Team Western Cape’s First Time Ever Win
The Western Cape's primary school athletes won the national track and field championships in Limpopo for the first time ever since the inception of the competition.
The athletes competed on 25 and 26 March 2024 at the Oscar Mpetha Stadium at the University of Limpopo in Polokwane.
The team took home 32 gold medals, 20 silver medals and 18 bronze medals and, of course, the Championships Trophy!
Provincial Education Minister David Maynier wished the team well ahead of their departure last weekend and is delighted by their success.
“Well done to our star athletes of the Western Cape! You represent the very best of our province's primary school athletes and are now officially also the best in the country. We are so incredibly proud of you!”
“Thank you to all the teachers, school staff members, parents and officials who made our team's achievements possible. We know that so many hours go into training our athletes, preparing for competitions, and logistical arrangements for travelling and competing. Their success is also your success, so congratulations to you too!” said Minister Maynier.
The Western Cape Education Department (WCED) supported the team of 195 athletes and 25 teachers by covering their transport, accommodation and meal costs.

Motorists have been warned against violating traffic laws this Easter weekend as law enforcement officials intensify their operations to ensure the country’s roads are safe.
“Roadblocks will be staged on all major routes and within residential areas to address deviant behaviours by those who think that long weekends are a license to break the rules of the road and undermine our national effort to make our road safe,” Minister of Transport Sindisiwe Chikunga said.
Traffic volumes are expected to start increasing on Thursday, 28 March, from about 10:00 and will stay high until about midnight.
“On Friday, 29 March, traffic volumes will start increasing early in the morning and will return to normal after 14:00. Return traffic will commence with worshippers from Moria City and other places of worship on Sunday, 31 March.
“All other main routes are expected to be extremely busy throughout Monday, 01 April. We appeal for motorists to stagger their traveling,” Chikunga said.
Addressing the 2024 Easter Road Safety Campaign in Mpumalanga the Minister said government has set a target to reduce road fatalities by 15% this Easter.
“We have mapped the routes, sharpened our strategies, and prepared our battle plan. With Gauteng being home to 40% of South Africa’s vehicle population, we expect a substantial number of motorists to leave Gauteng to different holiday destinations.
“The N1 towards Polokwane, especially the road to Moria City in Limpopo and to Beit Bridge, will be heavily policed. The N3 to the coastal city of Durban and N1 to the Free State, Western Cape, particularly Cape Town to Eastern Cape will be no exception.
“Here in Mpumalanga, on the N4 we expect heavy traffic especially on stretches leading to border gates and around toll gates,” the Minister said.
She called on the religious community, especially those that will be travelling to different places of pilgrimage, to ensure that the busses and taxis they hire are roadworthy and fit to be on the roads.
“Attention must be paid to ensure that the bus has two drivers who will relieve each other during the trips to avoid fatigue. Vehicle must also have proper permits that allow them to travel outside of their normal routes. This will help to avoid conflict with other operators and inconvenience to passengers when the vehicles are stopped by law enforcement authorities,” the Minister said.
She said government is committed to improving performance on road safety.
This endeavour will be achieved by integrating law enforcement efforts and avoiding fragmentation, improving community understanding of factors behind road carnages and the role they can play to reduce as well as placing road safety on the national agenda.
“We are warning those who are a law unto themselves to obey traffic rules or else they will face the full might of the law. The message is simply that if you are reckless and irresponsible you will be locked up in jail, for in our view you are danger to society… if you drive drunk, if you drive at excessive speed, you drive a vehicle without number plates, you drive without a driver’s licence,” the Minister said. – SAnews.gov.za

