50+ Nations Join Forces to Announce BRICS International Fashion Federation

The BRICS+ Fashion Summit (www.FashionSummit.org) concluded in Moscow with a landmark announcement: leaders from fashion associations across more than 50 countries signed a memorandum to form the BRICS International Fashion Federation. The new federation seeks to establish new centers of influence, strengthen international connections, boost industry sustainability, and provide NewGen of fashion talents with opportunities for growth. Notably, the summit was attended by representatives from over 100 countries, solidifying its standing as the largest fashion event for both emerging and established markets.

Brian Ahumuza, CEO and Founder of Uganda Fashion Designers Association, said “The BRICS International Fashion Federation has the potential to significantly foster international collaboration by creating structured opportunities for designers, artisans, and manufacturers to work together on joint ventures, exhibitions, and collections. This can help open up new markets, enabling designers from Uganda, for example, to reach audiences in Russia, Brazil, or India”.

Sunil Sethi, Chairman of the Fashion Design Council of India, said, "The need for such a fashionable alliance of emerging countries is long overdue. Brands, designers, and markets all face similar challenges—from supply chain disruptions to environmental issues—that are easier to solve together. The fashion world is focused on a few hundred global brands, so emerging markets need their own platform to make our voices heard."

The memorandum to establish the BRICS International Fashion Federation was signed by an array of influential figures, including CEOs of fashion weeks, heads of fashion and textile associations, and academic leaders from countries such as India, South Africa, Russia, Ethiopia, Egypt, Spain, the USA, Indonesia, Malaysia, Ghana, Tanzania, Jordan, Ecuador, Paraguay, and Kenya.

Natalya Sergunina, Deputy Mayor of Moscow, highlighted the initiative's significance: "The creation of this International Federation is a major outcome of the recent BRICS+ Fashion Summit in Moscow. It demonstrates once again the shared goals and substantial potential for growth that we have with our global colleagues."

The declaration stipulates several core objectives: supporting local talent, promoting sustainable fashion, fostering cultural exchange, and creating a unified platform for emerging markets through educational and informational projects. It also focuses on the development of new technologies, the preservation of cultural identities, and the support of traditional arts and crafts.

"We are committed to providing these visionaries with a global platform and local events to ensure their creative work is celebrated globally. Our aim is to promote sustainable and eco-friendly practices, striving to implement transparent methods that will significantly reduce the fashion industry's carbon footprint. Slow fashion, characterised by mindful consumption and production, will be at the heart of the BRICS IFF agenda as we strive to mitigate the environmental impact of fashion," says the official statement.

Seventh administration to promote peace, security in Africa

International Relations and Cooperation Minister, Ronald Lamola, has assured South Africans that the current administration will not stray from the African Agenda and will continue to push for peace and security on the continent.

Delivering his remarks at the Africa Peace and Security Dialogue hosted by the Thabo Mbeki Foundation on Saturday in Magaliesburg, the Minister said: “I am here to say that the seventh administration remains committed to the African Agenda. We are not deviating from it, we pursue our agenda in the spirit of genuine partnership, not hegemony as some would claim.”

The annual dialogue is dedicated to finding practical solutions to the peace and security challenges facing the continent.

“Evidence suggests that when all variations are put, it is said that more than 120 conflicts are playing themselves out on the world, while 60% of the United Nations Security Council peacekeeping budget focuses on African conflicts and peacekeeping.”

According to the Minister, the two most worrying conflicts which have led to devastating humanitarian crises are in the eastern Democratic Republic of the Congo and Sudan.

Lamola stressed that the Government of National Unity (GNU) was working around the clock to end these wars with the Deputy President Paul Mashatile being the envoy for South Sudan and President Cyril Ramaphosa focusing on Sudan.

“Unfortunately, both have not received adequate attention from the international community compared to the ongoing war between Russia and Ukraine, the devastating war in Gaza and recent tensions between Israel and its Arab neighbours.”

He raised his concern that Africa has experienced a resurgence of coups in the past few years, while six member states remain suspended from the African Union (AU) because of unconstitutional government changes.

“I hope this conference will help us find a solution to legitimate concerns of West Africa about colonial vintage still haunting most parts of the continent.”

However, he said the Global South would continue to work in harmony and revive the AU and regional economic communities, the building blocks of African integration.

He said the resurgence of violence in the Sahel region “should concern us all” and the terrorism and violent extremist acts in Cabo Delgado were a security threat for Mozambique and the wider Southern African region.

“The threat of terrorism and violent extremism is one of the most pressing peace and security challenges that the continent is dealing with as it has spread to more regions of the continent, including Southern Africa.”

In addition, he stressed that South Africa would continue to support the leaders and people of South Sudan in their transition process towards a stable democracy.

South Africa has placed the issue of financing peace operations on the continent through the UN’s assessed contributions on the Security Council agenda.

He told the guests that South Africa will use its Chairpersonship of the G20 to action the pact of the future as adopted by the UN General Assembly, reform the global financial architecture, inclusive governance and refocus on the implementation of the sustainable goals to put forward Agenda 2063 on the global pedestal. – SAnews.gov.za

Deputy President confident his working visit will attract international investors

Deputy President Paul Mashatile says he is confident that his working visit to the United Kingdom and Ireland will improve trade and investment relations, which have been stagnant for years.

The Deputy President spoke during an engagement with the South African Chamber of Commerce (SACC) in London on Thursday. The SACC is an umbrella organisation and conduit for trade, community and investment into and out of South Africa.

The country’s second-in-command is in the United Kingdom for the second leg of his working visit to improve trade and investment relations between the nations and to woo investors following his travels to Ireland.

