Team South Africa returns from tough, productive WEF annual meeting - Treasury

The South African delegation to the World Economic Forum (WEF) Annual Meeting has returned back to SA, having driven home the message that the country remains a "top destination for growth and investment”.

This is according to a media statement released by National Treasury on Monday.

Team South Africa’s delegation was led by Finance Minister Enoch Godongwana and comprised the Ministers of Trade, Industry and Competition, Ebrahim Patel; Higher Education, Science and Innovation, Dr Blade Nzimande; Communications and Digital Technologies Mondli Gungubele, and Health, Dr Joe Phaahla.

Godongwana said the message to investors, civil society, businesses and governments is that despite the many challenges it faces, South Africa is making progress.

“We took the opportunity of the WEF Davos gathering to remind our partners around the world that South Africa has made tremendous progress in the past 30 years since we achieved democracy.

“Yes, we face a number of obstacles to achieving policy that balances fiscal sustainability, growth-accelerating reforms, and targeted spending on social services and infrastructure. However, we are forging ahead and making good progress,” he said.

According to National Treasury, the annual meeting – held last week in Davos, Switzerland – offered an opportunity for South Africa to engage world leaders on a number of issues.

“[It] offered South Africa’s policymakers a genuine and rare opportunity to speak directly with a cross spectrum of stakeholders in global affairs, exchanging views on how to weather the rise in geopolitical and economic tensions that are shaping today’s world.

“Climate, technology, trade and multilateral cooperation were high on the agenda, as was South Africa’s upcoming presidency of the G20 in 2025.

“In addition to its participation in the G20, the country is playing a key part in the expansion of the BRICS group, as well as the deepening of intercontinental economic integration through the African Continental Free Trade Area,” the department said. – SAnews.gov.za

Immediate and comprehensive ceasefire required in Gaza – President Ramaphosa

Location: News

Immediate and comprehensive ceasefire required in Gaza - President Ramaphosa

President Cyril Ramaphosa has reiterated South Africa’s unequivocal call for an “immediate and comprehensive ceasefire” in Gaza, Palestine.

The President on Friday delivered the country statement of South Africa during the 19th Non-Aligned Movement (NAM) Summit being held in Uganda.

The Israeli-Palestinian war erupted in October 2023 when militant group Hamas launched a surprise attack on Israel – killing at least 1200 people.

The Israeli retaliation on Palestine has been far greater with estimates that more than 20 000 Palestinians have been killed with the UN Office for the Coordination of Humanitarian Affairs reporting the internal displacement of some 1.9 million people in Gaza.

“South Africa calls for an immediate and comprehensive ceasefire in Gaza. We call for the release of all hostages and the resumption of talks on a just solution that will end the suffering of the Palestinian people. We further call for unhindered and expanded humanitarian access to allow for vital aid and basic services to meet the needs of everyone living in Gaza.

“As a consequence of the ever-worsening situation of the people of Gaza, South Africa has asked the International Court of Justice to issue provisional measures ordering Israel to stop its military campaign in Gaza. This is necessary to protect against further, severe and irreparable harm to the rights of the Palestinian people,” President Ramaphosa said.

The President said the ongoing conflict lays bare the “inadequacy” of global governance organisations such as the United Nations (UN).

“South Africa recently made financial contributions to the UN Relief and Works Agency and the UNHCR [United Nations High Commissioner for Refugees] to support their humanitarian operations in Gaza and the broader Palestinian refugees. In addition, many ordinary South Africans and NGOs have mobilised resources to assist the people of Gaza.

“The conflict has again illustrated the inadequacy of the United Nations, in particular the UN Security Council, in maintaining international peace and security. We should establish a system of global governance that is fair and equitable, and has the capacity to respond to the needs of all persons in situations of threat and harm,” he said.

World challenges

Fixing attention on the Summit, President Ramaphosa said the gathering takes place at a time when international challenges – “exacerbated by geopolitical dynamics and conflicts in various regions of the world” – are abound.

