MEC Chiloane concerned as 25 learners in Bronkhorstspruit fall ill after consuming snacks

Gauteng MEC for Education, Sport, Arts, Culture and Recreation, Matome Chiloane, has expressed serious concern over a foodborne illness that broke out this morning at Mshuluzane Mayisela Primary School in Zithobeni, Bronkhorstspruit.

According to the department, about 25 learners fell ill after allegedly consuming snacks purchased from street vendors outside the school.

“The incident was reported in the morning when learners began showing symptoms of body itching and stomach pains, approximately 30 minutes after consuming the said snacks.

“Emergency services responded swiftly to the call. A total of 25 learners were transported to medical facilities for treatment. Of these, eight learners were taken to Kungwini Clinic and 17 to Zithobeni Clinic, all by Gauteng Provincial Government (GPG) ambulances,” the department said.

The department said that out of the 25 learners who were affected by the food poisoning incident, 22 have since been discharged after receiving treatment.

“Two learners were taken to private medical facilities by their parents, and one learner remains at Zithobeni Clinic, where they are still under medical observation. The condition of the remaining learner is being closely monitored,” the department said.

Law enforcement and health authorities are conducting an investigation into the incident to determine the safety of the products being sold by the street vendors and to prevent future occurrences.

Chiloane emphasised the importance of ensuring that learners only consume safe food.

“We urge parents, guardians, and schools to be vigilant. Our priority is the health and safety of our children, and we wish the affected learners a full and speedy recovery,” he said. – SAnews.gov.za

Public warned against swimming in water canals

Location: News

Public warned against swimming in water canals

The Department of Water and Sanitation and the Vaalharts Water User Association (WUA) have warned communities living near water canals against swimming or conducting any recreational activities in these bodies of water, as this poses a high risk of drowning.

This follows the drowning of a 13-year-old boy from Bonita Park, an informal settlement located along the Vaalharts Main Canal, in the small town of Hartswater within the Phokwane Local Municipality in the Northern Cape on Tuesday.

It is reported that the 13-year-old child disappeared under water while swimming in the canal around 4pm.

The department said the South African Police Service (SAPS) divers are on site since the incident, in an effort to retrieve the body.

The department and the Vaalharts WUA, which manages the canal, has also been engaging with the local municipality, including the parents of the child and community members, as police work around the clock to retrieve the body.

“The Vaalharts WUA have also opened all head sluices in its weirs along the canal to prevent the child from getting stuck. The canal is running at full capacity, as the WUA had undertaken maintenance over the past weekend on dams in the Taung area,” the department said.

According to the department, the water is currently running at 1.3 metres per second in speed, and volume can go up to 100 000 cubic metres per hour.

“This means the water levels cannot be dropped at this time to ensure that dams with low levels recover, and the municipalities and irrigators continue to have access to water. As soon as it is possible to lower the water without the risk of putting lives in danger due to no access to water, it will be effected,” the department explained.

The Vaalharts Main Canal stretches about 140 kilometres from the Vaal River at Warrenton in the Northern Cape, passing through the towns of Jan Kempdorp, Hartswater, Magogong, Taung and ends at the Pudimoe Water Treatment Works in Pudimoe, which ultimately treats and transfers potable water to Vryburg in the North West.

The canal is part of the Vaalharts Water Scheme, which has about 1 200 kilometres of canals managed by the WUA, of which the Vaalharts Main Canal is the longest and largest.

The department said drowning incidents are likely around canals and other water bodies during the summer season when temperatures are high and members of the community seek to cool off.

The department appealed to community members to desist from swimming or fishing in canals as it is dangerous.

“We urge parents and communities to keep children away from running water, as it poses endangerment to their lives.”

The department added that ‘No Swimming’ signs have been placed along the canal to caution the public on the dangers of swimming in canals, and regularly conduct public education and community awareness campaigns on dam and canal safety.

Awareness campaigns are also conducted for school kids, teachers and parents, as well as interactions with the municipality.

“The WUA also provides training to volunteers in communities around such infrastructure to be lifesavers and provide them with the necessary life saving equipment to enable them to assist members of the community, who find themselves in life threatening situations around water bodies,” the department said.

Meanwhile, Water and Sanitation Deputy Minister, Sello Seithlolo, is expected to visit the area on Saturday to assess the situation. – SAnews.gov.za

SA an “ardent voice” for the urgent reform of the UN Security Council

Location: News

SA an "ardent voice" for the urgent reform of the UN Security Council

South Africa will continue to advocate for the “urgent reform” of the United Nations Security Council (UNSC).

This is according to President Cyril Ramaphosa who was delivering oral replies to questions in the National Assembly on Thursday afternoon.

The President bemoaned the fact that African countries make up at least a quarter of the United Nations (UN) member states, “yet not a single African country has a permanent seat at the table where decisions on the maintenance of international peace and security are made”.

He said this was a concern when issues relating to the African continent stand on the agenda of the UNSC.

“During the 79th session of the UN General Assembly, there was an acknowledgement by some of the five Security Council members that Africa should indeed by granted two permanent seats. However, there is no clarity to the issue of the veto.

“South Africa was among those UN member states that successfully advocated for the recently adopted Pact for the Future to commit urgently [for the] reform the Security Council.

“South Africa will remain an ardent voice for the urgent reform of the UN Security Council and the need to correct the historical injustices committed against our beloved continent,” President Ramaphosa said.

Pressing further, President Ramaphosa insisted that the reform of the UNSC was “vital to global efforts to advance peace and stability in the world”.

“In its current configuration, the [UNSC] has failed in the execution of its charter mandate because of narrow national interests that are pursued and the quest for further geo-political influence.

“It has not been able, in recent years, to prevent or to resolve several damaging conflicts around the world. This is evident in conflicts currently underway in the Middle East, in Sudan, in the East part of the DRC and between Russia and Ukraine.

“The shortcomings of the UNSC have had a disastrous impact on the African continent and the global South which in many ways often experiences the social and economic effects that are taking places elsewhere,” he said.

The President emphasised that geo-political realities have changed since the formation of the UN.

