Water and Sanitation together with Cooperative Governance and Traditional Affairs (COGTA) believe 14 days to find answers to water shortages raised in petitions

The Portfolio Committee on Water and Sanitation has resolved to give the departments of Water and Sanitation and of Cooperative Governance and Traditional Affairs (COGTA) 14 days to respond and find solutions to the water shortages in Rustenburg in the North West and Warrenton in the Northern Cape. The committee today received two petitions on water shortages in these two areas and agreed that while the committee is dealing with them, there is a need for a broader discussion on solutions to water shortages in many areas in the country.

“Petitions are an important tool to ensure oversight and the committee will use these petitions to seeks answers from all spheres of government that are constitutionally mandated to provide quality water to the people of South Africa. We will thus send the petitions to the Department of Water and Sanitation and the Department of Cooperative Governance and Traditional Affairs to get answers for the residents of those areas,” said Mr Robert Mashego, the Chairperson of the committee.

The committee highlighted that there remains a concerning gap within the water value chain, with some stakeholders such as municipalities failing to deliver on their mandate. The decision to include the Department of Cooperative Governance in solving water shortages is to ensure that there is joint accountability and that all stakeholders contribute, as per their mandate, to resolve this challenge. Also, the committee highlighted that the District Development Model, which seeks to integrate planning and delivery of services, should be exploited by all spheres of government to ensure collaboration in the delivery of quality services.

In addressing the petitions directly, the committee highlighted that the responses to be submitted to the committee must include how grants, such as the Municipal Infrastructure Grant, have been spent in those areas to address inadequate infrastructure, maintenance of existing infrastructure and availability of bulk services. This information will assist the committee to assess where the problems lie and to find lasting solutions to the challenges raised.

The committee remains of the view that the availability of water is a critical enabler in overcoming many socio-economic challenges. “The lack of water is negatively impacting the ability of citizens to reach their full potential. Also, quality water is necessary to unlock economic activities in many areas that are struggling under the pressure of poverty and unemployment,” Mr Mashego emphasised.

Meanwhile, the committee has committed to the petitioners that it intends getting answers to their plight before the end of the sixth parliamentary term. “We have heard you and will work towards finding you the necessary answers,” Mr Mashego concluded.

Largest CHIETA smart skills centre opens in rural KZN

Higher Education, Science and Innovation Minister, Dr Blade Nzimande, has commended the Chemical Industries Education and Training Authority (CHIETA) on the successful opening of the Babanango SMART Skills Centre, which will provide tech-enabled learning programmes.

Nzimande unveiled the third and largest CHIETA SMART Skills Centre last week. It forms part of CHIETA’s efforts to bridge the digital skills divide and accelerate the development of basic digital skills in rural communities.

The centre will provide tech-enabled learning programmes, including virtual and augmented reality, robotics and the Internet of Things, among others.

Speaking at the launch, Nzimande said the Babanango area was specifically identified for the establishment of the SMART Skills Centre because it is in a deeply rural area of KwaZulu-Natal, without any internet connectivity.

Nzimande said the centre will benefit the local community, including learners, students, job seekers and businesspeople. It will also provide youth with digital skills that will help to meet the demands of industries, which rely on technology to grow their enterprises.

“The centre will advance skills development for the unemployed youth by offering programmes based on various technologies, including Virtual Reality (VR), blockchain, artificial intelligence (AI), software development, data science and mobile repairs.

“Through this centre, our unemployed youth will have access to various online learning platforms to start up successful and scalable data-driven commercial businesses that will provide technological solutions. This centre we also help us bridge the digital skills divide between urban and rural communities,” Nzimande said.

The SMART Skills Centre is part of government’s bigger plans to revolutionise digital skills development in South Africa.

The skills centres will further cater for Small, Medium and Micro Enterprises (SMMEs) development, as they play a crucial role in the growth of the economy. SMMEs make up 34% of the Gross Domestic Product (GDP), which was valued at $358 billion in 2019.

Nzimande said through the National Development Plan (NDP), government has recognised the importance of SMMEs for job creation, innovation and sustainability of the country.

