What South African taxes do Electric Vehicle owners enjoy avoiding over fuel taxes?

Location: MyPR

Not only is the cost of charging an electric vehicle significantly lower than filling up a petrol car, with savings ranging from 80-90%. This is due to the higher energy efficiency of electric motors compared to internal combustion engines. Owners of Electric Vehicles also ‘escape’ the taxes levied on fuel in South Africa – a …

Every effort must be made to ensure the GNU succeeds

Every effort must be made to ensure the GNU succeeds

President Cyril Ramaphosa says every effort must be made to ensure that the Government of National Unity (GNU) remains true to its founding spirit of collaboration in good faith to drive a programme that improves the lives of all South Africa’s people.

“South Africans made clear with their votes in last month’s elections that they want their elected representatives to put aside narrow interests and work together to build the country,” President Ramaphosa said.

In his weekly newsletter, President Ramaphosa said the formation of the second Government of National Unity (GNU) was a momentous development in South Africa’s democracy.

“The success of the GNU will be measured by the extent to which we are prepared to focus not on who will govern, but on how we will govern, together,” President Ramahosa said.

President Ramaphosa said the first GNU was established in 1994 to promote nation building and inclusivity from a racially divided past during a period of political transition.

“Giving effect to the principles of that Constitution and the Bill of Rights must be the overriding focus of this GNU. This will be done by pursing a common programme to eradicate poverty and build a more equal society, to create jobs, and to make government truly work for the people.

“The GNU Statement of Intent provides a solid base for genuine cooperation between parties across the political spectrum who have signed up of their own accord.

“The Statement of Intent commits the signatories to a set of foundational principles that include respect for constitutionalism, accountability, transparency and community participation in government, evidence-based policy and decision-making, professionalisation of the public service integrity and good governance,” the President said.

President Ramaphosa said the parties to the GNU have agreed on priorities for the incoming administration and that at the top of the list of priorities is the achievement of rapid, inclusive and sustainable economic growth to create jobs.

“It will be critical that the GNU stays the course on the structural reform that is underway to improve the business operating environment and establish South Africa as an investment destination of choice.

“These reforms are necessary to resolve longstanding challenges in key industries and create more jobs and opportunities. We will need to build on the progress that has already been made, while accelerating the pace of reform,” the President said.

President Rmaphosa said the fact that there is broad consensus among the parties on the priorities of the incoming administration gives an encouragement that the GNU will indeed take the country forward.

“Emanating from the priorities outlined in the Statement of Intent, the parties will further refine the GNU’s programme, including through the proposed National Dialogue process.

“We remain committed to consensus-building and to the representation of a broad range of interests and viewpoints within government. At the same time, we are all keenly aware that South Africans expect action, implementation and results,” he said.

The President said the country’s hopes are pinned on the success of the GNU.

“Our stated commitment to work together constructively and for South Africa’s benefit has generated a great deal of goodwill that we should not squander. South Africans are watching.

“We should not waste our energies on those who stand in the way of our country’s progress or lose momentum over differences that can be resolved,” the President said. – SAnews.gov.za

Agency welcomes efforts to fight cross-border crimes

Agency welcomes efforts to fight cross-border crimes

The Cross-Border Road Transport Agency (C-BRTA) has welcomed the recent 53-year conviction of cross-border vehicle hijacker and smuggler, Sipho Mhlanga.

Mhlanga was sentenced to 53 years by the Mtubatuba Magistrates Court on Wednesday, 19 June.

The CEO of the C-BRTA, Lwazi Mboyi, said the agency notes the progress registered by law enforcement authorities in the country in the fight against cross-border crimes.

“This is a step in the right direction because cross-border crimes and related syndicates frustrate South Africa’s efforts to improve and build a healthy trade between the country and neighbouring countries. It is for this reason that we commend the work that has been done thus far, and we would like to wish the South African Police well in their efforts to eliminate cross-border crimes,” Mboyi said in a statement on Sunday.