“South Africa maintains that the international political and economic system remains unequal and unjust. It reflects the world as it was more than 70 years ago not as it is today.

“We therefore continue to call for the urgent reform of the Security Council based on the common African position. This position, which is articulated in the Ezulwini Consensus, calls for two permanent seats and five non-permanent seats on the [UNSC] for Africa.

“It calls for the abolishment of the veto right and prerogative that currently is held by five members. But is also says that for as long as the veto exists, it is a privilege and a prerogative which should be extended to all new permanent members as well,” President Ramaphosa said. – SAnews.gov.za

Highly dedicated team dispatched to Mandeni after another N2 highway crash

KwaZulu-Natal Transport and Human Settlements MEC, Siboniso Duma, has dispatched a highly dedicated team from the Road Traffic Inspectorate to Mandeni, following another horrific accident on the N2 highway involving a truck and a car.

The accident on Wednesday occurred at the same spot where eight people lost their lives last Friday morning. During the crash on Wednesday, the driver of a light motor vehicle sustained fatal injuries and was declared dead on the scene.

Duma said the department has decided to have a wreath laying ceremony on Thursday at the crash site.

“As an executive authority assigned to lead this department, I have decided to set aside time over the next four days of mourning to personally comfort and support the families of the eight victims of the horrific accident on the N2 in Mandeni.

“Working with a dedicated team from the department, we will be with the families from the mortuary, to their homes, right to the cemeteries where the victims [of last week's crash] will be laid to rest,” Duma said.

Duma commended senior religious leaders, relatives and neighbours who have offered to join provincial government in supporting the bereaved families.

Highly trained clinicians have been arranged to provide psycho-social services during this period of grief.

“Working with the Mayor of Ilembe District Municipality, Thobani Shandu, and the Mayor of Mandeni Local Municipality, Thabani Mdlalose, we have finalised all preparations for the memorial service and mass funeral,” Duma said.

A wreath laying service will be held on Thursday at the accident scene between Bridges 17 and 19 in Mandeni N2. The memorial service will be held on Friday morning at eMaRomeni Sports Field in Mandeni Local Municipality.

Duma said the department, together with the families of the deceased, will during the memorial service provide details of the funeral service, scheduled to take place on Saturday and the mass funeral scheduled to take place on Sunday. – SAnews.gov.za

Social Development commemorates International Day for the Eradication of Poverty

The Department of Social Development (DSD) will today commemorate the International Day for the Eradication of Poverty, commonly known as End Poverty Day, raising awareness about the ongoing global fight against poverty and mobilising collective action to eradicate it in all its forms.

In a statement on Thursday, the department highlighted that the commemoration comes at a time when South Africa is grappling with the cost-of-living crisis and rising inequality.

“The goal of eradicating poverty is at the heart of the core mandate of the Department of Social Development,” the department said.

To mark this day, Deputy Minister of Social Development, Ganief Hendricks, will lead the Integrated Community Registration Outreach Programme (ICROP) at Cofimvaba, within the Intsika Yethu Local Municipality in the Eastern Cape.

“The municipality is largely rural and characterised by underdevelopment and high levels of poverty. The outreach programme will focus on promoting access to services such as birth registration and social grants applications to address issues of child poverty and malnutrition in the area,” the department said.

As part of the programme, Deputy Minister Hendricks will distribute school uniforms to learners at Intlangano and Sentile Primary Schools, ensuring that children from poor households remain in school, helping to break the cycle of intergenerational poverty.

In the North West province, MEC of Social Development, Basetsana Sussana Dantjie, will also lead the commemoration by handing over a cheque to the Thota Ya Tau Fish Harvest Primary Cooperative in the Dr. Ruth Segomotsi Mompati District Municipality.

This National Development Agency (NDA) supported cooperative will receive R321 225.58 in grant funding to purchase essential equipment, including a fishing boat, mobile cold-room trailer, and a generator.

These investments will help the cooperative expand its fishery operations, create sustainable jobs for its 10 members, and boost local economic development.

These outreach programmes are part of the department’s broader initiatives under Social Development Month, aimed at showcasing and promoting access to services that alleviate poverty and hunger among the country’s most vulnerable communities. – SAnews.gov.za

President Ramaphosa to attend to BRICS Summit and domestic fora

President Cyril Ramaphosa is set to participate in several key engagements over the coming weeks, beginning with the BRICS Summit in Kazan, Russia.

Presidential spokesperson Vincent Magwenya confirmed this during a press briefing with media houses to update them on the President’s diary in Cape Town on Wednesday.

President Ramaphosa will attend the BRICS Summit in Russia from Tuesday to Thursday (22- 24 October).

The Russian Federation’s BRICS Chairship in 2024 is under the theme "Strengthening Multilateralism for Just Global Development and Security”.

Magwenya highlighted that South Africa’s participation in the summit is aimed at enhancing the country’s growth and development through its membership in BRICS, focusing on strengthening intra-BRICS relations and fostering mutually beneficial cooperation.

This includes advancing political and security cooperation, financial and economic cooperation, and cultural and people-to-people cooperation.

During its BRICS Presidency this year, Russia indicated that it will focus on "promoting the entire range of partnership and cooperation within the framework of the association on three key tracks – politics and security, the economy and finance, and cultural and humanitarian ties”.

Responding to Questions for Oral Reply in the National Assembly in Parliament, Cape Town in August, President Ramamphosa spoke of the value of the BRICS alliance to advancing Africa’s developmental agenda.

As Chair of BRICS last year, South Africa invited representatives from other African countries to attend the summit hosted in Johannesburg. Forty-six African countries attended, including 20 Heads of State and Government.

Medium Term Budget Policy Statement (MTBPS)

On the domestic front, the President will attend the tabling of the Medium Term Budget Policy Statement (MTBPS).

Finance Minister  Enoch Godongwana is set to table the MTBPS in Parliament on Wednesday, 30 October. The MTBPS outlines the policy framework for the upcoming budget, including government goals, the economic environment, and projected resource availability.

It offers an analysis of the trade-offs and challenges the nation faces in addressing its priorities, providing an important step forward in the national budget process.

