Mashatile to officiate launch of youth employment report

Deputy President Paul Mashatile will on Tuesday officiate the launch of the South Africa National Human Development (SANHDR) 2022 report, which has a strong focus on youth employment.

Mashatile is attending the launch at the invitation of the United Nations Development Programme (UNDP) in South Africa and the Human Sciences Research Council (HSRC).

The Deputy President’s attendance is in line with his delegated task as the chairperson of the Human Resource Development Council (HRDC).

The theme of the report is ‘Harnessing the Employability of South Africa's Youth’.

"The report examines youth unemployment from a human development perspective, with an emphasis on the impact on their earning potential, business growth, social cohesion, and public resources,” the Deputy President's office said.

The report further acknowledges that youth unemployment is a critical development challenge in South Africa and addressing it simultaneously targets poverty and income inequality.

“It is expected that the report launch will shed light on youth unemployment, highlight its consequences and present policy recommendations for fostering inclusive and sustainable growth in South Africa.”

According to a statement by The Presidency, he will be accompanied by Minister of International Relations and Cooperation, Dr Naledi Pandor and Minister in the Presidency, Khumbudzo Ntshavheni.

“This second summit is expected to consider four declarations and a three-year Action Plan, which will be presented for consideration. These submissions will focus on strengthening cooperation between Russia and African States in politics, security, trade, science, IT, humanitarian support, education, culture, sports, youth and the environment.

More resources for prevention of disasters at informal settlements

More resources for prevention of disasters at informal settlements

Human Settlements Minister Mmamoloko Kubayi and Members of the Executive Council (MINMEC) have agreed to allocate more resources for the prevention of disasters in informal settlements across the country.

The decision was taken during a meeting between the MINMEC of Human Settlements, Members of the Mayoral Councils (MMCs) of Human Settlements and Executive Mayors.

The meeting was held in Ermelo, Mpumalanga.

The MINMEC has agreed to reprioritise 5% of the Informal Settlements Upgrading Partnership Grant to specifically go towards a community-led process of repositioning densely built informal settlement into clusters, instead of the current improvised order of these ever-growing settlements.

“These resources will help open pathways and roads for emergency vehicles and other services, including the provision of water, electricity and sewerage,” Kubayi said.

On emergency and disaster interventions in informal settlements, the meeting agreed that reblocking (reconfiguration) will help to proactively deal with disastrous fire emergencies in provinces and municipalities, which often lead to loss of lives and the complete destruction of property.

The meeting also expressed a need for more stringent measures to deal with land invasion across the provinces, as it impacts on development efforts by all three spheres of government.

“The meeting recommitted to finding ways to speed up more land acquisition to relocate people, including those affected by disasters, amidst government’s decision against the use of Temporary Residential Units for emergency interventions in favour of more permanent solutions, like Alternative Building Technology (ABT).

“In addition to informal settlements upgrading as one of the priorities for the Human Settlements sector, the meeting reemphasised the rapid rollout of the title deeds programme as a priority to ensure that South Africans become the rightful owners of their own homes - as part of reforms by government to significantly unlock economic benefits,” Kubayi said.

The MINMEC also reflected on other sector priorities, including the expansion of First Home Finance; the provision of service sites, elimination of mud houses or informal dwellings in rural areas, as well as the removal of asbestos from homes.

It further undertook to find urgent solutions to address housing needs of communities, collaborating with other sister departments, like Co-Operative Governance and Traditional Affairs (COGTA), to provide support packages for metros to resolve challenges related to bulk infrastructure and procurement delays affecting service delivery and delays in the proclamation of township.

The MINMEC received input from the COGTA Minister, Thembi Nkadimeng, and her team on the work done on secondary cities and metros.

“A joint submission is expected to be made to Treasury with a view of initiating a process to address funding needs of secondary cities, which often act as catalysts for development in their regions, alleviating demographic pressure from a country’s metropolitan areas,” Kubayi said.

The alignment and improvement of business plans of Metros came into sharp focus to resolve existing housing delivery, as well as delays in proclamation of townships.

The MINMEC recommitment to combine efforts to strengthen internal controls, project planning, management, and implementation - which are key elements to ensure that projects are completed timeously, with achievable set targets and improved performance on the Medium-Term Strategic Framework (MTSF).

Challenges in grants performance

Meanwhile, Kubayi said an analysis of the Human Settlements Grants Performance, for the period ending 30 June 2023, has flagged challenges in procurement, skills capacity and contract management.

