Call for swift arrest of suspects behind councillors’ murders

KwaZulu-Natal Premier Nomusa Dube-Ncube has called on the police to leave no stone unturned to catch the attackers and killers of councillors in the province.

The call follows the recent attack of National Freedom Party (NFP) councillor Mphathiseni Manqele from Ward 4 in KwaNongoma, who was attacked by a suspected hitman.

The suspect was apprehended by the community who handed him over to the police.

Manqele’s attack was followed hot on the heels by the murder of an African National Congress (ANC) Msunduzi Local Municipality Councillor, Mabhungu Mkhize, who was killed last Friday.

Speaking at the KwaZulu-Natal Legislature hybrid sitting on Thursday, Dube-Ncube said drastic measures need to be taken to curb the murder and attack of councillors in the province.

“The killings of councillors are senseless and barbaric, and have no place in our society. As government [we] are not going to tolerate such violence and will do all in our power to bring the perpetrators to justice. 

“We call on the police to work swiftly so that the perpetrators are brought to justice. We also urge the communities to work with law enforcement authorities to prevent such crimes from happening,” Dube-Ncube said.

Dube-Ncube has conveyed condolences to the family, friends and colleagues of Mkhize, and wished Manqele a speedy recovery.

Multi-stakeholder crime summit

Giving an update on the outcomes of the multi-stakeholder crime summit, held on Tuesday to discuss crime fighting strategies, Dube-Ncube reported that various crime issues were discussed, with participants highlighting how crime chase away investors from the province. 

The summit, which was convened by the Department of Community Safety and Liaison, in collaboration with the Office of the Premier, was attended by representatives from government, the private security sector, civil society, and religious organisations.

Dube-Ncube said, the summit participants also considered ways to improve community safety and to build trust between the police and the public.

The summit was a follow-up on the commitments made during the State of the Province Address, where provincial government pledged that each provincial department will set aside R10 million, earmarked to curb and conquer crime in the province.

“One of the key collaborative areas with the private security sector emphasising the effective use of the Community Policing Forum (CPF) as a pivotal link between the community and the police, involving the KwaZulu-Natal Crime Prevention Association (KZN CCPA), an organisation formed by amalgamating community-initiated associations with a shared goal of combating crime, and also to use technology used by the private security sector,” Dube-Ncube said. 

Condolences to Gauteng fire victims' families 

Meanwhile, Dube-Ncube has send her deepest condolences to the people of Gauteng for the tragic fire that engulfed a Johannesburg building in the early hours of the morning, and reported to have claimed 73 lives with several others injured.

“We are saddened and we will continue to pray for all the survivors and wish them a speedy recovery,” the Premier said. – SAnews.gov.za

Minister calls for rethinking of stereotypes towards a gender-equal society

Higher Education, Science and Innovation Minister, Dr Blade Nzimande, says the rethinking of stereotypes and norms, and reshaping of the relationships between women and men, is a step in the right path towards a gender-equal society.

“Conventionally, issues about gender equality have often mainly been placed in the public arena by women. However, it is difficult to reform social structures towards equality without a broad social consensus and ownership between men and women,” Nzimande said on Tuesday.

Nzimande emphasised that men and boys must become active and positive advocates for gender equality, to rectify the discrepancy in power relations.

He said, with an increasing awareness of men and boys as a necessary part of the solution, there is an urgent need to chart a clear road ahead for their involvement as change agents for gender equality.

Nzimande made the remarks during Transforming MENtalities Summit, aimed at engaging men and boys to address the root causes of violence against women. 

The Transforming MENtalities Summit is based on United Nations Educational, Scientific and Cultural Organisation’s (UNESCO) Transforming MENtalities initiative, launched in 2015 in Latin America and the Caribbean, to promote positive redefinitions of norms of masculinity and meaningful engagement of men and boys, alongside women and girls, in the global pursuit for gender equality. 

The initiative was later spread to a number of other countries.

The objectives of Transforming MENtalities in South Africa are informed by UNESCO’s global initiative, which includes gathering context-nuanced and feminist evidence and building knowledge to inform gender-transformative policymaking; countering and uprooting harmful gender norms to promote positive and healthy alternatives with the support of role models; and strengthening the structures to engage men and boys as accountable allies for gender equality alongside women and people of diverse gender identities.

As “Transforming 'MEN'talities” postulates, Nzimande said, a holistic approach is essential in facilitating women’s empowerment, and ultimately the realisation of the United Nations Sustainable Development Goals (SDGs) and the objective of leaving no one behind.

Nzimande said, through engagement at the summit, the delegates have another opportunity to come up with sustained methods to engage and empower men and boys on existing societal norms of masculinities and challenge negative gender stereotypes and behaviours.

The Minister emphasised that Transforming MENtalities is about transforming the way men and boys build relations with women and girls, the liberation of men and boys from anachronistic and dominant positionalities. 

“It is about men and boys unlearning reactionary habits and embracing emancipatory values, norms, roles and practices in the multiplicity of relationships they enjoy with women and girls. This relational perspective is important as it requires men and boys to an active part in co-creating new ways of relating to women and girls in private and public, domestic and professional, economic, social and political life. 

“It means constructive and respectful dialogue, willingness to be vulnerable and open to embracing a new pathway, an ability to listen, learn and unlearn in multiple relational settings with women and girls. MENtalities is therefore a campaign to establish the cocreational responsibilities of men and boys in the struggle for gender equality,” Nzimamde said.

He also argued that the term MENtalities should not be an idealistic perspective of gender transformation that is, the notion that a “mere appeal to changing the mentality of men and boys will, by itself, liberate women from gender inequality and oppression”.

“This would be naïve. It is for this reason that we cannot delink this campaign from the wider struggles aimed at transforming the structural relations of power that define and reproduce gender inequality in society and economy.

“My view is that one can only provide a proper explanation of the roots of the psychosocial oppression of women and girls in the unequal distribution of economic and political power in society, and specifically, the capitalist economy – women are structurally located at the bottom of the economy – if measured by pay, investment income, land, fixed property,” the Minister said.

"Unless we root out the structural inequalities of capitalist gender exploitation and oppression, we will not provide the material bases upon which gender power relations can be reset in society at large and provide a foundation for the psycho-social and cultural emancipation of women and by definition men and boys in society."

He said the campaign to transforming the MENtalities of men and boys must also be fought in conjunction with the struggles to radically alter the structural position of women especially Black working-class women in the economy. – SAnews.gov.za

Progress made in fighting GBV in higher learning institutions

Higher Education and Training Minister, Dr Blade Nzimande, says good progress has been made to implement sustainable and impactful measures to address the scourge of gender-based violence (GBV) in higher learning institutions.

The country’s Post-School Education and Training (PSET) sector is home to more than 2.5 million youth with 51% being females.

According to the Minister, 10% of all reported rape cases originate from young women in the higher education sector and only one in ten women report a rape case.

“My Department of Higher Education and Training through Higher Health, has done so much over the past few years to implement sustainable and impactful systems, controls, infrastructure, and safety nets to address the scourge of GBV within the PSET sector.”

The Minister was speaking during the inaugural Transforming MENtalities Summit, which is aimed at engaging men and boys to address the root causes of violence against women.

He said that since launching the GBV Policy Framework in 2020, Higher Health has been putting systems, controls, capacity in institutions to respond to GBV issues.

Higher Health developed a Technical Task team which various PSET stakeholders as well as technical experts who are together developing a multi-sectoral response to issues of GBV in the PSET system.

 “In 2021, the Task Team released procedural guidelines on how to respond to cases of GBV on campus; protocol on rape; and protocol on code of ethics. As part of our Women’s  Month celebration this month, the Task Team released the Protocol on Campus Safety and Security Minimum Standards; the Protocol on Safety in Private Accommodation, the Protocol on Safety in Residences; and Protocol on Staff-Student Relationships,” he said in his address on Tuesday.

