Cabinet hopeful G20 hosting will boost local tourism

South Africa is looking forward to a boost in its hospitality sector, as support staff and families of the Group of 20 (G20) member countries are expected to attend over 130 meetings in the Leaders’ Summit next year.

This is according to Minister in the Presidency, Khumbudzo Ntshavheni, who briefed the media on the outcomes of the Cabinet meeting on Wednesday, 4 December 2024.

On 1 December 2024, South Africa officially assumed the G20 Presidency from Brazil, becoming the first African country to lead the premier forum with the theme of ‘Solidarity, Equality, Sustainability’.

“Hosting the G20 offers our nation an unprecedented opportunity to position South Africa as a global force for driving inclusive economic growth, employment, and reduced inequality in a sustainable manner,” Ntshavheni said.

The members of the G20 are Argentina, Australia, Brazil, Canada, China, France, Germany, India, Indonesia, Italy, Japan, the Republic of Korea, Mexico, Russia, Saudi Arabia, South Africa, Türkiye, the United Kingdom, the United States, the African Union and the European Union.

Ntshavheni said all provinces will benefit from hosting either the Ministerial or Working Group Meetings.

Following Brazil's example, Ntshavheni said South Africa will host the G20 Social Summit to encourage broader involvement of civil society and will introduce a new engagement group called, Township20 (TS20).

The Minister stated that the TS20 will showcase South Africa's township economies' creative, cultural, financial, and innovative strengths.

The initial meetings for South Africa's Presidency will include the first Sherpa and Finance Track meetings, scheduled from 9 to 12 December 2024 in Sandton.

The official website for South Africa's G20 Presidency was launched on Tuesday, featuring the King Protea as its logo. This national flower symbolises the country's identity, landscape, and cultural significance.

The Department of International Relations and Cooperation (DIRCO said the King Protea embodies resilience, cultural pride, hope, and natural beauty.

“The King Protea’s ability to regenerate after fires mirrors the country’s spirit of renewal and hope.

“The flower serves as a reminder that even in the darkest times, there is always a chance for new beginnings. Just like the people of South Africa, who have faced historical struggles and triumphs, King Protea stands tall even in adversity,” the department said.

Cabinet has invited potential sponsors to partner with government in supporting the G20 in South Africa.

Interested parties are encouraged to submit their expressions of interest to g20sponsorship@dirco.gov.za. The deadline is 31 March 2025. – SAnews.gov.za

It's fair to say that the global imperative to ‘decarbonise' – the shift from fossil fuels such as coal, natural gas or oil to carbon-free and renewable energy sources – has been more of a stumble than a sprint in Africa.

But as always, context is important. In Africa, other pressing socio-economic often – understandably – take priority, which then limits available funding; a lack of infrastructure hampers development; and, of course, vested interests slow progress. All of these factors have contributed to Africa's sluggish transition, for which it has been (often unfairly) criticised.

The cruel irony is that – even though Africa is far from the leading perpetrator behind the world's current carbon status (the continent is estimated to contribute less than 4% to global greenhouse gas emissions, making it one of the lowest emitters in the world) – it is one of the regions most vulnerable to the effects of climate change.

Africa's temperature increases surpass the global average, while multi-year droughts in some regions juxtaposed by extreme flooding in others have become the norm. Without targeted intervention, an estimated 118 million Africans living in extreme poverty will face increased exposure to droughts, floods, and extreme heat in the coming years, further straining poverty alleviation efforts and economic growth.

African countries are estimated to lose 2–5% of their gross domestic product (GDP) annually and allocate up to 9% of their budgets to respond to climate extremes, according to the World Meteorological Organization's (WMO) State of the Climate in Africa 2023 report. In Sub-Sahara Africa, adaptation costs are projected to reach USD 30–50 billion by 2030, or 2–3% of the region's GDP. Yet, Africa is estimated to only receive around 3% of global climate finance.

Africa is not the biggest culprit of carbonisation – but it is one of its biggest victims.

African countries, in general, do not have the same funding capabilities as the developed world, and priorities also differ. Poverty alleviation and economic participation/upliftment are understandably at the top of the list for most African governments and this means that limited funding needs to be allocated accordingly. In addition, recent conversations have highlighted the higher cost of debt for African nations, when compared to other sovereign issuances in emerging markets.

Despite these significant challenges, Africa has a lot going for it: we're unburdened by the need to decarbonise an “old economy”, as is the case with our Western counterparts, and the continent is blessed with immense renewable energy potential. Strategically harnessing these assets could not only fast-track climate action but also unlock significant economic opportunities for the continent.

To get there, however, we need to change our perspective from believing that fossil fuels are the only road to job creation, political power and economic growth. It shouldn't be “either/or” but rather, “and”. We must aim for more choice, less reliance on one energy type, and greater sustainability.

Eradicating fossil fuels will not happen overnight; the losses from flipping the switch prematurely would be too great.

Rather, our focus should be on what can be added to the energy mix, and the steps we can take to reduce our carbon footprint. Take natural gas, for example, generally viewed as the “lesser” of the fossil fuel evils. Natural gas and renewable energy can be quite complementary as part of a balanced energy strategy, especially during the transition to a low-carbon future.

We've seen, in real-time, major oil and gas companies drilling more and backtracking on their renewable energy targets and efforts. Yet, when natural gas, a by-product of oil drilling, is captured and used as fuel it is combusted more efficiently, producing lower carbon dioxide (CO₂) emissions compared to coal or oil. However, must ensure it is properly handled, as gas flaring or venting has a massive negative environmental impact.

What has changed, however, is that the typical excuse that renewable energy is “too expensive” has lost all weight. The build cost of renewable energy has reduced substantially over recent years while the trend for electricity grid prices in most countries has done the opposite. Globally, fuel prices have been highly volatile, with prices escalating in most countries on the back of political upheaval in the Middle East and Ukraine / Russia. And when compared to traditional power tariffs in countries like South Africa, annual renewable energy escalations are negligible.

The battle is no longer between clean energy and cheap energy; it is now significantly more affordable to go the renewable route.

Renewable energy is the continent's real sunrise sector.

