt deeply within families, communities, and nations.

“As we light a candle in remembrance, let us also light a flame of hope — hope for safer roads, for a future where fewer families have to experience the heartache of losing a loved one to a road accident,” he said.

The Deputy Minister outlined critical actions to prevent road accidents, including driver education, improving road infrastructure, and supporting survivors.

“Road accidents are often preventable. Whether through better infrastructure, safer vehicles, responsible driving, or stricter enforcement of laws, there is much we can do to reduce the number of lives lost on our roads,” he urged.

Globally, South Africa lags behind some nations that have achieved remarkable reductions in road fatalities. Hlengwa pointed out that ten countries reduced fatalities by over 50% last year, providing a benchmark for South Africa to aspire to. – SAnews.gov.za

SA makes progress with HPV vaccination to prevent cervical cancer

Location: News

SA makes progress with HPV vaccination to prevent cervical cancer

As the country joins the global community in marking four years of the global movement known as the Cervical Cancer Elimination Day of Action, the Department of Health has expressed confidence in the nation’s progress in combating cervical cancer.

Through expanded screening and testing initiatives, the country is making strides toward preventing cervical cancer as a public health challenge.

According to the department, the country has one of the highest rates of cervical cancer among women and faces a significant burden, with an estimated 13 800 new cases annually.

According to the World Health Organisation, cervical cancer is the fourth most common cancer in women globally with around 660 000 new cases and around 350 000 deaths in 2022.

“In South Africa, cervical cancer is the second most common cause of cancer in women. Though, cervical cancer can be cured if diagnosed at an early stage and treated promptly,” the department said.

Cervical Cancer Elimination Day of Action, observed annually on 17 November each year, marks a historic commitment made in 2020 by 194 countries, including South Africa, to eliminate cervical cancer. The campaign aligns with the launch of the World Health Organization's Global Strategy to achieve this groundbreaking goal.

“The government has introduced a number of interventions to prevent cervical cancer amongst women, and these include the launch of Human Papillomavirus (HPV) vaccination campaign in 2014 to reduce the incidence of cancer of the cervix mainly targeting all girls in grade 5, aged 9 years and older in all public and special schools.

“So far, between 85% and 89% of targeted girls received one or more doses. Studies have shown that vaccination in late childhood/early adolescents is effective as strong immunity develops (before onset of sexual activity),” the department said.

The department highlighted that over this period more than 7.1 million doses have been administered, and more than 4 million girl learners protected.

“It is estimated that approximately 85% of girls 9 – 15 years in public schools and approximately 75% of all girls 9 – 15 years in South Africa have been vaccinated and are protected from developing cervical cancer. The programme has since been extended to private schools effective from this year in order to ensure no girls child is left behind, with or without medical aid,” the department said.

The success of the HPV vaccination programme in South Africa has been attributed to high level political commitment by the Ministries of Health and Basic Education including civil society, parents and school governing bodies, dedicated funding from the National Treasury.

This year’s commemoration focuses on healthcare workers for their commitment in the fight against cervical cancer which is encapsulated in the theme: “Elevating Frontline Health Workers: Transforming Global Commitments into Lifesaving Actions”.

It underscores the critical role that healthcare professionals play in enhancing awareness, screening, and treatment of cervical cancer.

“Healthcare workers (HCWs) are pivotal in implementing cervical cancer screening programs and educating communities about prevention. Their knowledge and attitudes significantly influence screening uptake among women. Studies have shown that inadequate knowledge and misconceptions among HCWs can lead to suboptimal care for cervical cancer patients, highlighting the necessity for continuous education and training,” the department said.

It is for this reason that the Department of Health, in collaboration with World Health Organisation, is rolling out capacity training for clinicians in provinces to improve their confidence in performing cervical cancer screening, diagnosis and treatment procedures.

“A total number of 405 299 girl learners (88.6% of the target population) received HPV vaccination during February/March 2024 round of HPV vaccination against cervical cancer. To date, 17 of the country's 52 health districts have begun using HPV testing with more districts expected to start during the current financial year,” the department said.

While the country is making progress with HPV vaccination, the department noted that cervical screening and treatment are lagging behind.

Thus, the department has reminded parents and care givers to ensure that all eligible girls who missed HPV dose, should get catch-up doses offered in primary health facilities free of charge. – SAnews.gov.za

President arrives in Brazil to lead SA’s participation at G20 Summit

President Cyril Ramaphosa arrived in Brazil on Saturday night to lead South Africa’s participation in the Group of Twenty (G20) Leaders’ Summit in Rio de Janeiro.

The G20 Leaders’ Summit, which will be held between 18 and 19 November 2024, will focus on “Building a Just World and a Sustainable Planet”.

“Brazil’s G20 Presidency continues the global south rotating Presidency and during its tenure prioritises social inclusion and the fight against hunger and poverty, energy transitions and the promotion of sustainable development in its economic, social, environmental dimensions and the reform of global governance Institutions,” the Presidency said in a statement.

On Sunday, 17 November 2024, President Ramaphosa will participate in the launch of the Leveraging the Potential of Renewables – The Road to Johannesburg Campaign.

On Monday, 18 November 2024, at the beginning of the Leaders’ Summit, the President will present South Africa’s statements during plenary sessions. These statements will focus on the fight against hunger and poverty and the reform of global governance institutions.

South Africa will officially receive the G20 Presidency during the Leaders’ Summit and will continue to build on the initiatives of its Global South predecessors starting from 1 December 2024, under the rallying call of “Solidarity, Equality, and Sustainability”.