“Higher Health is currently working with the National Prosecuting Authority (NPA) in developing Protocols on Statement of Complaint, whistleblowing and other legislature requirements for our system.”

The Minister said that Higher Health is continuing to implement various programmes and support structures for students and frontline staff at institutions of higher learning.  Programmes are offered on 420 campuses across South Africa including urban and rural areas.

Civic and Health Education Skills Programme

Another important achievement in addressing GBV in PSET institutions, include the launch of an online National Qualifications Framework (NQF) Level 5 Civic and Health Education Skills Programme in July 2023, which is first of its kind in the Global South.

The programme will cover modules that include gender-based violence, and will be offered in all 12 South African languages. 

The Minister said the Human Sciences Research Council (HSRC) will be one of the institutions that will be playing a pivotal role in the sector’s efforts to deepen the fight against GBV.

He said the HSRC will forge a nexus of academics and researchers from South African public universities and various organisations to harness the power of collective insights, rallying men and boys as “staunch allies in our campaign to reduce violence, bolster human rights, and realise gender parity.”

The council will conduct studies that will pinpoint communities at risk. These studies will examine intricate layers of perception, aspiration, and change across KwaZulu Natal, the Eastern Cape, Western Cape, and Limpopo. These provinces bears the brunt of reported rape cases.

“Our journey will not be solitary. It will be a collective effort of research networks, embracing institutions such as Nelson Mandela University, University of the Western Cape, University of Venda, and [the] University of KwaZulu-Natal,” Nzimande explained.

He said, the PSET institutions will also be engaged, through seminars and workshops in order to have inclusivity and impact, and the sector’s outreach programme will sensitise young minds to gender issues.

SA commemorates African Traditional Medicine Week

South Africa is joining forces with the rest of the continent to commemorate African Traditional Medicine Week. 

From 26 to 31 August, Africa recognises the role of traditional medicine on the continent in providing accessible and affordable healthcare and its contribution to the development of healthcare globally. 

This year’s commemoration takes place under the "The Contribution of Traditional Medicine to Holistic Health and Well-being for All" theme. 

Traditional medicine, the department said, is a holistic discipline involving the use of indigenous herbalism combined with aspects of African spirituality. 

About 80% of Africa’s population relies on traditional medicine for their basic health needs. 

“In some cases, traditional medicine is the only healthcare service available, accessible and affordable to many people on the continent. 

“Thus, the significant contribution of traditional medicine as a major provider of healthcare services in Africa cannot be underestimated.” 

According to the statement, traditional medicines have been used in many countries on the continent and globally over many centuries. 

“Today, these medicines still represent an important part of healthcare in some countries.

“More than 100 countries have regulations for herbal medicines, but practices of traditional medicine vary greatly from country to country and from region to region, as they are influenced by factors such as culture, history, personal attitudes, and philosophy.” 

The department hosted the first Traditional Medicine Summit in February this year to create a platform for stakeholders in the sector to meet and engage with the department to come up with recommendations aimed at advancing and formalising the sector. 

“The summit was also meant to improve relations between the department and traditional health practitioners’ formations and other stakeholders.” 

As part of the summit resolutions, Minister of Health, Dr Joe Phaahla, appointed an interim Traditional Health Practitioners Council to coordinate the activities of traditional health practitioners.

Meanwhile, the South African Health Products Regulatory Authority (SAHPRA) is currently developing guidelines for the registration of traditional medicine products. 

The department believes that the regulations will contribute towards the industrialisation of traditional medicine products, which is an integral part of the value chain. 

“The department is mandated to implement legislation pertaining to its sphere of work and the Traditional Health Practitioners Act is an example of such legislation,” the department added. – SAnews.gov.za

Industry involvement needed in TVET curriculum review process

Higher Education and Training Minister, Dr Blade Nzimande, has underscored the need for additional industry involvement in the Technical and Vocational Education and Training (TVET) college curriculum review process.

“What is also critical is the need for more substantial industry involvement in the TVET curriculum review process to enhance responsiveness to industry needs and requirements,” the Minister said.

He was addressing the TVET Curriculum Transformation and Innovation Summit, currently underway at Vodaworld Dome in Midrand.

Nzimande said the (TVET) college curriculum reform has the potential to contribute in various ways to improving the employability, productivity and success rates of college graduates.

“In order for us to be successful in bringing these changes, there is also a need for change in the management strategies to prepare for current and future TVET curriculum challenges. Furthermore, we need to develop leadership programmes to help leaders within the TVET sector to bring about the necessary curriculum change,” Nzimande said on Monday.

Highlighting some of the progress made in building a sustainable TVET sector, Nzimande said South Africa is producing on average 20 000 qualified artisans per year.

“Ours is to ensure that the number increases significantly to meet our National Development Plan (NDP) target to produce 30 000 qualified artisans per year by 2030.”

Nzimande also highlighted that the number of Centres for Specialisation has been expanded to 34 at 27 TVET colleges, to enhance workplace linked training of artisans and related occupations.

A further investment of R68 million has also been allocated in 16 colleges, who now have 33 trade test centres.

“These trade test centres have trade tested over 600 apprentices of which over 500 have qualified as artisans. Currently 26 of our colleges are engaged in entrepreneurial training through our entrepreneurship hubs.”

The department is hard at work to ensure that all the colleges are involved in some form of entrepreneurship training and also plans to, through the Department of Science and Innovation (DSI), introduce innovation hubs in TVET colleges.

The Minister said, the department has to date, opened up 14 954 TVET placement opportunities to the value of R726 million. It has also committed to achieving a target of 20 000 placements of TVET graduates in work placements, as per President Cyril Ramaphosa’s commitment at this year’s State of the Nation Address.

Establishment of 4IR centres

The importance of responsiveness of TVET colleges to 21st century conditions, both locally and globally was also emphasised and various initiatives are underway to achieve this. These include the establishment of seven Fourth Industrial Revolution (4IR) centres.

“These centres, with the support of stakeholders such as the ETDP SETA (Education, Training and Development Practices Sector Education and Training Authority), aim to scale up digital skills among students and staff.

“Leveraging the potential of the digital economy to reduce youth unemployment is a priority, and we are grateful to our partners such as HUAWEI, Cisco, GIZ, IYF, and others for their contributions to our digital skilling mission,” Nzimande said.

The Minister also expresses his appreciation to the department’s partners, including the Allan and Gill Gray Foundation, the Small Enterprise Development Agency (SEDA) for their support in assisting the department to produce young entrepreneurs.

“The Vhembe TVET College in Limpopo has reported producing three millionaires through this development initiative,” he said.

The three-day summit which started on Monday, is being held under the theme: “TVET curriculum transformation: a key to unlock skills development for the modern economy”.

The summit brings together various role players in the TVET sector under one roof to engage and take to higher levels the curriculum transformation and innovation challenges of the TVET sector. – SAnews.gov.za

Nzimande calls for BRICS commitment implementation

Higher Education and Training Minister, Dr Blade Nzimande, says he would like to see implementation of the BRICS TVET Cooperation Alliance Charter.

Nzimande said the recent and highly successful BRICS (Brazil, Russia, India, China and South Africa) Summit held in South Africa last week, placed the Technical and Vocational Education and Training (TVET) system at the centre of skills development co-operation by members states.

Addressing the TVET Curriculum Transformation and Innovation Summit, currently underway at Vodaworld Dome in Midrand, Nzimande noted that BRICS had committed to strengthen collaboration in TVET amongst BRICS Member States through the hosting of a seminar to provide an overview of the TVET education systems and foster closer collaboration.