The South African renewables industry has proven a case study for the rest of the continent. It has seen substantial involvement from the private sector, which has led to significant capital investment to maintain and improve infrastructure. It's creating jobs in both metros and rural areas, with a prime example being our SunCentral solar farm development in De Aar, Northern Cape where our operations will create more than 460 permanent and contract jobs. And innovations in renewable energy are saving SA businesses vast amounts of money, with solutions such as on-site solar, electricity wheeling, energy trading and aggregation helping make the switch to green energy not only possible but also profitable in the commercial and industrial sectors.

With the rise of the Independent Power Producer (IPP), African governments don't have to drive this transition on their own anymore. Each sector has a critical role to play, with success breeding more success.

Africa stands at a critical juncture, where the challenges of climate change intersect with the opportunity to redefine its energy future. The path to decarbonisation should neither be a sprint nor a stumble – it must be a deliberate, phased journey involving the collective effort of all stakeholders.

By embracing a balanced energy mix, encouraging innovation, and leveraging deregulation, Africa can transition to a low-carbon future without compromising its socio-economic priorities. Renewable energy isn't just an environmental imperative – it's an economic opportunity, a job creator, and a cornerstone for sustainable development.

It's time to flip the switch.

Starting here at home with Sebata, a gripping dark South African detective thriller directed by Norman Maake and Timmy the Kid, a rural-urban comedy from director Gray Hofmeyr, that boasts a star-studded local cast.

The Man Died is a powerful adaptation of Nobel Laureate Wole Soyinka's harrowing prison memoir directed by Awam Amkpa. Set against the backdrop of Nigeria's civil war, the feature narrates a tale of resistance, courage and the indomitable human spirit.

Directed by Lebanese national Mahdi Fleifel, To a Land Unknown follows two Palestinian cousin friends as they strive to escape their desolate environment before it's too late and is shot across five countries.

Under the Volcano, directed by multi award-winning author Damian Kocur, depicts the story of a Ukrainian stranded in Tenerife, Spain, after a vacation, as they learn of Russia's invasion of Ukraine.

Haitian born, Paris based director Rauol Peck, chronicles the life of Enerst Cole's journey as the first black freelance photographer in apartheid SA. 

Ernest Cole: Lost and Found illustrates Cole's career, peerless artistry, political strength and a moving end.

JBX YOUTH

YOUTH & AUDIENCE DEVELOPMENT PROGRAMME

This initiative focuses on emerging talent and aspiring filmmakers aged 18 – 35 with the aim of equipping them with the tools they need to succeed in the film and television industry.

The Programme will launch at the Kagiso Archives Centre in February 2025, with an intense two-day workshop, offering a range of activities including film screenings, director Q&As, skills-building practicals, filmmaker forums and mentorship opportunities within the community. The annual Young Voices Competition which forms part of the programme which celebrates the creative talents of young filmmakers in South Africa makes its return. SA’s participation in the G20 reaffirms country’s values, says analyst

Rio de Janeiro - South Africa’s participation in the Group of Twenty (G20) reaffirms the country’s values enshrined in the Constitution and, given the ongoing global geopolitical tensions, every effort to foster cooperation must be pursued.

This is according to Research Professor of International Politics at the University of South Africa (Unisa) Jo-Ansie van Wyk.

The G20 is a group of developed and emerging market economies that are dedicated to promoting economic cooperation, environmental sustainability, social inclusion and global equity.

“These are values that South Africa has enshrined in its foreign policy and, of course, are enshrined in our Constitution.

“For South Africans, our government’s participation is a reconfirmation of these values. Therefore, we can hold government democratically accountable if there is a disjuncture between its domestic and foreign policies,” she told SAnews. 

She said the summit was an opportunity for leaders to engage with their peers and counterparts. 

“These intergovernmental forums express a commitment to and the practice of global cooperation, rather than conflict. It offers states an opportunity to address matters of mutual concern, share responsibilities and serve as a communication medium to foster further international cooperation.”

On November 18 and 19, leaders of the G20 nations will meet in Rio de Janeiro to discuss an agenda set by Brazil, with the African Union (AU) participating as a full member for the first time.

According to Van Wyk, this means that the Global South and the AU have an important task to communicate their needs and positions for the first time.

“Moreover, it is an opportunity to bring our resources as limited as they are to the table. We have, for example, excellent diplomats and astute businesspeople. Therefore, the Global South should promote the message it offers to global cooperation.” 

She urged the Global South to negotiate mutually beneficial commitments and agreements.

In addition, the Global South must ensure that at each state’s domestic level, it complies with good governance and human rights, she said. 

“This will add to our status when we speak at these forums. In this way, we can hold the Global North accountable to the same standards.”

Van Wyk argued that gatherings like the G20 and BRICS Summits serve their purpose, emphasising that diplomacy is an ongoing process rather than a one-time event, such as signing an agreement.

“It takes time for states to adjust to new ideas and domesticate new ideas and agreements due to each state’s unique constitutional system. Moreover, governments come and go, but states do not.”

BRICS stands for a group of significant emerging-market nations: Brazil, Russia, India, China, and South Africa. 

Recently, additional countries have joined the group, which now represents an increasing share of the global economy.

She emphasised that a significant outcome of BRICS+ is its expansion, along with its formalisation and institutionalisation through the New Development Bank, summits, and interactions among academics and business professionals.

She cited Eskom, which has benefitted from a loan from this new bank. 

Reports indicate that the bank approved a R18 billion loan to enhance water and sanitation services in South Africa, along with a R5 billion loan to support Transnet’s recovery program.

However, the Professor explained that the outcomes of these summits are often aligned with states’ existing international commitments at bilateral and multilateral levels. 

She said past G20 Summits achieved tangible results. This includes South Africa joining the intergovernmental forum and the historic inclusion of the AU.

“All these developments are concretely giving South Africa and the AU a seat at the table.”

Last year, government faced criticism for spending R180 million on the BRICS Summit, which some referred to as a “talk shop”. 

The Professor recognised that intergovernmental gatherings and summits are expensive; therefore, their outcomes must be concrete and align with South African interests.

“Our economy is not growing as expected, investment is not flowing in as expected, state capture has depleted the fiscus and DIRCO’s [Department of International Relations and Cooperation] budget is not sufficient to realise all our foreign policy ideals, commitments and responsibilities. 

“Therefore, it is very important that South Africans experience these summits as beneficial to us.” 