Mhlanga’s arrest and subsequent conviction followed “sterling work” by the South African Police Service (SAPS), who were deployed to the northern part of KwaZulu-Natal to clamp down on cross-border criminality.

“The C-BRTA, as the facilitator of the commercial transportation of passengers, goods and services across borders, welcomes and commends the SAPS for the work they have done in fighting and combating cross-border crimes in KwaZulu-Natal and in the country in general,”  the agency said.

The C-BRTA is a statutory body operating in a commercial environment, with government represented by the Minister of Transport being the shareholder.

The agency facilitates the unimpeded flow of freight and passenger cross-border movements and plays a critical role in the implementation of cross-border road transport agreements and issuing of cross-border operator permits. - SAnews.gov.za

The Springbok Sevens team completed a successful pool stage of their World Rugby Sevens Repechage tournament in Monaco on Saturday, finishing top of Pool A with victories over Tonga (31-7) and Chile (26-7) after defeating Mexico (44-0) on Friday, and will now face Uganda at 11h31 (SA time) on Sunday in the quarter-final.

The Monaco winner will qualify for the 2024 Paris Olympic Games.

Springbok Sevens interim Head Coach, Philip Snyman, praised his troops after the three wins, saying that an important first hurdle was crossed.

"We needed to top the pool and to do so, we needed to play three good matches on the trot,” said Snyman.

“I think we did that over the last two days, and although it was not perfect, the first objective was reached.”

They will face Uganda - a team Snyman coached to Rugby World Cup Sevens qualification in 2022.

"They are skillful athletes and a country with a proud Olympic heritage, so need no motivation for this game,” Snyman said.

“For us the challenge will be to continue the momentum picked up over the first two days because tomorrow is when it really matters.”

The opening clash against Tonga was a physical affair as expected.

The Blitzboks countered that with superior ball skills and pace. Quewin Nortje again showed that his pace had no peers at this level with two well taken tries in the first half, and a Shilton van Wyk dotted down in the corner gave the SA side a 24-0 lead at the break.

The second half was more of the same although the Blitzboks conceded a try to keep them honest.

Against Chile, more patience was needed to break their opponents down.

Tristan Leyds opened the scoring after a delightful Selvyn Davids grubber opened up the Chilean defence. He converted as well for a 7-0 lead.

Van Wyk scored on the buzzer after a delightful Leyds offload, who converted as well for a 14-0 lead at the break.

In the second spell, Siviwe Soyizwapi finished a well-worked try from a counter-attack that started near their own line.

Chile pulled one back with two minutes left, but Ryan Oosthuizen scored after a soft touch by Tiaan Pretorius. and Shaun Williams converted.

Scorers:

South Africa 31 (10), Tonga 7 (0)

SA - Tries: Quewin Nortje (2), Shilton van Wyk, Selvyn Davids, Shaun Williams. Conversions: Leyds (3).

South Africa 26 (14), Chile 7 (0).

SA - Tries: Tristan Leyds, Shilton van Wyk, Siviwe Soyizwapi, Ryan Oosthuizen. Conversions: Leyds (2), Shaun Williams.

Talented young SA scientists to attend prestigious scientific conference in Germany

As the country celebrates Youth Month, the Department of Science and Innovation (DSI) has announced that eight young South African postgraduates will be attending the 73rd Lindau Nobel Laureate Meeting dedicated to physics.

Hosted in Lindau, Germany, from 30 June to 5 July 2024, the conference will gather approximately 600 young scientists from across the globe alongside 30 Nobel Laureates.

This year’s scientific programme will focus on three key themes, quantum physics and quantum technologies, physics-based solutions to the energy challenge, and artificial intelligence in physics.

The young students come from higher education institutions including the University of Venda, University of Cape Town (UCT), North West University (NWU) and the University of South Africa (Unisa).

Funded by the DSI and implemented by the DSI’s entity the Academy of Science of South Africa (ASSAf) is the official partner of the Lindau Foundation nominating young scientists to attend the annual Lindau Nobel Laureate Meetings.