“One of the goals outlined in the NDP was for 90% of new jobs to be created through SMMEs by 2030. This is against the backdrop that our country continues to struggle with the burgeoning problem of unemployment, particularly in its highly youthful population.

“I am more than certain that this project will certainly give our youth and the community at large the opportunity to get or create employment because digital skills are required in most occupations in the 21st century. I am also hoping that this centre will be a catalyst to attract other developmental projects and programmes,” Nzimande said.

The Minister announced that due to the successful implementation of CHIETA SMART Skills Centre, the department has taken a decision to expand this project in all nine provinces of the country.

CHIETA CEO, Yershen Pillay, commended the partners who were involved in this initiative, including the department, Mthashana Technical and Vocational Education and Training (TVET) college and Sector Education and Training Authority (SETA), among others.

Pillay noted that this is one of the biggest smart skills centres in the country, which has, among others, cell phone repair skills, and will also provide free data to the community of Babanango. – SAnews.gov.za

Gauteng Dept of Transport making inroads

Gauteng MEC for Transport and Logistics, Kedibone Diale-Tlabela, has reflected on the strides the Department has made during the 2022/23 financial year.

Tabling of the 2022/23 annual report, the MEC said the Department has been bestowed with the most improved Department in the Province on Audit Outcomes for the year under review.

“Our fleet management entity g-Fleet was also recognised for improvements in audit outcomes, while our Gautrain Management Agency maintained its clean audit outcome. All this is the testament to our clear strategy and efforts by our officials to transform this department into a capable arm of the state that is fit to deliver services to the people of our province efficiently and without wastage,” Diale-Tlabela said on Thursday.

In the Department’s pursuit of economic revival, it embarked on significant infrastructure projects, including the rehabilitation of key roads such as P39/1 and P156/3.

These endeavours have not only contributed to economic resurgence but have also ignited the flames of job creation and community empowerment.

“We recognised the pressing need to address unemployment head-on, a consequence of the pandemic's impact. To this end, we harnessed the power of the Expanded Public Works Programme (EPWP), launching initiatives like the COVID-19 Transport Cadet Programme and the Departmental Internship Programme. Through these efforts, we have not only provided employment opportunities but have also nurtured skill development, particularly among our youth, women, and persons with disabilities,” the MEC said.

She affirmed that safety has remained paramount in the Department's endeavours.

“The establishment of impound facilities, the introduction of the Public Transport Arbitration Office, and the implementation of a new Vehicle Number Plate System showcase our resolute commitment to combating crime and ensuring the well-being of all who utilize our transportation systems.

“I am immensely proud to highlight that despite challenges such as cash flow issues, community stoppages, and disruptions from external factors like load shedding, our Department has demonstrated strategic acumen, fostering engagements with stakeholders and forming partnerships within our communities. These interventions have enabled us to navigate these challenges effectively and emerge stronger,” the MEC said.

She said through efficient revenue collection, tariff reviews, and collaborative efforts with stakeholders, the department has achieved financial resilience and this has allowed the Department to maintain a robust revenue contribution to the provincial government.

“This, in turn, strengthens our capacity to continue uplifting our beloved province. The Department of Roads and Transport in Gauteng stands as a beacon of resilience, adaptability, and dedication. Our initiatives have aligned seamlessly with the province's priorities, resulting in tangible contributions to economic growth, job creation, and public safety.

“Our achievements in infrastructure development, smart mobility solutions, and revenue generation reflect our unyielding commitment to the well-being and prosperity of our citizens,” the MEC said. – SAnews.gov.za

Deputy President concludes working visit to South Sudan

Deputy President concludes working visit to South Sudan

Deputy President Paul Mashatile has concluded a successful working visit on Thursday to South Sudan.

The purpose of the visit was to assess the latest developments and progress in the implementation of the Revitalised Agreement on the Resolution of Conflict in the Republic of South Sudan (R-ARCSS).

This is where they discussed challenges to the peace process, and discussed solutions with all stakeholders.

“A second, but critical objective of the Deputy President’s visit was to strengthen long-standing bilateral relations between South Africa and South Sudan,” the Deputy President’s Office said.