She emphasised that if funds are allocated for this purpose, equal amounts must also be directed towards domestic needs.

“This is difficult. Besides the status and prestige value of hosting the summit, we will be able to host world leaders and benefit from cooperation. Therefore, South Africa’s Presidency must be innovative, produce tangible results and grip the imagination of South Africans.” – SAnews.gov.za

President arrives in Brazil to lead SA’s participation at G20 Summit

President Cyril Ramaphosa arrived in Brazil on Saturday night to lead South Africa’s participation in the Group of Twenty (G20) Leaders’ Summit in Rio de Janeiro.

The G20 Leaders’ Summit, which will be held between 18 and 19 November 2024, will focus on “Building a Just World and a Sustainable Planet”. 

“Brazil’s G20 Presidency continues the global south rotating Presidency and during its tenure prioritises social inclusion and the fight against hunger and poverty, energy transitions and the promotion of sustainable development in its economic, social, environmental dimensions and the reform of global governance Institutions,” the Presidency said in a statement.

On Sunday, 17 November 2024, President Ramaphosa will participate in the launch of the Leveraging the Potential of Renewables – The Road to Johannesburg Campaign. 

On Monday, 18 November 2024, at the beginning of the Leaders’ Summit, the President will present South Africa’s statements during plenary sessions. These statements will focus on the fight against hunger and poverty and the reform of global governance institutions.

South Africa will officially receive the G20 Presidency during the Leaders’ Summit and will continue to build on the initiatives of its Global South predecessors starting from 1 December 2024, under the rallying call of “Solidarity, Equality, and Sustainability”. 

The G20 is the leading forum for global economic cooperation and governance, representing 85% of the world’s Gross Domestic Product (GDP), 75% of global trade, and two-thirds of the global population. 

It serves as a platform to promote effective multilateral cooperation by uniting the world’s major economies to ensure economic stability and sustainable growth worldwide.

The G20 consists of 19 countries: Argentina, Australia, Brazil, Canada, China, France, Germany, India, Indonesia, Italy, Japan, South Korea, Mexico, Saudi Arabia, South Africa, Russia, Türkiye, the United Kingdom and the United States. Additionally, it includes two organisations: the African Union and the European Union.

The President is expected to hold bilateral meetings on the margins of the Leaders’ Summit. 

According to the Presidency, South Africa’s participation in the G20 is guided by the four strategic foreign policy pillars.

These include advancing national interests to attain domestic objectives, enhancing the African agenda and promoting Africa’s sustainable development, South-South Cooperation and influencing the global multilateral architecture by advancing the agenda of the South through North-South dialogue. 

“South Africa’s participation in the G20 therefore seeks to provide strategic direction in establishing a more equitable, representative and fit-for-purpose international order, in support of the main multilateral processes under the United Nations.”

SANDF and Russian Aerospace Forces strengthen ties

South Africa is hosting Russia’s Aerospace Forces to strengthen ties between the two nations.

“The South African National Defence Force through the South African Air Force welcomes the Aerospace Forces of the Russian Federation on their goodwill visit to the Republic of South Africa,” the South African National Defence Force (SANDF) said in a statement on Tuesday.

The Russian air arsenal arrived at the Air Force Base Waterkloof in Pretoria on Tuesday and will remain in the country until Friday, 01 November 2024.

This visit is part of a demonstration of defence cooperation aimed at strengthening military-to-military relations, particularly with the South African Air Force (SAAF).

The two countries are also expected to host bilateral seminars of both technical staff where officials deliberate on combat planning and the planning philosophy as well as search and rescue matters.

The SANDF stated that the visit aims to reaffirm the diplomatic ties between the two countries’ military organisations and is founded on strong historical connections that date back to 1992.

This led to the Ministries of Defence of both countries penning an agreement in 1995 that the joint unit of Russia’s Aerospace Forces will from time-to-time visit South Africa.

“The SANDF will emerge as big heirs of this visit which sets a platform for the SAAF to gain knowledge and exposure to the large military air assets including the IL-62, AN-124, and Tupolev Tu-160 ‘Blackjack’ bombers which are the first to ever land on the African continent.

“This is part of the South African National Defence Force’s broader military-to-military partnership framework with several other defence forces across the globe,” the SANDF explained. – SAnews.gov.za

During the 11th Edition of Merck Foundation Africa Asia Luminary, two important occasions were marked; the 7th Anniversary of Merck Foundation and 12 years of Merck Foundation's development programs that started in 2012.

On the first day of the conference, the Plenary Session of the Merck Foundation Africa Asia Luminary 2024 took place, featuring a high-level panel discussion with the participating First Ladies of Africa and Asia. Moreover, two high-level ministerial panel discussion were held with African Ministers and top healthcare experts from across the globe.

The Day 2 of the conference will have five key parallel medical and scientific sessions, covering topics such as oncology, diabetes and hypertension, fertility and reproductive care, and medical capacity building in other specialties like respiratory care, acute care, emergency pediatric and neonatal care, and more. Additionally, a community awareness session, Merck Foundation Health Media Training, will be conducted for African journalists. This session will emphasize the critical role of the media in influencing communities and driving cultural change, with regards to a wide range of social and health issues like Breaking Infertility Stigma, Supporting Girls' Education, Stopping GBV, Ending Child Marriage & FGM, Empowering Women, Diabetes and Hypertension Awareness.

Ukraine visa agreement still undergoing diplomatic processes

International Relations and Cooperation Minister, Ronald Lamola, has confirmed that the long-awaited visa waiver for Ukrainian holders of diplomatic and official passports will move forward through diplomatic channels, with the agreement to be signed upon the completion of the necessary procedures.

“Once those processes have been concluded, the agreement will then be concluded, which will enable our diplomats and services and official passports to be able to travel between the two countries seamlessly,” the Minister said on Monday. 

Lamola made the remarks in Pretoria while hosting his Ukrainian counterpart, Andrii Sybiha, the Minister of Foreign Affairs.

“The agreement has not been signed and once all the diplomatic processes have been concluded, the agreement will be signed. The officials between the two departments, including the Department of Home Affairs, have agreed in terms of the text of this agreement, which represents progress because it’s a process that was started by my predecessor.”

