SA reacts to discovery of mass graves at Nasser Hospital in Gaza

SA reacts to discovery of mass graves at Nasser Hospital in Gaza

The Department of International Relations and Cooperation (DIRCO) has reacted to the recent discovery of a mass grave containing the remains of 202 Palestinian civilians at Nasser Hospital in Gaza.

“South Africa is appalled by the recent grim discovery of a mass grave containing the remains of 202 Palestinian civilians at Nasser Hospital in Gaza," the department said in a statement.

This follows the reported discovery of mass graves at Al-Shifa Hospital on Sunday, 21 April 2024.

According to reports, Palestinian officials claim they exhumed over 200 bodies at Nasser, some with their hands tied.

“These grim findings call for immediate and comprehensive investigations to ensure justice and accountability,” the department’s statement read.

The department is of the view that Israel continues to disregard the rulings by the International Court of Justice (ICJ) and United Nations (UN) resolutions amid the unrelenting bombardment of Gaza.

South Africa approached the ICJ in March, which granted the country's urgent request for further provisional measures to prevent Israel from causing irreparable harm to the rights invoked by South Africa under the 1948 Genocide Convention in respect of the ongoing siege of Gaza.

“The court was unambiguous when it agreed with South Africa’s assertion that the situation in Gaza had deteriorated significantly since the court’s order of 26 January 2024 as a result of Israel’s failure and responsibility to comply with the court’s rulings,” the statement read.

The department said it concurs with the UN’s Special Rapporteur on the right to health, Tlaleng Mofokeng, who has aptly stated that Israel’s war in Gaza has from the start been a “war on the right to health” and has “obliterated” the Palestinian territory’s health system.

“The lack of accountability by Israel is increasingly clear,” the department added.

DIRCO further agreed with the UN’s Special Rapporteur on the situation of human rights in the Palestinian territories, Francesca Albanese.

Albanese recently highlighted that the continuation of Israel’s impunity and exceptionalism is no longer viable, especially in light of the binding UN Security Council Resolution 2728, which called for an immediate ceasefire in Gaza.

“In this respect, we call on the international community to act to bring the perpetrators to justice and ensure accountability for the victims and their families," Albanese said.

Meanwhile, the department said it noted that the evidence of mass killings of civilians points to the perpetration of war crimes and crimes against humanity.

These include murder and extermination, and genocide, as defined in Articles 6, 7 and 8 of the Rome Statute of the International Criminal Court, as well as violations of the 1949 Geneva Conventions, specifically the Fourth Geneva Convention relative to the Protection of Civilian Persons in Time of War, as well as Customary International Humanitarian Law.

The department also cited International Humanitarian Law, which prohibits attacks on civilians and non-combatants, underlining the need to protect human life during times of war.

“The International Criminal Court (ICC) has jurisdiction over the situation in Palestine. We, therefore, call on the Office of the Prosecutor of the ICC to urgently lead a thorough and impartial investigation into a matter that complies with international legal standards, to establish the facts and to bring those responsible to justice.

“It is the collective duty of the international community to ensure that atrocities of this nature are duly prosecuted in terms of the Rome Statute and the Geneva Conventions.” – SAnews.gov.za

Nzimande commends SETAs role in facilitating skills development

Nzimande commends SETAs role in facilitating skills development

Higher Education, Science and Innovation Minister, Professor Blade Nzimande, has commended the crucial role played by the Sector Education and Training Authorities (SETAs) in the country’s skills development.

“As the Department of Higher Education and Training, we are proud to state that while we provide the overall strategic and policy direction, our SETAs continue to play a crucial role in implementing and facilitating skills development within their respective sectors,” Nzimande said.

Speaking at the SETA Skills Summit currently underway in Boksburg, Gauteng, Nzimande said through their sector-specific focus and experts, SETAs contribute significantly to addressing skills gaps, skills mismatches, promoting employment and enhancing productivity within their respective industries.

“Our SETAs also play a crucial role in aligning training and development efforts with the needs of employers and the labour market, thus ensuring the development of a skilled and capable workforce that can become a catalyst for economic growth and development.

“The policy context for the work that is done by our various SETAs derives from such critical policy instruments as our country’s Master Skills Plan, the White Paper for Post School Education and Training, the National Skills Development Plan, and the National Development Plan 2030,” Nzimande said.

The Minister reiterated that the policy instruments are not only critical for enabling the country to articulate and implement a coherent human resource development plan, but it also ensures that "we embrace a skills development approach that is collaborative and sustainable, as opposed to a piecemeal and competition-driven approach”.

Held under the theme, “Together, Skilling the Nation", the two-day summit aims to provide an opportunity for the sector to reflect on its execution of the mandate of skills development.

Nzimande said the collaborative approach is important, considering the unacceptably high number of unemployed young people in the country, and the urgent challenge of people who are 'Not in any formal Education, Employment, or Training (NEET)'.

“It is estimated that more than 3.3 million young people in our country between the ages of 15-24 are not in employment, education, and training and unemployed. This is something that must concern all of us.

