Police Committee Emphasises Need for Increased Member Training to Ensure Compliance with Domestic Violence Act

The Portfolio Committee on Police has directed South African Police Service (SAPS) senior managers to increase and enhance training for SAPS members to ensure compliance with the Domestic Violence Act (DVA). The committee yesterday received a report on compliance with the Act and complaints against SAPS members, as contemplated in Section 18(4)(a) of the Act.

The committee said non-compliance with the Act undermines the fight against gender-based violence, which increased training will equip police officers with the tools necessary to ensure proper reporting and investigation of domestic violence. “It is unacceptable that in a country like South Africa, with abnormally high cases of domestic violence, there are still some members of the SAPS that are not complaint with the Act. While there is a general improvement in the number of complaints received, complete compliance is non-negotiable according to the committee,” said Mr Nocks Seabi, the Chairperson of the committee.

The SAPS and the Civilian Secretariat for Police Service informed the committee that from 1 April to 30 September 2023, 60 complaints were reported. Fifty of those cases involved failure to complete a SAPS 508(a) form (a domestic violence form used to descriptively register the incidence of domestic violence received) and the Domestic Violence Register (SAPS 508(b)). Seven cases involved the failure to record DV incidents in the occurrence pocket book and two cases concern a failure to assist a complainant to open a case.

While the committee acknowledged that various actions have been taken, including the issuing of verbal warning and final written warnings, the committee believes continuous training will assist police officers to properly handle cases of domestic violence and comply with legislation. The committee has also urged departmental investigations to be speedily concluded to ensure that members are held accountable.

The committee was also critical of the high number of police officers accused of perpetrating domestic violence in the period under review. “It is alarming that 165 members of SAPS are accused to be perpetrators of domestic violence. How can we expect perpetrators to assist and protect the most vulnerable. This is unacceptable and urgent strategies must be developed and implemented to remedy this concern,” Mr Seabi emphasised. The committee has also called for enhanced psycho-social support for members to help them cope with the violent environment in which they operate.

Another concern for the committee is that 116 police stations are still without victim-friendly rooms. While the committee acknowledges that there are measures to mitigate this gap, it emphasised the need for more focus on capital projects to develop such rooms.

Meanwhile, the committee also received a report on the outcomes of Safer Festive Season operations and is generally pleased with the police visibility and operations during the festive season. While the committee acknowledged that budgetary constraints hinder the continued roll-out of similar operations, it requested a budgetary estimation on the costs involved for Parliament to consider.

Committee Welcomes Cabinet’s Termination of Takatso Consortium Deal

The Portfolio Committee on Public Enterprises welcomes the Cabinet announcement terminating the Takatso Consortium deal.

The committee regards this decision as an important development given its ongoing processes on the matter. The committee has been engaged in examining and evaluating the proposed Takatso deal, in the interests of promoting transparency and accountability, and with the best interests of the public in all matters relating to the deal.

Committee chairperson Mr Khaya Magaxa said: “We welcome the decision by the Cabinet to terminate the Takatso Consortium deal. This allows us to re-evaluate and refine the processes we have been undertaking to ensure the best outcomes for our South African Airways. We remain committed to promoting transparency and accountability in the sector.”

The Cabinet's termination of the deal aligns with the committee's objective of safeguarding the public interest. The committee acknowledges the importance of a thorough and comprehensive evaluation of any proposed partnership or agreement involving government as a shareholder in state-owned companies. This termination allows for further scrutiny and exploration of alternative options that will ensure the sustainability and growth of South African Airways.

At the time of the termination of the contract, the Office of the Speaker of the National Assembly instructed the committee to initiate an investigation based on a petition brought by the former Director-General of the Department of Public Enterprises, Mr Kgathatso Tlhakudi. The petition alleges misconduct on the part of Minister Pravin Gordhan and led to Mr Tlhakudi's expulsion from the department. The Office of the Speaker mandated the committee Chairperson to investigate the allegations relating to the South African Airways transaction.

The committee remains dedicated to promoting good governance, transparency and accountability within the public enterprises sector. The committee will closely monitor the developments following the termination of the Takatso deal and will actively engage with relevant stakeholders to ensure the best outcomes for the sector and the public at large.

Mr Magaxa said: “We remain committed to promoting transparency and accountability in the sector as we continue with the investigation, as instructed by the Office of the Speaker. Our aim is to uncover the truth and ensure that the best interests of the public are protected.”