Lamola noted that the process was “ripe” for conclusion and stated that his team was dedicated to completing the project.

Lamola said he has noted the Ukraine’s request for reciprocity concerning ordinary citizens. 

“As we are aware, we service our citizens and the citizens of Ukraine through Warsaw in Poland, which complicates our work. We will process this matter through our own internal mechanisms, and we’ll be able to give you feedback through the diplomatic channels. 

“Regarding this request, we deliberated on constraints to fragile international security, including, but not limited, to the current wars.” 

Lamola told Sybiha and his delegates that he was pleased to learn that the Ukraine wants peace, and that they are willing and ready to engage with Russia, as suggested by South Africa. 

“We believe that in this conflict, it’s important that all the warring factions are on the table, and they [are] able to engage.

“They cannot only meet on the battlefield, because any peaceful resolution will come through diplomatic engagements and peaceful negotiations of the conflict that is currently ongoing.”

Lamola believes that it is important to find long-lasting peace in this ongoing conflict that has affected the global supply of grain and food prices across the globe. 

“It is in the interest of us and the people of the world that we see a peaceful resolution to this conflict, and we look forward to that engagement through the peace formula that will involve all the parties.”

Lamola said he was looking forward to continuing the engagement between the two parties, with regard to the Africa Initiative led by President Cyril Ramaphosa and other African leaders. 

This initiative aims to persuade the parties to a negotiation platform, Lamola explained, adding that South Africa is also part of the China-Brazil initiative, which is also pushing to bring the parties to any engagement. Lamola said he is hopeful that one day this will be realised.

Lamola told the delegation that South Africa, which has also engaged in peace efforts in Africa, particularly in the Sahel region and Sudan, was “very concerned” about the current humanitarian crisis. 

This includes the maiming of innocent children and women in Sudan, while the Red Cross, the largest humanitarian organisation, has declared the Sahel region as one of the biggest humanitarian disasters the world has ever seen.

Shifting his focus back to the political consultations, Lamola said South Africa is looking forward to allowing diplomatic processes that will enable the strengthening of bilateral trade between South Africa and the Ukraine. 

This involves the areas of trade, digital transformation, agriculture and many other fields, including the skills gap that exists in both nations.

Meanwhile, Lamola said his department will process the invite they received to visit the Ukraine. 

“We will be able to give feedback in terms of what is possible after we have followed all the diplomatic processes,” he said. 

He also stressed South Africa’s non-alignment stance and the country’s participation in various initiatives aimed at finding a solution to this ongoing conflict.  

“There must be a channel of communication that is open, that enables them to engage on some issues, including finding a ceasefire in that conflict. This is very important for the people of the group, in line with the UN [United Nations] Charter.” – SAnews.gov.za

The Presidency has reaffirmed South Africa’s commitment to a foreign policy grounded in solidarity, peace, equality, human rights and sustainable development for the benefit of all.

In a statement on Sunday, the Presidency emphasised that President Cyril Ramaphosa is dedicated to strengthening political and trade ties, while supporting the rights of oppressed communities globally.

“As President Cyril Ramaphosa continues to lead the 7th administration in strengthening all key political and trade ties, working in solidarity with the oppressed peoples of the world in Palestine and Western Sahara, while advocating for peaceful resolution of conflicts around the globe, South Africa will maintain a foreign policy that is informed by solidarity, peace, equality, human rights and sustainable development for the benefit of all. 

"This is the responsibility that President Ramaphosa will continue to exercise without any undue pressure and in line with South Africa’s national sovereign interest,” the Presidency said.

In an August 2023 address preceding the South African-hosted 15th BRICS Summit, President Ramaphosa outlined the values underpinning the country’s foreign policy. 

In the address, President Ramaphosa articulated the principles and values that shape the country’s foreign policy and inform its international relations.

“Before the dawn of democracy in 1994, the apartheid South African state was a pariah in the international community, condemned for committing a crime against humanity," President Ramaphosa said at the time.

He highlighted that the foreign policy of apartheid South Africa was defined by coercion, destabilisation and military aggression. 

“Since the advent of democracy, South Africa’s foreign policy has been based on what our forebears inscribed in the Freedom Charter in 1955, when they declared that: 'South Africa shall be a fully independent State, which respects the rights and the sovereignty of all nations; South Africa shall strive to maintain world peace and the settlement of all international disputes by negotiation – not war'."

The President further affirmed South Africa’s foreign policy as a vital element of the nation's progress. South Africa’s strong relations with other countries manifested through investment and trade relations that can contribute to the growth of the economy, create more opportunities for new businesses and create jobs. 

“President Ramaphosa has been steadfast in maintaining South Africa’s commitment to the policy of active non-alignment. South Africa has resisted pressure to align with any one of the global powers or with influential blocs of nations in their pursuit of power contestations that are unfolding in countries across the globe. 

“The President observed during his foreign policy address that, 'during the Cold War, the stability and sovereignty of many African countries was undermined because of their alignment with the major powers. This experience has convinced us of the need to seek strategic partnerships with other countries rather than be dominated by any other country. 

“While some of our detractors prefer overt support for their political and ideological choices, we will not be drawn into a contest between global powers. Instead, our country strives to work with all countries for global peace and development,” the Presidency said. 

The Presidency noted that it is this resolute adherence to the policy of non-alignment and to the prescripts of the Freedom Charter which informed the nation’s Constitution that South Africa continues to contribute towards the attainment of world peace and silencing the guns on the continent.

The Presidency clarified that President Ramaphosa’s recent remarks declaring President Putin and the people of Russia as “valuable friends and allies”, he was not projecting any particular country or bloc of countries as the enemy. 

“Similarly, as a country that has no enemies, South Africa regards the members of BRICS as friends. It is through the policy of non-alignment that South Africa has been able to constructively engage with both Russia and Ukraine.

“In several engagements, President Ramaphosa has emphasised the centrality of the United Nations Charter and the need for peaceful dialogue in resolving conflict. In the process South Africa has also maintained its strong historical ties with the Russian Federation, whilst enjoying cordial diplomatic bilateral relations with Ukraine. 

“South Africa has also been unwavering in advocating for a peace process that includes the full participation of both countries,” the Presidency said. 

Today, International Relations and Cooperation Minister, Ronald Lamola, will host his Ukrainian counterpart, Minister Andrii Sybiha. 

