World leaders called to champion women, children health agenda

President Cyril Ramaphosa has called on Heads of State and Government to join the Global Leaders Network to champion the women, children and adolescent health agenda. 

The President was addressing the High Level Partnership for Maternal, Newborn and Child Health (PMNCH) event on Monday at the UNICEF headquarters in New York, USA. 

“As Heads of State, we can provide leadership and inspire ambitious action. We have the convening power to mobilise our peers and advance policies, programmes and financing initiatives for improved outcomes.

“As part of our agenda, we must challenge the disregard in many communities and countries for the sexual and reproductive health and rights of women,” President Ramaphosa said. 

The President spent the first and second day of his working visit to the United States - for the 78th United Nations General Assembly - discussing sustainable development goals and investments in South Africa. 

On Sunday, President Ramaphosa held a bilateral meeting with Professor Klaus Schwab, CEO of the World Economic Forum (WEF), to discuss South Africa’s participation at WEF and the progress the country is making on the reforms aimed at advancing inclusive economic growth. 

The President also met with United States Congressman, Gregory Meeks. Both President Ramaphosa and Congressman Meeks acknowledged the need for greater cooperation between the US and South Africa in tackling global issues that are impacting the African continent, primarily, the impact of the Russia-Ukraine conflict on Africa. 

“Congressman Meeks welcomed the briefing on the conclusion of the investigation into the docking of the LadyR vessel in Simmons Town, South Africa, and expressed his commitment to contributing to the strengthening of US-Africa diplomatic and trade relations, and to attending the AGOA forum in South Africa later this year,” the Presidency said. 

President Ramaphosa concluded his first day of engagements with a meeting with the United Nations Secretary General, Antonio Guterres.

The two leaders discussed developments related to the reform of the international financial architecture and other initiatives in support of the Sustainable Development Goals, as well as the reform of the United Nations Security Council. The Secretary General commended South Africa for its important role in advancing these efforts.  

The President also delivered remarks at the Sustainable Development Goals Summit, where he joined the call to address the fundamental development challenges that have long characterised an unequal world. 

“The President emphasised the need for targeted investment, technology transfer and capacity building support especially in key areas such as industralisation, infrastructure, agriculture, water, energy, education and health. The President further underscored the requirement for sustained financial support, including supportive trade policies from the international community,” the Presidency said. 

Later on Monday, President Ramaphosa led the business roundtable discussions with the US Chamber of Commerce and the US-Africa Business Center. 

President Ramaphosa used the occasion to position South Africa’s economic reform agenda, which is focused on expanding industrial capacity as an opportunity for more US investment that can leverage off the demonstrated manufacturing base of South Africa. – SAnews.gov.za

Science and technology are key to development

International Relations and Cooperation Minister, Dr Naledi Pandor has highlighted the importance of science, technology and innovation in the development of countries.

Speaking at the General Debate at the Summit of Heads of State and Government of the G77 + China, the Minister said that there “is no doubt science technology and innovation are strategic levers for development.”

“The struggle for the soul of the South and for unilateral global dominance has never been more intense and as the South, we must seize this historic moment to ensure we develop the ability to be free agents of a development agenda that will advance our battle against poverty inequality and unemployment,” she said.

Pandor was representing President Cyril Ramaphosa at the two-day Summit of Heads of State and Government of the Group of 77 (G77) + China in Havana, Cuba. The Summit began on Friday.

“Effective support for science research, innovation and digital technologies has the potential to advance these objectives but it must be buttressed by effective organisation, coordination and well-crafted G77 science diplomacy. South Africa confirmed the efficacy of science diplomacy in our collaboration in genomic sequencing research that assisted us in combatting COVID-19.

“Increased attention must be given to ensuring we have a science and innovation ecosystem that can support our ambition,” she said at the debate on Saturday.

She said investment in research universities, increased graduation of science and technology researchers at PhD level, centres of excellence and the building of robust science councils are needed.

She also spoke of ensuring equal access to science and innovation for women and girls.

“Since the achievement of freedom and democracy in 1994, South Africa has increased investment in research, development, and innovation. Funding to create ninety Centres of Excellence has been provided as well as support for thousands of young people to study for PhDs in science, engineering, economics, humanities, and technology. The support has included investment in young women scientists.”

Government has also funded over 200 Research Chairs and attracted local and international talent to these chairs.

