Gauteng online learner registration process to start on Thursday

The Gauteng Department of Education says online registration for the 2025 academic year for Grade 1 and Grade 8 admissions will begin on Thursday, 11 July 2024, at 8am and end on Monday, 12 August 2024, at midnight.

The department has stressed that as long as parents apply online and on time, their children are assured to be placed at a school in time for the 2025 academic year.

Gauteng Education spokesperson Steve Mabona appealed to parents to apply on time.

He said parents are allowed to choose a minimum of three schools and a maximum of five schools.

Placements for pupils will begin on 16 September.

Mabona said parents who have no access to internet services must use any of the department’s 80 centres across the province, and they will not be charged a fee. 

The spokesperson said the online process has improved and is user-friendly.

“Our system has improved and we can assure parents that problems experienced in the past will not happen again,” Mabona said.

In the past, the system had experienced challenges and would remain offline due to high volumesof applications received.

Required documents for online applications

- SA parent ID or passport and child’s birth certificate or passport.

- Refugee permit.

- Asylum seeker permit.

- Permanent residence permit.

- Study permit.

- Proof of home address.

- Proof of work address.

- Latest Grade 7 school report (Grade 8 applicants only).

Gauteng Education commits to implementing Mayibuye Primary School remedial actions

The Gauteng Department of Education (GDE) has committed to implementing the remedial actions of a Public Protector report into the construction of Mayibuye Primary School.

The report is a result of an investigation into allegations that the functionaries of the Gauteng Department of Infrastructure Development (GDID) as well as the province’s education department built the school on an old sewer line without conducting a wetland study and spent millions of Rands on an incomplete project.

According to the report, the original cost of the project stood at just over R80 million. However, the revised contract ballooned the cost to an estimated R106 million.

“This report, issued under Section 182(1)(b) of the Constitution and Section 8(1) of the Public Protector Act, scrutinises whether the GDID and GDE adhered to legal prescripts and procedures during the construction of Mayibuye Primary School and whether their actions constituted maladministration and undue delay. 

“The investigation found a lack of procedural integrity in the procurement and supply chain management procedures used in building the school. Additionally, the report alleges that a critical wetland study was not conducted before construction began, suggesting further improper conduct and maladministration,” the department said.

The GDE has acknowledged the findings of the report.

“The GDE… is committed to implementing the recommended remedial actions. 

“Such implementation includes ensuring continuous compliance and strict monitoring mechanisms of the Project Plan, which was already provided to the Public Protector on 14 June 2024, to ensure that the school is fully operational in line with the efficient and economic management of the working capital in terms of S 38(1)(c)(iii) of the PFMA,” the department said. – SAnews.gov.za

Apply for a PhD scholarship in science, technology and innovation policy

The National Advisory Council on Innovation, through the National Research Foundation (NRF), is offering two scholarships to full-time PhD candidates in science, technology and innovation policy for the 2025 academic year.

The scholarships will cover the full cost of study, including annual tuition fees, accommodation, transport and food allowances.

Applicants must meet the following requirements:

  • They must be full-time students who are registered or intend to register, for a PhD at any South African public university in 2025.
  • They must be South African citizens or have permanent resident status.
  • They must hold a relevant master's qualification from a university in South Africa or abroad. For the latter, the master's must be recognised by the South African Qualifications Authority (SAQA).
  • They must have achieved a minimum of 65% at master’s level.
  • They must be 32 years old or younger in the year of application.
  • They must be able to work independently and as part of a team.
  • They may not be in full-time employment while they are studying.

To apply, individuals must send a CV of no more than five pages to Professor Anastassios Pouris at apouris@icon.co.za by 19 July 2024.

The CV should include a proposed PhD topic or area of interest.

Shortlisted candidates will be linked to the NRF Connect system (https://nrfconnect.nrf.ac.za) to apply for funding. 

They will receive an NRF application reference number and their application will be sent to their chosen university for screening and review. 