Amongst the highlights of the visit will be the signing of an Agreement on Visa Waiver for Diplomatic Service or Official Passports. 

This will enable South African officials to travel to Ukraine for peace formula meetings without visa logistical impediments. This development, which has been in the making since 2020, signals South Africa’s commitment to growing diplomatic relations with Ukraine.  

South Africa will soon host the South Africa-European Union summit as part of its G20 presidency, strengthening its strategic partnership with the EU. 

South Africa is the only partner in Africa amongst the European Union’s 10 bilateral strategic partnerships.

The summit will further enhance the existing partnership with the European Union. 

South Africa will continue working towards strengthening the strategic, trade and political bilateral relationships with key partners including the Peoples Republic of China, United States of America, Germany, Japan, India and others. 

South Africa will further consolidate the full implementation of the African Continental Free Trade Area, which is set to eliminate trade barriers, boost intra African trade and achieve prosperity for all of Africa. The foreign policy of apartheid South Africa was defined by coercion, destabilisation and military aggression. Since the advent of democracy, South Africa's foreign policy has been based on what our forebears inscribed in the Freedom Charter in 1955, when they declared that: “South Africa shall be a fully independent state which respects the rights and the sovereignty of all nations; South Africa shall strive to maintain world peace and the settlement of all international disputes by negotiation – not war”.

Kazan, Russia: The BRICS Engagement and BRICS Plus platforms are an opportunity for countries to forge greater and deeper ties for development. 

This is according to President Cyril Ramaphosa, who was delivering South Africa’s country statement during the BRICS/Plus Countries First Session in Kazan, Russia.

The leaders of Brazil, Russia, India, China, South Africa, Egypt, Ethiopia, Iran and the United Arab Emirates are meeting for the first time since new members were invited to join BRICS during the Johannesburg BRICS Summit of 23 August 2023.

Together, the powerful bloc holds around 35% of the global Gross Domestic Product (GDP) and 20% of world exports.

“The BRICS Outreach and BRICS Plus engagements are important platforms for developing strong ties among countries from the greater Global South and emerging markets.

“We should use these platforms to foster meaningful engagement. We should use the BRICS platform to contribute to social, economic and cultural development of our peoples,” President Ramaphosa said.

The President welcomed initiatives by Russia aimed at developing other BRICS nations. 

“We welcome the Russian initiatives that are aimed at strengthening a number of BRICS countries through the various networks aimed at improving the future of BRICS countries’ transport networks and connectivity under the theme, ‘Innovation and Digitalisation of Transport’.

“This will help us find ways to integrate and deepen our interconnectedness in new and imaginative ways,” he said. 

The President noted that work has already begun in this regard through the International North-South Transport Corridor -- a multimodal transportation corridor established from St Petersburg in Russia to Mumbai, India.

“This corridor is an opportunity for this region to unlock new trade flows and trade routes in an increasingly multipolar world.

“On the African continent, the African Continental Free Trade Area will unlock opportunities for trade and investment for local and global businesses. It will create a number of opportunities that will lead to an integrated and connected continent,” President Ramaphosa said. 

He encouraged BRICS countries and friends of BRICS to “use these projects to further connect the greater Global South”.

International conflicts 

The President called for the resolution of conflicts that are escalating not only in the Middle East but also on the African continent. 

“We must find lasting solutions to all these conflicts.

“We must remain committed to the peaceful resolution of all disputes through negotiation and inclusive dialogue. We must safeguard the ability of States to pursue independent foreign policy. 

“We must safeguard the multilateral system because it is the cornerstone of international relations, and foster an environment of peace and development,” he said. 

He emphasised that conflicts cannot be allowed to “continue in perpetuity”. 

“We need to find paths to peace. In our quest for a more interconnected, just and prosperous world, we have the ability to foster an environment of peace through a focus on sustainable development.

Kazan, Russia: President Cyril Ramaphosa has called on the BRICS bloc of countries to ensure that the potential of the bloc’s economic partnership is realised for the benefit of all the members.

He was delivering South Africa’s country statement during the 16th BRICS Summit currently underway in Kazan, Russia.

The leaders of Brazil, China, Egypt, Ethiopia, India, Iran, Russia, South Africa and the United Arab Emirates are meeting for the first time since new members were invited to join BRICS during the Johannesburg II BRICS Summit of 23 August 2023.

Together, the powerful bloc of countries holds around 35% of the global Gross Domestic Product (GDP) and 20% of world exports.

“Our story is a story of solidarity, mutual respect and mutual benefit. BRICS is an inclusive formation that has the ability to change the trajectory of the Global South.

“To do this, we must realise the full potential of our economic partnership to ensure sustainable development for all. We must undertake bold steps towards a mutual, shared and equitable prosperity,” the President said on Wednesday.

The President explained that in order for the BRICS Strategy for Economic Partnership 2025 to be achieved, the bloc must “explore pathways to unlock opportunities and address challenges confronted by micro, small and medium-sized enterprises in BRICS countries”.

“We must intensify cooperation among BRICS members by launching common development programmes in the fields of exports, industrial cooperation and technology exchange. We have called for the recalibration of trade rules to enable industrialisation.

“We must enhance beneficiation of mineral endowments of BRICS countries closest to source. This is important for development and for the advancement of our decarbonisation goals,” he said.

Going further on the point of decarbonisation and its twin issue in climate change, President Ramaphosa warned that the two issues have the potential to “deepen global inequality”.

“We must acknowledge the devastating impact on lives and livelihoods of our current climate trajectory. As South Africa, we remain committed to a just transition to a low carbon economy.

“We are committed to the reduction of global emissions, guided by the principle of common but differentiated responsibilities and respective capabilities. While countries with developing economies remain severely impacted by climate change, they have contributed the least to the current climate crisis.

“It is therefore vital that industrialised nations honour their climate commitments and ensure a just and equitable transition. It is essential that climate actions do not deepen global inequality or stifle the developmental aspirations of the Global South,” President Ramaphosa said.

He noted that the approach of the BRICS bloc is to respond to the “aspirations of the largest part of the international community, which we refer to as the global majority”.

The President was delivering remarks at a plenary session of the BRICS Summit currently underway in Kazan, Russia. 