“BRICS emphasise that the TVET programmes and projects should be coordinated by relevant BRICS senior TVET officials and focal points assigned by their respective Ministries. This places TVET education at the centre of the developmental agenda of governments, supporting initiatives and interventions to revive and enhance the economy.

“As a result, TVET curriculum transformation is a crucial step towards unlocking skills development for the modern economy. As industries evolve and technology advances at an unprecedented rate, it becomes essential for TVET institutions to adapt their curricula to meet the changing needs of the job market,” Nzimande said.

The Minister argued that the traditional approach to TVET education, which focused solely on providing students with specific trade skills, is no longer sufficient in today's dynamic and globalised economy.

Therefore, he said, to bridge the skills gap and equip individuals with the competencies required for the modern workforce, a comprehensive curriculum transformation is necessary.

“This transformation involves a shift from a narrow focus on technical skills to 21st century skills which advocates for a broader emphasis on critical thinking, problem solving, creativity and adaptability. 

“By integrating these 21st century skills into TVET curricula, students will be better prepared to navigate the complexities of the modern economy, where job roles are constantly evolving, and cross-disciplinary expertise is highly valued,” Nzimande said.

He said the inclusion of emerging technologies, including artificial intelligence, robotics, and data analytics in TVET curricula, will further equip students with the necessary digital skills.

Having regular curriculum reviews of TVET programs and qualifications aligned with the current needs of industry and society, was among the resolutions taken at the TVET Imbizo held in 2017.

Nzimande emphasised that the focus is on updating the content of current programs, by introducing modern delivery methods, integrating digital skills, and rationalizing outdated programs that no longer serve their intended purposes.

“In line with this objective, over 70 subjects in the NATED (National Accredited Technical Education Diploma) Report 191 programs have been reviewed since 2018. Additionally, in January this year, we introduced a new NCV (National Certificate Vocational) program in IT (Information Technology) and Computer Science focusing on Programming and Robotics. 

“Ten of our TVET colleges are currently offering this program and more of our colleges are planning to offer this program from 2024. As a department, we are collaborating with the Quality Council for Trades and Occupations (QCTO) in reconstructing curricula for Engineering Studies to align with the rapidly changing industry needs and professional standards,” Nzimande highlighted.

He added that the prioritised fields currently undergoing reconstruction, include Electrical Engineering, Electronics Engineering, Mechanical Engineering, and Civil Engineering.

The Minister also announced that the NATED N1 to N3 programs will be phased out from January 2024. – SAnews.gov.za

Economic reforms to create growth, jobs

Through economic reforms implemented through Operation Vulindlela, President Cyril Ramaphosa says government is steadily laying the foundation for a revival of economic growth.

In his weekly newsletter, the President noted the release of a progress report, which highlights a number of key milestones that have been reached during the past quarter.

“Since Operation Vulindlela was established, we have built significant momentum in economic reforms to create growth and jobs.
 
“Through these reforms we are steadily laying the foundation for a revival of economic growth. By restructuring our network, industries like energy, telecommunications, ports and rail, we are opening the space for investment and a renewal of our nation’s infrastructure,” the President said. 

The President highlighted that the first of the reform milestones was the digital migration process which government implemented by switching off analogue transmission for all frequencies above 694 MHz on 31 July 2023. 

“This marks a significant step in migration from analogue to digital signal. This means that radio frequencies that were being used for television broadcasting can now be used for mobile telecommunications, which will make network communications more accessible and increase the speed and reduce the cost of data. The implementation of this reform will bring new investment in the telecommunications sector,” he said. 

President Ramaphosa told citizens that work is underway to implement necessary reforms in the  logistics sector to address the challenges that have held back the growth of South African exports.

He highlighted that the lack of investment and the increased cost of doing business have added to the many challenges that need to be addressed.
 
Another key milestone was reached with the selection of an international terminal operator to partner with Transnet at the Durban Pier 2 container terminal. This terminal handles close to half of South Africa’s port traffic.
 
“This partnership will increase investment for upgrading equipment and expanding terminal capacity. A key aspect of this partnership is that port infrastructure will remain state-owned and all jobs will be protected,” he said. 

The President further highlighted that two critical pieces of legislation were tabled in Parliament this month, that will advance economic reform.
 
The Electricity Regulation Amendment Bill will support the restructuring of Eskom into three separate companies owned and controlled by Eskom Holdings, including an independent grid operator. 

“Through this bill we will introduce competition in electricity generation, enabling a number of independent generators, alongside Eskom, to produce electricity to meet our country’s demand. This reform will fundamentally transform, modernise and improve South Africa’s energy sector to ensure energy security into the future.
 
“Meanwhile, the reforms we have implemented through the Energy Action Plan have unlocked new investment in renewable energy sources, both to end load shedding and to use our unique wind and solar resources to power economic growth,” he said. 
 
One of key reforms that government has prioritised is in the water sector. Government has introduced the South African National Water Resources Infrastructure Bill to establish a dedicated national water agency to design, plan and finance water resource infrastructure.
 
This agency will enable significantly greater investment in bulk water infrastructure to guarantee water security in the years and decades to come, while creating jobs and unlocking new agricultural potential.
 
“We are implementing a range of other reforms to unlock economic growth, from creating an enabling regulatory environment for hemp and cannabis production to eradicating the backlog of title deeds for subsidised housing,” he said. 
 
Despite difficult global conditions, the President said investors continue to see value in the South African economy and the benefit of the reform agenda government is pursuing.
 
He added that he is pleased that the BRICS Business Forum held last week was attended by 1 500 investors and business people from all five member countries. 

The President said the Summit was able to showcase the potential of South Africa and the African continent as the next frontiers of productivity and growth.
 
“Many of the participants remarked on the enormous potential of our economic reform agenda to drive growth in the green economy, the digital economy and other key sectors.
 
“In all of the work that we do, our ultimate goal is the same: to build an inclusive, fast-growing and dynamic economy and thereby create a better life for all South Africans,” he said. – SAnews.gov.za

BRICS, Africa CDC commit to work with business on future pandemics

The Ministry of Health, the Africa Centre for Disease Control and Prevention (Africa CDC), Africa Health Business and the South African chapter of the BRICS Business Council co-hosted a successful dialogue to deliberate on future pandemics. 

The parties met on Monday following last week’s BRICS (Brazil, Russia, India, China and South Africa) Summit to deliberate on a potential African Union (AU) and BRICS framework of cooperation for the pandemic, preparedness, prevention and response (PPPR).

The meeting brought together BRICS member states including the newly invited members, Ethiopia and Egypt, business, civil society, development finance institutions, global health agencies and AU specialised agencies. 

“The dialogue sought to elicit a collaborative framework for AU and BRICS PPPR that is actionable and implementable. [This is]  by tabling concrete suggestions, drawing from the AU and BRICS collective experiences of dealing with COVID-19 and other pandemics, identifying the existing capabilities and acknowledging the gaps that would need to be closed for adequate pandemic preparation and response,” a statement read. 

The attendees highlighted the reality of the shifting centres of global power, pointing out that the expanded BRICS family now represents 4.8 billion people, which is over half of the global population.

“Increasing human and animal interconnectedness, climate change and an increasing frequency of infectious disease outbreaks mean that the AU and BRICS’ ability to contain infectious diseases has a fundamental bearing on global health security. 

“The realisation of this growing responsibility compelled AU and BRICS stakeholders to convene and begin a process towards a declared collaborative framework.”

Participants were further encouraged by the collective capabilities identified in medical and digital technologies, human resource potential, and pharmaceutical manufacturing. 

They also observed that the Developing Countries Vaccine Manufacturing Network (DCVMN), which is comprised of manufacturers from BRICS member states, contributed to 60% of the COVID-19 vaccine products. 

“The meeting considered the merits of opening up the entire expanded BRICS and AU market to all pharmaceutical manufacturers in the BRICS and AU regions.”

