Vodacom Group Launches Initiative to Upskill 1 Million Young People Across Africa

Vodacom Group (www.Vodacom.com) has partnered with technology providers to provide young people on the continent with access to digital skills as part of its commitment to driving digital literacy for Africa's next generation. Together with AWS, Microsoft, Skillsoft and other collaborating organisations Vodacom aims to bridge the digital skills gap across eight African countries and upskill 1million young people by 2027.

The Vodacom Group Digital Skills Hub is available in South Africa, Ethiopia, Tanzania, Mozambique, Lesotho, Egypt (Talimy), the Democratic Republic of Congo (VodaEduc), and in Kenya (Industry Digital Talent Program) to empower the next generation of digital innovators, enabling Africa's digital society and leveraging existing e-learning platforms in the respective markets.

According to the International Finance Corporation (IFC), over 230 million jobs will require digital skills in Africa by 2030, yet the continent faces a significant gap in supply and demand for digital expertise.

“The African continent is plagued in many countries with high levels of unemployment, gender inequality, income disparity and limited access to education, healthcare and essential services. These challenges inform our purpose and drives our strategy to connect for a better future, leveraging digital technologies to drive inclusion into the future for the betterment of people. The launch of the Digital Skills Hub is testament to our commitment to pioneering the path to a digital and more inclusive Africa”, says Shameel Joosub, Vodacom Group CEO.

The Vodacom Digital Skills Hub provides access to self-paced, digital skills training for those aged between 18 and 35. This is in addition to Vodacom Group's existing free, e-learning platforms across its markets. E-learning and digital classrooms have made it possible for students in remote or underserved areas to access quality education with platforms such as Talimy in Egypt, e-Fahamu in Tanzania, VodaEduc in the Democratic of Congo (DRC), Faz Crescer in Mozambique and an e-learning platform in South Africa, providing a wealth of online resources, which cater to different learning needs.

“We are extremely excited about this initiative which seeks to inspire the next wave of digital innovators. Our main aim with this initiative is to not only address the digital skills shortage on the continent but to also nurture a pipeline of young talent and in turn advance Africa's digital future, boosting opportunities for empowerment in an inclusive digital economy,” adds, Matimba Mbungela, Chief Human Resources Officer at Vodacom Group.

The Vodacom Digital Skills Hub is designed to empower the next generation, to consider a career in science, technology, engineering, and mathematics (STEM), and entails fun and engaging practical digital skills training for young people on the continent. AWS Educate is one of the first programs to be offered through the Digital Skills Hub and an additional program to Vodacom's various existing online learning platforms. AWS Educate offers beginners an extensive library of self-paced online training that covers a range of topics from cloud fundamentals to artificial intelligence and machine learning.

“With over 400 million young people between the ages of 15 and 35 in Africa, the continent has the youngest population in the world. Digital is the new currency, it is therefore imperative that we invest in them and provide them with the necessary digital skills that will not only boost their growth and development but that of the continent too,” concludes Joosub.

Municipalities warned against water tanker mafias

With maintenance of the Lesotho Highlands Water Project (LHWP) underway, the Department of Water and Sanitation has warned municipalities to be aware of the so-called “water tanker mafias” who deliberately sabotage water systems to attract business from municipalities.

The warning came during an inspection of the maintenance operation of the Lesotho Highlands Water Project tunnel in Clarens, in the Free State.

Water and Sanitation Deputy Minister, Sello Seitlholo, said in any crisis, particularly when it relates to water, there are opportunists.

“I want to warn mayors very strongly ….  I want us to guard against that. In situations like this, the water tanker mafia is going to come in steam rolling, because to them this is pay day,” Seitlholo warned. 

Seitlholo led the led an inspection of the maintenance operation along with Deputy Minister, David Mahlobo, on Friday.

The joint maintenance operation by Trans Caledon Tunnel Authority (TCTA) and the Lesotho Highlands Development Agency (LHDA) is currently underway, following the tunnel system closure on 1 October 2024.

The TCTA is undertaking the maintenance operation on Delivery Tunnel North within South Africa, and LHDA will focus on the transfer tunnels at the Muela hydro power station in Lesotho.

Seitlholo urged the municipalities to undertake the necessary community education on what was happening.

“We must constantly communicate with our communities, using social media so that people are aware of what is happening, particularly in around consumption of water,” the Deputy Minister said.

Mahlobo reminded those who are providing water to communities with water tankers that the situation was temporary.