The now expanded BRICS bloc of countries includes Brazil, Russia, China, India, South Africa, as well as newly minted Member States Egypt, Ethiopia, Iran, and the United Arab Emirates (UAE).

This makes it one of the most powerful blocs on the global stage, with 3% of the world’s population, 32% of the world’s land area, around 35% of global GDP and 20% of world exports.

“Fifteen years ago, South Africa attended its first BRICS Summit in Sanya, China. Today, we gather as a group of nine leading emerging countries. Our historic expansion is a beacon of hope for the global South.

“Individually, we are countries of diverse histories, values and strengths. Together, we demonstrate the benefits of cooperation instead of competition. As an increasingly influential group, we must ensure the success of this expanded group,” he said.

The President called on the influential bloc to use its voice to advance global change – particularly on the resolution of international conflicts that require “a UN Security Council that is representative and inclusive”.

“We see from many conflicts raging across the world that the UN Security Council has not fulfilled its mandate to maintain international peace and security. It does not represent the interests of the global community, and therefore does not have the means to give effect to the global desire for peace.

“Just as BRICS has a vital role in shaping a new multipolar world order, so too must it use its voice to advance change.

“We found consensus on the reform of the UN Security Council when we met in Johannesburg last year. Let us build on that foundation to develop an improved consensus that addresses the concerns and aspirations of all BRICS members,” President Ramaphosa said.

On the plight of the Palestinian people, President Ramaphosa emphasised that the South African government remains “gravely concerned at the further escalation of a conflict that has already caused so much death and destruction”.

“The International Court of Justice has made it clear that the international community has a duty to prevent genocide by Israel. The countries of the world have a responsibility not to fund or facilitate Israel’s genocidal actions.

“As the UN General Assembly has now resolved, the countries of the world have a responsibility to promote the realisation of the right of the Palestinian people to self-determination. Lasting peace and security will not be achieved until Palestinians have realised their aspirations for statehood, justice and freedom.

“Peace and security across the world requires the collective will of the community of nations. It requires a UN Security Council that is representative and inclusive,” he said – SAnews.gov.za

Kazan, Russia: Russian President Vladimir Putin says there are “promising spheres of cooperation” for Russia and South Africa to expand their trade relations.

President Putin was delivering remarks during the bilateral meeting between the two countries held on the sidelines of the BRICS Summit in Kazan, Russia. The meeting was also addressed by President Cyril Ramaphosa.

The BRICS Summit, held from 22 - 24 October, is a platform for the bloc's leaders to reflect on the status of mutually beneficial BRICS cooperation, regional and global economic and political developments, as well as global governance reform.

“Trade and economic ties between Russia and the Republic of South Africa are generally positive. Following a brief dip, mutual trade volumes have started to increase, rising by 3% in January - August 2024.

“Of course, we need to work jointly on some aspects in order to expand and diversify mutual trade and investment. Promising spheres of cooperation include energy, industry, agriculture, science and innovation,” President Putin said.

He hailed the bilateral relations between South Africa and Russia as those based of “mutual respect”.

“The relevant agencies of our countries collaborated in the financial sector to expand the use of national currencies in mutual settlements and to create an independent payment system.

“Our bilateral relations are based on the principles of a comprehensive strategic partnership, equality and mutual respect. Our political dialogue is progressing, and our foreign policy departments and security councils are actively communicating. Interparliamentary cooperation has been established.

“Russia and the Republic of South Africa closely coordinate their efforts on the international stage to establish a fair multipolar world order,” he said.

On relations with the African continent, President Putin called for stronger relations between the European country and countries in Africa.

“Russia attaches special significance to strengthening relations with African countries. Collaborative work is underway to implement joint agreements approved at the Russia-Africa Summit in St Petersburg, notably a declaration and an action plan, until 2026.

“We look forward to hosting the head of your foreign policy agency in Sochi for the first ministerial conference of the Russia-Africa Partnership Forum, scheduled for November 9 – 10,” he said.

Turning to the Summit, President Putin said as host country, Russia has “built our work taking into account the results achieved at the Johannesburg summit”.

South Africa played host to the Summit in 2023.

This year, the leaders of Brazil, China, Egypt, Ethiopia, India, Iran, Russia, South Africa and the United Arab Emirates are meeting for the first time since new members were invited to join BRICS during the Johannesburg II BRICS Summit of 23 August 2023.

“Our focus has been on the seamless integration of new participants into the multi-level architecture of BRICS. In close contact with our South African friends, we have worked on coordinating the modalities for establishing the partner state status,” he said. – SAnews.gov.za

Kazan, Russia: President Cyril Ramaphosa has on Tuesday afternoon held a bilateral meeting with his Russian counterpart, President Vladimir Putin.

The meeting was held on the sidelines of the XVI BRICS Summit in Kazan, Russia. 

“We continue to see Russia as a valued ally, as a valued friend who supported us right from the beginning, from the days of our struggle against Apartheid…up until now.

“So, we are really delighted to be here and to know that we are going to have very important discussions here in Kazan, within the BRICS family,” President Ramaphosa said.

He told the Russian delegation at the meeting that since the last BRICS Summit held in South Africa last year, the country has held elections and formed a Government of National Unity.

“We have formed a Government of National Unity following our elections in May of this year. We will have time…to talk more about that and inform you how that whole process of governing South Africa with a number of other partners is evolving as we have sought to unite the country, to stabilise the country politically,” he said.

The President added that the South African delegation was enthused to be at the BRICS Summit.

The delegation includes Minister in the Presidency Khumbudzo Ntshavheni, International Relations and Cooperation Minister Ronald Lamola, Minister of Trade, Industry and Competition Parks Tau and Defence and Military Veterans Minister Angie Motshekga.

“We would like to congratulate you for…being the President of BRICS having taken over from us. As South Africa we are sure that we will be able to chair our summit so that BRICS and the enlarged BRICS body can continue growing.

SA an "ardent voice" for the urgent reform of the UN Security Council

South Africa will continue to advocate for the “urgent reform” of the United Nations Security Council (UNSC).

This is according to President Cyril Ramaphosa who was delivering oral replies to questions in the National Assembly on Thursday afternoon.

The President bemoaned the fact that African countries make up at least a quarter of the United Nations (UN) member states, “yet not a single African country has a permanent seat at the table where decisions on the maintenance of international peace and security are made”.