The Minister said due to this, a team from the department will at the end of this month embark on consultations with various provinces and municipalities to discuss noncompliance and performance improvement strategies to ensure that funds are utilised for the intended purposes.

She said the team will conduct assessments of projects to close gaps early and avoid under-expenditure, which leads to loss of money from the sector.

“In that regard, MINMEC resolved there must be transparency before any considerations to withhold or reallocate unspent funds for noncompliant provinces found to have substantially underspent during the end of the second quarter, in accordance with the Division of Revenue Act. In instances of overspending, a process will be undertaken to determine value for money,” the Minister said. – SAnews.gov.za

CoGTA to host BRICS Urbanisation Forum in Durban

The Minister of Cooperative Governance and Traditional Affairs (CoGTA), Thembi Nkadimeng, is gearing up to host the BRICS Urbanisation Forum in Durban, KwaZulu-Natal.

The forum, which will take place from 26 to 27 July 2023, will be under the ‘Advancing urban resilience for sustainable cities and towns for future generations’ theme.

The BRICS Summit is preceded by several events and activities taking place in the host country.

“To this effect, the BRICS Urbanisation Forum will precede the BRICS Summit, which is scheduled for August 2023,” the statement read.

The Ministry said the BRICS Urbanisation Forum provides a platform for governments, organisations, experts and scholars from Brazil, Russia, India, China and South Africa to engage with some of the issues expected to arise at the BRICS Summit, and subsequently provide policy advice to the leaders.

“The BRICS Forum also intends to ensure that key issues of urbanisation are placed on the global agenda of the BRICS member countries.”

Areas of discussion will include building productive and sustainable urban economies and livelihood survival strategies in urban environments.

The platform will also share insights, exchange best practices, and foster collaboration on urban development challenges.

“South Africa will utilise this opportunity to also showcase the country's achievements in urbanisation, highlighting successful projects that have contributed to sustainable development and inclusive growth.”

According to the Ministry, the forum acknowledges the global trend of increasing urbanisation, with a significant influx of people migrating to cities worldwide.

“It further acknowledges that cities must transform into centres of innovation and creativity to overcome the challenges that arise from rapid urbanisation, rural-urban migration, climate change, and limited resources.”

The leaders, the statement said, also noted that an increasing number of cities chose to employ smart technologies and promote innovative practices as part of their endeavours to enhance resilience and liveability.

They also use such technologies in response to challenges such as congestion, rising crime rates, growing urban poverty, and the need for more efficient service delivery.

Nkadimeng said she was looking forward to hosting the forum.

“South Africa is honoured to welcome distinguished delegates from BRICS countries as well as other African countries for this vital gathering that will dissect some of the key urban development issues to understand how globally cities are becoming more resilient towards these challenges,” the Minister added.

Participants will also engage in panel discussions and knowledge-sharing sessions centred on various thematic areas such as the localisation of the United Nations Sustainable Development Goals, digital transformation, sustainable human settlements, climate change, urban water resilience and urban resilience – governance perspective.

“The exchange of ideas and experiences will contribute to the development of effective policies, strategies, and interventions that can be adapted to each nation's unique circumstances.

“The eThekwini Metro has been chosen to host the forum and the metro to showcase its response to urban resilience, including its response to the devastating floods experienced in 2022 and various other urban resilience initiatives.”

The metro as a District Development Model (DDM) pilot site will also showcase the role of the DDM and the “One Plan” as comprehensive blueprints for integrated and sustainable development, bringing together all of government and society to collaborate and align efforts toward achieving common goals. – SAnews.gov.za

N West saddened by passing of two SABC journalists

North West acting Premier, Nono Maloyi, said he was saddened by the passing of two former SABC journalists serving his community.

According to Maloyi’s Office, seasoned radio journalist, Bobby Serame, 53, passed away after an illness on Thursday.

Meanwhile, a 33-year-old videographer, Moleboheng Khaeane, lost her life due to an accident on the same day.

“Bobby Serame worked for the SABC as a radio journalist for over two decades before joining Mahikeng FM last year.”

According to the acting Premier, Khaeane was also one of the few female video journalists in the province.

“She worked for the SABC News - North West region for three years before joining SABC News Free State region.”

Maloyi has described both Serame and Khaeane as critical members of the media who informed the people of the North West about several government programmes and initiatives to address various socio-economic challenges confronting the province.

“Members of the media are critical government stakeholders and without them, we cannot reach and share information regarding government services to our people.

“Both Serame and Khaeane contributed immensely to empowering our people with information that can better their lives. May their souls find eternal rest. My condolences to their families, friends and colleagues,” he remarked.

