Government welcomes adoption of Post Office business rescue location

Government welcomes adoption of Post Office business rescue plan

The Department of Communications and Digital Technologies has welcomed the decision by the South African Post Office (SAPO) creditors to adopt the draft Business Rescue Plan.

“The timeous adoption of this Business Rescue Plan sets us on course in turning the tide in saving the South African Post Office in the interest of our developmental agenda as a country,” Minister of Communications and Digital Technologies Mondli Gungubele said on Thursday.

The draft Plan was published for comment on 23 November 2023.

“The post office remains an important institution in our postal services network nationally and in the Southern African Development Community (SADC) Region. Most importantly, we remain committed to ensuring that we build a post office of tomorrow which provides quality, affordable and accessible services to the people of South Africa, particularly in this digital era,” Gungubele said.

Business Rescue Practitioners, Anoosh Rooplal and Juanito Damons, appointed after SAPO was placed under Business Rescue in July 2023, were tasked with the responsibility of developing and submitting a Business Rescue Plan by 30 November 2023.

In July, then acting Minister of Communications and Digital Technologies, Enoch Godongwana, welcomed the Gauteng Division of the High Court of South Africa’s decision to place the SAPO under supervision and in business rescue which would commence with immediate effect.

According to the Ministry of Communications and Digital Technologies at the time, the decision of the court in support of the application brought by Minister Mondli Gungubele confirmed that indeed SAPO is a strategic government asset that provides vital services throughout the country. This is especially in remote areas where SAPO is often the main link between residents and the outside world.

It added that it further uses its countrywide footprint to render services such as the distribution of social grants at its branches and the distribution of medication to those in need. It also renders various national and international postal services.

Full details on the Business Rescue Plan can be accessed on: https://www.postoffice.co.za/BusinessRescue/index.html

Gauteng Health leads candlelight service for victims of femicide in Sicelo

In memory of the eight women who lost their lives due to femicide in the Midvaal Local Municipality -  the Gauteng Health MEC, Nomantu Nkomo-Ralehoko, will today hold a candlelight memorial service.

During the period of 2017-2021, the bodies of the victims were found dumped in open fields around Sicelo.

The MEC will be joined by the families of the victims as they remember the women who were raped and murdered.

According to Nkomo-Ralehoko’s office, almost 10% of all victims of all sexual offences seen at the Kopanong Hospital Thuthuzela Care Centre are from Midvaal with a significant proportion of these being from Sicelo.

“MEC Nkomo-Ralehoko will take this opportunity to call for continued collaborative efforts to intensify the fight against gender-based violence and femicide as part of 16 Days of Activism for No Violence Against Women and Children to promote public knowledge of the services available to victims of these inhumane offences,” the department said.

This year marks the 25th anniversary since South Africa initiated the 16 Days of Activism for No Violence against Women and Children campaign.

This year’s theme will focus on accelerating actions to end gender-based violence and femicide and leaving no one behind. – SAnews.gov.za

President to guide DDM Presidential Imbizo in Free State

Location: News

President to lead DDM Presidential Imbizo in Free State

President Cyril Ramaphosa will on Thursday lead government’s interaction - in the form of a District Development Model Presidential Imbizo - with communities and stakeholders in the Matjhabeng Local Municipality in the Free State.

The Presidential Imbizo will take place at the Kopano Indoor Sports Centre in Thabong, Welkom, within the Lejweleputswa District Municipality.

This will be the 11th Presidential Imbizo led by President Ramaphosa since March 2022.

The Matjhabeng gathering marks a return visit to the province by the President following a Presidential Imbizo in the Mangaung Metropolitan Municipality in April 2022.

During the 2022 engagement, 42 community members, representing the seven regions of the Mangaung Metro, voiced their concerns to the President.

The towns represented in this discussion included Van Stadensrus, Soutpan, Dewetsdorp, Wepener, Thaba Nchu, Botshabelo and Bloemfontein.