His interactions were centred on various issues, including the Government of National Unity (GNU), energy, infrastructure, and the measures to foster a favourable environment for trade and investment.

The country’s second-in-command reiterated that the political environment in South Africa is stable for investment because of the newly established GNU, which has been operational for less than 100 days and is already yielding results.

“Our numerous meetings with potential investors have revealed a shift in their attitudes and perceptions towards South Africa, indicating an optimistic outlook.

“Our alliance, based not on personal sentiments but on the aspiration to enhance South Africa and, consequently, the lives of our citizens, will undoubtedly sustain the GNU administration for five years.”

However, he said they will measure the GNU’s success based on the number of employment and entrepreneurs they assist in establishing sustainable enterprises.

“Businesses hope to continue working with the government in the public-private partnership that has reduced load shedding, improved transport and logistics infrastructure, and strengthened national capacity to combat crime and corruption,” the Deputy President said.

Shifting his focus to energy, he stated that investors have demonstrated that ending the load shedding that began in 2007 is the most positive news.

“They confirmed that it allows them to conduct business without uncertainty. The elimination of power outages was largely due to a series of measures implemented by the State-owned power utility, Eskom and government over the past two years.”

He also told the SACC that government was addressing the obstacles in the freight logistics system that continue to impede competitiveness and undermine economic growth.

“We are on a mission to create and sustain a bankable investment pipeline of priority, credible, quality and high-impact projects that span the country through Infrastructure South Africa, the primary driver of the National Infrastructure Plan 2050,” he explained.

Mashatile believes that the SACC plays an essential role in engaging with businesses to promote bilateral trade and investment links between the United Kingdom and South Africa.

“It is our responsibility as leaders in our respective regions to foster an atmosphere that encourages entrepreneurship, fosters innovation, and drives inclusive growth.”

In addition, he expressed his desire to increase South Africa’s exports of valuable goods and services to the United Kingdom.

“It is excellent that the two countries already exchange food and beverages. It is critical that we collaborate to create strategies to accelerate international trade and investment.”

Mashatile announced that the State was simplifying regulatory procedures through the Red Tape Task Team, making it easier for businesses to operate and invest locally.

He concluded his address with South Africa’s stance on peace and stability in Africa and globally, stressing that the nation is anti-war and pro-peace.

“We reaffirm our commitment to the inviolability of sovereignty and the importance of national security.

Deputy President Paul Mashatile has reiterated government’s commitment to building an inclusive economy in South Africa and has assured Londoners that the Government of National Unity (GNU) is working around the clock to make this a reality.

The country’s second-in-command was speaking on Monday at the Bloomberg roundtable discussion in London, during his second leg of a weeklong working visit, which kickstarted today.

The Deputy President is in the United Kingdom to engage with leaders with the hope of improving trade and investment relations between the two nations, following a successful visit to Ireland.

“My delegation and I are here in the United Kingdom to build on the outcomes of the State Visit by President Cyril Ramaphosa in 2022, with a specific focus on how we can work together to ensure inclusive economic growth, address and respond to climate change challenges and the Just Transition, and ensure a balance and increase of trade between our two countries,” he told the attendees.

Top of the agenda, he said, is advancing inclusive and sustainable economic growth, addressing poverty and the high cost of living and strengthening bilateral partnerships in several sectors.

These sectors include trade, investment, skills development, science, innovation, tourism, and the Just Energy Transition.

“All of these major sectors aim to advance the GNU’s strategic priorities of achieving sustainable economic growth, alleviating poverty and the high cost of living, and developing an ethical, capable developmental State.

“Our people voted for us to collaborate to achieve their goal of creating better employment opportunities and equal economic growth in all facets of society.

“The GNU is the best tactical option for us to move the country ahead, putting our differences aside for the benefit of our great nation,” he said.

He assured those who have business interests in South Africa and potential investors that the GNU is working together to create a conducive environment for businesses to strive.

“As the new government, we will continue to hold the United Kingdom in a special place in our hearts, not only due to our historical ties but also because of the immense potential for collaboration and growth that exists between our two countries.”

By fostering stronger trade and investment relationships, he said the State aims to create a “win-win” situation for both nations that will bring economic prosperity and stability.

He acknowledged that both countries are facing various challenges impacting stagnant economic growth affected by the COVID-19 pandemic, the energy crisis and the Russia-Ukraine war.

“South Africa is committed to reviving our economy and in this regard, we have made notable progress in terms of economic growth and development.”

The Deputy President urged United Kingdom businesses to deepen their investment ties with South Africa as the country works around the clock to revive its economy.

“We assure the investors that investments in South Africa are secure. Our business environment is stable as is the political environment and this is supported policy certainty and regulatory safeguards.”

He told them that government is boosting its investment in electricity generation and drawing up plans that are now being implemented, to allow more private participation in the country’s freight-rail network and reform its byzantine work permit regime.

According to the Deputy President, measures are in place to deal with load shedding which have already shown results.

“As a country, we are also looking at expanding our investment in the United Kingdom because we consider you to be a major economic powerhouse with a diverse and dynamic market that offers numerous opportunities for our businesses to expand and thrive.”

He is of the view that enhancing investment relationship with the United Kingdom will open new sources of funding and expertise that can support key sectors of our economy, such as infrastructure, manufacturing, and technology.

“By working together, we can leverage each other’s strengths and resources to promote economic growth, create job opportunities, and improve the standard of living for all our citizens.

The Minister of Electricity and Energy, Dr Kgosientsho Ramokgopa, has called on the BRICS Plus bloc of countries to work together to assist and support member countries to tackle energy challenges.

