Two more suspects arrested in connection with Ditebogo Phalane’s murder

The Hawks' Pretoria-based team, together with the Arcadia Crime Prevention Unit and Tshwane District Crime Intelligence, have arrested two more suspects in connection with the murder of Ditebogo Phalane Junior.

Ditebogo, aged five, was killed during the hijacking of his father’s car in Soshanguve, Tshwane.

The two suspects, aged 29 and 30, were arrested on Monday in Soshanguve and Atteridgeville, where two unlicensed firearms were recovered, with one firearm alleged to be the murder weapon used in the murder of Ditebogo.

The arrest brings to four the number of suspects arrested in connection with Ditebogo’s murder.

In a statement, the Hawks said the arrest followed information received by the team from Crime Intelligence on the whereabouts of the suspects linked to the murder of the little boy.

“Information received from Crime Intelligence was operationalised late yesterday [Sunday] leading the multi-disciplinary to Soshanguve and Atteridgeville respectively where two suspects were arrested, and two unlicensed firearms were recovered.

“One of the firearms is alleged to be the murder weapon used in the murder of Ditebogo Phalane but that will be confirmed once the firearms have been sent for testing. One of the suspects is believed to have been out on bail for alleged hijacking, attempted murder, and possession of unlicensed firearm,” Hawks spokesperson, Warrant Officer Wendy Nkabi, said.

Pandor mourns Iran's Foreign Minister after helicopter crash

International Relations and Cooperation Minister, Dr Naledi Pandor, has offered her condolences to the government and people of Iran following the passing of Foreign Minister Hossein Amir-Abdollahian.

Amir-Abdollahian died in a helicopter crash alongside Iran’s President Ebrahim Raisi and several other officials while travelling in the East Azerbaijan province.

Their bodies were recovered in a mountainous region on Monday.

“The Minister of International Relations and Cooperation, Dr Naledi Pandor, has expressed her deepest sympathy and condolences to the government and the people of the Islamic Republic of Iran following the shocking and sad news of the passing of her counterpart, Dr Hossein Amir-Abdollahian,” a statement by the department said.

The Minister also conveyed her sympathies to the colleagues and family of Amir-Abdollahian and wished them comfort and solace.

According to the department, last year in Pretoria, Pandor co-hosted the 15th Session of the Joint Commission of Cooperation with the late Amir-Abdollahian.

On that occasion, the late Foreign Minister also paid a courtesy call to President Ramaphosa.

“The Ministers also met several times on the margins of multilateral forums, including during the BRICS Foreign Ministers’ meetings in 2023. Minister Pandor remembers the late Dr Amir-Abdollahian as a brilliant and astute counterpart whose presence will be deeply missed,” the department added.

Amir-Abdollahian became Foreign Minister under President Raisi with his election in 2021.

Meanwhile, President Ramaphosa has also offered condolences to the Supreme Leader of Iran, The Grand Ayatollah Sayyid Ali Khamenei, and the government and people of Iran.

President Ramaphosa said his thoughts are with the families of the late President and Foreign Minister as well as the relatives of the personnel and aircrew who perished.

President Ramaphosa, who as Deputy President paid a working visit to Iran in November 2015, said: “This is an extraordinary, unthinkable tragedy that has claimed a remarkable leader of a nation with whom South Africa enjoys strong bilateral relations and with whom we were honoured to welcome to the BRICS fold in Johannesburg in 2023.

“Our hearts go out to the affected families and the administration of the Islamic Republic of Iran. We join Iran in this moment of mourning.” – SAnews.gov.za

Communities warned against vandalising election posters

Communities warned against vandalising election posters

The National Joint Operational and Intelligence Structure (NATJOINTS) has cautioned communities against vandalising, defacing and removing posters of political parties ahead of the 2024 National and Provincial Elections.

“Anyone found to be tampering with these posters or vandalizing them will be arrested. Such cases have been reported and arrests have been made,” Deputy National Commissioner of the South African Police Service, Lieutenant General Tebello Mosikili said on Sunday in Pretoria during a media briefing.

Led by the South African Police Service (SAPS), the South African National Defence Force (SANDF) and the State Security Agency (SSA), the NATJOINTS reminded communities that the Constitution protects citizens’ rights to make political choices.

WATCH | NATJOINTS media briefing

These rights, includes the right to participate in the activities of, or recruit members for a political party and to campaign for a political party or cause.

