COGTA Committee Commends CRL Rights Commission for Efforts to Safeguard Cultural, Religious and Linguistic Rights
The Portfolio Committee on Cooperative Governance and Traditional Affairs on Friday reaffirmed its support for the Cultural, Religious and Linguistics (CRL) Rights Commission's efforts to safeguard these rights.
The committee received briefings from the CRL Rights Commission and the Municipal Demarcation Board (MDB) on their strategic and annual performance plans. The MDB's mandate includes, among other things, the delimitation of municipal wards after consulting the Independent Electoral Commission.
Committee Chairperson Dr Zweli Mkhize acknowledged the commission's role in addressing harmful practices performed under the guise of religion. He also encouraged the commission in its ongoing efforts to confront psychological, physical and sexual abuse linked to such cases. “While we respect religious freedom in South Africa, these rights must be exercised in line with constitutional protections and human dignity,” he said.
The commission's briefing follows the recent Eastern Cape High Court judgement, which cleared Nigerian pastor Timothy Omotoso of all charges, including sexual assault and human trafficking.
Welcoming the commission's presentation, the Chairperson reaffirmed the importance of the commission's work in protecting the rights of cultural, religious and linguistic communities and the crucial role this plays in nation-building and social cohesion.
The committee noted the challenges impacting the commission's work, particularly budget constraints. It was encouraged by ongoing efforts to recognise and develop historically marginalised languages, such as SePulana (a language spoken by the Mapulana people in Limpopo and Mpumalanga) and isiMpondo (spoken by the AmaMphondo people in the Eastern Cape).
The committee also welcomed the continued focus on customary initiation practices and ensuring they conform to constitutional principles. The Chairperson stressed that there should be zero tolerance for illegal schools, mutilation, or loss of life in exercising this traditional custom. “There can be no acceptable number when it comes to mutilations or fatalities. Our goal must be zero in all respects. There is no acceptable threshold for such harms,” he said, stressing the need for stronger oversight, awareness and community education.
The committee also welcomed the shift in focus of the commission's referral and oversight systems that now ensure matters brought before it are addressed, even when other departments are involved. Previously, the commission would refer matters to relevant departments.
Meanwhile, while welcoming the MDB's presentation, the committee expressed concerns about the practicalities and impact municipal boundary determinations may have on communities. Highlighting that communities are often built on relationships and shared access to services, the Chairperson cautioned the Board against only relying on legal frameworks when making boundary determinations that may split communities and social networks. “The MDB must be sensitive to avoid dividing a settled cohesive community into different wards, municipalities, districts, and sometimes provinces as this practice may disrupt social stability and access to social amenities and centres for service delivery.”
Moreover, the committee sought concrete evidence of public consultation during demarcation. Members also called on the MDB to be more responsive to dissatisfaction in affected communities and asked for evidence that public education initiatives helped build public trust in the demarcation process.
Noting the budget constraints, the committee urged the MDB to build its institutional capacity and not solely rely on municipalities to do its work at the local level.

Police Minister Senzo Mchunu says municipalities must rise to the occasion and be aware of the activities taking place in the spaces they rent out.
The Minister’s comments come as he visited various drug laboratories and a warehouse which were discovered and shut down by the Hawks in Mpumalanga.
“The spaces where this operation was carried out (industrial and residential areas) are indicative that municipalities have to rise to the occasion and be aware of the activities which take place in relation to the spaces they rent out,” the Minister said following his visit to the sites on Sunday.