The Minister was delivering his opening remarks at the 9th Annual BRICS [Brazil, Russia, India, China and South Africa] Energy Ministers' Meeting in Moscow, Russia.

“We believe that this BRICS group of like-minded country members has a huge potential, and working together will strengthen this resolve through cooperation on energy security.

“[It will] also provide an opportunity to join efforts to annihilate the challenges diagnosed during the BRICS 2023 Summit held in South Africa, such as addressing the lack or absence of integrated energy policy framework, diversification and beneficiation at source of critical minerals, infrastructure development, manufacturing, technology transfer and intellectual property, scaling up energy efficiency, mobilisation of finance and investment, as well as skills and capacity building, amongst others,” Ramokgopa said.

He called on the member countries to “tap and dig deeper into various capabilities and strengths" to ensure mutual support in harnessing the individual potential each country has at its disposal.

“To mention a few opportunities, it is mining and beneficiation of critical minerals, and rare-earth elements required to power the green economy, [expand] hydro power potential, promising hydrogen solutions and its derivatives, gas, nuclear - including small modular reactors, renewables, storage, biofuels, as well as clean coal, and carbon capture utilisation and storage,” the Minister said.

Ramokgopa highlighted that the meeting of BRICS Energy Ministers comes at a critical time, as countries ponder ways to transition towards low carbon economies.

“This meeting comes at a critical phase where our countries are grappling with the challenge of balancing developmental goals with energy transition pathways.

“We must ensure that these transitions safeguard energy sovereignty and security, promote sustainable economic development, facilitate universal access and respond effectively to environmental imperatives, all the while ensuring no one is left behind,” he said.

He told the meeting that the expansion of the BRICS bloc of countries is a “clear affirmation of the group's growing significance and influence in the global energy agenda”.

“This is a pivotal moment, positioning BRICS to reshape, refocus, and reset the global energy architecture to ensure energy access, security, affordability, and eradicate energy poverty and promote a just energy transition.

“For us as South Africa, we see this as an opportune moment to clearly articulate our collective position as the developing nations that will enable us to continue to use our energy resources through innovative technologies that allow us to move from high emitting to low emitting energy systems, and thus achieve carbon-neutrality or net-zero at a pace and scale that is in line with our different national circumstances and capabilities.

“In this regard, we want to reiterate that our approach to an inclusive and people centred energy transition is informed by the need to maintain energy security in support of socio-economic objectives,” Ramokgopa said. – SAnews.gov.za

Minister in the Presidency for Women, Youth and Persons with Disabilities, Sindisiwe Chikunga, says she is confident that the BRICS Women’s Forum will be recognised at this year’s Kazan Summit Declaration, scheduled to take place next month.

Chikunga made the remark as Russia prepares to host the BRICS Summit to be held in Kazan, from 22 to 24 October, after the country assumes the BRICS chairmanship in 2024.

This as the Minister led the discussions at the BRICS Women Affairs meeting held in Saint Petersburg, Russia.

The meeting saw BRICS Member States discussing cooperation prospects in the fields of women’s leadership and enhancing the role of women in finance, agriculture, innovation, healthcare, creative industries, tourism, environmental safety, and the inclusive economy.

Speaking at the BRICS Women's Forum, which included the BRICS Ministerial Women’s Affairs Meeting on Friday, Chikunga congratulated the Russian Federation on assuming the Chairship of BRICS 2024, and the sterling work that it has undertaken to date.

“As you are aware, this forum of Ministers was first initiated in 2023 during South Africa's Chairship of BRICS. It is indeed encouraging to witness its growth under the stewardship of the Russian Federation's 2024 Chairship, and it will undoubtedly flourish under the future Chairship of fellow BRICS member states.

“We applaud Russia's choice of the theme 'Women, Governance, and Leadership' as a timely intervention that ensures this forum continues to amplify the voices, interests, and full representation of women across BRICS member states, promoting their meaningful participation at all levels of governance and decision-making.”

Chikunga also reflected on some of the key points that emerged during hybrid BRICS Ministers for Women Affairs held in December 2023, where the forum was recognised as a fundamental platform to elevate equality, women’s rights, economic autonomy, and empowerment; and to address major concerns related to women across the BRICS countries.

The forum also promotes mainstreaming of women’s issues across BRICS’ processes, priority areas, declarations and agreements; and provides a platform for the exchange of knowledge and best practices in advancing the current and future wellbeing of women and girls across BRICS.

“Our meeting recognised the tremendous progress that successive BRICS summits have produced in the areas of global governance, development, peace and security, energy, climate change, and social issues. We noted, however, that discussions in these areas would be further enriched by a ministerial meeting dedicated to women affairs.

“There was consensus on the potential of this forum to accelerate the implementation of existing commitments, principles, goals, and actions outlined in various international instruments on women. These include the Beijing Platform for Action (1995), the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW - 1979), UN Resolution 1325 (2000) on Women, Peace, and Security, as well as the UN [United Nations] Agenda 2030 and its 17 Sustainable Development Goals (SDGs),” Chikunga explained.

The meeting further agreed to support the acceleration of the implementation of the African Union Agenda 2063, with a particular focus on Aspiration 6, which promotes women's empowerment.

Asserting women’s interests

The Ministers also highlighted the need to assert women’s interests across the broader BRICS agenda, strengthen multilateralism, and synergise with the work of the BRICS Business Women’s Alliance to accelerate the mainstreaming of socio-economic priorities for greater inclusivity and equity.

“We acknowledge that this goal will be further enriched when we leverage our collective strength as the Global South, alongside robust people-to-people exchanges and cooperation within BRICS nations and across the African continent.