“It is not a permanent thing…. let them give water to our citizens [but] do not let them exploit our people. If they break the law and try to interfere with the municipal systems, by vandalising the valves, the long arm of the law will reach them,” Mahlobo warned.

Acting Free State Premier, Jabu Mbalula, said the province was happy with the progress of the project, saying it will go a long way towards assisting the people of the province.

Mbalula assured citizens that the provincial government, working together with national government, was attending to the challenge of water.

He said water leaks were one of the most critical issues facing the province. – SAnews.gov.za

Government commends progress made in Lesotho Highlands Water Project maintenance

Water and Sanitation Deputy Minister, David Mahlobo, has commended the progress made in the Lesotho Highlands Water Project (LHWP) tunnel maintenance operations, which started last month.

Mahlobo and Deputy Minister Sello Seitlholo led an inspection of the maintenance operation at the Lesotho Highlands Water Project tunnel in Clarens, Free State, on Friday.

The joint maintenance operation by Trans Caledon Tunnel Authority (TCTA) and the Lesotho Highlands Development Agency (LHDA) is currently underway, following the tunnel system closure on 1 October 2024.

The TCTA is undertaking the maintenance operation on Delivery Tunnel North within South Africa, and LHDA will focus on the transfer tunnels at the Muela hydro power station in Lesotho.

Speaking at the inspection, Mahlobo commended the TCTA for the quality of the work delivered since the tunnel shutdown on 1 October 2024.

Mahlobo emphasised the ability of the two nations to cooperate and share the resources, noting that there are rivers that are flowing in between the neighbouring countries of South Africa, Lesotho, Eswatini, Namibia and Botswana.

“This trans-boundary cooperation is one of the things that we need to promote because in other parts of the world, there’s conflict around the issue of sharing water,” Mahlobo said.

Mahlobo highlighted the other advantages, which benefit both South Africa and Lesotho.

“In Lesotho, they have a hydro power station to power the system. It’s clean energy… At the very same time, this side, we are able to supply [water] for domestic use and other economic uses, whether it is agriculture industries, powering a number of communities and provinces (sic).

“The water… touches more than 13 million beneficiaries because it touches the province of Free State, Northern Cape, North West, Gauteng, and it also touches Mpumalanga. That is the scale of it and it is massive,” Mahlobo said.

The Deputy Minister said the Lesotho Highlands Water Project was completed by the democratic government, as it was commissioned in 1998.

South Africa’s richness in engineering

Mahlobo said South Africa is rich with skilled people in engineering, science and technology.

“[The LHWP] is a very sophisticated and complex system, where you have to go through the mountains, and you can see very serious engineering just to put [up] infrastructure of this nature. You can see the technology that is used…

“There is a need for continuous maintenance when you have assets. Therefore, investing in an asset gives you a longer life span and this one is going to extend the life span for the additional 20 years,” Mahlobo said.

The Deputy Minister called for reduced water losses, reiterating that every drop of water counts.

Support for municipalities

Mahlobo reiterated government’s support for all the municipalities that are directly or indirectly affected by the LHWP system.

“We are satisfied that the system will be managed, [but we acknowledge] it will remain vulnerable because it is a life system. It must be monitored from time to time, [hence] the weekly meetings happening every Wednesday to oversee the work. We want to encourage the workers to continue to do a good job and we are very proud of the work they do.

“Our call for citizens to use water sparingly still remains. In as much as water will continue to be available, it must be used sparingly,” Mahlobo said.

The LHWP maintenance is expected to be completed on 31 March 2025. – SAnews.gov.za

Deputy Ministers to inspect Lesotho Highlands Water Project

Water and Sanitation Deputy Ministers, David Mahlobo and Sello Seitlholo, together with Deputy Minister of Performance, Monitoring and Evaluation, Seiso Mohai, will today lead an inspection of the maintenance operation of the Lesotho Highlands Water Project (LHWP) tunnel in Clarens, Free State.

A joint maintenance operation by Trans Caledon Tunnel Authority (TCTA) and the Lesotho Highlands Development Agency (LHDA) is currently underway, following a tunnel system closure on 1 October 2024.

TCTA is undertaking the maintenance operation on Delivery Tunnel North within South Africa, and LHDA will focus on the transfer tunnels at the Muela Hydro power station in Lesotho.

“Following a de-watering process of the tunnel, technical inspections have been conducted and the repair work inside the tunnel resumed and will take place until 28 February 2025. The tunnel will remain closed for six months and will be operational again next year in March,” the Department of Water and Sanitation said ahead of Friday’s tour.

