All set for President Ramaphosa's inauguration on Wednesday

Government is all set for the Presidential inauguration, which will take place on Wednesday, 19 June 2024, at the Union Buildings in Pretoria.

This is after Cyril Ramaphosa was re-elected as the President of South Africa on Friday at the first sitting of the National Assembly of the seventh democratic administration, which was held at the Cape Town International Convention Centre (CTICC).

Three hundred and thirty-nine ballot papers were issued and counted, with 12 invalid ballots. Ramaphosa received 283 votes against Economic Freedom Fighters leader Julius Malema, who received 44 votes from MPs.

Section 87 of the Constitution of the Republic of South Africa prescribes that the President of the Republic must be sworn in within five days after his or her election by the National Assembly.

“Consequently, the provisions of Section 87 kick in and the President of South Africa must accordingly be inaugurated on Wednesday, 19 June 2024,” Minister in the Presidency, Khumbudzo Ntshavheni, announced at a briefing on Saturday.

Ntshavheni described the Presidential inauguration as an important feature in a year in which South Africa is marking 30 Years of Freedom.

“The inauguration will bring together South Africans from all backgrounds, walks of life and political orientations, united in our diversity. It offers us an occasion to celebrate our democratic values and system of governance, including the agreed commitment of our body politic that the seventh administration will be one led by a government of national unity.”

Ntshavheni said this year’s theme, '30 Years of Democracy, Partnership and Growth’, brings together the country’s past and the road travelled since 1994 when Nelson Mandela took his oath at the Union Buildings as the first democratically elected President.

The ceremony will be held at the Union Buildings Amphitheatre and its South Lawns.

According to the Minister, the Amphitheatre will host national and foreign dignitaries, including Heads of State and Government.

Preparations have been made for South Africans to participate in the ceremony.

The South African National Defence Force (SANDF) will perform the ceremonial elements of the inauguration, as they pledge their allegiance to both the Republic and the Commander-In-Chief.

The ceremonial elements will include, amongst others, a 21-gun salute, a salute flight by the South African Air Force, inspection of a SANDF battalion, a battalion march past, and massed fly past.

Ntshavheni, the Chairperson of the Inter-Ministerial Committee (IMC) preparing for the inauguration, stated that the President-elect would be sworn in by Chief Justice Raymond Zondo and would take an oath or affirmation as outlined in Schedule 2 of the Constitution.

The newly sworn-in President will also deliver his inaugural address.

Attendees will also enjoy an array of music genres and other cultural and artistic performances that reflect the achievements of the past three decades.

In terms of road closures, she said there will be no private vehicle access to the Union Buildings or the area immediately surrounding the venue.

“Tshwane Metro Police will effect road closures in and around the Union Buildings precinct. Residents in streets affected by these closures will be alerted on how they will access various exits and entrances.”

Ntshavheni said law enforcement is fully deployed to continue to ensure the safety and security of all South Africans and guests on the day and throughout the post-election phase of the country.

The Minister encouraged South Africans to be part of this momentous occasion, and for those who cannot attend to follow proceedings on television and radio.

“Government, therefore, calls on South Africans to take a few hours out of their time to devote attention to this special occasion and especially to encourage children and young people to observe this event as part of building social cohesion and developing an appreciation for what makes us special as a nation.”

She told the media that the ceremony will commence with an entertainment programme at 9am, while the formal proceedings are scheduled to commence at 11am.  – SAnews.gov.za

President-elect reiterates commitment to uplifting South Africa

President-elect Cyril Ramaphosa has reaffirmed his commitment to continue to work towards the objectives of building a united and prosperous South Africa.

In his acceptance speech after being elected by Members of Parliament to be the President of the seventh administration, Ramaphosa on Friday said he was “humbled and honoured” to be entrusted with the responsibility of the office.

“It is with pleasure that I accept [the re-election]. It will once again be a privilege and pleasure to serve this great nation in the position of President. I wish to thank all leaders for their congratulatory messages.

“Your messages are a clear clarion call for working together, and they constitute what I see as a well of encouragement, good advice and wisdom,” President Ramaphosa said.

