Citizens encouraged to participate in National Science Week

The Minister of Science, Technology and Innovation, Professor Blade Nzimande, has urged South Africans to participate in National Science Week (NSW) activities. 

This year’s theme is “Living in a high-tech world: Should we be concerned?” and it aims to inspire young people and involve the public in understanding the importance of science in addressing societal concerns. 

The National Science Week activities across South Africa kickstarted on Monday, 30 September, and will wrap up on Saturday, 5 October 2024. 

A flagship initiative of the Department of Science and Innovation (DSI), National Science Week is a platform for schools, universities, research institutions and community organisations to participate in a range of interactive events, exhibitions and seminars countrywide. 

The Minister officially opened the annual science engagement initiative in Bloemfontein on Saturday. Almost 1 500 learners attended the launch event at the Central University of Technology, which included a science, technology and innovation (STI) exhibition.

In his opening address at the launch, Nzimande said South Africa needs to foster a culture of using STI in the country to drive economic growth and respond to issues such as sustainable development and social inequality. 

He said this year’s theme responds to the highly technology-driven world in which the country finds itself. 

Through this theme, he said, “We seek to encourage a culture of critical conversations among ordinary people and especially our youth about the value of science to society”. 

According to Nzimande, the country has made commendable progress since 1994 in increasing the numbers of black and women scientists.

“There is, of course, still more work that needs to be done in this regard, but we cannot deny the progress that has been made over the past 30 years.” 

The Minister reminded the learners in the audience that they have more opportunities today than their grandparents who grew up during the dark days of apartheid when Black people were told they did not need mathematics and science. 

“My message to all the learners here today is that you were born into a democratic order, for which your grandparents fought. Unlike your grandparents, you have available to you many opportunities to develop yourselves.”

The Minister urged the young people to make use of the opportunities that are available to them. 

“Most importantly, we expect you to take up the various careers in science, technology, engineering, mathematics, and innovation (STEMI) so that we can produce the critical skills we need to deal with such things as poverty, inequality, pandemics and the impact of climate change.”

The Minister highlighted the stellar achievement of a Grade 10 learner, Munei Netsharotha, from Tshivhase Secondary School in Limpopo, who constructed a hydrogen-fuelled vehicle. 

The Minister said Netsharotha’s invention is well aligned with the hydrogen economy, which is one of the department’s priorities. 

Other brilliant innovators included mechatronics apprentice, Hlompho Malehodi, who spoke about her career. 
Malehodi studied electrical engineering at a technical vocational education and training college and recently won a gold medal in the South African leg of the WorldSkills Competition. 

She became the first Black woman in mechatronics to represent South Africa in the international WorldSkills Competition in Lyon, France.

Forum to address Vaal River pollution

Water and Sanitation Deputy Minister, Sello Seitlholo, is set to launch the Vaal River Anti-Pollution Forum, which is aimed at addressing long-standing pollution affecting water quality in the Vaal River.

The Vaal River Anti-Pollution Forum, to be launched on Thursday, will be a non-statutory forum, including various stakeholders with a particular focus on stakeholders that are directly affected by the declining water quality of the Vaal River from the Upper, Middle and Lower Vaal.

The chairperson of the forum will be an independent candidate, to be appointed by the Water and Sanitation Minister, who has no personal interest, except to see an improvement of the Vaal River water quality.

Seitlholo highlighted that the main objective of the Anti-Pollution Forum will be to co-ordinate, improve, and integrate efforts for the management of the Vaal River quality, in line with its determined resource quality objectives.

“The forum will also provide high-level guidance aimed at ensuring the protection of the Vaal River as well as identifying remedial actions to mitigate the impact of pollution as a result of water-use sectors such as mines, agriculture and wastewater works, among others,” Seitlholo said.

The duties assigned to the forum members include:
•    The co-ordination and support of awareness building initiatives regarding water quality management in the Vaal River catchment. 
•    Ensuring adequate stakeholder participation in the forum processes. 
•    Investigating and recommending innovative and best applicable technologies to deal with water pollution.
•    Enhancing collaboration with various institutions to improve the quality of the Vaal River. 
•    Providing support to the existing catchment forums in the Vaal River. 
•    Publishing reports on an annual basis to track the performance and implementation of recommendations and activities of the forum.