The G20 is the leading forum for global economic cooperation and governance, representing 85% of the world’s Gross Domestic Product (GDP), 75% of global trade, and two-thirds of the global population.

It serves as a platform to promote effective multilateral cooperation by uniting the world’s major economies to ensure economic stability and sustainable growth worldwide.

The G20 consists of 19 countries: Argentina, Australia, Brazil, Canada, China, France, Germany, India, Indonesia, Italy, Japan, South Korea, Mexico, Saudi Arabia, South Africa, Russia, Türkiye, the United Kingdom and the United States. Additionally, it includes two organisations: the African Union and the European Union.

The President is expected to hold bilateral meetings on the margins of the Leaders’ Summit.

According to the Presidency, South Africa’s participation in the G20 is guided by the four strategic foreign policy pillars.

These include advancing national interests to attain domestic objectives, enhancing the African agenda and promoting Africa’s sustainable development, South-South Cooperation and influencing the global multilateral architecture by advancing the agenda of the South through North-South dialogue.

“South Africa’s participation in the G20 therefore seeks to provide strategic direction in establishing a more equitable, representative and fit-for-purpose international order, in support of the main multilateral processes under the United Nations.”

Government to launch public education campaign on food safety

Government to launch public education campaign on food safety

As part of measures to address the incidents of food-borne illnesses, government is to launch a public education campaign aimed at children, parents, caregivers and the broader community on food safety and the identification, handling and storage of dangerous chemicals.

Speaking during a national address on the deaths of children due to food-borne illnesses, President Cyril Ramaphosa said the campaign will involve the Government Communication and Information System (GCIS), government departments and agencies, industry organisations and civil society formations.

“This will be complemented by a public education campaign aimed at communities, spaza shops, tuck shops, informal traders and other retailers on health, safety and hygiene regulations, the identification of hazardous products, regulations that apply to hazardous products and legal consequences,” the President said.

This is part of various interventions aimed at protecting children from exposure to harmful substances.

The President said the Department of Basic Education will immediately issue a circular to Provincial Education Departments and all schools on best practice protocols for preventing and managing food-borne illnesses within schools.

He announced that by the start of the new school year, the Department of Basic Education, in collaboration with School Governing Bodies and the Department of Health, will review and update guidelines for managing food suppliers to public schools.

This review will also cover the operation of tuck shops within school premises.

“The Ministers of Basic Education and Health and other government departments will classify certain pesticides and insecticides not suitable for home use as “dangerous objects” that may not be brought or used on school premises. This will be undertaken in terms of the Regulations on Safety Measures for Public Schools,” the President said.

Crackdown on hazardous chemicals

Investigations into the recent incidents revealed that chemicals like Terbufos, an agricultural pesticide, were being informally sold in townships as a low-cost rat control solution.

“Terbufos is an organophosphate chemical that is registered in South Africa for agricultural use. It is not allowed to be sold for general household use. However, Terbufos is being informally sold as a so-called ‘street pesticide’ for domestic use in townships and informal settlements to control rats,” the President said.

Testing confirmed that Terbufos was present in samples taken from spaza shops and in food packaging linked to the deaths of six children in Naledi, Soweto.

“Samples were taken from 84 spaza shops in the Naledi area. Of these, three had evidence of Terbufos. After stringent testing, a chip packet found on one of the children who had died had traces of Terbufos on both the inside and the outside of the packet.

“As part of the investigation into the Naledi deaths, inspectors confiscated a number of illegal pesticides from spaza shops,” he said.

The President said the unregulated sale of pesticides like Aldicarb, banned since 2016, and other illegal substances remains a growing problem.

In addition to confiscating illegal products, inspectors found improper food storage practices in some spaza shops, where food was stored alongside pesticides and detergents.

“The unregulated use of restricted pesticides in communities has become a growing problem, with devastating consequences. In many townships another chemical, Aldicarb, and an organophosphate known as Galephirimi are commonly sold by street vendors and hawkers to control rat infestations,” said the President.

Addressing root causes

The President acknowledged that rat infestations, driven by poor waste management in many municipalities, contribute to the demand for hazardous chemicals.

“In responding to these tragedies, we need to understand the cause of this challenge in our communities. One of the reasons that people use pesticides is to deal with rat infestation.

“The problem of rat infestation is due in part to poor waste management in several municipalities. Rubbish is not collected regularly, streets are not being cleaned, creating conditions for rats and other pests to thrive.

“Often, the poorest communities are the worst affected, and often the cheapest remedies that are used are these highly hazardous substances like Terbufos and Aldicarb,”  he said.

The President said another challenge was that environmental health was the responsibility of local government.

“Many municipalities do not have the capacity and resources to conduct inspections of these businesses and enforce regulations. Our response must therefore address all the factors that contribute to the problem,” he said.

Preventing misinformation

The President emphasised the importance of preventing the spread of misinformation, clarifying that investigations have found no evidence of a deliberate campaign to poison children.

He stated that the issue was not limited to spaza shops owned by foreign nationals, as these hazardous products were equally likely to be sold in shops owned by South Africans.

“The investigations that have taken place do not suggest any deliberate campaign to poison children in our country. There is also no evidence that the problem is confined to spaza shops owned by foreign nationals only. These products are just as likely to be sold in shops owned by South Africans.

“We all have a duty – as the State, as a society, as parents and families – to protect those among us who are most vulnerable,” the President said.