Ramaphosa, the President of the ANC, was re-elected at the first sitting of the National Assembly of the seventh administration held at the Cape Town International Convention Centre (CTICC). Earlier in the day, he was also sworn in as a Member of the National Assembly. However, once elected, he ceases to be an MP.

The Constitution stipulates that once elected as President by the National Assembly, the President-elect must assume office within five days by taking an oath or affirming their faithfulness to the Republic and their obedience to the Constitution.

After the conclusion of the first sittings, MPs will proceed to attend the Inauguration of the President-elect, which is scheduled for 19 June 2024 in Pretoria.

Addressing the House as President-elect after securing 283 votes of 339 during Friday’s proceedings, Ramaphosa said he believed that this is an era of hope and inclusivity. He acknowledged the reality of the 2024 National and Provincial Elections results, where no party represented in the National Assembly achieved an outright majority to enable it to work alone legislatively and at the executive level.

“Through their vote, our people expect all parties to work together within the framework of our Constitution, and to work as political parties to achieve the objectives of a democratic society based on non-racialism, non-sexism, peace, justice, and to ensure stability and tackle the triple challenge of poverty, unemployment and inequality, and to achieve prosperity for all,” President Ramaphosa said.

He challenged the political parties represented in Parliament to pledge to cooperate to foster national unity, and through the voluntary government of national unity.

Once the President has taken the oath of office, he will proceed to form a Cabinet, selecting Ministers who will head various government departments and execute the administration's policies. Additionally, the President will convene a joint sitting of the newly established National Assembly and the National Council of Provinces for the Opening of Parliament. – SAnews.gov.za

Date set for Presidential inauguration

Date set for Presidential inauguration

The Secretary to Parliament, Xolile George, has announced that the inauguration of the President-elect will be held in Pretoria on Wednesday next week.

This comes as the National Assembly will hold its first sitting tomorrow at the Cape Town International Convention Centre, where the President will be elected following the swearing in of Members of Parliament.

The first sittings of the National Assembly on Friday and the National Council of Provinces on Saturday represents the establishment of the new parliamentary term, following the elections on 29 May 2024.

After receiving the list of candidates from Chief Justice Raymond Zondo, Parliament has been interfacing with the elected Members and their respective parties to capture their details into the parliamentary system.

The first sitting of the National Assembly will commence with the swearing-in of all designated members in attendance by the Chief Justice. Following the swearing-in ceremony, the Chief Justice will also preside over the election of the Speaker of the National Assembly.

“Once elected, the newly appointed Speaker will take over the proceedings and preside over the election of the Deputy Speaker. These elections are crucial for the proper constitution of the National Assembly, as they ensure the leadership structure is in place to guide the House’s functions and duties.

“With the Speaker and Deputy Speaker elected, the National Assembly will then be constitutionally competent to proceed with its first major task – the election of the man or woman from amongst the Members of the Assembly, to be inaugurated as the President of the Republic.

“This is a crucial process, as it sets the stage for the formation of the new administration that will govern the country. Once elected, the person ceases to be a Member of Parliament,” said George.

He said the Constitution stipulates that once elected as President by the National Assembly, the President-elect must assume office within five days by taking an oath or affirming their faithfulness to the Republic and their obedience to the Constitution.

George said that after the conclusion of the first sittings, members will proceed to attend the inauguration of the President-elect, which is scheduled for 19 June 2024 in Pretoria. – SAnews.gov.za

Trial date set for Richard Mdluli corruption case

The corruption case against former South African Police Service (SAPS) Crime Intelligence Head, Richard Mdluli, has been set down for trial in October.

Mdluli will be in the dock in the Pretoria High Court with co-accused, former SAPS Head of Supply Chain Management, Heine Barnard and former SAPS Crime Intelligence Chief Financial Officer, Solomon Lazarus.

According to National Prosecuting Authority Investigating Directorate spokesperson, Henry Mamothame, the court ordered that the “trial will commence on the set date regardless of the pending outcome on an application by Mdluli compelling the SAPS to pay for his legal fees”.

“Mdluli, together with…Barnard and…Lazarus, are facing charges of corruption, fraud and theft relating to the police’s secret slush fund from the time they were employed by the SAPS in the Crime Intelligence Services, between 2008 and 2012,” he said.