During the inspection of the maintenance tunnel, the Deputy Ministers will take members of the media to different sites of the tunnel, including Little Caledon Tunnel and Ash River Outfall. 

The Deputy Ministers will be accompanied by the Executive Mayors of theThabo Mofutsanyana and Fezile Dabi District Municipalities, and Setsoto, Mafube, Mantsopa and Nketoane Local Municipalities.

Klipdrift Package Plant

Meanwhile, as part of the government’s ongoing efforts to ensure access to safe drinking water and uninterrupted water supply to the people of Hammanskraal, in Gauteng, DWS Minister, Pemmy Majodina, will on Saturday unveil phase 1 of the Klipdrift Package Plant.

The launch follows the Ministerial visit that took place in August, where the Ministry of Water and Sanitation received an update report on the work done on the Klipdrift potable Water Treatment Works Project.

Ministerial Spokesperson, Cornelius Monama highlighted that in order to improve water provision to residents of Hammanskraal, the department last year allocated R758 million for the upgrading of the 40 megalitres (ml/d) per day Klipdrift Water Treatment Plant to provide additional water into the existing bulk water infrastructure.

Monama said the additional 50 ml/d will bring the total capacity to 92 ml/d after completion.

He acknowledged that the Hammanskraal community has experienced continuous water supply challenges which necessitated intervention by the DWS.

Monama explained that the potable water treatment plant is being implemented in four phases, and the current completed phase will bring in 12.5 megalitres of potable water into the bulk supply scheme. 

“The first package plant will supply water to parts of Mandela Village, Marokolong, Ramotse, Kekana Gardens, Kudube Unit 9 and Babelegi Industrial and Bridgeview informal settlement. The next phases of the project will continue into 2025,” Monama said.

The Minister, accompanied by Deputy Ministers, Mahlobo and Seitlholo, will unveil the first package plant at Klipdrift Package Plant in Mandela Village, Hammankraal, north of Pretoria. – SAnews.gov.za

Majodina reassures residents of sufficient water storage amid tunnel closure

Water and Sanitation Minister, Pemmy Majodina has reassured residents in the municipalities affected by the Lesotho Highlands Water Project (LHWP) tunnel maintenance of continued access to water.

The maintenance of the LHWP tunnel entails a total shutdown that began on 01 October 2024. The maintenance project includes general inspection and repair works, in order to ensure the integrity and reliability of the entire water tunnel system.

The operation is jointly undertaken by the Trans Caledon Tunnel Authority (TCTA) which focuses on Delivery Tunnel North within South Africa, and the Lesotho Highlands Development Agency (LHDA) which undertakes maintenance on the transfer tunnels at the Muela Hydro power station in Lesotho.

Reflecting on the Ministry’s performance in its first 100 days at a media briefing held in Pretoria on Tuesday, Majodina said the project will ensure that the tunnel continues to operate effectively in the long-term, supplying water to parts of the Free State and Gauteng.

Majodina said engagements with the two provincial governments and affected municipalities of Nketoane, Mfube and Dihlabeng was done in this regard.

“Specific work has already taken place, which include the upgrading of water treatment works, upgrading of raw water pumps, construction of new water reservoirs and the drilling and equipping of boreholes.

“The department has established the War Room to oversee the implementation of the shutdown and communication as a tool to raise awareness and to educate the public about water security issues.”

Majodina, together with Deputy Ministers, David Mahlobo and Sello Seitlholo, will inspect the Lesotho Highlands Water Project tunnel in Clarens, Free State on 15 November 2024.

Trans Caledon Tunnel Authority projects 

Majodina said during the 100 days in office, the department and its entity, the TCTA, continued with the implementation of 14 major national water infrastructure projects aimed at raw water security.

The approximately R100 billion projects include the R42 billion second phase of the Lesotho Highlands Water project to supply additional water to Gauteng, the R28 billion construction of a new dam and transfer tunnel on the uMkhomazi River in KwaZulu Natal to supply additional water to eThekwini and surrounding municipalities.

The projects include a R6.5 billion raising of the wall of the Clanwilliam Dam in the Western Cape, and the R750 million raising of the wall of the Tzaneen Dam in Limpopo.

Water sector reforms aligned to Operation Vulindlela 

Majodina also reported that the department is currently undertaking water sector reforms, which are aligned to the Operation Vulindlela Programme, led by President Cyril Ramaphosa.