Working together to end the crisis

The President emphasised the need for collective action by being informed, vigilant, responsible and protecting children while preventing these tragedies.

“As consumers and parents, if we buy food or send our children to buy food, it must only be from places that are licensed to sell foodstuffs and that observe food safety regulations. We must check that food is prepared in a clean and hygienic area.

“We must make sure that foodstuffs being sold have clear branding and labels, and that they are not past their sell-by date. We must educate our children about food safety and teach them to check for this labelling themselves,” the President said.

The President urged anyone who saw fake foodstuffs and expired foodstuffs being sold in communities to report them to the National Consumer Commission. The number for the National Consumer Commission is 012 065 1940.

The President called for responsible handling and storage of pesticides and dangerous chemicals, emphasising that only properly labelled products in original containers meant for household use should be purchased. Dangerous chemicals must be kept out of children's reach.

Spaza shops and street vendors are urged to adhere to the law, avoid mixing food with chemical substances, and sell only legally registered pesticides. Establishments violating these rules will face legal consequences, he said.

He urged South Africans to work together, remain informed, and take responsibility to protect vulnerable communities, particularly children.

“Once again, South Africans are called upon to work together to overcome a great difficulty. But we are far from helpless. There is much we can do.

“Each of us needs to be better informed about the risks of pesticides and other dangerous products. By working together, by enforcing the law, by being alert and responsible, we will be able to bring an end to these tragedies,” the President said. – SAnews.gov.za

JETOUR Joins Hands with DISCOVERY and Cheetah Conservation Fund in Wildlife Conservation, Practicing “Travel as ESG” Philosophy

Location: News
JETOUR

Recently, at the JETOUR Global Travel+ Conference 2024 (www.JETOURGlobal.com) in Fuzhou, JETOUR emphasized the importance of wildlife conservation and reaffirmed its strong commitment to the pursuit of "Travel as ESG Practices". After releasing a teaser of Discovery's documentary "Return of the Cheetah", JETOUR invited the documentary's protagonist, Hazen Audel, a renowned biologist and artist, to jointly launch the charity auction for the protection of cheetahs. JETOUR announced that all proceeds from the auction will be donated to cheetah conservation, continuing its consistent support for ecological conservation.

JETOUR: Cheetah Protection will be Our Long-term Public Service

At the conference, more than 1,000 people watched the teaser of the documentary "Return of the Cheetah". The documentary, jointly produced by JETOUR, the Discovery Channel and the Cheetah Conservation Fund, uses the Namibian grasslands in Africa as a backdrop to illustrate the plight of the cheetah around the world, and to encourage more people to get involved in this public welfare activity and help protect the environment for the survival of wildlife, including the cheetah.

While discussing cheetah conservation with Dr. Laura Marker, founder of the Cheetah Conservation Fund, and Hazen Audel, the main character in the documentary, Ke Chuandeng, Vice President of JETOUR Auto, said, "Public welfare is not just about giving. It is about encouraging more people to get involved. Through our cheetah conservation project, we hope to raise awareness of the importance of wildlife conservation and inspire more people to get involved. When we add up every small act of kindness, it creates energy that can help build a better and more harmonious world.”

On September 20, 2024, JETOUR officially announced its strategic partnership with CCF in South Africa. In support of CCF, JETOUR will sponsor the care of two orphan/non-releasable cheetahs and donate official vehicles to improve cheetah habitats. JETOUR has successfully adopted a wild cheetah and partnered with the Discovery Channel to produce the documentary "Return of the Cheetah" about the growth of the cheetah cub. Hazen Audel also brought his own hand-carved "Cheetah's Guardian" artwork for the auction. He said, "I am very fortunate to be able to participate in the ESG project of cheetah conservation, and during the filming of the documentary I was very touched by the actions of JETOUR and CCF to help cheetahs continue to live on earth. With the sculptures I created for cheetah conservation, I hope to attract new people to see what's happening in the world. I wanted the proceeds from the sculptures to go back into the efforts of wildlife conservation.

Travel as ESG Practices: Enriching the "Travel+" Strategy

Currently, ESG (Environmental, Social, and Governance) mission has become a significant trend in corporate development. JETOUR has incorporated ESG mission into its business and global development since its establishment.

In China, JETOUR launched the long-term charitable program of "Journey of Hope", focusing on the education and healthcare of left-behind children. Since 2020, JETOUR and its users have organized over 300 charitable activities. The company also established an ESG section on its app, encouraging users to participate in various charitable activities, with plans to hold 2,000 events over the next decade.

Internationally, JETOUR follows the "In somewhere. For somewhere" philosophy, conducting various charitable activities, such as traffic safety campaigns in Angola, sponsorship of vehicles for disabled athletes in Peru, support for rural road construction in Kazakhstan, and donations to children's education in Saudi Arabia. Through these initiatives, JETOUR continues to demonstrate that travel and ESG are deeply interconnected, creating social value for regions where it operates.

Li Xueyong, President of JETOUR Auto, said, “With the development of JETOUR's global business, we are increasingly aware of the harmonious symbiosis between economic development and the ecological environment. If we treat the earth well, the earth will treat us well. Cooperation with CCF is just the beginning. In the future, we will continue to support ecological conservation and contribute to global sustainable development.”

Do your part to fight gender-based violence

The National Director of Public Prosecutions (NDPP), Advocate Shamila Batohi, has called on communities to work with law enforcement agencies to fight gender-based violence (GBV).