If the university recommends an application for funding, the NRF will continue with the process. – SAnews.gov.za

Australia’s Orion Minerals to Participate at Critical Minerals Africa Summit

Orion Minerals CEO Errol Smart will participate at the upcoming Critical Minerals Africa (CMA) Summit, taking place on November 6-7 in Cape Town. The company has also begun trial mining at its Prieska Copper Zinc Mine project in the Northern Cape, as part of efforts to fast-track the rollout of the 2.4 million metric tons per annum project.

The company is conducting feasibility studies for the Jacomynspan Battery Metals Project, which aims to supply high-grade nickel-copper-cobalt-PGE-gold to the Stratega Metals Vapour Refining Project. Human capital centres of excellence to benefit disadvantaged communities

In line with the concept of Smart Cities, the City of Durban has established a number of Human Capital Centres of Excellence (HCCoE) around areas within eThekwini Municipality, which are equipped with computers and free Wi-Fi available for disadvantaged communities.

The City’s Human Capital senior officials recently conducted an oversight visit to the HCCoE situated in communities struggling to access computers and free Wi-Fi.

The site visit started at the flagship centre in Archie Gumede Place, where the team viewed the renovations currently underway, and got a glimpse of how the centre will look like after work completion. 

The team also visited the computer labs in KwaDabeka, Claremont Thusong Centre, Nagina, and Hammarsdale, ahead of a tour at Warwick Triangle (SEDA).

Deputy City Manager of Corporate and Human Capital, Kim Makhathini, said the city has stepped in and provided 25 computer labs in disadvantaged communities, in line with the concept of Smart Cities.

“These facilities are fully functional and equipped with computers and free Wi-Fi which is available to both internal staff and the public. It is important to take these centres to the next level to ensure more community involvement,” Makhathini said.

Head of Human Capital, Sihle Mkhize, has committed to prioritise and address the challenges raised during the oversight visit to ensure that the public gets maximum usage of the computer labs. 

Mkhize said the city is committed to eradicating unemployment and upskilling residents, especially the youth. 

“This is a much-needed resource and widely used by the public. It saves jobseekers from spending money on transport and data costs for their assignments, applying for jobs, bursaries and searching for work and study options,” Mkhize said.

While the centre in Archie Gumede Place is temporarily closed due to renovations, job applications can be dropped off at the SEDA Office, 381 King Dinuzulu Road, Berea. – SAnews.gov.za

Youth challenged to find innovative solutions for water problems

Water and Sanitation Deputy Minister, David Mahlobo, has challenged the youth to help find solutions to the global water woes.

Mahlobo made the call during the Wetskills Challenge Awards Ceremony held at Inkosi Albert Luthuli International Convention Centre in eThekwini on Wednesday.

The Deputy Minister officiated the Wetskills Challenge, a two-week programme for students and young professionals with a passion for water from all over the globe to work in transdisciplinary and transcultural teams on challenging water cases. 

The participants’ challenge is to find innovative solutions for the water challenges facing the world.

Several teams competed for the number one spot and came up with solutions to various topics, including water security within the green hydrogen industry; developing a business model for non-governmental organisations, and innovative sanitation solutions in schools.

Speaking at the event, Mahlobo reminded the youth that science must be used for humanity, and that they will help to find solutions to the global water woes. 

Mahlobo said he trusts that with the calibre of young men and women who participated in the challenge, the future of the water sector is in good hands. 

“Your trade is about humanity and humanity is to improve conditions. We all have shared aspirations and dreams. 

“We all want to live in peace and harmony, with development. At this point, we are carrying a treasure and inheritance for the next generations, as we inherited from our forebearers,” Mahlobo said.

He called on government to create opportunities for the ideas presented to be realised, and to foster talent and innovation.

“What we need to do is to support you in implementing the strategies you have come up with, and create pace for your development and an opportunity to pilot these ideas. As government, we need to say, ‘now that the seed has been planted, how do we water and nurture it?',” Mahlobo said.