“Under the theme 'Leave No One Behind', this week’s visit will allow the President and other leaders in government to assess progress made [and] to be briefed on challenges associated with the improvement of service delivery since the President’s previous engagement with communities,” the Presidency said in a statement.

The Matjhabeng municipal economy is mainly anchored on the mining of gold and uranium and it is the hub of the Free State Goldfields.

The Lejweleputsawa District Municipality consists of five local municipalities, which accounts for a third of the province which is made up of the local municipalities of Matjhabeng, Masilonyane, Nala, Tswelopele and Tokologo.

Ahead of this week’s Imbizo, national, provincial and local government as well as state entities have embarked on pre-Imbizo build-up programmes across the province.

These activities are undertaken to stimulate communities’ participation in the Imbizo and to assist residents with services they may require or other challenges they wish to report.

“Thus, this Imbizo will also take stock of the progress made since the last Presidential Imbizo in the province.

“As an interactive platform, the DDM Presidential Imbizo allows communities to engage and interact face-to-face with the President, Ministers and the provincial and local leadership face-to-face.

“The District Development Model enhances integrated and sustainable service delivery through the maximisation of intergovernmental planning, budgeting and implementation towards creating inclusive economic opportunities for locals,” the Presidency said.

The DDM also aims to intensify the delivery of services, promote social cohesion and advance the developmental state agenda, in line with the National Development Plan, and Growth and Development Strategies of the province.

The participation of leadership from the national, provincial and local levels is directed at maintaining accountability by public office bearers, the administration and promoting collaboration. – SAnews.gov.za

No sensitive information taken during NPA offices break in

The National Prosecuting Authority (NPA) has moved to assure the country that no sensitive information, dockets or files were taken during a break in at the Director of Public Prosecution’s office in the Free State.

According to NPA Northern Cape regional spokesperson, Mojalefa Senokoatsane, the break-in occurred during the early hours of Monday morning at the prosecutorial body’s Bloemfontein office.

“These criminals managed to break into the Office of the DPP, offices of Deputy Directors of Public Prosecutions (DDPP), the office of the PA (Personal Assistant) in the office of the DPP, as well as other offices of the other PA within the Office of the DPP. One [thing] the NPA can confirm is that during this break-in, four laptops and voice recorders were taken.

“Even though these criminals managed to break into this Central Nerve of Prosecutions in the province, the citizenry of the Republic and the Free State Province can rest assured that no sensitive information, dockets or files were taken, as they are not stored in these offices but have a secure area where they are safely secured and kept safe,” he said.

Senokoatsane emphasised that the break-in will not discourage the NPA from doing its work.

“The National Prosecuting Authority, even though shocked, disturbed, and disdained by these cowardly acts, will not be discouraged to continue prosecuting all cases without fear, favour, or prejudice.

“The security at the NPA Offices is taken seriously as these offices always have 24-hour security warm bodies, seven days a week. This break-in, which is an isolated case, does not render the security at these important prosecutorial offices as not being taken seriously,” he said.

A case has been opened with the South African Police Service.

“The Office of the Director of Public Prosecutions in the Free State would like to send a heartfelt appreciation to the South African Police Service, who promptly reacted to this emergency state and began their investigations.

“The crime scene was closed off and specialised units of the SAPS including the Forensic, Intelligence, and Investigations were on the scene in no time, DNA and fingerprints were collected at the scene and sent to the SAPS Forensic Laboratory.

“Investigations that are led by the South African Police Service are continuing in this matter. Members of the community who might have information regarding this matter are encouraged to provide the information to their nearest police stations or HAWKS Offices in Bloemfontein,” Senokoatsane concluded. – SAnews.gov.za

SAPS 16 Days campaign: Spotlight on Sergeant Peter’s outstanding work

SAPS 16 Days campaign: Spotlight on Sergeant Peter's outstanding work

As the country observes the annual 16 Days of Activism for No Violence against Women and Children campaign, the South African Police Service (SAPS) has undertaken to profile the work of its outstanding members.