He said this was a concern when issues relating to the African continent stand on the agenda of the UNSC.

“During the 79th session of the UN General Assembly, there was an acknowledgement by some of the five Security Council members that Africa should indeed by granted two permanent seats. However, there is no clarity to the issue of the veto.

“South Africa was among those UN member states that successfully advocated for the recently adopted Pact for the Future to commit urgently [for the] reform the Security Council.

“South Africa will remain an ardent voice for the urgent reform of the UN Security Council and the need to correct the historical injustices committed against our beloved continent,” President Ramaphosa said.

Pressing further, President Ramaphosa insisted that the reform of the UNSC was “vital to global efforts to advance peace and stability in the world”.

“In its current configuration, the [UNSC] has failed in the execution of its charter mandate because of narrow national interests that are pursued and the quest for further geo-political influence.

“It has not been able, in recent years, to prevent or to resolve several damaging conflicts around the world. This is evident in conflicts currently underway in the Middle East, in Sudan, in the East part of the DRC and between Russia and Ukraine.

“The shortcomings of the UNSC have had a disastrous impact on the African continent and the global South which in many ways often experiences the social and economic effects that are taking places elsewhere,” he said.

The President emphasised that geo-political realities have changed since the formation of the UN.

“South Africa maintains that the international political and economic system remains unequal and unjust. It reflects the world as it was more than 70 years ago not as it is today.

“We therefore continue to call for the urgent reform of the Security Council based on the common African position. This position, which is articulated in the Ezulwini Consensus, calls for two permanent seats and five non-permanent seats on the [UNSC] for Africa. 

“It calls for the abolishment of the veto right and prerogative that currently is held by five members. But is also says that for as long as the veto exists, it is a privilege and a prerogative which should be extended to all new permanent members as well,” President Ramaphosa said. – SAnews.gov.za

President Cyril Ramaphosa is set to participate in several key engagements over the coming weeks, beginning with the BRICS Summit in Kazan, Russia.

Presidential spokesperson Vincent Magwenya confirmed this during a press briefing with media houses to update them on the President’s diary in Cape Town on Wednesday. 

President Ramaphosa will attend the BRICS Summit in Russia from Tuesday to Thursday (22- 24 October). 

The Russian Federation’s BRICS Chairship in 2024 is under the theme "Strengthening Multilateralism for Just Global Development and Security”. 

Magwenya highlighted that South Africa’s participation in the summit is aimed at enhancing the country’s growth and development through its membership in BRICS, focusing on strengthening intra-BRICS relations and fostering mutually beneficial cooperation. 

This includes advancing political and security cooperation, financial and economic cooperation, and cultural and people-to-people cooperation.

During its BRICS Presidency this year, Russia indicated that it will focus on "promoting the entire range of partnership and cooperation within the framework of the association on three key tracks – politics and security, the economy and finance, and cultural and humanitarian ties”.

Responding to Questions for Oral Reply in the National Assembly in Parliament, Cape Town in August, President Ramamphosa spoke of the value of the BRICS alliance to advancing Africa’s developmental agenda. 

As Chair of BRICS last year, South Africa invited representatives from other African countries to attend the summit hosted in Johannesburg. Forty-six African countries attended, including 20 Heads of State and Government.

Medium Term Budget Policy Statement (MTBPS)

On the domestic front, the President will attend the tabling of the Medium Term Budget Policy Statement (MTBPS).

Finance Minister  Enoch Godongwana is set to table the MTBPS in Parliament on Wednesday, 30 October. The MTBPS outlines the policy framework for the upcoming budget, including government goals, the economic environment, and projected resource availability. 

It offers an analysis of the trade-offs and challenges the nation faces in addressing its priorities, providing an important step forward in the national budget process.

“The Medium-Term Budget Policy Statement is an important step forward in the budget process. In keeping with our commitment to open, transparent and cooperative policymaking, it invites the nation to share with Government the important choices to be completed,” Magwenya said. 

Visit to Limpopo

Meanwhile, President Ramaphosa is scheduled to visit the Limpopo province on Friday, 1 November, where he will meet with Premier Dr. Phophi Ramathuba and the provincial government executive. 

The provincial leadership will present their five-year program which is aligned with the priorities of the seventh administration. 

“The meeting will also discuss approaches [to] various service delivery issues including interventions to improve service delivery at local government level,” Magwenya said.

KwaZulu-Natal DDM Oversight Visit

On Thursday, 7 November, the President will meet with KwaZulu-Natal Premier Thami Ntuli and members of the provincial government in Durban. 

This meeting will be followed by a District Development Model (DDM) oversight visit to the eThekwini Metropolitan Municipality which includes a Presidential Imbizo on Friday, 8 November. 

The visit aims to assess the progress of the Presidential eThekwini Working Group, which was established earlier this year to address service delivery and development challenges in the area.

Last week Cabinet called on residents to join the imbizo and engage their public representatives.

“Cabinet calls on residents of Umgababa and the surrounding areas to join the imbizo and engage their public representatives on solutions to challenges in their community and find ways to improve service delivery,” it said in a statement following its fortnightly meeting.

The imbizo is set to be held at the Umnini Sportsfield in Ward 98.

Cabinet adopted the DDM in August 2019.

The DDM is an integrated planning model for cooperative governance aimed at fast-tracking service delivery. It seeks to ensure that municipalities are adequately supported and resourced to carry out their mandate.

The first Presidential Imbizo of the seventh administration was held in Tsakane in Gauteng in August.

Rosatom Accelerates African Nuclear Development

Russia's state-owned nuclear corporation Rosatom has joined the African Energy Week (AEW): Invest in African Energy conference – scheduled for November 4-8 – as a gold sponsor. The sponsorship aligns with the corporation's ambitions to strengthen its presence in Africa and follows a strong of deals forged with various African countries in the fields of nuclear power development, knowledge sharing and mining.  

Currently, there is a surge in nuclear energy adoption in Africa, with projects targeting 15 GW of operational capacity by 2035, the Nuclear Business Platform estimates. Over 10 African countries are looking to embrace nuclear energy, the majority of which are leaning on global partnerships such as those fostered with Rosatom to accelerate project development. Rosatom's return to AEW: Invest in African Energy reflects its growing intention to support projects in Africa.

