Deputy President wishes nation a safe festive season

Location: News

Deputy President wishes nation a safe festive season

Deputy President Paul Mashatile has urged all road users to adhere to the rules of the road as holiday makers travel around the country, to ensure a safe festive season.

“[We] urge those who are driving during this period to please adhere to the rules of the road. Don’t drink and drive, no speeding, wear seat belts and take time to rest when driving long distances. We want everybody to arrive alive at their destinations,” he said in a recorded message to the nation.

Deputy President Mashatile called on all citizens not to partake in excessive alcohol use during the holiday season.

“During the festive season, we must be mindful of alcohol and substance abuse. While celebration brings joy, it can also lead to overindulgence and unhealthy behaviours.

“Excessive drinking can impair judgment and cause accidents, especially on the roads. Alcohol and substance abuse can cause conflicts, leading to strained relationships in families.

“We urge all South Africans to remain responsible this festive season not to drink and drive. Drinking and driving endangers the lives of passengers, pedestrians, and other road users,” he said.

Deputy President Mashatile appealed to communities to remember the less fortunate over the festive season.

“As we celebrate…let us remember the families who are grieving the loss of their loved ones during the year. Let us also remember those who died on our roads; those who were victims of crime; and those who succumbed to various illnesses.

“To those who are in hospitals, we extend our best wishes and speedy recovery. We should remember those who are the less fortunate and share whatever we have with them so they too can feel the love and compassion as we engage in festivities,” he said.

Tackling challenges

Reflecting on the year that was, the Deputy President described 2024 as a significant one for the country.

“The year 2024 was an important year to all South Africans as we celebrated 30 years of democracy. South Africans were engaged in many activities that continued to make our democracy vibrant and make us remain a resilient nation.

“This year was also in some respect a turbulent one for many South Africans with wavering events that tested our resilience and unity as a nation. I would like to thank all South Africans for having participated in free and fair elections on the 29th of May this year. The outcome of this election sent a clear message to political parties in Parliament to work together to find solutions to the problems that our people are facing,” he said.

Deputy President Mashatile acknowledged the current economic challenges facing the country.

“Our economic challenges remain a constant feature in our struggle to reduce the cost of living. We remain committed to bringing under control the rising cost of transport, electricity and the cost of food that has become a huge burden to many South Africans.

“The Quarterly Labour Force Survey for the third quarter of 2024 showed a significant decrease in unemployment, yet millions remain unemployed.

“According to a World Bank report, our nation continues to be one of the most unequal societies in the world,” he said.

He assured that government is working on and implementing solutions to those challenges.

“Government is implementing plans to ensure inclusive economic growth to create jobs and has invested significantly in the social wage package to reduce inequality and address the worst effects of poverty.

“This package includes free basic services - health, education, and social housing for the poor, as well as extensive social security grants for the elderly and other vulnerable groups in our communities,” he said.

The Deputy President gave a nod to government’s “intensified efforts to attract investment by raising investor’s confidence in the economy”, the efforts to end load shedding and government’s work to resolve other challenges.

“This is the first winter that we spent without load shedding in five years. We thank the men and women in the Public Service for their hard work. We also thank the private sector for their contribution as we continue to keep the lights on and invest in Renewable Energy as we move towards the Just Energy Transition (JET).

“President Cyril Ramaphosa has established the Water Task Team this year to address water challenges in various parts of the country.

“Government has also intervened to deal with the problem of illegal spaza shops and selling of illicit goods and food to communities. Many were affected by food- borne illnesses that saw many children lose their lives. Government has also adopted stringent measures to combat crime, corruption and also curb the illegality of Zama-Zamas,” he said.

On Gender Based Violence and Femicide, Mashatile urged communities to work with government to root out the scourge.

“We recently concluded the 16 Days of Activism for No Violence Against Women and Children, which underscores our collective responsibility to combat the scourge of Gender Based Violence and Femicide.

“However, sixteen days are not enough; we must come together as communities to address and combat GBVF throughout the entire year. We commend men who are participating in the “BETTER MAN 4 TOMORROW” campaign and stood up to commit against GBVF, HIV/AIDS, TB and STI’s. We urge more men to partake in this campaign,” the Deputy President insisted.

Reflecting on the good

Mashatile took time to acknowledge the efforts of South Africans from all sectors who contributed to raising high the national flag.

“Let me extend our gratitude to the civil servants and frontline workers who have worked tirelessly throughout the year. We also wish to pay tribute to thousands of matriculants who are awaiting their results. We are confident that you have done your best and will make us proud.

“Team South Africa represented the nation at the 2024 Olympic and Paralympic Games in Paris, France, and won six medals. The Springboks are now ranked number one in Men’s Rugby in the world and Bafana-Bafana have qualified for the Africa Cup of Nations. We are also closing the year on a high note, celebrating the historic double victory of the South African Women (SPAR Proteas) and Men’s Netball Teams.