She added that science partnerships between researchers and university systems must be formed drawing on the successes of Cuba, China and India.

“Greater focus must be given to Africa expanding its science and innovation ecosystem and to using science to resolve our most intractable challenges.”

“Mr President science and innovation will provide the means to grow a green economy in the South, to increase productive capacity and high value addition to our mineral wealth.

“Alongside pursuing this important agenda let us also reinforce our commitment to effective reform of the United Nations mechanisms, especially the Security Council and also actively jointly advance the fundamental reform of international development finance institutions,” she said. –SAnews.gov.za

Call for a review of National Strategic Plan on GBVF

South African children have reiterated a call for the review of the National Strategic Plan on Gender-Based Violence and Femicide (NSP-GBVF).

The call was made during consultations with children on Pillar 7 of the NSP on GBVF, held simultaneously in Limpopo, the Northern Cape and KwaZulu-Natal on Saturday.

The Department of Social Development has been on the road consulting children on the NSP-GBVF - the country’s blueprint document to combat Gender-Based Violence and Femicide.

This follows a call by children during the Presidential GBVF Summit held last year, that the document should have Pillar 7, which will specifically look at violence against children.

During the summit, the children expressed their dissatisfaction about adults speaking on their behalf.

The NSP-GBVF currently has six pillars namely:
•    Accountability, coordination and leadership;
•    Prevention and Rebuilding; 
•    Justice, Safety and Protection;
•    Response, Care Support and healing; 
•    Economic Power; and 
•    Research and Information.

During consultations, the children noted that the document is not child friendly, and does not include children and men. 

The children believe that the “gender” in gender-based violence indirectly means women, and not children and boys. 

They challenged the drafters to look into the document and count how many times children are mentioned. 

“Maybe instead of a pillar, there should be a strategic document on how to deal with violence against children, seeing that adults have already drafted their own,” 17-year-old Rebecca Smith said.

The children also raised concern on the document being written only in English, noting that they do not think that their communities even know what “gender-based violence” is.

“The seventh pillar must all be about us - the children,” said Mondli Mncandi. 

Patience Sibande (17) said she had to continue consulting her dictionary because of the difficulty in terminology and language used. 

“We don’t understand it, and it excludes us as children from the rural areas,” she said.

The children also pointed out that while the drafters of the document may think that the lesbian, gay, bisexual, transgender, queer, intersex, asexual (LGBTQIA) community is mentioned, the document glosses over their issues and it does not understand [what] children who are of a different sexuality go through.
“The document is sound but lacks inclusivity in the sense that it only mentions the LGBTQIA community towards the end, the document should include them throughout,” said 16-year-old Northern Cape Child Ambassador Shareez James.

The department started the consultations last week with the children from Gauteng and the Western Cape.

 “The consultative sessions seek to ensure that children have an opportunity to express their views on the NSP-GBVF and how their issues can find expression in the document. The Children’s Act encourages the right for children to participate in all matters affecting them,” the department said. 

The consultations will continue in the Eastern Cape and Mpumalanga on 23 September 2023. 

Upon the conclusion of the consultations, the inputs from children will be submitted to the national steering committee responsible for the NSP-GBVF so that a decision can be made on whether to include Pillar 7, as asked by the children. – SAnews.gov.za

President Ramaphosa to deliver eulogy at Prince Buthelezi's funeral

President Cyril Ramaphosa will deliver the eulogy at the special official funeral of the late Prince Mangosuthu Buthelezi in Ulundi, KwaZulu-Natal on Saturday. 

Presidential spokesperson Vincent Magwenya confirmed this during a press briefing with media houses to update them about the President’s diary at the Union Buildings on Thursday. 

Buthelezi passed away on 9 September 2023, at the age of 95. 

President Ramaphosa has honoured Buthelezi by declaring his funeral a special official funeral category 1. 

“In accordance with the state, official, and provincial official funeral policy of the government, a special official funeral category 1 is a recognition reserved for individuals of extraordinary distinction as designated by the President of the Republic of South Africa,” Magwenya explained. 

The funeral, according to the President’s spokesperson, will include elements of military honours. 

“The President has directed that flags be flown half-mast at flag stations around the country until the evening of Saturday, which is the day of the funeral,” he added. 

G77+China Summit 

The First Citizen has delegated International Relations and Cooperation Minister, Dr Naledi Pandor, to lead South Africa’s delegation to the Summit of Heads of State and Government of the Group of 77 and China. 