The Deputy Minister congratulated the winners who came up with solutions to the pit latrine problem in rural areas in South Africa.

Emerald Reddy, Rafael Tembe, Shongile Chauke and Tasmiyah Ismail presented a study that investigates integrating the innovative Larvae'd toilet system with the existing WASH solution in South Africa's rural schools. 

The proposed solution aims to resolve these facilities with sustainable and hygienic sanitation solutions. 

The team said the innovation will leverage community involvement and the use of recycled materials. 

The initiative also ensures students health and safety, and explores business for those who will be supplying for the schools. – SAnews.gov.za

All systems go for Youth Day commemoration

The National Youth Development Agency (NYDA) in partnership with the Department of Sports, Arts, and Culture, the Presidency and Limpopo Provincial Government are ready to host the commemoration of Youth Day on Sunday.

This year marks the 48th anniversary of the 16 June 1976 student uprising in Soweto, when young people protested against the Bantu Education Act, which enforced Afrikaans as a medium of instruction in schools and apartheid laws that oppressed black South Africans.

The 2024 Youth Day and Youth Month aim to promote the Sport for Youth Development (S4YD) agenda as a tool for social cohesion and solidarity in South Africa.

The 2024 commemoration of Youth Month, which will be held under the theme “Actively advancing socioeconomic gains of our democracy”, will have added significance as it coincides with the celebration of 30 years of freedom. 

NYDA Executive Chairperson, Asanda Luwaca, said among other key areas, this year’s Youth Month focuses on sports for development of the youth and the nation.

Various developmental activities that will be held around the country in the lead up to Youth Day.

As this year’s Youth Month is anchored around the role of sport as a transformative tool to build an inclusive and socially cohesive society, Luwaca said the proposed intervention is for government across all spheres to identify various sporting codes that will feature in programmes and projects planned to commemorate the Youth Month.

Luwaca said the NYDA will be hosting the National Youth Day Careers and Opportunities Expo in Polokwane. 

“Over the last two years and post-COVID-19 pandemic there has been a reimagining of what the commemorative days ought to look like as previous Youth Day approaches were no longer relevant to young people.

“The focus has instead been on having a large-scale career and opportunities expo for young people that offer as many live opportunities as possible. This is more relatable to young people, as this is what interests them – opportunities for study, volunteerism, service, employment, and entrepreneurship,” Luwaca said. 

She said the expo will include “opportunity providers” from the private sector, government departments, civil society, academia, and development partners. 

“It is important that young people are provided with platforms to access opportunities for their personal development, so that they can become active participants in the economy,” Luwaca said. 

The agency has confirmed over 110 opportunity providers to be joining the National Youth Day commemoration to be held at Old Peter Mokaba Stadium, Polokwane from 9am.

Other programmes taking place in Limpopo are anchored on the provision of access to opportunities as well as celebrating youth excellence.

Certification ceremony of young welders

Meanwhile, the NYDA, in collaboration with the Department of Correctional Services, and the Department of Labour and Employment will today host the certification ceremony of young welders who have completed their accredited welding courses. 

This ceremony will take place at Fhulufelo Secondary School, where young people will also be given their start up toolboxes for their personal enterprises and cooperatives.

The agency will also on 15 June support the Department of Sports, Arts and Culture at its annual Creative and Cultural Industries Youth Expo to be held at the University of Limpopo, Mankweng. – SAnews.gov.za

Tobacco use in SA remains high, with smokers starting at a younger age

The prevalence of smoking in South Africa remains high compared to other countries, with an average of 8.5 cigarettes smoked per day by daily smokers.

This information is based on the 2021 Global Adult Tobacco Survey (GATS) South Africa report, released by the Department of Health on Thursday.

Based on the most recent data from GATS, sampled from 7 245 households, it was found that the prevalence of tobacco use in South Africa is 29.4%.

