100 days in office: Advancing the strategic priorities of the GNU

Location: News

100 days in office: Advancing the strategic priorities of the GNU

By Deputy Minister Bernice Swarts

The first 100 days as Deputy Minister of Forestry, Fisheries, and the Environment, under the Government of National Unity (GNU), have been a period of significant learning and action.

It has allowed me to engage closely with stakeholders in the sector, developing a blueprint to drive the implementation of the GNU's strategic priorities which are to fostering inclusive growth and job creation, reducing poverty and addressing the high cost of living, and building a capable, ethical, and developmental state.

The experience has been invaluable, providing me with a deeper understanding of the department’s mandate, core operations, and both domestic and international context.

Alongside Minister Dr Dion George and fellow Deputy Minister Narend Singh, we recently briefed the media on our progress in the department during this period.

A key highlight of these 100 days has been the opportunity to engage with staff and various stakeholders, including the forestry sector, traditional leaders, firefighting personnel, community forest owners, young beneficiaries of departmental programs, field rangers from entities such as South African National Parks (SANParks), and industry players like the South African Weather Service (SAWS). These engagements have helped shape a shared vision for the department's future.

We kicked off our 100 days in the office by presenting the department's Budget Vote to Parliament on July 15, 2024. We delivered our department’s budget vote in a month where we celebrated our national unifying figure in the form of uTata Madiba – which seemed to tie in well with our mandate of unifying our people through the Government of National Unity.

In the first 100 days, we have initiated efforts to reengineer and repackage the department’s approach to wildland fire management. This involves building firefighting skills, especially in vulnerable rural communities, with a focus on women and youth. We aim to strengthen stakeholder engagement across both state and non-state actors to better deliver on our critical priorities.

As part of this initiative, I hosted stakeholder engagements with on the National Veld and Forest Fires Act, 1998 (Act No. 101 of 1998). These engagements were hosted with various stakeholders within the wildland fire management sector from both the North West and Free State. Some of the stakeholders who attended these engagements included local and provincial government departments, fire protection associations (FPAs) and other key players in the sector.

Through these stakeholder engagements, I have instructed the officials to address challenges raised in these interactive engagements such as payment delays for FPAs, challenges on the use of government firefighting vehicles, training of FPA members as well as the clarification of the roles of different stakeholders. I am satisfied with the honest discussions and note the commitment of all parties to find practical solutions.

I have recently led the 2024 Forestry Summit at the Freedom Park in Pretoria. The Summit brought all stakeholders within the forestry sector under one roof to discuss pertinent issues within the sector such as the growth and transformation of the sector, forestry sustainability and the contribution of the sector in addressing climate change.

The Summit was interactive as it provided role players with an opportunity to freely engage with us on the challenges they face in the sector. What was even more fascinating was the involvement of traditional leaders who came from various parts of the country to raise issues their communities were facing. I am pleased with the decision that came out of this frank engagement, which includes plans to go to communities to address issues they have raised.

In the month of September, I had the privilege to lead both the launch and closing ceremonies of the 2024 National Arbor Month campaign. The launch was hosted at Freedom Park in Pretoria and the closing ceremony at Fort Cox Agriculture and Forestry Training Institute in Middledrift, Eastern Cape. A total of 6000 trees were planted in both the localities that hosted these ceremonies.

The Arbor Month campaign is aimed at raising awareness among South Africans about the importance of conserving, protecting, and planting trees for the benefit of both the environment and society.

As part of the Arbor Month launch, I planted the first tree to officially initiate the Forest of Freedom at the designated site at Freedom Park in honour of the heroes and heroines who contributed to South Africa's democracy and liberation struggle. The first 30 trees planted at the Forest of Freedom marks the 30 years of Freedom and Democracy in South Africa. World leaders and other luminaries visiting Freedom Park will get an opportunity to plant a tree in the Forest of Freedom, when it is ready.

During the Arbor Month, I also took a deliberate decision to heighten the Presidential Ten Million Tree Programme, which is a clarion call by President Cyril Ramaphosa to all sectors of society led by DFFE. As the Deputy Minister of Forestry, Fisheries and the Environment, I am currently driving an ambitious campaign to relaunch the Presidential Ten Million Tree Programme by planting 1 million trees in one day, on a day to be announced soon.

I want to call on all South Africans – the three spheres of Government, forestry sector, private sector, labour, academia, civil society and many others to join this ambitious campaign by pledging and committing to providing and planting trees on that specific day and going forward.

Trees are important for life. I call on all South Africans to plant trees today and build a better future for generations to come!
On July 31, we celebrated World Ranger Day at Kruger National Park, honoring the dedication of rangers who protect our natural heritage. Their commitment inspires our ongoing conservation efforts.

I also participated in the National Consultative Workshop on Early Warnings for All (EW4ALL), a UN initiative aimed at protecting people from hazardous weather events by 2027. We are committed to developing systems that not only safeguard the economy and infrastructure but also protect the lives and well-being of our people.

The first 100 days have been marked by hard work and significant strides towards delivering the priorities of the GNU.
I look forward to continuing our work, confident that together we will achieve our shared goals for a prosperous, inclusive, and sustainable South Africa.

Slow compliance with servicing Eskom debt a risk to debt write-offs

Location: News

Slow compliance with servicing Eskom debt a risk to debt write-offs

National Treasury has warned that municipalities' slow compliance with conditions of the debt relief programme on arrears to Eskom risk delaying debt write-offs.

According to the National Treasury’s document on the Medium-Term Budget Policy Statement (MTBPS), success depends on municipalities maintaining a quarterly revenue collection rate of 85 %, which is below the National Treasury collection norm for local government of 95 %.

“Around 70 of the municipalities that had applied for debt relief have been approved. Between March and August 2024, compliance with relief conditions by municipalities improved from 55% to 76 %, aided by the National Treasury, Provincial Treasuries, and the Municipal Finance Improvement Programme,” Minister of Finance Enoch Godongwana said.

The Minister was delivering the MTBPS in Parliament on Wednesday.

National government is supporting municipalities with debt relief for arrears to Eskom to be written off in equal annual tranches over a three-year period provided they comply with the set conditions.

This programme, operating on rolling 12-month cycles, aims to mitigate fiscal risks by improving compliance with financial management and revenue collection. By combining debt relief and revenue enhancement, it aims to change the nonpayment culture for municipal services and support Eskom’s balance sheet.

“Rand West City is the first municipality to benefit from a one-third debt write-off. This follows its substantial achievement of the debt-relief conditions for the first 12-month cycle.  More municipalities stand to benefit from this write-off of debt if they comply with the conditions of the programme. We implore provincial and national departments owing municipalities to pay their dues.

“This will enable municipalities to pay waterboards and Eskom, so that utilities can deliver these services to citizens,” the Minister said.

Despite these efforts, the financial situation of the top 14 Eskom defaulters remains critical, requiring alternative solutions.

The National Treasury, with stakeholder departments and Eskom, is exploring additional strategies in this regard.

Municipalities have been encouraged to offer relief to indebted customers who pay current bills and transition to smart prepaid metering.

Eskom’s financial condition

According to the National Treasury, Eskom remains highly dependent on government support through the debt-relief arrangement.

“The utility has begun to strengthen its performance, with no power cuts since the end of March 2024 and improved profitability. Its most recent financial plan also targets profitability from 2026/27 onwards. However, escalating municipal debt arrears continue to negatively affect its financial performance.

“The debt-relief arrangement granted to Eskom is intended to strengthen its balance sheet, enabling it to restructure and undertake the investment and maintenance needed to support stable electricity supply aligned with national needs,” National Treasury said.

Given Eskom’s failure to dispose of the Eskom Finance Company by 31 March 2024, the National Treasury reduced the debt-relief allocation from R78 billion to R76 billion in 2023/24.

This allocation was fully disbursed and converted to equity following Eskom’s compliance with all the attached conditions. Eskom’s allocation for 2024/25 will be reduced by R2 billion to R64 billion should it fail to dispose of the Eskom Finance Company by 31 March 2025.

“In April 2024, the Eskom Debt Relief Act (2023) was amended to ensure that the loan granted under the debt-relief arrangement is correctly classified and that market-related interest is charged.

“Additionally, in June 2024 the National Treasury disbursed an R8 billion interest-bearing loan as part of the debt-relief allocation for 2024/25.