The gathering, which will be held on 15 and 16 September, will focus on the role of science, technology and innovation. 

“President Ramaphosa values the importance of the Group of 77 and China as the largest intergovernmental organisation of developing countries in the United Nations (UN).” 

The platform, according to Magwenya, is where Global South countries can articulate, promote collective economic interests and enhance their collective negotiating capacity. 

“This capacity is brought to bear on global issues that are deliberated within the UN system and on the advancement of South-South cooperation for development. 

“The President welcomes the opportunity for South Africa to contribute to the Group’s debates, analysis and consensus on the main challenges facing the South,” he added.

Meanwhile, it was announced that President Ramaphosa will lead South Africa’s delegation to the General Debate of the 78th Session of the UN General Assembly (UNGA78) which takes place from 18 to 26 September 2023 in New York, in the United States. 

The President will deliver the South Africa statement to the UN General Assembly on Tuesday, 19 September 2023. 

A number of high-level engagements will precede the address to the UN General Assembly.

These include summits on Partnership for Maternal, Newborn and Child Health; Sustainable Development Goals; a High-Level Dialogue on Financing for Development; Pandemic Prevention, Preparedness and Response; and Climate Ambition to be hosted by the UN Secretary-General. 

President Ramaphosa will also lead discussions during the Presidential Roundtable that will hosted by the United States Chamber of Commerce and the US-Africa Business Centre.

His programme will also include several bilateral meetings on the sidelines of UNGA.

Pioneers in the medical industry will gather alongside high-level representatives from government and business in October, for the inaugural Africa Health Indaba in Gauteng.

The Indaba takes place during the annual Africa Health Congress and is an evolution of the Leaders Forum event that was previously hosted during this annual gathering.

Set to be inaugurated by Mr Panyaza Lusufi, Premier of Gauteng province, the Indaba seeks to position Africa as a leader in medical innovation, spearheading global change.

A core component of the Indaba's discussions is the imperative of Universal Health Coverage (UHC). UHC is a critical goal for health systems worldwide and holds particular significance for Africa.

President Ramaphosa welcomes inclusion of AU into G20

President Cyril Ramaphosa has welcomed the membership of the African Union (AU) in the G20, the premier forum for global economic, trade and financial dialogue for growth and sustainable development.

President Ramaphosa concluded his working visit to New Delhi, India, from 9 - 10 September, where he addressed the G20 Leaders’ Summit, held under the theme: ‘One Earth, One Family and One Future’.

The inclusion of the AU in the G20 comes after President Ramaphosa advocated for the AU’s membership in the G20 during the 2022 summit in Bali, Indonesia. 

The President appreciated India's Presidency in hosting an inclusive summit and placing the interest of the global South firmly on the agenda. He further acknowledged G20 member States, who supported the AU's inclusion.

“The participation of the AU will strengthen global economic governance and allow African countries to own and influence decisions on key issues,” President Ramaphosa said. 

On the margins of the New Delhi G20 Summit, South Africa participated in the EU-African Leaders’ Meeting attended by the Presidents of the European Council and Commission; African Heads of State invited to attend the G20 summit; the African Union Commission (AUC); Heads of the International Monetary Fund (IMF), and the World Bank. 

The purpose of the meeting was to, among others, discuss the AU’s G20 membership; food security, grain and fertiliser supply, and the reform of the global financial architecture.

South Africa used the summit to advocate for an enhanced and expanded Global Partnership for Sustainable Development to meet climate change commitments.

“South Africa welcomes the Indian Presidency’s efforts to accelerate progress on the Sustainable Development Goals.  The achievement of the SDGs must remain at the centre of international financing discussions to ensure that finance is mobilised in sufficient quantities and of suitable quality to support development in low- and middle-income countries,” President Ramaphosa said. 

President Ramaphosa said he looks forward to working closely with President Lula da Silva as Brazil prepares to take over the Presidency of the G20 in 2024, and to build on the foundation laid by India.

South Africa has welcomed the Indian Presidency’s efforts to accelerate progress on the Sustainable Development Goals.

“The achievement of the SDGs must remain at the centre of international financing discussions to ensure that finance is mobilised in sufficient quantities and of suitable quality to support development in low- and middle-income countries,” President Cyril Ramaphosa said on Saturday.