Ports Regulator of South Africa and B-BBEE Commission sign MoU

Location: News

Ports Regulator of South Africa and B-BBEE Commission sign MoU

A Memorandum of Understanding (MoU) aimed at addressing transformation in the ports sector has been entered into between the Ports Regulator of South Africa (PRSA) and the Broad-Based Black Economic Empowerment (B-BBEE) Commission.

A joint statement by the regulator and the commission explained that the MoU provides for the exchange of information, strategies, expertise and research related to B-BBEE and transformation.

Furthermore, the MoU will provide a platform for strengthening the partnership on the sector’s economic transformation.

“It is intended that the partnership between the PRSA and the B-BBEE Commission will help address the slow pace of transformation. The PRSA report on “Implementation of Broad- Based Black Economic Empowerment in South African indicates that Black Ownership in port terminal operations hovers below 20%, for leases 18%, and 12% for services and facilities. The Ownership by Black Women in the sector is worryingly below 15%.

“On the other hand, the B-BBEE Commission’s National Trends and Status report on B-BBEE for the year 2022, shows that while the Integrated Transport sector managed [to] reach 58% of Black Ownership by JSE listed entities in 2022, and 25% for Black Women, the Ports sub-sector still lags behind.

“This demonstrates that an overarching challenge faced by the PRSA and the B-BBEE Commission is the issue of enforcement and accountability for non- compliance with the B-BBEE Act,” the statement read.

The statement said the commission has played a leading role in “strengthening of accountability and enforcement” of the act but the MoU will enhance monitoring.

“It is anticipated that the collaboration between the B-BBEE Commission and the PRSA will enhance monitoring of transformation activities within the Ports Sector to ensure that black operators and port users benefit in [the] future. [The] MoU states that both partners may from time to time engage in awareness and advocacy programmes concerning B-BBEE.

“In this regard, it should be possible for example, where the PRSA identifies sub-sectors of the Ports where compliance and enforcement should be strengthened to collaborate with the B-BBEE Commission on research and appropriate interventions required, based on the respective mandates of the two entities,” the statement read. – SAnews.gov.za

Disaster teams activated in KZN municipalities amid heavy rainfall warning

Disaster teams activated in KZN municipalities amid heavy rainfall warning

Disaster teams have been activated in all KwaZulu-Natal municipalities that may be affected by heavy rainfall that could potentially lead to flooding in the north-eastern part of the province.

The KwaZulu-Natal Department of Cooperative Governance and Traditional Affairs (CoGTA) activated the teams after the South African Weather Service (SAWS) raised the alert level to orange, Level 6, the highest warning level.

The level 6 alert indicates a high probability of flooding, as a significant amount of rainfall exceeding 100mm is expected over the extreme north-eastern part of KZN.

According to the South African Weather Service, the weather poses a high likelihood of flooding of roads, bridges and settlements, major disruption of traffic flow, and disruption to essential services, including water, electricity, and communications.

The department said the areas that maybe affected include, uMhlathuze, Mtubatuba, Big Five Hlabisa, Nongoma, Jozini, uPhongolo and Umhlabuyalingana Local Municipalities.

“We have activated our disaster teams in all the municipalities that are likely to be affected to be on high alert during this period. We advise communities to seek shelter in safe places.

“Public facilities, such as community halls, are open as safe havens for those in need of shelter. Our teams may have to evacuate people should they foresee high risk of danger due to inclement weather,” the department said.

The department has also advised motorists to avoid travelling during this period, as bridges may become flooded, posing a risk to life.

On Monday, SAWS issued a warning about Moderate Tropical Storm ‘Filipo’ that is currently nearing the coast of southern Mozambique and expected to impact north-eastern areas of South Africa.

“The weak, embryonic tropical low-pressure system located between Madagascar and mainland southern Africa (Mozambique Channel) experienced significant intensification overnight, attaining a “Moderate Tropical Storm” status, which is associated with average winds of 63 to 89 km/h.

“Consequently, it has now been elevated to a “named” system, namely Moderate Tropical Storm Filipo. The storm is expected to affect mostly the southern parts of Mozambique, but some of its effects will also be felt over the extreme north-eastern parts of South Africa,” the Weather Services warned. – SAnews.gov.za

SA, Ghana have great potential to unlock economic opportunities

Location: News

SA, Ghana have great potential to unlock economic opportunities

President Cyril Ramaphosa says there is great potential to unlock economic opportunities through investment-led trade initiatives aimed at increasing the trade of value-added products between South Africa and Ghana.