The NDPP was speaking during the re-launch of the Kabokweni Themba Thuthuzela Care Centre (TCC) at the Themba Hospital in Mpumalanga.

TCCs are a one stop-facility for survivors of GBV, where they are able to receive psycho-social support, medical treatment and legal services.

“You have to be part of the crime solution. We will never be able to prosecute ourselves out of crime.

“We do what we have to do and we will do it with absolute determination and passion but we come after the fact when the crime is already committed. You in the community, working with the police, have to be part of [the solution],” Batohi said.

The TCC was initially launched in 2008 but has now found a permanent home within the hospital’s structure. It services communities including Kabokweni and White River.

Addressing men in society in particular, Batohi urged them to stand up to those in their circles who perpetrate GBV.

“Men must be out there publicly… to raise awareness and say as men, 'no women must be [abused]. As men, we will not tolerate [that] and... we will ostracise them from our groups because there is no place for abusers in our midst.

“That’s the only way we can move, otherwise we will be sitting in these places, building Thuthuzela Care Centres and we will never solve the problem,” Batohi said.

The NDPP told the gathering that the TTCs are aimed at making sure that there is justice for victims and survivors of GBV.

“We want to make sure that we get better conviction rates. We want to make sure that we get less secondary trauma, and this must move to the courts as well. And we’re hoping that with our partners… that maybe the TCCs can be used [for] children and victims [to] actually testify from here to the courts. Our Department of Justice will be a key partner in that.

“We have to have targeted interventions that make sure that our women and children are not violated in this way and our girls are not subjected to abuse. This is an incredible [opportunity] to show from the reactive side, that this is what we’re trying to do, to make this journey of victim to survivor something that is more comfortable,” Batohi explained. – SAnews.gov.za

SA inches towards G20 Presidency

The countdown to South Africa assuming the Presidency of the G20 from 1 December 2024 to 30 November 2025 under the theme: “Solidarity, Equality and Sustainability” has begun.

“The Leaders Summit will be held in Johannesburg, Gauteng and the IMC [Inter-Ministerial Committee] is working with other provinces to host Ministerial and Working Groups meetings. We will launch the South Africa G20 programme on the 1st of December 2024,” Minister in the Presidency, Khumbudzo Ntshavheni said at a post-Cabinet briefing on Wednesday.

This as the country will participate in the upcoming G20 Summit on 18 and 19 November 2024, in Rio de Janeiro, Brazil with the 19 member countries.

READ | SA to play key role at upcoming G20 Summit

President Cyril Ramaphosa has previously said in his weekly newsletter that when South Africa takes over the G20 Presidency later this year, it will focus on the priorities of Africa and the Global South.

South Africa will assume the G20 Presidency from December 2024, approximately five years before the deadline of the United Nations (UN) 2030 Agenda for Sustainable Development.

The President said that as a signatory to the Pact for the Future, the country aims to push for a people-driven, sustainable development.

“When South Africa assumes the Presidency of the Group of 20 (G20) later this year, we will prioritise the needs and aspirations of our continent and the Global South. As a signatory to the Pact for the Future, we want people-driven, sustainable development to become a reality,” the President said at that time.

International Court of Justice (ICJ)

Meanwhile, Cabinet has welcomed the filing of South Africa’s memorial to the ICJ, which shows how the government of Israel violated the Genocide Convention by promoting the destruction of Palestinians living in Gaza.

READ | Government condemns genocide disinformation efforts

The memorial of more 1300 pages – supported by exhibits and annexures – contains evidence of Israel’s genocidal acts, and its failure to prevent incitement to genocide.

“The filing of the memorial takes place at a time when Israel is intensifying the killing of civilians in Gaza and is intent on following a similar path of destruction in Lebanon.

“The memorial is a reminder to the global community of the atrocities perpetuated against the people of Palestine and the need for solidarity to stop the catastrophe.

“The filing also comes in the footsteps of the United Nations resolution condemning the actions of the Israeli government against the people of Palestine,” Cabinet said. – SAnews.gov.za

Chikunga launches Disability Rights Awareness Month

Location: News

Chikunga launches Disability Rights Awareness Month

Minister in the Presidency for Women, Youth, and Persons with Disabilities, Sindisiwe Chikunga, has called on all South Africans to remain actively engaged in fostering the inclusion of people with disabilities.

She emphasised the importance of collective support across every sector of society to make disability inclusion a lasting priority.

The Minister was speaking at the launch of the 2024 Disability Rights Awareness Month (DRAM) in Lenasia, on Monday.

“As we move through this month and beyond, let us all stay engaged, support these efforts, and encourage every sector of our society to make disability inclusion a permanent priority. Together, we are paving the way for a truly inclusive and accessible South Africa, where every person with a disability can thrive,” the Minister said.

This year’s DRAM which runs from 3 November to 3 December, is held under the theme “Celebrating 30 Years of Democracy: Creating a Disability-Inclusive Society for a Better Quality of Life and Protection of the Rights of Persons with Disabilities”.

Chikunga extended her gratitude to the host, the Johannesburg Council for the Disabled, for the incredible work they have been dedicated to since 1995.

She said their commitment to providing a holistic, essential, and value-added approach to transform and uplift the social, economic, and professional lives of persons with disabilities has been exemplary.

“I was truly inspired when I was briefed on the range of services you provide, from social work and skills development to learnerships and enterprise development.

