Nelson Mandela Bay kicks-off academic year on a high note

The Nelson Mandela Bay Municipality has kickstarted the 2025 academic year on a high note, as the municipality's councillors and officials handed over essential resources, to ensure that learners are well equipped for a successful school year ahead.

The municipality’s mayor, Babalwa Lobishe marked the opening of the new school year by launching a Back-to-School campaign at Gqeberha City Hall, on Wednesday.

Lobishe is spearheading a Back-to-School campaign to provide essential resources, including sanitary towels, school shoes, and maths and science books.

The mayor said the campaign seeks to scrap the underprivilege identity among pupils in Nelson Mandela Bay, as thousands of learners returned to school.

"We have launched this campaign with the aim of making sure that no child goes to school and finds themselves feeling under privileged. We have noticed that there are kids who are still experiencing extreme means of living in poverty, so we want to address this scourge, and ensure that every learner gets assistance.”

Lobishe has also invited all residents, including, businesses, councillors and employees, who want to make a difference to end period poverty in the metro, to come forward and assist with essential resources.

“It is not only the physical stuff that we appeal to our residents to donate, but also their time by volunteering hours to provide learner support in areas, such as homework, and providing tutorials to those in need, which will make a difference in improving learner academic performance.”

"We make this call to everyone in our city to come and donate their time, funds and essential academic resources, for the betterment of the future of our children in the city,” Lobishe explained.

The mayor also used the opportunity to congratulate the class of 2024 Matriculants, who have made the municipality proud with impressive results.

The Eastern Cape’s Class of 2024 set a new record of 84.9% pass rate, a notable shift from the 76.5% in 2019 to 84.9% in 2024, representing a 4.17% shift over the term.

“We still believe in the saying that ‘it takes a village to raise a child’ and understand that positive results at Matric level are a culmination of work and support that started from Grade 1.

Donations for essential resources can be dropped off at any Nelson Mandela Bay Municipality Building, including City Hall in Gqeberha, metro customer care centres, and operational libraries around the metro. – SAnews.gov.za

Tears of joy as flood-damaged Kariega bridge reopened

Tears of joy as flood-damaged Kariega bridge reopened

Kariega residents could not hold back tears of joy when Nelson Mandela Bay Municipality Mayor, Babalwa Lobishe, unveiled the newly refurbished Cuyler Bridge, which was damaged during the October floods that hit the Eastern Cape Province.

Unveiled this week, the R3.8 million refurbished bridge promises to bring relief to Kariega residents as an early Christmas gift, revitalising local economic activity, enhancing transportation, and reconnecting the communities which have been isolated by the disaster.

Speaking at the unveiling of the newly refurbished bridge, Lobishe said the successful reconstruction of Cuyler Bridge marks the triumphant completion of Phase 1 of the project.

Lobishe said the project has transitioned to Phase 2, focusing on enhancing the surrounding water management system, including clearing of the riverbank to restore natural flow, and cleaning the canal and drainage system to mitigate flood risks.

"We are thrilled to announce the successful completion of the first project, as the closure of the bridge was negatively affecting the economic zone of the area. We wouldn’t want businesses to be affected any further. As part of my 100 Days [in office] priorities, we are driving impactful, agile and quality infrastructural development to boost Kariega’s growth,” Lobishe said.

Lobishe announced that several key projects are underway, including the rebuilding of the Jubilee Canal and Gibbon Bridge in Kariega, all valued at approximately R6.2 million.

Lobishe said efforts to rebuild Kariega are accelerating rapidly. She highlighted the municipality’s commitment to revitalising infrastructure in Kariega.

“The infrastructure projects underway are racing ahead of schedule, with the Jubilee Canal project significantly exceeding expectations. Moreover, the Matanzima Bridge, initially set to be completed in 24 months, is now scheduled for completion in just less than 10 months,” Lobishe said.

The Mayor also warned residents against littering in rivers, storm water drains and canals, emphasising how littering negatively affects river overflows and contributes to floods during heavy rains.

Acting Director of Project Management, Sisanda Njanjula said the city is racing to complete the project before the festive season begins.

“Following regular site inspections, we noted that the canal is closer to the community, posing a safety risk, particularly for children playing in the area. To mitigate this, contractors are working diligently, including on weekends,” Njanjula said.

Kariega community member, Belinda Snam, expressed her heartfelt gratitude to the municipality, especially the Mayor, for prioritising Kariega’s development within her 100 Days initiative.