“It is therefore understood that a collaborative approach will ensure a coordinated and targeted approach to skills planning, funding, quality assurance, and monitoring, resulting in a skilled and competitive workforce that contributes to economic growth and social development,” Nzimande said.

The Minister also encouraged SETAs to focus on high impact areas, including infrastructure development for the provision of service delivery; significant reduction in unemployment including graduates; sustainable entrepreneurship and cooperatives which promote elf employment; and fundamental rural development.

He also urged them to focus on digitisation and the advancement of technological infrastructure and development to benefit the country, and effective and efficient shared services on information and communications technology. – SAnews.gov.za

Government urges South Africans to vote in the upcoming general elections

Government urges South Africans to vote in the upcoming general elections

Government is calling on South Africans to exercise their right to vote in the National and Provincial Elections on Wednesday, 29 May 2024. This year, millions of South Africans will once again have the opportunity to cast their votes in the seventh democratic elections, which mark 30 years after the first democratic elections in 1994.

In a recent interview with SAnews, the Acting Director-General (ADG) of the Government Communication and Information System, Nomonde Mnukwa, encouraged all eligible South Africans to cast their votes in the upcoming general elections.

“Citizens must vote not only in the upcoming general elections but also in all future elections. It is a right that South Africa achieved under extremely difficult and trying circumstances,” she said.

Section 19(3) of the Bill of Rights, as enshrined in the Constitution of the Republic of South Africa of 1996, states that “every adult citizen has the right to vote in elections for any legislative body established in terms of the Constitution and do so in secret”.

This year, South Africa also commemorates the 28th anniversary of the enactment of the Constitution as the supreme law of the country.

Mnukwa pointed out that “the rights of South Africans are protected under the constitutional democracy which promotes inclusivity, equality, non-racialism, non-sexism, national unity, social cohesion, justice and diversity.”

“The majority of South Africans were denied the right to vote during the apartheid era. Many people fought for our freedom and democracy. Some people died while others were imprisoned,” the ADG stated.

“As South Africans, we must not take our democracy for granted because it did not come naturally. It came from the shedding of blood and tears.”

Youth and democracy

According to her, the majority of young people who were born after democracy did not experience the hardships of apartheid, and she believes it is important that they understand what democracy is all about.

“If the youth take their generation’s role as future leaders seriously, they must vote in large numbers. Youth, as future leaders, must vote to preserve and strengthen our democracy.”

The ADG said when people vote in large numbers, the country’s democracy grows because citizens decide who should be in power. “As voters we also have the power to determine who should represent us. Elections are part of the formal democratic processes that allow citizens’ voices to be heard,” she said.

She expressed concern that if a considerable number of people do not vote in large numbers during the elections, democracy in this country may collapse.

“Democracy is one thing that keeps South Africa together. We want to strengthen it as much as possible so that we can build a better country and a prosperous future,” Mnukwa said.

Voters’ roll

Meanwhile, the Electoral Commission of South Africa (IEC) has reported that over 27.79 million voters are eligible to cast their votes in the upcoming general elections, the highest number since the dawn of democracy in South Africa.

“Since the voters’ roll was compiled for the first time ahead of the 1999 National and Provincial Elections, it has shown steady growth of over 35% and contains the highest number of registered voters, recording an increase of 9.6 million voters since the 1999 general elections,” the IEC said in a statement.

It stated that the highlight of the certified voters’ roll is the increase in the rate of representation by persons aged 18 to 39, who account for 42% or 11.7 million voters on the voters’ roll.

The long-standing trend of there being more females on the voters’ roll continues. Of the 27.79 million voters, 15 million are females.

“The introduction of the online self-service voter registration modality has contributed to the increased rate of registration by younger voters in the country as well as by citizens who are resident outside of the Republic,” the IEC stated. – SAnews.gov.za

Pandor reiterates stance on Israel

Pandor reiterates stance on Israel

International Relations and Cooperation Minister, Dr Naledi Pandor, says South Africa cannot have "normal relations" with Israel, as long as it is committing war crimes and genocide against Palestinians, removing them from their land, and is unwilling to negotiate a viable peace plan without preconditions.

“South Africa cannot be a party to Israel’s actions that would see the promise of Palestinian Statehood reduced to balkanised entities, devoid of true sovereignty, without territorial contiguity and with no economic viability,” Pandor said on Monday while delivering a lecture at the Rio Branco Institute in Brasilia, Brazil.

The South African government, according to Pandor, has consistently expressed its concern at the plight of Palestinian civilians in the Gaza Strip, especially in light of the acts meeting the threshold of genocide.

READ | SA welcomes resolution on human rights situation in occupied Palestinian territory

Pandor said the “question of Palestine”, as it is known in the United Nations (UN), is the longest unresolved human rights challenge on the UN’s agenda.

“It is primarily a question about the right to self-determination of the Palestinian people. This is a right that, according to international law, gives Palestinians the right to resist the illegal occupation of their land.”

She said South Africa concurs with UN Secretary-General Antonio Guterres’s remarks that opposition to a two-State solution was “unacceptable".