The 17 Sustainable Development Goals (SDGs) are an urgent call for action by all countries - developed and developing - in a global partnership.

They recognize that ending poverty and other deprivations must go hand-in-hand with strategies that improve health and education, reduce inequality, and spur economic growth – all while tackling climate change and working to preserve our oceans and forests.

In his statement on the Working Session II: One Family, G20 Leaders’ Summit that took palace in New Delhi, India, the President applauded the Indian Presidency’s focus on women’s empowerment as part of achieving the Sustainable Development Goals.

“South Africa has embarked on a journey of ensuring the empowerment of women. The education of girls must be prioritised. We must act to end gender-based violence and enable women to enter the mainstream of economic activity,” President Ramaphosa said.

He emphasised the importance of committing to strengthening the global health architecture for pandemic prevention, preparedness and response, and support ongoing engagement on how this proposed architecture will be funded.

“Our experience of the devastating COVID-19 pandemic sends a clear message that global health security is paramount. There is need to develop robust global one health surveillance systems that promote effective collaboration at national, regional and global level.

“We urgently need a coordination mechanism that supports the sharing of information and resources, research, outbreak investigation and response,” he said.

He noted that countries continue to face an unsteady global economic recovery.

“As policy makers, we therefore need to be flexible and respond quickly and appropriately to risk. Multilateral cooperation is critical to addressing food and energy insecurity. As African countries, we support a discussion on policy options to address the effects of volatility in food and energy markets.

“As G20 nations, we must drive the transformation of economies and societies in pursuit of mutual prosperity, inclusive growth and a shared future,” the President said. – SAnews.gov.za

President Cyril Ramaphosa has welcomed the admission of the African Union as a member of the Group of Twenty (G20).

“We are delighted that the G20 has accepted the African Union as a member of the G20,” the President said on Saturday.

G20 is the premier forum for international economic cooperation and it plays an important role in shaping and strengthening global architecture and governance on all major international economic issues. 

The group comprises of 19 countries (Argentina, Australia, Brazil, Canada, China, France, Germany, India, Indonesia, Italy, Japan, Republic of Korea, Mexico, Russia, Saudi Arabia, South Africa, Türkiye, United Kingdom, and United States) and European Union.

The G20 members represent around 85% of the global GDP, over 75% of the global trade, and about two-thirds of the world population.

In his statement on the Working Session I: One Earth G20 Leaders’ Summit, which took place in New Delhi, India, President Ramaphosa called for countries to respond collectively, decisively and with urgency to climate change.

“No country is spared the effects of climate change. It is vital that industrialised countries, which have the means and which carry the greatest responsibility for climate change, support sustainable development in developing economies.

“For us to realise the vision of People, Planet and Prosperity, we need to meet our respective commitments and responsibilities. In so doing, we will be helping to create a world that is more equitable, more resilient and more sustainable,” the President said.

He said global reconstruction in the wake of the COVID-19 pandemic presents a unique opportunity to accelerate the transition to low-carbon, climate resilient, sustainable societies.

“Developing economies are bearing the brunt of climate change, despite carrying the least responsibility for this crisis. As African and other developing economy countries, we face the task of meeting our climate commitments in the midst of significant developmental challenges like poverty, inequality and unemployment.

“Climate change, environmental degradation, unsustainable consumption and production and resource scarcity are challenges that can only be addressed collectively and with a great deal of solidarity. South Africa calls for an enhanced and expanded Global Partnership for Sustainable Development,” the President said.

He said these efforts must be supported by the concrete policies and actions outlined in the Addis Ababa Action Agenda on Financing for Development.

“Access to adequate and predictable financial resources from a variety of public and private sources is critical if we are to achieve the Sustainable Development Goals.

“Development partners need to both meet their existing commitments and upscale Official Development Assistance. Ordinary people see billions of dollars being spent on the weapons of war instead of addressing development challenges.

“In particular, development partners need to meet their commitments to capacity building and infrastructure development in low- and middle-income countries,” the President said. – SAnews.gov.za

South Africa will use its Chairship of the Africa Green Hydrogen Alliance (AGHA) to advance the green hydrogen agenda on the continent and support opportunities for peer-to-peer learning, technology transfer, economic and employment opportunities.