Member of the BRICS Business Council, Dr Stavros Nicolaou, stated that the COVID-19 pandemic exposed significant and vast global health inequities, particularly on the African continent. 

He noted that unnecessary lives and livelihoods were lost, with the African post-pandemic economic recovery still proving to be challenging. 

“Collaborative efforts across the African and BRICS geographies can enhance surveillance, research, infrastructure, and resource allocation to ensure a swift and coordinated response to future pandemics underpinned by a resilient African pandemic prevention, preparedness and recovery system,” said Nicolaou.

Putting people first

Stakeholders also acknowledged that the inequities that persist in many low- and middle-income countries, fragile health systems and inadequate financing pose a threat to pandemic preparedness and overall global health security. 

“More work must be done to diversify manufacturing, support Africa’s manufacturing targets, ensure primary health care is fully developed as a foundation for pandemic preparedness, and to support last-mile delivery. 

“The convening emphasised the importance of placing people and communities at the heart of all PPPR deliberations.” 

Some concrete actions that were tabled were financing by establishing a BRICS PPPR fund through the New Development Bank and the need to convene at the Conference on Public Health in Africa. 

“Emerging in the wake of a recent global pandemic, this dialogue arrives at a pivotal juncture. It underscores a collective need to fortify health security and adaptability, extending beyond national boundaries,” said Director-General of Africa CDC, Dr Jean Kaseya.

Health Minister, Dr Joe Phaahla said BRICS member states need to solidify efforts to promote digital health technologies across health systems to strengthen the sharing of information that may be useful for PPPR.

“At a country level, there is a commitment to develop and implement legislative measures for PPPR. The article published on 27 August 2023 by Daily Investor titled “Ramokgopa accused of misleading South Africa” is in itself misleading.

The Ministry of Electricity has noted numerous inaccuracies in the article that qualify the article as misleading.

It states that Minister Ramokgopa signed a joint memorandum of understanding with eight Chinese companies during the 15th BRICS Summit to ensure that all public health facilities, schools, and police stations in South Africa have alternative sources of energy.

This is factually incorrect as the Memorandum of Cooperation signed with eight Chinese companies focuses on enhancing South Africa's energy security through infrastructure and technology development, human capital development, and research amongst other objectives.

The substance of the agreement that Daily Investor is reporting about, instead, relates to the Exchange of Letters and resultant Technical Assistance Programme, under which the emergency equipment will be donated by the Chinese Government to South Africa.  

This agreement, unlike what the Daily Investor incorrectly reported, was signed during the People's Republic of China's Head of State Visit to South Africa at the Union Buildings on 22 August 2023, not in Johannesburg.

Under the programme the first shipment of equipment will include 450 petrol generators, which will be deployed to critical facilities, including hospitals and clinics.

The Minister has been consistent in stating that the facilities will be identified by Provinces.

Furthermore, the details and potential benefits of the Memorandum of Cooperation signed with the eight Chinese companies were not in any way scanty, as purported by Hilton Trollip in the article, instead the substance and details of the agreement were openly presented during an open signing ceremony attended by media.

Mr Trollip's misleading inaccuracies, as expressed in the article, could have been countered with facts, had the Daily Investor given the Ministry a right to reply before publishing a one sided article.

Higher Education, Science and Innovation Minister, Dr Blade Nzimande, will on Tuesday host the Inaugural Transforming MENtalities Summit, which is aimed at engaging men and boys to address the root causes of violence against women.

The Transforming MENtalities Summit is based on United Nations Educational, Scientific and Cultural Organisation’s (UNESCO) Transforming MENtalities initiative, launched in 2015 in Latin America and the Caribbean, and later spread to a number of other countries.

The department said, the multistakeholder campaign and partnership, aims to champion a world free of gender biases, stereotypes, violence and discrimination, by changing cultural and societal norms through policies, advocacy and capacity-building initiatives.

“A 2013 United Nations Multi-Country Study on Men and Violence reveals that 10% to 62% of all interviewed men reported having raped a woman or girl in their lifetime, and in some places, more than 75% of women aged 15 to 24 thinks that there are conditions under which a man has rightful reasons to beat his wife. 

“Socialisation processes are intrinsically linked to structural gender inequalities: violence, aggressiveness and sexual entitlement are too often considered as appropriate expressions of “how to act like a man” in different societies,” the department said in a statement.

According to the World Health Organisation (WHO) 2013, the lifetime risk of experiencing Gender-Based Violence (GBV) for South African women is 45.6%; well above the global average of 35%. 

The United Nations Children's Fund (UNICEF), originally known as the United Nations International Children's Emergency Fund Furthermore, also states that sexual Gender-Based Violence, and intimate partner violence are amongst the most prevalent forms of GBV affecting young women aged 16-25 years as they are vulnerable.

On 28 August 2023, the Ministry of Health in South Africa, the Africa Centre for Disease Control and Prevention (Africa CDC), Africa Health Business and the South African Chapter of the BRICS Business Council co-hosted a successful dialogue on the margins of the BRICS summit to deliberate on a potential African Union and BRICS framework of cooperation for Pandemic, Preparedness, Prevention, Response and Recovery (3P2R).

The meeting brought together BRICS member states- including a fortuitous presence of the newly invited members, Ethiopia and Egypt- business, civil society, development finance Institutions, global health agencies and AU specialised agencies (AUDA-NEPAD, AfCFTA, ARC Group).

The dialogue sought to elicit a collaborative framework for AU and BRICS 3P2R that is actionable and implementable by tabling concrete suggestions, drawing from the AU and BRICS collective experiences of dealing with COVID-19 and other pandemics, identifying the existing capabilities and acknowledging the gaps that would need to be closed for adequate pandemic preparation and response.

Stakeholders acknowledged that many fora are dealing with global and regional pandemic prevention, preparedness, response and recovery (PPPR), including the Intergovernmental Negotiating Body for the Global Pandemic Accord. 

However, they highlighted the reality of the shifting centers of global power, pointing out that the expanded BRICS family now represents 4,8 billion people, which is over half of the global population. Increasing human and animal interconnectedness, climate change and an increasing frequency of infectious disease outbreaks mean that the AU and BRICS' ability to contain infectious diseases has a fundamental bearing on global health security.

The realisation of this growing responsibility compelled AU and BRICS stakeholders to convene and begin a process towards a declared collaborative framework.

In the interest of pursuing equitable and timeous access to medical countermeasures in the event of the next pandemic, participants acknowledged the merits of the “Johannesburg Process” in providing an informal platform for stakeholder engagements on an interim medical countermeasures' coordination mechanism. 

The “Johannesburg Process” was seen as an effective complementary tool contributing to the work of the World Health Organization and other formal processes.

Participants were further encouraged by the collective capabilities identified in medical and digital technologies, human resource potential (particularly in Africa), and pharmaceutical manufacturing. For instance, it was observed that the Developing Countries Vaccine Manufacturing Network (DCVMN), which is comprised of manufacturers from BRICS member states, contributed to 60% of the COVID-19 vaccine products. The meeting considered the merits of opening-up the entire expanded BRICS and AU market to all pharmaceutical manufacturers in the BRICS and AU regions.

Dr Stavros Nicolaou, member of the BRICS Business Council stated, "The COVID-19 pandemic exposed significant and vast global health inequities, particularly on the African continent and unnecessary lives and livelihoods were lost, with African post pandemic economic recovery still proving to be challenging. Collaborative efforts across the African and BRICS geographies can enhance surveillance, research, infrastructure and resource allocation to ensure a swift and coordinated response to future pandemics underpinned by a resilient African pandemic prevention, preparedness and recovery system."