“The Medium-Term Budget Policy Statement is an important step forward in the budget process. In keeping with our commitment to open, transparent and cooperative policymaking, it invites the nation to share with Government the important choices to be completed,” Magwenya said.

Visit to Limpopo

Meanwhile, President Ramaphosa is scheduled to visit the Limpopo province on Friday, 1 November, where he will meet with Premier Dr. Phophi Ramathuba and the provincial government executive.

The provincial leadership will present their five-year program which is aligned with the priorities of the seventh administration.

“The meeting will also discuss approaches [to] various service delivery issues including interventions to improve service delivery at local government level,” Magwenya said.

KwaZulu-Natal DDM Oversight Visit

On Thursday, 7 November, the President will meet with KwaZulu-Natal Premier Thami Ntuli and members of the provincial government in Durban.

This meeting will be followed by a District Development Model (DDM) oversight visit to the eThekwini Metropolitan Municipality which includes a Presidential Imbizo on Friday, 8 November.

The visit aims to assess the progress of the Presidential eThekwini Working Group, which was established earlier this year to address service delivery and development challenges in the area.

Last week Cabinet called on residents to join the imbizo and engage their public representatives.

“Cabinet calls on residents of Umgababa and the surrounding areas to join the imbizo and engage their public representatives on solutions to challenges in their community and find ways to improve service delivery,” it said in a statement following its fortnightly meeting.

The imbizo is set to be held at the Umnini Sportsfield in Ward 98.

Cabinet adopted the DDM in August 2019.

The DDM is an integrated planning model for cooperative governance aimed at fast-tracking service delivery. It seeks to ensure that municipalities are adequately supported and resourced to carry out their mandate.

Deputy President to convene first GNU clearing house mechanism meeting

Deputy President to convene first GNU clearing house mechanism meeting

Deputy President Paul Mashatile will chair the first meeting of the Government of National Unity (GNU) clearing house mechanism as South Africa celebrates the milestone of 100 days in office of this administration.

According to the Presidency, the GNU clearing house mechanism was established by President Cyril Ramaphosa last month to resolve policy disagreements within the 10-member GNU.

The Deputy President will assemble the 10-member GNU in his capacity as Leader of Government Business in Parliament.
The political parties that are signatories to the GNU include the African National Congress (ANC), Democratic Alliance (DA), Patriotic Alliance (PA), Inkatha Freedom Party (IFP), Good Party, Pan Africanist Congress of Azania (PAC), Freedom Front Plus (FF+), United Democratic Movement (UDM), Al Jama-ah, and Rise Mzansi.

All parties in the GNU agreed on the three key strategic priorities of the GNU, which constituted the Minimum Programme of Action of the seventh administration of government.

These include driving inclusive growth and job creation; reducing poverty and tackling the high cost of living; and building a capable, ethical, and developmental State.

“However, acknowledging the diversity of parties in the GNU, it is anticipated that from time to time, there will be disagreements in some policy areas, and in the implementation of the Minimum Programme of Action that will need to be resolved.

“To this effect, President Ramaphosa established the GNU clearing house mechanism, under the leadership of Deputy President Mashatile, to deal with these policy agreements and other disputes,” the statement read.

Meanwhile, the Presidency said the clearing house mechanism will not override Cabinet decisions, as the Cabinet remains the final decision-making body in government.

However, it will ensure that all GNU signatories develop a common understanding of critical policy matters.

In addition to the mechanism, the Presidency said it was resolved that a Technical Committee be further established. It will serve as a processing channel for matters of divergence within the GNU.

This means that this mechanism will establish the Political Leaders’ Forum of parties who signed the statement of intent.

In its statement on Wednesday, the Presidency said it was envisioned that the virtual first meeting of the GNU clearing house that parties will discuss and agree on the terms of reference for the clearing house mechanism.

Ahead of the meeting, Deputy President Mashatile said: “I am certain that with the first meeting of the clearing house, parties will find each other and that our collective commitment to serving all the people of South Africa will lead to greater accountability and will foster trust between the electorate and the political parties that form part of the GNU”. – SAnews.gov.za

Mpumalanga municipalities called to address pollution of water sources

Mpumalanga municipalities called to address pollution of water sources

Water and Sanitation Deputy Minister, Sello Seitlholo, has called for immediate intervention to address the poor state of wastewater infrastructure, water quality and pollution of water sources in some parts of Mpumalanga.

Seitlholo made the call during an oversight visit to Msukaligwa and Lekwa Local Municipalities, where he inspected the Ermelo Wastewater Treatment Works, De Vereeniging Farm and the Vaal River in Ermelo and Standerton, respectively.

The inspection took place on Tuesday and was supported by the Gert Sibande District Municipality Mayor, Walter Mngomezulu, and Msukaligwa Local Municipality Mayor, Precious Nkosi.

The Deputy Minister expressed his dissatisfaction with the local municipalities’ sense of urgency in addressing the challenges relating to wastewater management.

“I do understand that there could be financial constraints impeding some of the work that should be done. But I sense that people are moving at a snail’s pace to address challenges that impact on the provision of good quality water as well as the pollution of our water sources.

“South Africa is a water-scarce country and for this reason, we need to act fast to ensure that we address matters relating to water infrastructure, and this also includes wastewater infrastructure management,” Seitlholo said.

Seitlholo noted that part of his delegated responsibility in the Ministry of Water and Sanitation is to contribute to finding solutions to the challenges that have an impact on water quality in several water sources across the country.

“It is for this reason that we recently launched the Vaal River Anti-Pollution Forum to ensure that we bring the quality of raw water in the Vaal River System back to acceptable standards for abstraction purposes. I am championing the forum and believe me, we will not hesitate to hold accountable those who continue to release raw sewage into our water sources,” Seitlholo warned.

He said the department was engaging municipalities to get their corrective action plans and ensure a speedy implementation.

The Deputy Minister said the department would continue to open criminal cases against the municipalities if they fail to implement the corrective measures needed.