Limpopo Premier Stan Mathabatha says much has been done to improve the lives of people in the province.
“When we achieved our April 1994 democratic breakthrough, less than 30% of rural households had access to electricity,” Mathabatha said.
Delivering the State of the Province Address in Polokwane on Thursday, Mathabatha said the provincial government has electrified at least 94.% of rural households in the province, marking a significant improvement in access to electricity.
“People in rural areas overwhelmingly depended on firewood to cook, using three-legged pots. There was deforestation, impacting trees and other plants, an important source of oxygen supply for human life, and a key resource of environmental conservation,” Mathabatha said.
Mathabatha said forests have risen in various areas that were affected due to the massive household electrification programme.
“In healthcare, it is pleasing that we currently have 476 clinics in Limpopo and 216 of healthcare centres (45%) operate 24 hours a day,” Mathabatha said.
Mathabatha said in 2010, the province reached 80% access to water, reaching more communities and improving public health outcomes.
“However, because of various countervailing factors, we have experienced a decline to 69.1%. We are worried about this, and we are hard at work with authorities in the water provision space to improve the situation.
“It is important to note that we have improved access to sanitation to 63.1%, up from 26.9% in 2002, and up from a far lower baseline in 1994.”
Mathabatha said the tarred roads network in the province has significantly expanded since April 1994.
“It is now covering rural areas that were neglected before. Through this progress, we have enhanced connectivity and improved transportation efficiency, facilitating economic development in Limpopo. At present, our target is to surface 13 800 kilometres from gravel to tar,” he said.
Mathabatha said the provincial government has worked very hard in education.
“Our efforts are now visible in improved matric results. We have improved from a 38% matric pass rate in 1996. At 79.5% in 2024, our matric pass rate now approximates our 80% target.”
Mathabatha said Limpopo's contribution to the national economic output over the past three decades has improved.
He said in 1996, Limpopo contributed 5.3% to the national gross domestic product.
“Despite the global economic and pandemic crises, our contribution to national GDP reached 7.3% by 2023. This reflects the strategic efforts undertaken by the province to harness its vast natural resources, develop critical sectors and attract investment.
“From just over 911 000 households in 1996, we have increased to over 1.8 million households in 2022. This substantial growth in households highlights Limpopo’s growing population. We have now reached over six million people, according to the latest census,” the Premier said. – SAnews.gov.za

Limpopo Premier Stan Mathabatha says the province has, over the past decade, worked tirelessly to bring stability and sound administration.
“Through collective effort and unwavering commitment, we have seen remarkable improvements in audit outcomes and overall provincial performance,” Mathabatha said.
Delivering the State of the Province Address in Polokwane on Thursday, Mathabatha said the once prevalent disclaimer audit opinions are now a thing of the past in the provincial departments, public entities and municipalities.
"In 2013, Limpopo was at a critical juncture. Five departments were under national administration. Confidence in our provincial administration was waning. Our task was clear, yet daunting. It was to breathe life back into these departments and restore confidence in our governance.
“[Now] no department is under administration. As we reflect on the progress we have made, let us also look to the future with optimism and determination,” Mathabatha said.
Mathabatha said the story of Limpopo's renewal and development is far from over.
“It is a continuous journey, one that requires an active citizenry, and the collective effort of every community and leader. Together, we can build on the foundation we have laid, striving for even greater achievements and a brighter future for all who call Limpopo home.
“Our trajectory towards a Limpopo that we all yearn for is taking shape during an unfavorable, harsh global reality,” he said.
Mathabatha said under the circumstances, the province needs to build greater self-reliance and increase its share of value addition in finished products.
“It is important to continue our efforts to achieve manufacturing localisation, to deepen and expand domestic beneficiation of our minerals and primary agricultural products, industrialise and drive large-scale employment,” he said.
Mathabatha said since 2022, the province has become the fifth largest province in South Africa.
“Although we have moved from the fourth spot, we have become the largest contributor to Gauteng’s population.
“Our economic and social development programmes should help us retain our youth, while protecting their freedom of movement. Democracy has brought about many shifts. More people stay where they want to,” he said.
Food security
Mathabatha said the provincial government remains determined to support its people in food production.
“Limpopo has established a firm role in food security in our country.”
Mathabatha said 29% of households in the province now grow food in their yards.
“This is a testament to the fact that we have an active citizenry in food production. We remain determined to support our people in food production,” Mathabatha said.
He emphasised the need to build on the progress made, harnessing the potential of the youth, investing in infrastructure, fostering industrialisation and promoting sustainable development.
“... We have made progress in addressing the legacy of colonialism and apartheid. We also all acknowledge that there is still a lot of work to be done. I am sure we all agree that the road to success is a journey, not a sprint,” Mathabatha said.
Mathabatha said as the province, they reaffirm what President Cyril Ramaphosa said during the State of the Nation Address earlier this month, that the provincial government must strive for a non-racial and non-sexist democratic South Africa. - SAnews.gov.za