“We are thrilled to see our roads open. We will definitely enjoy our festive season,” Snam said. – SAnews.gov.za

NMB Deputy Mayor commends demolition of crime den building

NMB Deputy Mayor commends demolition of crime den building

Nelson Mandela Bay (NMB) Municipality Deputy Mayor, Gary van Niekerk, has described the demolition of a hijacked building and crime hotspot at 35 Clyde Street, Central, as a major step towards addressing problem buildings.

Once a quaint, historic building, the hijacked building had become a den for crime, where illicit activities thrived in the dilapidated structure.

The door to the murky world was firmly shut when Stu Davidson Plant Hire and Demolition started their work on Friday morning (29 November).

Van Niekerk was alerted to the criminal activities at 35 Clyde Street during a visit to a closed-circuit television (CCTV) control room of a private security company in November last year when he was mayor.

According to Van Niekerk, a memorandum was signed to fast-track the demolition of the eyesore that used to be a historic gem occupied by the Community Chest, a non-profit organisation in the welfare sector.

Van Niekerk said the owner of the building was tracked down and encouraged to apply for a demolition certificate.

“He [owner] did, and we got municipal officials around the table to ensure that the process is fast-tracked to demolish the building. We only lacked a budget to get the job done and this conundrum was solved at the launch of the Mandela Bay Development Agency’s CCTV control room launch earlier this month.

“We discussed this matter with a representative of the Central Special Rating Area (SRA) and an agreement was reached. This resulted in Stu Davidson & Sons agreeing to demolish the building at a reduced cost as part of their corporate social investment portfolio,” Van Niekerk explained.

The Deputy Mayor said the SRA will only have to pay for a third of the cost.

“We are excited that this initiative will bring immediate relief for the residents of that street, as a major crime hotspot has now been removed,” Van Niekerk said.

Residents have commended the initiative, saying they will now be able to move freely at night and not be concerned about thugs robbing and attacking them from the site.

Nelson Mandela Bay Municipality assures of safe festive season

The Nelson Mandela Bay Municipality has committed to collaborating with all law enforcement agencies to keep residents and visitors safe during the festive season.

The municipality and South African Police Service (SAPS) this week unveiled the 2024 Safer Festive Season Programme with a zero-tolerance approach towards crime at an event held in Feather Market Hall.

Nelson Mandela Bay Municipality Mayor, Babalwa Lobishe, led the operation together with the SAPS Nelson Mandela Bay District Commissioner, Major-General Vuyisile Ncata and Mayoral Committee Members.

Speaking at the launch, Lobishe said the cooperation agreement includes all spheres of government and civil society in creating a safe and secure environment; development of programmes, plans, interventions and infrastructure that will seek to reduce the levels of crime; and alignment of strategies and coordination of implementation.

"Certainly, we would like to see a clean and safe city. That is why I applaud the EDTA's [Economic Development Tourism and Agriculture] initiative of internal collaboration with public health as well as with the SAPS, businesses, and the tourism industry to ensure that these conditions for a successful season are addressed in preparation for the 2024/25 summer season.

“We wish to welcome back home those who work in other towns and the thousands of tourists who will be enjoying our ‘Friendly City’ and assure them that we are ready to delivery yet another memorable festive season," Lobishe said.

The Mayor added that the Departments of Home Affairs and Correctional Services have been integrated into the festive season operation.

The launch was held in conjunction with a successful road safety roadblock on the N2 Neptune Bridge.

A total of 454 vehicles were stopped while 225 were searched. Traffic fines for unlicenced and unregistered vehicles were issued, including two arrests, one for unlicenced firearm and one for driving under the influence of alcohol.

Ncata said criminals were operating in an organised fashion, and due to this, the law enforcement agencies have jacked up their operations.

He said he was happy with the police readiness, saying whether it be the traffic services, police, or metro police, “we are going to intensify our operations”.

The Major-General warned that the police will not tolerate lawlessness in the city.

“We want to hit the [ground] running, we want to be in the hot spot areas and roadblocks and address our crime generators especially in our taverns [and] check their compliance as well. Criminals are brazen, while we have our own plans, they also have their own plans."

Ncata highlighted that since the signing of the cooperation agreement, the district has seen a reduction in crime statistics, especially in house robberies, car and truck jackings, and street robberies where firearms are used. – SAnews.gov.za

Nelson Mandela Bay metro works to restore power

Nelson Mandela Bay metro works to restore power

Newly elected mayor of the Nelson Mandela Bay Metropolitan Municipality, Babalwa Lobishe, has reassured residents that electricity supply will be restored soon.