“We also congratulate Tyla for winning a Grammy Award and applaud her contribution towards making South Africa to be recognised on this global platform,” he said.

The Deputy President wished the nation happy holidays as the year draws to a close.

“I urge every one of us to continue to work together to build a truly non-racial, non-sexist, and prosperous South Africa, united in our diversity.

“On behalf of the South African government, I wish you a merry Christmas and prosperous New Year,” Deputy President Mashatile concluded. – SAnews.gov.za

Maile conducts shop inspection blitz

Location: News

Maile conducts shop inspection blitz

Gauteng MEC for Finance and Economic Development, Lebogang Maile, says government will continue to clamp down on non-compliant spaza shops and food-handling facilities in the province.

The MEC conducted a compliance blitz in Soweto on Monday aimed at inspecting spaza shops and other establishments selling food.

This follows a directive issued by President Cyril Ramaphosa last month, that all spaza shops and food-handling facilities must be registered with their respective municipalities, after a surge in reported cases of foodborne illnesses in the country.

“Government is going to clamp down very hard. We are going to put more pressure [on shop owners] and we are going to put more resources.

“What I can tell you with certainty is that we are taking this process seriously. That’s why we deliberately and consciously decided that we are going for the big guys now and not just the small shops. Government is putting resources to the police, we have inspectors that were here,” he said.

The MEC revealed that during an inspection of a national chain supermarket, rat droppings were found.

“We found rodent waste in one of the tins here and as you can imagine, that’s not good for human consumption. We are not happy…and we are going to come back.

“The inspectors have issued notices and warnings and removed the food. Some of the food is not even labelled. We also found that a lot of unknown products…are also not compliant.

“The focus for the longest of time has been on the spaza shops and we might have dropped the ball a bit on these big shops. We have to focus on them as well because everyone has got a responsibility to keep the standards and to also ensure that the places that they sell food from are hygienic and that people are not exposed to any danger,” he said.

Maile said although government was working hard to rid the country of expired goods and improve food handling services, business owners also bear responsibility to “ensure that they comply with the laws of the land”.

“Most importantly, I think it is unfair and disingenuous for those who run businesses to expect to make profit and not care about the lives of our people. It is selfish and greedy at best.

“With some of the findings [of the spaza shops inspections], they don’t qualify for closure but there are weaknesses that we have raised with them and we have agreed that they are going to attend to them and there will be follow ups by the inspectors.

“If we find that the shops are not in the condition to be operating, we will definitely close them down,” he said. – SAnews.gov.za

Angola Cables Executive Rui Faria to Also Represent West Africa on the International Advisory Body for Submarine Cable Resilience

Location: Business
Angola Cables

Angola Cables (www.AngolaCables.co.ao), an internationally established ICT and digital solutions and network services provider, is proud to announce the appointment of its Executive Board Member and Chief Commercial Officer, Rui Faria, to the newly established International Advisory Body for Submarine Cable Resilience.

This representation on the 42-member advisory body comes at an opportune time, following widespread internet outages, across several African countries, earlier this year caused by damage to international undersea cables running along the West African coastline.

These disruptions have underscored the region's urgent need for greater infrastructure resilience. With growing reliance on digital networks for economic growth, trade, and innovation, safeguarding these undersea data corridors is vital for West Africa's development.

The International Advisory Body for Submarine Cable Resilience was established by the International Telecommunication Union (ITU), the United Nations Agency for Digital Technologies, and the International Cable Protection Committee (ICPC). Its goal is to enhance the reliability and safety of submarine cables, which are the backbone of global and regional connectivity.

Subsea cables facilitate over 99% of international data exchange, supporting communication, financial systems, cloud services, and digital economies worldwide. The multi-stakeholder advisory body includes government ministers, regulatory authorities, industry executives, and senior telecommunication cables experts.

With more than 30 years of experience in Africa's subsea cable sector, Faria was invited by the Angolan Ministry of Telecommunications, Information Technologies, and Social Communication (MINTTICS) to take up this advisory role as the government looks to diversify its economy and improve telecoms infrastructure within the country.

“West Africa's recent experience with submarine cable failures has highlighted the fragility of our connectivity networks and the critical need for proactive solutions. As part of the International Advisory Body, we will work towards identifying vulnerabilities and implementing measures to ensure these vital cables remain operational and resilient. Strengthened collaboration and innovation will help mitigate disruptions and secure West Africa's digital future,” said Faria.