“The Bill has arrived at my desk. I’m going through the Bill. I’m looking for a pen!" - said President Cyril Ramaphosa on Thursday night, eliciting much laughter from a packed Joint Sitting of Parliament.
Delivering his State of the Nation Address (SONA) President Ramaphosa announced that government will gradually implement the long-awaited National Health Insurance (NHI).
President Ramaphosa was speaking during a televised speech at the Cape Town City Hall.
The NHI Bill, which was passed by both the National Assembly and the National Council of Provinces (NCOP) last year, will provide free healthcare at the point of care for all South Africans, whether in public or private health facilities.
“We plan to incrementally implement the NHI, dealing with issues like health system financing, the health workforce, medical products, vaccines and technologies, and health information systems.”
The Bill now only requires President Ramaphosa’s signature for enactment.
President Ramaphosa said the State is working tirelessly to improve both healthcare quality and access equality, despite the country’s health system having a significant impact on people’s lives.
In addition, he said South Africans are living longer than ever before. Life expectancy has increased from 54 in 2003 to 65 years in 2023.
“The World Health Organisation [Director-General] says it is a phenomenal development,” he said.
Meanwhile, the country’s maternal and infant deaths have declined dramatically.
“We have built more hospitals and clinics, especially in poor areas, providing better quality care to more South Africans.”
He touched on the Limpopo Academic Hospital in Polokwane, which is currently under construction.
The hospital promises to be a state-of-the-art establishment and will be one of the five flagship academic health institutions around the country.
Equipped with advanced medical technology, the hospital will offer cutting-edge diagnostic procedures and innovative treatments.
“I had anecdotally a good representation of how our healthcare system has been improving. When the ANC held its birthday anniversary there was an accident where five people passed away and scores were injured and were taken to hospitals in Mpumalanga and Limpopo. I went to see some of them and when they were asked: ‘Don’t you want to be moved to private hospitals?”… Many of them said: ‘No, we’re well looked after here’.”
He also cited the sixth South African HIV Prevalence, Incidence, Behaviour and Communication Survey results, which found that 95% of people diagnosed with HIV know their status, 79% of those receive antiretroviral treatment, and 93% of those are virally suppressed.
“New HIV infections among young people have declined significantly.”
The President’s speech touched on the state of South Africa and reflected on a wide range of political, economic and social matters.
The address will be followed by a two-day debate by Members of Parliament and the President will thereafter reply to issues raised in the debates. – SAnews.gov.za

Limpopo eight in court for fraud
Eight alleged fraudsters appeared in the Makhado Magistrate Court on Monday.
Between June and September 2019, the accused allegedly used fraudulent bank statements and Government Employee Pension Fund (GEPF) letters to apply for personal loans at a cash loans business in Makhado.
“After the applications were processed and approved, the applicants were paid over R250 000. The management of the cash loan business discovered the shenanigans and reported the matter to the Makhado police,” said the Directorate for Priority Crime Investigation (Hawks).
The case of fraud was subsequently opened and transferred to the Polokwane based Hawks’ Serious Commercial Crime Investigation for further probing.
The Hawks’ investigations established that the accused were recruited by an outstanding suspect believed to be the mastermind.
After the case was thoroughly investigated in consultation with the National Prosecuting Authority (NPA) - warrants to arrest the suspects were applied for and authorised.
The accused are: Loba Mathonsi (52), Shogole Ramaisile (48), Johanna Ramodike (40), Winnie Molala (39), Raesibe Masopogo (38), Merriam Kekana (54), Oniky Morema (39) and Refiloe Ramokolo (28)
Between 28 and 29 January 2024, the accused were successfully traced and arrested in different areas around Lebowakgomo.
The accused were brought before the court and remanded in custody until Monday, 05 February 2024 for bail application.
The Hawks are still searching for the outstanding suspects, including the suspected mastermind. – SAnews.gov.za