The Minister believes that the Palestinian people are part of an existing sovereign State and have a claim to their independent sovereignty based on their right to self-determination.

“The fact of colonisation creates this right – they have been conquered and subjected to the jurisdiction of a foreign State without their consent and are living under occupation by a foreign and oppressive occupier.

"This is the form of self-determination that is most widely accepted and which most clearly provides the right to one’s independent State,” she explained.

Pandor said it was now more than 74 years since the UN General Assembly approved Resolution 181 (II) recognising the partitioning of Palestine and proposed establishing two independent States, which were supposed to coexist in peace and harmony.

“Despite the length of time and efforts brought to bear, the establishment of a sovereign Palestinian State is yet to become a reality.

“The most serious violation of human rights has involved the denial of the Palestinian people’s right to self-determination. This is a right enshrined in the UN Charter,” she stressed.

Pandor raised concerns about the political solution, which is "not yet in sight".

“The relentless military operations by Israel and its genocidal acts have aggravated the humanitarian situation in Gaza.

“The extreme nature of the crisis in Gaza must not eclipse the fact that the West Bank and East Jerusalem are in turmoil. Since the 1993 Oslo Accords, the number of illegal Israeli settlers occupying Palestinian land has increased from 269 200 at that time to 700 000 today.”

Meanwhile, the number of Palestinians held in Israeli jails has almost doubled to over 7 000, including 200 women and children as young as 12 years old.

According to the Minister, the conflict has seen the killing of over 33 000 Palestinians since October 2023.

The ongoing bombardment of Gaza by Israel has resulted in more civilian casualties, almost half of which are children, the Minister told her audience.

She also raised an alarm about the threat of famine, which is imminent with disastrous consequences.

“Those engaged in active warfare must be reminded that the targeting of civilians, humanitarian workers, journalists and UN personnel, destruction of houses and other civilian infrastructure is illegal under international law.”

Pandor is of the view that South Africa made a compelling case before the International Court of Justice (ICJ).

In January this year, the ICJ ruled that Israel’s actions in Gaza are plausibly genocidal and indicated provisional measures on that basis.

She also took a swipe at the veto power wielded by individual States, which she said she believes cannot be permitted to thwart international justice in light of the ever-worsening situation in Gaza.

South Africa, Pandor said, is gravely concerned about the unprecedented imminent military offensive against Rafah, which she said would result in further large-scale killing, harm and destruction.

“South Africa reiterates its call for an immediate and unconditional ceasefire and remains committed to seeing an end to the occupation of Palestine and calls for concrete action concerning ending the Apartheid system in Israel and Palestine.” – SAnews.gov.za

Greater Evaton water safe for consumption, says Rand Water

Rand Water has assured residents that the contamination which affected the quality of drinking water in the Greater Evaton area has been resolved and tap water is now safe for consumption.

The water contamination affected the quality of drinking water in Palm Springs, Zone 7 Sebokeng, Beverly Hills, Sonder Water, Graceland, Lakeside Zone 3, Zone 6, Small Farms, and Evaton North and West in Emfuleni Local Municipality.

In a joint statement, Rand Water and the Emfuleni Local Municipality said an investigation into the water contamination was launched following complaints from the communities on 28 and 30 March 2024, respectively.

The team was led by experts from the municipality and Rand Water and included engineers, scientists and operational specialists who focused their investigation on identifying the root cause of the contamination.

The investigation revealed that the contamination was due to leaking sewerage pipes which seeped into the drinking water pipes.

“Both the sewerage and drinking water pipes were replaced, and the drinking water pipes were disinfected to remove all traces of the contamination. Once the water pipes were flushed, drinking water in the affected areas was taken for testing and analysis at Rand Water ISO 17025 accredited laboratory.

“On 17 April 2024, the scientists at Rand Water laboratory achieved the third consecutive microbiological results confirming the preliminary results which revealed that the water quality has been restored to the acceptable South African National Standard (SANS) 241 standards for drinking water,” Rand Water said.

SANS 241 is a drinking water specification that states the minimum requirements for potable water to be considered safe for human consumption.

Rand Water noted that during the process of fixing pipes and water testing, roaming water tankers were distributed to ensure that affected communities have access to clean water.

These water tanker services will be withdrawn from areas in Greater Evaton.

“Rand Water as the bulk water services provider and the ELM as the Water Services Authority wish to assure communities that both institutions continue to be committed to providing quality drinking water that complies with all the requirements of SANS 241 standards,” the entity said.

Arrest suspects commended

Meanwhile, Rand Water has commended the arrest of suspects in connection with the murder of Rand Water Executive, Teboho Joala and his personal protector, Sifiso Shange during a back-to-school event held at Zakariyya Park on 29 January 2024.

The three suspects were arrested last week and appeared at the Lenasia Magistrate's Court in Johannesburg on Monday.

The accused are facing two counts of premeditated murder and three counts of attempted murder charges.

The case was postponed to 29 April 2024 for bail application.