The data also revealed that a higher percentage of men (41.7%) are currently using tobacco compared to women (17.9%).

Lead investigator, Dr Catherine Egbe from the South African Medical Research Council (SAMRC), stated that 21.2% of adults in South Africa smoke daily, while 4.6% smoke occasionally.

The highest prevalence of tobacco is found in the Northern Cape, followed by the Western Cape, while the lowest is in Limpopo.

Shifting her focus to the age of initiation of tobacco use, Egbe said the average age of initiation was 17.6 years old among adults aged between 20 and 34. 

Meanwhile, 20.9% of urban residents and 13.5% of rural residents initiated smoking before the age of 15. 

In addition, Egbe stated that 33.9% of daily tobacco users smoke within five minutes of waking up. 

E-cigarettes and hookah pipe

Meanwhile, 2.2% said they were currently using e-cigarettes, of which 3.8% are men and 0.7% are women. 

Of those using e-cigarettes, 70.3% cited enjoyment, 67.5% cited flavour, 45.1% perceived it as less harmful than tobacco, while 43.5% said their use was influenced by friends or family members who use e-cigarettes. 

The study also found that 3.1% of adults reported smoking hookah pipe or hubbly bubbly. 

“The mean age of initiation for those who have ever smoked water pipe was 21.1 years,” Egbe said. 

For those aged between 15 and 24, the average age of initiation was 17.3 years old. 

Quitting

Among adults currently smoking tobacco, 80.9% attempted to quit without assistance, 4.1% used pharmacotherapy, and 42.9% received advice to stop from their healthcare provider.

Data also shows that 74.4% of adults who visited public places were exposed to second-hand smoke (SHS) at bars, taverns, shebeens or nightclubs. 

Meanwhile, 19.9% were exposed to SHS at school, 16.0% at tertiary institutions and 11.3% in cafes. 

Data indicates that men spent slightly more on cigarettes, R273.20, while women spent around R207.20 monthly. 

Government interventions

The Department of Health’s Deputy Director of General Primary Healthcare, Jeanette Hunter, has noted an increase in the use of hookah, e-cigarettes and vapes, particularly among young people.

“Studies have highlighted health risks associated with the use of e-cigarettes and hookah pipes, hubbly bubbly or shisha, even though they are aggressively marketed as healthier tobacco alternatives,” Hunter said. 

She said scientists have provided enough evidence for countries to act and put measures in place to curb the use of these new-generation products.  

“It is for this reason that we, as a country, amended the existing Tobacco Product Control Act, Act 83 of 1993 to incorporate the control of the use of electronic delivery systems. This amendment Bill is at the stage of going through Parliamentary processes.” 

Hunter also raised concerns about citizens who are now starting to smoke at a younger age. 

“Disappointingly, it reveals that a small percentage, only 42.9% of smokers, were advised by a healthcare provider to quit smoking.” 

Hunter said the department has since identified the need to establish tobacco cessation programmes in primary healthcare facilities and that the feasibility of such programmes is being explored. 

Hunter also highlighted the importance of the proposed ban on smoking in enclosed spaces after it was found that 44.5% of adults in South Africa are exposed to SHS. 

Meanwhile, as part of the recommendations, Egbe emphasised the importance of implementing tobacco taxes, smoke-free laws, graphic health warnings, and total bans on tobacco advertising and promotion to reduce smoking initiation, particularly among young people.

“Effective strategies to reduce tobacco use, including putting in place more comprehensive laws that are compliant with the WHO Framework Convention on Tobacco Control, should be implemented to protect more people from exposure to SHS, and provide cessation services to help more people who smoke to quit,” Egbe said. 

In addition, Egbe believes that if Parliament were to pass the Tobacco Products and Electronic Delivery Systems Control Bill of 2022, it would help reduce long-term tobacco use and the burden of tobacco-related diseases. – SAnews.gov.za