The visit follows an operation carried out by a team comprising of among others, the Hawks in Secunda, Standerton K9, and the Standerton Crime Intelligence on 4 April.
“A search warrant was obtained and large quantities of liquid chemicals in drums, powder chemicals in sacks, machinery and equipment were found. It was confirmed that the building was used as a storage facility for illicit drug producing material,” the Minister said.
Three Mozambican nationals found at the scene were arrested; a fourth suspect who is also a Mozambican national was also arrested.
“All these individuals are illegal immigrants. Three vehicles were seized. Further investigation led us to a farm, where a clandestine drug lab was discovered, and a Mozambican couple was arrested - parents to one of the suspects arrested prior. Again, these individuals do not have the requisite papers to be in South Africa,” he said.
The combined value of items found was around R20 million.
All six suspects appearance in the Standerton Magistrate court on Monday, 07 April 2025.
Additionally, intelligence about two additional laboratories in the area were received. Search warrants were applied for and executed on 8 April 2025.
“The Investigation team comprising of the Directorate for Priority Crime Investigation (DPCI/Hawks) Secunda, SANEB [South African Narcotics Enforcement Bureau] head office, Standerton K9, Standerton Crime Intelligence, and private security visited a farm and discovered it was empty and then proceeded to a residential address.
"A tablet pressing machine, a disassembled machine worth over R2 million, petrol generator and 20 litre buckets full of finished powder products valued at over R28 million were found,” said the Minister.
Two South African males were arrested while a third suspect, handed himself in. They appeared in the Standerton Magistrates Court on 10 April 2025.
Several luxury vehicles were seized, including a Mercedes Benz and an amount of R3 689 200 was found in the boot of the Mercedes Benz. A white Isuzu van was found at another address and is in police custody.
“All suspects have since appeared in the Standerton Magistrate’s Court; one suspect (South African) has been released but investigations are still underway. The eight suspects who are in custody will appear again for a formal bail hearing on the 25th of April 2025.
This whole operation is an indication that we need to increase our law enforcement capacity in order to achieve such results and more. This is one aspect which we as the SAPS [South African Police Service] are focused on,” the Minister explained.
He added that the police have prioritised tackling the drug trade and is looking at dismantling the entire value chain.
“Since August 2024, the SAPS have uncovered several clandestine drug laboratories, leading to significant seizures of illicit substances and manufacturing equipment.”
Among some of the drug busts made by police previously include the dismantling of a laboratory valued at R100 million was dismantled in Rietfontein, Tshwane, resulting in the arrest of a 39-year-old Mexican national in November last year.
In December 2024, a drug bust valued at R4.5 million was executed, uncovering machines used for drug production, though no suspects were found at the scene in Kibler Park, Johannesburg.
“The total estimated street value of the 800 kilograms of drugs that were destroyed on 7 March 2025 is in excess of R340 million. About a year ago, drugs worth R550 million were destroyed. In three years, various types of drugs worth R5.2 billion have been destroyed.
“As the SAPS, we have a constitutional duty to ensure that all South Africans are and feel safe. Drugs have a negative impact on our communities. They have an impact on the crime levels, they destroy young lives and the health of those who consume them,” he said.-SAnews.gov.za

President Cyril Ramaphosa will this week undertake an oversight visit to the Eastern Cape province where he will engage with the Provincial Executive Committee and receive a briefing on the Port of Ngqura.
The President’s programme will commence on Tuesday with a briefing by the Transnet leadership on the port which is one of South Africa’s newest deep-water ports, designed for high-efficiency container handling and large vessels.
It is also strategically aligned with the Coega Special Economic Zone (SEZ) and positioned as a key transshipment hub for Southern Africa.
“During the visit, the President will receive an update on plans to improve operational efficiencies at the port and projects currently underway,” the Presidency said in a statement.
On Wednesday, the President and Cabinet will meet with Eastern Cape Premier Oscar Mabuyane and his executive council to discuss conditions and opportunities in the province as part of strengthening intergovernmental cooperation, collaboration and consultation.
“The national and provincial executives will discuss various approaches to improving service delivery at local government level,” the Presidency said.
The President’s visit will seek to tighten alignment between provincial priorities and those of the 7th Administration, in line with the joined-up development approach adopted by government in the District Development Model.
This visit will be the fifth engagement between the national executive and provincial governments following recent interactions between the President and the provincial governments of Mpumalanga, KwaZulu-Natal, Limpopo and Gauteng.

Police Minister to visit Mpumalanga drug labs following arrests
Police Minster Senzo Mchunu is this afternoon expected to visit the two drug laboratories and a warehouse which were discovered and shut down by the Hawks in Mpumalanga this week, said the Ministry of Police.
In a statement, the Ministry said the Minister will be accompanied by the National Commissioner of Police, General Fannie Masemola, together with the Directorate for Priority Crime Investigation National Head, (Dr./Adv) Lieutenant General Godfrey Lebeya.
The discovery was made in Standerton.
“Equipment and substances with an estimated value of R48 million and seven vehicles have been seized for further investigation. Nine suspects have been arrested,” said the Ministry ahead of Sunday’s visit.
On Wednesday, the Hawks said that two suspects would appear in the Standerton Magistrate's Court after the arrest of six Mozambican nationals.
This as the Hawks’ Secunda based Serious Organised Crime investigation monitored the origin of drugs in Standerton after numerous cases of possession of drugs were reported.
“The task was successfully executed as two clandestine laboratories were clamped down within a week,” the Hawks said at the time.
Additionally, a pressing machine and 35 buckets filled with powder and ready to be pressed into tablets were recovered. -SAnews.gov.za