“A key highlight of the Johannesburg II Declaration was the recognition of the vital role of women and youth in trade and their potential to act as catalysts for industrialisation, infrastructure development, food security, agricultural modernization, sustainable growth, healthcare, and addressing climate change,” she said.

The Johannesburg II Declaration is a document that encapsulates significant BRICS viewpoints on matters of global economic, financial and political significance.

Department of Women, Youth and Persons with Disabilities Director-General, Advocate Mikateko Maluleke, says gender equality is contingent on women's economic development and financial independence.

“Worldwide, history and research has demonstrated that women’s economic empowerment increases their access to economic resources and opportunities including jobs, financial services, property and other productive assets, skills development and market information,” Maluleke said.

She highlighted that for South Africa, this outlook has translated itself in vast areas of development where women are taking the reins and actively contributing to their country’s development agenda.

“South Africa’s economic empowerment mechanisms for promoting the status of women, fully utilising government resources and effectively mobilising social resources lays an important foundation in the promotion of gender equality and women’s development,” Maluleke said.

The DG was speaking on Thursday at the Women for Social Progression session held during the BRICS Women’s Forum currently underway in St. Petersburg, Russia.

The Eurasian Women’s Forum is an influential international platform that enables women leaders from all continents to engage in dialogue and adopt joint decisions on key issues concerning international cooperation, sustainable economic development, the assimilation of new technologies, a healthy lifestyle, environmental safety, and the promotion of social charitable projects.

Maluleke pointed out that shared commitment across all sectors to support, grow, empower, and recognise women leaders not only promotes fairness, but it also improves the performance of state companies and organisations.

She said empowered, inspired, and developed women are critical to improving any country’s global competitiveness and “this is equally the legacy that will be passed over to future generations”.

“Gender equality and empowered women are catalysts for multiplying development efforts and positively positioning the competitiveness of countries as an attractive investment destination.

“Women are architects of society and are revered for their strength in building the family unit and homes, as well as their contributions to the communities, societies and nations,” Maluleke said. She emphasised the importance of integrating digital technologies into all areas of business, changing how economic and social activities are conducted.

While digital technology can bring tremendous opportunities, Maluleke acknowledged that it can also widen socioeconomic gaps for those who lack internet connectivity, affordable devices, or the skills to benefit from digital services.

She said vulnerable people and groups who do not have training in digital skills are equally more susceptible to online risks including fraud, data disclosure, identify theft and cyberbullying.

Maluleke also noted that while the digitalisation of social protection presents immense opportunities for delivering welfare services more efficiently and effectively, it also raises critical challenges related to data protection, data poverty, and bias and discrimination.

“Protecting sensitive data, ensuring privacy through consent, and minimising surveillance risks are crucial for maintaining trust and upholding individual rights. Addressing the digital divide and providing alternative methods for inclusion will ensure that vulnerable groups are not left behind in the transition to digital systems,” the Director-General said. – SAnews.gov.za

Reliance on Social Media for News Makes Africans Vulnerable to Disinformation, Survey Finds

A recent survey across Africa by KnowBe4 (www.KnowBe4.com) reveals that 84% of respondents rely on social media as their primary news source, with 80% favouring Facebook; This heavy dependence on social platforms for information is concerning, particularly as disinformation continues to rise.

With 19 African countries set to hold elections in 2024 and numerous political campaigns underway, worries about misinformation (unintentionally shared false information) and disinformation (deliberately spread fake news) are mounting. The Africa Centre for Strategic Studies (http://apo-opa.co/3Bj92mY) reports that disinformation campaigns in Africa have quadrupled since 2022, often backed by foreign states like Russia and China, leading to social instability.

In response to these issues, KnowBe4 conducted a survey in June 2024 on political disinformation and misinformation across five African countries: Botswana, Kenya, Mauritius, Nigeria, and South Africa. The survey, which included 500 respondents, found that the vast majority of users (84%) prefer social media for news consumption over traditional channels like radio, TV, and news websites. Anna Collard, SVP Content Strategy and Evangelist at KnowBe4 AFRICA, notes, “80% of respondents are consuming news on Facebook and over 50% use TikTok. This is alarming as neither of these channels is very reliable in terms of news.”

The ability to discern fake news may be exaggerated

Another concerning finding is that 82% of respondents feel confident in their ability to distinguish between true and false information online, despite a generally low level of formal education on the topic. Collard comments, “While most respondents reported being able to tell the difference between real and fake news, I doubt this is the case. Other research (http://apo-opa.co/4di3hDj) has shown that most people overestimate their ability to detect deepfakes, and ironically, more people trust AI-generated images than actual photographs.”

The survey also revealed that disinformation is becoming a significant concern for many. 80% of respondents expressed high levels of worry about the negative impact of fake news and its potential to cause social division. “In Kenya, many respondents said they had seen firsthand how disinformation can lead to tribal conflict,” Collard notes.

She further explains that social media influencers using inorganic hashtags fuelled similar political discord during Nigeria's election last year. “Social media's rapid spread of false information and the increasing accessibility of AI tools allow for the quick and cheap creation of sophisticated disinformation campaigns.”

Collard adds, “As we saw when entities disputed the outcome of South Africa's 2024 election, there are individuals motivated to disrupt democracies and act maliciously to create chaos because it serves their own agenda.” Another historic example is the #whiteminoritycapital disinformation campaign (http://apo-opa.co/3XOF1Eu) run by the British PR company Bell Pottinger in 2017 to obfuscate state capture by former SA president Jacob Zuma.

Need for more training and tighter controls

The survey underscores the need for increased education and awareness surrounding misinformation and disinformation. A significant 58% of respondents report having received no training on the topic, while a concerning 32% admit to simply ignoring fake news, highlighting the need for a more proactive and engaged response.