“The wars taking place in Ukraine and Palestine are causing grave humanitarian and health crises and contributing to international instability. The supremacy of multilateralism as embodied by the United Nations Charter and international law is being undermined exactly when it is needed most.

“At a time when the world appears to be once again divided between east and west, the Non-Aligned Movement should continue to assert its independence based on our common values.

“South Africa remains steadfast in advancing its non-aligned approach in the maintenance of international peace and security and advocating for inclusive dialogue and the peaceful political settlement of disputes,” he said.

President Ramaphosa called on the NAM to work together in pursuance of:

  • the right to self-determination of the peoples of Palestine and Western Sahara;
  • the lifting of the economic blockade against Cuba and unilateral sanctions against Iran, Venezuela and Zimbabwe;
  • reaffirmation of the inalienable right of access to nuclear materials, equipment and technology for peaceful purposes;
  • upholding the centrality of the UN Charter and international law in the peaceful resolution of conflict;
  • defeating the scourge of terrorism and its root causes; and,
  • the alleviation and eradication of poverty and underdevelopment.

“This interconnected world calls for a collective determination to achieve the Sustainable Development Goals and to address the economic, social, health and environmental challenges that every country faces.

“We need to give dedicated attention to the reform of global governance institutions, including the United Nations. We must give meaning to the principle of sovereign equality of nations and ensure that the voice of the African Continent and the Global South is strengthened in the broader multilateral system,” he said. – SAnews.gov.za

Rugby’s Impact: Investing in Africa’s Development Future (By Gabriela Ramos and Herbert Mensah)

Location: Sport

Rugby Africa

By Gabriela Ramos, Assistant Director-General for the Social and Human Sciences of UNESCO, and Herbert Mensah, President of Rugby Africa (http://www.RugbyAfrique.com)

With a current population of over 1.4 billion, Africa is expected to reach 2.5 billion by 2050. By 2030, young Africans are projected to constitute 42 percent of the world's youth. Looking ahead, by 2100, nearly half of the world's children will be African, and Africa will then constitute 40% of the global population. This demographic transformation presents an unprecedented opportunity for the continent and the world.

In a future where Africa's youth will constitute the majority of the global youth population, it is essential to recognize that the path of international sports bodies will be inextricably linked to Africa. With a rapidly expanding fan base, a growing pool of talented athletes, and a substantial TV audience, Africa becomes a focal point for the future of sports.

Rugby, with its core values of integrity, respect, solidarity, passion, and discipline, stands as a powerful catalyst for character development. These values extend far beyond the playing field, instilling life skills that are essential for young people as they navigate life's challenges. Integrity on the pitch translates to honesty in life's challenges, respect in victory and defeat fosters empathy in relationships, and solidarity in teamwork becomes community service, cultivating a spirit for the common good. South Africa, a triumphant four-time rugby world champion, has consistently exemplified these values, with its current captain Siya Kolisi standing as a role model for the entire African continent.

Empowering African youth through rugby is not just about playing a fun sport; it's about equipping them with the tools they need to drive continental growth and reach their fullest potential. Every young rugby player has the potential to be a future leader, an agent of positive change, and an ambassador for unity. By nurturing their talents and investing in their development, we set in motion a journey that contributes not only to the advancement of rugby across Africa but also to the progress of our societies at large.

Rugby is actively implemented in 39 countries across the continent, and Ghana, Nigeria, and Zambia are among the six emerging nations that are enjoying strong growth in rugby globally, according to data published in September by World Rugby. The growth of rugby in Africa, coupled with the sport's rising global popularity, creates a promising economic ecosystem and offers immense potential to drive human development and livelihoods. Beyond its cultural and sporting importance, the rugby industry offers diverse opportunities for revenue generation, including sponsorships, broadcasting deals, merchandise sales, and event hosting. These economic benefits extend to ancillary industries, such as sports tourism and sports technology, attracting international visitors, fostering tech startups, and driving infrastructural development. Additionally, investments in youth development, infrastructure, and training programs can lead to job creation, and skills development, contributing to economic growth and community well-being. This highlights rugby's significant role in advancing economic development across Africa. In harnessing the potential of rugby, Africa can not only foster sporting excellence but also stimulate economic advancement and social progress on the continent.