Public Works and Infrastructure Deputy Minister Sihle Zikalala will on Friday have a stakeholder consultation in Port St Johns in the Eastern Cape, as part of bringing to reality the development of a small harbour in the area.
Zikalala will be joined by the Eastern Cape Public Works and Infrastructure MEC, Siphokazi Lusithi, Port St Johns local Municipality Mayor, Cebisa Mazuza and the Eastern Cape Chair of the House of Traditional leaders, Mpumalanga Gwadiso.
“Port St Johns in the Eastern Cape, Port Shepstone in KwaZulu-Natal and Port Nolloth in the Northern Cape have been identified for small harbour development, which will create jobs and boost the economy,” the department said on Wednesday.
Last month, Public Works and Infrastructure Minister Dean Macpherson and the Mayor of Saldanha Bay, André Truter, committed to working together to redevelop the St Helena Bay and Saldanha Bay small harbours.
The two small harbours in the Western Cape, which are owned and managed by the Department of Public Works and Infrastructure, have over the years fallen into a state of disrepair, often attracting criminal activity and deterring investment in the surrounding communities.

The Department of Water and Sanitation (DWS) says the five sluice gates remain opened at the Vaal Dam, while outflows at Bloemhof Dam are to be increased to manage rising water levels.
“Since the opening of the fifth sluice gate [on Sunday] morning due to the heavy inflows into the Vaal Dam, the Department of Water and Sanitation will keep all the five sluice gates opened and there will be no changes in the dam’s outflow…
“However, should there be increased inflows into the Vaal Dam, it may result in additional gates being opened. The DWS will continue to monitor Vaal Dam and effect changes on the outflow as and when necessary,” the department said in a statement on Monday.
The department reported that the water storage level at the Vaal Dam was at 111.11% on Monday morning, rising from Sunday’s 109.3% full supply capacity.
This is due to the continuous high inflow of water at 1002.25 mᵌ/s from the upper catchment.
The Bloemhof Dam storage level has also increased from 107% on Sunday to 112.08% full supply capacity on Monday morning.
As a result, the department said water releases at the dam will be increased at different times on Monday and will be staggered from the current 1 400 m3/s to 1 550 m³/s at 12pm to 1 700 m³/s at 2pm, and the last increase will be 1 850 m³/s at 4pm.
Possible overtopping of riverbanks downstream
The department warned that the current controlled water releases by the five sluice gates may lead to possible overtopping of riverbanks downstream, and this will affect infrastructure built in lower-lying areas within the 1 in 100-year floodline.
“People living within the floodline of the Vaal River downstream of the Vaal Dam and the Bloemhof Dam should evacuate and move to a safe area and remove valuable equipment, movable infrastructure and livestock,” the department said.
One sluice gate remains open at Grootdraai Dam
One sluice gate remains open at Grootdraai Dam in Mpumalanga in the Upper Vaal River Catchment, upstream of the Vaal Dam, to enable water releases.
On Monday morning, the dam recorded 102% full supply capacity.
The department reiterated that these necessary controlled water releases at the dams are being implemented, as part of dam safety precautions to safeguard the infrastructure and protect human life.
“The DWS is continuously monitoring the water levels in the Vaal River System. Through various platforms, the department continuously shares hydrology reports and provides regular updates regarding the water levels in the dams, with recommendations in order to provide early warnings in case of flooding.” – SAnews.gov.za

