Deputy President assures Ireland of SA’s  commitment  to ‘enabling environment’ for business

Deputy President assures Ireland of SA’s  commitment  to 'enabling environment' for business

Deputy President Paul Mashatile has assured Ireland that South Africa is committed to creating an enabling business environment that attracts investment, spurs economic development, and creates jobs.

“We understand the significance of collaboration with countries like Ireland, which share our values and aspirations for a better future. As a country, we want to enhance our exports of value-added goods and services to Ireland,” the Deputy President said on Friday.

This as the Deputy President undertook a working visit to Ireland to reinforce South Africa’s historic and warm bilateral relations with the nation where he is also expected to meet his Irish counterpart, Prime Minister Simon Harris.

READ | Mashatile undertakes working visits to Ireland and the UK

Speaking at the South Africa-Ireland Forum, the country’s second-in-command said the nation’s focus was on understanding the potential for growth in the global economy.

“It is our responsibility as leaders in our various regions to cultivate an environment that promotes entrepreneurship stimulates innovation and propels inclusive prosperity.”

The Deputy President said he was pleased that the two countries already trade in food and beverages.

“However, I must admit that the global pandemic has hindered our trade partnership, leading to only modest progress. We must identify measures to expedite international investment. I strongly believe that there is significant potential to significantly increase the volume and value of various products, including those that are manufactured,” he added.

He told businesspeople that there were many reasons to invest in South Africa, including the fact that the country has had political stability and peaceful elections since 1994.

“We emerged from a peaceful election and formed a Government of National Unity (GNU). All parties in the GNU pledge to uphold the 10 fundamental principles.”

These, he said, include respect for the Constitution, non-racialism, social justice, human dignity, nation-building, peace and stability, accountability, evidence-based policy, a professional developmental public service, and integrity.

The Deputy President also said South Africa prides itself on quality infrastructure and logistics, the largest presence of multinationals in Africa, a well-developed and diversified manufacturing base.

In addition, he pointed out that the country also has a lucrative emerging market, favourable market access to the global market, an innovation and technology hub, abundant natural resources, Africa’s leading financial hub, a young labour workforce, and excellent quality of life.

He also told potential investors that several South African key science and technology innovations and achievements emerge from our home soil.

He mentioned the Kreepy Krauly automatic pool cleaner, CAT scan, Q20 lubricant, Pratley Putty and Smartlock Safety Syringe.

Government interventions

Shifting his focus on the South Africa’s Economic Recovery Plan and projects like Operation Vulindlela, which he said were a collaborative effort to expedite the implementation of economic and structural reforms, are aimed at stimulating job creation and development.

To ensure the rapid expansion of energy generation capacity, he stated government’s various interventions including the announcement of a further 6800 MW of solar PV and wind power being procured through Bid Windows 5, 6, and 7.

“Future windows will procure an additional 3000 MW of gas and 513 MW of battery storage. The government has boosted private sector participation in energy generation by removing the 100MW National Energy Regulator of South Africa (Nersa) licence threshold, a game-changing announcement for the industry.

“It should also be noted that the Hydrogen Economy has been identified as a potential game changer for South Africa,” he explained.

In addition to the investment opportunities in the energy space, he said the nation wishes to explore cooperation for investment projects in sectors such as food tech, global business services, film, fintech and infrastructure in Ireland.

He believes that South Africa can benefit from Ireland’s expertise in the technplogy sector as the country is currently attracting a lot of back-office service operations from foreign companies.

“However, foreign companies from Ireland have been slow in relocating operations to South Africa.
“This engagement presents an opportunity to reverse this trend. In terms of fintech, there is a lot of capital available in Ireland that could boost South Africa’s innovative fintech. Furthermore, the film industries of both countries could benefit from enhancing cooperation in the film space could benefit both countries film industries.”

He urged Ireland to assist South Africa with the successful implementation of the projects, with the provision of requisite skills in these sectors. – SAnews.gov.za

Reclaiming State property

Location: News

Reclaiming State property

Public Works and Infrastructure Deputy Minister Sihle Zikalala will today undertake Operation Bring Back (OBB), which aims to oversee the implementation of eviction orders in State-owned properties around Mthatha in the Eastern Cape.

Zikalala will be accompanied by the Eastern Cape Public Works and Infrastructure MEC, Siphokazi Lusithi.