This follows heavy rains on Monday which affected municipal infrastructure across the metro, resulting in power outages, road closures and blocked stormwater drains.

Lobishe said various teams are on the ground working diligently to resolve the faults and other service delivery efforts.

The mayor led a delegation of officials in Kariega and KwaNobuhle on Tuesday, to assess the metro’s response and progress, and address challenges that still need attention.

She expressed gratitude to the metro’s dedicated officials who are attending to various calls, including flooded homes, electricity outages, burst water pipes, and blocked stormwater drains.

During a visit to the Mabandla Substation in KwaNobuhle where the entire area is affected by the outage, Lobishe said the officials confirmed that power is live and connecting to the substation.

“They are currently finishing testing to switch the electricity back on. We are also making progress on the capital project to refurbish the Mabandla Substation, aiming to eliminate frequent power outages in the area,” Lobishe said.

The mayor also commended officials, who are diligently working to ensure no reference number is left unattended, emphasising the municipality’s unwavering commitment to effectively provide and restore all services to residents.

"Our goal is to ensure that every resident receives the services they need promptly and efficiently. We are dedicated to addressing all issues, from power outages to water supply, with the utmost urgency and care.”

KwaNobuhle resident, Aphelele Nelani, expressed hope that power would be restored soon, following the mayor’s visit.

"The outage really hits us hard in the mornings when children have to go to school, as some households do not have gas stoves. We are hopeful that we will have electricity again soon,” Nelani said.

Other political leaders, including former Mayor and now Deputy Mayor, Gary van Niekerk, including Council Speaker Eugene Johnson, and Chief Whip Wandisile Jikeka, also conducted inspections in other affected clusters.

Cable theft

Meanwhile, a swift and successful fireworks compliance inspection, led to the arrest of a cable theft suspect.

The suspect was arrested by the Nelson Mandela Bay Municipality Metro Police on Tuesday, after the suspect was caught red handed in possession of stolen copper cables hidden in a storeroom.

The arrest follows an inspection of a spaza shop at Mtyingizane Street in KwaNobuhle, Uitenhage.

Metro Police Acting Commissioner, Advocate Andrew Moses, said a 200-meter copper cable was confiscated, and the suspect has been detained at KwaNobuhle Police Station.

"The municipality is experiencing high levels of cable theft, and this crime undermines the efforts to grow the economy of the city and the region. It impacts greatly on safety and security,” Moses said.

The Acting Commissioner also commended operation response members for their keen vigilance and urged the community members to join the fight against cable theft by reporting to the 24- hour room on 041 585 1555 or 041 508 5501. – SAnews.gov.za

CoGTA, Treasury work together on disaster relief funding

CoGTA, Treasury work together on disaster relief funding

The Department of Cooperative Governance and Traditional Affairs (CoGTA) and National Treasury are working together to explore new funding mechanisms, as the country experiences more disaster events.

On Monday, CoGTA Minister Velenkosini Hlabisa announced that a funding request has been submitted to Treasury to support affected groups and organisations with the reconstruction and rehabilitation of damaged infrastructure.

“We acknowledge the challenges faced by the country in funding disaster interventions, mainly due to increased disaster damages, fiscal deficit and competing priorities.

“The Department of Cooperative Governance and Traditional Affairs is currently engaging National Treasury on other funding mechanisms to ensure sustainability,” the Minister said.

He assured those affected and South Africans generally that government remains committed to partnering with local and national entities to strengthen disaster preparedness and response, and rebuilding communities.

Hlabisa was speaking during a media briefing in Pretoria, where he focused on South Africa’s readiness for the upcoming summer season and disaster preparedness.

He said the Finance Minister will announce a substantial allocation to grants to deal with past disasters, at the municipal and provincial levels, when he tables his Medium-Term Budget Policy Statement on Wednesday.

“... After that, we will give details in as far as the funding that will be available, and how it will be allocated,” said Hlabisa.

The Minister highlighted the devastating floods in the Eastern Cape and KwaZulu-Natal recently, which led to significant displacement and loss of life.

He said relief measures are being implemented, including housing for displaced households and food assistance.

The Minister said communities, infrastructure and the economy face significant threats from natural hazards such as floods, heat waves, wildfires and droughts.