Fifth sluice gate opened at Vaal Dam
A fifth sluice gate has been opened this morning at the Vaal Dam to manage water levels, which have increased overnight as a result of the ongoing rainfall in the Vaal River catchment.
This is in about 24 hours after the Department of Water and Sanitation (DWS) had opened the fourth sluice gate at the Vaal Dam.
Water storage levels at the dam stood at 107.82% on Saturday but as of this morning, the levels have risen to 109.39%. The outflows at the dam will move from 550 cubic metres per second (mᵌ/s) to just under 700 mᵌ/s. The inflows into the dam are currently 1 000 m3/s.
Bloemhof Dam storage levels have also risen from yesterday’s 103.23% to 106.91% this morning, and water releases will be staggered incrementally from the current 1 000 mᵌ/s to 1 100 m³/s at 10am; 1 200 m³/s at 12h00; 1 300 m³/s at 14h00, and the last increase at 16h00 to 1 400 m3/s.
The increased outflows from Vaal Dam are expected to reach the barrage in about six hours and Bloemhof Dam in three to four days, and will result in water levels rising in both the dam and the river, overtopping of the riverbanks.
Due to increased water releases by the five sluice gates, there might be a possible overflowing at the riverbanks downstream and this will affect infrastructure built in lower lying areas.
At Grootdraai Dam located in Mpumalanga in the Upper Vaal River Catchment, upstream of Vaal Dam, one sluice gate remains opened at 2.5 metres to enable the water releases. The dam is currently sitting at 102.41%.
The department is implementing these necessary controlled water releases at the dams as part of dam safety precautions to safeguard infrastructure and ensure that there is full storage capacity after the rainfall season.
The department, through various platforms, continuously shares hydrology reports and updates on a regular basis with recommendations in order to send early warning systems and activate evacuation plans in case of flooding. – SAnews.gov.za

Hlabisa launches public consultations for ward delimitation process
The Minister of Cooperative Governance and Traditional Affairs (CoGTA), Velenkosini Hlabisa, has launched a series of public consultations aimed at facilitating the ward delimitation process in Mpumalanga.
Hlabisa officially launched the Municipal Demarcation Board’s (MDB) public consultation process for the 2025 Ward Delimitation.
The event, held in Mbombela, Mpumalanga, on Thursday, marked the beginning of engagements with communities nationwide regarding the adjustment of municipal ward boundaries, in preparation for the 2026 Local Government Elections (LGE).
The Ward Delimitation Process plays a crucial role in enhancing democracy by ensuring that municipal ward boundaries accurately reflect demographic changes, promote fair representation, and foster effective local governance.
Public participation is essential to empower communities to influence how they are represented in local government, ensuring that public policies and initiatives reflect the diverse needs, values, and perspectives of the communities they serve.
Delivering a keynote address, Hlabisa encouraged communities to actively participate in these discussions.
The Minister reflected on the impact of ward delimitation on the lives of communities, as it is also a transformative opportunity for communities.
Hlabisa believes that the timely conclusion of this process is also integral to the success of the next Local Government Elections.
The Minister called for all stakeholders to provide the Municipal Demarcation Board with maximum support, to ensure the success of this process within the agreed timeframe.
According to the department, Section 154 of the Constitution stipulates that, if the electoral system includes ward representation, the delimitation of wards must be conducted by an independent authority appointed in terms of, and operating according to, procedures and criteria prescribed by national legislation.
The MDB is the independent authority tasked with defining municipal boundaries and overseeing community consultations with support from CoGTA and other relevant stakeholders.
“I urge us all to consider the impact that effective spatial planning and demarcation have on the lives of our citizens and the prosperity of our communities. This is important because while Municipal Wards are the smallest, they are critical units of local governance. They are the foundation upon which we build inclusive and effective systems for local governance,” Hlabisa said.
Hlabisa also stressed the significance of recognising that the delimitation of municipal wards is not merely a technical task, but “a transformative opportunity to strengthen democracy, promote inclusivity, and enhance service delivery.”
According to the Minister, the municipal wards serve as the fundamental building blocks of local government and spaces, where citizens directly engage with elected representatives and where community needs are identified and discussed.
“Wards reflect the diversity of our cities and towns, serving as microcosms of their respective communities. For these reasons, we should strive to ensure that ward delimitations foster improved social cohesion among our communities,” he added.
The Minister called on everyone, including the youth, people in traditional areas, and other community structures across the country, to become active participants in the process set to finalise the wards ahead of the LGE.
“The social cohesion will result from the connectedness, solidarity, and shared goal of ensuring democracy in action through the ward delimitation process. This will result in the community feeling empowered and included in deciding and finalising the wards.
“This will foster trust emanating from the engagements with communities through the public consultation process.”
The event focused on redefining municipal wards and the building blocks for inclusive and efficient local governance.
The gathering kick-started with public consultations for the nationwide ward delimitation process.
The public consultations will occur in all provinces, from April to June 2025.
The department believes that the success of the process depends on the nationwide maximum participation of our communities.
By the end of October 2025, the MDB will hand over the wards to the Electoral Commission of South Africa (IEC), in preparation for the 2026 LGE.
The speakers at the event emphasised that the ward delimitation process is democracy in action as it will see all South Africans given an opportunity to have a say on how their wards will be configured.
The outcome of the ward delimitation process will be the municipal ward boundaries, which accurately reflect demographic changes and foster effective local governance. – SAnews.gov.za