“The meetings are a forum for young scientists to engage substantively with Nobel Laureates on research and overall career management aspects,” the department explained.

ASSAf is hosting a pre-travel event this week where the eight young scientists will engage with alumni from previous meetings to learn from their experiences and the opportunities that arise through participating in these esteemed, life-changing meetings.

“They will also receive training in science communication for effective communication of scientific information to non-specialist audiences.”

DSI Acting Director-General, Daan du Toit, has expressed the department’s immense pride in these eight exceptional young locals, saying this was a remarkable achievement and a testament to the calibre of the country’s emerging scientific talent.

“The Lindau Meetings provide a unique opportunity for these young researchers to engage with Nobel Laureates and fellow participants from around the world, fostering invaluable connections, exchanging ideas, and gaining insights from some of the brightest scientific minds,” Du Toit said.

He believes that participation in such a globally renowned event highlights South Africa’s commitment to nurturing excellence in science and innovation, reinforcing the importance of investing in the next generation of scientists and supporting their endeavours to contribute to society meaningfully.

“Support for young South African scientists to participate in the Lindau Meetings and other international young scientists’ fora forms part of the department’s strategic investment in science diplomacy capacities.

“The connections that young South African scientists foster during these meetings will equip them well for future international collaborations and global knowledge networks, reinforcing global solidarity through science,” he added.

South Africa’s apex court turns down the Minister of Home Affairs’ request to appeal the Zimbabwean Exemption Permit (ZEP) judgment

The decision by South Africa's highest court to refuse the Minister of Home Affairs' leave to an appeal, cements a landmark ruling for The Helen Suzman Foundatoin (HSF), represented by DLA Piper (https://www.DLAPiper.com), that successfully challenged the decision to terminate the Zimbabwean Exemption Permit Regime (ZEP).

The Constitutional Court of South Africa refused the Minister of Home Affairs' application for leave to appeal in the ZEP case, bringing to a close our challenge of the unlawful termination of the ZEP regime, which affected some 178,000 people who had been legally living, working, and building families in South Africa for almost 15 years.

The Constitution enshrines that every person living within our borders deserves to be treated with fairness and respect for their dignity, and that is the principle that every government sworn in under the Constitution is bound to honour.

Naseema Fakir, Executive Director, Helen Suzman Foundation, commented: “Government cannot operate in obscurity. Our democracy requires that administrative decisions like this, that adversely affect people's, rights must be opened to public scrutiny and comment. This is so that the government can exercise its power with accountability and with all the information it needs to treat people fairly and in accordance with the Constitution.”

Nicolas Patrick, Pro Bono and Responsible Business partner at DLA Piper, added: “This landmark decision achieves justice for thousands of Zimbabwean legal residents in South Africa and upholds the progressive spirit of the South African constitution, one of the finest in the world. We are proud to have joined the Helen Suzman Foundation in challenging the termination of the ZEP regime, and to have contributed to protecting the right of people living in South Africa to fair administrative action.”

Notes to Editors

Zimbabwean Exemption Permits (ZEP):
In April 2009, South Africa established the Dispensation of Zimbabwean Permit (DZP) to regularise the status of thousands of Zimbabwean nationals who had fled political and economic instability in their country, mostly between 2007 and 2009. The special exemption was reissued in 2014, and then again in 2017, as the ZEP.

Those applying for the ZEP had to show that they had the financial means to support themselves in South Africa and that they had no criminal record. As a result, today ZEP holders are a population of law abiding and economically active foreign nationals who have built lives in South Africa over the last thirteen years – after being forced to do so as a result of desperate conditions in Zimbabwe. Many ZEP holders have children who know no home but South Africa.

About the Helen Suman Foundation:
The Helen Suzman Foundation aims to promote constitutional democracy, rule of law and human rights in South Africa. In particular it seeks to undertake public interest litigation that safeguards the rights of vulnerable persons who are unable to utilise the ordinary political process in order to do so; to support public advocacy interventions and dialogue that promote public participation and deliberation and so result in informed, reasoned decision-making; and to end impunity for systematic criminal conduct destructive of a constitutional state — whether for state capture-related crimes or apartheid era atrocities.