“We need to move beyond trade in commodities and on to the purchase of job creating agricultural goods, and advanced manufactured and value-added products,” President Ramaphosa said.

Addressing the SA-Ghana Business Forum held at the Gallagher Convention Centre in Midrand on Tuesday, President Ramaphosa said South Africa and Ghana share a long and rich history defined by the struggle for freedom.

“This history provides a firm foundation to forge closer economic ties that can spur growth and development in both countries,” President Ramaphosa said.

President Ramaphosa said South Africa is pleased to host the Business Forum to explore business opportunities that enhance bilateral economic relations.

Earlier in the day, President Ramaphosa and his Ghanaian counterpart, President Nana Akufo-Addo, reaffirmed the importance of nurturing of the existing historic relations and bonds of friendship between the two countries.

The two Heads of State emphasised that these relations are based on mutual partnership and solidarity, which date back to the struggle against apartheid and colonialism.

President Akufo-Addo is in South Africa on a working visit at the invitation of President Ramaphosa to co-chair the 2nd Session of the Bi-National Commission (BNC) between the two countries.

Tuesday’s BNC, which was held at the Department of International Relations offices in Pretoria, was preceded by a ministerial meeting on Monday,11 March. Meanwhile, a senior officials meeting was held on Friday, 8 March.

At the Business Forum, President Ramaphosa said Africa has been at the lower-end of global value chains.

"We have abundant natural resources, but limited productive capability to process them for higher value capture.

“However, the need for a global transition to a low-carbon future offers the continent new opportunities to upgrade and diversify into technology-intensive global value chains. Our two countries are in a strategic position to benefit from the rapid growth of key clean energy manufacturing industries.

“Most of the minerals critical for the manufacturing of clean energy technologies, such as battery storage and electric vehicles, are held in Africa,” President Ramaphosa said.

President Ramaphosa said there is a need to improve manufacturing capacity and scale up production and export through the building of domestic and regional linkages and value chains.

READ | SA, Ghana explore ways to expand trade and investment

“It is important to explore practical cooperation between key players in industry to foster effective and mutually beneficial collaboration between our countries to promote green industrialisation.

“This will help to build on the strong trade and investment links between our economies. South Africa is already the largest purchaser of Ghanaian exports in Africa, and the third largest importer of Ghana’s products globally,” the President said.

President Ramaphosa emphasised the need to move beyond trade in commodities and on to the purchase of job-creating agricultural goods, advanced manufactured and value-added products.

“The importance of Ghana to South Africa as an anchor partner country within West Africa is affirmed by the many South African trade missions to explore business opportunities in the form of investment-led trade,” he said.

The relationship between the Republic of South Africa and the Republic of Ghana has grown exponentially over the years.

Cooperation between the two countries has been elevated from a Permanent Joint Commission for Cooperation (PJCC) that is held at a Ministerial level to a Bi-National Commission, presided over by the two Heads of State and Government.

The Business Forum brought together companies and entrepreneurs from South Africa and Ghana with the aim of deepening trade and mutual investment and leveraging the opportunities created within the African Continental Free Trade Area.

Expanded trade and investment will stimulate growth and job creation in both countries and facilitate closer people-to-people interaction between the two nations. – SAnews.gov.za

Parliamentary Committee welcomes IEC’s swift action in leaked candidate lists matter

The chairperson of Parliament’s Portfolio Committee on Home Affairs, Mosa Chabane, has welcomed the swift action by the Electoral Commission of South Africa (IEC) in investigating the leaking of candidate lists.

The implicated staff member has since been fired.

READ | Electoral Commission terminates employment of employee

Chabane stressed that the integrity of the electoral process must be protected, and that the swift investigation and decision to terminate the employee’s contract demonstrates the integrity of the institution.

“We remain of the view that the IEC is a credible institution to run a free and fair process and that anything that endangers this process will be quickly investigated and concomitant action taken,” Chabane said.

Beyond contravening the Protection of Personal Information Act, the unauthorised circulation of the lists undermined the clearly set out election timetable and processes of the 2024 provincial and national elections.

Meanwhile, the chairperson has called on the IEC to strengthen its internal controls and to imprint on its staff members the need to conduct themselves ethically to protect the institution’s integrity.

Despite the leak, Chabane said the IEC’s processes remain credible and that it has a proven track record of delivering on its mandate and promoting South Africa’s democratic order.