With the Vaal Dam water levels at 107.30%, the Department of Water and Sanitation (DWS) has opened a third sluice gate at the dam to increase water outflows and manage the increase of inflows.
The third sluice gate which was opened on Tuesday afternoon, will increase water outflows to approximately 400 cubic metres per second (mᵌ/s), and manage the increase of inflows from upstream due to the ongoing rains.
The department reassured that the current water releases by the three sluice gates are still within the safe operational limits and are not expected to lead to overtopping of riverbanks downstream.
“Grootdraai Dam, located in Mpumalanga in the Upper Vaal River Catchment, which is upstream of Vaal Dam, had one sluice gate opened by one metre, and has now been increased to 1.5 metres to increase the water releases. The dam is currently sitting at 103.37%.
“At Bloemhof Dam, water outflows have been temporarily closed today due to maintenance work currently underway. As soon as the maintenance is completed today, water releases will resume and will be staggered over several hours to prevent wave-action flooding downstream,” the department said in a statement.
Additionally, increased outflows from Vaal Dam are expected to reach Bloemhof in three to four days and will result in water levels rising at the dam.
“If necessary, these increases will be managed by gradually increasing outflows from the dam. The dam levels are [at] 96.65%.”
The department added that it is implementing these necessary water releases at the dams as part of dam safety precautions to safeguard infrastructure and ensure that there is full storage capacity after the rainfall season.
The department opened the second sluice gate at the Vaal Dam on Friday, 28 March.

Employment and Labour Minister Nomakhosazana Meth, has officially handed over R514 million in contracts to 15 Labour Activation Programme (LAP) partner companies in Mpumalanga, aimed at stimulating job creation in the province.
The 15 LAP partner companies are expected to provide training to over 9 600 job seekers after signing a pledge committing to the absorption of these jobseekers in key sectors of the economy.
Speaking at the handover event held at Mbombela Stadium on Monday, Meth said the handover is not just about launching projects but also igniting opportunities that will reach thousands of individuals, uplift families, and strengthen communities.
“We are investing not just in businesses, but in people, skills, and making dreams that deserve to be realised a possibility. This is what real economic transformation looks like - not just numbers on a page, but real impact on the lives of those who call Mpumalanga home,” the Minister said.
The Minister said that the partners whom the contracts have been handed over to have been given a condition to guarantee jobs for beneficiaries.
“I have made it a requirement that all the LAP partners recruit at least 70% of the beneficiaries from the Employment Services of South Africa (ESA) platform, which is a government system placed to connect job seekers with available opportunities,” she said.
She moved to highlight that Mpumalanga is a province of movement, boasting infrastructure that connects the nation to greater possibilities. It is home to one of the most important economic corridors, the Maputo Corridor, a vital route that links us to the Port of Maputo and connects South Africa to the rest of the world.
“Through this corridor, we export our agricultural produce, our minerals, and our manufactured goods, which fuel the country’s economy. It is this very corridor that has the power to transform small businesses into major players, to take local industries and give them a global footprint,” she said.
The Minister also noted that approximately 1 million young South Africans become available to the labour market. However, only 400 000 find steady work, 300 000 find some work, while about 300 000 never find work.
She stressed that without decisive and intentional interventions from the government, in collaboration with relevant societal partners, the situation is unlikely to improve.
Young people continue to face challenges in entering the labour market due to a lack of work experience, and in some cases, possessing skills that do not align with market demands.
“It is for this reason I emphasise that our response must be decisive, and I dare say – aggressive.
“I am pleased and equally excited that today, at this municipality of Mbombela we gather to handover the Labour Activation Program contracts to 15 partners, who will create job opportunities for 9 616 beneficiaries to the value of over R514 million across 4 districts and spanning to over 11 local municipalities,” the Minister said.
The Minister said the Labour Activation Program is the department’s direct policy response to unemployment, affording job seekers opportunities to improve their employability and connect them to the world of work.
“Our focus should combine skills training, work experience, and job placement services to help participants transition into the labour market.
“With these projects, we are saying to the people of Mpumalanga: we see you, we believe in you, and we are committed to your success. We are saying to the youth that there is space for you in this economy, that your talents and skills are needed, as the future belongs to you. We are saying to businesses that you are not alone, the government is here to support you and to open doors to break down barriers that have held back growth for too long,” the Minister said.
The Minister added that government is strengthening private sector partnerships to collaborate in creating more job opportunities and ensure training programs are relevant to industry needs.
“We need every South African to believe in the power of collective action. This drive grew stronger after President Ramaphosa established an Inter-Ministerial Committee of government and business partnership on unemployment, skills development and SMME support, which is chaired by me as the Minister of the Department of Employment and Labour.
“Throughout this partnership, our targeted interventions for groups disproportionately affected by unemployment, such as youth, women and people with disabilities remain our priority.