The action is part of the Eastern Cape and nation-wide Government plan to reclaim unlawfully occupied state properties.

Operation Bring Back is an initiative of the national Department of Public Works (DPW), which aims to recover land and other properties, including farms that were illegally occupied or stolen from the State prior to and immediately after the 1994 democratic transition.

In terms of the Constitution of the Republic of South Africa, No 108 of 1996, all State owned national and provincial immovable assets must be vested in the name of the national government or in the name of the nine provinces. The national government is therefore the custodian of all national government immovable assets.

In April 2011, the National Department of Public Works started the OBB programme, which was largely dependent on the public coming forward to report cases of misappropriation through a call centre that was launched during a public communication campaign at the time. This OBB programme ceased to function in October 2011 and no cases were investigated.

Following the evictions under today's programme, an oversight visit will be carried out at the construction site of the Mqanduli Office Precinct in Mqanduli.

In the Eastern Cape, there are 82 properties that are currently going through legal channels, including 57 eviction orders.

Of these, 21 have been evaluated and are recommended for execution, with a target of completing 36 evictions by the end of the 2024/2025 financial year.

All eviction actions will strictly adhere to legal standards and respect tenant rights.

The Mqanduli Office Precinct is designed to enhance local government services and stimulate economic growth in the area.

This modern facility aims to improve accessibility for residents and provide a collaborative space for various government departments. – SAnews.gov.za

Minister commends progress made in land claims matter

Land Reform and Rural Development Minister, Mzwanele Nyhontso, has welcomed the latest developments in the case against a suspended official implicated in alleged financial irregularities within the Commission on Restitution of Land Rights (CRLR), regional Land Claims office in the Eastern Cape.

Nyhontso approved the immediate suspension of the officials who worked at the regional Land Claims office in the Eastern Cape, who were implicated in alleged financial irregularities.

Chief Land Claims Commissioner, Nomfundo Ntloko said the commission had been in full support of investigations by law enforcement agencies and remained committed to rooting out corruption related to the restitution of land rights process.

Nyhontso said the CRLR, where the official was based, had been cooperating fully with law enforcement agencies, including the South African Police Service’s Directorate for Priority Crimes Investigation (Hawks), to ensure compliance with all necessary and relevant processes.

The official together with her alleged accomplices have been arrested and are expected to appear in the East London Magistrates court on Monday.

Shaping Inclusive Fisheries and Transforming Gender Roles in South Africa’s Coastal Communities

Location: News
The African Union – Interafrican Bureau for Animal Resources (AU-IBAR)

Coastal communities in South Africa were represented in a lively two-day community workshop that sought to promote gender inclusivity in environmental management and the conservation of aquatic biodiversity. The workshop, which was co-hosted by AU-IBAR, Mabuyi Development Planners, and Blue Wild Coast NPO, aimed to provide a thorough Gender Plan of Action for NGOs engaged in small-scale fisheries.

Fifty people showed up at the event in East London, South Africa. Among them were ladies from the seaside towns of Hamburg and Port St. John's, as well as officials from the government, non-governmental organisations, the business sector, and foreign organisations. The workshop sought to incorporate gender-sensitive practices into environmental management, with a heavy emphasis on gender mainstreaming. This was especially important in small-scale fisheries, where women are crucial but under-represented.

Workshop Objectives and Background
After successfully recruiting a Technical Consultant to assist South African environmental NGOs, the Aquatic Biodiversity Conservation Project continued its earlier efforts with the workshop. Site visits, a gender assessment report, an MoU, and a Gender Plan of Action were all part of the consultant's remit to guarantee that women and disadvantaged communities would be a part of environmental sustainability initiatives.

Prior consultations verified the inception report, which laid the groundwork for this workshop. Recognising the importance of local women as guardians of aquatic biodiversity, we set out to understand the difficulties they encounter in small-scale fisheries and find strategies to support them. Workshop participants also had the opportunity to confirm the consultant's report's findings and work together to develop ways to increase gender inclusion in the sector.

Opening Session: Setting the Stage for Change
A panel of speakers stressed gender equality in small-scale fisheries and aquatic biodiversity management at the inaugural session.

At the outset of the session, Ms. Elethu Duna, Executive Director of Blue Wild Coast NPO, acknowledged the importance of women in small-scale fishing in South Africa and highlighted their lack of representation in decision-making bodies. She emphasized that addressing gender inequities offers potential for permanent change and expressed gratitude to AU-IBAR and partners for the session. Duna strongly encouraged participation in developing a substantial Gender Plan of Action.