Seitlholo noted that the Vaal River is one of the largest rivers in South Africa and a popular tourist destination that is becoming increasingly contaminated with pollution from mining, industries, wastewater works, agriculture and other sources.

He said the establishment of the forum seeks to redeem the river to its former healthy standing of the past.

Seitlholo, who will be leading the anti-pollution drive across the country on behalf of the department, has since committed to ensuring that through the forum, polluters are taken to task and are held accountable for their actions.

Seitlholo reiterated that South Africa is a water-scarce country, which cannot continue to "treat people who do not respect this precious resource with kid gloves".

“Through the forum, we want to ensure that transgressors are brought to book so that they account for their crimes. Any person or entity that continues to pollute water sources will face the full might of the law,” Seitlholo said.

The Deputy Minister said the department will create a register with the names of polluters in the country.

He said the database will be used to keep a record of all polluters in the country, as well as their transgressions and actions taken against them.

“The National Polluters' Register will assist us to bring attention and pressure to polluters, with the hope that it brings change in their behaviour. The register will then be placed on the departmental website, where members of the public will be able to access it,” Seitlholo said. – SAnews.gov.za

Photographers encouraged to enter Citizen Science for Water Photo Story Competition

Photographers have been encouraged to submit entries to the Citizen Science for Water Photo Story Competition, which is aimed at communicating matters on water action.

“The competition is aimed at elevating inspiring stories on citizen science for water by touching upon people’s emotional connection to water and inspiring them to take positive action,” the Department of Water and Sanitation (DWS) said on Saturday.

Citizen science is the practice of public participation and collaboration in scientific endeavours to increase scientific knowledge. 

The South African National Committee (SANC) for the United Nations Educational, Scientific and Cultural Organisation (UNESCO) Intergovernmental Hydrological Programme (IHP), in collaboration with the DWS, launched the Citizen Science for Water Photo Story Competition on Friday in Pretoria. 

SANC members include DWS, the Water Research Commission (WRC), Department of Science and Innovation (DSI), University of South Africa (UNISA), and the Department of Forestry, Fisheries and the Environment (DFFE), amongst others.

“The competition’s objectives are to raise awareness on the intertwined relationship between water and the various dimensions of culture, value, education and the natural sciences in the past and present; activate youth involvement in communicating matters of water action in creative ways; contribute to joint actions in the water action agenda, and to demonstrate how citizens, communities and education could effectively support the sustainable use and management of water,” the department said.

Participants should explore five themes which are: Water and Citizen Science; Water and Partnerships; Water and Education; Water and Culture, as well as Water and Communities. 

The competition is now officially opened. Submissions can be sent via a link: https://www.dws.gov.za/Projects/UNESCO/cspi.aspx

Applicants are urged to familiarise themselves with the submission rules when entering the competition. Anyone with inquiries or struggling with submission may direct their queries to ihp50photostory@dws.gov.za.

The competition is free to enter, and participants must be 18 years or older. The deadline for submission is 28 February 2025, 23:00 South African Time. 

The winners will be officially announced in March 2025 and receive an award from the department and South African National Committee for IHP, and recognition and visibility through IHP channels and initiatives both locally and internationally. 

The top 15 winning pieces will be exhibited in June 2025 during the launch of the Photo Story Book. -SANews.gov.za

The Northern Cape has something new to offer tourists and it is a first for the African continent, says Minister of Tourism, Patricia de Lille.

“Beyond all the history, culture and beauty the Northern Cape has to offer, we are here today to launch something new the Northern Cape has to offer -- Astronomy or Astro Tourism. We at the Department of Tourism, along with the Department of Science and Innovation, are launching the National Astro-Tourism Strategy, the first country on the African continent to do so,” said the Minister.

She was speaking at the launch of the National Astro-Tourism Strategy on National World Tourism Day on Friday in Carnarvon, in the Northern Cape.

“The Astro Tourism Strategy also aims to enhance the synergy between humans and conservation and a creative link between our origins of life on earth and the origins of the universe,” said the Minister.

The Astro Tourism Strategy, she said, is expected to position South Africa as a world-class astro-tourism destination, focusing on infrastructure development, the optimal functioning of astronomy-tourism streams and community transformation.