“We draw direct inspiration from the incredible amount of concrete measures that your institution has undertaken to champion the social, economic, spatial, and technological advancement of persons with disabilities,” Chikunga said.

Over the past 30 years, numerous policies, legislative instruments, and government programs have earned country recognition as a respected champion of the global disability inclusion movement.

The Minister said this was evident during the recent G7 Forum on Disability and Inclusion held in Italy.

“Disability inclusion is not merely a matter of advocacy; it is a constitutional imperative enshrined in our Bill of Rights. Over the past 30 years, we have embedded disability inclusion into various laws that comprise the country's legislative framework,” she said.

These include the recently gazetted Framework on Self-Representation, which has implications for the composition of Boards of State-Owned Enterprises; the National Strategic Framework on Reasonable Accommodation; and the Universal Access and Design Framework, with norms and standards for universal accessibility in the built environment.

All persons with disabilities have access to free basic education and any young person coming from a home with an income bracket of R600 000 receives free higher education through the National Student Financial Aid Scheme.

Further, persons with disabilities receive a monthly direct cash transfer to support their basic needs.

South African Sign Language is now recognised as the 12th official language in South Africa.

More recently, the President signed the Public Procurement Act, which mandates that a portion of government procurement be sourced from businesses owned and controlled by persons with disabilities.

During the Medium-Term Budget Policy Statement, the Minister of Finance Enoch Godongwana revealed that “Public procurement accounts for about 19% of consolidated government spending, totalling R1.5 trillion over the next three years”.

“As a department that represents the interests and well-being of this community, we will ensure that as the Treasury develops the regulations, priority is given to the work of institutions like the Johannesburg Council for the Disabled and others who are engaged in facilitating income-earning and productive opportunities for the community of persons with disabilities,” the Minister said.

As government launches Disability Rights Awareness Month, the Minister called on individuals to reflect on the status of persons with disabilities globally, across the continent, and within our own borders.

“This reflection is essential to evaluate where we have been, where we are, where we still need to go, and how we should measure progress in advancing the rights of persons with disabilities. The answers to these questions are crucial for the inclusive formulation of policies and legislative instruments, as well as for the co-design of our priorities and interventions,” she said. – SAnews.gov.za

Multichoice Group Maintains Strategic Momentum Despite Macroeconomic Challenges

Location: Business

MultiChoice Group

  • Unprecedented foreign exchange pressures and economic challenges in key African markets impacted earnings and dampens subscriber growth
  • On track to right-size cost base and grow new revenue streams to drive future growth as streaming gains traction at the expense of traditional pay-tv
  • Cost-cutting measures delivered R1.3bn in permanent savings, on track to reach increased full-year target of R2.5 billion
  • Showmax customer base grew 50% YoY as a leading streaming service in sub-Saharan Africa
  • Strong revenue growth in new products: DStv Steam +71%, DStv Internet +85%, DStv Insurance +31%, KingMakers +53%
  • Strong liquidity of R10 billion provides solid financial base to support growth
  • Negative equity position on track to be resolved in November 2024.

MultiChoice Group (MCG or The Group) (www.MultiChoice.com) continued to deliver exceptional video entertainment and execute on core strategic initiatives during the first six months ended 30 September 2024 (1H FY25). However, unprecedented foreign exchange volatility severely impacted the Group's interim financial results, while ongoing macroeconomic challenges weighed on customer growth and moderated overall performance.

Facing the most challenging operating conditions in almost 40 years and to generate desired returns, the Group has been proactive in its focus to ”right-size” the business for the current economic realities and industry changes. Although operating across Africa typically subjects the group to currency moves, abnormal currency weakness over the past 18 months have reduced the group's profits by close to R7 billion. Combined with the impact of a weak macro environment on consumers' disposable income and therefore on subscriber growth, it required the Group to fundamentally adjust its cost base - which is exactly what has been done. The normal cost savings program was accelerated, resulting in permanent savings of R1.3bn in over the past six months and an increased target of ZAR2.5bn for the full year.

“We are making good progress in addressing the technical insolvency that resulted from non-cash accounting entries at the end of the last financial year. We expect to return to a positive net equity position by the end of November this year, supported by a number of developments and initiatives. The Group's liquidity position remains strong, with over ZAR10bn in total available funds,” says Calvo Mawela, MultiChoice Group CEO.

The Group is also adjusting to global pay-TV challenges as streaming services, the rise of social media and changing consumer preference impact the traditional broadcast business. Showmax, which reported 50% growth YoY in its paying customer base, strategically positions the business to actively participate in the streaming revolution as it gains momentum across Africa. To create sufficient capacity and drive growth, the group stepped-up its investment in this business by an incremental ZAR1.6 billion during the interim period.

“We have successfully been implementing our strategy over the past few years, achieving key milestones such as our investment in KingMakers, returning the Rest of Africa business to profitability in FY23 and FY24, concluding the Showmax partnership with Comcast and investing in Moment. While we've made huge inroads to reduce our cost base, there's still more work to be done”.

“However, our focus extends beyond cost efficiency—we are equally committed to grow the business. We remain committed to driving new revenue streams and see significant medium to long-term opportunities in video entertainment, particularly in streaming, and in our adjacent new businesses,” says Mawela

The Group reported strong momentum in its new products and services, which all delivered robust   YoY revenue growth, i.e. DStv Stream +71%, DStv Internet +85% and DStv Insurance + 31%. KingMakers reported a healthy 27% increase in its online monthly active users in Nigeria and grew its revenue in Naira by 53%, while newly-launched SuperSportBet is showing good early traction in South Africa.