Mr. Zamkhaya Maseti from the Premier's Office, Government of South Africa, recognized the need for additional action in rural communities while emphasizing the government's dedication to empowering women through policies. He highlighted the importance of women in fisheries, noting that they are sometimes overlooked, and described the session as a crucial step in addressing this disparity. "The time for talk is over," Maseti declared as his final rallying cry. Now is the moment to take action.

Ms. Thabisa Sigwela, representing the Buffalo City Maritime Cluster, emphasized the need for women's economic empowerment and advocated for organized investments in financial inclusion and capacity building. She pledged to support businesses run by women and stressed the importance of providing women in underserved coastal communities with easy access to economic opportunities.

Ms. Mashebane Thosago, from the African Women Fish Processors and Traders Network (AWFISHNET), highlighted the obstacles women in the fishing industry face, including a lack of education and financing. She spoke about how AWFISHNET is working to connect women across Africa and how this training can empower those involved in small-scale fishing to make a difference.

Ms. Fransciscar Mhuriro, representing AU-IBAR, reiterated the organization's commitment to gender equality, calling for women to be recognized as leaders in the fisheries industry. She stressed that AU-IBAR is responsible for promoting gender-responsive policies and enabling knowledge-sharing to ensure the Gender Plan of Action is a living tool for change.

Finally, Ms. Nozuko Ntsokota from the Department of Forestry, Fisheries, and Environment (DFFE) discussed the need for practical application of existing gender policy. She highlighted the importance of collaboration to equip women with the knowledge and resources needed to thrive in small-scale fisheries and pledged continued support for initiatives that emerge from the session.

The workshop focused on gender issues in small-scale fisheries through technical sessions. The first session introduced the importance of integrating gender principles into fisheries management. Key presentations included the roles of men and women in small-scale fisheries, the marginalization of women, and the role of women in vulnerable coastal communities. The second session, moderated by Stephanie Achieng, discussed legislative frameworks, financial exclusion, tenure rights, and infrastructure challenges in small-scale fisheries. A draft gender plan of action was introduced, based on input from local fisherwomen.

Challenges and Opportunities for Women in Cooperatives
Ms. Thosago Mashebane of AWFISHNET and SANWFA highlighted the persistent challenges faced by women in fisheries cooperatives. Issues included unfriendly working environments, inadequate infrastructure, and limited financial inclusion. Despite the existence of cooperatives for over a decade, women continue to struggle with access to resources, funding, and tenure rights. Ms. Mashebane emphasized the need for improved legislative frameworks, increased capacity-building initiatives, and the creation of financial tools tailored to the needs of women in coastal communities.

Proposed Solutions and Commitments
Participants discussed potential solutions, such as the establishment of organized forums for women in cooperatives, improved sustainability of interventions, and stronger policy frameworks. The workshop also proposed the development of business models for women cooperatives, alongside measures to increase their representation in decision-making institutions at local and national levels. Notably, SANWFA committed to connecting women cooperatives from the Eastern Cape with buyers in the Western Cape, fostering new economic opportunities.

Key Workshop Outcomes
Key conclusions from the event will guide future efforts and the Gender Plan of Action. As a means of identifying and addressing critical obstacles, participants evaluated current frameworks and policies that affect women in coastal areas. They looked at different ways to help women participate more in small-scale fishing, with an emphasis on financial inclusion, capacity building, and access to resources. Involvement from women in coastal communities, local NGOs, and government stakeholders led to the development of a thorough Gender Plan of Action. This plan outlines methods for capacity building, advocacy, and monitoring. The significance of public-private partnerships was also highlighted, with organisations such as the South African Maritime Association and the Department of Rural Development and Agrarian Reform (DRDAR) being identified as vital for long-term success.

Next Steps and Recommendations
The subsequent actions were outlined as follows:

After the Gender Plan of Action is finalised, workshop participants will receive a draft of the Memorandum of Understanding (MoU) and have the opportunity to review and provide input on it before the deadline. When completed, it will be a part of larger plans to manage fisheries on a national and regional level. The importance of ongoing support from AU-IBAR and Blue Wild Coast NPO was highlighted, as was the need for continuous capacity building for women cooperatives in Port St. Johns and Hamburg. For the purpose of tracking and adjusting progress, gender-sensitive monitoring and evaluation indicators will be created and integrated into the M&E framework of the participating NGOs. Sustainable business models in small-scale fishing will also be a priority, therefore we'll be working to connect women's cooperatives with buyers and funding options.