“It is our duty, and in the interest of South Africans, we have to make sure that our water resources are of good quality as far as pollution is concerned. Through the cases, we will also enforce compliance of the corrective action plans,” he said.

Seitlholo also called on residents to practice active citizenry by taking an active stand against the pollution of water sources.

“All of us have a role to play to safeguard our precious water resources. Residents should also stop dumping foreign objects into rivers, it is unacceptable and irresponsible.

“South Africans must heed the call and sound the alarm on water pollution. Our water resources, particularly our raw water in the Vaal River system, is deeply polluted and we all need to take corrective measures to improve the state of our raw water source,” the Deputy Minister said. – SAnews.gov.za

SAWS issues weather alerts

The South African Weather Service (SAWS) has warned of severe storms in the Free State, North West, Northern Cape and the Eastern Cape on Thursday.

“Conditions are favourable for the development of severe storms, resulting in strong damaging winds, excessive lightning, possible hail, and heavy downpours over the western and southern part of the Free State, the western part of the North West, as well as the extreme northeastern part of the Northern Cape tomorrow,” SAWS said on Wednesday.

These adverse weather conditions are expected to be accompanied by hail over open areas, localised damage to settlements over an open area and localised flooding in susceptible roads, low-lying areas and bridges.

There is a likelihood that trees will fall and block minor roads.

“A surface trough is expected to extend into a coastal low along the South Coast. This, coupled with upper-air perturbations, is expected to result in showers and thundershowers over the Eastern Cape.

“There is a possibility that the expected storms can become severe due to favourable conditions and may result in damaging winds, hail, downpours and excessive lightning,” SAWS said.

The impact of the severe storm includes localised damage to settlements and temporary structures, localised and short term disruption to power supply, localised damage to vehicles as well as falling trees blocking roads.

Meanwhile, KwaZulu-Natal can expect to experience damaging winds on Thursday.

“A cold front, with a high pressure ahead of it, creates a tight gradient, resulting in strong... winds between Port Edward and Durban tomorrow (early morning), moderating towards midday,” SAWS said.

The strong winds are expected to have a general disruption within ports and the harbour but manageable internally.

There will also be localised difficulty in navigation. - SAnews.gov.za

SIU, GP Legislature sign MoU

The Special Investigating Unit (SIU) and the Gauteng Provincial Legislature’s Integrity Commission have signed a memorandum of understanding to enhance governance, ethics, and integrity through collaborative oversight.

The SIU said in a statement that the two will embark on activities including responding to complaints, sharing reports, exchanging governance information and collaborating on joint projects.

“The cooperation will also involve sharing practical experience, organising roundtable discussions, and referring complaints between the parties. Specific implementation strategies will be developed through project-specific memoranda of agreements. A monitoring and implementation committee will conduct quarterly assessments,” the SIU said.

Integrity Commissioner at the legislature, Koko Mashigo, said the signing of the MoU “lays the foundation for a fruitful and mutually beneficial collaboration”.

“This partnership is built on mutual respect, trust, and a shared vision of making a broader impact by ensuring that the institutions we represent and all spheres of government conform to the highest standard of ethical behaviour.

“By combining our resources and leveraging your skills and competencies, we are destined to make a meaningful impact in our respective institutions,” Mashigo said.

SIU Head Advocate Andy Mothibi said the move was another step in implementing and maintaining high standards of integrity in the public sector.

“We are delighted that the SIU and the Gauteng Legislature have agreed to this memorandum of understanding. So today marks a new chapter in our shared journey.

“We are not just signing a document. We are cementing what is a promise to ourselves and a promise to the public, a promise to work together to innovate and to create value that extends far beyond our individual capabilities.

“This MOU is built on a foundation of mutual respect and shared vision. We believe that by combining our strengths, we can achieve a remarkable objective in the fight against corruption, maladministration and malpractices in South Africa,” Mothibi said. – SAnews.gov.za

President Ramaphosa calls for urgent action on Mogale City sewage crisis

President Ramaphosa calls for urgent action on Mogale City sewage crisis

President Cyril Ramaphosa has called for immediate action to address the escalating water and sanitation crisis in the Mogale City Local Municipality, following reports of untreated sewage being discharged into local water systems.

This comes after the publication of a News24 article on 13 October 2024 on the sewage crisis in Mogale City, which has been verified as "broadly accurate" by the Department of Water and Sanitation (DWS).

Speaking during a media briefing on Wednesday, Presidential spokesperson Vincent Magwenya said the President finds recent media reports on the discharge of untreated sewage in Mogale City Local Municipality gravely concerning.

“It is absolutely unacceptable that the situation has been allowed to reach such untenable levels, costing business sustainability, jobs and livelihoods.

“President Ramaphosa wants the situation addressed as a matter of urgency and in the process, wants those responsible for such a state of decline to be held accountable,” Magwenya said.

Since 2019, DWS has issued multiple notices and directives to Mogale City Municipality under the National Water Act, instructing it to address the sewage pollution. However, these directives have been ignored, prompting the DWS to lay criminal charges against the municipality for sewage pollution in August 2023.

The department is currently working with law enforcement to investigate the case and compile a docket.

President Ramaphosa expressed grave concern about the severe risks the pollution poses to public health, agriculture, economic activity, and the environment.

“For the President, this situation poses a serious risk to human health, agriculture, economic activity and the environment. The sewage pollution from the municipality is adversely impacting the Cradle of Humankind which is a UNESCO World Heritage Site,” Magwenya said.

In response, President Ramaphosa has written to Gauteng Premier Panyaza Lesufi, urging him to engage with the municipality under section 139 of the Constitution.

“The President urged the Premier to work with the Municipality in ensuring that all measures are taken to urgently address the situation. Key amongst these measures is to ensure that the Percy Steward wastewater treatment is repaired and restored to full functionality,” Magwenya said.

The Presidential spokesperson added that this may require partnership with business in the area, which should be explored. – SAnews.gov.za

DMPR Deputy Minister calls for “zero harm” in mining sector

Location: News

DMPR Deputy Minister calls for "zero harm" in mining sector

The Deputy Minister of Mineral and Petroleum Resources, Judith Nemadzinga-Tshabalala, has called on the mining industry to adopt a strong health and safety culture to eradicate harm and death in the sector.