Subscriber base: The pressure on the linear pay-TV subscriber base was lower than the previous six-months, reflecting a 5% decline (0.8m) compared to 6% reported (1.0m) in 2H FY24. This reflects an improving sequential trend. On a YoY basis, the linear subscriber base declined by 11% or 1.8m subscribers to 14.9m active subscribers, impacted by the challenging macroeconomic conditions that negatively impacted discretionary consumer spend.

Group revenues: Revenues increased by 4% YoY to ZAR25.4bn on an organic basis, due to disciplined inflationary pricing and revenue growth of new products. On a reported basis, revenues declined by 10%, impacted by foreign exchange pressures on the Rest of Africa business and a stronger Rand against the US Dollar.

Group trading profit: The Group's ongoing cost optimisation drive delivered ZAR1.3bn in savings, and together with other improvements in the business, it resulted in a 33% increase in trading profit before incorporating the Showmax costs. A ZAR1.6bn step-up in the investment behind Showmax to create capacity for growth, trimmed the organic trading profit to ZAR5.0, a decline of only 1% YoY. Foreign exchange losses in the Rest of Africa business amounting to ZAR2.3bn reduced reported trading profit to ZAR2.7bn.

Adjusted core headline earnings, the board's measure of the underlying performance of the business, amounted to ZAR7m, impacted by foreign exchange losses and the investment in Showmax.

Cash flow and liquidity: The Group free cash flow remained positive at ZAR0.6bn, with ZAR5.7bn retained in cash and cash equivalents. Despite the increase in net interest costs and a higher average debt balance, the Group remains well-positioned to navigate current challenges with access to ZAR4.4bn in undrawn facilities.

Operational update

General entertainment and sport

Delivering content that customers love remains the Group's core focus— whether it is the best of local or international general entertainment or the most exciting sport events.

In the past six months, the Group produced 2,763 hours of local content, bringing its local content library to 86,215 hours.

SuperSport reinforced its reputation as a global leader in sport broadcasting with extensive coverage of the Paris 2024 Olympic Games, EURO 2024, and the ICC T20 Men's World Cup. Over the past six months, SuperSport has broadcast 10,240 live events and provided a total of 21,540 hours of live coverage, a 22% increase YoY.

SuperSport Schools doubled its user base and crossed a milestone of one million registered users on its app, delivering over 35,000 hours of content over the past six months.

Business segments

As a mature business, MultiChoice South Africa is focused on subscriber retention and reconnections, identifying remaining growth opportunities, as well as optimising processes and systems to improve customer experience and operational efficiency.

In the Rest of Africa business, the Group is implementing several initiatives to support improved financials, including price adjustments to counter the impact of inflation, renegotiating content deals where feasible, restructuring select packages to enhance ARPU, optimising the DTT network, and intensifying anti-piracy initiatives.

In FY25, Showmax is focussed on enhancing its content line-up, bedding down distribution partnerships, expanding payment channel integrations and refining its go-to-market strategy.

Irdeto delivered encouraging revenue growth, after securing a major customer in Asian and expanding managed services with a key customer in Australasia.

KingMakers continued to gain strong momentum in Nigeria, where BetKing Nigeria has secured the second position in the online betting market. SuperSportBet, the South African business launched late last year, is showing early signs of success and reported a remarkable tenfold increase in net gaming revenue over the past nine months.

Moment, now live in 40 African countries, has shown rapid growth since its launch last year, with total payment volumes (TPV) growing to USD242m. It is already processing almost 30% of the Group's payments.

Looking Ahead

The Group continues to invest in its long-term future, focusing on the following strategic priorities:

  • Improving profitability and cash generation in the South African business.
  • Streamlining the cost base in the Rest of Africa to return this business to profitability.
  • Investing in Showmax to establish it as the leading streaming platform on the continent.
  • Supporting KingMakers, Moment and DStv Insurance to drive scale.

By executing well on these objectives, the Group will be well positioned to deliver future growth and create value as Africa's leading video entertainment platform and most-loved storyteller.

SASRIA, Venda University of Technology and Gauteng Health face SIU probes

SASRIA, Venda University of Technology and Gauteng Health face SIU probes

The Special Investigating Unit is expected to launch separate investigations into several government institutions.

This after President Cyril Ramaphosa signed proclamations authorising the corruption-busting unit to probe allegations of maladministration in the affairs of:

  • South African Special Risk Insurance Association (SASRIA) payments relating to the July 2021 unrest.
  • Two contracts at the Vaal University of Technology (VUT).
  • Two contracts in the Gauteng Department of Health.

At SASRIA, the SIU explained that it will investigate allegations related to the “receipt, capturing, processing, verification, assessment, authorisation and payment of claims related to the July 2021 civil unrest”.

“The SIU’s probe will seek to establish whether the claims made were in line with applicable legislation manuals, guidelines, policies, procedures, practice notes, instructions, prescripts or practices of the National Treasury. Furthermore, the probe will ascertain if there is unlawful or improper conduct of SASRIA employees, officials and any other person or entity to corruptly or unduly benefit themselves or others.

“The investigation will probe to see if there was fraudulent conduct, including the causes of such maladministration and any losses, damages or prejudice actually or potentially suffered by SASRIA or the State and any irregular, improper or unlawful conduct by employees or officials of SASRIA or any other person or entity,” SIU spokesperson Kaizer Kganyago said in a statement.