However, this transformative journey requires commitment and investment. African governments, development agencies, and international sports governing bodies, such as World Rugby, need to recognise the pivotal role that rugby can play. It is a responsibility we owe to the future of our continent and the world, and Rugby Africa, the continental governing body of rugby in Africa, is eager to collaborate with global stakeholders to strengthen the rugby value chain on the continent. Together, we aim to leverage the attributes of rugby in addressing social challenges and enhancing individual and community well-being.

Matric 2023 learners can access results on Matric Results Online System

The Gauteng Department of e-Government has urged learners who wrote their matric exams last year to use the Matric Results Online System to access their results.

The matric results for the National Senior Certificate exams are expected to be released on Friday, 19 January, while the ministerial announcement on the results will be made on Thursday, 18 January.

The Gauteng MEC for Cooperative Governance and Traditional Affairs, e-Government, Research and Development, Mzi Khumalo, said the system empowers learners.

“The Matric Results Online System is a testament to our commitment to harnessing the power of technology to enhance our education system. We believe in this case that technology not only facilitates access to information but also empowers learners to make informed decisions about the success of their education.

“This initiative aligns with our broader vision of creating a transparent and accessible education system. By providing instant access to matriculation results, we are fostering a culture of openness and accountability within our education sector,” Khumalo said.

The department explained that the digital platform provides “easy access to matriculation examination results for learners, parents, and educators alike”.

The platform can be accessed at https://results.gauteng.gov.za/.

“The Matric Results Online System is a user-friendly platform that allows learners to conveniently access their matric results on their smartphones or other digital devices as soon as the results are out.

“It is a safe platform to use and also offers insightful data analytics, allowing learners to track their performance trends over multiple examinations.

“Parents and guardians can also utilise the app to access their children's results, fostering a more collaborative and supportive approach to education. Additionally, educators can use the platform to gain valuable insights into the performance of their learners, enabling them to tailor teaching strategies to address specific needs,” the department said. – SAnews.gov.za

Four top trends to watch in the African energy sector in 2024

Location: Business
Starsight Energy

As we head into 2024, the renewable energy sector is set to see innovation that will transform the way energy is accessed, stored and deployed across Africa. Paul van Zijl, Group CEO at Starsight Energy (https://StarsightEnergy.com/), discusses 4 key trends that he thinks will profoundly shape the industry over the next year.

Batteries will provide benefits far beyond backup for behind-the-meter projects

One of the most significant shifts in solar technology revolves around the integration of battery energy storage systems (BESS) – especially for behind-the-meter solar (also known as onsite solar). Traditionally, batteries were seen primarily as backup storage when paired with a solar system, ensuring a steady power supply during cloudy days, nighttime or when the grid is unavailable. However, in 2024, the focus is vastly shifting towards load management, where batteries play a dynamic role in optimising energy consumption.

As the trend for the deployment of batteries across the continent grows, cutting-edge management systems will become a key part of solar installations with an integrated battery component. These systems use advanced algorithms to predict energy demand patterns. This allows for the strategic use of battery storage – discharging it during expensive peak times and charging it using solar energy or the grid during off-peak – to reduce the costly demand charges that come with variable tariff structures. Along with enhancing the efficiency of solar systems, integrated battery storage solutions can also contribute to grid stability by reducing strain during high-demand periods.

When it comes to front-of-the-meter (or offsite) storage, BESS is also set to play a bigger role in the deployment of utility-scale renewable energy technology like wheeling - where power is generated at an offsite location (like a solar or wind farm) and transported using the available power network to different off-takers.

In South Africa for example, the national energy provider Eskom announced the deployment of around 343 MW in BESS projects as part of an overall 500 MW BESS initiative aimed at addressing the country's long-running electricity crisis. The systems will be in remote areas (with limited access to Eskom's network) but still close to renewable energy plants built by independent power producers (IPPs).