“Rand Water commends the swift action taken by the South African Police Service in investigating the matter and welcomes the arrest of individuals suspected of this brutal act which resulted with the loss of lives of our executive and his personal protector.

“Rand Water is still mourning the loss of Teboho Joala and Sifiso Shange and will continue to observe the proceedings and developments in this case, hoping that the perpetrators will be prosecuted successfully,” the entity said. – SAnews.gov.za

Worker share ownership schemes important to economic transformation

Worker share ownership schemes important to economic transformation

President Cyril Ramaphosa says giving workers a seat at the table where strategic corporate decisions are made fosters good morale and innovation and also builds a resilient economy.

The President said this when he delivered the keynote address at the inaugural Worker Share Ownership Conference held in Johannesburg on Tuesday.

The conference serves as a platform for advocacy for Employee Share Ownership Plans in private companies.

“This conference is an opportunity for meaningful dialogue among a diverse array of participants, including trustees, CEOs, labour and business representatives, and company chairs. It is an opportunity to develop a model of worker ownership that can serve the needs of our economy.

“When workers participate as owners, the workers also develop a deeper understanding of the challenges and opportunities that face their own companies, enabling more fruitful partnerships to unlock opportunities for growth, investment and job creation.

“This is a paradigm shift, which aims to empower workers not only as wage earners but also as partners, as stakeholders with ownership in capital,” he said.

President Ramaphosa added that beyond social justice “worker ownership initiatives make sound business and economic sense”.

“They are key to building a more resilient economy whose benefits flow equitably through society. Worker share ownership initiatives boost morale and productivity.

“Workers who feel valued and respected by their employers are more likely to contribute ideas for improving processes, products and services. It is human nature that one is more inclined to contribute one’s best efforts when one has a vested interest in the success of that particular venture,” he said.

Economic transformation

The President emphasised that government has done much to improve transformation of the economy following devastating apartheid legislation which deliberately excluded black South Africans from “participating meaningfully in the economy of their own country”.

The democratic government has done this through enacting laws in competition to bolster small and medium-sized enterprises, introducing labour legislation to ensure decent working conditions and the promulgation of the Broad-Based Black Economic Empowerment (BBBEE) Act.

“Yet, despite the measures of successive democratic administrations that we have introduced to transform patterns of ownership in the economy, we still have much more to do.

“This is therefore a good time to collectively assess the impact of the enabling legislative environment to examine the learnings over the past two decades. A vital measure of economic empowerment is the extent to which ownership and control of the economy is broadened, particularly among black and women South Africans.

“Worker [share] ownership schemes are valuable instruments to broaden ownership and, with time, to enable greater control of the economy. Also known as Employee Share Ownership Programmes, these schemes are underpinned…by the [BBBEE] Act, together with the Competition Act, the Companies Act and the various number of others,” he said.

Shared commitment

The President highlighted that government plays an important role in providing guidance on the design and implementation of these programmes through the Department of Trade, Industry and Competition and also provides catalytic funding through the Industrial Development Corporation, the National Empowerment Fund and others.

He added, however, that a shared “commitment to economic transformation” is imperative.

“It is vital that we harness the spirit of partnership as we chart the course for the future of these programmes and for an even better, more sustainable worker shareholder regime.

“By championing worker ownership, we are building a future where every employee has a stake in the success of their company. Together, we are paving the way for a more equitable and prosperous society in which no-one is left behind,” President Ramaphosa said. – SAnews.gov.za

PRASA’s efforts to ensure trains run on time

Location: News

PRASA’s efforts to ensure trains run on time

The Passenger Rail Agency of South Africa's ongoing efforts to re-signal its network in phases will go a long way to improving efficiency and making sure that commuter trains are reliable and punctual.

PRASA embarked on a journey to upgrade its near obsolete and outdated signalling system.

“When PRASA suffered massive theft and vandalism of the rail infrastructure, the newly installed state-of-the-art electronic interlocking and signaling equipment was not left unscathed. In rebuilding the rail infrastructure, PRASA is re-installing the stolen and vandalized signaling equipment. Through a project that would take seven years to complete, PRASA is re-signaling the network in phases. Nationally, PRASA has re-signalled six of the lines recovered,” Transport Minister Sindisiwe Chikunga said on Tuesday in Cape Town.

The Minister made these remarks during the launch of the train production of 200 modern high-tech Electric Multiple Units (EMUs), which are manufactured locally in Gauteng.

The launch marked significant progress towards PRASA's overarching goal of producing 600 X’Trapolis Mega Trains.

“PRASA is installing a state-of-the-art signaling system, including PRASA train control systems in line with the European Rail Traffic Management System. This will ensure that PRASA runs trains more efficiently, improving service frequency and enhancing the safe passage of trains on the rail network.

“PRASA has re-signaled 24 of the 39 stations from Cape Town to Simonstown. This means the train speed has been increased from 30km/hr to 75km/hr and commuters getting to their destination much faster. When there was no signaling on the line, trains were running every 90 minutes and the trip to Cape Town station was one hour and ten minutes. PRASA has reduced the journey time to 45 minutes and trains run every 20 minutes,” Chikunga said.