Rosatom signed an agreement with the Republic of Congo – which has ambitions to enhance the adoption of nuclear energy - in July 2024. The deal will see the parties collaborate on the peaceful utilization of nuclear energy and hydroelectric power. This aligns with the Republic of Congo's efforts to diversify its energy mix beyond oil, leveraging Rosatom's expertise to improve energy access.

The agreement followed the signing of an MoU with Guinea-Conakry in June 2024 to cooperate on the development of floating nuclear power plants. The corporation currently operates the world's only floating co-generation nuclear power plant – Akademik Lomonosov - and aims to construct an additional 7 facilities worldwide. Suitable for remote regions with undeveloped or unreliable power grids, floating nuclear offers a range of benefits for African countries. As a small nuclear power plant, the facilities provide access to clean and affordable power for hard-to-reach communities, offering an environmentally-friendly energy option with 24/7 operational capacity. The agreement with Guinea-Conakry will see Rosatom construct floating nuclear plants, equipped with RITM-200 reactors. Power will be used to support industrial and domestic consumption.   

Rosatom also signed an agreement with Burkina Faso's Ministry of Energy, Mines and Quarries for the construction of a nuclear power plant in the country. Construction will be complete by 2025 with the project expected to double Burkina Faso's power production by 2030. The deal also features a clear roadmap to enhance the country's nuclear power adoption, including the establishment of a regulatory framework for nuclear energy.

In addition to nuclear power development, Rosatom is driving nuclear energy capacity building and training across Africa. The company aims to utilize its expertise in the industry to support human capital development across the continent, with various programs in place to achieve this goal. In South Africa – the continent's only nuclear power producer – Rosatom signed an agreement with the state-owned power utility Eskom for a nuclear action plan for the period 2024-2026. The plan comprises joint education initiatives, joint degree programs and workforce training. South Africa plans to continue utilizing nuclear power to fulfil both its domestic and industrial needs. Recently, the Koeberg station – accounting for 5% of South Africa's power supply – has been approved to run for an additional 20 years. The Rosatom-Eskom plans aims to support this by equipping the workforce with the requisite skills and capacities. 

To support nuclear production in Africa, Rosatom is also advancing uranium mining across the continent. The company plans to start mining uranium in Namibia by 2029, with plans in place to complete the prospecting and exploration phase of the Wings Project by 2026. At a total investment of $500 million, the project will produce 5,000 metric tons of uranium per year.

Lamola calls on African leaders to help end wars on the continent

While the media glare is on the Russia-Ukraine war - the genocide in Palestine, the conflict in Sudan, the war in the eastern Democratic Republic of Congo, and conflicts in the Sahel are as good as footnotes. 

These are the comments from the Minister of International Relations and Cooperation, Ronald Lamola, who expressed concern that not enough attention is being given to conflicts in Africa.

“We must take up our responsibility as Africans to help end these wars. We should work with external and international friends who act bona fide to end the war. Admittedly, this is not easy. 

“The presence of unconventional participants on both sides, including mercenaries, foreign volunteers, special forces, and paramilitary squads, has made Africa a place for proxy wars,” he said of Friday. 

Lamola delivered a keynote address at the Mapungubwe Institute for Strategic Reflection (MISTRA) Conference in Sandton.

The Minister used his platform to reiterate South Africa’s commitment to the maintenance of international peace and security, promotion of human rights and sustainable development. 

He said he was concerned that it was now easier to fund wars than to support development, adding that economic, financial, and cyber warfare, as well as artificial intelligence, have been “weaponised” and used on a large scale.

Lamola told delegates that the world was in a “grievous interregnum, and transitioning to the new is that dangerous”. 

“We are experiencing a proverbial ‘crisis moment’ in world affairs, which could easily become a ‘moment of calamity’.

“In this dangerous geopolitical moment, the champions of the liberal international order generally refuse to accept any notions of decline and would resist any attempt to emerge an alternative, least of all one from the Global South.”

Meanwhile, he stressed that geopolitical rivalry over people’s suffering was serious. 

“This is most evident in Sudan, where the conflict has created a humanitarian catastrophe unlike any other.”

However, he believes that South Africa’s elections beckons hope for democracy and that the way the Government of National Unity (GNU) was formed is a model for democracy worldwide.

“There comes a time when it is not absolute power that defines us but our collective ability to resolve our challenges and build a foundation of new frontiers for future generations.” 

Middle East

The Minister is of the view that the world is witnessing the making of a post-Cold War, with all the hallmarks that it could become an “unimaginable hot war”, with the Middle East as its centre point. 

“Turbulence, anarchy and combustion are the order of the day.” 

He believes that the Middle East crisis is becoming a proverbial shift in the global balance of power in front of our very eyes. 

“What started as plausible evidence of ‘genocide against the people of Palestine’ is now transforming into a real regional war that will have long-lasting ramifications for global peace and the economy and Africa in particular.”  

Lamola pointed out that those who were once at the heart of multilateral order are now at the forefront of undermining them. 

These, he said, include strategic pillars such as the Bretton Woods Institutions, the United Nations, and the General Agreement on Tariffs and Trade. 

“Imagine what the reaction of the world would be if an African State declared the United Nations Secretary-General a persona non grata like Israel did.” 

This is after Israel’s Foreign Minister, Israel Katz, announced on X that he had declared the United Nations Secretary-General, António Guterres, persona non grata or banned from setting foot in Israel.

“[The] Russia-Ukraine war, the genocide against Palestinians, trade wars that result in greater challenges in the global economy, and wars raging in Africa, with our continent becoming the theatre for proxy battles, all point to this moment of deep global crisis.” 

He said BRICS was determined to play this counter-balancing role for the development of the Global South.

BRICS originally consisted of Brazil, Russia, India, China, and South Africa. It has since expanded to include Ethiopia, Iran, Egypt, the United Arab Emirates, and others.

“After the 2023 expansion, especially to members from the MENA [Middle East and North Africa] region, BRICS is a real force to be reckoned with.

“We will ensure that it does not take its eyes off the peaceful settlement of disputes, the transformation of global multilateral institutions, development finance, and the agitation for a more equitable global order.” – SAnews.gov.za