“While the pressing realities of climate change have exacerbated some of these risks, others are unfortunately man-made, stemming from unsustainable practices and inadequate planning. We believe that recognising these risks is the first step towards addressing them comprehensively.”

Hlabisa acknowledged that emerging hazards require attention, and that the National Disaster Management Centre is working around the clock to mitigate the effects.

“Given the continued negative impact of these hazards on the lives of South Africans, we understand that it cannot be business as usual. We understand that we must act decisively to safeguard the wellbeing of all citizens and protect our vulnerable communities.”

The implementation of relief measures is underway in all the affected areas, particularly in the Nelson Mandela Bay Municipality, which is one of the most affected.

These relief measures, Hlabisa said, are a collaborative effort by organs of the State, the private sector, and non-governmental organisations. The measures include housing of displaced households in temporary evacuation facilities, providing hot meals, food parcels, blankets and mattresses, as well as psychosocial support to the affected.

In addition, the Minister said assessments are underway to establish the extent of the damage and required interventions.

CoGTA has been working tirelessly with disaster management structures, including the Provincial Disaster Management Centre, to coordinate the response efforts to the recent heavy rains.

“We are also working closely with municipalities, the provincial government and other stakeholders to ensure that affected communities receive the necessary support, including food, shelter, and other essential services.

"The department will continue to monitor the situation and support affected communities.” – SAnews.gov.za

Nelson Mandela Bay Municipality cautions against spread of mpox

Location: News

Nelson Mandela Bay Municipality cautions against spread of mpox

With the 2024 festive season looming, the Nelson Mandela Bay Municipality has urged residents to remain vigilant against the spread of mpox disease which broke out in South African earlier this year.

The metro said that on receiving the news about the outbreak, the municipality, working together with the Eastern Cape Department of Health and private health care facilities conducted investigations on suspected cases.

Clinical investigations confirmed that by October 2024, no mpox cases had been recorded in the metro.

“However, with the festive season looming and travelling expected to be at peak season, the metro urges residents to remain vigilant and present themselves for examination to their nearest health facility should they experience mpox related symptoms,” the municipality said.

Mpox is an infectious disease caused by the Monkeypox virus an enveloped double-stranded DNA virus of the Orthopoxviral genus.

Anyone can get mpox as it can spread through contact with infected people through touch, kissing, or sex or through contaminated needles, among others.

Pregnant people may also pass the virus on to their unborn baby.

“Although no cases have been recorded in the Bay area, as the city we believe knowledge is power. It is for this reason that we wish to urge our residents to remain vigilant and present themselves for examination to their nearest health facilities should they experience mpox related symptoms,” the municipality said.

In September, the Department of Health called for continued public vigilance as the country recorded another laboratory-confirmed mpox case.

This increased the total number of positive cases recorded in the country since the outbreak in May this year to 25 cases, including three deaths.

Mpox causes signs and symptoms

Mpox signs and symptoms usually begin within a week but can start between 1–21 days after exposure.

Symptoms typically last 2–4 weeks but may last longer in someone with a weakened immune system.

Common symptoms of mpox are rash, fever, sore throat, headache, muscle aches, back pain, low energy, swollen lymph nodes.

For some people, the first symptom of mpox is a rash, while others may have different symptoms first.

The rash begins as a flat sore which develops into a blister filled with liquid and may be itchy or painful. As the rash heals, the lesions dry up, crust over, and fall off.

Some people may have one or a few skin lesions and others have hundreds or more. These can appear anywhere on the body such as the palms of hands and soles of feet, face, mouth and throat, groin and genital areas and the anus.

Children, pregnant people, and people with weak immune systems are at risk for complications from mpox. Some people can be infected without developing any symptoms.

People with mpox can become very sick, for example, the skin can become infected with bacteria leading to abscesses or serious skin damage.

Other complications include pneumonia, corneal infection with loss of vision; pain or difficulty swallowing, vomiting and diarrhoea causing severe dehydration or malnutrition; sepsis (infection of the blood with a widespread inflammatory response in the body), inflammation of the brain (encephalitis), heart (myocarditis), rectum (proctitis), genital organs (balanitis) or urinary passages (urethritis), or death.

People with immune suppression due to medication or medical conditions are at higher risk of serious illness and death due to mpox.

Most people with mpox usually recover within 2–4 weeks.