In addition, the Electoral Act 73 of 1998 prohibits the unlawful removal and defacing of posters published by a registered party.

On 29 May 2024, South Africans will once again get an opportunity to exercise their right to vote in the 2024 National and Provincial elections, which marks the country's seventh democratic elections.

Fake news

The NATJOINTS has urged members of the public to fact-check information first before sharing it on social media platforms.

“One of our biggest threats at the moment is fake news. We strongly condemn the spreading of fake news, unverified information, rumours or threats as this seeks to cause panic and confusion, and in some instances incite possible violence.

“Those who are found to be sharing inflammatory messages and inciting violence will be charged accordingly. We, therefore, urge prompt reporting of these incidents to ensure that law enforcement deals with such issues,” Mosikili said.

She called on political leaders to be responsible in the manner in which they communicate on public platforms.

“We have noted an increase in the number of service delivery related protests. To mitigate this, increased police visibility through the deployment of the public order policing unit has been made to potentially volatile areas to address large crowds.

“We will continue to work closely with key role players to monitor developments and attend to them. Law enforcement agencies are on the ground and will continue to apply fundamental policing principles, guided by the Constitution of the Republic of South Africa. Every law enforcement officer has a responsibility and an obligation to execute their mandate, professionally, impartially and with integrity, and to do so within the confines of the laws of the country,” the Deputy National Commissioner said.

The NATJOINTS said measures that have been put in place to ensure that the country’s upcoming general elections proceed without any incidents of crime and disruptions.

“Having conducted a national security assessment with key role players in the Justice, Crime Prevention and Security Cluster, we are satisfied with the operational plan that is currently being implemented, and can assure South Africans that a conducive environment for a peaceful election has been prepared.

“While measures have been put in place, the ultimate responsibility of a safe and secure election lies with each one of us. It is a partnership that is required to create harmony, respect for self and others even as we make our way to the polls and back home,” Mosikili said. –SAnews.gov.za

NATJOINTS to ensure peaceful elections

NATJOINTS to ensure peaceful elections

The National Joint Operational and Intelligence Structure (NATJOINTS) has assured South Africans that a conducive environment for a peaceful election has been prepared.

“As the NATJOINTS, we are confident that the measures that have been put in place are sufficient to ensure that the country’s upcoming general elections proceed without any incidents of crime and disruptions,” Deputy National Commissioner of the South African Police Service, Lieutenant General Tebello Mosikili said on Sunday in Pretoria during a media briefing.

Led by the South African Police Service (SAPS), the South African National Defence Force (SANDF) and the State Security Agency (SSA), the NATJOINTS has conducted a national security assessment with key role players in the Justice, Crime Prevention and Security (JCPS) Cluster.

WATCH | NATJOINTS briefing

On 29 May 2024, South Africans will once again get an opportunity to exercise their right to vote in the 2024 National and Provincial elections, which marks the country's seventh democratic elections.

“The planning for the safety and security of the 2024 General Elections has been finalised. The operational phase will commence from Wednesday, 22 May 2024 with the activation of the NATJOINTS Coordination Centre, until 09 June 2024

“This NATJOINTS Coordination Centre (NCC) is operating around the clock, closely monitoring the situation in the country through proactive identification of threats and vulnerabilities. The centre serves as a central point of contact for coordination of information and the reporting of incidents to ensure a swift, prompt and coordinated response,” Mosikili said.

This is where all operations in relation to major events in the country including the National and Provincial General Elections will be coordinated.

The NCC structure is mirrored at provincial level through the Provincial Joint Operation and Intelligence Structure (PROVJOINTS), which is activated through the provincial joint operation centres.

The NATJOINTS and PROVJOINTS five-pillar approach is being implemented to ensure that all areas of concern are covered through:

  • Intelligence gathering, analysis and co-ordination;
  • Proactive approach, which includes high visibility to police, prevent and respond to any crime eventuality;
  • Combat approach through law enforcement in response to any violation of the law through deployment of specialized units, supported by the SANDF should the need arise for the SANDF to exercise their secondary role of supporting the SAPS;
  • Reactive approach through detection and case management; and the fifth approach; and
  • Awareness and information sharing led by the Government Communication and Information System (GCIS), Electoral Commission (IEC), the NATJOINTS and other government departments in keeping interest parties and communities at home and abroad updated through messaging that will enhance the safety and security of everyone in the country. The media will continuously be updated on a daily basis during the election period by the NATJOINTS.