The committee will receive an update on the investigation that is still ongoing and the processes in place for the elections. – SAnews.gov.za

Inspection blitz nabs non-compliant employers

The Department of Employment and Labour, working with other law enforcement agencies, have issued over 50 contravention notices and compliance orders against non-compliant employers in Rustenburg in the North West.

Nine undocumented foreign nationals were also arrested during a joint blitz inspection by the department and other law enforcement agencies.

The three-day blitz inspection that started in Rustenburg on Monday was led by the Inspection and Enforcement Services unit of the Department of Employment and Labour in the North West in partnership with the Department of Home Affairs, the Liquor Board and the South African Police Services (SAPS).

“The first blitz inspection has led to 18 contravention notices, three prohibition notices, three improvement notices, and 31 compliance orders being issued to non-complying employers and to the arrest of nine undocumented foreign national workers,” the department said in a statement.

The inspections are part of an ongoing national programme by the department with the aim to gather all relevant law-enforcing government institutions to conduct inspections around major towns and cities in the country.

Its main purpose is to test the level of compliance in terms of the labour laws such as the Occupational Health and Safety Act (OHS), Compensation of Occupational Injuries and Diseases (COIDA), Basic Conditions of Employment Act (BCEA), Unemployment Insurance Act (UIA), Unemployment Insurance Contribution Act (UICA) and the Employment Act.

It also focuses on other consumer-related legislations in the wholesale and retail sector and the employment of undocumented foreign nationals.

According to the provincial chief inspector for the North West Province, Chris Sithole, the blitz inspections are unannounced visits.

“We (were) in the Bojanala District on an unannounced visit, and… on day one we managed to issue so many notices and orders to non-complying employers … we are not here to intimidate anyone; we are here to ensure that labour laws are upheld as it is our mandate to ensure that the country’s workforce is protected,” Sithole said.

The department said the undocumented foreign nationals who are working without the relevant work permits will be handled by the Department of Home Affairs and the SAPS.

“The employer will also be charged accordingly for contravening the Employment Services Act of the Department of Employment and Labour, which demands an employer to make sure that a person employed in South Africa from a foreign country should have the relevant work permit and a certain skill that is not found in the country,” the department said. – SAnews.gov.za

Eliminate red tape to make it easier for African entrepreneurs to do business – Mashatile

Eliminate red tape to make it easier for African entrepreneurs to do business - Mashatile

Deputy President Paul Mashatile has called for the elimination of red tape to facilitate cross-border trade for African entrepreneurs.

“Countries on our continent typically perform poorly in various categories related to corporate performance and competitiveness due to an unfriendly environment, particularly in terms of intra-continental trade,” the Deputy President said on Wednesday.

This is the reason he believes that countries should take advantage of the African Continental Free Trade Area (AfCFTA) agreement, which seeks to eliminate barriers to trade in Africa.

READ | Africa is an oyster for young entrepreneurs

“The AfCFTA will significantly boost intra-African trade, particularly trade in value-added production and trade across all sectors of Africa’s economy,” Mashatile said.

The country’s second-in-command was delivering a keynote address at the Global Entrepreneurship Congress (GEC+ Africa) at the Cape Town International Convention Centre.

GEC+ Africa is a gathering of entrepreneurs and leaders from more than 50 African nations committed to advancing entrepreneurial activity throughout their own countries in Africa.

Hosted by the Department of Small Business Development, the two-day event includes other international leaders who have become a part of the Global Entrepreneurship Network (GEN) movement that advances entrepreneurship as a means of building economies and expanding human welfare.

“As policymakers, we have to create an enabling environment for our entrepreneurs,” Mashatile said.

He told delegates that leaders should ensure that the core foundations of the digital economy are in place, including digital infrastructure, digital skills, cybersecurity capabilities, and affordable and accessible data.

Mashatile said nations need to do more to implement the African Union’s Digital Transformation Agenda, adopted at its Summit of Heads of State in 2019.

“We must ensure that by 2030, every individual, business, and government on the continent will be digitally enabled and ready to support a growing digital economy.”

He emphasised the need to enhance governance systems, such as combating corruption, improving macroeconomic management, and resolving disputes through negotiation rather than violent conflict.

“We must do more to shift the narrative that Africa is a difficult place to do business.”

SMMEs

Mashatile said it was crucial to address the Small, Medium and Micro Enterprises (SMME) and start-up credit gap.