The three face a raft of charges, including:

  • Payment of private trips to China and Singapore.
  • Private use of a witness protection house in Boksburg and conversion of this property for his personal use.
  • The leasing out of Mdluli’s private townhouse at Gordon Villas in Gordon’s Bay as a safe house to the State and using the monthly rental to pay his bond.
  • Payment of Mdluli’s financing costs owing on his private BMW through an intricate scheme to the detriment of the SAPS.
  • Coercing a SAPS supplier into giving Mdluli a special deal on the use and purchase price of a Honda Ballade.
  • Paying transfer costs to an attorney on the purchase of a house in Cape Town.
  • Having family members, without adequate qualifications or experience, appointed in crime intelligence as well as getting them on the payroll and paying their salaries, providing them with motor vehicles and cell phones.

The trial is expected to commence on 7 October this year. – SAnews.gov.za

Gautrain marks 14 years of operations

Gautrain marks 14 years of operations

As Gautrain marks 14 years of operations, Gautrain Management Agency Chief Executive Officer, Tshepo Kgobe has described the high-speed rail network as a trailblazer in the South African rail and public transport sector.

In June 2010, the Gautrain saw the first ride for commuters leave the Sandton Station for O.R. Tambo International Airport, just in time for the 2010 FIFA World Cup.

Highlighting some of the Gautrain project successes, Kgobe said since it started operating on 08 June 2010, the project has successfully completed approximately 192.8 million passenger trips.

“The idea of a high-speed rail network with an 80-kilometre route between the North, South, and East of the Gauteng province, sounded like a pipe dream to many when the Gauteng Provincial Government announced it. Fourteen years later, 1 500 staff are employed across operations and administration of the Gautrain project and we have managed to maintain an average of more than 90% availability and punctuality across all Gautrain services.

“The Gautrain’s transport network includes 10 stations that connect Johannesburg, Pretoria, Ekurhuleni, and O.R. Tambo International Airport, 96 rail cars (24 x4 electric multiple units), a fleet of 125 heavy haul buses, and 29 midibuses. In many ways, the Gautrain is a trailblazer in the South African rail and public transport sector…it is the first and only rapid rail network in the country, and it was the first Public-Private Partnership (PPP) of its scale in South Africa when it was launched,” Kgobe said.

On the 14th anniversary of Gautrain’s launch, and in a year that South Africa marks 30 years of democracy and freedom, Kgobe maintained the Gautrain has proven to be more than just a transport project saying it “it is playing a bigger role in transforming spaces, people, and the economy through mobility.”

“The Gautrain has brought jobs, new skills, the easing of mobility for ordinary people, and major economic developments around stations. It is estimated that R46 million total GDP [gross domestic product] impact has been added to the Gauteng Provincial Government economy and a total of 245 000 jobs have been created due to property development induced by the Gautrain.

“The Gautrain is a strategic national asset valued at R45 billion, and once the current concession expires at the end of its 19.5-year term, the costs of establishing this long-term asset will have been paid off, allowing the Post 2026 Gautrain Project to reap the economic benefits. With a shared vision and strong team effort, a dream of a world-class public transport system became a reality,”Kgobe said.

Kgobe also announced that the current concession agreement between the Gauteng Provincial Government and the Bombela Concession Company comes to an end in 2026, and the Gautrain Management Agency has already gone to market to invite bids for the next concessionaire.

He added that the new delivery partner will operate, maintain, modernise, innovate, and upgrade the current Gautrain system so that it continues to provide a safe and efficient public transport service. – SAnews.gov.za

Erasmus names exciting Bok training squad

Location: News

South African Rugby

Springbok coach Rassie Erasmus named an exciting squad of 35 players for the team's first official training camp of the season, which starts in Pretoria on Monday where the focus will be on the opening Test of the season against Wales on 22 June.

The Boks are in for a blockbuster 2024 season kicking off later this month against Wales in London. The squad includes 11 uncapped players and a cohort of players from the 2023 and 2019 Rugby World Cup-winning squads.