The probe into two contracts at the VUT follows allegations of maladministration in the procurement of services for the refurbishment of student residences during 2018 and campus security and protection-related services in the same year.

“The SIU investigation will examine whether the contracting of these goods and services was done in a manner that was fair, competitive, transparent, equitable or cost-effective; [compliant with] applicable legislation manuals, guidelines, practice notes, circulars or instructions issued by the National Treasury, and any related unauthorised, irregular or fruitless and wasteful expenditure incurred by the University or State or losses suffered,” Kganyago explained.

In relation to the Gauteng Department of Health, the investigation will hone in on the contract for the supply and delivery of three-division plastic containers with lids, small tubs with lids and dual-surface polyester film, and the contract for the supply and delivery of orthopaedic implants, fracture treatment and arthroscopy items.

“The SIU seeks to examine whether there was any conduct that is contrary to the applicable legislation, manuals, guidelines, practice notes, circulars, or instructions issued by the National Treasury or the relevant Provincial Treasury, as well as policies, procedures, and instructions applicable to the department and its controlled entities.

“Such conduct may include manipulation of the department’s supply chain management processes by service providers, suppliers, officials, or other third parties, often in collusion with departmental employees or those in entities under its control, to secure undue benefits for themselves or others. This can result in unauthorised, irregular, or fruitless and wasteful expenditure incurred by the department, its entities or the State,” Kganyago said. – SAnews.gov.za

Macpherson takes EPWP listening tour to KZN

Public Works and Infrastructure Minister Dean Macpherson is expected to visit KwaZulu-Natal (KZN) on Monday to launch the next leg of his Expanded Public Works Programme (EPWP) listening tour.

Macpherson is expected to be joined by KZN Provincial Legislature Deputy Speaker, Mmabatho Tembe; KZN MEC for Public Works Martin Meyer; uMngeni Local Municipality Mayor Chris Pappas, and Deputy Mayor Sandile Mnikathi.

“As the Minister learned in the Eastern Cape at the launch of the EPWP listening tour, the programme has been plagued by allegations of patronage, corruption, and jobs being reserved for political party members due to the manner in which EPWP jobs are allocated.

“Through the listening tour, which will be rolled out nationwide in the coming months, the Minister aims to hear from communities about their experiences with the EPWP to bring attention to issues encountered within the programme. The tour and engagement with communities will also shape the Minister’s vision to reimagine the EPWP,” the department said.

The event will be held from 10.30am at the Howick West Community Hall in the uMngeni Local Municipality. – SAnews.gov.za

- AFD and NBA Africa Unveil Two Refurbished Basketball Courts in Guediawaye, Senegal -

- Former NBA Player and 2015 FIBA AfroBasket Champion Olumide Oyedeji Attends Launch -

NBA Africa (www.Africa.NBA.com) and Agence Française de Développement (AFD), France's public development bank institution committed to financing and technical assistance for projects that improve the lives of people in developing and emerging economies, yesterday launched the “Jr. NBA & AFD Basketball Experience” youth development program in Guediawaye, Senegal.

The Jr. NBA & AFD Basketball Experience, launched in 2021 in Nigeria and subsequently also held in Kenya and Morocco, uses basketball as a platform to promote social inclusion and youth empowerment amongst primary and secondary school children.  In Senegal, the program will be operated by nongovernmental organization (NGO) Sports for Education and Economic Development (SEED) Project and feature weekly basketball and life-skills sessions that will educate thousands of Senegalese boys and girls about the importance of physical and mental health, wellness and social cohesion.

As part of the program's launch in Senegal, NBA Africa and AFD unveiled two basketball courts at The Hamo 4.5.6. Courts in Guediawaye and held a clinic for 150 boys and girls ages 16 and under.  The launch was attended by AFD Senegal Country Director Mihoub Mezouaghi; Basketball Africa League (BAL) President Amadou Gallo Fall; NBA Africa Director of Basketball Operations Kita Matungulu; and former NBA player and 2015 FIBA AfroBasket champion Olumide Oyedeji.

“Aware of the potential of sport as a vector of social cohesion, AFD has made it a strategic axis of its action to support the achievement of the Sustainable Development Goals,” said Mezouaghi. “It is in this dynamic that our collaboration with the NBA is part of what aims to promote the practice of sport in Africa through the provision of local infrastructure, the professionalization of sports educators and the organization of sports sessions, and education for young people.”

“The collaboration between NBA Africa and AFD continues to grow as we extend this initiative to reach more young people in new countries on the continent,” said Matungulu.  “The Jr. NBA & AFD Basketball Experience reflects our commitment to investing in the next generation of African youth and our belief that basketball teaches life lessons like the importance of physical and mental wellness that help children succeed on the court and in life.”

The refurbished courts, part of NBA Africa's commitment to build 1,000 basketball courts in Africa over the next decade, are expected to benefit thousands of boys and girls from the surrounding communities.

The Jr. NBA & AFD Basketball Experience is part of AFD and NBA Africa's collaboration to support basketball infrastructure and youth development across the continent and builds on the program's previous editions in Morocco and Nigeria, and its recent launch in Kenya.  To date, the program has reached nearly 90,000 boys and girls ages 12-17 and 460 coaches and physical education teachers.

The Jr. NBA/Jr. WNBA, the league's global youth basketball participation program for boys and girls, teaches the fundamental skills as well as the core values of the game at the grassroots level in an effort to help grow and improve the youth basketball experience for players, coaches and parents.  Jr. NBA/Jr. WNBA programming has directly reached more than 250,000 youth across Africa this year.