About 23 foreign nationals and two South Africans are expected to appear before the Mankweng Magistrate's Court today for contravention of the Immigration Act and bribery.
This after the South African Police Service arrested them on Saturday in Solomondale near Polokwane.
It is reported that members of the SAPS Limpopo Provincial Tracking Team, in conjunction with two private security companies, SPS High Risk and Tshimollo Security, operationalised information gathered regarding a white Toyota Quantum that was driving along the R81 in Solomondale, from the Beitbridge border.
It is reported that the operational team successfully spotted the said Quantum at a filling station along the R81 road in Sebayeng and upon checking, they discovered that 23 Ethiopian male nationals, aged between 20 and 38 years, were ferried in a 15-seater passenger mini bus by the driver, a 44-year-old male South African citizen.
Preliminary investigations revealed that all the passengers in the Quantum were illegally smuggled into South Africa from Ethiopia through Zimbabwe.
It is reported that while in the process of searching the Quantum and the passengers, a white Toyota Fortuner, being driven by a male foreign national, pulled up at the scene.
It is reported that the driver of the Quantum was found in possession of a licensed firearm and it was confiscated for investigation purposes.
Meanwhile, the driver of the Fortuner reportedly tried to bribe the police with R5 000 to let the Quantum and the passengers go free. The man was charged with bribery.
The two drivers were also arrested and are facing charges of human trafficking, bribery and contravention of Immigration Act.
The Acting Limpopo Commissioner, Major General Jan Scheepers, hailed the involved teams for their commitment and alertness in ridding the province of criminality. – SAnews.gov.za

Mchunu to assess Sekhukhune water infrastructure projects
Water and Sanitation Minister Senzo Mchunu will on Friday visit the Sekhukhune District Municipality in Limpopo to assess progress on water infrastructure projects in the district.
During the visit, Mchunu and Deputy Ministers David Mahlobo and Judith Tshabalala, together with Sekhukhune District Municipality Mayor, Minah Bahula, will meet with the Lebalelo Water Users Association (LWUA) to assess progress on the Olifants Management Model (OMM) programme.
The R27 billion OMM programme is an infrastructure development project launched in October last year at Ga-Malekana in Burgersfort.
The programme is undertaken by the Department of Water and Sanitation, in partnership with LWUA, to address water supply challenges in communities in Limpopo.
“The programme is meant to fast-track potable and bulk raw water infrastructure development to ensure that communities, including mining and agriculture sectors, and other companies in Sekhukhune District, Polokwane and Mogalakwena Local Municipalities, have sustainable water provision by 2030,” the department said.
During the visit, Mchunu will also give feedback on the investigation he commissioned around the R143 million drought relief project set aside in 2020 to address water supply challenges at Moutse in Elias Motsolaledi Local Municipality by Lepelle Northern Water, as the implementing agent.
The Minister will also engage with members of the community at an event scheduled to take place at Philadelphia Sports Grounds, Dennilton.
Water reticulation for Mopani District villages
Meanwhile, the department said it is working with Mopani District Municipality in Limpopo to increase the level of services from communal taps to yard connections for the reticulation of water in 55 villages within the district.
“The 24 villages will be fully reticulated by January 2024, while Phase 2 of the 31 villages (out of 55 villages) will start in the 2024-2025 financial year,” the department said. – SAnews.gov.za