In real terms, this means that PRASA has now increased the number of trains it runs during peak from three to nine trains.

“No more will a commuter who missed a train, have to wait for one-hour and ten minutes to catch the next train, because another train will be available within 20 minutes. We are improving efficiency and making sure that PRASA delivers a reliable and punctual commuter rail service that commuters can depend on, improve on-time performance and minimize disruptions,” the Minister said.

The six re-signalled in the country include, Mabopane – Pretoria; Saulsville – Pretoria; Pretoria – De Wildt; Cape Town – Simonstown; Mutual – Langa and Umlazi – Reunion.

“Work is underway to upgrade signaling in KwaZulu Natal. The installed signaling nationally is the latest state of the art compatible with automatic train protection (ATP) systems, GSM-R/FRMCS Digital Radio Network Communication.

“The organization is also working on installing its own PRASA Train Control System (PTCS) for the KwaZulu-Natal Region. This system will bring the operations of the Region in line with the modern urban railways around the World,” the Minister said.

This morning Chikunga was accompanied by the PRASA Board of Control and Management during a train ride on the Southern Line in the Western Cape from Fish Hoek to Cape Town Station.

“PRASA is making significant strides in restoring passenger rail services. To date, 31 of the 40 lines it operates in have been partially recovered. The region has 14 lines across five municipalities, not just in the City of Cape Town. To date, PRASA has partially recovered 12 of the 14 lines.

“Of the 39 stations on the corridor, only 13 stations were operational. To date, all the 39 stations are operational, with a full train service. To date, PRASA has transported over 13 million commuters, with more than half (57%) transported on the Southern Line.

“Progress is being made to recover the Central Line from Phillippi to Nolungile and trains are expected to run by the May this year, adding to the services already running from Cape Town to Nyanga on the Central Line. At that time, trains will be running from Cape Town to Nyanga and all the way to Nolungile,” the Minister said. – SAnews.gov.za

PRASA reaches milestone with production of 200 trains

Location: News

PRASA reaches milestone with production of 200 trains

The Passenger Rail Agency of South Africa (PRASA) has achieved a significant train production milestone with the 200 modern high-tech Electric Multiple Units (EMUs) manufactured in Gauteng.

“The first train set hit our railway tracks in February 2017. Today, we celebrate this progress made towards the overarching goal of 600 trains. With these new trains, we are contributing towards the reduction of carbon emissions and the promotion of sustainable transportation alternatives,” Minister of Transport Sindisiwe Chikunga said on Tuesday in Cape Town.

These efforts are part of PRASA’s Rolling Stock Fleet Renewal Programme which will, among other things, see the manufacturing of new trains. The programme is expected to create approximately 1 500 direct and 8000 indirect jobs over the 10-year period.

“As part of the first phase of the programme, 1 631 direct jobs have been created during the construction phase of the R1 billion factory, and Gibela has now employed over 1 198 full time employees.

“As this government we understand the need to create jobs that will benefit local communities. The workforce comes from local communities such as Duduza, Vosloorus, Katlehong, Kwa-Thema, Tsakane and Alfra-Park have benefitted from this project,” the Minister said.

In addition to the construction jobs, Gibela has employed a total of 1 205 people for both manufacturing and maintenance activities, 37% of those 1 205 come from immediate communities.

“Skills development and knowledge transfer is key for this government. About 20 000 training programmes have been established to enable the transfer of skills and development of employees from top management to unskilled employees.

“In 2019 Gibela Rail in partnership with Small Enterprise Development Agency and City of Ekurhuleni established a multi-sector business incubator, the doors opened in 2020 in the Kwa-Thema Township,” she said.

To date there are 140 Small Medium and Micro Enterprises (SMMEs) that were trained, mentored and coached. A total of 193 SMMEs also accessed Business Development Support.

“Gibela provides bursaries for universities and Technical and Vocational Education and Training (TVET) colleges, internships, learnerships, apprenticeships, a railway introduction course and other relevant programmes.

“Through these interventions, we are helping to nurture the next generation of skilled and capable individuals who will not only improve their own futures, but also the futures of their families, communities, and our larger society.

“Since the inception of the programme, we have contracted 1 665 bursars and spent over R127 million towards their studies,” Chikunga said.

Not only is government revitalising the railway and manufacturing industry through skills development that will reignite the industry at large, PRASA is also changing the lives of the previously disadvantaged people and the livelihoods of communities.

“Our young people are now trained as artisans, engineering technicians, technologists and designers, just to name a few. The investment made includes R135 million invested in Enterprise and Supplier Development initiatives, developing SMMEs.

“A total of R743 million has been invested in skills development to support inclusion in the rail sector. Over this 10-year period, Gibela has committed to train and develop 19 500 individuals in various skills such as engineers, artisans, technicians, and technologists.