“While measures have been put in place, the ultimate responsibility of a safe and secure election lies with each one of us. It is a partnership that is required to create harmony, respect for self and others even as we make our way to the polls and back home,” she said.

Risk assessment

Working through the Operational Intelligence Co-ordination Committee (OICC), the NATJOINTS have identified a number of high-risk voting stations and potentially volatile areas, which are being monitored on an on-going basis.

“Deployments are subsequently proportional to the level of risk identified through intensified operations, informed by thorough analysis and intelligence-based reports.

“Threats identified such as community protests are already being attended to and those that are found to be in contravention of the law are being dealt with. Our Public Order Policing Units are on the ground and are ready to prevent and combat any such incidents,” Mosikili said.

The NATJOINTS is aware of social media posts calling for a shutdown by a group of truck drivers.

“As previously communicated, there will be zero tolerance towards threats, intimidation and closure of our roads. Law enforcement agencies are on high alert to ensure there are no criminal activities and that law abiding citizens are not inconvenienced. We call on the Road Freight Industry workers to communicate their grievances within the confines of the law. We reiterate our stance, that no lawlessness and any form of criminality will be tolerated,” she said.

The NATJOINTS is in the first phase of the elections.

“To this end, the NATJOINTS is satisfied that from a security point of view, the securing of voter registrations, policing of gatherings, celebrations and demonstrations, intensifying stabilization at hotspot areas across the country, enhancing visibility and ensuring crime prevention around election related matters, has been executed with precision.

“The second phase of the election, which is the period from the 27th [of May 2024] up until the announcement of the results, will see static deployments at voting stations, escorting of voter material and IEC staff, securing of election warehouses, transportation of voting material and the enforcement of the Electoral Act,” Mosikili explained.

During the third phase, which is the period after the election results have been officially announced, plans are already in place for police to monitor celebrations and gatherings.

Preparations for the inauguration of the President are also in full swing.  –SAnews.gov.za

SIU, Hawks raid Home Affairs offices in five provinces

Location: News

SIU, Hawks raid Home Affairs offices in five provinces

The Special Investigating Unit (SIU) with the assistance of the Directorate for Priority Crime Investigation, also known as the Hawks, on Friday conducted searches and seized evidence at Home Affairs offices in five provinces.

The SIU said in a statement that this is part of an ongoing investigation into the affairs of the department.

The SIU was granted a search warrant by the Special Tribunal, a judicial platform established to adjudicate on matters emanating from SIU investigations, on 10 May.

The searched offices and mirror imaging of a server took place at the head office of the Department of Home Affairs in the Pretoria CBD, at the Centurion office and at the Desmond Tutu Refugee Centre in Marabastad.

The other raids took place at the Refugee Reception Centres in Musina, Cape Town, Gqeberha and Durban.

“The searches follow a tip off from a whistleblower that suggested that Home Affairs officials in the identified centres work with syndicates to duplicate application status files applied for in other offices and process them for a fee.

“The whistleblower also stated that the officials bypass immigration systems to enable foreign nationals who have entered the country illegally to remain in the country and acquire permits illegally and unlawfully,” the statement read.

It was also alleged that Home Affairs officials were delaying the finalisation of the asylum seeker permits to facilitate bogus asylum seekers.

Using the permits, which were obtained illegally and unlawfully, the bogus asylum seekers remain in the country and later use the same permits to apply for Permanent Resident Permits and ultimately, obtain South African citizenship.

“After getting citizenship, they qualify to get a maroon passport, which allows them to travel all over the world except their country of origin.”

Members of the SIU and the Hawks seized computers, electronic pieces of equipment, and documents that will assist with their ongoing investigation.

Proclamation

President Cyril Ramaphosa authorised the SIU to investigate serious maladministration and improper conduct at Home Affairs through Proclamation 154 of 2024.

The proclamation empowers the SIU to probe serious maladministration relating to the issuance of permanent residence permits, corporate visas, business visas, critical or exceptional skills work visas, study visas, retired persons’ visas, work visas, and citizenship by naturalisation, contrary to the Immigration Act, 2002; the South African Citizenship Act, 1995; manuals, guidelines, circulars, practice notes or instructions applicable to Home Affairs; or manuals, policies, procedures, prescripts, instructions or practices of or applicable to the department.