During his visit, the Deputy President, as President Cyril Ramaphosa’s Special Envoy to South Sudan, met with President Salva Kiir Mayardit.

“President Salva Kiir raised concern regarding the implications that the ongoing conflict may have in neighbouring countries and the region at large.”

He outlined the challenges hindering the implementation of the R-ARCSS and reemphasised the need for South Africa to be more involved in the peace process by assisting the various parties to resolve their disputes.

Deputy President Mashatile also held talks with four of South Sudan’s five Vice Presidents.

“In the main, the Vice Presidents acknowledged remaining gaps and challenges to the full implementation of the R-ARCSS including lack of required financial resources, the arms embargo and sanctions imposed on the government of South Sudan by the United Nations (UN).”

Despite this, the Vice Presidents also appreciated that notable milestones had been achieved on the road to lasting peace.

“A key milestone to the achievement of peace in South Sudan is the holding of the country’s first democratic elections since its independence in 2011.

“Holding this founding election is a goal whose importance is acknowledged by all the participants in South Sudan’s ongoing national dialogue.”

The Deputy President had engagements with various Ministers in charge of critical portfolios and also spoke to Cabinet Affairs and the High-Level Standing Committee for the Implementation of the R-ARCSS.

The country’s second-in-command also held extensive consultations with regional and global multilateral formations with a role to play in resolving the conflict in the country.

Among these were the African diplomatic corps in Juba, the Intergovernmental Authority on Development-East Africa Regional Economic Community (IGAD), Troika- Ambassadors of the USA, United Kingdom and Norway, the Reconstituted Joint Monitoring and Evaluation Commission (RJMEC), and the Special Representative of the UN Secretary-General and Head of the United Nations Mission in South Sudan (UNMISS).

“Deputy President Mashatile commended South Sudan on the progress made thus far and reaffirmed South Africa’s support for the Revitalised Transitional Government of National Unity (RTGoNU).”

Additionally, he called on strengthened commitment by the RTGoNU and all other relevant parties to the R-ARCSS to implement its outstanding provisions, particularly the security arrangements.

These include community disarmament, demobilisation of ex-combatants and their reintegration into peaceful civilian life, and the integration of remaining combatant forces into a national force with a single command structure.

“Failure to find common ground on these and other contentious points will keep South Sudan in limbo, and its economic development as well as the development of its people will be stillborn.”

During his three-day stay, the Deputy President also took time to lay a wreath at the Dr John Garang Mausoleum in honour of South Sudan’s founding leader, and bestowed medals on the South African Police Service (SAPS) contingent stationed in the country as part of the UN Peacekeeping Mission.

In his last act before departure, the Deputy President paid a courtesy call on two of South Sudan’s Elders and veterans of liberation.

“In conclusion, Deputy President Mashatile made a call to all parties to adhere to the revised deadlines of the roadmap to a peaceful and democratic end to the current transitional period and the holding of national elections by December 2024 as envisaged.” – SAnews.gov.za

Blended finance fund to assist farmers abate energy challenges

Location: News

Blended finance fund to assist farmers alleviate energy challenges

The ongoing load shedding in South Africa has become a serious constraint on growth and profitability for various sectors, including agriculture.

In addressing the negative impact on the productivity and profitability of farm operations brought about by the load shedding crisis, the Land Bank and Department of Agriculture, Land Reform and Rural Development (DALRRD), have launched a blended finance fund, which is geared towards financing alternative energy solutions with a focus on energy intensive agricultural activities which include irrigation, intensive agricultural production systems and on-farm cold chain related activities.

The Agro Energy Fund aims to support all South African citizens, producers in the agricultural sector, including smallholder, medium scale, large scale and mega commercial producers.

The launch of the Agro Energy Fund follows the successful launch of the Blended Finance Scheme (BFS) in October 2022 through the partnership between Land Bank and DALRRD, where the bank, in collaboration with the department launched the R2 billion BFS.

Speaking at the launch held in Pretoria on Tuesday, DALRRD Minister Thoko Didiza emphasised that the purpose of the Agro Energy Fund is to incentivise farmers to invest in alternative energy sources, and will run parallel to other existing financial instruments that are designed to support farmers with production, farmer infrastructure and market, amongst others.