Fernando Fernandes, CEO of TelCables Nigeria, Angola Cables subsidiary, emphasised the importance of this appointment for the region, saying, “We are honoured that Rui has been selected to represent West Africa on the Advisory Body for Submarine Cable Resilience. Submarine cables are the foundation of modern economies, and their stability is paramount for enabling global and regional growth. We believe this initiative will go a long way towards building resilience, ensuring uninterrupted worldwide connectivity, and unlocking new economic opportunities for West Africa.”

Angola Cables' participation in the Advisory Body underscores its commitment to initiatives that safeguard critical telecom infrastructure and support national and regional development. In this regard, the company also supports scientific research into naturally occurring cable failures, including the groundbreaking work conducted by the Department of Geography and Earth Science at Durham University in the Congo River Canyon Crossing in West Africa.

“Consultation, cooperation, and collaboration between countries and all technical and scientific stakeholders will ensure that we can implement better measures to safeguard submarine cable infrastructure and the integrity of the undersea data corridors, the lifeblood of our global, digital-enabled economy. On a regional front, they will enable West Africa to remain connected, competitive, and positioned for sustained digital and economic growth,” concluded Faria.

Gauteng Traffic Police calls for caution on the roads

Gauteng Traffic Police calls for caution on the roads

With hours to go before Christmas Day, Gauteng Traffic Police has urged motorists to remain vigilant and to be on the lookout for pedestrians wherever they travel.

This as Gauteng has since the beginning of the festive period, experienced several fatalities, with the majority being pedestrians.

“Most road crashes in our province are caused by human error, such as texting while driving, over speeding, driving under the influence of alcohol, unsafe overtaking and lane changing, and driving too fast for specific conditions,” said spokesperson for the traffic police, Sello Maremane, on Tuesday.

The Gauteng Traffic Police (GTP) are intensifying law enforcement operations this week and beyond Christmas Day to ensure the safety of all citizens during the busy festive period.

Traffic volumes are expected to surge as many holidaymakers travel to their respective destinations.

“In response, the department has strengthened enforcement measures to prioritise the safety of communities,” he said.

Routes that will be closely monitored due to the high number of pedestrian fatalities include:
•    N1 Freeway Pretoria to Polokwane: Between Sefako Makgato and Hammanskraal off-ramps.
•    R80 Mabopane Freeway: Between Rosslyn and Soshanguve offramps.
•    N4 Freeway Pretoria to Mpumalanga: Between Watermeyer off-ramp and Solomon Mahlangu Drive.
•    N1 South: From Freedom Park to Orange Farm.
•    N12 West: Towards Westonaria.
•    R21: From Olifantsfontein to Boksburg.

To deal with these challenges, the enforcement operations will include speed enforcement, anti-drunk driving operations, vehicle and driver fitness checks, road safety campaigns at one-stop centers, anti-crime operations in hotspot areas and anti-spiking operations.

“Our message to all road users is responsible road usage by all will preserve lives and ensure that everyone arrives alive,” said Maremane. -SAnews.gov.za

Commission to probe access to capital for low- and middle-income countries

Commission to probe access to capital for low- and middle-income countries

A Cost of Capital Commission which will investigate issues that impair the ability of low- and middle-income countries to access affordable capital is set to be launched under South Africa’s G20 Presidency, said International Relations and Cooperation Minister Ronald Lamola.

“I wish to take this opportunity to announce that under South Africa's G20 Presidency, an ambitious Cost of Capital Commission will be established to investigate the issues that impair the ability of low- and middle-income countries to access sufficient, affordable, and predictable flows of capital to finance their environmentally responsible and socially inclusive development plans,” Lamola said.

The Minister was delivering a virtual address at the Jubilee and Caritas Internationalis Leaders’ Press Conference held at the at Salone San Pio X in Vatican City, on Monday.

The Minister said the Commission will deliver a comprehensive expert review on the issues impacting the cost of capital for developing economies, which could help address future debt sustainability issues and the related fiscal space challenges.

Having taken over the Presidency of the G20 on 1 December, South Africa’s theme for the Presidency is: “Solidarity, Equality, Sustainability.”

In his address, Lamola said South Africa has identified inequality as the most significant threat to our collective future.

“This inequality is most prevalent in the Global South and is manifested through critical challenges such as a lack of predictable and sustainable financing, a dire shortage of capacity building for climate action, and crippling debt that forces many countries to abandon their developmental programs just to service exorbitant debts.

“The situation is so severe that it feels as if entire nations are being suffocated under the weight of these overwhelming burdens.”

The press conference launched the campaigns on debt relief in 160 countries for Jubilee 2025.

The 23 December St. Peter’s Press Conference explains the themes of debt cancellation lifted for special Jubilee Years among faith communities.

The high-level press panel took place ahead of Pope Francis beginning Jubilee 2025 by opening the Holy Jubilee Doors and Calling for global debt relief. The Jubilee will officially end with the closing of the Holy Door in St. Peter’s Basilica, on 6 January 2026.