This is according to Minister in the Presidency for Electricity, Dr Kgosientsho Ramokgopa, who was handed Chairship of the AGHA on the sidelines of the Inaugural Africa Climate Summit (ACS), which took place from 04-06 September 2023 in Nairobi Kenya.

“Green hydrogen and its associated large scale renewable energy production has the potential to support the expansion of the electricity transmission infrastructure, to add additional renewable energy generation capacity and to support the local development of renewable energy.

“As such it is a key component of South Africa’s future energy mix to achieve sustainable energy security,” the Ministry for Electricity said on Thursday.

AGHA was formed in May 2022 by six African countries, Egypt, Kenya, Mauritania, Morocco, Namibia and South Africa, to drive decarbonisation through green hydrogen.

The alliance seeks to intensify collaboration and supercharge the development of green hydrogen projects on the African continent in line with the Just Energy Transition.

“It focuses on public and regulatory policy, capacity building, financing and certification needs to mobilise green hydrogen production for domestic use and export. The inclusion of the Ethiopia and Angola’s membership were also announced alongside South Africa’s Chairship,” the Ministry for Electricity said.

During the ACS, the Minister participated in panel sessions where he shared lessons on South Africa’s energy outlook and the role of green hydrogen in supporting energy security and driving green industrialisation.

On the margins of the Summit, the Minister engaged in multiple high-level bilateral meetings to explore energy collaborations and meaningful partnerships in the energy space.

Deputy President calls on social partners to tackle joblessness, climate change

Deputy President Paul Mashatile has called on social partners to work with government to deal with the country’s pressing issues, especially unemployment and climate change.   

The Deputy President took to the podium at the National Economic Development Labour Council’s (NEDLAC) 28th Annual Summit in Johannesburg on Friday to reflect on the COVID-19 pandemic, which he said intensified economic setbacks, resulting in high unemployment and loss of jobs.

He also spoke about the current condition of the labour market, which he believes is indicative of the legacy of apartheid. 

“We have inherited a labour force characterised by racial and gender inequities, skills shortages and high unemployment rates, particularly among Africans,” he told the delegates. 

He welcomed the decline in the unemployment rate to 32.6% in the second quarter of this year, this is down from 32.9% in the first quarter. 

“The best that can be said here is that the trend is heading in the right direction, albeit at a slow pace. Serious concerns such as job losses in manufacturing remain.  

“In this regard, organised business, labour, government and the community sector at NEDLAC have turned to each other to seek ways of turning our economy around, reversing unemployment and building inclusive growth.” 

Through collective efforts, one purpose and shared values, he said, they hold the power to determine the trajectory of South Africa.  

The Deputy President cited President Cyril Ramaphosa who has called for a social compact between the government and the social partners in his 2022 State of the Nation Address.

He noted that NEDLAC has historically sought to collaborate about the big policy choices that face the country. 

“However, in South Africa, where unemployment is so high and those who work support many of those who do not, this type of trade-off may be difficult to attain. The most pressing challenge appears to be one about ideological positions among social partners with respect to the path to growth, which have not shifted despite the enormous crisis the country faces.

“We must summon enough bravery to discuss this matter openly in order to prevent the ticking time bomb of poverty, inequality and joblessness from going off. This is not impossible to achieve.”

Meanwhile, he said the Presidency and Business for South Africa has initiated an important partnership with government to focus on energy, logistics and crime. 

“It has offered to bring in resources and expertise to accelerate progress and address the current impediments to economic growth.” 

He also urged social compacts to avoid being mere “talk shops”.  

“NEDLAC has a responsibility to demonstrate to the nation that there can be win-win situations and that we can proceed with the best potential or least worst outcomes.” 

Climate change

He also touched on the impact of climate change whether it is the flooding in KwaZulu-Natal, persistent drought in the Eastern Cape, high temperatures in Upington or poor air quality in Mpumalanga.

“[This makes] it impossible to cultivate fields… climate change is here.” 

“Government’s response has been to prepare for a just transition from the world as we know it, to one which is friendlier to the environment and ultimately gives our children a safe future.”

He believes it will only be through partnerships that they can ensure that everyone is supported to transition to new employment or better livelihoods and provided with the necessary social support mechanisms. 

“If not, those that are negatively affected now will resist this transition, to the detriment of future generations.”

In addition, social partners should focus on preparing for and building resilience in the face of challenges, especially health crises, natural disasters, deteriorating infrastructure, and rising levels of disruptive crime and vandalism.