The proclamation also authorises the SIU to investigate any irregular, unlawful, or improper conduct by officials or employees of Home Affairs or any other person or entity concerning the allegations being investigated.

It also covers allegations of unlawful and improper conduct that took place between 12 October 2004 and 16 February 2024, the date of the publication of the Proclamation, or before 12 October 2004 and after the date of the Proclamation that is relevant to, connected with, incidental to the matters, or involves the same persons, entities, or contracts investigated.

“In addition to investigating maladministration, malpractice, corruption and fraud, the SIU will identify system failures and make systematic recommendations to improve measures to prevent future recurrence,” the SIU explained.

In line with the SIU and Special Tribunals Act 74 of 1996 (SIU Act), the agency will refer any evidence pointing to criminal conduct it uncovers during its investigations to the National Prosecuting Authority (NPA) for further action.

The SIU is empowered by the SIU Act to institute a civil action in the High Court or a Special Tribunal in its name to correct any wrongdoing uncovered during its investigation caused by acts of corruption, fraud, or maladministration. – SAnews.gov.za

IEC ready for voting outside the country

The Electoral Commission (IEC) has outlined the process for voting outside the country, allaying the fears of those who are unfamiliar with the procedures for voting in an overseas setting.

Chief Electoral Officer Sy Mamabolo said Friday will mark yet another milestone in the elections timetable - the first day of voting in the National and Provincial Elections 2024 – when citizens abroad can vote.

“South African citizens living in other countries will cast the first ballots on 17 May 2024. Nine countries will cast ballots on Friday while the rest of the 102 will cast ballots on Saturday, 18 May 2024,” Electoral Commission Chief Electoral Officer Sy Mamabolo said at a media briefing held in Pretoria.

“Given the high numbers of expected voters in London at 24 194, this station will operate on both the 18 and 19 May 2024,” he said.

Read: All systems go for elections

Mamabolo said the international segment of the voters roll for out-of-country voters has 56 698 voters, but the total number of people expected to vote is 76 580.

“This comes after the approval of 20 886 VEC10 notifications from voters who informed the Chief Electoral Officer of their intention to vote outside of the country due to temporary absence,” he said.

The commissioner said the IEC was ready to ensure that voting goes smoothly in 111 foreign missions around the world.

“All missions have already received the election materials, which include ballot papers, voting booths, ballot boxes, envelopes and a voter list.”

Voting stations will be open from 07:00am to 19:00pm, allowing 76 580 voters to exercise their right to vote in South Africa’s 2024 National Elections.

“On both voting days abroad, the Electoral Commission will keep extended hours to assist voters with any enquiries,” he said.

400 Junior Border Guards to be deployed to country’s ports of entry

Location: News

400 Junior Border Guards to be deployed to country's ports of entry

The Border Management Authority (BMA) will on Thursday host a pass out parade for 400 new recruits who have completed their training at the South African Police Training College in Pretoria West.

The Junior Border Guards are to be deployed at the various ports of entry throughout the country.

They will be officially assigned as law enforcement officers with the responsibility to arrest and deport illegal migrants across all ports of entry.

“This important event comes during South Africa’s 30 years of democracy following years of struggle to curb illegal movement at ports of entry and along the borderline. In the backdrop of an ever-challenging border environment, these border guards are expected to stand firm, protecting the country’s borders with vigilance and valour,” said the BMA in a statement.

It said being a border guard in South Africa requires one to “have unwavering dedication to the nation, displaying commitment by being patriotic and having an indomitable spirit of rejecting negative persuasion”.

“Our nation's borders are complex and therefore require discipline and courage to carry out the border management mandate. In other settings, daily you are faced with illegal migrants attempting to enter the country or smuggle illegal goods in or out of South Africa,” the BMA said.

Commissioner of Border Management Authority, Dr Michael Masiapato, said: “On the day, the nation will witness the culmination of the physical and mental training, with displays expected to be done on the ground during the event.

“We will celebrate not only their achievements but also reaffirm our steadfast support to the border guards. They are to be officially adorned not just as defenders of borders; they are the guardians of our freedom, the sentinels of our sovereignty.”

More than 100 border management response vehicles will also be displayed at the passing out parade.

President Cyril Ramaphosa officially launched the Border Management Authority in Musina last year

At the time, he said the authority will provide a sustainable solution to the structural challenges of border security, control and coordination.