“We need a multi-faceted strategy to combat disinformation,” says Collard. This approach should encompass enhanced awareness and critical thinking among users; coordinated government action to prevent the spread of fake news (including stronger legislation), and increased vigilance from social media platforms in detecting and removing disinformation campaigns.

“Fake news is an ongoing challenge that requires continuous attention,” Collard concludes. “To fight it effectively, we need a combination of new technology, better ways to prevent it, and most importantly, teaching people to consume media while thinking critically, particularly if it is emotionally laden or potentially polarising content. As the digital landscape develops, so too must our strategies for maintaining the integrity of information.”

Justice and Constitutional Development Minister Thembi Simelane is expected to attend the meeting of the BRICS Ministers of Justice in Moscow, Russia, this week.

This ahead of the BRICS 2024 Summit expected to be held in that country from 22 to 24 October.

“The meeting seeks to strengthen relations between Ministries of Justice from BRICS countries and will see the Ministries of Justice from BRICS countries working together to ensure the protection of civil rights and freedoms, introduction of technological solutions in the area of digitalisation of justice services and benchmarking on experience in providing legal services and legal aid to the members of the public.

“It is envisaged that the BRICS Ministries of Justice meeting will culminate in improved relations between the BRICS Ministries of Justice, resolution to current issues related to the areas of cooperation and organization of advanced training programs in the legal fraternity,” the department said in a statement.

The meeting of the BRICS Minister of Justice is set for 18 to 20 September.

The department said the Minister will also have the opportunity to hold bilateral discussions with Ministers from the BRICS countries.

“The interaction of different countries in [the meeting] is based on respect for the universally recognised principles, norms of international laws and the desire for equal international cooperation in order to solve mutual problems and promote common interests,” the department said. – SAnews.gov.za

Deputy President Paul Mashatile has expressed his gratitude to the BRICS New Development Bank for its backing of South African infrastructure investment.

“I want to express my gratitude once again for the bank's pledge, and specifically for the promises made regarding the bank's assistance for South African infrastructure investment. In this regard, we take note of the US$5.6 billion in loans extended to our country over the last eight years,” the Deputy President said.

He was addressing the Energy Seminar convened by the BRICS New Development Bank at the Cape Town International Convention Centre on Saturday.

The NDB has approved $2.3 billion for 10 renewable energy projects, including solar PV, wind, hydropower, biomass, and hybrid systems with storage. These projects aim to install a 2.8GW generation capacity, reducing over 4 million tonnes of CO2 emissions annually.

“We also appreciate the bank's plans to assist Transnet in resolving the deficiencies in freight rail infrastructure. The Transnet project in particular is of utmost importance in guaranteeing a goods system that is internationally competitive, allowing for the continuous expansion and diversification of the country's economy,” Mashatile said.

He highlighted that during their discussions they had agreed that a challenge was the sluggish payment of authorised projects in South Africa. He discussed the matter with the Minister of Finance Enoch Godongwana and his team at National Treasury, who have promised to attend to it.

“We are also impressed that the bank has appointed former National Treasury official Mr Monale Ratsoma as its Chief Financial Officer and Vice-President. We will work with you to ensure that the pledge that the bank made of US$3 billion at the BRICS Summit comes to reality because it is focused on supporting our energy strategy,” he said.

Deputy President Mahsatile told the NDP President that the government is especially eager to learn from China's experience in rapidly scaling up renewable energy capacity and modernising its grid infrastructure; India's successes in promoting rural electrification and integrating large-scale renewable energy projects; Brazil's expertise in hydroelectric power and bioenergy and Russia's strategies for managing a vast transmission network and its progress in nuclear energy.

“We hope to gain insights into effective models for private sector participation in transmission infrastructure development; strategies for balancing grid stability with the integration of variable renewable energy sources; innovative financing mechanisms for large-scale energy projects and best practices in managing the socio-economic aspects of energy transitions.

“Specifically, one of the lessons we are learning from one of the BRICS Member Nations is that they have invested in the creation of new cities as a method to eradicate poverty. We are of the same opinion that it is imperative to allocate resources towards the construction of new cities in Africa in order to alter the spatial perspective of our cities,” he said.

“As we collaborate with the NDB, we will invest in new cities in response to today's realities, which are growing urbanisation, migration, climate change, poverty, unemployment, and pandemic management. The future is in the cities.”

The Deputy President told delegates that if South Africa accelerates the construction of these cities, it will address the large influx of people from rural areas moving to urban areas, which has put tremendous strain on cities, causing traffic congestion, housing infrastructure backlogs, and, to some extent, an increase in crime rates.

“However, as we develop these cities, we must remember that sustainable cities require dependable, inexpensive, and renewable energy to operate. High-energy consumption patterns, rising energy costs, and environmental deterioration caused by the use of fossil fuels render cities vulnerable and inefficient,” he said.

The Deputy President presented some of the key initiatives and reforms government has undertaken.
He spoke about the process of unbundling Eskom into three separate entities: generation, transmission, and distribution. This separation will enhance efficiency, improve accountability, and open up the sector to much-needed competition and investment.

“We have also implemented a debt relief programme for Eskom, allocating R254 billion over the next three years. This financial support is crucial for Eskom's operational stability and will enable the utility to invest in critical maintenance and upgrades of existing infrastructure,” he said.

The country is expanding generation capacity where several steps have been taken already.

“To this end, we are implementing an ambitious transmission expansion plan, including piloting Independent Power Transmission (IPT) projects and streamlining regulations to accelerate the development of transmission infrastructure.

“This initiative aims to unlock renewable energy potential in the Northern, Eastern, and Western Cape provinces. The aim is to connect new generation capacity to the grid.