“Africa has 18% of the world’s population but attracts only 2% of global capital, and even less global venture capital for start-ups.

“In South Africa, Minister of Small Business Development Stella Ndabeni-Abrahams has proposed a SMME and Cooperative Funding Policy, which was recently gazetted for public comment,” he announced.

The policy requires that the Business Development Service providers in South Africa institutionalise the practice of assisting SMMEs and cooperatives with pre-funding support.

“Without funding, our best start-ups are leaving for tech hubs abroad,” Mashatile said.

Skilled labour force

The Deputy President believes it is crucial to retain skilled professionals within the continent’s borders.

“The loss of skilled professionals, also known as ‘brain-drain’ is one of the major reasons for the unsteady growth in our respective countries.

“To prevent this, we need to make it easier for skills to move across the continent and increase the number of people who can learn new skills, especially in areas that are important to the digital economy.”

However, he said South Africa was making inroads in reforming visa requirements, which allows high-tech expertise to work in the country and develop the economy.

“This move is supported by the underpinning principles of the AfCFTA, and propels us towards the integrated Africa that we want.”

In addition, the Deputy President called on the continent to work together to achieve socio-economic transformation that benefits everyone and one way to start is by assisting small businesses.

“Together, this and the AfCFTA are important steps towards the Africa we want. I am confident that this inaugural GEC+ Africa Congress will provide the appropriate policy advice and partnerships to take us there.”

Trade

The Deputy President has described Africa as a continent overflowing with untapped potential, a hub of innovation and invention waiting to be re-awakened.

“However, Africa still plays a subordinate role in global value chains, and is confronted by deeply established structural constraints that stem from our previous position as an exporter of unprocessed raw commodities.”

South Africa, like the rest of the continent, according to the Deputy President, needs to be strategic in increasing its competitiveness in higher-productivity trade-able commodities and services, as well as in becoming ready for a digital and environmentally friendly future.

“We must recognise that there is a link between the environment, economy, and agriculture. All economic activities either affect or are affected by natural and environmental resources.”

He also called on farmers to adapt to current farming methods that increase production efficiency.

“African innovators and entrepreneurs have the power to transform our economy, which will eventually allow us to participate in the global economy as players with equal status.” – SAnews.gov.za

SA must join forces to create youth employment, says Mashatile

Deputy President Paul Mashatile emphasised the need to strengthen multi-sectoral partnerships to increase opportunities for youth empowerment and participation in the labour market.

“Together, we can contribute to national efforts to create employment and get South Africans working,” he said on Tuesday.

Deputy President Mashatile was speaking at the National Council of Provinces during a question and answer session.

In 2020, he said Cabinet approved the National Youth Policy (NYP) 2030, which is a cross-sectoral policy intended to redress the injustices of the past and deal decisively with new challenges affecting the youth.

To reduce youth unemployment, the Deputy President said the Minister of Finance set aside R7.4 billion for the Presidential Employment Initiative for the 2024/25 financial year.

“Thus far, the Presidential Employment Initiative has assisted over 1.7 million people through a combination of job creation, job retention and income and skills support interventions," Mashatile said.

He also touched on the South African Employment Services System, which serves over seven million job seekers, and provides nationwide platforms for youth to register for employment, match with employment opportunities, and receive placement counselling.

Through public-private partnerships, government supports various internships, learnerships, and apprenticeship programmes across various government departments to provide experiential learning and facilitate entry into the labour market for young people.

By supporting the growth of Small, Medium and Micro Enterprises (SMMEs), he stated that government is playing a critical role in addressing South Africa’s youth unemployment crisis.

“Government is also implementing the Preferential Procurement Policy Framework Act to promote SMMEs that are key to job creation, and economic growth,” he added.

Agricultural land

Shifting his focus to agricultural land, he said government is accelerating land redistribution through a variety of instruments, such as land restitution and expropriation of land, to boost agricultural output.

In 2023, the Minister of Public Works and Infrastructure announced that 221 land parcels measuring 148 796 hectares have been released to the Department of Agriculture, Land Reform, and Rural Development for transfer to the approved land claimants.

“Approximately 1 576 hectares of land is earmarked to be released before the end of this financial year,” he announced.

In addition, he said 125 land parcels, measuring 25 549 hectares of agricultural land were released to support subsistence farming and food security.

“This is in keeping with what we have been doing over the last 30 years,” he explained.