“These were the contractual obligations that Gibela had to undertake as part of this 10-year project,” the Minister said. – SAnews.gov.za

Dignity for those in need: Gauteng launches mobile shower facilities for homeless people

The Gauteng Department of Social Development, Agriculture, Rural Development and Environment has unveiled mobile shower services for homeless people in the province.

MEC Mbali Hlophe said the services are aimed at restoring dignity for people who find themselves homeless in the province.

“It’s about giving them warm food and a shower. It’s also about ensuring that our social workers have access to them and they are able to direct them to the broader services that we have. That’s about family reunification, which is really an ideal one because we want to make sure that we are able to unify families.

“But where we can’t, we are able to place them within our shelters where they are provided with skills to make sure that they are able to take care of themselves and to be sustainably out of the streets,” Hlophe said.

According to the department, the mobile shower service is in line with “Pillar 1 of the Gauteng City Region Strategy on Street Adult Homelessness, which is advocacy, awareness, and prevention of crisis and early intervention”.

“The service, which will go out to locations daily, will provide access to bathrooms, ablution facilities, laundry services and linking the homeless with other services such as access to shelters and social work interventions,” the department said in a statement.

The mobile wash services will go to areas where homeless people can be found.

“The wash trailer and office will be towed by a vehicle to the identified homeless hot spots. The proposed locations for the service are parks, open areas, under bridges, and on streets where the homeless community sometimes reside.

“The mobile services have separated showers and ablution facilities and an office. The wash trailer, which is 6m long, with an estimated weight of 2 800 kilograms, has three showers and three toilets, and the estimated office weight is 1 800kg,” the department said.

According to the department, the launch is “an expansion to an already existing package of assistance to the homeless” in the province.

This includes homeless shelters in regions; provision of daily meals for the homeless; social work services; link to skills development; substance abuse rehabilitation, and family reunification.

New lease on life

At shelters, homeless people are afforded an opportunity to learn skills, including basic computer skills, construction skills, including brick laying and agricultural skills.

A resident at a homeless shelter, Michael Rasebokoa, said the opportunities he gained at the shelter have given him the restart he needed.

Rasebokoa holds a Business Administration qualification but found himself homeless when he lost the job he had.

However, through a non-profit organisation at the shelter, he was linked to a new job opportunity.

“I am grateful for the opportunities that the Gauteng Department of Social Development has afforded me.

“The NPOs that are funded by the department has made it possible for me to secure a job. I am currently working as a Financial Advisor in Sandton,” Rasebokoa said. – SAnews.gov.za

Celebrate 30 years of Freedom!

Cabinet has called on South Africans to participate in the celebrations and commemoration of South Africa’s 30 years of freedom.

Some 30 years ago, South Africa moved from the repressive and segregation based policy of apartheid into a new democratic dispensation – ushering in freedom for millions of South Africans, who were previously oppressed and disadvantaged because of the colour of their skin.

“Cabinet calls on all South Africans and sectors of society to participate in celebrating 30 Years of Freedom and Democracy. South Africans can participate by telling their stories on what it was like to have lived in apartheid South Africa and help us to build on the achievements we have made so far,” a Cabinet statement read on Monday.

Cabinet reflected on the work that has been done to bring a better life for all South Africans, even as challenges persist.

“We have worked since 1994 to build a society based on unity and togetherness, and while many challenges still remain, conditions have fundamentally improved with each passing day. The great strides we have made since 1994 are reflected in Census 2022 and the 30 Year Review.

“Both paint a picture of a society on the move and which reflects improvements across most indicators. The findings of the Census and the 30 Year Review conclusively demonstrate that our development is not by chance, but rather by design from government programmes since 1994,” the statement said.

Earlier this month, government officially launched the commemoration of 30 Years of Freedom and Democracy, held under the theme: “30 years of Democracy, Partnership and Growth”.

The launch – which has held at Freedom Park Heritage Site – included the unveiling of the official 30 Years of Freedom logo which cabinet called a “symbol that will unify us as we celebrate this significant milestone in the history of our country”.

“The launch marked the official commencement of the year-long activities to celebrate the remarkable progress we have made since 1994 in establishing a democratic society based on the Constitution of the Republic of South Africa of 1996 and the Bill of Rights.

“This momentous occasion is also an opportunity to reflect on the challenges that remain and find ways to overcome them and move our country forward,” the Cabinet statement said. – SAnews.gov.za

CoGTA to launch programme to improve employability and entrepreneurship skills

Cooperative Governance and Traditional Affairs (CoGTA) Deputy Minister, Parks Tau, will launch the reimagined Community Work Programme (CWP), which is focused on forging smart partnerships for greater impact.

The programme is scheduled to be launched on 26 April 2024 in West Rand District Municipality, Gauteng, and on 30 April 2024 in Nelson Mandela Bay Metropolitan Municipality, Eastern Cape.

The theme will focus on mobilising public and private sector smart partnerships for an impactful CWP toward artisan and enterprise development.

The CWP, a branch within the Department of Cooperative Governance, has been strategically redesigned to ensure collaborative partnerships between government, businesses, and civil society, ensuring tangible outcomes and visible results.