Operation Vulindlela aims to modernise and transform network industries.

With regard to the water sector, the programme’s focus includes the National Water Resource Infrastructure Agency (NWRIA) Act signed into law by President Ramaphosa.

The act provides for the establishment of the National Water Resource Infrastructure Agency (NWRIA) through the amalgamation of the Trans Caledon Tunnel Authority, the Water Trading Entity and the infrastructure branch of the department.

“The functions of the NWRIA will include the financing, development, operations and maintenance of the national water resource infrastructure and the treaty and non-treaty functions performed by the TCTA. Processes are now underway to manage the establishment of the agency,” Majodina said.

The programme also focuses on the establishment of the remaining Catchment Management Agencies as required by the National Water Act, to enable improved catchment management with local stakeholder involvement; improving turnaround times for the issuing of water use licenses and reform of municipal water and sanitation services. – SAnews.gov.za

During the 11th Edition of Merck Foundation Africa Asia Luminary, two important occasions were marked; the 7th Anniversary of Merck Foundation and 12 years of Merck Foundation's development programs that started in 2012.

On the first day of the conference, the Plenary Session of the Merck Foundation Africa Asia Luminary 2024 took place, featuring a high-level panel discussion with the participating First Ladies of Africa and Asia. Moreover, two high-level ministerial panel discussion were held with African Ministers and top healthcare experts from across the globe.

The Day 2 of the conference will have five key parallel medical and scientific sessions, covering topics such as oncology, diabetes and hypertension, fertility and reproductive care, and medical capacity building in other specialties like respiratory care, acute care, emergency pediatric and neonatal care, and more. Additionally, a community awareness session, Merck Foundation Health Media Training, will be conducted for African journalists. This session will emphasize the critical role of the media in influencing communities and driving cultural change, with regards to a wide range of social and health issues like Breaking Infertility Stigma, Supporting Girls' Education, Stopping GBV, Ending Child Marriage & FGM, Empowering Women, Diabetes and Hypertension Awareness.

African Development Bank Appoints Dr Kennedy Mbekeani as Director General for East Africa

The African Development Bank Group (www.AfDB.org) has appointed Dr Kennedy K. Mbekeani as Director General for the East Africa Regional Development, Integration and Business Delivery Office, and Country Manager for Kenya, effective from 16 October 2024.

Mbekeani, a citizen of Malawi has over 25 years of senior experience in development finance, project management, policy advisory services, and knowledge generation at national and regional levels.

Prior to this appointment, he served as deputy director general for the Bank's Southern Africa Regional Development, Integration and Business Delivery Office. In this  role  he led the Bank's business development and delivery for sovereign and non-sovereign investments, and provided advisory services to South Africa, Lesotho, Botswana, Eswatini, Namibia and Mauritius. His efforts contributed to the Bank's reputation as a trusted partner for high impact development projects in the region. He also managed relationships with governments and the private sector.

Mbekeani joined the Bank in 2009 as Chief Trade and Regional Integration Officer. Subsequently he has held various roles including lead regional economist, officer in charge and acting regional director respectively of the Bank's South African Resource Centre. While serving as country manager for Uganda, he successfully expanded the Bank's portfolio to over $2 billion.

Before joining the Bank, Mbekeani worked for  the United Nations Development Programme as a trade, debt and globalisation advisor for East and Southern Africa. He also served as senior research fellow at the Botswana Institute for Development Policy Analysis, and senior economist at the National Institute for Economic Policy in South Africa.

He holds a Bachelor of Social Science (Economics and Statistics) degree from the University of Malawi, an MPhil in Monetary Economics from the University of Glasgow, and both an MA and PhD in International Economics from the University of California. He has authored numerous publications focusing on trade, regional integration, and infrastructure development in Africa.

Commenting on his appointment, Mbekeani said: “I am grateful and feel honoured by the confidence President Adesina placed in me through this appointment, as Director General for the East Africa Regional Development, Integration and Business Delivery Office and country manager for Kenya. I look forward to working with the president, the Board of Directors, senior management, our teams and stakeholders to enhance the Bank's operational efficiency, effectiveness and drive impactful developmental outcomes across the region.”

Former Finance Minisiter Tito Mboweni passes on

President Cyril Ramaphosa has paid tribute to former Minister and Governor of the Reserve Bank, Tito Mboweni, following his passing.

Mboweni passed away on Saturday evening following a short illness.