Government allocates R1.44 billion for natural disaster recovery efforts – Hlabisa
Minister of Cooperative Governance and Traditional Affairs (CoGTA), Velenkosini Hlabisa, has announced a significant financial commitment of R1.44 billion from the R11 billion requested to assist municipalities impacted by recent natural disasters.
The funds, dispersed between February and March 2025, aim to address infrastructure damage caused by floods, heat waves, and severe weather events across multiple provinces.
The grant allocation covers 60 municipalities and provincial sector departments across five provinces, including the Eastern Cape, KwaZulu-Natal, Limpopo, Mpumalanga and Free State, targeting sectors such as infrastructure repair, education, health and agriculture.
Meanwhile, the Minister announced that the National Disaster Management Centre (NDMC) has officially classified recent weather events as a national disaster, enabling prompt intervention and support for affected communities.
“As we face the growing challenges posed by natural hazards such as floods, heat waves, fires and droughts, it is crucial to recognise the substantial threats these events pose to our communities, to our infrastructure, as well as to our economy.
“While climate change has exacerbated some of these risks, we also confront challenges that stem from unsustainable practices and inadequate planning,” the Minister said on Monday at a media briefing.
He believed that acknowledging these factors allowed government to pursue proactive measures and solutions that can lessen future risks.
The country has been experiencing significant weather events, including heavy rains, floods, thunderstorms and strong winds since the beginning of 2025.
The Minister is of the view that this calls for urgent collaborative action and resilience-building within communities on behalf of the government and South Africans.
Hlabisa also took the time to offer his condolences to the families and loved ones of the 40 people who have lost their lives since the December holidays.
“We continue to commit our efforts to build resilience and reduce the risk of future disasters so that no more lives are needlessly lost.”
He assured citizens that the State was now turning its attention to recovery and improving preparedness for future challenges by learning through developing stronger systems and strategies that will safeguard citizens and enhance collective resilience.
Hlabisa emphasised the importance of accountability, warning that any mismanagement or diversion of funds will face strict consequences.
“I'm speaking about the funds amounting to R1.44 billion already in the accounts of our municipalities, but what we notice in some of our municipalities is that the poor infrastructure, planning and implementation become a serious factor.
“The poor workmanship is always noted once the money has been spent, diversion from the original allocation. When money was allocated for a bridge, a municipality decides to use the money for salaries, or when the money was allocated for 3 kilometres, the municipality decided to spend the money on 1 kilometre,” he explained.
However, he said government will do whatever it takes to ensure that they follow these monies that have been allocated and have given municipalities up until August this year to use the allocated funds.
“The allocation of disaster response and recovery grants is a testament to our unwavering commitment to safeguarding our communities and rebuilding our nation as we navigate these challenging times. We must work together, leveraging our collective strengths and resources to ensure a resilient and prosperous future for all people of South Africa,” he concluded. – SAnews.gov.za