African Energy Week (AEW) 2024 to Drive Investment in African Energy, Announces Second Speaker Lineup

Location: News
African Energy Chamber

With over 125 billion barrels of proven oil reserves, 620 trillion cubic feet of natural gas and abundant opportunities in solar, wind and green hydrogen, Africa has the potential to become a global hub for energy. The International Energy Agency estimates that to meet energy and climate goals, Africa requires over $200 billion in annual investment, highlighting a strategic opportunity for global financiers and project developers.

As such, the African Energy Week (AEW): Invest in African Energy conference – Africa's premier event for the energy sector – will drive a new wave of investment in the sector. The conference convenes under the mandate of making energy poverty history by 2030, with industry experts and thought-leaders, African governments and NOCs, and energy investors and developers leading discussions on the challenges and opportunities in Africa's energy sector. Taking place from 4–8 November in Cape Town, the event offers unparalleled access to the African industry.

AEW: Invest in African Energy is the platform of choice for project operators, financiers, technology providers and government, and has emerged as the official place to sign deals in African energy. Visit www.AECWeek.com for more information about this exciting event.

African governments are revamping fiscal policies and launching new licensing rounds to attract investments and partners, aiming to unlock the full potential of the continent's energy sector. Over 11 licensing rounds are planned for sub-Saharan Africa between 2024 and 2025, all of which aim to attract new investment and bolster project development. At AEW: Invest in African Energy, government representatives will outline optimal energy financing mechanisms and incentives aimed at advancing energy investments. Key speakers include:

  • Birame Soulèye Diop, Minister of Energy, Petroleum and Mines, Senegal
  • Habtamu Itefa Geleta, Minister of Water and Energy, Ethiopia
  • Situmbeko Musokotwane, Minister of Finance and National Planning, Zambia
  • Diamantino Pedro Azevedo, Minister of Mineral Resources, Petroleum and Gas, Angola

African state-owned energy entities have positioned themselves as reliable partners for global energy firms, driving the continent's energy market expansion. During this year's AEW: Invest in African Energy conference, African NOCs and energy associations will discuss investment and partnership opportunities in Africa's energy value chain. In addition to the first AEW: Invest in African Energy speaker lineup, featured speakers include:

  • Proscovia Nabbanje, CEO of the Uganda National Oil Company
  • Zwanani Titus Mathe, CEO, South African National Energy Development Institute

Across Africa, international energy companies are driving a series of large-scale project developments under efforts to unlock high returns, increase energy access while driving sustainable economic growth. Projects such as the Greater Tortue Ahmeyim LNG development – on track for first production this year -; the trio of LNG projects in Mozambique's Rovuma Basin; South Africa's offshore exploration campaigns and onshore gas projects and many more are set to transform the African oil and gas landscape. This creates newfound opportunities for regional and international technology providers, which also play a crucial role in driving Africa's energy renaissance. A strong lineup of IOCs, technologies companies and service providers will discuss ongoing projects, future prospects and efforts to maximize Africa's energy resources at the conference. These include:

  • Ainojie Alex Irune, CEO of Oando Energy Resources
  • Dave Campbell, Senior Vice President of bp in Mauritania and Senegal
  • Dennis Bauer, Senior Executive: Energy Transition Advisor, Neuman & Esser
  • Dennis Malkoc, Business Development Manager, Universal Africa Lines

SADC urged to invest in rail infrastructure

SADC urged to invest in rail infrastructure

The Passenger Rail Agency of South Africa (PRASA) Chief Executive Officer Hishaan Emeran has called on the railway transport sector in the Southern African Development Community (SADC) region to continue to invest in the development, upgrade and maintenance of rail infrastructure.