She was speaking at the 2024 Mine Health and Safety Summit.

As of Monday, the industry recorded a year-on-year decrease of some 11% in fatalities – coming down from 38 fatalities this time last year to 34 deaths.

“It is to be noted that the implementation of technology alone is not enough. To achieve zero harm, we must also cultivate and sustain a strong health and safety culture throughout the mining sector.

“The Health and Safety Culture Transformation Framework developed by the MHSC [Mine Health and Safety Council] provides a solid foundation for this.

“However, the implementation of the framework across the industry remains uneven, and more work is needed to ensure that health and safety is elevated and recognised as a top priority and core value by all stakeholders and every mining operation, from the largest corporations to the smallest operators,” Nemadzinga-Tshabalala said.

She said this would require more than merely “following protocols and checking boxes".

"It is about leadership, accountability and a deep, shared commitment to the well-being of every worker.

“It requires a shift in mindset, where the health and safety of mineworkers is not seen as an obstacle to productivity, but as a critical component of operational success,” she emphasised.

The Deputy Minister added that any injury or death remained “one too many”. and urged the sector to continue striving for zero harm.

“Many of these incidents are repeats and they can be prevented. Fall of ground accidents remain one of the largest accident categories, and the predominant cause of fatalities followed by general accident and transportation categories, respectively.

“This is regrettable, as it is expected that all mines should have appropriate measures and expertise to enhance the health and safety of mineworkers. So, we urge you to go back to the drawing board and constantly focus on safety performance,” Nemadzinga-Tshabalala said.

On the side of government, the Deputy Minister highlighted that Cabinet has approved the submission of the draft Mine Health and Safety Amendment Bill (MHSA Bill) to Parliament for its deliberation and adoption.

She said the following interventions are also continuing:
•    Engaging union leadership, CEOs and Boards of Directors of different mining houses to enhance the concerted efforts in the eradication of mine deaths.
•    Stoppage of unsafe mines to ensure that employers take appropriate measures that will prevent harm to the mine employees.
•    Enforcing and monitoring of health and safety at mines through focused inspections and audits to be escalated during the remaining period of 2024 and beyond.
•    Ensuring that safe mining practices are adopted, given that a significant number of accidents occurred whilst opening or mining old areas.
•    Ensuring that all mines collaborate with inspectors and organised labour to have health and safety days and campaigns to raise awareness about the importance of adhering to health and safety protocols.

“South Africa’s mining industry is globally recognised, and our safety record is comparable to some of the leading mining nations.

"However, as demonstrated by countries like Australia and Canada, there are higher benchmarks we can aspire to.

“We must, therefore, not allow ourselves to become complacent and accept that while the progress we have made is commendable, there remains an opportunity for improvement,” Nemadzinga-Tshabalala said. – SAnews.gov.za

Majodina calls for unity towards sustainable water development

Majodina calls for unity towards sustainable water development

Water and Sanitation Minister Pemmy Majodina has called for unity across the continent in sustainable water development and collaboration through public private partnerships and investment.

Majodina made the call at the 7th Cairo Water Week (CWW) and 9th Africa Water Week (AWW), which are currently underway in Cairo, Egypt.

The 9th edition of the Africa Water Week is taking place alongside the Cairo Water Week from 13 – 17 October 2024. It is hosted by the government of the Arab Republic of Egypt, through the Ministry of Water Resources and Irrigation.

The Africa Water Week is being held under the theme: “Placing Water and Sanitation at the Heart of Achieving Agenda 2063: The Africa We Want”, while the Cairo Water Week is themed: “Water and Climate: Building Resilient Communities”.

Majodina started her participation by meeting the host’s Prime Minister, Mostafa Madbouly.

This was followed by a high-level Transboundary Water Governance for Sustainable Development panel discussion.

Majodina’s message during the first two days of the conference has been consistent - collaborative work through public private partnerships and investment.

“We say water is life and sanitation is dignity. It requires political will to drive the Sustainable Development Goal 6 (SDG6). Collaboration and co-operation are key to our success.

“It is also important to note that government alone, will not be able to achieve this mammoth task. We will continue to forge public private partnerships because we believe that working together, we can deliver more,” Majodina said.

The Minister warned that a lack of unity will be the downfall of a continent that is rich in minerals and natural resources.

Majodina also held bilateral meetings with Egypt, the Orange-Senqu River Commission and the Netherlands, aimed at strengthening relations between countries and to propose other forms of ensuring sustainable water provision through shared water resources.

Addressing power imbalances and social inequalities

She delivered a keynote address at a technical session under the sub-theme 6: Gender Equality and Social Inclusion convened by the Department of Water and Sanitation.

The session focused on the implementation of the youth, gender and social inclusion strategy, which is aimed at addressing power imbalances and social inequalities based on various social identities.

In her address, Majodina reminded the leaders that the youth are future leaders who have not stopped demanding fundamental rights to live in a fairer world for all.

“Amidst the demands for universal access to water, sanitation and hygiene, we have seen how the youth have been actively involved in advocating for action that will ensure that the water resources are managed correctly for the future,” she said.

The Minister further emphasised that water related matters should not be an appendix in policies and frameworks, but rather part of the main discussion.

“You cannot replace water and therefore we must walk, talk, sleep, jump, laugh and cry water throughout. Water needs to be at the top of the agenda by leaders,” Majodina said.

Minister Majodina will continue with various sessions in Cairo for the remainder of the AWW and CWW conference. – SAnews.gov.za

Warning against government subsidised housing scam

Location: News

Warning against government subsidised housing scam

The Department of Human Settlements has warned the public to be vigilant of a housing scam on social media platforms.

On social media accounts, scammers falsely claim to be department employees and offer assistance with government-subsidised housing applications, targeting unsuspecting citizens and offering government subsidy houses (RDP), also known as Breaking New Ground (BNG), around the country at a staggering cost of R100 000.

The department emphasised that applications for RDP/BNG houses can only be processed through the provincial Departments of Human Settlements and municipalities, and “no organisation is mandated to facilitate this on behalf of the government”.