NICD warns of increase in cases of respiratory diphtheria
The National Institute for Communicable Diseases (NICD) has urged citizens to check their children’s vaccination status due to a rise in diphtheria cases in the country.
Since the beginning of 2025, up until 23 March, diphtheria, caused by the bacterium Corynebacterium diphtheriae, has been confirmed in 40 people in South Africa.
Of these cases, 19 exhibited symptoms, while 21 were asymptomatic.
“These asymptomatic individuals were carriers identified during contact tracing,” the statement read.
According to data from the NICD, there were 15 reported cases of respiratory diphtheria in the Western Cape, two cases in Gauteng, three cases in Mpumalanga, and one probable case in Limpopo.
Laboratory tests did not confirm the case from Limpopo, but the person exhibited symptoms consistent with respiratory diphtheria.
Over 78% of the cases have occurred in adults aged 18 and older.
Among the symptomatic cases, the public health institute said it was important to note that nine people have died, resulting in a case fatality rate of 27% (nine out of 33 cases) since the beginning of 2024.
“Adults who have not had a diphtheria vaccine in the last 10 years are urged to seek vaccination at a clinic or with their usual healthcare provider.
“Pregnant women are advised to get the vaccine with each pregnancy to protect the baby from diphtheria, tetanus, and pertussis.”
Diphtheria is a contagious, severe, vaccine-preventable illness usually associated with a sore throat, fever, and large, swollen glands in the neck.
The NICD said this illness is sometimes called a “bull neck”, and on examining a patient, the doctor will see a characteristic adherent membrane over the tonsils and the throat, also known as a “pseudomembrane”.
“If not treated early, the public health institute said diphtheria causes difficulty in breathing and can lead to complete blockage of the airway and death. The organism also produces a toxin that affects the heart muscle, kidneys, and nervous system, leading to life-threatening illness.”
Treatment is with diphtheria antitoxin to neutralise the toxin produced by the bacterium and appropriate antibiotics to eradicate the organism, which should be given early to be effective.
The NICD is encouraging doctors and healthcare workers to be on high alert for suspected diphtheria cases and are urged to report cases on the Notifiable Medical Condition app or the NICD website.
The NICD said the best protection against diphtheria is vaccination.
Infant vaccine is given at six, 10, and 14 weeks of age, with booster doses at 18 months and six and 12 years.
The available vaccines include Dt (diphtheria and tetanus) and DTaP (diphtheria, tetanus, and acellular pertussis or whooping cough). – SAnews.gov.za

Seven suspects arrested during Operation Vala Umgodi are expected to appear in the Sabie Magistrate’s court today on charges of the contravention of the Immigration Act of South Africa.
According to the South African Police Service (SAPS) in Mpumalanga, the seven were arrested in Sabie on Friday, 28 March 2025.
“The arrested suspects, aged between 18 and 67, were found to be undocumented foreign nationals,” said the police of the intelligence driven operation conducted by the proactive and combat team in collaboration with Phoenix Security.
During the operation, illegal mining equipment were confiscated, which included Phendukas, gas cylinders, motors, oxygen cylinders, and generators.
The Acting Provincial Commissioner of the SAPS in Mpumalanga, Major General Zeph Mkhwanazi, welcomed the arrests and emphasised that law enforcement agencies will continue with efforts to eradicate illegal mining activities.

Committee Successfully Launches People-Centred Oversight Mechanism for International Relations in Three Provinces
The Portfolio Committee on International Relations has successfully launched the people-centred oversight mechanism for international relations in Mpumalanga, North West and Gauteng provinces.
The committee Chairperson, Mr Supra Mahumapelo, said the committee has completed the introduction and the first phase of involving the people at local, ward, district and provincial levels for their direct participation in matters related to international relations.
He called on the Department of International Relations and Cooperation to act as a catalyst to ensure that the launches translate into the real involvement of the people in these matters. He said the department will ensure that developments regarding trade and other agreements that are entered into between South Africa and the rest of our trading partners are understood by the people on the ground.
The committee is optimistic about the success of the people-centred oversight mechanism in achieving its objectives and also ensuring that ordinary people understand the value of trade agreements from an economic-growth opportunities perspective and the translation of that into their direct participation in the economy to push back the frontiers of poverty.
The committee is looking forward to seeing this new mechanism becoming a practical means for ordinary South Africans to join their Parliament in meaningful and valuable engagement at the international sphere of its mandate.
The Gauteng leg of the people-centred oversight mechanism for international relations was attended by various organisations and individuals expressing their support. They included the embassies of China and Brazil; the Chairperson of the Portfolio Committee of COGTA of the Gauteng Legislature, Mr Mzi Khumalo; the Secretary General of COSATU and the Secretary General of the Congress of Traditional Leaders of South Africa, Mr Zolani Mkiva;the national Chairperson of the South African National Civic Organisation, Mr Skhumbuzo Mpanza; Mr Justice Nkomo of the Congress of South African Trade Unions; Mr Tebogo Matlou of the South African Local Government Association; and representatives of non-governmental organisations andinternational relations students from tertiary education institutions.
The committee will continue with its launches of the programme in the remaining six provinces. “It is in the interest of the committee to ensure that every citizen understands and appreciates the activities undertaken by the executive internationally on behalf of South Africa. Ordinary South Africans should understand the involvement of South Africa in SADC, AU, UN, the Commonwealth, and BRICS among others,” the Chairperson said.
Mr Mahumapelo said this platform should now become a strategic place for education about South Africa's presidency of the G20. “We are calling on the Department of International Relations and Cooperation to ensure that South Africans have a better understanding of South Africa's G20 presidency,” Mr Mahumapelo said.