Didiza explained that the applications for the fund will be directed to the Land Bank and will be subjected to approval guidelines of the bank.

“The funding will be deployed through a blended finance structure which is a combination of a loan and grant. DALRRD will contribute a grant portion to a total value of R500 million which will be matched with a loan portion to a total value of R710 million from Land Bank.

“This will effectively create a R1.21 billion fund size. The fund will be available in the market until the allocated funds are completely drawn down,” Didiza explained.

The Minister added that the priority will be on supporting dairy farming, piggeries, poultry, all irrigated commodities and on-farm processing.

“In deploying funding to producers, the Bank will also rollout its Green Finance product offering with a focus on financing solar panels, biogas and biomass plants which will result in the installation and commissioning of energy efficiency projects across the country which will partially offset electricity usage from the grid.

“The fund will enable the bank to contribute to building resilience against energy shocks in the sector which have negatively impacted productivity and profitability in farm operations. The food security and rural development remain key priorities in the agricultural sector,” the Minister said.

Land Bank Board Chairperson, Thabi Nkosi, expressed the bank’s appreciation to be in partnership with the department for the implementation of the Agro Energy Fund, and also commended the department’s allocation of the R500 million grant.

“The fund aims to support all South African producers - from smallholder farmers to large commercial producers - in a manner that ensures a balanced allocation of funds across various farming cohorts, according to need,” Nkosi said.

Nkosi explained that the smallholder producers will be eligible for up to 70% total finance amount, with the grant portion capped at R500 000 per applicant, while medium scale producers will be eligible for up to 50% of the total financed amount, with the grant portion capped at R1 million per applicant.

“Large producers will be eligible for a grant of up to 30% of the total financed amount, with the grant portion capped at R1.5 million per applicant. On this basis, the fund is expected to support over 500 farmers across the country,” Nkosi said.

While acknowledging that the fund may not reach all of South Africa’s farmers, Nkosi said, this initiative, with specific focus on renewable energy solutions, will catalyse the agricultural sector’s adoption of more sustainable farming practice.

The applications to the Agro-Energy Fund are now open, and the details about the fund, product offering, and how clients can contact and apply for funding support from the Land Bank can be found on www.landbank.co.za or www.dalrrd.gov.za – SAnews.gov.za

How financial institutions can safeguard against deepfakes

Location: News
iiDENTIFii

In a matter of seconds, it is possible to hold your phone up to your face and see what you will look like in 40 years. Or you could fuse the image of your face with that of a celebrity. You could even record a birthday song for a friend in the voice of their favourite artist. With deepfake technology, it is simple and possible to edit a person's facial and vocal likeness with alarming accuracy. For the most part, this can be seen as harmless entertainment. But what if your likeness was used to drain your savings or commit fraud? As the technology to create deepfakes becomes easier and cheaper, the need to guard against these cybercrimes have come to the forefront.

A deepfake is a video, visual, or audio recording that has been distorted, manipulated, or synthetically created using deep learning techniques to present an individual, or a hybrid of several people, saying or doing something that they did not say or do. These deepfakes are often used in digital injection attacks which are sophisticated, highly scalable, and replicable cyberattacks that bypass the camera on a device or are injected into a data stream.

Murray Collyer, Chief Operating Officer of iiDENTIFii (http://www.iiDENTIFii.com/), says, “Digital injection attacks present the highest threat to financial services, as the AI technology behind it is affordable, and the attacks are rapidly scalable. In fact, a recent digital security report by our technology partner, iProov (http://www.iProov.com/), illustrates how, in an indiscriminate attempt to bypass an organisation's security systems, some 200-300 attacks were launched globally from the same location within a 24-hour period. As more and more South Africans embrace digital banking, deepfake technology is a serious threat.”

Recent research (https://apo-opa.info/3L09o3T) by Discovery Bank and Boston Consulting Group (BCG) into the future of retail banking in South Africa found that most (86%) South Africans are ready to do all their banking digitally, particularly via an app. Much of this trend stems from previously unbanked people. The Covid-19 pandemic naturally accelerated the trend.