“The introduction of modern rolling stock will boost efficiencies and help divert traffic from the roads. We need to collaborate to solve shared challenges because rail transport provides both an efficient and the most affordable mode of transport for passengers and goods,” Emeran said on Thursday in Cape Town.

He made these comments during his acceptance speech as the newly elected President of the Southern African Railways Association (SARA), which is an organisation dedicated to promoting and enhancing rail transport services across the SADC region.

The President committed to acquainting himself with the state of rail in the SARA region by visiting as many of the member countries as possible in an endeavour to address challenges in the sector.

“With our collective commitment to making the railway industry the preferred means of transportation for goods, services, and people - we also acknowledge that the region’s railway transport sector has not been without challenges.

“The efficiencies of our rail networks have been compromised by inadequate, in some cases obsolete and poorly maintained rail infrastructure and rolling stock,” Emeran said.

He said the region is at the centre of efforts to promote regional trade and harness sustainable regional economic growth.

“We are at a critical point in our region’s history, at the intersection of opportunity and preparedness and as SARA we have to be ready to play our role in supporting sustainable social and economic growth of our region by delivering robust rail services,” Emeran said. – SAnews.gov.za

Mpox cases rise to 13

Mpox cases rise to 13

South Africa has identified six additional laboratory-confirmed cases of Mpox, taking the total number of cases from seven to 13 since the first case was reported last month.

The Department of Health reported new infections in Gauteng and the Western Cape. The death toll is still at two.

The first case of Monkeypox, now known as Mpox, was reported in South Africa on 9 May 2024, when a 35-year-old male living in Gauteng tested positive.

In the latest statement, the department said it has received a batch of Mpox-specific treatment, Tecovirimat - also known as TPOXX or ST-246, for treatment of patients who experience severe health complications because of Mpox disease.

“The process to secure more treatment, including vaccines, is underway in case the need arises. However, all mild cases will continue to be managed with supportive treatment used to manage complications like fever, pneumonia and skin infections,” the department explained.

READ | Mpox cases rise to seven in SA after new infection recorded in W Cape

Government is urging all people regardless of gender, age, or sexual orientation, with suspected Mpox symptoms or who had physical contact with known cases to present themselves at a healthcare facility because anyone can contract this preventable and treatable disease.

The department stated that hand hygiene is one of the effective ways to protect people from getting sick and prevent transmission of diseases.

“People are reminded to always wash hands with soap and water, or use an alcohol-based hand sanitiser, especially before eating or touching your face and after you use the bathroom.”

Some of the common symptoms of Mpox include a rash, which may last for two to four weeks, fever, headache, muscle aches, back pain, low energy and swollen glands.

Government thanks SA for tuning into Presidential Inauguration

Government has extended its deepest and most sincere appreciation to all South Africans who joined the 2024 Presidential Inauguration in person, on television, radio and online to witness a very important and momentous occasion in the nation's history.

“Your participation has been very instrumental in making the event successful and memorable,” the Government Communication and Information System (GCIS) said on Wednesday.

Government also extended its deepest gratitude to all visitors and dignitaries who graced this auspicious occasion with their presence and support.

“The presence of all attendees added significance to the Presidential Inauguration, and it showed continued commitment to the country's growth and development. The attendance by various Heads of State and Government was a testament to the solidarity and support the country receives from the global community,” GCIS said.

GCIS Acting Director-General, Nomonde Mnukwa, said government will continue to work tirelessly to build a brighter future for all South Africans in the seventh administration and beyond.

"Today, we celebrated not just a new President, but a new chapter in our nation's history. We recognise that this moment is not just about individuals, but also about the collective progress that we have made and continue to make as a nation.

“The Government of South Africa is dedicated to building a capable and honest administration that serves all South Africans and remains steadfast in its mission to work together to overcome any challenges that face us,” Mnukwa said.

South Africans are encouraged to continue to work with government to strengthen social cohesion and build a united nation, where every citizen has equal opportunities to thrive.

“Working together, let us continue to move forward with renewed purpose and commitment to build a better South Africa for all,” GCIS said.