Stakeholders also acknowledged that the inequities that persist in many low- and middle-income countries, fragile health systems and inadequate financing for 3P2R for the AU and BRICS families were a threat to pandemic preparedness and overall global health security. More work must be done to diversify manufacturing, support Africa's manufacturing targets, ensure primary health care is fully developed as a foundation for pandemic preparedness, and to support last-mile delivery. The convening emphasised the importance of placing people and communities at the heart of all 3P2R deliberations.

Some concrete actions that were tabled were the necessity of predictable 3P2R financing by establishing a BRICS PPPR fund through the New Development Bank (commonly referred to as BRICS Bank) and the need to convene at the Conference on Public Health in Africa (CPHIA 2023) to agree on an AU and BRICS cooperative framework, inviting the newly announced additional members of BRICS and all the AU member states to deliberate on a proposed collaborative framework.

“Emerging in the wake of a recent global pandemic, this dialogue arrives at a pivotal juncture. It underscores a collective need to fortify health security and adaptability, extending beyond respective national boundaries,” said Dr. Jean Kaseya, Director General of Africa CDC.

Minister in the Presidency for Electricity, Dr Kgosientsho Ramokgopa has emphasised that the agreements signed in the past week with Chinese state owned entities and the donation by the People's Republic of China are to address this country’s emergency energy solutions.

South Africa concluded a significant amount of agreements with Chinese state owned entities (SOEs) with the signing of two overarching memoranda that were witnessed by President Cyril Ramaphosa and President Xi Jinping.

South Africa hosted the 15th BRICS Summit last week and the country also hosted President Xi on his fourth State Visit to South Africa ahead of the Summit.

Addressing the media on the Energy Action Plan on Sunday, Ramokgopa explained that the two agreements include amongst others, addressing issues of green energy solutions, exploitations of renewable energy sources and the use of modern technology. 

“The two agreements – the first one addresses issues around green energy solutions- the partnership agreement we will be entering in relation to the exploitation of renewable energy sources in our country; the use of modern technology and the degree to which we are able to connect renewable energy onto the grid. 

“The rationale for entering with the Chinese in this regard is because they are a dominant player on the renewable energy space. They have 688 gigawatts of installed capacity of renewables, a combination of PV and wind. They have done one of the biggest expansions of transmission and they have also worked on the kind of transmission modernisation required to be able to accommodate the intermittency of renewable sources,” the Minister said. 

In regards to the donation by the People's Republic of China, the Minister said this is aimed at addressing South Africa’s emergency energy solutions, which is targeted at key public facilities such as police stations, health institutions and correctional centres.

Minister Ramokgopa emphasised that provincial departments will play a role in identifying the key public areas. 

“The second one, was an exchange of letters in relation to a donation that we are receiving from the People’s Republic of China that is meant to help us in addressing the emergency energy solution in the country. 

“I did indicate that it’s likely going to be targeted in key public facilities such as hospitals, clinics, correctional services, and police stations. In this regard, we will be working with the nine provincial governments for them to be able to identify sites that are suitable for this. 

“We already have a technical capacity that is supporting us in relation to the appropriateness of the technology solutions that are given to us and those that have been agreed upfront,” he said. 

Ramokgopa further announced that the first shipment of the technology solutions by China is en route and an announcement will be made when it arrives in the country, having left Chinese shores on 14 August. 

“We will announce at the right time when the first shipment lands and give an indication of the first public facilities that will benefit from this generous donation.”

Turning to the performance of the system for the past week, the Minister said that the available capacity has come down.

 
“I did indicate that we are beginning to normalise being above 28 000 megawatts on average. We have kept close to that most of the week and the average is about 27 561 megawatts,” he said. 

“We did indicate that we were going to slow down planned outages and once we get out of a very difficult winter we are going to ramp up because we need to protect these machines, generation and units to ensure their sustainability and reliability going into the future.

“We still remain above 15 000 megawatts in relation to unplanned capacity lost factor. I made a point that we want to bring it down,” the Minister said.

Load shedding

On load shedding, Ramokgopa said government was confident the system was stabilising and the country will continue to have lower stages of load shedding as the system recovers.

“On the issue of performance, we are more that satisfied. We have shown where we moved from a historic low of 48% of energy availability factor. We have been averaging 60% energy availability factor.

“When we went to the winter period, the worst case scenario was Stage 8. We only had 30 hours of Stage 6. You can see the intensity of load shedding is coming down. The issues of outage slips, I have shown to you, they have come down from a high of 3 300 megawatts to 766 megawatts,” the Minister said.  – SAnews.gov.za

During the talks, the Iranian official said talks got underway in 2017 on Iran joining the New Development Bank (NDB), calling for the negotiations to gather pace.

Rousseff, in turn, congratulated Iran on its membership in BRICS, welcoming Iran's joining the NDB.

She said the presence of Iran will boost the power and international status of the bank.

In the meeting, the two sides designated their representatives to follow up on Iran's NDB membership bid.

Safari also invited Rousseff to visit Iran. Accordingly, the NDB president announced her readiness to travel to Iran in the near future.

It is noteworthy that the NDB was established in 2015 by five member states of BRICS, namely Brazil, Russia, India, China and South Africa with a capital of $100 billion.

The United Arab Emirates, Egypt and Bangladesh later joined the bank.

Uruguay has also completed talks on its joining the bank.

Former Brazilian President Dilma Rousseff heads the bank, which is headquartered in the Chinese city of Shanghai.

DPE, China Development Bank sign agreement

The Department of Public Enterprises has entered into a Collaboration Framework Agreement with the China Development Bank (CBD) which the department says will enhance the sustainability of State Owned Companies (SOCs).

The CBD already has funding agreements with Eskom and Transnet for locomotives and the building of power stations, Medupi and Kusile.

“We are laying the foundation for a more sustainable path to ensure that our developmental goals as a country stay on track. This agreement is also a sign of our commitment as government to create an enabling environment for our SOCs. They are a critical lever to drive service delivery and economic opportunity to improve the lives of millions of South Africans,” DPE Minister Pravin Gordhan said.

He added that the agreement will open new paths for SOCs.

“This agreement is a culmination of the discussions and engagements that we conducted with the CDB during our visit to Beijing in May this year. The DPE is confident that this agreement will allow us to better position our SOCs for future growth as we leverage the exchange of expertise, technical skills and other strategic catalysts that this collaboration framework agreement makes possible,” Gordhan added.

The agreement was signed on the side lines of the 15th BRICS Summit held in Johannesburg and is one of the key initiatives to deepen China-South Africa relations following Chinese President Xi Jinping’s Official State Visit to Pretoria on Tuesday.

CBD Vice Chairman and President, Tan Jiong, said: “We view this agreement as one more step in our efforts to enhance cooperation across a range of key strategic sectors to enable further development that is underpinned by a strong relationship between our two countries".

BRICS nations urged to build structures to prepare for future pandemics

BRICS (Brazil, Russia, India, China and South Africa) member states have been urged to solidify efforts to promote the use of digital health technologies to strengthen sharing of information that may be useful for pandemic preparedness, prevention and response (PPPR) between the nations. 

“At a country level, there is a commitment to develop and implement legislative measures for PPPR,” said Health Minister, Dr Joe Phaahla. 

“This is borne out of the devastating experience the world went through with the outbreak of COVID-19.”

Phaahla was speaking on Thursday at the BRICS Business Council SA Chapter on PPPR for Health Security: Closing the Gap in Preparation for Future Pandemics in Sandton, Johannesburg. 

The three-day BRICS Summit led by bloc leaders of emerging economies – Brazil, Russia, India, China and South Africa – wrapped up on Thursday. 

The Minister told the delegates that the COVID-19 outbreak caught the world off guard in terms of preparedness, causing major economic shock. 

“The experience during the COVID-19 pandemic highlighted weaknesses in health systems while at the same time taught us that international collaboration and partnerships offered important benefits for all of humankind and ensured that ‘no one is left behind’. 