Today the spotlight is on Sergeant Nombi Peter, a detective attached to the Mangaung Family Violence, Child Protection and Sexual Offences (FCS) unit in the Free State. She also forms part of the Mangaung District’s serial rape task team.

Peter’s childhood dream of becoming a police officer came true when she was enlisted in the service 14 years ago as a student constable.

She holds a degree in Forensic Investigation (2022), a diploma in policing (2016) and has completed various internal courses.

To date, Peter's sterling investigations have led to a collective number of five life terms and 305 years in prison for 31 rapists, who are now behind bars.

Peter joined the Mangaung FCS in 2018. Her recent career highlights include the sentencing of a 28-year-old convicted rapist to 20 years imprisonment by the Bloemfontein Magistrates Court on 18 October 2023 for the rape of a 13-year-old girl.

The accused was found guilty of rape, kidnapping and assault to cause grievous bodily harm (GBH). The accused attacked the victim at Phase Six informal settlement, Mangaung, in March 2021. He forcefully dragged the victim into his shack where he repeatedly raped her until he let her go the following day.

The accused threatened the victim by saying he would kill her if she discloses the incident to anyone.

A month later, the victim fell ill at school, which led to the discovery of her being pregnant following a visit to the hospital.

The victim then told her mother what had happened and the police were alerted. The case was assigned to Peter, who immediately commenced with her investigation.

The accused was arrested the same day and appeared before court where he was granted bail.

The accused, a Lesotho national, contravened his bail conditions and failed to appear in court. Peter left no stone unturned and through information she obtained, she re-arrested the accused in Phomolong earlier this year.

The accused remained in custody until he was sentenced. Peter says she resonates with victims of gender-based violence and femicide (GBVF) and along with her team, they continuously conduct campaigns within the communities they serve to create awareness on topics such as domestic violence, different forms of abuse, how to apply for a protection order and what to do when you are a victim of rape.

"Being a FCS investigator is my calling, therefore, I go beyond my desk and office hours to catch rapists. I urge community members to report crime to their nearest police station for investigations to commence immediately,” Peter said.

“The trips are more than just reaching one’s destination; it promises a unique an unforgettable experience for families and friends alike,” the agency said.

PRASA announced that Shosholoza Meyl will be offering an affordable private car transportation service at an additional cost for passengers travelling to Durban.

Interfaith leaders urged to succor address societal difficulties

Interfaith leaders urged to help address societal difficulties

Deputy President Paul Mashatile has encouraged the church to help government to tackle societal challenges.

“We strongly encourage the church, in its capacity as a moral and social leader, to engage in a collaborative effort with us to effectively tackle any societal difficulties. The government relies on you as the religious sector to point out mistakes in a constructive manner and recommend solutions,” the Deputy President said on Sunday.

The second in command was addressing the Twelve Apostles Church in Christ (TACC) International Thanksgiving Day celebrations held at the Absa Stadium in East London, in the Eastern Cape.

“There is an open-door policy in my office, so you can come in whenever you want to talk about the problems you are having and how to fix them,” he said adding that despite the challenges South Africa faces, the country has much to be grateful for.

He included gender-based violence as some of the challenges facing South Africa.

“We need you to be part of our initiatives to fight gender-based violence in our society and promote equality. We need you to be the voice of women and children who are abused. We need you to be the refuge and defender of women's and children’s rights.

“We must speak against sexual violence and rape of young children and women. We must not be silent when we witness acts of abuse or rape against women and children by our brethren or family members.”

He also reflected on the role played by the church in the fight against apartheid.

“We have achieved democratic freedom, which entails the freedom to practice any religion without fear of persecution among others. Collectively, we can agree that South Africa is a better place than it was three decades ago.