The Gazetting Notice was published today. 

“We invite the public, including the tourism and astronomy stakeholders to participate and contribute towards to strengthening this very important work by submitting their comments. 

“Collaboration and partnership are critically important to take this work forward and we are thankful for national, provincial and local government working together as well as the private sector to ensure sustainable growth and local community development,” said the Minister.

She said the Square Kilometre Array telescope, the largest radio telescope in the world, was a remarkable leap towards the future, and all on African soil. 

She said it was exciting that the province was leading South Africa’s proactive stance in leveraging the significant advances made in the development of the world’s largest space telescope array, with a comprehensive astro-tourism strategy. 

“Today, we are here to cast the spotlight on these experiences and more and to invite South Africans, and indeed visitors from the rest of the world, to come explore this province and to engage with living cultures and traditions that continue to thrive here in the Northern Cape. 

“We want to use the SKA and the Astro Tourism as a catalyst to develop the Karoo and provide opportunities for rural tourism as well as agri-tourism to develop rural areas further. The Northern Cape is the prime location to launch this strategy as 50% of the world’s population cannot see the beauty of the night sky but the African sky still remains at an advantage, by having the clearest and darkest night sky.” 

The vision of the Astro Tourism strategy aims to develop and position an inclusive Astro-Tourism sector that will yield sustainable benefit-sharing opportunities by maximising on marketing efforts and enhancing visitor experience in South Africa. 

The National Astro-Tourism strategic pillars were developed through a multi-discipline consultancy process involving both the tourism and astronomy stakeholders in South Africa. 

The Implementation Plan’s goal is to grow astro-tourism in South Africa will be implemented, monitored and evaluated according to the three strategic pillars: 

· Pillar One: Indigenous Celestial Narratives and Human Capacity Development 

· Pillar Two: Infrastructure Development 

· Pillar Three: Inclusive Tourism Growth and Partnerships

“There is so much untapped potential in our tourism market and we must work together on all levels of government, with the private to promote our hidden gems and give more business to SMEs and community tourism,” added the Minister. – SAnews.gov.za

PROTEC and GE Vernova Celebrate Inaugural Next Engineers: Engineering Academy Class

Next Engineers, a global college-and career-readiness programme working to increase the diversity of young people in engineering, celebrated the graduation of its first-ever Engineering Academy learners in Johannesburg, South Africa on Friday, September 27. The graduation ceremony marked the programme's contribution towards bridging the Science, Technology, Engineering and Mathematics (STEM) skills gap in the country through exposing learners to hands-on engineering experiences and career pathways.  

The 37 learners from 15 high schools across Johannesburg who completed the programme, many of whom plan to study towards an engineering-related qualification at university or technical higher learning institutions, were joined by their families at University of Witwatersrand, Sturrock Park Sports Hall, to celebrate their achievements. Launched in 2022, PROTEC, University of Witwatersrand, and Kutitiva Foundation are the educational partners for the local Next Engineers programme, and local GE Vernova engineers and employees actively engage with Academy participants through hands-on, skill-based volunteering.  

“We are proud to see our first cohort of learners graduating and wish them all a successful learning trajectory in the next stage of their education journey,” said Matsi Eseu, South Africa HR Director for GE Vernova. “At GE Vernova, we believe education is a significant driver of economic inclusion and it's inspiring to see the positive impact the Next Engineers programme is having, not just in empowering tomorrow's engineers who will solve society's most pressing challenges but also in increasing the diversity of young people, particularly females, in the engineering sector. We extend our gratitude to all those involved in the Engineering Academy.” 

Learners who complete the Engineering Academy program and enroll in a qualified engineering or engineering-related degree programme receive financial aid to support them as they continue on their paths to becoming engineers.

The Next Engineers: Engineering Academy is a transformative learning experience designed for learners aged 15 to 18. Through a rigorous curriculum, immersive design challenges, and career coaching, participants learn to think and act like engineers.