“With a renewed emphasis on skills development, particularly in technical and artisanal fields, the reimagined CWP aims to enhance employability and foster entrepreneurship, with a special focus on youth, women, and persons with disabilities,” the department explained.

Aligned with the principle of the District Development Model (DDM), as well as the Thought Leadership Dialogue recently led by Deputy President Paul Mashatile, the smart partnerships initiative recognises the necessity of a collective effort from both public and private sectors to address socio-economic challenges and deliver efficient services to citizens.

Cabinet welcomes UNHRC resolution on Israel

Cabinet has described a resolution taken by the United Nations Human Rights Council calling for Israel to be held accountable for possible war crimes and crimes against humanity committed in Gaza as “historic”.

The council also voted on other resolutions calling for an immediate ceasefire in Gaza and demanding that Israel “immediately lift its blockade on the Gaza Strip and all other forms of collective punishment” on the people of Gaza.

Conflict between Israel and Hamas has escalated since Hamas launched an attack on that country in October last year which killed at least 1200 people.

Some 32 000 people have died in Palestine as a result of Israel’s ongoing retaliation.

“Cabinet welcomes the UN Human Rights Council resolution calling for Israel to be held accountable for possible war crimes and crimes against humanity committed in Gaza. The resolution further called upon all States to cease the sale, transfer and diversion of arms, munitions and other military equipment to Israel.

“The adoption of this resolution is historic as it is the very first time that the Human Rights Council has taken action on the unprecedented human tragedy taking place in Gaza, where at least 32 975 Palestinians have been killed, including more than 14 500 children, since Israel launched its onslaught over 180 days ago,” Cabinet said in a statement on Monday. – SAnews.gov.za

Major improvements in Road Accident Fund turnaround strategy

Major improvements in Road Accident Fund turnaround strategy

Cabinet says it has noted the Road Accident Fund (RAF) turnaround strategy which has resulted in major improvements in the settlements of claims within 120 days and reduced legal costs by 75 percent.

The strategy has also seen a reduction of medical costs from R3.6 billion in the 2019/20 financial year to R2.1 billion in the 2023/24 financial year.

Cabinet, in a statement on Monday, said it had received a briefing on the implementation of the turnaround strategy for the RAF, aimed at simplifying the funds system, while also improving the administration of benefits and payouts to accident victims.

Cabinet noted that a key intervention has been the launch of the RAF contact centre which provides a platform for RAF claimants to have access to their claims information without having to solely rely on their legal representatives.

The platform also allows claimants the opportunity to verify the payments made by RAF to their legal representatives.

“The interventions also led to cumulative legal costs savings of over R23 billion in the three years of implementing the strategy. Moreover, the strategy interventions resulted in the reduction of claims paid to claimants/ short term liability to R9.3 billion for the period ending 31 March 2023,” Cabinet said in a statement.

Cabinet was also updated on legislative amendments to the current RAF Act, which are at an advanced stage.

“The RAF Amendment Bill will be considered by the 7th administration of government. The bill is aimed at refining the benefits and the payment of certain products in annuities and making it equitable,” Cabinet said. – SAnews.gov.za

South Africa will support efforts to rebuild and consolidate democracy in Africa

South Africa will support efforts to rebuild and consolidate democracy in Africa

President Cyril Ramaphosa says South Africa is proud of its ongoing support for the efforts of fellow African countries to emerge from conflict to rebuild and consolidate democracy.

The President returned from a working visit to South Sudan last week.

READ | SA supports efforts for consolidating peace in South Sudan

The northeast African country has emerged from the ravages of civil war to become one of the world’s newest independent nations – a feat that President Ramaphosa said is much akin to South Africa’s own journey.

“Much like our own experience as South Africa, the people of South Sudan were faced with the task of constructing a new nation in the midst of conflict and social divisions, all the while contending with a legacy of racial discrimination and oppression.

“The South Sudanese set out to do so in the face of the most extraordinary, challenges. The incoming government of the newly independent country of South Sudan had to build an economy and institutional capacity from the ashes of their sad past,” he said.

WATCH |

The President recalled that when internal conflict broke out in South Sudan, South Africa joined the ranks for peace efforts.

These efforts, in part, resulted in the 2018 signing of the Revitalised Agreement on the Resolution of the Conflict in the Republic of South Sudan, which still holds to date.

“It is admirable that the permanent ceasefire continues to hold and that the parties to the agreement have honoured their commitment to end armed conflict and engender national security by seeking to form a united national defence force through the cantonment and training of former combatants.

“This political and legal framework that is being implemented outlines the aspirations of the people of South Sudan to bring a permanent end to armed conflict, consolidate democracy and determine their collective destiny. Included in the agreement are commitments to adopt a permanent constitution and create unified security services,” President Ramaphosa said.

Upcoming elections

President Ramaphosa emphasised that South Sudan now stands at a “crucial point in its journey towards consolidating democracy” with elections expected to be held this year in that country.

“Parties are hard at work to ensure that the necessary preconditions are in place for the holding of elections that are free, fair and credible,” he said.