Conclusion
For South African small-scale fisheries, the community workshop was a watershed moment in the fight for gender parity. At this event, women from coastal communities, along with representatives from government and NGOs, worked together to develop strategies that will empower women and involve them in managing aquatic biodiversity. Participation and representation of women in coastal communities in environmental management discussions will be enhanced by the workshop's outputs, which will play a pivotal role in informing future policies and interventions.

Government prioritises providing shelter for stranded motorists in anticipation of more snow

In light of the South African Weather Service (SAWS) forecast of severe snow and wet conditions across the country,  Cooperative Governance and Traditional Affairs (CoGTA) Minister Velenkosini Hlabisa has directed the National Disaster Management Centre (NDMC) to coordinate readiness and response efforts with the relevant stakeholders.

The severe weather has resulted in extreme cold nationwide, especially in KwaZulu-Natal and the Free State, prompting a robust multisectoral response.

According to CoGTA, the focus will be on humanitarian relief, with shelter being provided for those stranded, coordinated by the Department of Social Development.

The South African National Defence Force (SANDF) will lead rescue operations, while the Department of Transport will focus on road clearance.

“Our current priority is saving lives by providing necessities and ensuring the safety of those trapped.

“We understand families may have travel plans, but we strongly advise against travelling during these conditions. We urge everyone to cooperate with us, as cooperation can help save lives,” Hlabisa said.

The KwaZulu-Natal Department of Transport said although thousands of motorists and truck drivers have been freed on the N3 highway, others are still trapped.

Hlabisa’s Office said all affected provinces have activated their disaster response structures.

This was confirmed during a national coordination meeting with Provincial Disaster Management Centres (PDMCs), which provided updated reports to pinpoint areas that need urgent intervention.

According to the department, disaster teams are working tirelessly to ensure the safety of those caught in these conditions.

The SAWS has since issued a Level 8 warning for additional disruptive snow in several areas, including Alfred Duma (Ladysmith), Dr N. Dlamini-Zuma (Underberg), Greater Kokstad, and others.

“This warning signifies potentially life-threatening weather that could impact people, animals, and infrastructure," the department said.

In addition, windy conditions, rain and heavy snowfall have disrupted essential services such as water and electricity.

“Government teams are actively working to restore these services to safeguard lives. KwaZulu-Natal and the Free State continue to experience heavy rains, raising concerns about localised flooding that could affect pedestrians and drivers,” the department said.

Hlabisa urged the public to exercise caution as disaster teams are continuing to provide emergency assistance.

While these teams are dedicated to supporting and rescuing those in need, the department said vigilance is paramount.

“The public is advised to stay alert and heed warnings from the SAWS, disaster management teams and law enforcement agencies," the Minister said.

In addition, various communication channels will be utilised to keep everyone informed and safe.

For emergencies, contact your local municipal disaster management center, the nearest police station, or national emergency numbers 112, 10177, or 107. – SAnews.gov.za

Government dealing with outbreaks including bilharzia affecting Limpopo

Efforts are underway to contain the outbreak and assess water quality in affected areas, following the emergence of the waterborne parasitic disease, bilharzia, in various locations within the Greater Tzaneen Local Municipality, situated in the Mopani District.

This is according to the Minister in the Presidency, Khumbudzo Ntshavheni, who addressed the media on Friday regarding the outcomes of the Cabinet meeting held on Wednesday.

According to the latest reports, the bilharzia outbreak has significantly impacted areas such as Nkowankowa, Khujwana and Dan villages.

Earlier this month, the provincial department said over 150 learners from Malwandla Primary School were diagnosed and are receiving treatment with anti-parasitic medication.

Bilharzia is described as a waterborne disease transmitted through contact with contaminated water.

The public is urged to prevent children from swimming in contaminated water and to seek medical treatment immediately if symptoms arise.

Meanwhile, the Limpopo provincial government has established a provincial testing centre to address the outbreak after several people contracted the disease.