“Given his sense of vitality and energetic and affable engagement with fellow South Africans, Dr Mboweni’s passing at 65 comes as a shock. We have lost a leader and compatriot, who has served our nation as an activist, economic policy innovator and champion of labour rights,” President Ramaphosa said.

Mboweni served as South Africa’s Minister of Labour in the first democratically elected Cabinet from 1994 to 1999. Following that, he served as the South African Reserve Bank Governor from 1999 to 2009.

His final official position in government was as the Minister of Finance in President Ramaphosa’s administration from 2018 to 2021.

Mboweni resigned from Parliament on 1 February 2022.

“As Governor and Finance Minister, he had a sharp focus on fiscal discipline and economic transformation. Tito Mboweni distinguished himself in different strategic roles in the private sector and was a flag bearer in global forums for our economy and developing economies more broadly.

“He conducted himself with expert rigour, while maintaining the personable touch that made him a social media star and ambassador for Modjadjiskloof’s culinary traditions. His passing is a great loss. May his soul rest in peace,” President Ramaphosa said. 

The life and times of Mboweni

The youngest of three children, Mboweni was born on 16 March 1959. He grew up in Tzaneen, Limpopo. 

He attended the University of the North between 1979 and 1980, where he registered for a Bachelor of Commerce degree. He did not complete his studies there and left South Africa to go into exile in 1980.

While in exile in Lesotho, Mboweni joined the African National Congress (ANC), and was an activist for the party in many capacities. 

He obtained a Bachelor of Arts (Hons) in Economics and Political Science from the National University of Lesotho in 1985. In 1988, he obtained a Master of Arts in Development Economics from the University of East Anglia in England.

Prior to his appointment as Minister of Labour, Mboweni was Deputy Head of the Department of Economic Policy in the ANC. He also represented the ANC on several domestic and international platforms. 

Mboweni was a member of the ANC's National Executive and National Working Committees, and was also chairperson of the National Executive Committee's Economic Transformation Committee, which coordinated the development of ANC economic policies. – SAnews.gov.za

Cabinet welcomes UNGA resolution on Israel’s occupation

Cabinet has welcomed the United Nations General Assembly’s (UNGA) historic resolution that declared Israel’s occupation of East Jerusalem, the West Bank, and Gaza unlawful, and mandating the complete withdrawal of Israeli settlers and soldiers.

“This resolution is not only significant for South Africa’s case at the International Court of Justice (ICJ) but that developed countries such as Spain, Belgium and Japan joined most of the countries of the global South in supporting the resolution,” Minister in The Presidency Khumbudzo Ntshavheni said on Thursday in Pretoria, during a media briefing.

With the escalation of conflict in Sudan, Cabinet has called on all Sudanese to adhere to the guidelines of the African Union and Intergovernmental Authority on Development to end the conflict. 

“South Africa stands ready to offer its expertise to assist parties, role players and other relevant stakeholders to collectively work towards finding lasting peace in the Sudan,” the Minister said.

Meanwhile, Cabinet noted President Ramaphosa’s Working Visit to the Kingdom of Lesotho at the invitation of King Letsie III.

President Cyril Ramaphosa has hailed the solidarity, and “heroic sacrifices” made by the people of Lesotho in support of the fight for a free and democratic South Africa during the apartheid era.

The President was speaking during the 58th Lesotho Independence Day and Bicentennial Celebrations held in the Mountain Kingdom on Friday.

President Ramaphosa highlighted that the relationship between the two Southern African countries is “forged through a collective past and shared aspirations for the future”.

“I stand here today, representing my government and the people of South Africa, deeply aware of the heroic sacrifices Basotho made in support of the struggle against apartheid. Against enormous odds and at a great cost, the people of Lesotho extended a hand of friendship and solidarity. They offered refuge to our freedom fighters.

“As Basotho, you stood with our people even as the brutal apartheid armed forces crossed the border to kill and maim. We mourn the many Basotho who lost their lives alongside those of their South African sisters and brothers. We will remain forever grateful for these acts of selfless solidarity,” he said.

Lesotho Highlands Water Project Tunnel undergoes maintenance

Water and Sanitation Minister Pemmy Majodina and her counterpart from the Kingdom of Lesotho, Minister Mohlomi Moleko, have expressed optimism on the state of readiness for the two countries to carry out the six-month maintenance closure of the Lesotho Highlands Water Project (LHWP) tunnel. 