“Despite the significant progress our great nation has undeniably made over the years, it is of utmost importance to conscientiously acknowledge that we have not yet fully attained our desired goal, including complete economic freedom for our people.”

He said that government together with the church, wants to establish an atmosphere favourable for growth and development.

“It is widely acknowledged that social cohesion is a fundamental element of each society, necessitating the active participation of every member in the joint goal of establishing a cohesive community.

“We must steadfastly persevere in our collective efforts to promote a spirit of inclusivity amongst all individuals, regardless of the diverse tapestry of our racial, religious, or cultural origins, for in the divine gaze of the Almighty, we are all the same.”

Mashatile said without the cooperation of interfaith leaders, “I will not be able to successfully carry out my assigned role of promoting social cohesion”.

“As a government, we need interfaith and traditional leaders to strengthen relationships and the sense of solidarity among community members,” he said. -SAnews.gov.za

Philippine Traditional Dance and Music Seize the Spotlight on Diplomatic Milestone Event with South Africa

Philippine culture was on full display during the event organized by the Philippine Embassy in Pretoria to mark the 30 years of diplomatic relations between the Philippines and South Africa. As a fitting tribute to the countries' diplomatic milestone, Philippine dance troupe KALOOB Philippine Music and Dance Ministry performed on 26 November 2023 at the University of Pretoria's Aula Theatre.

The event was attended by over 700 guests from the government, diplomatic corps, organized business, academic community and other sectors of South African society, as well as members of the Filipino community.

In her welcome remarks, Philippine Ambassador Noralyn Jubaira Baja highlighted the similarities between Filipino and South African cultures despite the two countries' geographical distance. She said that the Philippines, just like South Africa, is a country which is proud of and fully embraces its multicultural heritage. Filipinos also share common values with their African kin such as faith and spirituality, family centeredness, sense of community, as well as fostering harmonious interpersonal relationships.

The Ambassador likewise mentioned the significant developments in the bilateral ties between the Philippines and South Africa, most notably the successful convening of the countries' 5th Bilateral Consultative Forum held on 23 February 2023 in Pretoria, which allowed Filipino and South African policymakers to discuss issues of mutual interest.

As guest of honor, Chief Director for Central, South and Southeast Asia Sindiswa Mququ of the South African Department of International Relations and Cooperation agreed with the Ambassador that both countries have rich and diverse cultural heritage that reflects their unique identity and history. Commending the Embassy for its continuous efforts to promote the cultural relations between the two countries, she emphatically stated that it is through cultural exchange and dialogue that both sides can learn from each other, appreciate their similarities and differences, and foster mutual understanding and respect.

Marking their debut in South Africa, KALOOB provided the South African public with a glimpse of the cultural diversity of the Philippines by performing selected traditional dances and music of the Cordillera region, the indigenous communities in Mindanao, and the Muslim groups in southern Philippines. The group also performed Hispanic dances which were introduced to the country during the Spanish occupation and subsequently indigenized by the Filipino people. KALOOB capped their great performance with Philippine folk dances which are deeply rooted in pre-colonial and Spanish colonial periods but have survived and evolved through time.

The dance troupe captivated the guests with its repertoire of Filipino dances, which included Chalijok (harvest-time dance of the Kalinga people), Sabay (courtship dance of the Subanen people), Kapamalong-Malong (dance showing the various ways to wear and use the malong, a tubular cloth worn by the Maranao people), Singkil (the Maranao people's retelling of the Darangen epic), Jota Moncadeña (a distinctly Hispanized dance in Tarlac province using bamboo hand clickers called kalaste) and the very popular Tinikling. Live music from traditional Philippine percussion and stringed instruments, as well as the colorful and vibrant traditional costumes further enriched KPMDM's performance.

KALOOB received a standing ovation from an enthusiastic audience. As a symbol of the enduring friendship between the Philippines and South Africa, some South African youth who watched the performance presented flowers to the performers.