Bilharzia can present a range of symptoms, which include but are not limited to abdominal pain, fever and chills, bloody diarrhoea, blood in urine, urine tract infections, persistent headaches, and fatigue.

The Minister said early diagnosis and intervention are crucial in managing and treating bilharzia effectively.

In addition, the Minister said there has been a restriction on animal movement in the Eastern Cape due to a foot and mouth disease outbreak in the Kouga and Koukamma municipalities that falls under the Sarah Baartman District Municipality.

“Cabinet reminded South Africans that the transportation of livestock from one place to another requires a transport permit from a local state veterinary office,” Ntshavheni said.

The Minister also touched on the importance of non-pharmaceutical measures to mitigate the spread of Mpox disease in South Africa.

She emphasised regular hand washing with soap and water or using alcohol-based sanitisers to prevent the disease's transmission after 25 cases were reported since the outbreak. – SAnews.gov.za

Committee welcomes plans to terminate Cape Town NSFAS lease

Committee welcomes plans to terminate Cape Town NSFAS lease

The Portfolio Committee on Higher Education and Training has commended the proposed plans by Higher Education and Training Minister, Dr Nobuhle Nkabane, to terminate the rental agreement of the National Financial Aid Scheme (NSFAS) headquarters in Cape Town.

Committee Chairperson, Tebogo Letsie, said the NSFAS headquarters in Cape Town had always been a sore point for the committee since moving from its previous leased building in Wynberg to the Cape Town city centre.

“While many students suffered in terms of funding, getting their allowances on time and accommodation challenges, the entity enjoyed a building with scenic views," said Letsie.

This comes as it has been reported that there are plans to end the lease of the Cape Town office to reduce costs, among other things.

Letsie said the committee had criticised the decision by NSFAS to move its headquarters to a place where most of its clients do not have access to their services.

He said the planned termination was long overdue and was a positive step towards addressing decades of mismanagement of student affairs by NSFAS.

“[The] NSFAS budget is bigger than many national departments and we have always maintained that the offices of NSFAS must be in Gauteng where we have the highest concentration of the student population.

“Ultimately, the committee would like to see the decentralisation of NSFAS to all regions which will ensure accessibility to students across the country added,” the chairperson said.

The committee welcomed the new NSFAS 2025 online applications intake opening on Friday, 20 September 2024, to allow for extensive consultations with institutions, stakeholders, and student formations. – SAnews.gov.za

Deputy President’s NCOP briefing postponed

Deputy President's NCOP briefing postponed

Deputy President Paul Mashatile has written to the Chairperson of the National Council of Provinces (NCOP), Refilwe Tsipane, to request a postponement of the session for oral reply to questions scheduled for later today.

“The Chairperson has kindly acceded to the Deputy President’s request.

“In line with questions from the NCOP, Deputy President Mashatile was due to brief the council on the seventh administration’s plans to improve the performance of municipalities and accelerate service delivery challenges in some municipalities,” the statement read.

According to the Presidency, the Deputy President’s request was occasioned by two considerations.

These include the passing of former Minister and stalwart Pravin Gordhan, whose funeral is underway in Durban.

“The Deputy President thought it prudent to allow members and former colleagues of the Minister the opportunity to pay their respects fully and to show their support to the Gordhan family at this difficult time.”

In addition, the Deputy President has been advised by his medical team to take a week off from his official duties to rest and recuperate following the medical incident over the weekend in Tzaneen, Limpopo.

“While the Deputy President is no longer in any danger and is in high spirits, he is following the medical team’s advice and has withdrawn from scheduled official duties for the current week,” the statement read.

According to his Office, the country’s second-in-command takes parliamentary oversight extremely seriously and has worked tirelessly during his time to boost the national executive’s accountability to the National Assembly and the NCOP.

“As such, he will work closely with the NCOP Chairperson to find a suitable date for the rescheduling of the session as soon as possible.”

The Presidency said the Deputy President looks forward to having an opportunity to appraise Parliament of the Government of National Unity’s efforts to improve municipal governance and service delivery, accelerate the process of land reform and boost South Africa’s agricultural output and food security.

The Government of National Unity is also looking into the imminent rollout of plans to fight crime, and deal with the emergent scourge of criminal extortion and other forms of economic sabotage.

“The Office of the Deputy President and the NCOP will communicate the alternative arrangements for the postponed session as soon as they are agreed and finalised.” – SAnews.gov.za