Some things to do to help the symptoms and prevent infecting others:

  • Stay home and in your own room if possible (isolation).
  • Wash hands often with soap and water or hand sanitizer, especially before or after touching sores.
  • Wear a mask and cover lesions when around other people until your rash heals.
  • Keep skin dry and uncovered (unless in a room with someone else).
  • Avoid touching items in shared spaces and disinfect shared spaces frequently.
  • Use saltwater rinses for sores in the mouth.
  • Take over-the-counter medications for pain.
  • Hair clippers and similar contact equipment in salons to be thoroughly sterilised after each customer.
  • Body piercing and tattooing equipment in tattoo parlours to be thoroughly sterilised after each customer. – SAnews.gov.za

Weather warnings for Eastern Cape, KwaZulu-Natal

Location: News

Weather warnings for Eastern Cape, KwaZulu-Natal

The South African Weather Service (SAWS) has issued alerts for heavy rain and flooding over parts of the Eastern Cape and KwaZulu-Natal.

Due to a cut off low pressure system, these conditions are expected from Sunday to Tuesday.

“Some areas in the summer rainfall region recently experienced their first Spring thunderstorms, but much of South Africa experienced calm weather conditions over the last few days. This is set to change with the arrival of a cut-off low pressure system, which will impact the southern, central, and eastern provinces from Sunday until Tuesday, 20 to 22 October 2024,” the SAWS said in a statement.

It added that cut-off low-pressure systems are notorious for resulting in severe weather during the Spring months, including heavy rainfall that can lead to flooding, as well as intense thunderstorms accompanied by hail and damaging winds.

“This system is expected to result in widespread and disruptive rainfall along the coastal regions and adjacent areas of the Eastern Cape and the southern and central coast of KwaZulu-Natal, which may result in minor to significant flooding in some areas.”

Additionally, isolated severe thunderstorms are also possible over the eastern and central interior regions, affecting areas such as the Free State, Gauteng, North West, Mpumalanga, and parts of KwaZulu-Natal during this period.

The cut-off low will develop over the south-western parts of the country on Sunday, while a stationary surface high-pressure system will bring moisture to the southern and south-eastern regions.

“These systems will lead to widespread rainfall over parts of the Eastern Cape and KwaZulu-Natal mainly from Sunday to Tuesday. Some Numerical Weather Prediction (NWP) models suggest that accumulated rainfall could reach 100 to 200 mm along the coastal areas of the Eastern Cape and the central and southern coast of KwaZulu-Natal during this period.”

The SAWS has issued the following impact-based warnings:

•    Orange Level 6 Warning: Disruptive rain leading to flooding of settlements, roads, damage to property and infrastructure is expected along the coast and adjacent interior between Port Alfred and Mtunzini from Sunday into Monday.

•    Yellow Level 4 Warning: Disruptive rain leading to localised flooding of settlement, roads, damage to property and infrastructure for the Nelson Mandela Bay Metro, Kouga, Sundays River Valley, Makana and Mdlambe Local Municipality as well Ngqushwa are expected from Sunday into Monday and likely to persist until Tuesday.

•    Yellow Level 4 Warning: Severe thunderstorms with heavy downpour leading to localised flooding of settlements, low lying areas, resulting in closure of some bridges and roads, large amounts of small hail and damaging wind to informal/formal houses or structures and vehicles are expected over most parts of KwaZulu-Natal, the extreme eastern Free State and extreme southern Highveld of Mpumalanga from Sunday into Monday.

•    Yellow level 2 Warning: Severe storms with heavy downpour leading to localised susceptible roads, low lying areas and bridges, large amounts of small hail that will result in localised damage to vehicles, houses and structures as well as localised damage to informal houses due to strong damaging wind are expected over the eastern parts of both North West and the Free State, Gauteng, the Mpumalanga Highveld and extreme northeast of KwaZulu-Natal as well as over the extreme south-west of Limpopo on Sunday into Monday.

•    Yellow Level 2 Warning: Disruptive rain leading to localised flooding of susceptible roads, low-lying areas and bridges are expected south of escarpment of the eastern parts of the Eastern Cape from Sunday into Monday.

Calm weather conditions

Meanwhile, most parts of the country will experience warm to hot temperatures during this period, though cool to cold conditions can be anticipated in parts of the Western Cape, Eastern Cape, and southern KwaZulu-Natal due to extensive cloud cover and rainfall.

Calm weather conditions are expected to return on Wednesday as the cut-off low moves eastward, away from the south-eastern coast. -SAnews.gov.za