Meanwhile, the government is transferring State agricultural land, through Financial Assistance Land (FALA) properties, where there has been compliance with the rent-to-buy agreements.

On top of that, the Department of Agriculture, Land Reform and Rural Development, he said, is developing criteria for category 3 and commercial farmers as part of the rollout plan for the release of state land.

“Category 3 includes medium to large-scale commercial farmers who have already been, or intend to farm commercially at various scales, but are disadvantaged by location, size of land, and other resource constraints limiting their growth,” the Deputy President explained.

As per the country’s second-in-command, the Department of Public Works and Infrastructure holds national State-owned land. It receives requests from the Department of Agriculture, Land Reform and Rural Development for releasing land to settle claims for restitution and agricultural purposes as part of the land reform programme.

“As a government, we will prioritise providing extension and technical support to ensure that we distribute properties that are productive and contribute to South Africa’s food security,” Mashatile said. – SAnews.gov.za

South Africa participates in UN commission on status of women

The Department of Women, Youth and Persons with Disabilities, is leading the South African delegation at the 68th Session of the United Nations (UN) Commission on the Status of Women (CSW68), currently underway at the UN headquarters in New York.

Taking place from 11 - 22 March, the largest annual gathering on gender equality and women’s empowerment is instrumental in promoting women’s rights and shaping global standards on gender equality and women empowerment.

The CSW68 takes place under the theme, 'Accelerating the achievement of gender equality and the empowerment of all women and girls by addressing poverty and strengthening institutions and financing with a gender perspective'.

“During the commission, South Africa will demonstrate its commitment to addressing poverty, inequality, unemployment and social exclusion based on gender, race, disability or geolocation, using the country’s Constitution as the cornerstone for human rights and equality, which are clearly articulated in the legislative framework,” the department said in a statement.

Reducing poverty and inequality has been an overriding concern of South Africa’s development since the advent of democracy in 1994, as articulated in the Reconstruction and Development Programme (RDP) to the present National Development Plan Vision 2030 (NDP).

South Africa remains committed to addressing gender equality and the empowerment of all women and girls by addressing poverty and strengthening our institutions so that all women and girls are empowered and enjoy their human rights, as stipulated in the country’s Constitution, which is the Bill of Rights.

The country is also committed to financing women and girls’ empowerment and achieving gender equality.

On Tuesday, Social Development Minister Lindiwe Zulu addressed the Commission during the high-level
Ministerial Roundtable on the theme, 'Mobilising Financing for Gender Equality and the Empowerment of all Women and Girls: Strategies to End Women’s and Girls’ Poverty'.

The discussions aimed to mobilise financing for gender equality and empower all women and girls, with a particular emphasis on policies and strategies to end poverty among women and girls. – SAnews.gov.za

On Tuesday, 11 March 2024, the Western Cape Minister of Agriculture, Dr Ivan Meyer, and the Head of Department, Dr  Mogale Sebopetsa, welcomed 120 unemployed agricultural graduates as interns to the Department's Comprehensive Agricultural Support Programme (CASP). During the two-year internship graduates will be placed with farmers and sector stakeholders who will act as mentors and host employers.

The agricultural graduate intern programme will offer youth experience through work-integrated learning and support the establishment of youth-owned or managed enterprises, youth entrepreneurs, and other activities. This will encourage the active participation of youth in the agricultural sector to bridge the gap of ageing producers and reduce unemployment and poverty.

Minister Meyer said, “This programme places unemployed graduates with agriculture-related qualifications on farms and at enterprises within the agricultural value chain to acquire relevant on-the-job entrepreneurial and business skills to enable them to establish and manage their own enterprises.”
Minister Meyer and Dr Mogale urged the graduate interns to embrace the values of the Western Cape Government -  care, competence, accountability, integrity, innovation, and responsiveness.

Dr Sebopetsa commented, “You have joined an important sector of our economy. The Western Cape agriculture sector is responsible for 55% of South Africa's primary agricultural exports.  It is also the country's most important contributor to food security. As the next cohort of producers and entrepreneurs in the sector, we hope to expose you to the values and the practices that you need to be successful.”

Minister Meyer highlighted that the agricultural graduate intern programme allowed participants to unlock their potential within a thriving sector of the economy.
“Unleash your capability within this flourishing sector. Agriculture and agri-processing contribute 11% to the GDP of the  Western Cape. By the end of 2022, statistics highlighted that the agriculture sector employed 227 893 workers in the Western Cape, and the agri-processing sector employed  236 002 workers.