This collaboration between the public and private sectors supports more widespread deployment of utility-scale power and the adoption of renewable energy projects. By adding battery storage components to the national grid, businesses and consumers can gain quicker access to reliable electricity while the power utility can address peak energy demands more easily. This also ensures that the increasing amount of power generated from utility-scale solar projects can be stored and consumed outside of daylight hours to avoid stranded grid capacity.

Data, banking and tourism: The rise of sustainable off-grid solar solutions

Off-grid renewable energy solutions, including stand-alone systems and mini-grids, offer a unique opportunity to expand modern energy access services. The distributed nature of these systems allows them to be tailored to local conditions, tap into available renewable resources, deliver diverse energy services, and utilise local capacity to ensure long-term sustainability.

We will see a rise in these solutions as more and more commercial and industrial businesses realise the value of effectively moving off-grid. This will be prevalent in three industries:

Data centres: Africa is a global hub for data centres. According to research from African Infrastructure Investment Managers (AIIM), there is around 250 MW of installed data centre capacity across Africa – with the demand for centres in Africa expected to exceed supply by 300% by 2030. These powerhouses of technology rely heavily on a steady and safe electricity supply. From operating to maintaining their vast cooling systems, large data centres simply can't afford the risk of a grid collapse or any possible power interruptions. Power autonomy is the name of the game here, making battery storage a necessity from the get-go.

Banking: While the prevalence of mobile financial services continues to soar on the continent, there is still a tangible need for brick-and-mortar banks and ATMs in countries where access to these services remains essential. These sites need to remain operational should there be any sort of grid collapse or catastrophic power failures - making an off-grid solution a non-negotiable component of the future of banking in Africa.

Tourism: With the rise of conscious consumerism and eco-tourism, sustainability is fast becoming the differentiating factor for discerning travellers choosing their next holiday destination. Luxury lodges in popular destinations in East and Southern Africa are fast moving towards fully off-grid solar battery operations to offer their guests uninterrupted access to power while boosting the lodge's green credentials in the process.

As more and more businesses become aware of the benefits of off-grid solar, it is likely that we will see an even greater adoption of this technology in the coming year.

Seamless access to renewables through a reimagined aggregation model

We will certainly see a shift towards aggregated solutions, wherein energy providers will consolidate diverse technologies and services into comprehensive packages in 2024. This trend is driven by the recognition that a holistic approach to energy solutions is not only more convenient for consumers but also more effective in optimising energy production and consumption.

This can be done in several ways. For example, trading of electricity in South Africa allows a service provider of solar energy to buy and sell, excess wind energy without having to invest substantial capital expenditure amounts. Similarly, instead of having gas-powered energy compete with renewable energy, the aggregation model will also allow providers of such services to aggregate their energy solutions and provide the client with a holistic offering. The goal is to provide consumers with a seamless and integrated final product that maximises the benefits of renewable energy across various aspects of their daily lives. The real value for customers lies in a collaboration of providers who can meet their specific needs and power the entire energy lifecycle.

Tackling complexities through an increasingly consolidated sector

As the solar industry matures, a trend towards consolidation will become increasingly evident in 2024. Larger energy companies will consider merging or acquiring smaller players, creating more robust and diversified entities. This consolidation is driven by the desire to achieve economies of scale, increase market share, and foster innovation by pooling resources and expertise.

Consolidation in the industry is not limited to manufacturers but extends to service providers, research and development firms, and energy management companies. By joining forces, these entities can tackle the complexities of the evolving energy landscape more effectively, driving down costs and accelerating the adoption of alternative energies across the continent.

This trend is fostering the emergence of holistic service providers capable of providing end-to-end solutions that address the diverse needs of businesses, consumers and communities. Our recent market-milestone merger between Starsight Energy (https://StarsightEnergy.com/) and SolarAfrica (https://SolarAfrica.com/) is a case in point. Customers in Eastern, Southern and Western Africa can access our comprehensive mix of cost-effective solutions that provide power security and carbon reduction. These include solar energy, battery storage, wheeling, and energy management, among others.