“Given the temporary halt in water deliveries, it is essential to use water sparingly and avoid wastage during this time. Despite preparations already made by government to ensure continued supply of water, it is crucial that we collectively minimise the impact on all of us through responsible consumption of water during this time,” Majodina said.

The two Ministers held a virtual meeting on Thursday, 26 September 2024 with a view to assess the state of readiness ahead of the tunnel closure from 01 October 2024 to 31 March 2025, which is aimed at undertaking maintenance work on the transfer and delivery tunnels of the LHWP. 

The planned maintenance forms part of the ongoing commitment by the two governments to ensure long-term sustainability and integrity of the infrastructure of the LHWP. 

“During the discussions between the two Ministers, there was a palpable agreement that the maintenance work should be carried out effectively and within the scheduled six-month period. 

“The work required to be undertaken during the closure of the tunnel includes grit-blasting the steel-lined section around the entire circumference and re-applying corrosion protection on the tunnel lining, as well as other maintenance and repair work identified during the 2019 maintenance shutdown,” the Department of Water and Sanitation said on Monday.

This work is expected to protect the infrastructure for another 20 - 30 years.

The closure of the LHWP tunnel will affect the Phase I Water Transfer and Delivery Tunnels. This will result in the total shutdown of the water delivery system for six months.

“During this time, there will be no transfer of water from the Katse Dam to Muela Hydropower Station (Transfer Tunnel – 45km), which will result in the stoppage of power generation at the Muela Hydropower Station in Lesotho.

“Additionally, there will be no delivery of water from Lesotho to South Africa through the 37km delivery tunnel. (Delivery Tunnel South 15km and Delivery Tunnel North 22km).

“Despite the impact on water transfer, both Ministers have assured that during the six-month maintenance period, citizens should not be alarmed, as there have been comprehensive measures taken by the Department of Water and Sanitation, working collaboratively with municipalities and water boards to ensure water security through water transfer within the Integrated Vaal River System (IVRS),” the department said.

Both Ministers acknowledged that although the tunnel closure will be a short-term inconvenience, it is crucial to undertake it in order to prevent long-term inconveniences in the future.  

In preparation for this planned closure, both governments took proactive measures to ensure that the maintenance will be conducted smoothly, with minimal disruption and to the benefits that accrue to Basotho and South Africans from the LHWP. 

“This proactive measure has allowed South Africa to receive most of its annual water deliveries, ensuring that both the water supply and the royalties revenue that Lesotho receives from those deliveries are minimally impacted. 

“The Lesotho government has also put in place concrete plans to secure additional electricity supply in the region and to ensure that reliable supply of electricity continues in Lesotho during this period,” the department said.

To mitigate the impact of the tunnel closure on water availability in the affected areas in South Africa, the IVRS, which consists of 14 interconnected dams, including the Vaal, Sterkfontein, Grootdraai and Bloemhof Dams (which is augmented by the Katse and Mohale Dams in Lesotho), has enough water for the duration of the maintenance period.  

“The dams are linked to each other by a system of rivers, canals, tunnels, pipelines, and pump stations. The Department of Water and Sanitation manages the IVRS as a system, in which water can be transferred from one part of the system to another, as and when required. 

“The Government of South Africa has undertaken a thorough analysis to assess the risk to the performance of the IVRS because of the tunnel closure and to determine the impact of the tunnel closure on water availability to users. 

“The analysis confirmed that the impact of the tunnel closure on the overall IVRS will be minimal, as most dams in the IVRS will be relatively full at the time of closure,” the department said.

Comprehensive technical and operational plans have been put in place to ensure minimal disruption to the everyday lives of the people in both countries. 

“All resources for the implementation of the maintenance work have been mobilised, and preparations are ready for the work ahead,” the department said. - SAnews.gov.za

SA Weather Service forecasts warm week followed by light snow

South Africa is set to experience a mix of warm and cool temperatures in the coming days, with a significant drop in temperatures and even light snowfall expected later this month, according to the South African Weather Service (SAWS).

This after the weekend’s freezing temperatures and snowfall in some parts of the country caused havoc on the roads, resulting in one fatality.

Forecaster at the South African Weather Service (SAWS) Lehlogonolo Thobela provided an outlook for the week ahead, highlighting warm conditions across much of the country.

“Today we are expecting just warm temperatures over the central parts, ranging between 26 and 30 degrees Celsius, that’s on average in the Northern Cape province. 