Lamola added that South Africa acknowledges and appreciates the work of the Catholic Church, under the leadership of His Holiness, Pope Francis, to urge the world to do more to free developing countries from the debt trap, which is causing untold “misery and despair” and depriving the citizens of these countries of their human dignity, stifling their ability to reach their full potential.

“We welcome the launch of debt relief initiatives in 160 countries for Jubilee 2025, which will undoubtedly significantly help alleviate the economic and social distress in these countries,” said the Minister.

Lamola said tackling inequalities to enable developing countries to lift themselves out of the quicksand of debt also requires accelerating reform of the international financial architecture.

“We will use our G20 Presidency to contribute to reinvigorating and strengthening multilateralism and creating consensus around issues that affect our collective future. To effectively respond to global realities, multilateral mechanisms and institutions must be strengthened and reformatted.”

The Minister added that there was hope for the future.

“Indeed, we call on faith leaders from across the globe to continue to guide us with their wisdom, compassion, and deep spirituality to restore hope and trust to the most vulnerable,” he said. -SAnews.gov.za

Vandalism of Western Cape court condemned

The Department of Justice and Constitutional Development (DJCOD) has condemned acts of vandalism during a protest that caused extensive damage to the Bishop Lavis Magistrate Court in the Western Cape.

According to the department, protestors on Saturday vandalised the court, “set parts of it on fire and stole essential court equipment”.

“We are working closely with the South African Police Service (SAPS) to secure the premises and prevent further damage.  Additional security measures have been implemented, including the deployment of extra security guards and a 24-hour police presence to safeguard the building.

“The department can confirm that systems are being put in place to ensure the continuation of court operations. Measures have already been initiated to facilitate the postponement of cases, with proceedings expected to resume [on Monday],” the DJCOD said.

The department said repairs will be made to the court.

“The department is prioritising emergency repairs to the damaged infrastructure, including restoring water supply and other essential services, to ensure that the court remains accessible and operational.

“We condemn any acts of vandalism and urge the community to cooperate with law enforcement authorities as investigations into the incident continue,” the department said. – SAnews.gov.za

Eskom ‘lessons’ can be a template for SOEs

Eskom 'lessons' can be a template for SOEs

South Africa is currently experiencing the longest period without load shedding in the last five years.

This, according to Electricity and Energy Minister, Dr Kgosientsho Ramokgopa, who briefed media on Monday.

Eskom has marked more than 270 days without implementing the rolling power outages, with load shedding last implemented in March this year.

“We are recording another milestone in that we are experiencing the longest stretch of uninterrupted power supply in five years. It is an important milestone. We are not celebrating the fact that we have not had load shedding for 272 days… We are simply marking the point that in terms of our quest to end load shedding, it’s important that we are able to take account of these small milestones.

“These are small steps that are going to be able to contribute to a giant leap that we want to achieve… to ensure that we have sufficient capacity that will support the growth of the South African economy,” Ramokgopa said.

Eskom has managed to reduce its unplanned outages by some 8% compared to last year – improving the generation performance of these stations.

The power utility has also recorded year-on-year diesel saving costs of at least R16 billion.

The Minister acknowledged the ongoing hard work by Eskom employees to turn around the fortunes of the power utility.

“We started from a low base. In the financial year 2024… we have seen the highest intensity of load shedding, in terms of the number of days and the number of hours that the country was subjected to periods of no electricity.

“[This], taken with the financial performance, Eskom recorded a significant loss but also is showing that as a result of improved performance, our projection is that we should be – at a minimum – achieving a surplus at the end of [this] financial year,” he said.

Ramokgopa said the “Eskom lessons” can be used to “generate a template on how [we] are able to recover from a very difficult situation”.

“It’s a template you can take to any of the SOEs [State-owned Enterprises]... of course, adapt it to the nuances of that particular SOE. But I think there are transversal experiences that can be drawn from the Eskom experience,” he said. – SAnews.gov.za

Minister Tau provides update on fourth National Lotteries License

Location: News

Minister Tau provides update on fourth National Lotteries License

The Minister of Trade, Industry and Competition Parks Tau is still applying his mind on the granting of the fourth National Lotteries License.

“Unfortunately, I am not in a position to make a final decision at this stage. Any such decision at this time would in all good conscience mean that I have not applied my mind with due consideration of all the relevant factors,” the Minister said in a statement on Saturday.

In providing an update, the Minister said he had identified matters that require further evaluation adding that it would be “inappropriate to disclose these issues now and their disclosure could very well prejudice the proper adjudication of the awarding of the license.”

The Minister said the protection of the integrity of the process is of paramount importance.

This as Tau as the Minster of Trade, Industry and Competition, is  required by the National Lotteries Act to award the national lottery and sport pools license.