“As of 27 September 2024, Eskom had paid R91 million in interest to the National Treasury for the debt-relief loans. The National Treasury is now working with Eskom to finalise government’s takeover of R70 billion of Eskom’s loan portfolio by 2025/26,” National Treasury said. - SAnews.gov.za

Afreximbank Calls for Increased Collaboration to Accelerate the Green Energy Transition in Africa

Location: News
Afreximbank

The eighth Babacar Ndiaye Lecture held at the Four Seasons Hotel in Washington D.C., on 26 October 2024, under-scored the need for African nations to strike a balance between short-term development imperatives and long-term climate goals.

Under the theme “Saving Lives Today versus Saving the Planet for the Future: Can the AfCFTA Resolve the Climate Change Dilemma” discussions centred on how the African Continental Free Trade Area (AfCFTA), Africa's most ambitious trade initiative, could serve as a vehicle for economic growth and environmental sustainability, positioning the continent as a leader in the global green transition.

The Lecture drew a distinguished audience of policymakers, academics, financial experts and climate advocates.

Speaking about Dr. Babacar Ndiaye in his opening remarks, H.E. Professor Benedict Oramah, President and Chairman of the Board of Directors of Afreximbank Group, said “Dr Babacar Ndiaye was most concerned by the long-term threats posed to humanity by climate change. He once said, "Climate change is the greatest threat to development, particularly in Africa, where millions of people depend on the environment for their livelihoods … Africa's economic transformation cannot happen without addressing climate change.”

Dr. Ndiaye's reflection on the impact of climate change was spot-on and intellectually deep.” But, “disappointingly, the global debate on climate has been so much focused on emissions reduction with the question of reducing its impact on Africa and other developing countries always reduced to a footnote. A call for Africa to decarbonise, when the continent has not even carbonised, poses a serious threat to the socio-economic development of a gas-rich continent that has at least six hundred million people without electricity.”

The African Continental Free Trade Area Agreement “is seen as a potent means of reducing carbon emissions as it is helping to domesticate industrial activities and minimise the carbon emissions caused by shipping of commodities to far-away lands for value addition and reshipping to Africa and elsewhere. We believe that The AfCFTA could offer a pathway to a just transition, enabling local industrial value addition while protecting the planet.”

Professor Yemi Osinbajo, SAN, GCON, the Immediate Past Vice President of the Federal Republic of Nigeria, delivered a powerful address titled “Sustainable Infrastructure for Africa's Future: Harnessing Innovation and Partnerships.” He spoke passionately about the advantages of the AfCFTA and its potential to transform Africa's trade landscape, reduce carbon emissions and foster innovation in green industries.

“There are two obvious advantages to a fully operational AfCFTA.The first is that 42% of African countries, aside from North Africa, now have legislation prohibiting the export of raw ores or minerals before being processed. This legislation gives African countries the benefit of jobs and revenues from local processing and manufacturing.

“The second advantage of the AfCFTA is that shipping is a major source of carbon emissions. Under current trade practices, a large share of African raw materials are exported to other regions, where they are processed or manufactured into finished products, usually using fossil fuel power sources, before being shipped back to Africa for consumption. This cycle contributes to higher emissions and constitutes a loss for African countries that do not reap the value chain gain from beneficiation. Intra-African trade in finished goods will substantially reduce this massive cause of global emissions,” he said.

The reduction of emissions by intra-African trade has been the subject of several empirical studies. Professor Osinbajo referred to a recent ECA/ CEPII study titled “Greening the African Continental Free Trade Area Agreement's Implementation" published in December 2023, which found, inter alia, that implementing the AfCFTA can boost intra-African trade by 35% in 2045 while increasing GHG emissions by less than 1%, compared to no AfCFTA or climate policies.

These studies do not factor in using renewable energy sources in the processing and manufacturing of traded goods, an assumption of the Climate Positive Growth paradigm, which would again substantially reduce emissions.

Professor Osinbajo cited mining bauxite in Guinea as an example. If Guinea, which has 25% of global deposits of bauxite, processed the bauxite it mines to aluminium with renewable energy in readiness for export, Guinea could save the world 335 million tonnes of carbon dioxide equivalent (CO2e) per year, which is approximately 1% of global emissions, and create 280,000 jobs and generate $37 billion of additional revenue. If it chooses to sell the aluminium within Africa, it will again save the huge shipping cost to countries thousands of miles away.

A Bloomberg study done for the African Development Bank (AfDB) in 2021 on the manufacture of battery precursors found that manufacturing battery precursors in the Democratic Republic of the Congo (DRC), which has plenty of lithium and cobalt, is three times cheaper than manufacturing it in the US, EU and China. Manufacturing in the DRC would extend value chain opportunities to other African countries, they would need manganese from Zambia, Tanzania, Gabon and South Africa to contribute to its capacity to produce these battery precursors. Manufacturing using renewable energy could significantly reduce the cost of manufacturing. Africa's abundant renewable energy has very low seasonality or intermittency, making it possible to reliably provide a renewable baseload to power continuous industrial production.

“The AfCFTA empowers African countries first to add value to materials and specialise in areas of national comparative advantage, and also to work together to trade more beneficially with the rest of the world,” said Prof Osinbajo.

He futher said that “Most African countries depend on fossil fuels for their energy needs and for fossil fuel rich African countries, this is also a major source of export earnings and fiscal revenues. Ostensibly in keeping with their net zero obligations, there has been a growing trend amongst development finance institutions to withdraw from fossil fuel investment. These actions include the World Bank's decision to cease funding for upstream oil and gas development in Africa and the restrictions on financing downstream gas development by the European Union, the United Kingdom, and the United States. Clearly, the implications of these actions are dire, where there are no immediate alternative sources of power and the cost of the transition to cleaner fuels may be prohibitive. Some studies show that divesting from fossil fuels could reduce GDP by as much as USD$30 billion for Nigeria, USD$22 billion for Algeria, and USD$19.3 billion for Angola.”

H.E. Dr Rania A Al-Mashat, Minister for Planning, Economic Development and International Co-operation, Arab Republic of Egypt said that while the “African continent is the least responsible for carbon emissions, it has the biggest burden in terms of financing climate change for developmental needs - such as food and water security, and access to energy.

She called for greater collaboration with national and international stakeholders “We need to work together; we need to bring the experiences from other places so that Africa can push forward with respect to development and sustainable economic growth.”

In her Goodwill Message, Ms. Amina J. Mohammed, Deputy Secretary-General of the United Nations and Chair of the United Nations Sustainable Development Group, spoke about the rapidly closing window to prevent the worst impacts of climate change. She addressed the fact that many African countries are mired in debt, exacerbated by extended crises with little access to long-term concessional financing to invest in sustainable development.

“With adequate access to financial resources at a reasonable cost, renewables can dramatically boost economies, grow new industries, create jobs and drive development, including by reaching the over 600 million Africans living without access to power,” said Ms Mohammed.

She also stressed the importance of prioritising inclusive policies that empower women and youth when building climate-resilient economies.

“By harnessing the collective might of the AfCFTA, Africa can make strides in addressing both climate action and sustainable development by promoting regional integration and fostering green industrialisation.

“The AfCFTA can help build climate-resilient economies while creating jobs, reducing poverty and strengthening food security.”

The eighth Babacar Ndiaye Lecture also reinforced Afreximbank's commitment to leadership in financing sustainable infrastructure and trade policies across the continent.

Youth Employment and Economic Inclusion essential for SA’s future success

Youth Employment and Economic Inclusion essential for SA’s future success

Employment and Labour Deputy Minister, Jomo Sibiya, has underscored the importance of youth employment and economic inclusion as essential elements for South Africa's future success.

The Deputy Minister was delivering a keynote address at the Solutions Exchange Conference held at The Forum in Bryanston, Johannesburg.

Sibiya told the leaders from government, business and civil society that the gathering was testament to the fact that they believe in the potential of the youth to contribute meaningfully to their lives, communities and the South African economy.

The Deputy Minister highlighted the need to provide opportunities for the country's youth to thrive, both economically and socially.

“It is both an honour and a privilege to stand before you at this auspicious occasion, dedicated to finding solutions to one of the greatest challenges that South Africa faces. A challenge that I do not doubt can be overcome together.

“Youth employment and economic inclusion are vital to the success of our country. In young people, we see the potential for the South Africa we want. They are the doctors, lawyers, business people, teachers, and artisans that will ensure the growth and development of our country not just in the short term, but for generations to come,” the Deputy Minister said.