“To qualify for a fully subsidised government house, applicants must meet specific criteria, including being a South African citizen, a first-time homeowner, and having a combined household income of less than R3 500 per month,” the department said.

The department urged citizens to exercise caution and report suspicious social media accounts to the department or municipalities immediately.

“To verify authenticity and avoid potential scams, citizens can contact the national Department of Human Settlements directly on 0800 146 873 or via email at info@dhs.gov.za, or visit their local municipal offices.

“The department remains committed to providing safe and affordable housing opportunities to qualifying South Africans and urges citizens to remain vigilant and report any suspicious activities,” the department said. – SAnews.gov.za

Former MP and seven others arrested for alleged tender corruption

Seven people – including a former Member of Parliament – have been arrested for alleged corruption related to a R27 million tender.

The seven were arrested by the Hawks’ Serious Commercial Crime Investigation unit in Gauteng on Wednesday morning.

Hawks spokesperson Brigadier Thandi Mbambo said the arrests were related to the awarding of a 2016 tender at the Gauteng Department of Agriculture and Rural Development (GDARD).

“Their arrest follows a forensic report by the Special Investigating Unit [SIU], which discovered that in October 2016, the [GDARD] issued a tender requesting proposals to integrate and formalise waste operatives... into the mainstream waste management economy. A tender of around R27 million was then awarded to Enviro-Mobi in March 2017.

“The contract agreement between the department and Enviro-Mobi stipulated that the department may consider to pay, on condition that 50% of the work has been completed and no upfront payments may be made to the service provider.

“During investigation, it was established that the Chief Director and Chief Financial Officer processed and paid over R25 million to Enviro-Mobi for 200 motorised three wheelers, though all goods were still in the possession of the service provider,” Mbambo said.

The suspects are expected to face charges of fraud, theft, and contravention of the Public Finance Management Act and Prevention of Organised Crime Act. – SAnews.gov.za

SARS grants special permission for importation of jet fuel

South African Revenue Service [SARS] Commissioner, Edward Kieswetter has granted special permission for the importation of jet fuel, known as kerosene, after the industry raised concerns about the threat of fuel shortage.

The Fuels Industry Association of South Africa warned that this could disrupt operations at O.R. Tambo International Airport and other airports, which include King Shaka International Airport.

Following Monday’s media statement by SARS about an engagement with industry to avert fuel shortages at all airports, the revenue service announced that special permission for the importation of kerosene was granted after careful consideration from 21 October 2024 until 20 October 2025.

“The special permission is granted to allow parties to attend to the complexities involved in the process of the deregistration of manufacturing warehouses and reregistration of affected storage facilities.

“The Commissioner requests all parties to conclude the outstanding work urgently and ensure that all compliance requirements are met, and that the current licensing provision, in respect of the importation of kerosene fuel and its derivatives, may be confirmed where appropriate.

“Every taxpayer that is involved will be communicated with individually, in line with their applicable circumstances. SARS believes that this announcement will bring certainty to the industry, which will benefit the country’s economy and enable everyone to travel smoothly,” the revenue service said on Tuesday.

The Fuels Industry Association of South Africa had warned that the supply of aviation kerosene is facing severe threat due to regulatory delays in the licensing of import storage facilities.

Lusikisiki mass murder suspect abandons bail

A 45-year-old man suspected of the murder of 18 people in the Eastern Cape has abandoned his bail application in the Lusikisiki Magistrates’ Court in the Eastern Cape.

Siphosoxolo Myekethe – who was on parole during his arrest – appeared in the court on Tuesday.

“During his brief appearance, he informed the court that he would not be applying for bail, which the prosecution had already indicated it would be opposing.

“Myekethe has two previous convictions for escaping from lawful custody and murder,” National Prosecuting Authority (NPA) spokesperson, Luxolo Tyali, said.

Tyali said the case has been postponed to 26 November 2024 for further investigation, as “there are outstanding suspects on the matter”.

“He is facing 18 charges of murder and one count of possession of an unlicensed firearm, an AK47 assault rifle.

“The accused was arrested on 7 October 2024 at his home in Mthide location... in the district of Lusikisiki.

“His arrest comes after the shooting that occurred on 28 September 2024, at two neighbouring homesteads in Ngobozana village near the town of Lusikisiki. Eighteen people were killed, and five others were injured,” Tyali said.

Cabinet has condemned the mass shooting and welcomed the progress made in the case.

“Cabinet has welcomed the swift deployment of a team of specialist law enforcement officers -- whose work is already bearing fruits -- to investigate these shooting incidents, with one suspect, who is directly linked to the murder of 18 people in Lusikisiki, having already appeared in court,” Cabinet said in a statement on Thursday.

Department undertakes initiative to review spending habits

Department undertakes initiative to review spending habits

The Department of Forestry, Fisheries and the Environment has initiated a comprehensive departmental spending review to ensure that every rand is utilised effectively.

“This process is designed to scrutinise our expenditures, identify areas where we can achieve greater efficiency, and reallocate resources to priority programs that deliver the greatest benefit to our environment and citizens,” Minister of Forestry, Fisheries and the Environment Dr Dion George said on Tuesday in Cape Town.

Addressing the media on his 100 days in office, the Minister said his department was committed to upholding the highest standards of fiscal responsibility and in understanding the importance of prudent financial management.

“By eliminating wasteful spending and streamlining operations, we aim to ensure that every rand is utilised effectively. Over the medium term, the department's budget has been reduced by nearly R2 billion.

“In recognising that effective conservation and environmental initiatives require substantial resources, we have been actively working to attract donor income and ensure financial efficiency within our department and its entities,” the Minister said.

In the past 100 days, the department has embarked on a strategic campaign to engage with international donors, private sector partners, and philanthropic organisations.

“These efforts have begun to bear fruit, with several promising discussions underway to secure funding for key conservation projects and community-based environmental programs. By diversifying our funding sources, we are enhancing our capacity to implement impactful initiatives without placing additional strain on the national budget,” the Minister said.