Founded by Mr. Eduardo Lapiz, KALOOB initially promoted Filipino indigenous culture for use in contemporary Christian evangelization and worship. The group has since branched out to arranging performances for a general audience with the objective of spreading profound appreciation for Philippine heritage. With its continuing extensive cultural research, documentation, preservation and promotion of Philippine indigenous music, dance and rituals, the group has been recognized by the Cultural Center of the Philippines as one of the major dance groups in the country.

KALOOB's performance in South Africa was made possible through the generous support of the Philippine Department of Foreign Affairs' Office of Public and Cultural Diplomacy. The commemorative event is part of the Embassy's vigorous efforts to harness the transformative power of cultural diplomacy in bridging cultural gaps and facilitating greater people-to-people understanding between the Philippines and South Africa.

AG: Unauthorised expenditure remains high

Location: News

AG: Unauthorised expenditure remains high

The Auditor-General of South Africa (AGSA) Tsakani Maluleke says unauthorised expenditure at departments remained high throughout the administrative term, totaling R28.22 billion over four years.

Tabling the 2022-23 general report for national and provincial departments, their entities and legislatures in Parliament on Wednesday, Maluleke said in the 2022-23 financial year, such spending amounted to R4.59 billion.

Collectively, accounting officers and authorities managed an estimated expenditure budget of R3.10 trillion in 2022-23.

“The irregular expenditure disclosed in 2022-23 totaled R63.37 billion, with high-impact auditees being responsible for R53.77 billion (85%) of this amount. These amounts might be incomplete, as auditees no longer have to include irregular expenditure incurred in prior years or the closing balance of irregular expenditure in their financial statements,” the AG said.

She said when departments overspend their budgets, they disclose this as unauthorised expenditure.

“If this type of expenditure is condoned, it means that the department needs to either find more money or absorb the overspent amount, which reduces the available budget for the following years,” Maluleke said.

Unlike departments, which must submit their budget vote to parliamentary committee hearings to be approved, public entities do not have a separate vote and thus disclose their overspending as irregular expenditure.

In 2022-23, the irregular expenditure incurred due to overspending was R0.90 billion.

High-impact auditees were responsible for R4.35 billion (79%) of the R5.49 billion total overspending across departments and public entities in 2022-23.

Material irregularity process sees recovery in financial losses

Maluleke has reported that through the material irregularity (MI) process, accounting officers and authorities have taken action to prevent or recover financial losses of R2.55 billion since 2019, with some of this amount still in the process of being recovered.

“We are pleased that the MI process is proving to be effective in enforcing accountability and protecting state resources. Departments and public entities can direct the recovered funds towards service delivery, enabling government to achieve its strategic priorities,” Maluleke said.

From 1 April 2019 - when the amendments to the Public Audit Act became effective and the AGSA began implementing the MI process - until 30 September 2023 - the cutoff date for MIs to be included in the latest general report- the audit office identified 266 MIs.

“We estimate the total financial loss of the 240 MIs that involved a material financial loss to be R14.34 billion. The 26 MIs with an impact other than financial loss involved material public resources not being used (most often health facilities), harm to the general public due to infrastructure neglect and poor-quality service delivery, and harm to public sector institutions mainly because of the non-submission of financial statements.

“We used this enforcement tool to spur accounting officers and authorities into action to strengthen internal controls, institute disciplinary measures, stem resource leakage arising from non-compliant procurement processes, recover funds lost through duplicate payments and overpayments to suppliers, safeguard assets, and improve the use of public resources such that they benefit citizens,” Maluleke said.

She said that where the MIs were not dealt with swiftly or with the required seriousness, her office included recommendations in audit reports, took remedial action or referred matters to relevant public bodies for investigation, where appropriate.

Financial management

The AG cautioned that when government is not careful with its spending practices, this reduces the already limited funds available.