“The running of a lottery is a complex undertaking upon which many vulnerable people and important organisations depend. Therefore, in taking my decision, I must choose an applicant which, I believe, will maximise the net proceeds of the National Lottery and sports pools,” he explained.

In addition, the Minister must act in terms of the provisions of the Constitution, which requires a process of adjudication that is fair, equitable, transparent, competitive and cost-effective.

“I am also enjoined to act in accordance with the National Lotteries Act, which requires me to be satisfied that the successful applicant has sufficient experience and know-how and the necessary financial and other resources.

The Minister must also ensure that the owners and managers of the successful applicants are, as the Act states, “fit and proper persons”.

“In addition, I must ensure that no political party or political office-bearer has any direct financial interest in the applicant or a shareholder of the applicant. And, I must choose an applicant that has demonstrated the necessary commitment to the social responsibility programme and to the advancement of those disadvantaged by unfair discrimination.

“For this reason, some of the criteria that are considered are the promotion of our local economy and broad-based black economic empowerment,” he said.

Tau said that he was aware that “the country and the applicants for the licence are anxiously awaiting my decision”.

“I am also mindful of the complexity and gravity of the issues that must be considered. Therefore, I have decided to postpone my decision pending the consideration of these matters.”

In his statement, the Minister said he was awaiting advice on the best way to ensure the continuation of the national lottery in the interim and the development of a programme to finalise this process, which he have directed must be done after consultation with the National Treasury.

“Throughout this process I have been, and will continue to be, in communication and consultation with the Board of the National Lotteries Commission (NLC),” said the Minister.

At a media briefing in October, NLC Commissioner Jodi Scholtz noted that while the Request for Proposals for the appointment of the Fourth National Lottery Operator was the subject of much interest, engagement with the public and media in that regard would only take place once the process had been concluded in its entirety by Minister Tau.

Keep infrastructure safe while protesting, urges Human Rights Commission

The SA Human Rights Commission (SAHRC) has urged community members not to damage public infrastructure during protests.

This after protestors vandalised and caused extensive damage to the Bishop Lavis Magistrate Court in the Western Cape during a protest over the weekend.

“The commission strongly condemns any form of attack on public property and infrastructure in the strongest possible terms. Reports indicate that a group of residents breached the security gate at the court, smashed windows, and set parts of the building ablaze over alleged grievances.

“The commission urges community members to refrain from acts of violence against public property and institutions, as these are essential for advancing human rights in our communities.

“No grievance justifies an attack on the institutions that are vital for promoting and protecting the rights of citizens and providing necessary services. We encourage community members to seek constructive communication with local authorities to express their concerns and work together towards solutions that benefit everyone,” the SAHRC said.

The commission registered its concern about “potential delays and/or postponements in court proceedings resulting from this incident”.

“Sudden disruptions can negatively affect the rights of community members, who rely on the court for various services.

“Despite the reported grievances, the Commission urges law enforcement agencies to enhance their efforts in maintaining law and order and to hold accountable those responsible for this incident, while ensuring that court services remain accessible to all who need its services,” the SAHRC said. – SAnews.gov.za

Water and Sanitation investigates fish kill incident

The Department of Water and Sanitation (DWS) has announced that it is investigating an incident of fish kills at Nandoni Dam in Limpopo.

The department explained it was alerted to the incident last week.

“The Department was alerted of dead fish floating on the watercourse in the evening of Thursday, 19 December 2024, and has since dispatched teams to investigate and collect water samples at different sites around the area of occurrence for analysis to determine the cause of the fish kill,” DWS said in a statement.

Residents are warned not to consume the animals following the incident.

“DWS cautions members of the public not to collect and consume the dead fish from the sites until investigations are concluded. The public is further advised not to swim in the Nandoni dam or drink water from the watercourse as it is raw and untreated, and not fit for human consumption.

“A detailed statement will be issued once the investigation has been concluded,” the department said. – SAnews.gov.za

President moves on full implementation of BELA Act

Location: News

President moves on full implementation of BELA Act

President Cyril Ramaphosa on Friday evening announced his intention to sign a Presidential Proclamation that will bring the Basic Education Laws Amendment (BELA) Act into operation, immediately.

The BELA Bill was passed by the 6th democratic Parliament on 26 October 2023. The President assented to the Bill on 13 September 2024.

During the public signing of the Bill, President Ramaphosa announced his decision to delay the implementation date for sections 4 and 5 by three months.

The President said in a statement issued this evening (20 December 2024) that he had met with the leaders of the parties to the Government of National Unity (GNU) today.

“I accordingly advised them that I would proceed to sign a Presidential Proclamation to bring the Basic Education Laws Amendment Act into operation from today. I have instructed the Minister of Basic Education to see to the full implementation of the BELA Act,” the President said.