Meanwhile, the National Press Club (NPC) said it was mourning the passing of four journalists, under different circumstances.

This includes Khaeane, Serame, veteran KwaZulu-Natal photographer, Bongani Mbatha and respected entertainment journalist, Welcome Skhosana.

“Every democracy relies on the media – as the fourth estate – to ensure its citizenry is informed of developments that affect their lives and when we lose colleagues like we did this week, it hurts our democracy like it did their families and friends,” said National Press Club Chairperson, Antoinette Slabbert.

Independent Newspapers’ Mbatha was shot and killed at his house, outside Durban on Tuesday. Entertainment writer and former Daily Sun and City Press journalist, Welcome Skhosana, passed away on Wednesday, 19 July 2023.

“The National Press Club dips its flag in honouring these media workers and agents for democracy and the plurality of voices in the media landscape of our country.

Eskom rolls out microgrid to electrify community in Upington

Eskom rolls out microgrid to electrify community in Upington

To help South Africa move closer to the goal of universal access to electricity, Eskom Distribution last week launched one of its first microgrid technology at Swartkopdam, about 150km from Upington, in the Northern Cape.

Microgrids, according to Eskom, provide an effective, reliable, and easily deployable solution for electrifying geographically challenging areas that are either difficult to access or require extensive capital expenditure.

“The microgrid technology at Swartkopdam will provide electricity to 39 households who did not have access to electricity before this project.

“The electricity networks around the area are constrained and practically impossible to extend and connect the area,” the power utility explained.

Eskom said the installation of the microgrid in the areas follows the successful installations of two pilot microgrid projects at Lynedoch in the Western Cape and Ficksburg in Free State.

“Swartkopdam was identified by Eskom Distribution as one of the high priority needs of the community and due to its remoteness, which also has critical facilities embedded in the grid.”

Meanwhile, the state-owned entity said the microgrid with battery energy storage capability developed by Eskom Research, Testing, and Development (RT&D) was considered the most suitable solution.

“A feasible conventional solution was to connect Swartkopdam by building a 200km 132kV line from Gordonia substation and establishing Noenieput substation at Noenieput, which was estimated to cost R250 million.”

However, according to the statement, this option was considered extremely expensive and was, therefore, not pursued.

“The deployment of the microgrids at Swartkopdam serves as a proof of concept in installing microgrids in remote areas which are difficult to reach or expensive to electrify through the conventional means of electrification.

“Eskom plans to roll out about 100 microgrids across the country by the end of March 2024 as part of Eskom’s Distribution business strategy,” said Distribution Group Executive, Monde Bala.

Apart from the microgrids being cheaper, they also contribute to reducing carbon emissions because they use renewable energy sources.

“We will continue to close the gap of energy poverty by giving everyone a life-changing experience of having electricity,” added Bala.

Meanwhile, through innovation and collaborative partnerships, Eskom Board Chairman, Mpho Makwana, said the entity can provide clean and reliable electricity to the people of Swartkopdam.

“This project serves as reassurance of Eskom’s commitment to assisting the South African government in achieving its objective of ensuring that every South African has access to electricity,” he said.

In addition to the installation of the microgrid and as part of ploughing back to the Swartkopdam community, Eskom is donating two mobile containers and recreational equipment to the Swartkopdam Primary School.

This is central to Eskom’s corporate social responsibility (CSR) strategy, which is designed around touching the lives of South Africans.

“The donation is envisaged to provide a good learning environment for learners and the neighbouring communities.” – SAnews.gov.za

Eskom works on tripping units to avoid higher stages of load shedding

Eskom works on tripping units to avoid higher stages of load shedding

Electricity Minister, Dr Kgosientsho Ramokgopa, says there is a need for Eskom to continuously ensure it improves the reliability of generation units as government works around the clock to end load shedding.

“I think it's particularly unhelpful when Eskom has to go out from time to time with the announcement of the intensity of load shedding.

“I think there was one day where we shifted the intensity of load shedding about three times in a space of about six hours. I think that undermines the credibility of our efforts, but also the ability of industries and households to be able to plan because they would have expected lower stages of load shedding,” he acknowledged on Sunday.

Ramokgopa made these remarks during a media briefing where he outlined progress made regarding the implementation of the Energy Action Plan (EAP).

The Minister told the media that as extra megawatts are added to the grid, some of these problematic units will be taken out for service to ensure they are more reliable.

“This will give us an opportunity that when we make a promise of a Stage ‘X’ you won't find that much later we have to make amendments to that announcement, which undermine the statements Eskom releases from time to time.”