“The reality is that some terrible aspects of our country cannot be wished away. Instead, we must indeed prepare for these crises to preserve lives and livelihoods and then address systemic challenges such as climate change and improved water access.” – SAnews.gov.za

Deputy President Paul Mashatile says coalition governments should prioritise the people, service delivery and good governance. 

He was speaking in Parliament on Thursday where he was answering oral questions in the National Council of Provinces (NCOP) on a range of issues related to government’s efforts to implement rapid response interventions in municipalities and plans to tackle crime.

The Deputy President said the state has faced a number of challenges at the local government level where there are coalitions.  

“By defining the rules, procedures, and potential sanctions that would apply to political parties and independent councillors who govern together, we will ensure fairness, transparency, and accountability in our political system,” said the Deputy President.

He said they were incorporating a framework which prioritises the people, service delivery, and good governance.

The Presidency convened a national dialogue in August, led by Deputy President Mashatile, to discuss creating a framework to prevent the instability caused by coalition governments. 

“The political parties at the summit … agreed that they want to go back to their constituencies to consult once more, and they are going to come back and give us feedback. And then we will be able to finalise the document.” 

He announced that the Inkatha Freedom Party (IFP) is the only political party that has already responded so far. 

“We are awaiting other parties to do the same and then we'll finalise the document. So it’s a very comprehensive approach, because we're not doing it ad hoc. We're doing it for the future and to be able to ensure stable government throughout the country,” he explained, adding that legislation will follow.

Outlining the economic benefits of South Africa's participation in the BRICS grouping, President Cyril Ramaphosa has informed Members of Parliament that South Africa’s trade with the bloc has increased by an average of 10% every year over the period 2017 to 2021.

“The total South African trade with other BRICS [Brazil, Russia, India, China and South Africa] countries reached R830 billion in 2022, which represents an increase of more than 70% from R487 billion in 2017,” the President said on Tuesday in Cape Town.

Participating in a Questions for Oral Reply session in the National Assembly, President Ramaphosa explained that BRICS is an important source of foreign direct investment in key areas such as mining, automotive, transportation, clean energy, financial services and information technology (IT).

These investments and projects lead to significant job creation.

“South Africa has experienced significant benefits through its membership as well as its association with the BRICS grouping of countries. South Africa uses its BRICS membership to improve investment, trade, tourism, as well as capacity building, and it also flows into skills acquisition and technological capabilities that we see this relationship yielding for our country.

“Strengthening economic as well as financial ties between BRICS member countries is one of the key pillars of this cooperation that we have forged with all these countries,” the President said.

In 2020, the countries adopted the Strategy for BRICS Economic Partnership to increase access to each other’s markets, promote mutual trade and investment, and create a business-friendly environment for investors in all BRICS countries.

“Furthermore, the BRICS Business Council and the BRICS Women’s Alliance bring together important commercial networks that promote trade and investment partnerships among BRICS countries. In 2015, BRICS countries launched the New Development Bank to finance and largely support infrastructure and sustainable development projects,” President Ramaphosa said.

To date, the New Development Bank has provided funding to 12 projects in South Africa to the value of over R100 billion.

“Our membership of BRICS makes a valuable contribution to the implementation of our Economic Reconstruction and Recovery Plan. For example, growing the tourism industry is one of the priorities of the Plan. The BRICS countries are becoming increasingly important tourism markets for South Africa.

“In terms of supporting energy security in South Africa, another pillar of our recovery plan, BRICS countries have the expertise and technologies to support energy cooperation. In 2020, BRICS adopted a Road Map for BRICS Energy Cooperation up to 2025 aimed at building a strategic partnership in energy cooperation,” the President said.

On infrastructure investment, which is another pillar of the recovery plan, South Africa will continue to access funding from the New Development Bank for energy, transport and water.

“The inclusion of Argentina, Ethiopia, Egypt, Iran, Saudi Arabia and the United Arab Emirates as new members of the group will strengthen beneficial cooperation with South Africa in political, economic and financial matters.

“These countries will enhance economic partnership in key sectors such as oil and energy, telecommunication and information technology, agriculture, textile, logistics, air transportation and tourism and medicine,” the President said.

Last month’s three-day BRICS Summit wrapped up with several successful outcomes, including the expansion of the six aforementioned countries to become full members of BRICS effective from January 2024.