Consensus

The President explained that at the time he assented to the BELA Bill,  "I noted that a number of parties to the Government of National Unity and other key role players in our country had expressed their wish to further engage each other on sections of the bill that deal with issues of admission and language.”

“I said that whilst I had assented to the Bill, in the spirit of cooperation and meaningful engagement, I would delay the implementation date of the BELA Act in totality by three months.”

The three months would give the parties time to deliberate on these issues and make proposals on how the divergent views may be accommodated. He also said that should the parties not agree on an approach at the end of the three-month period, he would then direct the Minister and the Department to proceed with the implementation of the Act.

The President explained that he has also instructed the Basic Education Minister, Siviwe Gwarube, to do what is “necessary” as is customary with any law to ensure that the timeframe of implementation – particularly with regard to the preparedness of the system for universal Grade R access – and the consequential regulations setting out the norms and standards are prepared.

“All bodies and all officials responsible for the implementation of this Act are required at all times to act in accordance with the Constitution, the law and the relevant policies and regulations,” said President Ramaphosa.

The President said that over the last three months, discussions have been held with a view of reaching consensus on these outstanding clauses of the BELA Act.

Various formations outside of government have also made representations, both for and against the relevant sections.

Last week the President received a report from the GNU clearing house mechanism.

This is the structure which brings together the parties to the Government of National Unity and other parties represented in Parliament to deal with contentious issues and thereafter report to the leaders of the political parties represented in the GNU.

"In their final report, the parties agreed that the Basic Education Laws Amendment Act should not be sent back to Parliament to make changes to the sections that were in contention.

“The GNU clearing house participants agreed that the Act be fully implemented. This view was endorsed by the leaders of the parties to the GNU in a meeting I held with them today.”

Transformation

In his statement, the President said the BELA Act is vital to the transformation of South Africa’s education system and is an important part of ongoing efforts to build an education system that is more effective and more equitable in line with the precepts of the Constitution.

“The BELA Act continues the work that has been done over the last 30 years to ensure that all children have equal access to quality education – from their early years and throughout their schooling.

“As a democratic country committed to building a new society, we have stated unequivocally that all children must get an education that prepares them to succeed in life, no matter what the circumstances of their birth might be, no matter where they live, no matter what language they speak.

“In implementing this Act, we are all ultimately guided by the Constitution.”

Equality in education

He stressed that the Bill of Rights guarantees the right of every person to equality and that it guarantees the right of every person to receive a basic education.

“We must therefore do everything in our means to ensure that every child, without exception, has equal access to a decent, quality education. We must therefore leave no child behind.

“Let us ensure that our children get the best education so that they can take our beautiful country and our diverse nation forward to a prosperous future.”

The first citizen said the Constitution states that every person has the right to receive education in the official language or languages of their choice where reasonably practicable.
This is a right that applies equally to an English-speaker as it does a Zulu-speaker.

“It applies equally to someone who speaks Afrikaans as it does to someone who speaks Xitsonga, Sesotho, Sepedi, isiXhosa, Setswana, Tshivenda, isiNdebele or siSwati. And now, it also applies equally to someone who uses the South African Sign Language.”

The Basic Education Laws Amendment Act enacts measures that strengthen the ability of schools to give effect to these Constitutional rights.

“In the application of this law, we must ensure that no language is diminished. Rather, we must work to ensure that all official languages are valued and promoted,” said the President. -SAnews.gov.za

Bulk water project signals new chapter for Eastern Cape communities

Bulk water project signals new chapter for Eastern Cape communities

To help end the persistent water challenges faced by communities in the Alfred Nzo District Municipality, Water and Sanitation Minister Pemmy Majodina has handed over the newly upgraded Mount Ayliff Water Treatment Works (WTW) for communities in that area.

The commissioning certificate of the upgraded water treatment works was handed over to Alfred Nzo District Municipality Mayor, Vukile Mhlelembana, on Wednesday, signalling a new chapter for the communities of Mt Ayliff that struggled with intermittent water supply.

The Alfred Nzo District in the Eastern Cape, has experienced water shortages in Mount Ayliff and the surrounding areas for a long time due to population growth, and the increased demand of water supply services in the area.

The then Mount Ayliff WTW could not meet water demand due to malfunction and ageing infrastructure.

The currently upgraded WTW, based in uMzimvubu Local Municipality within the District, will improve water supply to about 38 184 households in Emaxesibeni and the surrounding five villages of Betshwana, Singeni, Mombeni, Lubhalasi and Santombe.

Majodina said the WTW is part of the R370 million Mount Ayliff Peri-Urban Bulk Water Supply Project, funded through the Department of Water and Sanitation’s Regional Bulk Infrastructure Grant (RBIG), with the Alfred Nzo District Municipality as the implementing agent.