Tripping units

Meanwhile, he said the additional area of focus remains the work on the Unplanned Capability Loss Factor (UCLF) on units that keep tripping.

UCLF is defined as the ratio between the unavailable energy of the units that are out on unplanned outages over a period compared to the total net installed capacity of all units over the same period.

“It's an area that requires our attention,” he said.

He noted that Eskom had planned to keep the UCLF at less than 15 000 megawatts (MW).

“But you can see that as part of our optimistic scenario when we did the winter outlook that we’re not keeping to that.

“We do admit that it's an area that requires attention because of course, it takes on the available capacity and therefore the correction that you introduced as a result of the elevated UCLF, which increases the intensity of load shedding.”

In addition, he said the team was working around the clock to ensure that units do not trip.

“I did make the point that when the unit trips, it means that they are out there not providing us megawatts, which intensifies load shedding.”

Ramokgopa said additional interventions are needed to ensure the state-owned entity can turn that around.

“The levels of load shedding are not going down to where we want it to be. Even with this elevated the peak demand in my view when I was sharing with the team is that we should not be in way upwards of Stage 3 but it’s something that requires our collective attention.

“I do promise that we're going to address this with the urgency that the state is required.”

Winter demand

While there have been challenges, Ramokgopa said they have been seeing some improvement since May this year on the generation side, since adding 1 600MW into the grid.

“And of course, on the human side, the expectation has always been that when you enter the latter part of June and into July, we're going to see the demand that is spiking. And of course, that is our own projections, you can see that the demand in July has been greater than any other period during this winter.”

He added that Gauteng accounts for more demands for electricity like any other province and that weather conditions also play a role.

“If you look at national peak demand, Gauteng on average accounts for just shy of 30%, so Gauteng does matter.”

He announced that Eskom was working closely with the Gauteng provincial government and municipalities to be able to coordinate and orchestrate interventions to meet demand.

In addition, he said the entity also needs to ramp up planned maintenance.

Koeberg

The Minister told journalists that the delay in refurbishing Koeberg Nuclear Power Plant is receiving attention.

The plant is expected to be decommissioned in July 2024, however, its licence has been extended to help relieve rolling power outages.

“And I'm just saying something that is beyond worrying and exceptionally upsetting. That brings other questions, if you can’t manage why should you have the confidence that you can do other more complex things?”

Meanwhile, he said Eskom is working on an expansion of the grid, addressing issues of regulatory approvals, regional interconnectors and financing all efforts that will help end load shedding. – SAnews.gov.za

Eskom supervisor, tanker driver arrested

Location: News

Eskom supervisor, tanker driver arrested

Eskom Senior Shift Supervisor from the Matla Power Station and a heavy fuel oil (HFO) tanker driver were arrested for fraud and theft of the HFO.

According to Eskom, the arrests were effected on Wednesday, 19 July 2023, after information was received that tanker drivers were involved in the theft of fuel oil at Matla Power Station.

“The drivers would offload the fuel oil at unknown locations before arriving at the power station. The tankers would then enter the power station empty. Weighbridge slips would be fraudulently registered and printed as if the ordered oil/fuel product was offloaded. Delivery notes are then signed off,” the power utility said.

Eskom said it pounced on the accused after a thorough internal investigation that started in December 2022 was conducted, supported by the Bidvest Protea Coin Investigation team.

The team is contracted to Eskom to investigate coal, diesel and fuel oil theft cases, evidence obtained led to the arrest of an Eskom Senior Shift Supervisor from the Matla Power Station and an HFO tanker driver.

“The arrest was made by the South African Police Service (SAPS),” Eskom said, adding that the accused were charged and brought before the Kriel Magistrate’s Court on 20 July 2023.

“Theft is classified as an act of dishonesty that violates the conduct expected from Eskom’s employees. All employees are at all times expected to behave honestly and in the interest of their employer as part of their contract.”

Eskom has described the theft of fuel oil as a highly organised criminal activity, and the syndicates involved are being enriched through the proceeds derived from the illicit trade of the stolen products.

“Eskom continues to lose billions of rand due to the misappropriation and adulteration of these critical commodities, which directly affects production.”

Meanwhile, the entity said it will provide the required support to the SAPS and the National Prosecuting Authority (NPA) to ensure that the suspects are successfully prosecuted and that a stiff sanction is meted out, as a favourable outcome will serve to deter other would-be offenders.

Eskom has also urged the public to report information regarding the theft of coal, fuel oil, and diesel to the Eskom Crime Line: 0800 11 27 22. – SAnews.gov.za

This follows an incident that took place at the accused's tavern at Makosha village in Giyani in 2019.