“The main reasons for the continuing financial losses and waste that we observed, especially at high-impact auditees, were poor payment practices, uncompetitive and uneconomical procurement practices, limited value and benefit for money spent, poorly managed government properties and accommodation leases, and weaknesses in project management.

“Government’s budget for service delivery activities is reduced by claims made against departments, and by auditees overspending their budgets and being in poor financial health. Ailing institutions, such as the state-owned enterprises, place further pressure on government by needing bailouts and by creating potential future obligations as a result of guarantees,” Maluleke said. – SAnews.gov.za

KZN Transport condemns rape of female security officers

The KwaZulu-Natal Department of Transport says it is appalled at the attack and rape of three female security officers by criminals targeting departmental offices in the eThekwini region.

The incident happened as the country observes the 16 Days of Activism for No Violence against Women and Children campaign.

According to reports, heavily armed criminals entered the Department of Transport offices in Merebank, south of Durban, on Monday at around 02:30am.

While three male security officers, who belong to the private security company contracted to the department were kept hostage, the three female officers, who were held at gunpoint in another room, were sexually assaulted and raped.

“The criminals also stole departmental work tools, which are used for road maintenance and other assets. The female staff have been taken in for medical examination and cases have been opened with the police,” the department said.

The department said an investigating team has also visited the department's offices to initiate an investigation and are giving this case high priority.

After hearing the incident, Transport Community Safety and Liaison MEC, Sipho Hlomuka, immediately assigned the Head of Department, Siboniso Mbhele, to urgently visit the site and to engage with other staff members, who were still traumatised.

After meeting with the office management and staff, Mbhele said the department will look closely at the issue of improving security in the department’s offices and urged the police to move with speed in arresting the suspects.

Mbhele said the incident will affect staff morale and seriously impact on service delivery.

“The cruelty by these criminals against female security officers is unacceptable. Crime against women must be condemned by all of us, more so during such the critical campaign of no violence against women and children.

“We appeal to the police to activate a high-level investigating team and bring these heartless criminals to book. We are also addressing the security improvement in our premises to protect staff and our equipment,” Mbhele said.

Mbhele also appealed to the community to work with the police in reporting anyone who is selling departmental equipment.

He said the department has arranged for psycho-social services to assist the staff members at the centre to be able to continue with their daily duties.

The department within eThekwini has been the target of a criminal syndicate that attacks staff members at gunpoint, steal brush cutters and other equipment.

Deputy President Paul Mashatile will on Friday, 1 December 2023, lead the official commemoration of World AIDS Day and launch of the South African Chapter of the Global Alliance to End AIDS in Children.

According to the Deputy President’s office, the country’s second-in-charge will address the World AIDS Day event in his capacity as the Chairperson of the South African National AIDS Council (SANAC).

The event is scheduled to take place at Ngcedomhlophe Sports Field in the Mandeni Local Municipality, KwaZulu-Natal.

World AIDS Day is commemorated annually across the globe in solidarity with the millions of people living with HIV and to raise awareness about the status of the epidemic, to encourage HIV prevention, treatment and care.

The 2023 commemorations will focus on investing in and strengthening community-led interventions and community-centred approaches in the management of HIV.

“It further highlights the importance of greater involvement of civil society in strengthening accountability and empowering communities to be at the forefront of strategic interventions against stigma, discrimination and human rights violations of people affected and infected with HIV.”

South Africa, the Presidency said, joins the rest of the world in shining the light on the experiences of people living with HIV today, while celebrating the strength, resilience and diversity of the communities most affected.

Deputy President Mashatile will lead the commemoration event alongside the SANAC Civil Society Chairperson Steve Letsike, Health Minister, Dr Joe Phaahla, KwaZulu-Natal Premier Nomusa Dube-Ncube, KwaZulu-Natal Health MEC Nomagugu Simelane and various sector leaders.

The event will be attended by members of the surrounding communities as well as representatives from development partners such as the United Nations agencies, the United States government, research entities, civil society movements and the private sector. – SAnews.gov.za