“The scope of the project entailed upgrading the raw water abstraction point at Mzintlava River and installing pipelines that take raw water to a reservoir at the WTW to be treated before distribution to the communities. Other work included the construction of pump stations and upgrading of the existing gravity network pipes from the WTW,” she said.

Majodina urged Mhlembana to prioritise water reticulation projects that will ensure reliable and sustainable water supply to the communities.

Updates on uMzimvubu Dam, Vandalism

The Minister also highlighted progress made in the revived construction of uMzimvubu Dam, in uMzimvubu River, which will ensure sufficient water supply in Alfred Nzo and OR Tambo District Municipalities.

“The Mount Ayliff Peri-Urban Water Supply Project is an effort by the Department of Water and Sanitation to ensure that the Alfred Nzo District has sufficient water supply. As we have completed this project, we are calling on the community of Mount Ayliff not to vandalise or illegally connect to the infrastructure installed but they should patiently wait for the reticulation projects in their areas.

“Plans to build uMzimvubu Dam to benefit Alfred Nzo and OR Tambo District Municipalities are at an advanced stage. This dam will ensure that there is enough water within the two districts,” Majodina said.

The Minister also called on communities to look after water infrastructure in their areas and protect them from vandalism.

She further encouraged the community members to save water and report any water leaks to the municipalities. – SAnews.gov.za

Over 21 000 spaza shops registration forms issued in Gauteng

Location: News

Over 21 000 spaza shops registration forms issued in Gauteng

A total of 21 172 registration forms have been issued to local and foreign spaza shop owners across Gauteng.

This follows a directive issued by President Cyril Ramaphosa last month, that all spaza shops and food-handling facilities must be registered with their respective municipalities, after a surge in reported cases of foodborne illnesses in the country.

Briefing the media on the progress made in the registration of spaza shops and food handling facilities in Johannesburg, on Thursday, Gauteng Finance and Economic Development MEC Lebogang Maile, said the number of spaza shops that had been issued with application forms has increased from last week’s 13 616 to 21 172.

Of this number, 10 389 application forms have been submitted across all municipalities in Gauteng.

“At our first media briefing, the number of applications that had been returned owing to missing documentation stood at 1 916. Since then, the number of applications received have increased, leading to a corresponding increase in the number of returned applications, which now stands at 2 677.

“This indicates that more spaza shops are complying with the President’s directive, a positive sign that the programmes, and interventions that have been instituted by the Gauteng Provincial Government are working,” Maile said.

Maile noted that the registration progress has been hampered by compliance issues, “with challenges relating to zoning being at the core.”

“A lot of structures were built without zoning provisions and consent use, with some of the structures having been built on critical municipal infrastructure, such as water pipes. This is a serious issue that has significant implications, not only for spatial and economic development in the province, but for the safety of our communities as well.

“Municipalities have been encouraged to issue notices of correction to the owners. In some instances, such as where structures are erected on critical infrastructure, there will be a need for demolition, in order to protect this critical infrastructure that services communities,” Maile said.

In such cases, Maile emphasised that demolition will only proceed where regularisation cannot be achieved.

“It is important to state that our approach to this matter is developmental. This means that demolishing structures is our last resort as we recognise the financial and economic implications of such an intervention,” the MEC explained.

Over 500 spaza shops closed for non-compliance

Maile also revealed that hundreds of shops have already been shut due to non-compliance, emphasising that the intensification of law enforcement across all municipalities, remains a priority.

He said a total of 541 spaza shops have been closed for non-compliance.

“These establishments will not be opened or allowed to operate, until such time they meet all compliance requirements as stated. There are currently 437 environmental health practitioners operating in the province, whose role is to ensure that the health and related inspections are conducted speedily.

“The Gauteng Provincial Government has undertaken to strive to increase the capacity of these practitioners with the aim of ensuring that inspections are done continuously. The municipalities will be continuing with inspections and the monitoring of compliance throughout the festive season and beyond,” Maile said.

Registrations deadline extension

The provincial government has implored all the businesses to use the extra allotted time to apply.

Government announced this week that the registration deadline of spaza shops and food-handling outlets has been extended to 28 February 2025.

This follows the end of the initial 21-day registration period, which concluded on Tuesday, 17 December 2024.

Maile said the extension should not be seen as a time for relaxation, but as an opportunity to ensure that all necessary compliance is done.

“This includes the obtaining of the necessary health and environmental certificates, as well as other necessary documents that will ensure compliance with the process. For the Gauteng Provincial Government, this extension is also an opportunity to expedite the processes underway in municipalities, including, but not limited to the drafting and adoption of the Spaza Shop Policy previously outlined,” the MEC said.

“The horrors that the people of Gauteng and South Africa at large have experienced in the deaths and hospitalisations of our children, should never happen again. We all have a role to play in ensuring that we are never again condemned to this brutal reality.