He was reflecting on the milestones of the work that has been done since his appointment by President Cyril Ramaphosa to lead the department.

The President appointed George and Deputy Ministers, Bernice Swarts and Narend Singh, on 03 July 2024 to lead the department under the Government of National Unity (GNU).

In the short to medium term, the department will prioritise climate change and energy; fisheries, particularly small-scale fisheries, and aquaculture; wildlife and biodiversity; and conservation efforts and environmental protection initiatives.

Reducing red tape

The department has also embarked on a comprehensive review of its regulatory frameworks to identify bottlenecks and areas in need of improvement.

“I am pleased to share that we have made substantial progress in starting to simplify procedures and reducing unnecessary red tape. We have also started to engage with industry leaders, environmental organisations, and community representatives to gather feedback on regulatory obstacles.

“By collaborating closely with these stakeholders, we are developing practical solutions that reflect the realities on the ground. This approach ensures that our policies strike the right balance between environmental protection and economic development,” George said.

As part of these efforts, as the appeal authority over decisions taken by the officials within the department in terms of the National Environmental Management Act, the Marine Living Resources Act, the Integrated Coastal Management Act and the Promotion of Access to Information Act, the Minister has prioritised the finalisation of appeals.

“In my first 100 days I have considered 65 appeals, ensuring that outstanding matters are addressed promptly and fairly. - SAnews.gov.za

Revitalising SA’s national parks to world destinations

Revitalising SA’s national parks to world destinations

The Department of Forestry, Fisheries and the Environment has undertaken a bold initiative designed to elevate the country’s parks to world-renowned tourism destinations.

This will be achieved through the new Kruger, Kirstenbosch-iSimangaliso Icon Status Strategy, or KISS, which is focused on reforming each of these iconic sites into world-class destinations that set new standards for conservation, education, and sustainable tourism.

“Throughout the seventh administration we will reimagine each of our botanical and zoological gardens of the future. It will involve integrating cutting-edge technologies, enhancing visitor experiences, and implementing innovative conservation practices.

“By modernising infrastructure and embracing digital innovations, we aim to transform these destinations into more accessible and engaging experiences for all visitors, both local and international,” Minister of Forestry, Fisheries and the Environment Dr Dion George said on Tuesday in Cape Town.

Addressing the media on his 100 days in office, the Minister said elevating these iconic sites will inspire a deeper appreciation for the country’s environment and reinforce South Africa's leadership in global conservation initiatives.

“However, the transformation of these sites will span beyond environmental stewardship and into economic development. The KISS initiative will aim to create new jobs in the green economy and provide opportunities in fields such as environmental science, sustainable tourism, and wildlife management.

“By investing in training and capacity-building programs, we will empower local communities and foster inclusive growth from the ground up. Moreover, as South Africa prepares to assume the G20 Presidency next year, we see a unique opportunity to showcase these world-class sites on the global stage,” the Minister explained.

He said his department plans to host key G20 meetings and international conferences at locations like Kirstenbosch and the Kruger National Park, which will position South Africa as a premier destination for future global dialogues on sustainability and conservation driven economic development.

Captive lion breeding

Following in the footsteps of his predecessor, the Minister said he has taken a clear and decisive stance against captive lion breeding.

“The process initiated by my predecessor will continue. The Fair Industry for Lions, Leopards, Elephants, and Rhinos initiative, known as the FILLER, is dedicated to ensuring a fair and sustainable future for our country’s most iconic wildlife.

“Our goal is to boost economic activity and create jobs in eco-tourism and conservation, all while safeguarding these magnificent creatures for generations to come,” the Minister said.

Small-scale fishers and coastal communities

Recognising the difficulties faced by small-scale fishers and coastal communities, the Minister has initiated a process to simplify the application for fishing licenses.

“By removing bureaucratic barriers and streamlining procedures, we aim to make it easier for local fishers to obtain the necessary permits to operate legally and sustainably. This will empower individuals and small enterprises, promote inclusivity in the fishing industry and ensure that economic opportunities are accessible to those who need them most.

“In addition to policy reforms, I have embarked on a comprehensive 12-harbour tour to engage directly with the communities that rely on our maritime resources. So far, I have conducted oversight visits at four of these harbours, where I have met with local fishers, community leaders, and stakeholders. These visits have provided invaluable insights into the everyday realities and opportunities within the sector.”

During these engagements, issues ranging from infrastructure needs and safety concerns to market access and training opportunities were discussed.

“Moreover, I am meeting with lawyers for conservationists and small-scale fishers on the litigation currently heading to court. I am certain we can reach a settlement that will ensure the future of our African penguin population in the wild,” the Minister said.

He was reflecting on the milestones of the work that has been done since his appointment by President Cyril Ramaphosa to lead the department.

Special Investigating Unit: cracking down on corruption

The Special Investigating Unit (SIU) has closed more than 1900 cases during the 2023/24 financial year.

The unit also handed over 26 comprehensive reports to President Cyril Ramaphosa on the outcomes of investigations.

“These reports include, amongst others, the investigations about the National Lotteries Commission, Passenger Rail Agency of South Africa (PRASA), the Masters' Office, and National Student Financial Aid Scheme (NSFAS). These reports reflect the SIU’s dedication to transparency and accountability in the fight against corruption.

“The SIU has referred evidence for the institution or defence/opposition of civil proceedings worth R4.8 billion. This includes, amongst others, matters regarding R2 billion from Eskom, R834 million from Transnet, R29.1 million from the eThekwini Metropolitan Municipality and R48.4 million from the City of Cape Town,” the unit said in a statement.

The unit has conducted lifestyle audits at PRASA, the Gauteng Office of the Premier, and the Free State Department of Community Safety, Roads, and Transport.

The SIU said it was committed to partnering with other law enforcement agencies to combat corruption.

“The SIU recognises the importance of collaboration in the fight against corruption. In line with the SIU Act, 583 criminal referrals were made to the National Prosecuting Authority, ensuring accountability prosecution of officials, private entities and individuals involved in corrupt activities.