He emphasised that building a future-proof workforce that is able to innovate and solve the country’s most pressing challenges is not something that should be merely done but a must.

“A working nation is a peaceful nation, and by supporting the youth of South Africa to access the labour market and contribute meaningfully to our growth and development, we are in fact, ensuring that South Africa enjoys the stability required to prosper, untied,” he said.

Sibiya pointed out the stark challenges youth face in the job market, where about 60% of young people are either unemployed or not in education or training.

He highlighted that among South Africans aged 20, the unemployment rate is over 70%, while for those with tertiary education, 25% still struggle to find work. Young women face even greater challenges, with unemployment rates nearly 10% higher than their male counterparts.

“As the Department of Employment and Labour, we understand that the challenge of youth unemployment is complex and multifaceted, and that there are a number of factors that we need to be cognisant of when attempting to address youth unemployment at scale.

“We know that age matters: [the] unemployment rate for 20-year-olds is double that of 40-year-olds (70% vs 35%). This means that we have to get employers across the board to shift mindsets and attitudes towards hiring young people, while supporting youth themselves to gain work experience and the right skills required to be absorbed into the labour market,” the Deputy Minister said.

The Deputy Minister cited the Presidential Youth Employment Initiative (PYEI) as a central effort to combat youth unemployment. Through collaboration between government, the private sector, and civil society, the PYEI seeks to ease young people's transition from learning to earning by providing job opportunities, skills training, and support for young entrepreneurs.

The initiative’s SA Youth platform, Sibiya noted, has registered over 4.1 million young South Africans, offering a range of opportunities matched geographically to reduce transportation costs and improve accessibility.

The PYEI closely integrates with other interventions coordinated by the Presidency, including Operation Vulindlela which is implementing key structural economic reforms that has unlocked growth and jobs and the Presidential Employment Stimulus (PES) which has delivered over two million jobs and opportunities. Of this, over 80% went to young people, the majority of whom applied through SA Youth.

“Imagine a young person in a rural community, much like the one I grew up in. With the right support, she could transition from being a student in an under-resourced school to leading a team at a major tech company. Her success would create a ripple effect, opening doors for others in her community. This is the transformative power of public-private partnerships,” the Deputy Minister said.

In addition to the PYEI, Sibiya emphasised the department’s commitment to transformative employment legislation, including the Labour Relations Act and Employment Equity Act, aimed at creating fairer working environments and promoting diversity.

Furthermore, Sibiya underscored the department’s strides in skills development through the Skills Development Act, which has established Sector Education and Training Authorities to help bridge the skills gap.

“At the Department of Employment and Labour, we are dedicated to promoting broad-based black economic transformation, youth development and training, and fostering greater collaboration between the public and private sectors. Our efforts are grounded in the belief that these partnerships are the most effective means to create inclusive growth that benefits all South Africans.

“As we face the complex realities of unemployment and economic inequality, it is crucial that we adopt a multi – sectoral approach,” he said.

The Deputy Minister reiterated that a collective effort was essential to addressing youth unemployment.

“Success in the area of youth employment will require collaboration and a shared belief system on how deeply corrosive it is for young people to witness economic activity but be barred by some or another external barrier, from participating in it.”

He said this was why initiatives like the Solutions Exchange were crucial for bringing together diverse, like-minded voices and fostering collective ownership of the challenge.

“It is the brains trust in this room who are creating the conditions for meaningful, long-term change in our country I look forward to working with all gathered here today, as we commit to transforming the South African employment landscape and restoring the dignity of employment amongst our youth, together,” Sibiya said. – SAnews.gov.za

One Week to Go Until Investors Unite at AEW

Location: News
African Energy Chamber

The largest gathering of energy stakeholders on the African continent is gearing up to welcome global and African energy stakeholders for five days of dialogue and deals. African Energy Week (AEW): Invest in African Energy 2024 – dubbed the premier event for the African energy sector – will take place from November 4-8 in Cape Town, South Africa. The foremost platform to sign deals and further the agenda towards making energy poverty history by 2030, the conference will feature seven stages, including five content stages, two technical hubs and a full day of pre-event workshops.

With over 125 million barrels of proven oil reserves, 620 trillion cubic feet of natural gas and abundant opportunities in solar, wind and green hydrogen, Africa has the potential to become a global hub for energy. African energy demand is projected to more than double by 2050, with fossil fuels anticipated to account for up to 60% of the continent's energy mix by 2040. As such, this year's conference promises to drive a new wave of investment across the African energy sector, with industry experts and thought-leaders, African governments and national oil companies (NOCs), and energy investors leading discussions on the challenges and opportunities found on the continent.

AEW: Invest in African Energy is the platform of choice for project operators, financiers, technology providers and government, and has emerged as the official place to sign deals in African energy. Visit www.AECWeek.com for more information about this exciting event.

Africa's energy industry is both the backbone of the continent's economy and a catalyst for sustainable growth worldwide. As such, the AEW: Invest in African Energy 2024 conference will feature a series of pre-event interactive workshops, providing an opportunity for companies to share in-depth knowledge and exchange ideas with a targeted group of delegates. The workshops, hosted by companies such as Rystad Energy, NCDMB, CLG, Energeo Alliance and S&P Global Commodity Insights, will cover various topics including energizing Africa amid the global energy transition; legislative and regulatory context for promoting investment in exploration; and facilitating investments and mergers and acquisitions across the continent.

A high-level opening ceremony will kick off at the Cape Town International Convention Center (CTICC) on the first day of the event. The opening ceremony will feature addresses from Angola's Minister of Mineral Resources and Petroleum Diamantino Azevedo and South Africa's Minister of Electricity and Energy Kgosientsho Ramokgopa, and discussions with the likes of Dr. Omar Farouk, Secretary General of the African Petroleum Producers' Organization and Chairman and CEO of upstream oil company Kosmos Energy Andy Inglis. The AEW: Invest in African Energy 2024 opening will kick off a week of intense dialogue on the future of the African energy industry. The opening will also feature a number of panel discussions focusing on the vital role Africa plays in addressing global energy security, as well as keynote addresses from the heads of some of the largest energy companies in the world.

Representing the entire energy value chain from oil and gas to renewable energy to power and infrastructure, AEW: Invest in African Energy 2024 will feature a massive slate of regional ministers with the aim of unpacking the continent's strategies to make energy poverty history by 2030. Ministers from Libya and Algeria are poised to showcase North Africa's ambitious production targets while aiming to plug Europe's energy gap and enhance domestic energy access. Southern Africa's ripe opportunities in energy and mining will be put on display by ministers from Mozambique, Angola, South Africa, Zambia and Namibia while West African ministers from the MSGBC region, Nigeria, Ghana and Burkina Faso will provide updates on ongoing projects. With major producers such as Equatorial Guinea, Gabon and the Republic of the Congo (ROC) inviting investors to support diversification efforts in production and refining, regional ministers from Central Africa will share insight into available opportunities in oil and gas, mining and infrastructure. Meanwhile, as a frontier market, East Africa is incentivizing exploration in both on- and offshore basins while driving infrastructure and field development projects forward and will be represented by energy and mining ministers from Ethiopia, Uganda, and South Sudan.

Africa is accelerating the pace of upstream projects with the aim of boosting production and intra-African petroleum distribution. Across both mature and emerging hydrocarbon markets, investment opportunities continue to emerge, and as such, AEW: Invest in African Energy 2024 will feature a strong lineup of VIP speakers from energy supermajors Eni, bp, Chevron and TotalEnergies. The event will also feature representatives from some of the continent's most important energy players including Azule Energy, ReconAfrica, Etu Energias, Africa Oil Corp., Wood Mackenzie and Adarco Energy, among many more. The oil industries of African countries will be represented by NOCs from Angola, Namibia, South Africa, Tanzania, Uganda, among others.

With two technical hubs on the exhibition floor of the CTICC, the conference serves as a prime platform for companies to provide presentations on various industry-leading technical themes. The AEW: Invest in African Energy 2024 technical track features a dedicated stage for asset owners, engineers and technology innovators to present projects, provide deep insights into cutting-edge solutions, and share best practices to foster knowledge. Attendees will gain valuable insights into the future of energy and learn about ground-breaking projects while discovering new opportunities for collaboration and investment. An exclusive exhibition-only pass grants delegates access to both the innovative exhibition floor and the technical track.