Key programme highlights:

  • Dedication: The Engineering Academy spans three years, with learners dedicating 220 hours outside of regular school hours to participate.
  • Design challenges: In small teams, learners tackle increasingly complex design challenges, mastering the engineering design process.
  • Foundational skills: Beyond technical knowledge, learners develop essential skills such as communication, teamwork, persistence, time management, and presentation abilities.
  • Education and career exploration: Workshops and activities prepare learners for their next steps, including university campus tours and interactions with company volunteers.
  • Scholarships: Learners who complete the program and enroll in post-secondary engineering degree programs receive partial scholarships. Next Engineers anticipates granting at least $2 million in scholarships to the inaugural classes of Engineering Academy learners worldwide.

Johannesburg, South Africa, was among the first four locations to launch Next Engineers, with a $2.5 million (R44.6 million) investment from the GE Foundation in 2021. To date, Next Engineers, which also includes programming for learners in grades 8-12, has reached more than 3,500 learners across Johannesburg.

STEM training and education, such as Next Engineers, is helping to solve global challenges while also lifting up communities through economic opportunities. Next Engineers is not the only way GE Vernova in South Africa has committed to supporting the next generation of STEM talent. GE Vernova's South Africa External Bursary Programme has offered comprehensive bursaries to the tune of $5.4 million (R95.6 million) to support over 648 beneficiaries pursuing a Bachelor of Science, Commerce or Arts qualification from 2020 to date. The bursaries are aimed at alleviating the financial strain of tertiary students and covers the tuition, accommodation, textbook costs, and a monthly stipend over the period of study.

Deaf Awareness Month, a moment of reflection on progress made

This September, as we commemorate Deaf Awareness Month, it is a good moment to look back on the progress made in recognising South African Sign Language (SASL) and to raise awareness of the experiences of Deaf people, whose voices emphasise the continued need for inclusion and activism.

The South African National Deaf Association (SANDA) estimates that there are over four million Deaf and hard of hearing people in South Africa. Fundamental human rights include the right to language, and for Deaf people, SASL is essential to their full participation in society. They risk being shut out of opportunities for work, education, and other necessities without it. Acknowledging SASL as an official language is about more than just respecting language rights; it's about giving the Deaf community equity, inclusion, dignity, and self-determination.

In 2023, South Africa achieved a breakthrough in the advancement of Deaf rights when a Constitutional Amendment Bill was passed, recognising South African Sign Language (SASL) as the nation's 12th official language. The purpose of this legislation is to provide complete linguistic inclusion and access to services, education, and employment in order to advance the rights and dignity of South Africans who are deaf. Section 9 of the Constitution guarantees the rights of those who are deaf and hard of hearing. The amendment primarily aims to enhance inclusivity, cultural acceptability of SASL, and the deaf culture.

The Department of Social Development's (DSD), policy framework Policy on Social Development Services to Persons with Disabilities (PSDSPD) emphasises the mainstreaming of people with disabilities throughout all sectors of society, illustrating the government's dedication to promoting full inclusion and equal access to opportunities for the Deaf community. These actions demonstrate how South Africa is making significant progress toward fostering Deaf rights and fostering inclusivity.

Another significant achievement is the selection of partially deaf Miss South Africa 2024, Natasha Joubert. Her success emphasises how more and more Deaf people are appearing in prominent roles, which highlights the significance of ongoing advocacy for complete inclusion and the implementation of laws that promote equitable opportunities for all.

Nenio Mbazima, a Deaf entrepreneur, founded Strong Wind to address the economic disadvantage of the Deaf community. He noticed that Deaf people often teach hearing people sign language, leading to economic exclusion for the Deaf individuals who have helped spread the language.  This insight inspired him to launch a business that offers interpreting services and supports Deaf people in starting their own enterprises. Mbazima further explained, "I urge Deaf people to launch and register their own businesses as sign language service providers whenever I get the chance."

Even though Deaf rights have improved, more work remains to be done. True equality necessitates ongoing efforts to advance inclusivity, accessibility, assist Deaf-owned businesses, and increase public awareness of the significance of Deaf inclusion across all domains.  As we commemorate Deaf Awareness Month, we are reminded of the need to keep up the fight for complete inclusion, financial empowerment, and acknowledgement of Deaf-owned companies. We cannot guarantee that the advancements made today will lead to lasting improvements for the Deaf community tomorrow unless we make consistent efforts.