“The court heard the accused was about to close his tavern in the early hours at about 01:00 when a fight ensued between him and a customer. In the process, the accused took his wife's licensed firearm and shot the customer and his brother,” the South African Police Service (SAPS) statement read.

“Police were notified. The first victim, Osi Mkhabela was certified dead on the scene by the paramedics, while his brother survived and was transported to the local hospital for medical treatment.”

The incident, according to SAPS, caused the community to go on a rampage and the following day they barricaded roads while others went to the accused's tavern and torched it along with his vehicles.

The accused later handed himself to the police.

He appeared before the local Magistrate's Court on 2 June 2019 where he was granted bail.

Last month, the accused was found guilty of murder and attempted murder.

The court subsequently sentenced Nghunyulu on Friday, 21 July 2023, to 10 years imprisonment for murder and three years imprisonment for attempted murder.

“The court ordered the sentences to run concurrently. The case has been handled by the Independent Police Investigative Directorate (IPID).”

The Provincial Commissioner of Police in Limpopo, Lieutenant, General Thembi Hadebe has welcomed the sentences and hopes it sends a strong message that no one is above the law. – SAnews.gov.za

Public urged to report fraud and corruption

Public urged to report fraud and corruption

The Special Investigative Unit (SIU) has called on the public to come forward and report incidences of fraud and corruption.

In a recent interview with Capricon FM, SIU spokesperson, Kaizer Kganyago, assured members of the public who come forward with information on fraud and corruption, that they will be protected.

“We are saying to South Africans, come and talk to us, we will protect you,” Kganyago told the Limpopo based radio station.

He also warned the public to be wary of imposters who purport to be representatives from the SIU.

“Do not allow anyone who come to you and say they are from the SIU, we can make this to go away.”

The SIU he said, continues to unravel many cases of fraud and corruption.

Among the many cases of success, Kganyago cited the investigation conducted in Limpopo on the water project and fraud and corruption cases at Eskom.

“By reporting fraud and corruption, we are protecting future generations. Corruption is starting to be a problem, people think they need to be compensated for doing their job, this is greed,” he said.

The Special Investigating Unit is an independent statutory body with its primary mandate being to investigate serious allegations of corruption, malpractice and maladministration in the administration of State institutions, State assets and public money as well as any conduct which may seriously harm the interests of the public, and to recover any financial losses suffered by State institutions through civil ligation.

It is empowered to take civil action to correct any wrongdoing it uncovers in its investigations.

The SIU investigations are dictated by the issuing of a Presidential Proclamation, and then to institute civil litigation proceedings either in a Special Tribunal or a High Court for the prevention or recovery of financial losses suffered by the State.

Once the investigation is completed, a final report is submitted to the President with an overview of the investigation and its findings, as well as the various recommendations made and their outcomes.

The SIU receives allegations either through its whistle-blower hotline, which is managed by an independent service provider; directly from state institutions themselves or alternatively through direct approaches from whistle-blowers, be it through walk-ins offices throughout the country, telephone calls or emails. – SAnews.gov.za

Load shedding ramped up, alert on increased consumption

Load shedding ramped up, alert on increased consumption

Eskom has ramped up load shedding to Stage 4 on Friday until 5am on Saturday morning.

The power utility had initially indicated that Stage 2 load shedding would be implemented during the day, today (Friday).

“Due to higher than anticipated demand, Stage 4 load shedding will be implemented from 10am [Friday] morning until 5am on Saturday. Eskom will publish another update should any significant changes occur,” Eskom said.

The power utility warned that consumers may “experience prolonged outages” during evening peak hours due to a combination of illegal connections and increased electricity consumption due to cold weather.

“Eskom customers in the areas of Blackheath, Bluedowns, Delft, Silversands and the Khayelitsha suburbs of Bongweni, Kwezi, Thembani and Site C are advised to switch off stoves, geysers, pool pumps and all electrical appliances during load shedding.

“Once the electricity has been restored, customers should wait at least 30 minutes before stoves, geysers and pool pumps to avoid the tripping of electricity,” the power utility said.

Eskom also issued alerts to those who have alternative electricity supply.

“Those customers with backup power supply, should ensure that their backup supply devices are disconnected to the main supply during load shedding restoration and can be connected after approximately 60 minutes.

“Eskom has several network strengthening projects underway in the affected networks. These projects will alleviate the network constraints to prevent cold load trips following load shedding and prolonged outages,” the power utility said. – SAnews.gov.za