Memorial lecture series to honour past and present leaders

Location: News

Memorial lecture series to honour past and present leaders

The National House of Traditional and Khoisan Leaders (NHTKL), as the custodian of culture and tradition and the anchor of societal moral values, will launch a series of memorial lectures titled ‘Lenaka’.

Lenaka is a Setswana phrase that means "elephant tusk". It is also the name of a ring that symbolises wisdom, strength and protection.

“Historically, the sounding of a horn has been used to summon communities, announce important events and mark moments of transition or unity.

“By invoking the image of the horn, this lecture not only honours the memory of the individual being celebrated but also reinforces the call for collective reflection, wisdom and the continuity of cultural heritage.

“It is a powerful metaphor for gathering people together to share knowledge, uphold traditions and inspire future generations,” the NHTKL explained.

According to the leaders, the Lenaka Memorial Lectures aim to celebrate the heroes and heroines within the traditional leadership landscape, past and present, whose contribution has shaped the course of the institution’s history and the country.

The organisation believes that celebrating the life and legacy of past and present traditional leaders will take the form of a memorial lecture, annually, in the identified community, coupled with the promotion of socio-economic development and service delivery and the social well-being and welfare of communities.

The inaugural Lenaka Memorial Lecture will be dedicated to honouring the life and legacy of Queen Manthatisi of Batlokoa ba Mota, in QwaQwa, Free State, on 14 November 2024.

Queen Manthatisi is revered as a great leader, who ruled the Batlokwa community from 1813 to 1824.

“Although she ascended the throne as a regent for her son after the death of the reigning King, she became a formidable force through her dedication to the community and her bravery in protecting her people from adversaries.”

As a royal child herself, the organisation said she understood the immense responsibility placed on her shoulders when she took over from her husband to lead the Batlokoa people.

“Her father’s community also boasts a history of warriorhood, which shows that bravery and leadership were in her blood. Of course, her ascension to the position of authority was not without contest as she was challenged from within, but she remained resolute in her vision to protect the Batlokoa.”

The NHTKL said it has chosen the month of November aptly because according to the African calendar, this is a month of procreation and giving life.

“This marks the birth of a memorialisation journey, the unearthing of a history untold!”

The Lenaka Memorial Lectures will take place under the ‘Traditional leaders looking back to take the institution forward’ theme.

Building up to the memorial lectures, the NHTKL will work with its partners to promote socioeconomic development in traditional communities.

The objective is to support community initiatives that seek to improve and uplift the social and economic livelihood of community members. – SAnews.gov.za

Mashatile chairs inaugural meeting of newly appointed Human Resource Development Council

Mashatile chairs inaugural meeting of newly appointed Human Resource Development Council

Deputy President Paul Mashatile has stressed the importance of reigniting efforts to drive human resource development initiatives, so as to urgently tackle the three critical challenges of unemployment, poverty and inequality.

The Deputy President was speaking as the Chairperson of the Human Resource Development Council (HRDC), where he led the inaugural meeting of the newly appointed council on Tuesday.

The newly appointed HRDC members include representatives from government, organised labour, organised business, as well as civil society.

According to the Deputy President’s office, the council’s main strategic mandate is to advise government on initiatives to develop the necessary skills to meet labour market demands over the next five years, ending in 2029.

“We look forward to your invaluable contribution and are convinced that your unique talents, abilities, and experiences will further assist to re-energise efforts to realise the strategic goals of the HRDC,” Mashatile said.

The meeting received presentations on the reconceptualised HRD Strategy and the Master Skills Plan, which will anchor policy documents for all human resource development interventions in the country.

The plan outlines four strategic, outcome-oriented goals. These include enhancing early learning and educational outcomes, as well as increasing the employability of youth, who are not engaged in education, employment, or training (NEET).

The plan also highlights the need to enhance the responsiveness of the Post-School Education and Training (PSET) system to skill demands and improve governance, leadership and management within the public sector.

In addition, the meeting received updates on the establishment of the Just Energy Skills Forum, which is aimed at contributing to the transformation of the energy landscape in the country, in line with the dictates of climate change.

This follows the commitment made by government to launch the Just Energy Transition (JET) Investment Plan 2023-2027 in 2022, where President Cyril Ramaphosa mandated the Presidential Climate Commission to engage with various key stakeholders in developing common approaches for South Africa.

A key element for the implementation of the JET Skills Portfolio is the establishment of a National Skills Advisory Forum, which is planned to be launched at the 5th HRDC Summit scheduled to take place this month.

The 5th HRDC Summit will bring together civil society groups, government, labour and business to deliberate on critical skills challenges facing the country.

The summit’s theme will focus on developing the emotional, intellectual and technical capabilities needed to succeed. The gathering will also touch on the reconceptualised HRD Strategy and the Master Skills Plan, as well as the launch of the JET National Skills Advisory Forum.

The summit will also discuss building foundations for learning and skills for a transformed economy, as well as building a capable State.

The HRDC is a national, multi-stakeholder advisory body chaired by the Deputy President and managed by the Ministry of Higher Education and Training.

The HRDC was established in 2010 to facilitate conditions that promote the optimal participation of all stakeholders in the planning, stewardship, monitoring and evaluation of HRD activities in the country.

One of the council’s key responsibilities is to build the HRD base required to ensure a prosperous and inclusive South African society and economy, focusing on the development of strategy. – SAnews.gov.za