Rounding off AEW: Invest in African Energy 2024's strong program, a series of technical excursions and site visits across Cape Town offer participants the unique opportunity to gain insight into ongoing projects and developments in South Africa. A guided tour of the Hydrogen Project at the University of the Western Cape will focus on industry technology and development. The tour will also take delegates to the South African Renewable Energy Technology Center at the Cape Peninsula University of Technology, which stands as the country's inaugural sustainable energy development technology facility. The excursion will feature a tour of the Atlantis Special Economic Zone, which stands as a promising landmark in Africa's energy landscape while showcasing advancements in sustainable energy solutions, economic development and innovation. Rounding off the site visits, the tour will also take participants to the Eskom Palmiet Power Station, a hydroelectric pumped storage facility that plays a key role in stabilizing the national power grid.

“AEW 2024 stands at the center of African energy and provides an unparalleled platform to forge partnerships, share knowledge and drive progress in the continent's energy sector. It is our collective responsibility to prioritize energy poverty alleviation and sustainable development, ensuring a brighter future for all Africans. We look very much forward to kicking off this exciting event and welcoming hundreds of delegates from all over the world to drive Africa's energy needs,” states NJ Ayuk, Executive Chairman of the African Energy Chamber.

During the AEW: Invest in African Energy 2024 conference, delegates will be exposed to project updates, industry highlights, investment opportunities and strategies that address the continent's goals for eradicating energy poverty and promoting environmental sustainability. With one week to go, the conference is already stacking up to become the foremost energy event of its kind once again on the African continent.

Deputy Minister calls on South African thought leaders to drive solutions

Location: News

Deputy Minister calls on South African thought leaders to drive solutions

Social Development Deputy Minister Ganief Hendricks has urged thought leaders and stakeholders to move beyond posing questions and instead contribute viable solutions towards fortifying South Africa’s social protection systems.

The Deputy Minister was speaking at the official launch of the Social Security Review Volume 2 held at the HSRC Head Office in Cape Town on Monday.

Held under the theme “Social Security in the Time of COVID-19,” the gathering in Cape Town brought together influential figures from government, academia, research, and civil society to reflect on the pandemic’s impact on social protection and discuss innovative ways to address the ongoing challenges.

The Deputy Minister acknowledged the collective efforts behind the publication, which is the result of collaboration among the Department of Social Development, the Human Sciences Research Council (HSRC), and independent experts and researchers.

Applauding their dedication, the Minister emphasised that the Social Security Review serves as a platform for independent critique and the examination of government interventions on crucial policy matters.

“Your work is essential for building an informed society that can hold policy decisions to account and ensure that they benefit every South African,” the Deputy Minister noted, urging them to continue their contributions.

Since its inaugural release in February 2022, the Social Security Review has become a critical resource, providing insights into the gaps exposed by the COVID-19 pandemic.

“The pandemic brought social protection to the forefront globally,” the Deputy Minister said, highlighting the world’s largest mobilisation of social protection measures seen to date.

However, he pointed out several gaps in South Africa’s own systems, including sparse coverage and data management for vulnerable groups, particularly unemployed adults, seasonal workers, and informal sector employees. These issues, he added, affect women most profoundly, as they are predominantly represented in insecure, informal work.

Hendricks underscored the urgency of addressing these gaps, given the clear benefits that an inclusive, comprehensive social protection system can offer. He argued that the experiences from COVID-19 made a compelling case for more lofty policies, including the Universal Basic Income Grant.

“Now is the time to begin serious national discussions on overdue policy choices, and this publication is essential as we work toward a resilient social security system,” he said, linking this to President Cyril Ramaphosa’s strategic focus on poverty reduction and managing the cost of living.

The Deputy Minister noted that evidence-based decision-making must guide social security reform, especially as South Africa looks towards its National Consultative Dialogue scheduled for December 16, where a united vision for the country’s social protection framework will be on the agenda.

“The capacity of social protection to reduce inequality and manage poverty is foundational to our nation’s stability,” he said, underscoring the important role of social security in promoting social cohesion and renewing the social contract with South Africans.

Highlighting the tangible impact of social assistance programmes, the Deputy Minister lauded South Africa’s achievements in poverty reduction since the dawn of democracy.

The country currently provides income support to over 18 million vulnerable individuals, including children, older persons, and people with disabilities. This was supplemented by the Social Relief of Distress (SRD) grant, which began as a temporary measure in 2020 to aid over 8.5 million unemployed adults affected by the pandemic.

Hendricks said this network of social assistance acts as a lifeline in times of crisis and that “one cannot imagine the depths of poverty our people might have faced without these protections”.

The Deputy Minister shared that climate change and the economic aftershocks of COVID-19 are prompting a re-evaluation of South Africa’s social protection framework.

“We must build a modern, comprehensive, and shock-responsive system,” he said, adding that social protection reform is not just policy, it’s a constitutional mandate.

South Africa’s Constitution enshrines democratic values, social justice, human rights, and a commitment to quality of life for all citizens. Hendricks expressed optimism that continued collaboration with experts and academics will drive progress in these areas.

Hendricks extended his appreciation to the authors, editors, and reviewers whose contributions made the Social Security Review Volume 2 possible.

Their work, he said, will stimulate robust dialogue and help shape policies that support a more equitable future for South Africa. Officially launching the publication, he declared it a must-read for legislators, scholars, and all invested in South Africa’s prosperity. – SAnews.gov.za

About The Earthshot Prize:
Founded by Prince William and incubated in the The Royal Foundation in 2020 for a year before becoming an independent platform/organization, The Earthshot Prize is a global environmental prize and platform designed to discover, accelerate and scale ground-breaking solutions to repair and regenerate the planet. Inspired by President John F. Kennedy's Moonshot, which united millions of people around the goal of reaching the moon, The Earthshot Prize aims to catalyse an Earthshot challenge to urgently encourage and scale innovative solutions that can help put the world firmly on a trajectory towards a stable climate, where communities, oceans and biodiversity thrive in harmony by 2030. CSIR Transport Safety Lab to help reduce road crashes

Minister of Science, Technology and Innovation, Professor Blade Nzimande, has unveiled the Transport Safety Lab at the Council for Scientific and Industrial Research (CSIR) to enhance road safety policies and products on the continent.

Unveiled on Thursday, the laboratory includes a stationary driving simulator located on the CSIR’s Scientia campus in Pretoria, along with a vehicle equipped with sensors to gather data on driver behaviour and road conditions.

CSIR Smart Society Group Executive, Dr Sandile Malinga, stated that the lab will collect and analyse road safety data from the real world and simulations, which can be used to improve transport safety policies and products.

“This dual approach gives the CSIR Transport Safety Lab a unique sweet spot in the industry, merging laboratory precision with practical, on-the-road experimentation,” he said, adding that it will ultimately help reduce fatalities and the socio-economic burden of road crashes.

The CSIR Senior Researcher, Lerato Kgoa, explained that the lab’s testing vehicle, known as the Drive Lab, can gather live data from South Africa’s roads, enabling researchers to analyse signage visibility, road conditions, and driver behaviour patterns under various circumstances.

Meanwhile, the driving simulator known as the Simulator Lab, will play a complementary role.

According to  Kgoa, the simulator can recreate hazardous driving conditions in a controlled environment and will allow researchers to observe how drivers respond to dangers like adverse weather conditions, poor visibility or challenging road surfaces.

“By simulating these scenarios without the real-world risks, researchers can gather valuable data on driver behaviour, decision-making processes, and potential improvements in road safety measures,” she added.
The lab features specialists in transport safety, human behaviour, and crash analysis. It has already conducted a successful pilot study on how drivers perceive fluorescent yellow.

Malinga explained that the lab’s research supports the Safe System Approach that South Africa has adopted, where road users, policymakers, transport planners, vehicle manufacturers, infrastructure designers, and road agencies all share the responsibility for improving road safety.

According to the CSIR, this approach is a globally recognised framework endorsed by the United Nations.
CSIR CEO, Dr Thulani Dlamini, said original equipment manufacturers, transport operators and private investors can use the new facility to test and refine new products such as vehicles, road restraint systems and digital technologies.

“Early involvement ensures that industry leaders gain a competitive edge as they co-develop cutting-edge solutions with the CSIR’s research experts,” Dlamini stressed.

“We encourage industry partners to join us in reducing road crashes and ensuring sustainable road infrastructure in South Africa and beyond.”