Combined, the sector contributed 426,417 jobs in the Western Cape.  This means that the agriculture sector employed 17% of the total number of people employed in the Western Cape.”
The key placement components of the agricultural graduate intern programme are:

  • Livestock rearing and poultry production;
  • Horticulture/crop production;
  • Aquaculture production;
  • Viticulture;
  • Agro-processing;
  • Agricultural Extension; and
  • Agricultural Economics

Minister Meyer said: “Education, Training and Research, and Farmer Support are two of my ministerial priorities. These are underpinned by the Western Cape Government's Growth for Jobs Strategy. Agriculture is a key sector of the Jobs for Growth Strategy.”

“Ultimately, we want to improve the employability of agricultural graduates through on-the-job experience at major agricultural host farms and entrepreneurial entities while at the same time, offering our producers additional support. Importantly, this programme is working to reduce unemployment and equipping our youth to become employers themselves,” concluded the Minister.

Committee Adopts National Water Resource Infrastructure Agency (NWRIA) Bill and Will Recommend Adoption by National Assembly

The Portfolio Committee on Water and Sanitation has adopted the B-list version and committee report of the National Water Resource Infrastructure Agency (NWRIA) Bill, which brings to an end the committee's consideration of the Bill. Having adopted the Bill and a report, the committee will recommend that the National Assembly adopts the Bill.

The National Water Resources Infrastructure Agency Bill seeks to ensure a sustainable, equitable and reliable supply of water from national water resources infrastructure while meeting constitutional obligations, including the national and regional social and economic objectives of national policy. The Bill also seeks to address the current fragmentation of asset management and revenue collection functions for national water resource infrastructure. Currently, functions between the Trans-Caledon Tunnel Authority, the Water Trading Entity and the department's infrastructure branch are fragmented.

As part of the process, the committee received 120 public submissions, with oral submissions received from the National Economic Development and Labour Council (Nedlac), the South African Local Government Association (SALGA), the National Treasury and the Congress of South African Trade Unions (COSATU).

Some of the concerns raised during the public hearings included that there was no socio-economic impact assessment (SEIAS) on the Bill. The Department of Water and Sanitation has now confirmed that the Presidency approved the final SEIAS in June 2023, and the National Treasury has independently reviewed and assessed a business case for the NWRIA.

The portfolio committee proposed and adopted numerous amendments relating to the following clauses: 1, 3, 7, 9, 17, 34 and 35. Of critical importance to the committee was strengthening parliamentary oversight over the agency and critical amendments were made to ensure the submission of annual corporate plans and quarterly reports to Parliament, emphasising the role of the parliamentary committee in reviewing and engaging with these.

The Chairperson thanked Members of Parliament, departmental officials including legal officers, the Office of the Chief State Law Advisor and Parliament's legal unit for their help in enabling the committee to reach this point.

Meanwhile, the committee adopted its legacy report and is satisfied with the work it has undertaken in the sixth term of Parliament. This work includes the reintroduction of the Blue, Green and No-Drop reports, which were published following the committee's strong recommendations. Nonetheless, the committee remains cognisant of the enormous challenges facing the sector generally and emphasised that there should be more focus on service delivery in the seventh Parliament. This focus should emphasise strengthening the framework for intergovernmental relations to ensure that the provision of water and sanitation improves.

Furthermore, the committee highlighted the need to continue monitoring consequence management within the water value chain to ensure that individuals and companies found to have transgressed laws and regulations are held accountable. The committee remains of the view that the eradication of corruption is critical in achieving the mandate of water and sanitation provision to the people.

The committee has also highlighted the need to focus on monitoring the implementation of water and sanitation projects to ensure that projects are delivered on time and within budget.

SA stands by decision to file lawsuit against Israel

SA stands by decision to file lawsuit against Israel

South Africa has no regrets about becoming the first country to file a lawsuit against Israel at the International Court of Justice (ICJ) to end its “deadly and relentless genocidal bombardment” of Gaza.

This is according to Deputy President Paul Mashatile who attended a question and answer session in the National Council of Provinces on Tuesday.

Speaking in Parliament, Deputy President Mashatile said the United Nations estimates that more than 30 000 Palestinians, including over 10 000 children, have been killed.