“Any health emergency is not to be over until we ensure that everyone is safe, so it is imperative that we are fully prepared to prevent and rapidly respond to any future global pandemic.”

He acknowledged that South Africa, like many low- and middle-income countries, faces inadequate expertise and capacity in epidemiology and surveillance, health economics, governance and community participation in times of health emergencies. 

“That is why WHO [World Health Organisation] supported us with a big team of field epidemiologists and surveillance specialists to enhance our capacity for early detection, tracing and management of cases.”

Meanwhile, he said significant work on the PPPR in South Africa has received attention from the highest office seeking to close the gap and to ensure that the country is fully prepared for any future pandemics.

In addition, South Africa in collaboration with the WHO embarked on the process of strengthening the Integrated Disease Surveillance and Response System (IDSR). 

This move aims to establish a national integrated surveillance system with capacities for forecasting and early detection to reduce morbidity, mortality, disability, and socioeconomic losses due to epidemics, pandemics, and other public health emergencies. 

As part of the recently agreed 15th BRICS 2023 declaration, he said members are ready to institute the BRICS Integrated Early Warning Systems to prevent infectious disease. 

“This is aimed at providing early warnings and effective response measures to prevent any possible local and cross-border spread of infectious diseases and minimise the occurrence of pandemics. 

“This was a principled decision of supporting the country’s existing systems while enhancing a collaborating platform to facilitate sharing of necessary information.”

This includes establishing Public Health Emergency Operation Centres to form part of the Network of BRICS Public Health Emergency Operations Centres (EOCs). 

“These will be platforms for supporting BRICS countries in building their public health EOC capacity,” Phaahla explained. 

It will entail communication, information management, mobilisation, coordination, and collaboration with other partners as part of their national emergency response framework. 

On the other hand, the Minister said leaders should continue to support the BRICS Virtual Vaccine Research and Development (R&D) Centre.

“We must recognise the excellent scientific potential existing in our countries and we should utilise it to contribute to the advancement of medical science, improve public health, and foster scientific cooperation among BRICS nations.”

He also stressed the importance of manufacturing, information, and resource sharing among BRICS nations in preparation for any future pandemics. 

“South Africa is in support and in the process of strengthening the guaranteed availability of essential supplies and pharmaceuticals based on its risk profile.”

He said the importance of the pharmaceutical industry was amplified during the global health crises. 

“With the ongoing development of local manufacturing capacity and capabilities, local pharmaceutical companies are set to play a pivotal role in the production and supply of affordable medicines for the domestic market and the rest of Africa.” – SAnews.gov.za

Chinese President Xi Jinping said Thursday that the BRICS expansion is historic and a new starting point for BRICS cooperation.

Xi made the remarks at a press conference during the 15th BRICS Summit after South African President Cyril Ramaphosa announced that six countries, namely Argentina, Egypt, Ethiopia, Iran, Saudi Arabia and the United Arab Emirates, were invited to become new BRICS members.

China offers its congratulations to these countries, and expresses its high appreciation for the efforts made by South Africa, the chair of BRICS, and President Ramaphosa, Xi said.

The expansion reflects the resolution of the BRICS countries to unite and cooperate with other developing countries, meets the expectations of the international community, and serves the common interests of emerging markets and developing countries, Xi stressed.

He added that the expansion will also inject fresh vitality into the BRICS cooperation mechanism, and further strengthen the forces for world peace and development.

The BRICS countries all hold important influence and shoulder crucial responsibilities for world peace and development, Xi noted.

During this summit, in-depth discussions were held on the current international situation and BRICS cooperation, among others. Broad consensus was reached, a declaration issued, and fruitful results achieved, he said.

Xi said he believes that as long as the BRICS countries pull together, a lot can be achieved in BRICS cooperation, and a promising future awaits the BRICS countries.

The Chinese president also called on BRICS members to work together to write a new chapter of solidarity and cooperation among emerging markets and developing countries for development.

The press conference was hosted by Ramaphosa, and also attended by Brazilian President Luiz Inacio Lula da Silva and Indian Prime Minister Narendra Modi. Russian President Vladimir Putin participated online.

Vice President Shettima spoke to a large audience including President Xi Jinping of China and some African leaders on the theme “Promoting African Integration and Jointly Building a High-Level Africa-China Community with a Shared Future” at the Sandton Convention Centre.

He commended the existing partnership between China and Africa particularly “the three newly identified initiatives and priority areas of cooperation, between China and Africa in the areas of agriculture, industrialization, and human capacity development.

He said these align with the “Renewed Hope” mantra of Tinubu Administration, the African Union's Agenda 2063, and the United Nations Sustainable Development Goals 2030”, adding that “they are relevant to our continental and national development aspirations.”

Vice President Shettima praised further the commitment of China stating that “Nigeria firmly endorses China and anticipates forging a close collaboration with the Chinese authorities, the African Union, and all stakeholders.”

He envisioned that this collective efforts will elevate the Africa-China comprehensive strategic and cooperative partnership to unprecedented heights, driven by our mutual pursuit of economic prosperity.

While appraising the partnership further, the Vice President identified critical areas for the prevailing partnership between Africa and China to include “fostering synergy among the pertinent national institutions tasked with formulating, coordinating, and implementing national policies in the three priority areas of cooperation; and encourage efforts that promote African ownership of these initiatives.

Other areas include “the new undertakings should be designed in a manner that acknowledges local particularities, is community-based, and tailors to individual country needs, “amplify international resources for financing education in Africa; Solicit input from pertinent African Union institutions and continental organizations such as the African Development Bank (ADB), the Alliance for a Green Revolution in Africa, and other related regional bodies.

The VP also stressed the importance of “financing Africa's Infrastructure, with a focus on advancing key infrastructural components like Farm-to-Market Corridors, Farm-to-Ports Corridors, Export Transport Corridors, Railway Networks, Road Network Upgrades and Expansions, Airport Enhancements, including dedicated export-oriented airports, Power Generation, Transmission, and Distribution.”

On Nigeria's relationship with the global south, Vice President Shettima told his audience that Nigeria prioritises its relations with the Global South and deeply values all aspects of the South-South Cooperation, noting that the Global South is currently grappling with unparalleled challenges.

Continuing, “we are compelled to devise solutions for climate change and establish security measures to contain and prevent transnational crime, terrorism, and cyberattacks. We are confronted with a significant rate of youth unemployment and disruptive natural disasters.

“This situation provides us with the chance to reassess the challenges we collectively face, as well as those confronting our partners”, he submitted.

In his address, the President of China and co-chair of the Dialogue, Xi Jinping pledged to African leaders who attended the meeting on the sidelines of the Summit that China would launch initiatives to support Africa's industrialization and agricultural modernization.

The Vice President was accompanied to the event by Nigeria's High Commissioner to South Africa, Amb. Muhammad Haruna Manta, the Consul-General, Amb. Andrew Idi and other senior government officials.

The United Arab Emirates officially joined the BRICS group after a successful application ratified by the five founding nations, the Federative Republic of Brazil, the Russian Federation, the Republic of India, the People's Republic of China and the Republic of South Africa. The announcement was made as leaders of the five countries met from August 22-24 in Johannesburg for the 15th BRICS summit.

The UAE is committed to multilateral action, and constructive dialogue which is fostered through active platforms that represent developing and emerging economies at an international level. In this regard, becoming a member of an extended BRICS grouping reflects the UAE's keenness to champion the value of multilateralism in supporting peace, and development for the benefit and the wellbeing of peoples and nations across the world.

The UAE has been a long-term partner of the BRICS group, having participated in June's ‘Friends of BRICS' forum in Cape Town, convened as part of the BRICS Foreign Ministers Meeting, chaired by the Republic of South Africa. The UAE also joined the BRICS New Development Bank in October 2021, after it was established in 2015 to mobilise resources for infrastructure and sustainable development projects in emerging markets, developing countries, and BRICS nations.