The President explained that during the working visit to South Sudan, he met with President Salva Kiir Mayardit, First Vice-President Riek Machar and other South Sudanese political leaders.

“I also met with representatives of the African Union (AU), monitoring bodies and international development organisations. I was glad to see the progress that has been made in the run-up to the elections, including the establishment of a national elections commission and the registration of political parties.

“What is pleasing is that the South Sudanese are working together to address the outstanding issues on the agreed Roadmap as the country advances towards elections. This proves that the adage, 'African solutions for African problems', is truly at work in South Sudan. The best we can all do is to encourage and support the process,” he said.

The President insisted that the African continent and the international community “owe it to a people, who have suffered so much and for so long, to support South Sudan’s journey towards becoming a fully-fledged democracy”.

“Thirty years since we attained our freedom, we are proud of our ongoing support for the efforts of fellow African countries to emerge from conflict to rebuild and consolidate democracy.

“Despite the ravages of a bitter war, South Sudan was remarkably able to emerge and join the community of nations.

“With the ongoing political and material support of the international community, the United Nations, the AU and other countries supporting the peace process, stability, prosperity and a sustainable peace in South Sudan are well within reach,” President Ramaphosa said.

Energy Action Plan, Eskom Generation Operational Recovery bearing fruit

Location: News

Energy Action Plan, Eskom Generation Operational Recovery bearing fruit

Eskom’s performance over the past three weeks – which has seen no load shedding being implemented – is a result of concerted and deliberate plans by the power utility and government to deal with load shedding.

This according to Minister in the Presidency for Electricity, Dr Kgosientsho Ramokgopa, who was briefing the media on the implementation of the Energy Action Plan on Monday.

“The kind of progress that we are seeing today is largely as a result of the exceptional work that has been done by the team at Eskom. We are turning the corner and making significant strides to ensure that finally we get to see the back of load shedding. Of course we are not yet out of the woods.

“There’s been significant recovery as a result of the execution of the Generation Operational Recovery Plan…[and] as a result of, first, at the national level, the Energy Action Plan,” he said.

Ramokgopa added that there have been “phenomenal improvements in relation to the unplanned capacity loss factor” during the past week.

“We are beginning to see the kind of improvement that we are desiring. The period of March, the Unplanned Capacity Loss Factor [UCLF] – the rate at which we are losing these units, the rate at which these units are not efficient – is coming down.

“The baseline of May [2023], we were sitting at about 18 000MW, we are bringing it down. The average of the week from the 8 to 12 April [2024], we were sitting at about 13 900MW. The week after, again at 14 000MW. Today, we are still at about 13 000MW. We want to maintain that…even bring it sub-13 000MW but it’s a function of a steady, orchestrated and deliberate effort on the part of Eskom,” he said.

The Minister emphasised that although the improvements are commendable, focus is still firmly on the work that still needs to be done.

“We are keeping focus on the bouncing ball, the resolution of load shedding. I must emphasise that in the nature of this space, you are likely to have setbacks. We are still working on the reliability of these machines and that’s why you can’t speak with great confidence that load shedding is behind us.

“We are making the kind of progress that, in many instances, far exceeds where we thought we will be, but we are not yet where we want to be,” he said.

Renewable energy

Minister Ramokgopa highlighted that the Energy Action Plan is also beginning to bear fruit which is exemplified in the contribution of renewable energy projects.

“We are seeing exceptional performance of renewables. As a result of the reforms that the state has introduced...the contribution of renewables is on the back of state incentives. It's part of that orchestrated plan. If you go to the Energy Action Plan, outcome number four stated explicitly that part of this Energy Action Plan is to ensure that we accelerate the rollout of roof top solar solutions for both households and industries.

“When we are out of this load shedding situation, we will still encourage people to rollout rooftop solar solutions because we want to reduce our reliance on fossil fuels and we want to ensure that households, small and large industries contribute to this green transition we have committed to,” he said.

Prospective view

The Minister said the prospects in the immediate future look bright with several generating units coming back online over the next coming months.

“We are on track to recover Unit 4 of Medupi [Power Station] and that will be coming on stream in September of this year. We are on track to ensure that we return – as part of the extension of the life of our only nuclear power station – Koeberg Unit 2…we are confident that we will return it in September 2024. We are confident of synchronising Kusile [Power Station] Unit 6 in October of this year.

“In the next six months, we are going to get an additional 2580MW just on the Eskom fleet. We will continue to ensure that we sustain these efforts of improved performance,” Ramokgopa said. – SAnews.gov.za

Minister welcomes sentencing of Home Affairs employee for fraud

Minister of Home Affairs, Dr Aaron Motsoaledi, has welcomed the sentencing of a Home Affairs employee for issuing birth certificates to foreigners for cash.

According to the department, Amos Ngwenyama was sentenced to eight and six years imprisonment on two counts of fraud and corruption at the Giyani Commercial Court in Limpopo, on Friday. The sentences will run concurrently.

Ngwenyama was based at the Home Affairs office in Malamulele.