Cabinet hails progress in fight against crime with Operation Shanela

Cabinet has welcomed progress being made in the fight against crime through Operation Shanela, which continues to make its mark in rooting out criminality. 

“Between 2 and 8 September 2024, law enforcement agencies arrested 13 691 suspects for serious crimes such as murder, rape, possession of illegal firearms and business robberies,” Minister in the Presidency Khumbudzo Ntshavheni said during a post Cabinet media briefing on Friday. 

Since its inception in May 2023, Operation Shanela consists of regular stop and searches, roadblocks, vehicle check points, high visibility patrols, including foot patrols, the tracing of wanted suspects with a focus on murder and rape suspects, and compliance inspections at liquor outlets and second-hand goods dealers. 

Through detectives and crime intelligence tracing operations, roadblocks, as well as stop and searches - police have taken a bold and decisive approach in protecting the communities that they serve.

Since its launch, Operation Shanela has resulted in the arrest of 850 375 suspects, and seizure of 824 illegal firearms and over 17 282 rounds of ammunition. In addition, drugs worth over R13 million were seized at the OR Tambo International Airport over the past two months, and copper worth over R20 million was recovered from a scrapyard near Durban, with a suspect arrested.

“Through a coordinated multidisciplinary and intelligence-led operations, law enforcement agencies are focused on dismantling extortion syndicates across the country. In the past two weeks, 14 extortionists were arrested in various provinces,” Ntshavheni said.

Restoring Integrity of Law Enforcement Officers

Through a multidisciplinary collaboration, law enforcement agencies have arrested 14 suspects in Mpumalanga on charges of fraud and corruption for issuing illegal learners’ and driver’s licences. Meanwhile, 11 traffic officers were also arrested for soliciting bribes from motorists along the N1 freeway in Limpopo.

“Three off-duty police officers and a civilian were arrested in Durban, KZN, for soliciting a R100 000 bribe from a businessman in exchange for the release of confiscated goods, and four more police officers handed themselves over to the SAPS on the same case,” the Minister said. 

Furthermore, eight suspects were arrested for alleged involvement on tender fraud and corruption amounting to R850 million in the City of Cape Town, Western Cape. – SAnews.gov.za

Financial Services Sector Calling Out for Clear Line of Sight on AI, ESG Regulatory Horizon

Businesses say the lack of clarity around ESG and AI regulation is a key challenge to realising the benefits of technology and innovation; Despite recognising the business opportunity with AI, as firms opt to bring in suppliers rather than recruiting in-house specialists, they may be left without the internal talent - risking falling behind the curve in the future. 

New survey data from global law firm, DLA Piper, has shown that the Financial Services (FS) sector is calling out for clearer and proportionate regulations surrounding AI and ESG to help them realise the benefits these trends offer.  

In its global report - Financial Futures: Disruption in global financial services (https://apo-opa.co/3zhzr4e), published today, the firm found that eight in ten respondents are optimistic about future industry growth prospects for  the financial services industry. UK and US organisations reported the highest confidence (93% and 90% respectively) with Africa remaining more cautious (50%). 

Amongst organisation types, the research finds that banks are the most optimistic (88%), with optimism being driven by digitalisation and advancements in technology. Respondents from global FinTechs however, are feeling the least positive (72%).  

The high levels of optimism are being attributed to advancements in technology (71%), the launch of new products and services to drive growth (55%) and changing consumer and investor behaviours (38%).  

However, clarity and a proportionate approach is key as 58% of respondents cite regulation complexity around technology as a key challenge globally, and nearly three quarters (73%) go on to say that current regulations stifle innovation efforts.  

For those looking at other locations for optimal conditions for growth , the US is seen as the most attractive market (35%), followed by the EU (24%). South African and Middle Eastern respondents are the most optimistic for the positive impact AI will bring (72%, and 64% respectively), highlighting an appetite for investment, despite apparent lower levels of confidence in the local market.  

AI and Digitalisation will transform the financial services sector, but businesses need a plan  
Whilst the majority of respondents (86%) believe that AI will transform the sector, half (53%) see AI as one of their main challenges- even so, only four in ten (both 39%) are committed to hiring experts in the field of AI and imposing governance /oversight structures to maximise the related opportunities;  and half of the companies surveyed lack in-house specialists and are opting to work with specialist subcontractors.  