Commenting on the UAE's successful application to join BRICS, His Highness Sheikh Abdullah bin Zayed Al Nahyan, UAE Minister of Foreign Affairs, said: “We express our appreciation to the five founding members of this important grouping, with our successful application reflecting BRICs' approach to partnerships and its strong spirit of friendship.”

His Highness added: “This development forms part of the UAE's commitment to promoting constructive dialogue through active platforms that represent developing and emerging economies, and the country's focus on long-term economic prosperity and maintaining balanced strategic and economic relations—including with international organisations—in an ever-evolving world order. The UAE has consistently championed the value of multilateralism in supporting peace, security, and development globally.”

For his part, His Excellency Sheikh Shakhboot bin Nahyan Al Nahyan, Minister of State, stated: “We express our appreciation regarding the agreement of the leaders of the BRICS countries on the inclusion of the UAE in this important group as of January 2024, and we are grateful for their confidence in this regard. The UAE seeks to support multilateralism and partnerships to achieve development, prosperity and benefit for all countries and peoples.”

HE Sheikh Shakhboot bin Nahyan continued: ”The UAE's inclusion in the BRICS group reflects its keenness on international and multilateral cooperation to achieve sustainable development for all countries around the world.”

Commenting on this occasion, His Excellency Ahmed Al Sayegh, Minister of State, stressed: “The UAE is a global hub for trade and economic development, with a foreign policy focused on supporting long-term economic prosperity. The country adopts innovative strategies, and is working to build an economy based on knowledge and diversity, reinforced by scientific and technological progress.”

HE Al Sayegh emphasized: “Over the past five decades, the UAE has worked to strengthen international partnerships. Its membership in BRICS reflects the country's open approach to reinforcing collaboration with international economic institutions. The UAE is moving rapidly to enhance the competitiveness and sustainability of its economy while exploring new opportunities.”

For her part, Her Excellency Reem Al Hashimy, Minister of State for International Cooperation, said: “We are pleased to join the BRICS group, which the UAE recognizes as a mechanism to promote global peace, stability, and prosperity.”

HE Al Hashimy concluded: “The UAE believes in championing multilateralism and actively contributing to important international arenas. This includes engaging with BRICS, participating regularly in the G20 process, and hosting the Conference of the Parties to the UN Framework Convention on Climate Change (COP28) climate conference in November.

“The UAE stresses that the future of global security and prosperity relies on strong multilateral partnerships and cooperation on the international level, and a shared commitment to achieving stability and development.”

Continental Free Trade Area key for Africa’s growth

The African Continental Free Trade Area (AfCFTA) is the engine for African economic and regional integration, President Cyril Ramaphosa said on Thursday.

The President said this during the China-Africa roundtable on the occasion of the State Visit by Chinese President Xi Jinping.

The China-Africa Leaders’ Roundtable Dialogue co-chaired by Presidents Ramaphosa and Xi was held in an effort to further enhance and strengthen multilateral and international cooperation and partnership for the benefit of Africa’s development.

Both sides stressed the importance of the AfCFTA, having the potential to transform and positively impact upon all sectors of African economies once fully operationalised. The Chinese side committed to promote Africa’s regional economic integration by strengthening and integrating intra-Africa trade, promoting investment, facilitating the development of value chains, and boosting mutual capacity to produce and export value-added manufactured products.

President Ramaphosa said Thursday evening’s deliberations had been robust, giving all a sense of the challenges facing Africa and the opportunities for progress.

“The discussions highlight the importance of effective regional coordination to enhance and support continental integration,” President Ramaphosa said at the session held at the Hilton Hotel in Sandton, Johannesburg.

This as South Africa hosted the 15th BRICS (Brazil, Russia, India, China and South Africa) Summit  as well as hosting President Xi who was on his fourth State Visit to South Africa.

President Xi also participated in the three-day summit which wrapped up on Thursday.

President Ramaphosa said that with the support of China and others, regional development and integration will support the diversification of Africa economies. He added that it will enable African countries to shift away from the export of raw materials to the export of high-quality manufactured goods and services.

“We conclude these deliberations with a clear understanding that the African Continental Free Trade Area is the engine for African economic and regional integration. We have discussed that investment in infrastructure in Africa will need to be significantly scaled up.”

The first citizen said sustained engagement with China as one of the principal supporters of strategic infrastructure development projects is critical.

In addition, obstacles in the way of regional integration such as inadequate financial resources, poor infrastructure networks, increasing violence, terrorism, political instability and others have been identified.

“At the same time, the COVID-19 pandemic and the Russia-Ukraine conflict have worsened public finances and increased the debt burden of many African countries. This has reduced infrastructure investment in Africa,” said President Ramaphosa.

BRICS Africa Outreach and BRICS Plus Dialogues

Meanwhile, the Chinese side expressed its full support for South Africa’s BRICS Africa Outreach and BRICS Plus Dialogues, which provides a platform for the African continent to play an even greater role in global governance and international affairs.

China expressed its strong support for the African Union (AU) to become a full member of the Group of 20 (G20) forum. The African side commends China for introducing the Global Development Initiative, the Global Security Initiative, and the Global Civilization Initiative, in support of strengthening multilateralism and trusts that China and Africa’s development will bring more opportunities for peace and development in the world.

In a joint statement, the two sides agreed that since its inception in 2000, the Forum on China-Africa Cooperation (FOCAC) has proved to be an effective platform for south-south cooperation, focused on achieving common prosperity and sustainable development of all the people of Africa and China.

“We have acknowledged the importance of the Forum on China-Africa Cooperation as means of deepening collaboration in the cause of development.

"The adoption of our joint statement a few minutes ago will further solidify our resolve and commitment to enhancing China-Africa relations.”

The President added that it is now incumbent upon us all to translate these intentions into concrete regional actions that are time-bound and results orientated.

“We should use all necessary regional and continental tools, through our Regional Economic Communities and the African Union, to realise our commitment to an integrated, dynamic and prosperous Africa,” said President Ramaphosa. – SAnews.gov.za

Deputy President Mashatile calls for fair global system

Deputy President Paul Mashatile has called for the elimination of discriminatory trade barriers, policies and border adjustment measures against African countries and the countries of the global South.

Delivering the closing remarks at the 15th BRICS Summit on Thursday, he said the discriminatory elimination should also include punitive measures designed to reduce the competitiveness of countries of the global south and Africa.

“There must be equal opportunities for Africa and countries of the global south to access finance, supply chains, trade and investment opportunities. Africa and the global south must be fully represented in all management bodies, governing councils, institutions and structures.

“There should no longer be job reservations on the basis of one’s nationality. The world has changed and global governments must change. Let us act now and act together to ensure progress and prosperity for all nations and all peoples,” Mashatile said in Johannesburg.

He said BRICS (Brazil, Russia, India China, and South Africa) countries agreed on a fair global system and reform of multilateral institutions.

“We all agreed on a mutual beneficial relationship in our economic relations. We all agree on the need for our countries to be treated with respect in our international relations.

“Let us move forward united in our effort to address our common global challenges. The geo-political and economic shift-taking place across the world means that we must be intentional about how we move forward.

“We have always been clear that BRICS should champion the core interest of the global south, especially in overcoming economic, financial and political marginalisation,” the Deputy President said.

He said there is broad consensus on the need for reform of the architecture of global relations.

“Without that reform, the vision we set out will not be realized. We need to increase the representation of Africa and the south in all in all global structures.”

The three-day BRICS summit has wrapped up with successful outcome including the expansion of six countries to become full members of BRICS, effective from January 2024.