The uncapped players in the squad are Jordan Hendrikse (the brother of Jaden Hendrikse), Quan Horn, Edwill van der Merwe, Morne van den Berg (all Emirates Lions players), Phepsi Buthelezi, Siya Masuku, Ethan Hooker (from the Hollywoodbets Sharks), Ben-Jason Dixon, Sacha Feinberg-Mgomezulu, Neethling Fouche and Andre-Hugo Venter (DHL Stormers), who were outstanding in their respective competitions this season.

Players based in Europe, the UK and Ireland will not be considered for the Boks' first Test of the season against Wales at Twickenham. Players in contention from the Vodacom Bulls, who advanced to the semi-final of the Vodacom United Rugby Championship, were also not considered for this squad.

The squad includes 19 forwards and 16 backs. Rugby World Cup-winning flyhalf Handre Pollard and No 8 Jasper Wiese (who is serving a six-week ban) have been named in the group and will be allowed to train with their team-mates, but will only be available for selection after the Wales Test.

Erasmus included a local contingent from the newly crowned EPCR Challenge Cup champions, the Hollywoodbets Sharks, and the Emirates Lions – whose Vodacom URC seasons came to a halt at the conclusion of the pool stages last weekend – as well as the DHL Stormers, who were knocked out of the competition earlier this evening against the Glasgow Warriors. Players plying their trade in Japan were also named in the squad.

The only players in the group who did not participate in either of the Springbok alignment sessions in March and May respectively, as well as the virtual alignment camp hosted early in May, are Hooker and Van der Merwe.

“We selected a group of players featuring a good mix of youth and experience, and in terms of the young players especially, we believe they have the potential to make the step-up to top international rugby,” said Erasmus.

“We've been following all their performances closely, we had the luxury of presenting our plans to them and getting to know them as individuals off the field at the alignment camps, and we are pleased with the enthusiasm they showed and willingness to learn.

“With the players based in Europe, the UK and Ireland not available for Wales, we anticipate that there will be a few players making their Test debuts in that match, but even for those who do not make the cut, having them in camp and getting the chance to work closely with them on the field will set them and the team in good stead as we prepare for this season and start laying the foundation for the 2027 World Cup in Australia.”

Erasmus added: “We gained immense value by granting a few players a chance to prove what they can do at international level in the last few years leading up to the 2023 World Cup. Some of the players who made their Test debuts in that time were members of the squad that lifted the trophy in Paris, and we feel it is important that we continue blooding new players as we build toward the future.

“As things stand, we have a bunch of young players that already have Test experience and who know exactly how we operate as a team and what is expected of them at this level, and we have no doubt that we will reap the rewards in the years to come as we continue to increase our squad depth.

“As always there are a few unlucky players who missed out on selection this time, but the door will always be open for them to be called up if the need arises.”

Steven Kitshoff, Lood de Jager and Jaden Hendrikse among a handful players were not considered for the squad due to injury.

The Wales Test will be followed by the Castle Lager Incoming Series which features back-to-back Tests against Ireland (ranked second in the world) in Pretoria and Durban respectively (on 6 and 13 July) and a historic first Test against Portugal in Bloemfontein on 20 July.

The Springboks will then turn their attention to the Castle Lager Rugby Championship where they will line up against Australia in Brisbane and Perth (on 10 and 17 August) before facing arch-rivals New Zealand on consecutive weekends in South Africa in Johannesburg and Cape Town respectively (on 31 August and 7 September). They will then make a short trip to Argentina where they will face the Pumas in Santiago (on 21 September) and then in Nelspruit on 28 September.

This will be followed by the traditional year-end tour featuring Tests against Scotland in Edinburgh (9 November), England in London (16 November) and Wales in Cardiff (23 November).

Springbok training squad (in alphabetical order):

Forwards: Phepsi Buthelezi (Hollywoodbets Sharks), Joseph Dweba, Ben-Jason Dixon (both DHL Stormers), Pieter-Steph du Toit (Toyota Verblitz), Eben Etzebeth (Hollywoodbets Sharks), Neethling Fouche (DHL Stormers), Vincent Koch (Hollywoodbets Sharks), Frans Malherbe (DHL Stormers), Malcolm Marx (Kubota Spears), Bongi Mbonambi (Hollywoodbets Sharks), Ntuthuko Mchunu (Hollywoodbets Sharks), Salmaan Moerat (DHL Stormers), Franco Mostert (Honda Heat), Ox Nche (Hollywoodbets Sharks), Evan Roos (DHL Stormers), Kwagga Smith (Blu Revs), Andre-Hugo Venter (DHL Stormers), Jasper Wiese (Leicester Tigers).