South Africa hosted the 15th BRICS Summit from 22-24 August in Johannesburg. This year’s summit took place under the theme, ‘BRICS and Africa: Partnership for mutually accelerated growth, sustainable development and inclusive multilateralism’.

The President said South Africa expects that its trade links and investments participation with all the additional countries will increase.

This addition is also expected to contribute to the growth of the country’s tourism industry.

“In economic terms, all these new additional countries are big players and on the horizon are a number of other countries that have indicated their willingness to be part of BRICS and they too will be considered in the next phase.

“We will obviously look at the economic value in terms of participation for all of us as BRICS members. These additional countries will be boosting our Economic Recovery and Reconstruction Plan and we expect great benefits from all this.

“The benefits for our countries has been very clear right from the beginning. It has led to enhanced activity amongst ourselves and all these countries. Being a BRICS member does contribute a great deal to economic growth as well,” the President said. – SAnews.gov.za

SA to participate in SA-Uganda Investment Summit

Trade, Industry and Competition Deputy Minister, Nomalungelo Gina, is leading a delegation of 65 South African business representatives to a two-day Uganda – South Africa Investment and Trade Summit which started today in Kampala, Uganda.

The summit brings together trade and investment policymakers, business communities, trade support institutions, regional and multilateral organisations from Uganda and South Africa, to explore investment and trade opportunities.

The main goal is to improve bilateral trade between the two countries and to mobilise higher levels of private sector investments into priority sectors in Uganda.

The summit, which ends tomorrow, is being held at the Speke Resort in Munyonyo, Kampala.

This summit follows a business forum held in February 2023 in Pretoria on the margins of President Museveni’s State visit to South Africa. 

This summit has a particular focus on agriculture and agro-processing, Information Communication and Technology, manufacturing, energy and oil and gas.

The current status of bilateral trade is that South African exports to Uganda have decreased from R2.1 billion in 2018 to to R1.7 billion in 2022, while South Africa’s imports from Uganda have increased from R102 million to R304 million during the same timeframe.

There will also be an effort to mobilise higher levels of private investments into priority sectors in Uganda, as identified under the National Development Plan of Uganda (NDP III) and therefore they will ensure that by the end of the two days, a platform for networking and investment facilitation will be created between to fast track trade and business deals. – SAnews.gov.za

Didiza to lead SA delegation to Trade and Investment Summit in Uganda

Agriculture, Land Reform and Rural Development Minister, Thoko Didiza, will participate in and lead the second Uganda/South Africa Trade and Investment Summit from 5 - 6 September 2023 in Kampala, Uganda.

The summit aims to encourage interaction and dialogue between various entities in the two countries, which may result in sustainable growth in trade and investment. 

“The focus of the event is on the agro-industry to reflect on the importance of agriculture in the Ugandan economy, although not to the exclusion of other sectors,” the Department of Agriculture, Land Reform and Rural Development said. 

Trade relations between the two countries have been growing until the recent slowdown as a result COVID-19 pandemic. 

The department said while South Africa’s businesses are well established -- with the Forum for South African Business in Uganda (FOSABU) as an anchor to the South African business community in Uganda -- Ugandan businesses have had little success in penetrating the South African market due to the poor quality of products exported from Uganda, inadequate phytosanitary standards and high visa costs.

FOSABU is a business association that was formed in 2015. It comprises South African companies doing business in Uganda and other companies operating in Uganda that have strong linkages to South Africa.

The first edition of the Uganda-South Africa Investment and Trade Summit was held in Pretoria in February 2023, and was addressed by both South African President Cyril Ramaphosa and the President of Uganda, Yoweri Kaguta Museveni.

The Presidents agreed to work together to improve the business operating environment between the two countries, including addressing all challenges affecting the private sector.

The second Uganda-South Africa Investment and Trade Summit 2023 will be held under the theme, 'Accelerating Investments and Trade between Uganda and South Africa'. – SAnews.gov.za

Forestry, Fisheries and the Environment Minister, Barbara Creecy, has called on leaders on the continent to urgently implement measures to improve the resilience of Africa’s infrastructure investments against the impacts of climate change.

“If the impacts of climate change are not taken into account now, there is a considerable risk that the current, and potentially the next generation of infrastructure in Africa will be locked into designs that could be inadequate for the future climate and costly or impossible to modify later,” Creecy said in Nairobi, Kenya.