“As we pursue these reforms, we remain steadfast in our commitment to a just energy transition. We have, however, decided not to transition into the dark. We are a coal-endowed country,” he said.

The Deputy President said the reforms and initiatives were just the beginning as the country is open to learning, adapting, and collaborating. – SAnews.gov.za

AI is becoming a new member of society according to results from a new Kaspersky (www.Kaspersky.co.za) survey titled ‘Excitement, Superstition and great Insecurity – How global Consumers engage with the Digital World' (https://apo-opa.co/3WRj99J). The study also found that today artificial intelligence is taking on new roles in fields where it can succeed and be trusted by humans.

Based on statistics from Similarweb (https://apo-opa.co/46WpO7u), ChatGPT, one of the world's most popular chatbots, garnered 153 million visits in the first month after its launch in November 2022, and peaked at 2 billion visits in April 2024. In light of the rapid advancements in AI, Kaspersky has conducted an in-depth study to explore current levels of confidence in AI. The study examines its roles from management positions in the workplace to assisting with significant life decisions.

According to the study, respondents see AI as their team member at work, and a manager – 34% globally believe AI can be a fairer boss than a human being because of its impartiality. For respondents from the Middle East, Turkiye and Africa (META) region this statistic is 40%. In South Africa it is 42%.

Another area where AI can play an active role is education. 47% of respondents globally, 60% in the META region and 68% in South Africa foresee children being taught through virtual experience and Metaverses in the near future.

Half (50%) of all consumers globally, 53% in the META region and 64% in South Africa believe that AI has already become an unavoidable part of their lives, with 43%, 46% and 52% respectively having a positive outlook on its potential to bring about many exciting opportunities and improve the future for everyone. A large portion of respondents admit that AI has capabilities in creative areas – 62% globally, 59% in the META region and 53% in South Africa believe AI is a credible producer of works of art.

AI can also be considered a reliable companion and an assistant in everyday life. More than half of respondents (57%) globally, 67% in the META region and 60% in South Africa would like to use AI to run their daily lives more efficiently.

48% of those surveyed globally, 60% in the META region and 56% in South Africa are ready to use an AI chatbot to have conversation online - 31%, 38% and 33% respectively would use it to help them to find the right partner on a dating app. In fact, 48% globally, 58% in the META region and 63% in South Africa believe that human relationships will change because of the impact of AI if virtual characters start replacing real-life partners.

“We are witnessing the growing adoption of AI as a valuable tool, assisting people in diverse areas. Beyond traditional applications, such as processing and analysing data, AI is being entrusted with more intriguing personal roles, including romance, education, and work. As AI technologies continue to evolve, their potential to drive innovation and improve human experiences becomes even more profound. However, this advancement also brings unexpected risks and sophisticated threats, ranging from overreliance — putting too much trust in AI advice — to AI-generated phishing, deepfakes and identity theft. These are the challenges that we need to address across multiple levels,” comments Vladislav Tushkanov, Machine Learning Technology Research Group Manager at Kaspersky.

In order to protect users against AI-driven threats, Kaspersky suggests:

Install a trusted cybersecurity solution (https://apo-opa.co/3yU026X) that can offer protection against AI-enhanced phishing by detecting malicious pages and preventing interaction with them. Such a solution will assist in identifying and blocking fraudulent emails and websites aiming to steal personal information.
To counter the risks posed by deepfakes, it is wise to avoid trusting requests for data or money immediately, even if they seem to come from friends, family members or colleagues. Verifying the authenticity of the request through alternative communication methods is a prudent step.
Utilising an online Privacy checker (https://apo-opa.co/3AtvdGX) is essential for adjusting privacy settings to limit exposure to AI-enhanced identity theft. This approach minimises the amount of personal information accessible online, making it more challenging for threat actors to exploit personal data.

Strong bipartisan backing from the US for the reauthorisation of AGOA

South Africa’s position at the 21st African Growth and Opportunity Act (AGOA) Forum was to reset and create partnerships with an emphasis on industrialisation, building a capable state and job creation.

“As the dtic [Department of Trade, Industry and Competition] family, we regard the AGOA Forum as a crucial engagement reinforcing the strong economic ties between South Africa and the United States and our African continent,” Trade, Industry and Competition Minister Parks Tau said.

He said the mutually beneficial economic and trade partnership was highlighted by the more than 600 US businesses operating in South Africa and with over 1.3 million jobs created in sub-Saharan Africa.

The Minister was addressing the media in Cape Town on Tuesday to present some of the major outcomes that emanated from the two international engagements, AGOA and the 14th BRICS+ held in the United States and in Moscow, Russia, recently.

Parks said South Africa received strong bipartisan backing from the US Congress and colleagues in the US Administration for the reauthorisation of AGOA.

Proposals presented by the South African delegation included the extension of AGOA for stability, improved rules of origin, and adjustments to the eligibility review process to preserve regional value chains and enhance Africa’s manufacturing capabilities.

“The importance of maintaining these value chains was emphasised, with calls for AGOA enhancements to support the Africa Continental Free Trade Area (AfCFTA) integration.

“AGOA and AfCFTA should be viewed as complementary forces crucial for Africa’s economic integration rather than as separate entities.

“AGOA has significantly expanded Africa’s access to US markets, while AfCFTA aims to create a unified continental market by eliminating tariffs and fostering economic cooperation among African nations,” Parks said.

Parks said to fully leverage both frameworks, AGOA’s provisions should be enhanced to support AfCFTA’s goals.

“This includes extending AGOA to provide trade stability, improving rules of origin to streamline the integration of regional value chains, and adjusting the eligibility review process to reflect AfCFTA’s progress,” he said.