“In Gauteng, the weather will be cooler in the south but warm in the northern areas, with maximum temperatures reaching about 25 degrees in the north and about 24 to 22 degrees over the southern parts,” Thobela said.

The Eastern Cape will experience varied conditions, with cool weather in the northeastern parts but warmer and even hot temperatures in the south. 

“It will be quite cool over most parts of the northeastern parts of the Eastern Cape but warm over most of the province and hot over the southern parts,” Thobela explained.

The Western Cape, meanwhile, will see cooler conditions in the west but warmer weather in the east. 

“Just warm temperatures are expected across the country,” Thobela said.

Looking ahead to Wednesday, Thobela forecasted hot temperatures in the Lowveld of Mpumalanga, with highs of 34 degrees Celsius, and similarly warm to hot conditions in Limpopo. 

“It will be warm over most parts of the country, with maximums between 25 and 30 degrees over the central parts,” he noted. 

He said that cooler weather will persist in the Western Cape, especially along the west coast, where temperatures are expected to reach a maximum of 22 degrees.

The heat is set to continue through the week, especially in Limpopo and the northern parts of KwaZulu-Natal, with hot conditions predicted for the 26th and 27th of September. 

“It will be hot over most parts of Limpopo on the 26th and 27th,” Thobela said.

Central regions like the Free State, North West, and Gauteng will remain warm during this period.

However, a significant temperature drop is expected later in the month, starting on the 29th of September. 

“It will be cold over the southern parts, and the Western Cape will be very cold, with maximums ranging between 10 and 14 degrees Celsius,” Thobela said. 

The Eastern Cape will remain cool, with colder conditions in the central and southwestern parts.

On the 30th of September, cold conditions will spread to KwaZulu-Natal and parts of the Free State. 

“There is some light snow expected over the highland areas of the Eastern Cape, as well as the southwestern parts of KwaZulu-Natal and the border of Lesotho, between the 30th [of September] and the 1st of October,” Thobela revealed, though he assured that the snowfall would be light.

The cold snap will extend to the escarpment of Mpumalanga and KwaZulu-Natal on the 1st of October, with temperatures starting to recover by the 2nd.

South Africans are advised to prepare for fluctuating temperatures and possible snow in high-lying areas over the next week. – SAnews.gov.za

Government urges caution amid severe snowfall and road closures

Government is advising against any travel on the roads hit by heavy snowfall that affected Gauteng, the Free State, Mpumalanga, KwaZulu-Natal and the Eastern Cape.

While most of the roads have been cleared of snow and motorists who were trapped have been rescued, mop-up operations are still ongoing. 

This after heavy snowfall caused havoc on the N3 toll route and other regional roads on Friday night, leaving scores of motorists, including truck drivers and bus commuters, stranded. 

According to the Government Communication and Information System (GCIS), the N3 toll route remains closed to incoming traffic, apart from the section between Van Reenen’s Pass and the vicinity of Swinburne and Montrose for rescue and recovery operations. 

“Progress with clearing Van Reenen’s Pass is steady, and it is badly affected by abandoned trucks that are being cleared. Therefore, the Van Reenen’s Pass is still closed as rescue and recovery continues,” the statement read. 

Both Wilge and Tugela plazas are currently closed to traffic, while the N5 from Bethlehem to Harrismith is open, though dangerous driving conditions persist 30 km from Harrismith due to melting snow. 

“Travel on this route is strongly discouraged,” the GCIS stressed. 

The R57 from Kestell to the R714 junction is open with dangerous conditions, while traffic is also flowing from the same junction from Bethlehem to Warden but melting snow is causing hazardous driving conditions. 

The N11 route is open between Ladysmith and Volksrust. However, according to the GCIS, it is very misty through Majuba Pass, making it difficult to drive and citizens along this route are urged to stay at home. 

“All passes in the Eastern Cape have been opened for motorists. However, government appeals to motorists to be cautious as the road is still slippery.”

Government also warned that affected provinces are still experiencing snowfall and heavy mist, and fog is limiting visibility. 

“Citizens are urged to remain patient and cancel travel on closed routes.” 

In addition, emergency teams continue to work on clearing the snow and restoring accessibility. 

“Government will advise when conditions of the roads have improved and declared safe for use.” 

The State, through the coordinated efforts of disaster management authorities and emergency services, continues to respond to the situation to provide the required assistance. 

These include the South African Police Service (SAPS), the South African National Roads Agency (Sanral), the N3 Toll Concession (N3TC) and the South African National Defence Force (SANDF). 