“These referrals reflect the unit’s ongoing efforts to ensure consequences for those who engage in corruption, maladministration and fraud. To ensure accountability for government officials involved in wrongdoing, SIU referred 297 officials to respective state institutions for disciplinary action,” the statement read.

The corruption busting unit is now within the fifth year of its turnaround strategy and has vowed to keep up the fight against criminality.

“[We] remain resolute in our mission to combat corruption, fraud, maladministration and malpractice in the public sector.

“The next five-year strategy will build on the successes of the previous strategy and focus on developing and implementing the National Corruption Prevention Strategy and implementing best practices, including cyber and data analytics, and further business process digitisation programmes,” the statement said. – SAnews.gov.za

Government to relaunch initiative for planting trees

Deputy Minister of Forestry, Fisheries and the Environment Bernice Swarts has announced that her department plans to relaunch an initiative aimed at planting one million trees.

“We want to call on all South Africans – the three spheres of government, forestry sector, private sector, labour, academia, civil society and many others to join this ambitious campaign by pledging and committing to providing and planting trees on that specific day and going forward. Trees are important for life. Plant a tree today,” Swarts said.

Addressing the media on her first 100 days in office, she said the department plans to relaunch the Presidential Ten Million Tree Programme by planting one million trees in one day, on a day to be announced soon.

The Presidential Ten Million Tree Programme is a clarion call by President Cyril Ramaphosa to all sectors of society led by the department.

As part of the activities for the National Arbor Month campaign, 6 000 trees were planted.

“The launch [National Arbor Month campaign] was hosted at Freedom Park in Pretoria and the closing ceremony at Fort Cox Agriculture and Forestry Training Institute in Middledrift, Eastern Cape. A total of 6000 trees were planted in both the localities that hosted these ceremonies.

“The Arbor Month campaign is aimed at raising awareness among South Africans about the importance of conserving, protecting, and planting trees for the benefit of both the environment and society,” the Deputy Minister said.

As part of the Arbor Month launch, she planted the first tree to officially initiate the Forest of Freedom at the designated site at Freedom Park in honour of the heroes and heroines who contributed to South Africa's democracy and liberation struggle.

“The first 30 trees planted at the Forest of Freedom marks the 30 years of freedom and democracy in South Africa. World leaders and other luminaries visiting Freedom Park will get an opportunity to plant a tree in the Forest of Freedom, when it is ready,” the Deputy Minister said.

She was reflecting on the work that has been done since her appointment by President Cyril Ramaphosa as a Deputy Minister.

Minister announces project preparation bid window

Location: News

Minister announces project preparation bid window

A first of its kind project preparation bid window that will allow state owned entities, public entities and municipalities to apply for project preparation support has been announced.

Public Works and Infrastructure Minister, Dean Macpherson and Acting Head of Infrastructure South Africa (ISA), Mameetse Masemola launched the project preparation bid window in Johannesburg on Tuesday.

“As we unveil the first-of-its-kind project preparation bid window, we are taking a decisive step towards achieving the economic growth and job creation that our country so desperately needs,” said the Minister.

The bid window invites submissions from national and provincial governments including state owned entities, public entities, municipalities and private sector projects to apply for project preparation support.

Macpherson said the initiative was a crucial step toward expanding infrastructure investment in the country adding that the announcement represents an important moment for South Africa and an evolution in the work that Infrastructure South Africa does.

“No longer are we talking about the pipeline of infrastructure projects, we are building.

“This initiative will enable us to move beyond the talking phase and focus on action—on laying the foundations for sustainable infrastructure that will support long-term development.

“It is not just about bricks, mortar, or steel. It is about creating a solid foundation for our economy to thrive, for our people to prosper, and for our nation to rise.

“Infrastructure development touches every aspect of our lives, from the water we drink to the roads we drive on and it has the power to transform not only our economy but our society as a whole. The project preparation bid window we are unveiling today is therefore a game-changer.”

Macpherson said for far too long, one of the major barriers to infrastructure development in South Africa has been the lack of sufficient project preparation support.

“We are providing the tools necessary to ensure that infrastructure projects are shovel-ready, so they can be implemented efficiently and effectively,” he said.

Working together with ISA at the helm, government will see more cranes in the sky, more roads being built and more renewable energy projects coming online.

Masemola said one of the major contributing factors to under investment in infrastructure is the lack of sufficient project preparation support for infrastructure projects.

“To address these challenges and unlock the potential of infrastructure investments in South Africa, the National Treasury has granted ISA a project preparation fund to support project development to accelerate the pace and quality of infrastructure delivery,” she said.

Masemola said in future, ISA seeks to catalyze seed funding to blend with other project preparation facilities available to develop viable and bankable infrastructure projects.

The project preparation support is set to extensively expand the ability of construction projects to be implemented in South Africa. This as one of the major contributing factors to under-investment in infrastructure is the lack of sufficient project preparation support.

The new bid window builds on the 12 infrastructure initiatives President Cyril Ramaphosa previously announced at the Sustainable Infrastructure Development Symposium South Africa (SIDSSA) in March this year which already benefits from the first R179 million in project preparation funding allocated by the National Treasury to ISA to support catalytic projects that otherwise would not progress to implementation stage.

Applications

Applications for the next phase of project preparation bid window announced by the Minister today can made at ISA.
Applications close on 06 December 2024 and is specifically for projects valued at more than R1 billion which have the potential to crowd in investment from alternative sources such as Multilateral Development Banks and Development Finance Institutions other than the national fiscus.

Successfully selected projects will receive comprehensive project preparation assistance including funding structuring support, technical support, legal support, institutional and governance arrangements, capacity deployment and regulatory compliance studies.

The following priority sectors will be considered for project preparation financing:

Energy
Water and Sanitation
Transport (major roads, airports, ports and freight transport)
Human Settlements (excluding student accommodation)
Social Infrastructure (Education & Health)
Municipal Infrastructure (focus will be on infrastructure projects that have potential to leverage private sector financing)
Industrial Development Zones & amp, Special Economic Zones (IDZs &amp, SEZs).

Guidelines for the project preparation bid window can be found on www.infrastructuresa.org. – SAnews.gov.za