Police Minister General Bheki Cele has handed over 130 cars to the Local Criminal Records Centre (LCRC) of the South African Police Service (SAPS).

The vehicles are set to enhance and improve, among other functions, the response time to crime scenes by crime scene experts.

Speaking at the handover ceremony held at the Pretoria Police Academy, Cele said progress is being made in capacitating the police.

“We are working very hard to capacitate the organisation,” Cele said on Friday, adding that student police officers are part of the plan to the capacitate the force.

“We had to go Parliament, to the Portfolio Committee to be given permission to purchase this equipment that is supposed to be used by the intelligence world. Our job is to prevent, combat and investigate.”

Cele said the vehicles will play a role in assisting the police in their investigations, linking suspects to crime scenes through evidence collection and analysis.

Some of the vehicles will be distributed to the provinces.

Last month the Minister officiated at a ceremony where 78 vehicles were handed over to the Illicit Mining task teams also known as Operation Vala Umgodi.

Since inception in December 2023, Operation Vala Umgodi has resulted in the arrest of more than 6000 suspects including the seizure of uncut diamonds worth R32 million.

Call to limit livestock movement amid Foot and Mouth Disease

Location: News

Call to limit livestock movement amid Foot and Mouth Disease

The Department of Agriculture, Land Reform and Rural Development has called on livestock farmers and owners in all provinces to limit the movement of cloven-hoofed animals, amid confirmed cases of Foot and Mouth Disease (FMD) in the Eastern Cape.

The department said cases of FMD were confirmed on five farms located at Humansdorp and East London after the National Veterinary Reference laboratory conducted epidemiological investigations.

“Clinical signs of FMD were observed on the first reported farm (index farm) and samples were collected immediately on 30 April 2024. Since then, clinical signs of FMD were found on four more farms in the Humansdorp area, and one in the East London area.

“The laboratory at Onderstepoort Veterinary Research in Pretoria confirmed that the results from samples collected on these farms are positive for SAT3 on serology and PCR tests. Virus identifications by sequencing have identified the same SAT3 virus on these positive farms.”

The department emphasised that cloven hoofed animals should not be moved unless it is necessary, considering among others that the East London farm sourced animals from multiple origins.

“This will allow for the department to find and quarantine further undetected, affected properties to prevent any further spread of the disease.”

The department also re-emphasised the significance of the incubation period for FMD, noting this is the period when animals appear to be healthy, in the early stages of infection (incubation period) where they are shedding virus without showing clinical signs of disease yet.

It said an investigation into the origin and extent of the FMD outbreak in the province is ongoing, and various steps have been taken, including the placement under quarantine of locations that were confirmed to be positive for FMD by the Eastern Cape Provincial Veterinary Services.

“A full epidemiological investigation is underway to identify the possible origin and any other properties that could be at risk. Immediate neighbours and all linked locations have been placed under precautionary quarantine, pending clinical and serological investigation to determine their FMD status.”

Cattle and sheep on the affected farms have since been vaccinated against FMD to reduce the viral load on these farms.

Biosecurity

The department has also urged farmers to observe biosecurity on their farms, and to protect their own herds from becoming infected with disease.

Section 11 of the Animal Diseases Act imposes a legal duty on any owner or manager of animals to take all reasonable steps to prevent their animals from becoming infected with any disease, and to prevent the spread of any disease from their animals or land to other animals or other properties.

In line with this, a regulation was prescribed by Agriculture, Land Reform and Rural Development Minister, Thoko Didiza, in October 2022, stipulating that cloven hoofed livestock may only be moved if accompanied by a health declaration from the owner of the animals, attesting to their health at the time of moving.

In addition, all cattle, including sheep, and goats newly brought onto a farm must be kept separated from the resident herds for at least 28 days.

FMD is a controlled animal disease in terms of the Animal Diseases Act, 1984 (Act No 35 of 1984) and the Act prescribes certain control measures, like isolation and movement control, which are being enforced by Veterinary Services.