He believes that the lab will also enable evidence-based policymaking aligned with South Africa’s National Road Safety Strategy 2016-2030 and that it will work with continental bodies such as the Road Traffic Management Corporation and the Namibia Road Authority.

“The lab’s insights are set to inform regulatory frameworks, support law enforcement strategies, and influence infrastructure development,” Dlamini added.

The CSIR Transport Safety Lab is funded by the Department of Science, Technology and Innovation. – SAnews.gov.za

Kaspersky Uncovers New Grandoreiro Light Variant

Location: News
Kaspersky

Despite the arrest of important operators in early 2024, Grandoreiro continues to be used by its partners in new campaigns. Kaspersky Global Research and Analysis team (GReAT) (www.Kaspersky.co.za) has discovered a new light version focused on Mexico targeting around 30 banks. These findings are to be highlighted at the Security Analyst Summit (SAS) 2024. Remaining one of the most active threats globally and targeting users of more than 1,700 banks, Grandoreiro variants account for around five percent of banking trojan attacks this year.  Mexico is one of the most targeted countries by various Grandoreiro strains, including the new light version, seeing 51,000 recorded incidents this year.

Kaspersky data indicates Grandoreiro has been active since 2016. In 2024, the threat targets more than 1,700 financial institutions and 276 cryptocurrency wallets across 45 countries and territories, lastly adding Asia and Africa to the list of its targets, making it a truly global financial threat. Among countries affected in Africa are Algeria, Angola, Ethiopia, Ghana, Ivory Coast, Kenya, Mozambique, Nigeria, South Africa, Tanzania, Uganda.

After assisting an INTERPOL-coordinated action, which has led to Brazilian authorities arresting (http://apo-opa.co/3BUqgrb) operators behind a Grandoreiro banking trojan operation, Kaspersky discovered that the group's codebase has been split into lighter, fragmented versions of the trojan, to continue its attacks. Recent analysis has identified a specific light version focused primarily on Mexico, which has been used to target approximately 30 financial institutions. The creators likely have access to the source code and are launching new campaigns using the simplified legacy malware.

“All the recent developments underscore the evolving nature of the threat. Fragmented and lighter versions may represent a trend that could extend beyond Mexico and into other regions, including beyond Latin America. However, we believe that only some trusted affiliates have access to the malware source code to develop such lighter versions. Grandoreiro operates differently from the traditional ‘Malware-as-a-Service' model we are accustomed to. You won't find announcements on underground forums selling the Grandoreiro package; instead, access to it appears to be limited,” explains Fabio Assolini, head of the Latin American (GReAT) at Kaspersky.

Multiple variants of Grandoreiro, including the new light version and the primary malware, accounted for approximately five percent of global banking trojan attacks detected by Kaspersky in 2024, making it one of the most active threats worldwide. Kaspersky has also analysed the newer samples of the primary Grandoreiro from 2024, and observed new tactics. It records mouse activity to mimic real user patterns, aiming to evade detection by machine learning-based security systems that analyse behaviour. By replaying natural mouse movements, the malware aims to trick anti-fraud tools into seeing the activity as legitimate.

Additionally, Grandoreiro has adopted a cryptographic technique known as Ciphertext Stealing (CTS), which Kaspersky has never seen being used in malware. In this case, its aim is to encrypt the malicious code strings. “Grandoreiro has a large and complex structure, which would make it easier for security tools or analysts to detect if its strings were not encrypted. This is likely why they introduced this new technique – to complicate the detection and analysis of their attacks,” Fabio Assolini elaborated.

To protect from financial malware, Kaspersky security experts recommend organisations to:

  • Enable a Default Deny policy for critical user profiles, particularly those in financial departments; this ensures that only legitimate web resources can be accessed.
  • Provide cybersecurity awareness training (http://apo-opa.co/4e3nlKa) to staff, especially to employees responsible for accounting, that includes instructions on how to detect phishing pages.
  • Use protection solutions for mail servers with anti-phishing capabilities such as Kaspersky Security for Mail Server, to decrease the chance of infection through a phishing email.

While banks should educate its customers, individuals are advised to:

  • Never open links or documents included in unexpected or suspicious-looking messages. Be attentive to web pages – from the right web address to details of interface.
  • Use a reliable security solution, such as Kaspersky Premium (http://apo-opa.co/4dWrbEW), that protect digital assets from a wide range of financial cyberthreats.
  • Install only applications obtained from reliable sources.
  • Refrain from approving rights or permissions requested by applications without first ensuring they match the application's feature set.
  • Install the latest updates and patches for all software used.

Read more on Securelist (http://apo-opa.co/3C4N5bD). The comprehensive Grandoreiro analysis and overview is to be presented by GReAT at Kaspersky's sixteenth Security Analyst Summit (SAS) (http://apo-opa.co/3BPHtly), which takes place from October 22-25, 2024, in Bali.

Bringing Streaming to the Mainstream

Location: News
MultiChoice Group

Television is in the midst of its latest game-changing technology shift – this time from the traditional linear, direct-to-home (DTH) content distribution model to the over-the-top or OTT approach.

OTT – or streaming – offers flexibility, and means users are no longer tied to a specific device or location to consume content.

The power of access is now in the hands of the customer, who can choose what to watch, when, and how much of it. This is an advantage for large content providers. At MultiChoice Africa, for instance, streaming on-demand is the perfect way to give customers access to our self-produced local content library of 84 000 hours.

Innovating for a better experience

The shift to streaming and OTT also comes with new challenges, however. Faced with thousands of hours of content, viewers may be overwhelmed. Artificial Intelligence and machine learning allow us to solve this, surfacing and recommending customised selections of content based on viewing behaviour.

To do this effectively, UX design must build upon AI data insights, to shape the content experience in ways that are both personalised and attuned to industry trends.

Because audience preferences can now be observed and understood in real time, it's also important that in-house UX teams be deeply integrated with product and tech teams. This has been our approach with our ongoing MultiChoice UI design refinements.

Another AI application in the broader content space is in building efficiencies that allow millions of viewers to watch content in their local languages.

At MultiChoice, have been able to train AI for subtitling in several regional languages, enabling us to automate translations for entire series of content. This capability has already been deployed for Swahili translations in Kenya, on the Showmax platform, as well as in two vernacular languages in Nigeria.

The next step is to use AI to automate the audio dubbing of content into African regional languages to further bolster the content that we already deliver in those languages.

As an Africa-wide content provider, MultiChoice also understands that our customers face very real data challenges. We have therefore been forced to innovate to alleviate this pain point, and to find value and efficiencies for our customers through technology.

Data compression is one solution we have found. To address the distance factor, we have found partners that will allow us to cache content closer to our various user communities. We have created nodes closer to those regions that will copy content from source locations in South Africa before relaying it to the end user.

Adapted bit rate is another practical solution to data challenges. With this in place, picture quality adapts dynamically along with internet fluctuations, while ensuring that the stream remains uninterrupted. We also allow users to select bit rates and stream qualities according to their needs, to optimise their data use.

We have also formed partnerships with telcos across Africa to package our content with their data offers. It is a time of great innovation in the market.

Buffering and latency solutions

A related technology challenge is latency issues, which will be familiar to anyone who has been watching live TV during a power outage. The streaming lags and buffering effects that often result can be a real inconvenience. To address this, we have implemented a low-latency solution with one of our partners. Again, the goal is for streaming to have the same latency quality as DTH or linear satellite TV.

In our approach to solving this, we set ourselves the goal of getting our buffering rate to below the industry standard in developed countries, which is 0.72%. The buffering rate represents the percentage of time that a device is buffering, instead of playing content. We have already achieved an average of 0.31% and we are confident of achieving further gains.

We are also working to optimise our configuration to ensure that our OTT platforms receive our stream before satellite receives the stream, to gain additional seconds, and compensate for the discrepancy.

If we are going to bring streaming into the mainstream, I believe it should have the same high-quality viewing experience as satellite.

Another technological discrepancy is lags in the content delivery times between DTH and streaming. We conducted a study of major international players in “first world” markets, and found that streaming delivery was often between 20 and 25 seconds behind satellite.

In our quest to align these two platforms, we have managed to get lags down to five seconds, and we are on course to drop them even further, so that our steaming speed is on par with our decoder broadcasts. This confirms that African streaming services are now among the global leaders in this space.

The next phase of innovation in the TV space is already upon us. Thanks to streaming innovation, the medium is now ubiquitous – accessible everywhere we go.