Committee Receives Briefings on Interventions to Address the Escalating Municipal Electricity Debt
As part of its week-long oversight to Gauteng, the Portfolio Committee on Electricity and Energy held a meeting that brought together key stakeholders which included Eskom, National Treasury, the Department of Cooperative Governance and Traditional Affairs (COGTA), and the South African Local Government Association (SALGA), on the growing municipal electricity debt crisis, which has escalated to nearly R100 billion.
The aim of the meeting was to find solutions on the pressing challenges affecting municipalities' ability to meet their financial obligations and sustain electricity. The committee emphasised the seriousness of the situation, noting that the escalating municipal debt affects not only Eskom's financial stability but also the delivery of essential services to millions of South Africans.
During the discussions over 160 municipalities were classified as financially distressed, with 98 of them operating on unfunded budgets in the 2024/2025 financial year, 7 of them participating in the Municipal Debt Relief Program, and 14 of them have successfully met the conditions required for debt relief and write-offs.
The committee stressed that the municipal electricity debt crisis requires collaboration and decisive action from all levels of government and stakeholders. The committee said the crisis poses a significant risk to service delivery and the livelihoods of millions of South Africans. Members of the committee said the time of pointing fingers is over, the time calls for collaborative solutions and long-term reforms.
Eskom highlighted that the municipal arrears increased from R74 billion in March 2024 to R98.5 billion by February 2025, with significant growth in debt attributable to provinces like Free State and Mpumalanga. Eskom expressed grave concerns about the implications of this trend on its financial sustainability, noting that the gains from the debt relief program aimed at reducing its overall debt from R400 billion to R250 billion could be neutralised within three years if the rising municipal debt trajectory is not curtailed.
Eskom emphasised that as part of solutions to address the electricity debt crisis, funds collected from customers by the municipalities are prioritised to settle bulk electricity accounts before being used for other municipal expenses.
National Treasury underscored its efforts to enforce fiscal discipline through several interventions, including withholding equitable share allocations to defaulting municipalities under Section 216(2) of the Constitution. Treasury reported that equitable share allocations for several municipalities were withheld to compel them to address their financial management failures.
Despite these measures, Treasury acknowledged that entrenched dysfunctionality in many municipalities continues to undermine progress. Treasury also highlighted that only a fraction of the 10 million indigent households identified in the census are benefitting from the Free Basic Electricity grant due to inefficiencies in municipal administration, leaving millions of impoverished South Africans without critical energy support.
COGTA and SALGA shared insights into the structural and operational inefficiencies that have crippled municipalities. These include weak governance, lack of capacity, inadequate enforcement of revenue collection measures, and outdated infrastructure. COGTA noted that the absence of energy master plans and failure to maintain accurate indigent registers have compounded the crisis.
SALGA highlighted that the overly fragmented approach to addressing municipal debt must be replaced with integrated capacity-building programs, including technical assistance for cost-reflective tariffs and improved revenue collection systems.
The committee also heard that smart metring solutions have shown promising results in improving revenue collection, with pilot projects recovering millions of rands in previously uncollected funds. National Treasury announced that an additional R650 million would be allocated in the next financial year to expand smart metering programs to targeted municipalities. These interventions aim to enhance overall efficiency and ensure timely payment of bulk electricity accounts.
The meeting further explored the critical role of legislative reform in tackling these issues. Eskom and other stakeholders called for adjustments to the Electricity Regulation Act to enable more proactive credit control measures. The committee also noted concerns about the affordability of electricity tariffs and the long-standing need to increase the FBE grant threshold to meet the growing needs of indigent households.
Members of the committee pointed out that sustainability solutions must balance immediate interventions with long-term reforms. Furthermore, the committee stressed the need for an all-of-government approach to address the systemic nature of the challenges faced. The committee recommended the establishment of a dedicated Municipal Recovery Task Team comprising Eskom, National Treasury, COGTA, SALGA, and other relevant stakeholders. This task team will focus on implementing and monitoring solutions, including measures to improve governance, enhance collections, introduce prepaid systems for bulk electricity, and address legislative barriers.
The committee commended Eskom, National Treasury, COGTA, and SALGA for their continued commitment to resolving this crisis. However, the committee emphasised that municipalities must take greater responsibility for reversing the current trajectory.