The Border Management Authority is now the third armed service in South Africa after the South African National Defence Force and the South African Police Service. – SAnews.gov.za

All systems go for elections

All systems go for elections

The Electoral Commission Chief Electoral Officer, Sy Mamabolo, says it's all systems go for the 2024 National and Provincial Elections.

South Africans will go to the polls on Wednesday, 29 May, to elect the leadership of the seventh administration out of the 70 political parties and 11 independent candidates that were published by the IEC as final contestants in these elections.

In total, there are over 14 903 candidates vying for 887 seats in the National and Provincial Legislatures. There are 27.79 million registered voters.

Moreover, out-of-country voting is scheduled to take place in 111 foreign missions on Friday, 17 May and Saturday, 18 May 2024. More than 78 000 South African citizens living in other countries will cast their vote on 17, 18 and 19 May 2024.

“In these elections, voters will receive three ballot papers: the national compensatory ballot for political parties, provincial and regional for parties and independent candidates,” Mamabolo said on Tuesday.

WATCH | Three ballots explained

Addressing media in Pretoria on the state of readiness for the General Elections, Mamabolo reminded voters to make only one mark against a party or candidate of their choice.

“One ballot, one mark,” he said.

Mamabolo said lease agreements for 23 303 permanent voting stations have been signed and concluded.

“Of these, 62% are schools, 9.7% are places of worship and the balance of 28% include all other categories, such as community halls and other municipal facilities.”

Mamabolo said the IEC is in the final stages of training 202 500 voting officials, who will discharge the responsibility of administering the electoral process in the voting stations.

“The addition of a new category of staff to assist the presiding officer with the counting effort is another significant step towards improving the quality of counting.”

According to Mamabolo, three such staff will be appointed for each voting station and for each sub-station where a voting centre is being operated.

“To this end, a total of 191 185 staff have been appointed,” he said.

WATCH | Full IEC briefing

Results Operations Centre

As part of final preparations, Mamabolo said the Commission will launch the national Results Operations Centre (ROC) on Wednesday, 22 May 2024.

“The national ROC will be based at the Gallagher Convention Centre in Midrand, Johannesburg. It will house Commission members, as well as representatives of key service providers such as Eskom and Parliament, representatives of contestants running in the national elections, domestic and international observer missions, and media organisations.

“The Commission is pleased to share that a record 160 organisations, with 5 000 observers domestically and from around the world, will be observing South Africa’s 2024 General Elections,” Mamabolo said.

Mamabolo explained that about 15 of the observer organisations are international and include the African Union, the Carter Centre’s Democracy Program, and the International Institute for Democracy and Electoral Assistance.

Making voting easier

With regards to measures put in place for people with disabilities, Mamabolo said the Commission has implemented measures to make the voting process more accessible to all South Africans, regardless of physical abilities.

“Voting officials will assist voters who require assistance on voting day. Working with the South African National Council for the Blind (SANCB), we have developed a voting aid, the Universal Ballot Template (UBT), to increase the chances of them confidently and confidentially exercising their right to vote,” Mamabolo said.

Mamabolo has also reminded the voters to vote where they are registered.

“It is therefore appropriate that, ahead of the elections, we remind voters of the general rule in elections that a person votes at a voting station where they have registered. The only exception to the general rule is that a voter may vote outside of their registered voting district only after notifying the Commission.

“Notifications in this regard will close this Friday, 17 May. As of today, approximately 199 092 notifications had been approved,” Mamabolo said.

The Commission also called on registered voters to check their voting station ahead of election day.

According to the Commission, a number of channels are available to assist voters with checking their registration, including:

  • SMS your ID number to 32810.
  • Use the voting station finder application on the IEC website.
  • Contact help centre on 080011800.
  • Download the IEC APP from the Appstore.

“We call on South Africans both abroad and here at home to come out in numbers and excise their democratic rights.

“We further continue our call to citizens, media members and political party leaders to set a good example and foster an electoral environment based on trust, integrity, and respect for all.

“The Electoral Commission, for its part, commits to declaring an election outcome based on South African voters' choices,” Mamabolo said.

Mamabolo said the counting of votes will take place at each voting station in the presence of political party agents and observers.