Addressing the Africa Climate Summit on Monday, Creecy said climate change impacts will be genuinely felt during the life span of the planned and future infrastructure within the coming decade.

“Planning new infrastructure for climate resilience and adapting existing infrastructure to reduce risks should be a priority as there is a high probability that climate change will offset or reduce the economic and developmental benefits of these investments.”

Creecy noted the continued decline in the delivery of public climate finance in real terms for developing nations.

“Developed countries have not met the US$ 100 billion per year mobilization goal by 2020 and have indicated that this goal may potentially be met later this year (2023).  The goal of doubling adaptation finance from 2019 levels by 2025 is an undertaking in paper only.

“With an estimated annual infrastructure financing requirement in the range from US$130 - 170 billion according to the African Development Bank, implementing urgent measures to improve the resilience of Africa’s infrastructure investments must become the main occupation for us as decision-makers,” the Minister said.

The Global Commission on Adaptation estimates that climate change will lead to an equivalent of 2% to 4% annual loss in gross domestic product (GDP) on the continent by 2040. 

The Stern/Songwe High Level Expert Report, commissioned by the COP27 President, found that while “estimates for future loss and damage are subject to great uncertainty, but recent events suggest they could be as high as US$150–300 billion by 2030 to cope with immediate impacts and for subsequent reconstruction.”

“Various other reports demonstrate the enormous climate change needs of developing countries and how present public climate finance flows are unforthcoming, inadequate and lack in quality. In addition, the current financial architecture features an unfortunate reality where developing countries, those that have least contributed to the climate problem, continue to shoulder climate costs albeit their very limited fiscal space and constrained economies,” the Minister said.

Financing

She said African countries need a new suite of financing instruments, with a set of favourable terms and conditions that are not merely debt generators.

 “Local currency lending is an imperative to support climate action in Africa. In this regard, recent efforts by the Green Climate Fund and the New Development Bank offer rays of hope. We need to urgently address the need for liquidity in fiscally constrained African countries.

“We further need to address the form of the finance available to developing countries and, in particular, put in place measures that climate finance does not lead to the increased debt burden of African and other developing countries. Credit enhancement approaches are readily available to the private sector, but the urgent reforms are needed in the public sector.

“We need access to scaled-up new and additional and predictable grant and highly concessional finance, which could be deployed effectively to create enabling environments by beginning to buy down risks and create new asset classes for clean investments that would allow for greater mobilization and leveraging of public and private finance and hence access the illusive and unseen trillions,” the Minister said. –SAnews.gov.za

Electricity Minister attends African Climate Summit

Minister in the Presidency for Electricity, Dr Kgosientsho Ramokgopa, has arrived in Nairobi, Kenya, to participate in the inaugural Africa Climate Summit (ACS).

The summit takes place from 4 – 6 September under the theme, ‘Green Growth and Climate Finance for Africa and the World’.

“The summit is hosted by the government of Kenya as the African Union (AU) Chair of the Committee of African Heads of States on Climate Change (CAHOSCC).

“The ACS will draw African Heads of State, global leaders and multiple stakeholders to deliberate, collaborate and exchange knowledge and experiences on climate change action and sustainability in Africa,” the Ministry said in a statement.

The statement outlined the Minister’s participation at the summit.

“Joining the South African delegation - led by the Minister of Forestry, Fisheries and the Environment, Barbara Creecy - Minister Ramokgopa has been invited to participate in a ministerial panel focusing on ‘Africa’s Green Hydrogen, Industry & Trade Potential’.

“This session, which takes place today, will outline Africa’s potential for green industrial production and massive untapped green hydrogen production potential, providing the opportunity to meet local, regional and global demand for energy, industrial feedstock and derivative products such as fuels and fertiliser, and to drive significant economic growth.

“On Tuesday, the Minister will participate in the Africa Green Hydrogen Alliance (AGHA) forum, where he will engage in a panel session on ‘Financing Green Hydrogen in Africa – from Bridgetown to Nairobi’,” the statement read.

Meanwhile, the Ministry said Ramokgopa is concerned following the ramping up of load shedding to Stage 5 on Sunday.

“The Minister is concerned about the current load shedding Stage 5 situation and is in constant contact with the leadership of Eskom’s Generation team to ensure that units are returned to service as speedily as possible,” the ministry said. – SAnews.gov.za