“Should any suspicious clinical symptoms (salivation, blisters in the mouth, limping or hoof lesions) be seen, it should be reported to the local state veterinarian immediately, and such animals must not be moved under any circumstances,” the department advised. – SAnews.gov.za

Radisson Hotel Group targets expansion to 25 hotels in South Africa by 2030, doubling its current portfolio

Location: Business
Radisson Hotel Group

Radisson Hotel Group (www.RadissonHotels.com) is proud to announce its goal to reach 25 hotels in South Africa by 2030, effectively doubling its current portfolio. This ambitious expansion along with the Group's recent updates to its South African portfolio underscores its commitment to strengthening its presence and contributing to the growth of the South African hospitality industry.

Daniel Trappler, Senior Director of Development, Sub-Sahara Africa at Radisson Hotel Group, shared insights into the Group's strategic approach to reach its ambitious goal of 25 hotels by 2030, stating, "We are prioritizing, through either management or franchise models, conversions for quicker market entry and exploring strategic collaborations with existing management companies to increase our footprint, which presents the potential introduction of the Radisson Individuals brand to South Africa, an ideal first step for individual hotels with strong service scores who may be considering transitioning to one of our other successful core brands at a later stage. We are also seeking opportunities to expand our upper-upscale portfolio and enter the lifestyle luxury market in Cape Town with our Radisson Collection and art'otel brands, leveraging the city's strong tourism performance and our successful existing portfolio.”

Radisson Hotel Group has announced significant updates to its portfolio of operating hotels in South Africa, including:

The debut of its first Safari hotel in South Africa with the opening of Radisson Safari Hotel Hoedspruit:

In February Radisson Hotel Group announced the opening of Radisson Safari Hotel Hoedspruit (https://apo-opa.co/3Kwoqy0) its first Safari hotel and 13th hotel in South Africa. This property offers a luxurious safari experience in the heart of South Africa's wildlife region, with premium amenities and exceptional service. Boasting majestic views of the Drakensberg mountains, the highest mountain range in Southern Africa, Radisson Safari Hotel Hoedspruit is surrounded by endless destination-immersing activities.

“Building on the success of our recently opened Radisson Safari Hotel Hoedspruit, we plan to expand into safari and leisure regions like the Kruger National Park and the world-renowned Winelands region surrounding Cape Town. Additionally, we are targeting secondary cities displaying strong hotel demand generators such as Bloemfontein, Pretoria, Durban, and East London, following our successes in Port Elizabeth and Polokwane. In addition, we are also exploring entry into smaller tertiary cities and towns if it aligns with our expansion strategy,” added Trappler.

Extensive Refurbishments at Radisson Blu Gautrain Hotel, Sandton Johannesburg and Radisson Blu Hotel Waterfront, Cape Town:

The Radisson Blu Gautrain Hotel, Sandton Johannesburg (www.RadissonHotels.com), is undergoing a significant renovation, with 60% of the hotel's rooms already completed, enhancing the overall guest experience. This extensive refurbishment features upgraded wooden flooring, stone countertops, local artworks, carefully crafted furniture, and technological upgrades like smart TVs and conveniently located USB ports. This two-phase refurbishment project has already completed its first phase, with each floor and corridor renovated to showcase a new level of contemporary luxury.

The Radisson Blu Hotel Waterfront, Cape Town (https://apo-opa.co/3Kvyebp) has announced its highly-anticipated refurbishment plans, reaffirming its commitment to offering guests world-class furnishings and contemporary interior design. Phase one is set to be completed by September 2024, with public Atrium and bedroom renovations expected in July 2024. An expert team of local and international designers has meticulously reviewed and handpicked the design, artwork, fabrics, and raw materials, ensuring an enhanced and stylish hospitality experience.

Rebranding of Park Inn Foreshore to Radisson Hotel Cape Town Foreshore:

Additionally, the vibrant Harald's Rooftop Bar & Terrace provides an ideal spot to unwind with uninterrupted views of Table Mountain and the cityscape, complete with a perfectly positioned plunge pool for a complete rooftop experience.

“These significant updates to our South African portfolio reaffirm our unwavering commitment to delivering exceptional hospitality experiences across the country.