As more South Africans set up digital accounts and do their banking online, financial crime and cybercrime have become more inextricably linked than ever before. Interpol states that financial and cybercrimes are the world's leading crime threats and are projected to increase the most.

Collyer adds, “Deepfake technology is one of the most rapidly growing threats within financial services, yet not all verification technologies are resilient to it. Password-based systems, for example, are highly susceptible to fraud. South Africa needs to strengthen their technology to outwit cyber criminals.”

While deepfakes are a severe threat, the technology and processes exist to safeguard financial services companies against this method of fraud.

A growing percentage of face biometric technology incorporates some form of liveness checks - such as wink and blink - to verify and authenticate customers. Liveness detection uses biometric technology to determine whether the individual presenting is a real human being, not a presented artefact. Therefore, this technology can detect a deepfake if it were to be played on a device and presented to the camera.

While many liveness detection technologies can determine if someone is conducting fraud by holding up a physical image (for example, a printed picture or mask of the person transacting) to the screen, many solutions cannot detect digital injection attacks.

Collyer says, “Specialised technology is required to combat deepfakes. Within iiDENTIFii, we have seen success with the use of sophisticated yet accessible 4D liveness technology, which includes a timestamp and is further verified through a three-step process where the user's selfie and ID document data are checked with relevant government databases. This enables us to accurately authenticate someone's identity.”

Collyer will be part of the speaker panel that will present to delegates at the 8th instalment of the AML, Financial Crime Southern Africa Conference (https://apo-opa.info/3KYm7Ec), that also includes representatives of companies such as Financial Intelligence Centre South Africa, Investec, Sanlam, Stanlib, Albaraka Bank, Standard Bank Mozambique, iiDENTIFii, Nice Actimize, SABRIC, Rand Merchant Bank, S & P Global Intelligence, FirstRand Namibia, Corruption Watch and many more.

The high-level conference will be hosted on 6 & 7 September at the Indaba Hotel Fourways South Africa and is attended annually by professionals from banks, insurance and investment companies, service providers, government, and MLCO's from non-designated financial service providers.

“With the right technology, it is not only possible to protect consumers and businesses against deepfake financial crimes but also create a user experience that is simple, accessible and safe for all,” Collyer concludes.

PRASA spends R2.1 billion on rail infrastructure in Gauteng

Location: News

PRASA spends R2.1 billion on rail infrastructure in Gauteng

The Passenger Rail Agency of South Africa (PRASA) has spent R2.1 billion in recovering the rail infrastructure in Gauteng to date.

“PRASA is making significant progress in rebuilding the passenger rail infrastructure and refurbishing vandalised stations. Today, PRASA has recovered 18 corridors, with seven corridors now operational in Gauteng with the new Electrical Motor Units, Istimela Sabantu,” Transport Minister Sindisiwe Chikunga said on Monday.

She was addressing the launch of the Leralla-Germiston line, which cost under R600 million in rebuilding and rehabilitating the line that first ran commercially on 6 July and now carries 10 000 people daily.

The rehabilitation included the six stations the train stops at, the overhead electrical cables that power the trains and the substations that feed power to the network. The train stops at Leralla, Limindlela, Tembisa, Kempton Park, Rhodesfield and Germiston stations.

“R28 million was invested in refurbishing the stations; R292 million spent on the overhead cables, and R276 million spent on the substations. R44 million was spent to rehabilitate and restore the Elandsfontein substation,” Chikunga said.

The Minister said work is in progress to extend the service from Germiston all the way to Johannesburg Park Station, with a total budget of R130 million allocated to this project.

“Our interventions to restore urban passenger rail services aim to ensure that the return of passenger rail to the city is sustainable. The plans are part of our wider strategy to improve passenger rail services across South Africa and make rail a safe, reliable, and affordable mode of transport.

“Through PRASA’s Capital projects, we will ensure that PRASA continues to invest in local communities and boost local economies by creating job opportunities. We are pleased to announce that 191 jobs were created in this project, with 15 young women under the age of 35 employed, 3 women with disabilities and 21 women over the age of 35. Four Small, Medium and Micro enterprises (SMMEs) from local communities benefited from this project,” she said.