But for that transition to be real, for it to represent real evolution, we must use all the technology and expertise at our disposal to ensure streaming is as good, as fast, and as seamless as the technology that came before it. And even more entertaining!

Then, it becomes time for the next transition. And that process is already underway. It's an exciting time for television.

Petrobras to Lead Brazilian Companies to African Energy Week (AEW) 2024

Location: News

African Energy Chamber

Brazil's state-owned oil and gas company Petrobras is leading a delegation of Brazilian companies to the African Energy Week (AEW): Invest in African Energy conference – taking place November 4-8 in Cape Town. The move follows a string of acquisitions made by Brazilian companies in Africa in recent months and aims to unlock new avenues for partnerships in oil and gas exploration and production.

The delegation comprises Petrobras' Exploration and Production Director Sylvia dos Anjos; Dr. Roberto Ardenghy, President of the Brazilian Institute of Oil and Gas; Dr. Marcio Mello, Founder of the Namibia Energy Corporation; and Henrique Luiz de Barros Penteado, Petrobras Netherlands B.V. Exploration Manager. As the largest energy event in Africa, AEW: Invest in African Energy 2024 offers a strategic platform for strengthened Africa-global partnerships.

AEW: Invest in African Energy is the platform of choice for project operators, financiers, technology providers and government, and has emerged as the official place to sign deals in African energy. Visit http://www.AECWeek.com for more information about this exciting event.

Petrobras – the biggest oil producer in Brazil – is rapidly expanding its footprint in Africa, with strategic acquisitions in South Africa, Namibia and São Tomé and Príncipe. In September 2024, the company's board gave the greenlight to acquire a 10% stake in the offshore Deep Western Orange Basin in South Africa, heralding a new era of exploration in the promising block. Situated adjacent to where high-profile discoveries have been made in Namibia, the deepwater block offers significant potential for billion-barrel finds. The block is operated by energy major TotalEnergies alongside project partners QatarEnergy and Sezigyn.

In Namibia, Petrobras is making a bid for a 40% stake in the Mopane oil and gas exploration block, which international oil company Galp has put up for sale. The block was the host of a major discovery in January 2024, with reserves estimated as high as 10 billion barrels recoverable. Now, Galp is seeking farm-in partners to accelerate the development of the block. If successful, the acquisition would signal Petrobras' entry into the market, which has been the host of some of Africa's biggest offshore discoveries in recent years. This aligns with the company's goal to expand its international footprint while paving the way for Namibia to leverage the expertise of its South American neighbor.

Petrobras' return to Africa followed the acquisition of interests in three Shell-operated exploration blocks in São Tomé and Príncipe in December 2023. The deal covers Blocks 10, 11 and 13, aligning with the company's strategy to expand its interests into frontier markets in Africa. The company has dedicated $1.3 billion over the next five years for exploration outside of Brazil, underscoring its commitment to diversifying its portfolio and driving exploration in Africa.

Looking ahead, Petrobras remains committed to frontier exploration opportunities. Recently, Petrobras has asked to consult geological data in Angola, Sierra Leone, Equatorial Guinea, Liberia, Benin and Ivory Coast. The company's newfound upstream strategy aims to significantly enhance its production capacity while tapping into the potential of emerging and promising markets – particularly those in Africa. This extends to producing countries such as Angola, which continues to offer untapped potential in onshore and ultra-deepwater acreage. Angola and Brazil rank in the top ten globally for ultra-deepwater reserves, highlighting a strategic opportunity for collaboration. Frontier assets such as in the Namibe basin offer strategic potential for Petrobras. At AEW: Invest in African Energy 2024, these collaborative opportunities will be a key topic of discussion, with the Brazilian delegation engaging with industry leaders and project developers in Cape Town.

“Brazil's exploration and production history bears remarkable similarities to that of its African counterparts, specifically frontier markets such as Namibia. Offering similar geological characteristics and with a string of large-scale projects underway, lesson learnt from Brazil can accelerate the pace and success of oil and gas developments in Africa. Companies such as Petrobras are already strengthening their portfolio of African assets, driving projects forward in partnership with African and global players,” states NJ Ayuk, Executive Chairman of the African Energy Chamber.

During AEW: Invest in African Energy 2024, the Brazilian delegation will participate in various panel discussions, tackling critical topics such as frontier exploration, sustainable oil and gas development and technology-driven drilling solutions. The delegation's participation creates strategic opportunities for newfound partnerships as African countries move to unlock the full potential of their offshore oil and gas resources.

SA must enhance agricultural productivity to achieve Zero Hunger

Location: News

SA must enhance agricultural productivity to achieve Zero Hunger

Minister in the Presidency Khumbudzo Ntshavheni says to achieve ‘Zero Hunger’, the country must enhance agricultural productivity and ensure equitable access to nutritious food.

“This involves investing in sustainable farming practices, empowering smallholder farmers and promoting local food systems,” the Minister said on Friday.

Addressing the 5th International Social Justice Conference and 6th Social Justice Summit -- held at the Artscape Theatre in Cape Town -- Ntshavheni said by supporting farmers, the country can boost food production and create jobs, fostering both economic growth and community resilience.

The start of the 5th International Social Justice Conference on 16 October coincided with World Food Day, an international day celebrated every year worldwide to commemorate the date of the founding of the United Nations Food and Agriculture Organisation in 1945.

Ntshavheni underscored the importance of promoting sustainable farming methods that enhance productivity, while protecting natural resources.

“We must forge partnerships across government, the private sector and civil society, including academia, to create comprehensive strategies that tackle food insecurity,” she said, adding that collaboration is key if South Africa is to attain the goal of Zero Hunger.

Zero Hunger is Goal 2 of the United Nation’s Sustainable Development Goals (SDGs). It is about creating a world free of hunger. The global issue of hunger and food insecurity has shown a sharp increase since 2015, a trend exacerbated by a combination of factors including the COVID-19 pandemic, conflict, climate change and deepening inequalities.

According to the United Nations (UN), by 2022, approximately 735 million people – or 9.2% of the world’s population – found themselves in a state of chronic hunger – a staggering rise compared to 2019.

Ntshavheni said practices like crop rotation, agroforestry and organic farming can increase resilience against climate change and reduce reliance on chemical inputs.

“Supporting smallholder farmers through training and access to technology can empower communities and boost local food production. It is therefore important and significant that universities like Stellenbosch are deeply involved in this initiative.

“It would be important for us in government to explore opportunities to partner with institutions of higher learning on this initiative in order to extend awareness to communities in rural areas of our country that are daily confronted with food insecurity.

“This must make us understand the urgency to develop sound drought resilience and water conservation plans,” the Minister said.

The 6th Social Justice Summit was hosted by the Centre for Social Justice, based at Stellenbosch University.

Striving for food security

In 2014, government introduced the National Policy on Food and Nutrition Security, followed by the National Food and Nutrition Security Implementation Plan (NFNSIP), whose implementation involved multiple government departments and entities, with various interventions receiving support from local and international development partners.

“We are now in the process of developing the NFNSIP (2024 -2030) as we chase the National Development Plan (NDP) Vision 2030 goals. We are not only calling for a partnership in the [NFNSIP] development but with its implementation, as our country focuses on achieving the overdue SDG on Zero Hunger.

“Our policy approach to Zero Hunger acknowledges the lingering consequences of apartheid, which has left deep-rooted inequalities in access to land, income, and employment and other economic opportunities,” the Minister said.

Ntshavheni said as the country’s population growth and climate change intensifies, the urgency of food security cannot be overstated.

Ntshavheni said hunger on its own is a multifaceted challenge that affects the economy, health system and social fabric in general.

Addressing the conference, Electricity and Energy Deputy Minister Samantha Jane Graham said the issue of energy affordability remains a challenge, as the nation navigates the challenge of the accessibility of food prices.

Graham said her office is committed to finding innovative and sustainable solutions for energy sources.  – SAnews.gov.za

  • Session 1: Digital and financial Inclusion (08:15 – 09:15) – Exploring the challenges and opportunities for expanding Africa's digital infrastructure, with a focus on how development finance can support affordable, wide-reaching connectivity across the continent. The panel will also explore innovative solutions to enhance financial inclusion and poverty reduction in underserved communities.
  • Session 2: Spatial Inclusion (09:30 – 10:30) – Addressing the critical need for investment in affordable housing and township retail.

The event will gather business leaders, investors, and policymakers for insightful discussions on how impactful investments can drive sustainable and inclusive growth in South Africa.