The Minister said by aligning AGOA with AfCFTA, Africa can create a more cohesive economic structure that boosts intra-African trade, enhances manufacturing capabilities and integrates regional economies into the global market and driving sustainable growth across the continent.

“I would like to commend Deputy Minister Andrew Whitfield for his exceptional facilitation during the highly contested meeting that determined the host nation for AGOA in 2025. He navigated such a challenging and contentious environment skillfully. DM Whitfield's adept handling of the situation was crucial in achieving a balanced and effective outcome.

“Equally, Deputy Minister Zuko Godlimpi represented South Africa at the pivotal BRICS+ Trade Minister’s Meeting. A key from the BRICS+ Meeting was to call for a predictable, fair and equitable trade environment consistent with WTO’s rules as crucial for advancing economic prosperity,” the Minister said.

The outcomes emanating from the BRICS+ Meeting included, among others:

- The need for coordinated multilateral action on climate change and expressed concerns about unilateral measures like the Carbon Border Adjustment Mechanism (CBAM) impacting developing countries. Furthermore, they agreed to ensure climate measures respect WTO commitments and resist discriminatory practices.

- The potential of e-commerce to enhance market access and economic growth with calls for developing international rules and standards to address challenges such as cross-border taxation and data privacy.

- The role of SEZs in driving economic growth and investment was discussed, with a commitment to sharing best practices.

Parks said both the AGOA Forum and the BRICS Trade Ministers Meeting were fundamental in advancing international trade relations and economic cooperation.

“These engagements underscore the importance of cooperative trade relations in shaping a more equitable and sustainable global economy.

“They both underscore South Africa’s commitment to pursue transparent and strategic partnerships with both our Global North and Global South partners guided by the global policy and programmatic blueprints such as the SDGs, the Paris Climate Accord, the AU’s Vision 2063, and our very own NDP,” Parks said. – SAnews.gov.za

"New system" is needed to deal with natural disasters in SA

Cooperative Governance and Traditional Affairs (CoGTA) Minister, Velenkosini Hlabisa, says South Africa is at an increased risk of natural disasters and needs a “new system” to manage these challenges more effectively.

“I wish to take this time to also convey our deepest condolences to the loved ones of those who have tragically lost their lives. We also acknowledge work undertaken to rebuild our societies and we urge all government structures to increase the speed of responding to the plight of communities,” Hlabisa said on Wednesday during his Budget Vote Speech.

He recognised the vital role played by the department following the floods and fires currently affecting communities in the Western Cape and KwaZulu-Natal.

“We have learned with heavy hearts of the passing of 14 people who died in the veld fires in KZN. Among the 14, six were firefighters, some volunteers. These brave men and women paid the ultimate price to save communities. We convey our heartfelt condolences to the loved ones of all the victims. May their souls find eternal rest.”

Hlabisa tabled the CoGTA 2024/25 budget, at R395.7 billion, with a significant portion 95.9% (R379.61 billion) to be transferred to municipalities and affiliated entities.

A total of R379.6 billion of the department’s total budget over the Medium-Term Expenditure Framework (MTEF) period will primarily cover the local government equitable share, disaster relief grant and the municipal infrastructure grant.

The Minister recognised that it was only through the department’s urgent interventions that lives and livelihoods were saved and thanked all those who are collaborating with government to assist distressed communities.

Hlabisa and his team are expected to visit the affected areas in KwaZulu-Natal to assess the situation and provide support.

In Cape Town, over 33 000 households have been affected across the metropole in both formal and informal settings following the floods, affecting some 95 000 people.

“We recognise that the challenges we face in disaster management are largely because South Africa has experienced not only an increase in the number of disasters - such as droughts, floods, COVID-19, and severe weather – but also an increase in their magnitude, severity, and impact.

“These events have occurred either simultaneously or in rapid succession, straining our resources and systems.”

However, the Minister believes that the challenges faced in disaster management are primarily due to deficiencies in regulatory legislation, which are not designed to adapt to the ever-changing risk environment.

“The systemic and structural design of our disaster management delivery, as guided by current laws, results in issues with timing and bureaucracy. Key elements of the disaster management function were assigned to municipalities through legislation, but without funding.”

He told the Members of Parliament (MPs) that this created a contradiction between the Disaster Management Act and the Municipal Systems Act (MSA) which requires sufficient funding and capacity for assigned functions.

“Consequently, municipalities lack the necessary funding and capacity.”

He admitted that government’s response has struggled with agility, efficiency, and effectiveness in risk analysis, prevention, mitigation, emergency preparedness, early warning systems, and recovery services.

He told MPs that the fire and rescue services also face significant hurdles and that in 2022, Cabinet mandated the National Disaster Management Centre (NDMC) to review and overhaul the disaster management system, including fire services.

“In response to this, we are proposing a new system for disaster management and fire services.”

This system, he said, aims to improve governance by reorganising administrative structures and financing models to better respond to growing disaster risks.

“We have since developed a new model based on best practices from New Zealand, Russia, Brazil, Mozambique, California, and Australia. The new model emphasises risk reduction and integrates disaster management into all levels of government planning, ensuring adequate funding and focus on resilience.”

He told Parliament that the NDMC undertook extensive consultations with all stakeholders through existing disaster management structures and across the three spheres of government and that inputs were received and used to refine the proposed model.

“We look forward to working with all stakeholders in the management of disasters, including rolling out training to Houses of Traditional Leadership, particularly those in disaster-prone areas, on disaster management.

“This will enable them to work closely with all spheres of government and stakeholders on the ground to assist in disasters. An implementation plan has been developed in this regard for effective implementation of this training,” he added.