The Minister said it is also prudent that the informal economy benefits from the railway stations and the access they provide to people.

“The Germiston station is one of our biggest intermodal facilities in Gauteng, with taxis and buses feeding into the station, thus supporting a vibrant informal economy where informal traders can ply their trade and sell their wares to passengers and people from surrounding areas.

“The micro-economic activities at the Germiston station clearly demonstrate the role of intermodal facilities in providing transport solutions, convenience, accessibility, and economic opportunities.

“The increase of patronage numbers is vital to the sustainable livelihoods of informal traders and commuters at large who rely on this affordable mode of transport.  Plans are in place to regain patronage numbers, including the rebuilding of critical stations for commuters to access the trains,” Chikunga said.

PRASA’s national resignaling programme will ensure that the organization increases the frequency of trains while ensuring the safe passage of our new modern trains and safety for our passengers.

“We are also pleased to announce that since the implementation of PRASA’s integrated security plan, we have seen a reduction of security related incidences in the PRASA environment by 75%.

“Recently, PRASA’s Protection Officers were declared Peace Officers under the Criminal Procedures Act, giving them more law enforcement powers, similar to the police, including powers to arrest. We would like to congratulate all the 286 PRASA Peace Officers who are now trained in Criminal Law and Law in General, amongst many other modules,” the Minister said.

Additionally to the Peace Officer Status, PRASA’s Protection Officers are multiskilled in Armed Response, platform marshalling, CCTV monitoring, and many more.

Their deployment areas include on board the trains, staging yards, rail infrastructure, supported by the SAPS Railway Police and Ekurhuleni Metro Police Department.  –SAnews.gov.za

Say goodbye to the hassle of relocating your power stations during load shedding. EcoFlow (https://www.EcoFlow.com/za), a global leading sustainable energy solutions company, is excited to introduce the enhancement that expands the abilities of its DELTA Series (https://apo-opa.info/44uAEib) and RIVER Series (https://apo-opa.info/3PhnlNH) to power your home with just a single plug. These cutting-edge power stations are now compatible with the major transfer switches on the market, enabling seamless integration with home circuits for comprehensive power coverage.

Easy Operation, Seamless Integration

"This compatibility empowers users to effortlessly connect EcoFlow portable power stations (https://apo-opa.info/3qGeZWt) to their homes, suitable with a variety of transfer switches on the market." said Joy Wu, Head of LAMEA&APAC at EcoFlow. "In the face of relentless load shedding, this innovation provides an energy-efficient and time-saving solution. Users no longer need to shuffle power stations or appliances around to maintain essential functions. With a single switch, power will course through your home circuit."

This home backup power solution encompasses an EcoFlow power station and a transfer switch. Installation only takes about 20 minutes by a professional electrician. Once connected to the home main panel of electrical circuits via a transfer switch, your EcoFlow power station becomes a reliable source of power for your entire home. From the living room to the kitchen, bathroom, or bedrooms, the solution operates seamlessly, eliminating the need for complex wiring or redundant operations.

Accessible and Reliable Home Power Solution

One of the most compelling advantages of EcoFlow's portable power solutions with transfer switch compatibility is their affordability. "The additional cost for a transfer switch in the market is approximately R500-1000," noted Joy. "Compared to traditional home power solutions, the EcoFlow combo provides an economical entry point for families seeking dependable backup power."

The solution caters to both the DELTA Series and RIVER Series portable power stations, offering up to 10.8kWh of capacity to power an entire home - from critical appliances to lighting and communication devices. The built-in BMS (Battery Management System) provides multiple protections against overload, overvoltage, overheating, etc., freeing you from the worries of unstable grid power.

In addition to their cost-effectiveness, these power stations present a safe and eco-conscious alternative to noisy and poisonous emission-heavy fuel generators, making them suitable for household use.

Limitless Application, Anytime and Anywhere

An added benefit is the portability of EcoFlow's portable power stations. Designed for plug-and-play convenience, users can effortlessly unplug their power stations and carry them anywhere, providing adaptable energy solutions for outdoor activities, travel, and emergency situations.