Without this internal talent, businesses risk falling behind the curve in the future. 

Ethical AI concerns are highly documented, yet only 56% of the organisations surveyed are developing ethical frameworks to guide their efforts. Without an ethical framework in place, businesses put themselves at risk of not meeting stakeholder, customer and board demands around AI deployments. It is vital for businesses to have a clear plan and direction in place before they start their AI journey.  

Despite not having frameworks to use, businesses report a clear understanding of the benefits AI can offer, such as managing regulatory compliance (63%); followed by fraud detection and prevention (62%). A fifth (21%) of businesses are worried about compliance issues as they look to manage the cyber security and data protection risks associated with AI.  

The importance of ESG cannot be understated  
As businesses grapple with changing ESG regulations across multiple jurisdictions, nearly (46%) half of businesses globally have ambitions to position themselves as a leader and innovator on sustainability and ESG.   

The appetite to drive ESG agendas forward is clear, but businesses report concerns on achieving their goals - over half of respondents (56%) would like to see more ESG regulation to support them in meeting their objectives, and 43%% want to understand the current regulations better.   

Businesses seem clear on the ESG challenges they need to navigate, with half stating that the reputational risk of ESG positioning is their biggest challenge, followed by integration of ESG throughout the business (47%). Businesses also ranked accurate reporting as a challenge which they are struggling to address. 

The negative external reputational risk of not complying with and need to comply with regulations are the biggest drivers for firms to engage in ESG activities (70% and 52% respectively). However, pressure from shareholders and senior management ranked lowest at 36% and 34% respectively.  

As the sector engages with ESG activities, almost 6 in ten (57%) plan to develop new ESG-focused products and services, and half are developing new technologies, yet staff development and training to optimise ESG efforts remains low on the agenda (17%).  

Almost half of the sector has ambitions to position their business as an ESG leader, whilst a third (34%) plan to replicate successful approaches by their peers. Not all organisations are so proactive - A fifth (19%) will wait until stakeholders and customers demand an approach, before making any decision.

"It is clear that ESG factors are driving changes to activity in financial markets; from financing the enormous capital requirements for transition, to ensuring accurate reporting of environmental, social and governance metrics to facilitate choice for investors and supervision and stress-testing by regulators. It is therefore vital that leaders take note of the challenges and opportunities presented by ESG and define a clear plan. Both ESG and innovation will be key to business success long into the future."

Tourism development White Paper approved for public comment

The White Paper on the Development and Promotion of Tourism in South Africa has been approved for public comment by Cabinet.

This is according to Minister in the Presidency Khumbudzo Ntshavheni who addressed the media following the Cabinet meeting held on Wednesday. 

The Minister said the policy aims to increase tourism’s “contribution to the South African economy through increased volume of visitors”.

“In 2023, Cabinet approved the publication of the Green Paper…and the comments from affected parties were incorporated into this draft policy. This White Paper now provides an agreed policy framework and guidelines for tourism development and promotion in South Africa.

“This policy will promote entrepreneurship in the tourism sector and ensure the sector’s enhanced contribution to employment,” she said.

Furthermore, the policy proposals also on “aligning the tourism policy with current government policy frameworks and to enhance the sector’s resilience and ability to respond to crisis”.

Astro-tourism

Ntshavheni told the media briefing that Cabinet had also approved the publication of the National Astro-Tourism Strategy and implementation plan for public comment.

“The strategy aims to position South Africa as a world class astro-tourism destination and this will boost economic development and employment in the tourism sector. South Africa is the first African nation to develop a national astro-tourism strategy and this will boost the country’s tourism diversification,” she said. 

The strategy focuses on various pillars including:
•    Infrastructure development
•    Optimising astronomy tourism streams
•    Public/private partnerships
•    Inclusive tourism and transformation.

“South Africa boasts several advantages that make it an ideal astro-tourism destination. This includes the unpolluted night skies and favourable weather conditions.

“The Department of Tourism in collaboration with the Department of Science and Innovation will launch the National Astro-Tourism Strategy at the national Tourism Day celebrations on the 27th of September where the Square Kilometre Array is located,” Ntshavheni said. – SAnews.gov.za