Delegates will gather in the Mother City in South Africa this month, when the second annual Healthcare Indaba takes place at Cape Town's CTICC. The two-day event forms part of the 2024 edition of Africa Health Congress (www.AfricaHealthExhibition.com), the premier healthcare gathering on the African continent.

Building on the success of its inaugural edition last year, the Healthcare Indaba 2024 expands to a two-day format. It dives into the realms of Global Health on day one and exploring AI & Digital Health on day two of the Congress (running from 22 to 24 October 2024).

Another new element to the Congress and the Indaba deliberations, is the dedicated forum within the Africa Health Congress 2024 entitled, “EmpowHER: Women in Healthcare”.

“Our goal is to create a lasting brand that celebrates female leadership and fosters a supportive community.  Our audience is eager to gain insights into the realities of leadership in healthcare and understand the journey it takes to reach the top. The mandate for our speakers will be candidness and honesty,  they will share their personal experiences, challenges, and successes in the hopes of inspiring the audience. Their stories and insights will help ensure the long-term sustainability of our industry through supporting women and celebrating their successes,” says Cynthia Makarutse, spokesperson for the organisers of Africa Health.

“Much like the Mining and Tourism Indabas which inspired it, the Healthcare Indaba has emerged as a crucial platform for shaping the future of our industry on the continent. This year's focus aligns with our commitment to position Africa at the forefront of medical innovation with worldwide impact,” says Makarutse.

The Indaba will feature discussions led by some of the most influential voices in African healthcare and technology.

“Global Health” – Africa claiming its right place on global stage.

Head of the Global Surgery Division at the University of Cape Town, Professor Salome Maswime, will chair the Global Health deliberations of the Indaba on day one. She explains that she is excited about hosting a dynamic programme that brings leaders together from all over the world and from all sectors.

“We hope to have thought provoking sessions about the role of Africa on the Global Health Stage. This will be a first for Africa Health, with the Vice President of the United Nations Foundation delivering the keynote on Global Health strategies for a resilient future,” she adds.

“I think most importantly it gives us an opportunity to discuss and find consensus on the strategies for Global Health and to align on international programmes, and to collaborate on new and strategic programmes. Many of us are involved on international Global Health platforms, yet the global health agenda is still mainly driven and owned by high income countries. We have an opportunity to re-imagine the future of Global Health for Africa.

“It is time for Africa to get involved on all matters related to Global Health. We cannot afford to be left behind. We have an obligation to provide universal health coverage and to improve healthcare in Africa,” says Maswime.

“AI & Digital Health” – building sustainable solutions.

The second day of Indaba 2024 (on Wednesday 23 October) shines the spotlight on AI & Digital Health.

“The significance of this event lies in its ability to convene leading industry experts, innovators and key stakeholders from across the continent to address pressing healthcare challenges and explore transformative solutions,” says Dr Mories Atoki, CEO of ABCHealth and a speaker on the day.

“The ABCHealth side forum on Digital Health will serve as a platform to discuss how AI and digital health can revolutionize healthcare delivery, making it more accessible and efficient. It is a critical moment for both the private and public sectors to explore more and collaborate on building sustainable systems that address Africa's unique healthcare needs through AI.”

For the people of Africa, Dr Atoki believes this congress provides hope.

“The conversations and outcomes from these sessions will not only influence policy but also drive tangible improvements in healthcare services, enhancing quality of life and reducing healthcare inequalities across the continent.

“For the medical sector, it presents a unique opportunity to explore new opportunities,  strengthen partnerships, share groundbreaking innovations, and leverage digital health means to drive healthcare accessibility and efficiency. This signifies progress toward better healthcare outcomes through improved access, affordability, and quality of care. By highlighting the potential of AI and digital health, we can pave the way for more inclusive, patient-centric care which can also bridge gaps in underserved areas,” she says.

“Africa's healthcare future relies largely on embracing digital interventions.  AI and digital health are not just trends—they are an essential part of a globally advancing economy that can help solve some of the continent's most pressing healthcare challenges, from limited access, specialized care to overburdened systems.

“Achieving this on a large scale requires robust ecosystems, supported by both regulatory frameworks and financial investments. Policy reforms and investments are essential to creating a thriving digital health ecosystem. It will also require multi-sector partnerships that prioritize patient safety, data protection, and equitable access and inclusivity,” says Dr Atoki.

“AI & Digital Health: The need to first address health data accessibility.”

“We cannot hope to effectively use the rapidly increasing AI  set of commodities that are becoming available globally in Africa, before we first address health data accessibility and governance locally” says Dr Chris Fourie, a medical doctor, machine learning operations (MLOps) engineer, researcher and online grassroots community organiser.

As another speaker on day two, he says: “My presentation is related to the foundation that we need (i.e. health data accessibility) in order to do any kind of quantitative analysis, data science, machine learning, or AI for health in Africa. When considering the potential impact and significance of these in Africa, a good place to start is with understanding the burden of disease in Africa.”

“Regularly published Global Burden of Disease data shows us that infectious disease and maternal child health are consistently top of the list for Africa. These should be considered when deciding where data science and AI interventions could target. As an example, Africa would stand to benefit a great amount from interventions that can drop the cost and increase the efficacy of primary health interventions,” says Fourie.

“While the scope for what AI can do is really broad, for Africa the capacity to help collect and utilise data for primary and pre-primary care could generate immense impact.”

Fourie says this could be realised as:

  • Broader and interactive patient health education (especially if in one's their own language) making existing health information more accessible.
  • Better health service accessibility e.g.
    • Encrypted / safe remote conversational / natural language health data collection.
    • Cost-effective, early and automated diagnosis and triage using multimodal data from existing patient records and new data from e.g. mobile personal devices.
  • Rapid and higher quality patient data linkage / aggregation and government action related to this data - e.g. the growth of national health data centres in the global south – this is very useful for toward data driven public health policy development.
  • Lower cost and quicker drug development e.g. to address rising resistance.
  • Personalised healthcare and clinical decision support tools, with data driven patient follow up, treatment tracking and dynamic treatment adjustment.

“I would like to see the initiation and ongoing development of multidisciplinary, multi-stakeholder, participatory collectives to help provide effective channels of communication and cooperation between patients, healthcare service providers, researcher, funders and policy makers toward a future culture of open science and sustainable health equity.”

EmpowHER: Women in Healthcare: The power of she – A new class of women leaders.

Day three of the Africa Health Congress will see a long list of leading female voices in the healthcare space sharing their stories at a dedicated forum that celebrates female leadership and fosters a supportive community.

“Everything we are doing at Congress this year is about tackling the challenges wherever they may be located in the healthcare space and finding solutions. This is the same motivation also for EmpowHER as we invite trailblazing women from across Africa's healthcare scene to unite!

“This summit will ignite community, growth, and empowerment for established and emerging leaders. Through dynamic panels and keynotes, shatter personal and professional boundaries and emerge ready to champion change for women in leadership” says Cynthia Makarutse, spokesperson for the organisers of Africa Health.

Speakers on the day include the Chief Scientific Officer at the SA Medical Research Council Professor Glenda Gray, Microsoft's Kenya Country General Manager Phyllis Migwi, the World Bank's Lead: AI for Human Development Marelize Prestidge, and Wesgro's HealthTech Ecosystem Manager Mandi Swanepoel.

Indaba – an ecosystem of innovation.

"The Healthcare Indaba has become the intellectual core of Africa Health; it's a catalyst for change on a global scale,” says Makarutse.

“By bringing together diverse stakeholders at the highest echelons of their various fields in healthcare – including policymakers, facility directors, entrepreneurs, and academics – we are establishing an ecosystem of innovation that can truly transform healthcare delivery across Africa and inspire solutions worldwide.”

4th National Shelter Indaba pioneers solutions for GBV survivors

Location: News

4th National Shelter Indaba pioneers solutions for GBV survivors

The 4th National Shelter Indaba has highlighted the urgent need for effective shelter solutions for survivors of gender-based violence (GBV).

The Department of Social Development, in partnership with the National Shelter Movement of South Africa (NSMSA), initiated the 4th National Shelter Indaba, currently underway in Sandton, Johannesburg.

This significant initiative coincides with the department’s month-long campaign, Social Development Month, which reflects on and showcases the department's programmes and services.