"This innovation marks a significant step forward in the field of home power solutions, simplifying households' ability to maintain uninterrupted power supply during outages," addressed Joy. For a limited time, the combo of a portable power station and a free transfer switch is now available on EcoFlow's official website (https://apo-opa.info/3QYiPVt).

* Note: this compatibility is applicable to both the EcoFlow DELTA series and the RIVER series; however, the actual performance may differ based on the capacity and rated power of the respective power stations. This solution is not advisable for the RIVER 2 model.

Agreements to aid energy solutions

Agreements to aid energy solutions

Minister in the Presidency for Electricity, Dr Kgosientsho Ramokgopa has emphasised that the agreements signed in the past week with Chinese state owned entities and the donation by the People's Republic of China are to address this country’s emergency energy solutions.

South Africa concluded a significant amount of agreements with Chinese state owned entities (SOEs) with the signing of two overarching memoranda that were witnessed by President Cyril Ramaphosa and President Xi Jinping.

South Africa hosted the 15th BRICS Summit last week and the country also hosted President Xi on his fourth State Visit to South Africa ahead of the Summit.

Addressing the media on the Energy Action Plan on Sunday, Ramokgopa explained that the two agreements include amongst others, addressing issues of green energy solutions, exploitations of renewable energy sources and the use of modern technology.

“The two agreements – the first one addresses issues around green energy solutions- the partnership agreement we will be entering in relation to the exploitation of renewable energy sources in our country; the use of modern technology and the degree to which we are able to connect renewable energy onto the grid.

“The rationale for entering with the Chinese in this regard is because they are a dominant player on the renewable energy space. They have 688 gigawatts of installed capacity of renewables, a combination of PV and wind. They have done one of the biggest expansions of transmission and they have also worked on the kind of transmission modernisation required to be able to accommodate the intermittency of renewable sources,” the Minister said.

In regards to the donation by the People's Republic of China, the Minister said this is aimed at addressing South Africa’s emergency energy solutions, which is targeted at key public facilities such as police stations, health institutions and correctional centres.

Minister Ramokgopa emphasised that provincial departments will play a role in identifying the key public areas.

“The second one, was an exchange of letters in relation to a donation that we are receiving from the People’s Republic of China that is meant to help us in addressing the emergency energy solution in the country.

“I did indicate that it’s likely going to be targeted in key public facilities such as hospitals, clinics, correctional services, and police stations. In this regard, we will be working with the nine provincial governments for them to be able to identify sites that are suitable for this.

“We already have a technical capacity that is supporting us in relation to the appropriateness of the technology solutions that are given to us and those that have been agreed upfront,” he said.

Ramokgopa further announced that the first shipment of the technology solutions by China is en route and an announcement will be made when it arrives in the country, having left Chinese shores on 14 August.

“We will announce at the right time when the first shipment lands and give an indication of the first public facilities that will benefit from this generous donation.”

Turning to the performance of the system for the past week, the Minister said that the available capacity has come down.

“I did indicate that we are beginning to normalise being above 28 000 megawatts on average. We have kept close to that most of the week and the average is about 27 561 megawatts,” he said.

“We did indicate that we were going to slow down planned outages and once we get out of a very difficult winter we are going to ramp up because we need to protect these machines, generation and units to ensure their sustainability and reliability going into the future.

“We still remain above 15 000 megawatts in relation to unplanned capacity lost factor. I made a point that we want to bring it down,” the Minister said.

Load shedding

On load shedding, Ramokgopa said government was confident the system was stabilising and the country will continue to have lower stages of load shedding as the system recovers.

“On the issue of performance, we are more that satisfied. We have shown where we moved from a historic low of 48% of energy availability factor. We have been averaging 60% energy availability factor.

“When we went to the winter period, the worst case scenario was Stage 8. We only had 30 hours of Stage 6. You can see the intensity of load shedding is coming down. The issues of outage slips, I have shown to you, they have come down from a high of 3 300 megawatts to 766 megawatts,” the Minister said.  – SAnews.gov.za