Stranded road users

Meanwhile, the GCIS said all stranded road users along the N3 toll route have now been assisted. 

“Government extends its appreciation to the assistance by humanitarian organisations for the relief.” 

Emergency provisions and medical support are being distributed in all affected provinces, and additional air support will be provided as soon as weather conditions permit. 

“The public is encouraged to stay informed by tuning in to local radio stations and checking government social media channels for the latest updates on road closures and relief efforts.” 

Borders

Regarding ports of entry, the Border Management Authority (BMA) and its partners have temporarily closed certain ports as a safety precaution. 

“However, operations have now resumed at all ports of entry that were affected by the snowfall, except for the Sani Pass due to the melting snow, which is causing roads to be slippery.” 

Travellers seeking to enter Lesotho are advised to use the Ficksburg Port, Caledonspoort, Makhaleng, Boesmansnek, Monontsha and Maseru as alternative ports of entry. 

“Those who are trapped in the snow must remain in their vehicles, signal for help, and wait for assistance from disaster management authorities and police. It is safer to stay inside your vehicle and wait for help.” 

In addition, citizens are advised not to leave their vehicles to search for assistance unless help is visible within a reasonable distance. 

“Government thanks all citizens for their cooperation during this challenging time and urges patience and adherence to safety precautions to minimise any further impact of these severe weather conditions. Stay home, stay informed and stay safe,” the GCIS said. – SAnews.gov.za

Cabinet has, according to Minister in the Presidency Khumbudzo Ntshavheni, noted existing water supply disruptions in Gauteng and in some Free State municipalities that are not related to the Lesotho Highlands tunnel closure. 

“We further noted that the DWS [Department of Water and Sanitation] has supported municipalities to engage stakeholders in relation to the closure of the Lesotho Highlands tunnel,” the Minister said. 

She was addressing the media on Friday, regarding the outcomes of the Cabinet meeting held on Wednesday.

“Cabinet further noted that in Gauteng, rapid population growth, lack of infrastructure maintenance, lack of enforcement of by-laws and delays in the implementation of phase 2 of the Lesotho Highlands project have contributed immensely to the current water disruptions. 

“However, the completion of phase 2 of the Lesotho Highlands project will bring relief if supplemented by water demand management interventions, use of new water-saving technologies and proper maintenance of infrastructure.” 

Cabinet had at its ordinary meeting this week been briefed on the closure of the Lesotho Highlands Water Project’s tunnel for planned maintenance from 1 October 2024 to 31 March 2025.

The Minister said Cabinet believed the planned maintenance work was crucial to protect the infrastructure for another 20 to 30 years and failure to undertake this work would risk the transfer of water to the Integrated Vaal River System (IVRS), which provides the water supplied by Rand Water to its customers and all municipalities in Gauteng.

The Minister said a thorough analysis to assess the risk to the performance of the IVRS, which consists of 14 interconnected dams, have since been undertaken by the DWS. 

“The analysis confirmed that the impact of the tunnel closure on the overall IVRS will be minimal as most dams in the IVRS are currently full.” 

Meanwhile, she said the Cabinet noted the department had been holding readiness meetings with Free State municipalities which receive water from the Liebenbergsvlei River since 2022. 

The purpose of these meetings is to mitigate the risks of service interruptions during tunnel maintenance.

“However, delays by municipalities to upgrade and/or refurbish their infrastructure remains a challenge. Cabinet noted that the DWS will monitor and where necessary, intervene to support these municipalities.” 

Water restrictions in Gauteng 

Shifting her focus to the implementation of level 1 water restrictions in Gauteng, she explained that this was a result of Rand Water reaching its maximum water output on the IVRS.

“Water demand in Gauteng continues to grow because of population growth, increase in non-revenue water in municipal systems, including illegal and unbilled connections, and lack of maintenance resulting in huge water leaks, which are at 33% average across Gauteng municipalities.”

Currently, Ntshavheni said, the peak demand for water from Rand Water’s municipal customers is close to and occasionally exceeds the supply available from its treatment plants and storage reservoirs.

“To avert greater restrictions Gauteng municipalities must prioritise reducing water leaks in their water distribution systems and enforce water-use restrictions.” 

Ntshavheni announced that the DWS, Rand Water and Gauteng municipalities are partnering with the World Bank 2020 Water Resources Group to implement a mass awareness and communications campaign on using water sparingly, in collaboration with civil society and business leaders. – SAnews.gov.za