The Argentine Republic, the Arab Republic of Egypt, the Federal Democratic Republic of Ethiopia, the Islamic Republic of Iran, the Kingdom of Saudi Arabia and the United Arab Emirates have been invited to become full members.

Egypt, the new kid in the Brazil, Russia, India, China and South Africa (BRICS) family has expressed appreciation in becoming a member of the family.

The 15th BRICS Summit held at the Sandton Convention Centre in South Africa under the leadership of President Cyril Ramaphosa announced six new members of the BRICS bloc this morning.

In his remarks, Egypt Prime Minister Dr HE Mostafa Madbouly told delegates that his country will cooperate with the BRICS requirements.

“We welcome the step to be part of the BRICS family. We look forward to contributing to practical solutions,” Madbouly said on Thursday.

Madbouly said they are also looking forward to contributing positively in the areas such as food prices and developing agriculture.

“We look forward to participating positively and enhancing the role of the [New] Development Bank and supporting energy efficiency initiatives,” Madbouly said.

He said Egypt is also willing to support peaceful resolutions in the continent.

The other new members are Argentina, Ethiopia, Iran, Saudi Arabia and the United Arab Emirates and are to become full members of BRICS with effect from 1 January 2024.

Egypt submitted in June 2023 a formal application to join the group following the ratification by the Egyptian leader Fattah al-Sisi of the country’s membership in BRICS’s New Development Bank (NDB).

Russia backed Egypt’s membership application to join the BRICS.

South Africa, as Chair of BRICS, hosted the XV BRICS Summit under the theme: BRICS and Africa: Partnership for Mutually Accelerated Growth, Sustainable Development, and Inclusive Multilateralism.

In his remarks this morning, President Cyril Ramaphosa said as the BRICS family they value the interest of other countries in building a partnership with BRICS.

He said the admission of new members to the BRICS family is the first phase of the group’s expansion process.

“We have tasked our Foreign Ministers to further develop the BRICS partner country model and a list of prospective partner countries and report by the next Summit,” President Ramaphosa said.

South Africa’s participation in BRICS is premised on its national interests in line with the National Development Plan and the Medium-Term Strategic Framework (MTSF) 2019 – 2024 Priority 7.

During the summit which concludes today, BRICS leaders engaged with business during the BRICS Business Forum and engaged with the NDB, BRICS Business Council and other mechanisms during the Summit.

The BRICS partnership has grown in scope and depth with BRICS members exploring practical cooperation in a spirit of openness and solidarity to find mutual interests and common values. – SAnews.gov.za

Continued exclusion of developing countries from holding permanent seats in the United Nations Security Council and under representation in world institutions, is a recipe for serious world fragmentation which could lead already existing tensions to boil over.

This is according to the United Nations Secretary-General António Guterres who was addressing the media on the last day of the 15th BRICS (Brazil, Russia, India, China and South Africa) Summit held at the Sandton Convention Centre in Johannesburg.

“I believe, two areas require a particularly important reform effort. One is the Security Council; the second, the Bretton Woods system.  If we are not able to reform our institutions to make sure they reassume a truly universal character, we risk fragmentation, and fragmentation can be one day, a factor of confrontation.

“[History] has shown time and again that multi-polarity without strong multilateral institutions is no guarantee for stability; it might even become a catalyst for chaos. We must urgently restore trust and reinvigorate multilateralism. This requires the courage to compromise for the common good,” Guterres said on Thursday.

The UN Security Council, considered one of the world body’s most powerful groups, is made up of 15 permanent and non-permanent members. The five permanent members are the United States of America, the United Kingdom, France, China and Russia.

Africa’s 54 states are represented on the council by three non-permanent seats currently held by Gabon, Ghana and Mozambique.

Driving home his point further, Guterres added that reforms in powerful global institutions require “a special focus on Africa”.

“The Security Council, the Bretton Woods system and other international organisations reflect the world of 1945 when many African countries were still part of European empires. To this day, the continent is under represented in the global financial architecture just as it lacks a permanent seat on the Security Council.

“The world has changed and so, global governments, must change with it. It must represent today’s power and economic relations and not the power and economic relations of 1945,” he said.

He further emphasised that these reforms must transverse institutions “at every level” and also bear greater inclusion of long marginalised groups such as women and youth.

“My message to the leaders assembled here was clear. Our world is in dire straits. We face existential challenges from the worsening climate emergency and escalating conflicts to the global cost of living crisis, soaring inequalities and dramatic technological disruptions. BRICS partnership is a catalyst for global growth

President Cyril Ramaphosa says the BRICS partnership is a catalyst for global growth and development that responds to the needs of all nations.

“It is the right of Africa and the entire Global South to fully reap the benefits of global trade and investment. Without trade and investment our economies cannot thrive and our peoples’ material conditions cannot improve,” Ramaphosa said.

Ramaphosa was speaking at the BRICS (Brazil, Russia, India, China and South Africa) Africa Outreach and BRICS Plus Dialogue, held on the last day of the 15th BRICS Summit on Thursday.

“As the African continent we are determined that the continent’s substantial resources are harnessed for the benefit and development of Africa’s people. The African Continental Free Trade Area, once fully operational, will unlock the benefits of the continental market and generate substantial opportunities for African and other countries,” he said.

To make use of these opportunities, Africa is looking to the BRICS partnership to unlock infrastructure and development financing, noting this was part of the founding vision of the New Development Bank.

He said the Bank is playing a leading role in efforts to increase the resilience of the global South, and to bring fairness to global trading and financial systems by strengthening the use of BRICS currencies. 

“We have to reform global economic, financial and political governance, including the multilateral trading system, so that we create a conducive environment for fair trade.”

While many countries of the global South are seeing significant progress in industrialisation, technological development, innovation and the digital economy, they are not fully reaping the economic benefits.

“By working together, by sharing skills and capabilities, by mobilising resources, we will be able to give renewed impetus to global growth and sustainable development. We need to move beyond expressions of solidarity towards inclusion and mutually-beneficial economic cooperation,” President Ramaphosa said.

Call for special attention to global South concerns

Meanwhile,  the Prime Minister of India Narendra Modi commended President Ramaphosa for hosting a success summit, noting the summit has given them the opportunity to share views with countries of Africa, Asia and Latin America.

Modi said that in discussions over the last two days, members have emphasised the priorities and concerns of countries in the global South. 

“We believe that by calling special attention to these issues by BRICS, is a need of these current times. .. And we welcome all the new member countries [and] this will make global institutions and forums more representative and inclusive, a step towards such efforts of ours.

“When we use the term global South, it is not just a new diplomatic term. In our shared history we have together faced colonialism, [and] it was in this land of Africa that Mahatma Gandhi developed a powerful concept of non-violence and peaceful resistance, tested here and then used them in India’s struggle for freedom. His thinking and ideas inspired great leaders like Nelson Mandela,” Modi said.

Republic of Brazil President, Lula da Silva, said he was very impressed with the maturity of the BRICS Summit, and the results they managed to reach. 

“The GDP [gross domestic product] of the BRICS is growing up to 37% of the GDP in terms of the purchasing power and 46% in terms of the world population,” da Silva said.  

He also commended the team from the Foreign Affairs Ministers for the extraordinary work they did to conduct the declaration of Johannesburg which was signed on Thursday, adding that BRICS will continue to open to new members and also approve criteria procedures for future members.

Rebuilding of a new multi-polar world order

Russian President, Vladimir Putin also commended South Africa for the efforts made during their joint work. 

Putin said BRICS stand for rebuilding of a new multi-polar world order, one that is “truly balanced and takes interest in as many nations as possible.”

He said Russia will always remain a reliable food supplier and continue to support countries who are most in need.

“We will promote the overcoming of all ways of inequality that exists in the world, and BRICS will continue to be the driving force of the new international order," Putin said. – SAnews.gov.za