“For this reason, the Gauteng Provincial Government wishes to implore all spaza shops and food-handling facilities to partake in this extended application process,” Maile said. – SAnews.gov.za

NPA, Justice department meet to discuss State Capture database

NPA, Justice department meet to discuss State Capture database

The Department of Justice and Constitutional Development and the National Prosecuting Authority (NPA) have met and agreed to further strengthen ties.

This in the wake of reports in August this year claiming that the department was hampering the work of the NPA’s Investigating Directorate Against Corruption (IDAC) by blocking access to the State Capture data centre.

This was strongly refuted by the department when it appeared before a meeting of the Portfolio Committee on Justice and Constitutional Development in September.

In a statement on Friday, the department said it had met with the NPA to further clarify the issue.

“The department…and the NPA held constructive discussions on Wednesday, 18 December 2024, with regard to the Investigating Directorate Against Corruption’s [IDAC] required access to information from the repository of the State Capture Commission.

“The parties have agreed to strengthen their collaboration with a view to resolving all outstanding issues pertaining to IDAC access, and to facilitate efficient and effective response to all IDAC requests,” a statement from the department read.

A joint technical working group will also be set up which will “immediately start working on all the urgent issues to ensure that IDAC carries out its mandate without any challenges".

“The Minister will be regularly briefed on progress in this regard to ensure that the Parties are given any high-level support they may require from time to time.

“The meeting was led by [the department’s] Director-General, Advocate Doctor Mashabane, and National Director of Public Prosecutions [NDPP] Advocate Shamila Batohi,” the statement concluded. – SAnews.gov.za

Department of Health calls for calm as rubella cases rise

Department of Health calls for calm as rubella cases rise

The National Department of Health has stated that there is no need for the public to panic despite the rising number of rubella cases in the country.

However, citizens are encouraged to urgently visit their nearest health facilities if they experience symptoms of rubella.

The National Institute for Communicable Diseases (NICD) announced on Thursday that there has been an increase in laboratory-confirmed cases of rubella across the country.

READ | SA reports surge in seasonal rubella cases among children

According to the latest statistics, a total number of 101 37 positive cases of rubella have been identified in the country between January and November 2024, which is higher than cases recorded last year.

Data shows that most cases were recorded in Gauteng and the Western Cape provinces, while more than 90% of the total cases are in children under 15 years of age accounting for over 8 300 cases, with only one patient over the age of 50 years.

Gauteng has since recorded 2 603 infections, followed by 1 996 in KwaZulu-Natal, 1 338 in the Western Cape, 1 113 in the Eastern Cape, 899 in the North West, 862 in the Northern Cape, 665 in Mpumalanga, 471 in Free State, and 190 in Limpopo.

“Although rubella in children is a mild, self-limiting illness and complications are rare, the risk of transmission remains high amongst children especially because many children entered the year 2024 without prior exposure to rubella, or without being vaccinated against rubella,” the department explained.

Rubella is a highly contagious, but vaccine-preventable disease.

According to the department, if children are not vaccinated against rubella, and never come into contact with rubella virus through natural infection, children will remain susceptible to rubella.

The disease spreads from person to person through droplets coughed or sneezed into the air by an infected person.

Meanwhile, children and pregnant women are at a higher risk of severe health complications of rubella.

Parents and caregivers are urged to closely keep an eye on the health condition of their children and look out for common symptoms which include rash, fever, sore throat, headache, cough, runny nose, swollen lymph nodes in the neck and nausea.

The department stated that symptoms develop two to three weeks after exposure.

Rubella infection poses a risk of congenital rubella syndrome amongst pregnant mothers if they are infected in the first trimester of the pregnancy and can lead to birth defects in their unborn child.

According to the department, the public healthcare facilities will remain accessible throughout the festive season.

“There is no need for the public to panic, but members of the public are urged to present themselves or their loved ones with suspected rubella symptoms without delays for early detection, effective treatment and to prevent further transmission.” – SAnews.gov.za

In a statement on Friday, the city said that its Customer Interaction Centres are usually busier over the festive period as many residents choose this period to pay their municipal accounts, renew licence discs and attend to other urgent business.

The city reminded residents that the upcoming public holidays will impact operating hours, with some of the City’s Customer Interaction Centres, closed during this time.

“As we approach the busier customer office days this December, we remind residents to use our e-Services options and to make an online booking when visiting a Customer Office in person.

“Municipal customer offices, including payment, account enquiries, motor vehicle licensing offices, driving licence testing centres, municipal courts and Human Settlements offices will be closed on several days this festive period.

“Residents are encouraged to check the City's website or to phone before visiting their nearest office,” the City's Mayoral Committee Member for Finance, Councillor Siseko Mbandezi said.