“There will be a result slip at the conclusion of the count which will be displayed at that voting station. All interested are allowed to capture a photo of that official result of that voting station, with their gadgets,” Mamabolo said. – SAnews.gov.za

President Ramaphosa to sign NHI Bill into law

President Ramaphosa to sign NHI Bill into law

President Cyril Ramaphosa is expected to sign the National Health Insurance Bill (NHI) into law on Wednesday, 15 May 2024.

According to the Presidency, the move will transform South Africa’s healthcare system and ensure universal coverage for health services.

Through this, the country will overcome critical socio-economic imbalances and inequities of the past.

The NHI Bill, passed by the National Assembly (NA) and the National Council of Provinces (NCOP) last year, will provide free healthcare at the point of care for all South Africans, whether in public or private health facilities.

The Bill currently only requires President Ramaphosa’s signature for enactment.

Speaking during the State of the Nation Address (SONA) in February, President Ramaphosa said the State was working tirelessly to improve healthcare quality and access equality, despite the country’s health system significantly impacting people’s lives.

During the debate on President Ramaphosa’s SONA, Health Minister, Dr Joe Phaahla, announced that the NHI will be implemented in two remaining phases from 2024 to 2026, while between 2026 and 2028 government will focus on establishing the Board and CEO and several key committees of the NHI Fund.

“We are confident that the innovative funding of infrastructure as stated by the President will also contribute to health facilities,” he told Parliament at the time.

In the meantime, the Minister said his department was strengthening key delivery areas. These include the healthcare benefits design, digital health systems, and risk identification and fraud prevention.

The signing ceremony will take place at the Union Buildings in Pretoria at 2pm.

Phaahla will conduct a question-and-answer session with the media immediately after the ceremony. – SAnews.gov.za

The United Nations Secretary-General's Special Envoy for Road Safety, Jean Todt, will visit South Africa from 13 to 15 May 2024 to support national and local authorities' road safety initiatives. In particular, the Special Envoy will launch the UN Global Campaign for Road Safety, in partnership with the No.1 outdoor advertising company worldwide, JCDecaux, under the hashtag #MakeASafetyStatement.

One of the main goals of this campaign is to raise awareness of life-saving actions among young generations, who as statistics show, are the major victims of road crashes especially for young people aged from 5 to 29 years old worldwide. Supporting the efforts of South Africa in addressing this issue is key in a country where more than 60% of the population is under 35 years old.

The launch events are to be held in Johannesburg and Pretoria with the participation of the Minister of Transport of South Africa and the Executive Mayors of Tshwane and Johannesburg.

Mr. Todt will meet members of the Government as well as representatives of the private and public sectors and NGOs to advocate for the effective implementation of the Global Plan for the Decade of Action for Road Safety 2021-2030, which aims to halve the number of road fatalities by 2030.

"Africa is the continent most affected by road crashes. Knowing that these affect the youngest first, it is beyond the human tragedy, an economic devastation sacrificing or invalidating for life the active force of a country. While the vaccine to avoid this carnage on the road exists, I urgently call on everyone to use it," said the Special Envoy.

#MakeASafetyStatement

Ten South African celebrities including Yvonne Chaka-Chaka, Bryoni Govender, Dr. Khumalo, Sello Maake Ka Ncube, Maduvha Madima, Leanne Manas, Dr. Moratwe Masima, Thokozani Ndaba, Gaisang Noge, and Caster Semenya, will join the campaign's worldwide ambassadors to encourage users to adopt simple but effective rules to keep their roads safe.

“Human Factors contribute 88% to South African road fatalities and therefore the involvement of celebrities as role models for the Youth in the #MakeASafetyStatement campaign will contribute towards the reduction of accidents on our roads,” stressed Ms. Sindisiwe Lydia Chikunga, Minister of Transport of the Republic of South Africa.

New alarming figures

The Special Envoy's visit coincides with the recent release of the Global Status Report on Road Safety 2023 from the World Health Organization (WHO) on road safety, highlighting that Africa remains the region the most affected by this tragedy.

According to the WHO report, the number of victims on African roads continues to grow with a mortality rate of 19/100,000 people, while in Europe, we observe a rate of 7 deaths/100,000 people. In South Africa, there are 25 deaths per 100,000 people.

According to the World Bank (2026), the cost of road crashes represented 8.6% of South Africa's GDP in 2016.  The RTMC 2023 State of Road safety Report highlights for 2023 the rate of 2.74% of South Africa 's GDP.

Reliable data for swift revitalization

Recent bus accidents have highlighted the run-down state of Africa's vehicle fleet. Failure to comply with the Highway Code and to enforce penalties are also significant causes of accidents.