“Over 70 000 have been injured while 10 000 are missing under rubble. This brings the number of civilian casualties to about 110 000, amounting to roughly 5% of Gaza's 2.3 million population. We will not condone genocide,” he told Members of Parliament.

Last year, South Africa led a case against Israel at the ICJ in The Hague, under the Genocide Convention, for acts committed by Israel in the context of its attacks on Gaza on 7 October 2023.

This is after members of the Hamas military and political organisation massacred at least 1 200 people and abducted 240 others during surprise attacks on its territory.

In January 2024, the ICJ ordered Israel to, among others, take all measures within its power “to prevent and punish the direct and public incitement to commit genocide” and to immediately ensure that Palestinians have access to basic services and humanitarian assistance.

While South Africa had called for the suspension of Israeli military operations in Gaza, the court did not grant this provisional measure.

“Similarly, I must reiterate South Africa’s condemnation of Hamas for the indiscriminate and wanton violence meted against Israeli civilians,” the country’s second-in-command added.

“We are mindful that not every citizen supports our government’s decision to refer the Gaza bombardment to the ICJ.

“We are also aware that some, here at home and abroad, started by opposing our position. However, they have revised their view, taking into consideration the number of deaths and sheer scale of human suffering.”

In addition, he acknowledged those who support Israel for ideological reasons, including religious.

“They will never be swayed no matter the facts and however persuasive the argument. There are, frankly speaking, some whose idea of human pain is informed by the pigmentation of the perpetrator and the victim.

“Others do not so much as care about anything that happens beyond our borders and would rather that we become an insular society even as the world shrinks into a village.”

However, he vowed that government would continue to engage every sector of society, especially on matters contentious.

On the other hand, he said South Africa was committed to the promotion of social cohesion, which he believes does not mean the absence of difference, but the promotion of consensus and evolution of a practical programme of action for progressive social change.

“It is in the context of Ubuntu and the building of a better Africa and the world that we remain committed to promoting the Bill of Rights, which enshrines the rights of all people in our country and affirms the democratic values of human dignity, equality and freedom.”

Meanwhile, he said the country would continue to pledge solidarity with the people of Palestine in their struggle to end all acts of the apartheid system by the Israeli government, and the genocide emanating from that evil system and support their collective right to self-determination.

“As President Nelson Mandela emphasised: ‘Our freedom is incomplete without the freedom of the Palestinians’,” he concluded. – SAnews.gov.za

Speaker Calls on World Parliaments to Accelerate Gender Mainstreaming in Government Programmes

Location: News

Republic of South Africa: The Parliament

National Assembly (NA) Speaker, Ms Nosiviwe Mapisa-Nqakula implored representatives of world parliaments to use their influence to defend democracy and promote gender mainstreaming, particularly in economic development.

Speaker Mapisa-Nqakula was addressing a moderated debate during a parliamentary event that was organised by the Inter-Parliamentary Union (IPU) and the United Nations Entity for Gender Equality and the Empowerment of Women (UN-Women), under the theme, “Gender-sensitive parliaments: Advancing gender equality to end poverty”.

The two-week-long 68th Session (CSW68) that concludes on 22 March provides an important platform for bringing a parliamentary perspective into its discussions on women.

During the debate, the Speaker said parliaments represent the hopes and aspirations of citizens, the majority of whom, based on global statistics, are women. “It is in this context that the empowerment of women and girls must find expression in our democracies and continue to grow and mature”, she said.

Ms Mapisa-Nqakula stressed that legislatures have power and influence at their disposal. She urged them to use their authority to foster equality by encouraging governments to embrace gender-sensitive budgeting. She said parliaments are midwives that facilitate the birth of governments after they are elected by citizens, the majority of whom are women.

“With centuries of patriarchy and women exclusion, as well as discrimination, changing the status quo would require much more than what we have been doing,” she said.

The Speaker called on women parliamentarians attending the CSW68 Session to use their majority to vote against budgets that are not sympathetic to the plight of women until governments start listening.

She commended the progress made through equitable representation of women in parliaments and governments in Africa. However, she decried that these performance outputs are yet to produce the desired impact in many areas of development, particularly poverty reduction.

Parliaments have a civic and constitutional duty to use its oversight and accountability mandate to reverse years of exclusion of women. Speaker Mapisa-Nqakula said if world parliaments fulfil their responsibility as agents of social change diligently, parliaments could undo or reverse historical inequities. Parliaments can help build truly just and developmental societies where women and girls enjoy a life free of poverty and related social ills, she said.