This year, the department also signed a Memorandum of Collaboration with the Department of Defence that will see the Community Work Programme (CWP) participants playing a role in disaster preparedness and community development. – SAnews.gov.za

Prime Minister of India Narendra Modi and Russian President Vladimir Putin congratulated President Ramaphosa on his re-election.

“Warm congratulations, Excellency Cyril Ramaphosa on your re-election as the President of the Republic of South Africa. I look forward to working with you to further strengthen the India-South Africa strategic partnership,” said the Prime Minister of India.

On Monday, Russian President Vladimir Putin had a telephone conversation with President Ramaphosa to congratulate him on his re-election.

“The President expressed hope that Russia and South Africa would continue their joint work to further strengthen their strategic partnership across the board. Vladimir Putin also sent a congratulatory telegram to Cyril Ramaphosa,” his Office said on his official website.

Nigerian President Bola Tinubu also extended his warm congratulations to the President on his re-election.

He applauded South Africans on the peaceful and successful conduct of the General Elections.

Pandor believes BRICS has opportunity to shape a 'refreshed' global order

The world is at a crucial turning point, requiring decisive leadership and innovative ideas, and BRICS has a unique opportunity to influence a refreshed global order.

This is according to International Relations and Cooperation Minister, Dr Naledi Pandor, who spoke in Russia on Tuesday.

“The BRICS bloc is a legitimate voice of the global South regarding global governance reform. We also remain a critical player in global agenda setting for economic, political and social cooperation,” Pandor said.

The Foreign Ministers from the expanded BRICS (Brazil, Russia, India, China and South Africa) group of nations met for a two-day meeting focused on current international relations, global governance reform and conflict resolution.

The meeting, chaired by Russian Foreign Minister Sergey Lavrov, is the first since the bloc expanded in 2023 to include Egypt, Iran, the United Arab Emirates, Saudi Arabia and Ethiopia.

The Minister believes that the expansion of BRICS is evidence of the bloc’s growing importance and the critical role of cooperation in collectively promoting the shared interests and values of emerging and developing countries.

“It also signals our hunger for a body in the globe that embraces progressive ideals and seeks to alter the current nature of international relations to a more inclusive, equitable and development-oriented world.”

She told her colleagues that the “current complex divided global environment” demands that BRICS continue to advocate for multilateralism to play a critical role in fostering stability and cooperation in times of significant geopolitical uncertainty.

“Therefore, for our collective, multilateralism remains the only solution to successfully address global challenges such as poverty, inequality, underdevelopment, climate change, migration, disease, human trafficking, terrorism, and hunger, and to ensure an environment of sustainable peace and continuous development.

“I am convinced that our mutually beneficial cooperation through BRICS uplifts communities instead of increasing their vulnerability,” she added.

The Minister said it is evident that the world is currently falling short of achieving the development goals outlined in the 2030 Agenda for Sustainable Development.

This, she said, was due to increased economic risk for the most vulnerable and persistent low growth for those with the greatest need.

“We have to urgently accelerate our collective action to achieve the 2030 Agenda for Sustainable Development.”

South Africa, Pandor stressed, is committed to a successful Summit of the Future.

“We are convinced that it could support efforts that bridge the development divide and provide new solutions to tomorrow’s challenges.

“We believe the summit presents an opportunity to revitalise the multilateral system and fulfil our promises to reform the current system of global governance to make it more representative and inclusive for everyone,” Pandor said. – SAnews.gov.za

South Africa will continue to do everything within its power to preserve the existence of the Palestinian people as a group, and to end all acts of apartheid and genocide.

This is according to the International Relations and Cooperation Minister, Dr Naledi Pandor, who spoke in Russia on Tuesday.

Pandor told her colleagues that South Africa welcomes the order by the International Court of Justice (ICJ) of 24 May 2024, ordering Israel to halt military action in Rafah.

“We see the provisional measures ordered by the court thus far as a signal of a decisive victory for the international rule of law and a significant milestone in the search for justice for the Palestinian people.

“Nevertheless, the injury to International Human Rights Law, inflicted by Israel, remains significant. We, therefore, call on the Office of the Prosecutor of the International Criminal Court to also act to ensure accountability for those committing war crimes.”

The meeting, chaired by Russian Foreign Minister Sergey Lavrov, is the first since the bloc expanded in 2023 to include Egypt, Iran, the United Arab Emirates, Saudi Arabia, and Ethiopia.

Pandor reiterated South Africa’s call for a two-State solution, which is of the view that it would bring lasting peace and address the root causes of the ongoing Israel-Palestine conflict.

“A solution is long overdue, and an agreement must urgently be negotiated. The agreement must result in the establishment of an independent and viable Palestinian State, based on 1967 borders with East Jerusalem as its capital that exists side by side, in peace and security with Israel.”

She also echoed the country’s firm support for the full membership of Palestine as a member State of the United Nations (UN).

“Please allow me also to again emphasise the urgent need for BRICS to contribute to the reform of the UN Security Council. The inability of the Security Council to act and respond effectively to conflict situations such as in Gaza further supports the sentiments of this urgent call to reform.”

She called on all UN member States to support Africa’s call for the historic injustice committed against the continent to be “remedied” through an acknowledgement of the role it plays in current global affairs.

Delaying reform of the Security Council, she said, presents serious negative implications for the multilateral system, undermining the credibility of global peace and security and threatening to reverse the gains made in the past 78 years.

“Please allow me to conclude my intervention today with a sincere call to all of us to capitalise on the current opportunities for partnership in this meeting and to tackle global challenges that stand in our way towards a stronger and more empowered global South in a stable multipolar world.” – SAnews.gov.za