Solutions to be implemented include adhering to the African Road Safety Charter and the United Nations Conventions on Road Safety, strengthening the health services that treat the injured and stepping up public awareness campaigns. Systematically collecting reliable data on road accidents and monitoring casualties is also a key element in reducing the number of victims.

There is also a need to protect the most vulnerable road users, pedestrians, and cyclists, who are often the most disadvantaged and the youngest. Africa has the highest proportion of cyclist and pedestrian deaths, accounting for 44% of all road deaths.

In South Africa, the efforts of the authorities are to be commended, with new initiatives such as the implementation of the Administrative Adjudication of Road Traffic Offences, the adoption of new technologies to enhance access to traffic licensing services (National Traffic Information System Online Services), the professionalization of the Traffic and Road Safety Officers Training through the National Framework Level 6 Qualification), Standardization and Harmonization of Traffic Law Enforcement and the development of a National Traffic Law Enforcement Code.

Risk factors that are too often neglected

Drink-driving, speeding, drowsiness, carelessness, non-use of seatbelts and helmets, negligence and non-compliance with the Highway Code are responsible for most road accidents in Africa. However, according to the WHO, more progress must be made regarding legislation and safety standards.

Only six countries in the world have laws that comply with WHO best practices for all the risk factors - speeding, driving under the influence or distracted driving, use of UN-standard motorbike helmets, and use of seatbelts and child restraints.

In South Africa, speeding in urban areas is high (60KM/h), and child restraint systems are not always available. At a time when the use of motorbikes is on the increase, particularly among young people, the wearing of seatbelts and quality helmets remains a real challenge, even though it could prevent many deaths and reduce the risk of serious injury by 69%.

Recent data reveal that the majority of road crashes occur at night from Friday till Sunday with youth and pedestrians being the lead victims.

Part of Gauteng’s Winnie Mandela drive reopened

Gauteng MEC for Transport and Logistics, Kedibone Diale-Tlabela, has officially reopened the southbound section of the road connecting the N1 and N14 highways as the comprehensive upgrade of the entire seven kilometre Winnie Mandela Drive nears completion.

The reopening of the ongoing reconstruction project of Winnie Mandela Drive (K46) in Diepsloot, located in the Fourways area, north of Johannesburg is expected to alleviate congestion in the area.

On Thursday, the MEC highlighted the road's crucial role in linking Gauteng, underscoring its social significance, economic impact, and facilitation of traffic flow from Pretoria to Sandton via Diepsloot.

"Upon completion, this artery will enable commuters to travel directly from Fourways to Pretoria via the Winnie Mandela Drive route,” she said.

The road that is nearing completion has already catalysed several planned developments, including mixed-use activities within Steyn City, expected to spur job creation and bolster Gauteng's economy.

Key contributor Steyn City Properties (Pty) Ltd is investing 30%, as per the Implementing Agency Agreement, ensuring active participation of Broad-Based Black Economic Empowerment (B-BBEE) contractors, empowering emerging contractors, and promoting job creation.

"This initiative aligns with our vision of bringing essential services closer to residents and demonstrating improved service delivery. The K46 Phase 2 project stands as a testament to our commitment to enhancing the quality of life of the people of Gauteng," the MEC said. –SAnews.gov.za

Government committed to resolve SA challenges

While government has made significant progress in improving the lives of its citizens in the past 30 years, President Cyril Ramaphosa has acknowledged that for millions of South Africans, the promise of 1994 has not yet translated into a meaningful change.

“That is why we must, and we will, continue to work in earnest to resolve the challenges that are holding back our progress,” the President said on Wednesday in Pretoria.

Addressing the launch of the 30 Year Review Report, he said there is room for improvement in growing the economy, addressing unemployment, poverty, inequality and underdevelopment.

The 30 Year Review Report reflects on the work the country has collectively undertaken to build a democratic, prosperous and free South Africa.

“We continue our efforts to overcome the energy crisis, to implement structural reforms to boost economic growth, to drive programmes that create more employment, and to improve the capacity of the state to deliver services,” Ramaphosa said.

He said the democratic breakthrough of 1994 represented both a decisive break with a painful past and an opportunity for South Africa to chart a new course.