Director of Victim Empowerment and Prevention of Gender-Based Violence within the Department of Social Development, Sibusiso Malope, delivered a compelling opening speech, emphasising the critical need for effective shelter solutions for GBV survivors.

“Addressing gender-based violence is not just a moral imperative; it is a critical human rights issue that affects the well-being of individuals and the stability of our communities,” Malope said.

Under the theme: “Progressive Sheltering: Strengthening Shelters in South Africa”, this year’s indaba seeks to drive meaningful change in the fight against GBV by focusing on key pillars of the National Strategic Plan (NSP).

According to the World Health Organisation (WHO), globally, about one in three women (30%) have experienced physical or sexual violence in their lifetime, predominantly from intimate partners.

The statistics underscore the severity of the issue.

In Eastern and Southern Africa, this figure rises to 42%, which not only impacts individual survivors but also hinders family and community development, costing economies up to 4% of gross domestic product (GDP), as reported by the United Nations Economic Commission for Africa (UNECA).

“This crisis represents a fundamental violation of human rights and poses significant barriers to women’s participation in education and the labour market,” Malope emphasised.

He outlined the pivotal role of shelters in providing immediate safety and comprehensive support services.

“Shelters offer more than just a safe haven. They are essential in delivering trauma-informed counselling, legal assistance, and life skills training, which empower survivors to rebuild their lives,” he explained.

Malope said effective shelter programmes must include features such as secure locations, community integration, and cultural competence. He underscored the need for inclusive policies that ensure accessibility for marginalised populations, including LGBTQI [lesbian, gay, bisexual, transgender, queer/questioning (one's sexual or gender identity, and intersex individuals].

“We must ensure that our services are sensitive to the diverse backgrounds and needs of all survivors,” Malope said.

Staff training, including personnel being trained on trauma-informed practices to meet the unique needs of survivors, is also key.

“Well-trained staff are crucial for providing high-quality care and support,” Malope said.

Malope discussed the significance of data-driven practices, stating that regular monitoring and evaluation of shelter programmes is essential for improving services and ensuring accountability.

“By collecting and analysing data, we can better understand the effectiveness of our interventions and adapt to the needs of survivors,” he said.

Improving policies

Recent developments in policies and community responses to GBV in South Africa reflect government’s commitment to addressing this pressing issue through a multifaceted approach.

The Trafficking in Persons Act (TiP) aims to combat human trafficking, which often intersects with GBV, providing a legal framework to protect vulnerable individuals.

Additionally, the Domestic Violence Act (DVA) has been strengthened to enhance protections for survivors, ensuring they can access immediate support and legal recourse.

The Sexual Offences Act (SORMA) and the Criminal Law (Sexual Offences and Related Matters) Amendment Act have also been revised to impose stricter penalties on perpetrators, reinforcing the message that GBV will not be tolerated.

Malope emphasised the importance of these legislative frameworks.

“Robust laws are essential, but they must be accompanied by community-driven responses to be truly effective.

“Programmes like the Victim Support Services (VSS) and the National Gender-Based Violence Strategy (NGBV) are critical for ensuring that survivors receive holistic support.”

He further highlighted that community initiatives, including awareness campaigns and local support networks, play a vital role in shifting societal attitudes toward GBV.

“Engaging communities is key to prevention, as it fosters a culture of respect and accountability, ultimately contributing to the safety and empowerment of all individuals,” Malope said.

The two-day Indaba features keynote addresses, panel discussions, and opportunities for collaboration among government departments, Chapter 9 institutions, and civil society organisations, policymakers and advocates.

Topics include innovations in shelter services, mental health support for survivors and community engagement strategies.

“This conference is a call to action for all of us to work collaboratively in creating safer communities,” Malope said.

As participants engage in discussions and share best practices over the two-day initiative, the NSMSA aims to develop actionable strategies to enhance shelter services for survivors of GBV, reinforcing the importance of a survivor-centred approach in responding to this pervasive issue.

The National Shelter Movement of South Africa plays a pivotal role in the implementation of Pillar 4 of the NSP on GBVF, and is an umbrella body for 99 shelters across the country.

These shelters provide essential care and support services for individuals affected by GBV, offering safety, counselling, healing, empowerment for survivors as they rebuild their lives, and interrupting and breaking the cycle of violence. – SAnews.gov.za

Vantage Capital Concludes a €66M Deal With Camusat

Location: Business
Vantage Capital Group

Vantage Capital (www.VantageCapital.co), Africa's largest mezzanine fund manager, announced today that it had closed a €66 million mezzanine investment in Camusat Holding S.A.S, the proceeds of which will be used to refinance debt and fund the capital expenditure required for expansion of the group's AktivCo division. Vantage Capital's investment is part of a global financing package of €81m provided in consortium with Eurazeo, a leading European investment group.

Camusat is a leading telecommunications player managing fully integrated and sustainable business models for the deployment and management of telecom infrastructure whilst championing the decarbonization of mobile network operators (MNOs). Partnering with major investment funds that support green investments, Camusat is pursuing its ambition to become the leading “Infra as a Service”  partner for the mobile telecom industry, with a broad presence in emerging markets, especially in Africa. The group operates across twenty countries (including fifteen on the African continent) and through two synergistic divisions, AktivCo and OpCo:

  • AktivCo is the Infrastructure as a Service business structuring and financing complex transactions under long-term contracts to transform the telecom infrastructure by applying sustainable business models. With a strong focus on low carbon footprint solutions and digitalization of operations, AktivCo accelerates the expansion and modernization of MNOs' infrastructure and reshapes the telecom world for cleaner communications; and
  • OpCo is a telecom service partner that combines technical expertise with operational excellence to design, build, and manage  telecom infrastructure.

Since inception, Camusat has been capitalizing on the rapid expansion of the telecom industry, but most importantly the ever-growing need of MNOs to outsource non-core operations to specialized service providers. This trend is observed worldwide but is more prevalent in emerging markets, especially Africa. As network coverage remains relatively low, MNOs are being pushed by regulators to ramp up their infrastructure investment especially to increase coverage in rural areas, where most of the population lives. MNOs therefore need to contract with service providers like Camusat to support the rapid and viable roll-out and management of their tower infrastructure.

In this context, Camusat has established itself as the key strategic partner for telecom operators such as Orange, Moov Africa (Maroc Telecom group), MTN, Vodafone, Airtel and others. The group's comprehensive offering drives long-term performance for mobile networks and inclusive connectivity, digitalization and sustainable access to technology, making it a one-stop-shop for MNOs. Its multi-decade experience and track record attest to the quality of its performance.

Mr. Richard Thomas, CEO of Camusat, commented, “we are very pleased to have concluded the transaction with Vantage Capital. This financial and strategic partnership comes at a time when we are further expanding our presence in Africa, and we are confident that Vantage Capital's extensive network and expertise on the continent will be a great support in achieving our objectives.”

Mr. Luc Albinski, Executive Chairman at Vantage Capital, added, “we are proud to partner with such a leading and dynamic group as Camusat. Throughout the process, we have been impressed by management's deep knowledge of the telecom industry, but also their firm commitment to help increase connectivity in parts of Africa where network coverage remains underdeveloped.”

Mr. Thibaut de Rodellec, Deputy CEO of Camusat, said, “we were convinced from our very first discussions that Vantage Capital and Camusat would be a great fit. We always look beyond the financial aspect when forming new partnerships, and we were glad to discover that our firms share common ethics, vision and dedication. We will ensure this partnership is a success for all stakeholders.”

Mr. Driss Benabdeslam, Partner at Vantage Capital, concluded, “by investing in Camusat, we are backing a group that is engaged in a vital and buoyant industry and constantly strives for operational and corporate excellence. Camusat has incorporated best-in-class ESG practices and implemented various CSR measures directed at supporting local communities and minimizing greenhouse gas emissions from the telecom sector. We are thrilled to support the group in creating more value and generating an even greater positive social impact over the years to come.”

This transaction represents Vantage Capital's 39th investment across four generations of funds with its portfolio of investments spread across eleven African countries.

Vantage Capital was advised by Clifford Chance (in Morocco) who acted as its legal counsel. KPMG (in France) and Webber Wentzel (in South Africa) provided tax advice, KPMG (in France) was the financial advisor, Emerton (in France) provided commercial advice, and Ibis Consulting (in France) reviewed the environmental impact.

Camusat was advised by Goodwin Procter (in France) who acted as their legal counsel and Marlborough Partners (in France) who acted as financial advisor.