Government has unveiled an initiative aimed at clearing the 7 251 illegal dumping hotspots in communities across the country â a project which has created more than 37 000 work opportunities.
The Municipal Cleaning and Greening initiative will be implemented in 14 prioritised municipalities across the nine provinces through the Department of Forestry, Fisheries and the Environmentâs Expanded Public Works Programme (EPWP) mass employment In-House Model, which allows it to implement and manage projects using its own staff.
âThe impact of the 37 049 EPWP participants is visible across the country since their work includes daily cleaning streets, clearing illegal dumping sites, cleaning coastal areas and the revitalization of parks,â Minister of Forestry, Fisheries and the Environment Barbara Creecy said on Friday.
She made these remarks during the launch of the departmentâs mass employment programme to augment the Cleaning and Greening initiative in Motherwell, Nelson Mandela Bay Metropolitan Municipality (NMBMM), Gqeberha.
As of 30 September this year, 1 299 or 19 percent of the sites have been cleared.
âIllegal dumping poses a health hazard to communities and undermines community morale and good governance. From an environmental perspective, illegal dumping poses serious risks to livestock, wetlands, rivers and marine and coastal areas.
âAs the world moves to find more effective ways to combat plastic pollution, our government is taking more significant steps to improve municipal waste collection, ensure landfill compliance and promote waste recycling,â Creecy said.
The initiative is targeted at cleaning up illegal dump sites in provincial capitals including the City of Cape Town, Sol Plaatjie, Mafikeng, Msunduzi, Polokwane, City of Joburg, City of Ekurhuleni, City of Tshwane, Mogale City, Sedibeng, Mbombela and Mangaung.
In some instances, the cleaning and greening projects have rehabilitated wetlands which are important not only for spiritual or economic reasons but for their ecosystem services as well.
âHere in Nelson Mandela Bay we have identified 512 sites that require cleaning and today we show you some of the 41 sites where we have already begun our work.
âWe assisted the municipality to find the budget to purchase a specialised fleet for waste collection; ensured additional refuse collection in to the un-serviced poor areas; supported improvements to waste disposal facilities and worked with the municipality to clear 41 illegal dumping hot spots,â the Minister said.
The greater clean-up programme across the Eastern Cape is creating a total of 8 000 work opportunities.
Municipalities that are part of this programme include Buffalo City Metro and municipalities that fall under Alfred Nzo, OR Tambo, Amatole, Chris Hani, Sarah Baartman and Joe Qabi District Municipalities.
âThe Municipal Cleaning and Greening programme is a partnership with provinces and municipalities who assist in recruiting our public works participants and also provide protective clothing, and cleaning materials while we provide the stipend to all participants,â the Minister said.
To ensure sustainability of the programme, the cleaning and greening initiative includes planting trees in the rehabilitated dumping sites.
âWe are planting both indigenous trees, in line with the water scarcity of the country, and the fruit trees to contribute towards food security. Communities are responsible for maintaining the trees within their households.
âThis initiative is supported by assisting communities to understand the environmental and food security role of trees. A total of 225 000 trees will be planted by government throughout the country during this financial year, with 3000 committed for the Nelson Mandel Bay.â
As total of 2000 trees have been planted and the remaining 1000 will be planted over the next few months.
âThe department fully acknowledges that part of the solution to the problem is to change societal attitudes and behaviour and to mobilise the public to begin taking charge and responsibility for keeping their neighbourhoods clean. However, we must also acknowledge that where municipalities have inadequate household waste collection the problem of dumping increases,â the Minister said.
Since the initiation of this programme, the department has processed applications for the specialised waste management vehicles from over 100 municipalities across the country.
In the last two years, government has spent over R164 million to buy 44 waste collection vehicles and 21 landfill management waste vehicles for 58 municipalities. â SAnews.gov.za

Even President Cyril Ramaphosa is expected to be cheering in the crowd as he will be travelling to Paris to support the Springboks in their quest to defend the Webb Ellis trophy.
“The President is really looking forward to being invited onto the pitch for a second time by captain Siya Kolisi to help lift the cup for the world champions,” said the President’s Office.

According to SA Rugby, Springbok coach Jacques Nienaber predicts a powerful onslaught from the All Blacks and said they posed threats in every aspect of the game.
“Matches between the Springboks and All Blacks are always special and hard-fought, and with this being a World Cup final, the rivalry is expected to be more intense. They have an experienced squad with a physical pack and a backline that can create magic from nothing, so we’ll have to be at our best on attack and defence to get the result.”
For Springbok fans, SuperSport, the home of the Rugby World Cup 2023, will broadcast the final match live.
The South African game will be also shown on SABC.