Strides made

“South Africa is a vastly different place compared to what it was 30 years ago. Guided by our Constitution and its Bill of Rights, successive democratic administrations have implemented progressive policies and programmes to uplift the material condition of all South Africans, particularly society’s most vulnerable,” the President said.

These policies have included the provision of basic services, housing, education, health care and social support.

“We have established a unitary, democratic state and created institutions to uphold democracy and promote accountability.

“We have an independent judiciary, a robust civil society, a free media and a clear separation of powers between the executive, legislative and judicial branches of government.

“We have advanced transformative policies to change the racial and gender composition of the economy and the workplace. We have implemented laws to protect workers and advance their rights.”

Government has restored land to many who had been dispossessed and has provided emerging farmers with the means to productively use their land.

Challenges

“South Africa today is a valued member of the international fellowship of nations. We pursue a progressive foreign policy rooted in advancing the African Agenda, in social justice and solidarity, and in support of multilateralism. Yet we know that still much more needs to be done.

“We are contending with slow economic growth, high unemployment, poverty, inequality and underdevelopment. What is made clear by this Review Report is that the task of consolidating our democratic gains is not just the responsibility of the state. It is a responsibility that we all share.

“Just as we stood together to overcome COVID-19, just as we have united to confront other crises, we can overcome this period of difficulty in the life of our nation together,” the President said.

He said government was to create a better South Africa, a transformed South Africa, a South Africa that leaves no-one behind.

“The story of 30 years of democracy contained in this report is an honest and critical appraisal. It presents both light and shade, both progress and challenges. It is a vital reference for anyone who wants to understand the last 30 years and for everyone who wants to look into our future.

“It is our hope and expectation that this Review Report will be studied in detail and that its findings will be applied. This 30 Year Review Report is much more than a chronicle of a changing nation.

"As we chart the path ahead for our democracy, we will look to this Report as a valuable instrument for transformation, progress and growth. Let us make this a living document that inspires, encourages and guides us as we continue to build a democratic, prosperous and free South Africa,” the President said. –SAnews.gov.za

Restoring SA after apartheid

Restoring SA after apartheid

As South Africa celebrates reaching the historic milestone of 30 years of democracy, Minister in the Presidency Khumbudzo Ntshavheni, says in their reflections of this journey, South Africans should remember the kind of state that was inherited by government in 1994.

“For some, 30 years may seem like a long time, yet when we consider what the democratic state inherited in 1994, it was always clear that our journey would be long and with many highs and lows. In 1994 we were a fractured nation,” Ntshavheni said on Wednesday in Pretoria.

Addressing the launch of the 30 Year Review Report, the Minister said the very fabric of the country had been torn apart by apartheid’s policies, which had systematically excluded black South Africans to the fringes of society.

“Planning and development in South Africa before 1994 was fragmented, thus enabling their exclusion and marginalisation from developmental opportunities,” the Minister said.

The 30 Year Review Report reflects on the work South Africa has collectively undertaken to build a democratic, prosperous and free South Africa.

“Thirty years of freedom and democracy in South Africa is a journey through triumphs, challenges, and ongoing progress. It's a testament to the resilience and spirit of a nation that has overcome immense adversity to embrace unity, democracy, and equality.

“While milestones like the end of apartheid have been monumental, there's recognition of the work still ahead to address systemic issues and ensure that freedom truly reaches every corner of society. It's a time to celebrate progress, honour those who fought for change, and commit to building a future where every South African can thrive,” the Minister said.

She emphasised that the South Africa of today is much better than the South Africa of 1994.

According to the World Bank, South Africa is the leading economy in the African continent with nominal GDP of over $US373 billion.

“Gross Tax revenue collection increased from R147.3 billion in 1996 to R2.155 trillion in 2023/2024 - the ever growing economy, while facing headwinds at present, has demonstrated the ability to create jobs and employment despite historical and structural challenges. South Africa has 750 000km road network and it ranks 11th amongst the countries with the largest road network,” the Minister said.

South Africa’s road network that is paved and/or tarred is at 159 272 kilometres. It ranks 19th globally.

“It is no small feat that South Africa has achieved universal access to education for children between the ages of 7 - 15 years and we are on track to achieve universal access to Early Childhood Development. Through the National Student Financial Aid Scheme, and its predecessor Tertiary Education Fund of South Africa (TEFSA), the government continues to break generational poverty with families and households having first time graduates -  something many would not have dared dream of," the Minister said. – SAnews.gov.za