The future is bright. If 2023 was anything to go by in terms of transformation for the energy sector, 2024 will be marked by accelerated innovation and a collective commitment to harnessing the full potential of renewable energy that holds the promise of a more resilient, more sustainable, and more tightly connected energy future for Africa.

Brave Generation Academy: Pioneering the Future of Education in Africa

Location: News
Brave Generation Academy

In a groundbreaking stride, Brave Generation Academy (BGA) (www.BraveGenerationAcademy.com) is redefining education across Africa with its innovative and personalised approach. Having established a successful presence in four African countries so far, BGA's expansion is gaining momentum as it introduces a transformative model that addresses the shortcomings of conventional education.

BGA's roots run deep in the African market, founded by Tim and Lidia Vieira, entrepreneurs with a profound connection to the continent. Tim, a South African native, initiated his entrepreneurial journey in Africa, creating South Africa's first microbrewery and later establishing one of the largest media groups in Angola. With business ties in Ghana and Mozambique, Tim and Lidia Vieira are intricately woven into the fabric of African enterprise.

Outside of their entrepreneurial roles, the Vieiras also began their family in Angola, with their first two children being born in the country.

He says of the continent, “Today Africa can leapfrog many other regions, all it needs is to have a vision and embrace technology to assist in making this a reality.”

At its core, BGA is built upon three pillars: knowledge, skills, and community. Unlike traditional education, BGA's dynamic hybrid model leverages a digital platform, empowering Learners to engage with coursework flexibly from anywhere in the world. BGA Hubs, physical spaces fostering co-learning, serve as vibrant centres where Learners grow socially, intellectually, and emotionally.

“We're focus on creating opportunities in the changing digital world by opening doors for Learners and their new horizons.” - Lidia Vieira

What truly distinguishes BGA is its emphasis on flexibility. Learners have the unique opportunity to integrate education seamlessly with existing passions and commitments. This flexibility is further embodied in the role of educators at BGA. They deconstruct the teaching position into two distinct roles: Learning Coaches and Course Managers, each addressing the diverse needs of every Learner. As mentors, Learning Coaches ignite and guide the journey of self-directed learning, offering continuous support within our BGA Hubs. On the other hand, Course Managers are devoted curriculum experts, enhancing and elevating our online platform. They design assignments, quizzes, and offer academic feedback and face-to-face sessions, creating a vibrant and immersive learning journey.

In the past year, BGA has expanded its scope beyond secondary education to fulfil our overarching objective of lifelong learning. The introduction of BGA for Life has given rise to a dedicated branch of the academy focused on tertiary education and beyond. Notably, the initiative includes programmes like Unique Pathway, enabling Learners to seamlessly transition from the completion of IGCSEs, utilising BGA's learning approach, to a trajectory leading to a university degree offered by partner universities globally. This innovative approach opens doors for Learners of all ages worldwide to access a high-quality university education and skillset at a significantly reduced cost compared to studying abroad.

BGA takes pride in its multiple Hubs across Namibia, Kenya, Mozambique, and South Africa. The opening of two new Hubs in Mozambique this month, with South Africa also expanding in the near future, marks the exponential growth BGA is witnessing. BGA is also looking to expand its footprint to other nations without a current Hub, such as Angola.

“Africa will influence the future in so many ways due to its growing number of young talent, and BGA wants to play its role in contributing to this future.” The commitment to expansion goes beyond these achievements, as CEO Tim Vieira actively collaborates with the Cape Verde government to address educational challenges in the islands, envisioning a tailored BGA solution.

This innovative school envisions Learners not just as recipients of education but as active contributors to their communities, fostering real-world projects, volunteer initiatives, and practical internships. As they welcome more African countries into the fold, Brave Generation Academy is thrilled to make a meaningful impact on a continent that holds the key to the future.

Nzimande announces R3.8bn funding for ‘missing middle’ students

Higher Education, Science and Innovation Minister, Professor Blade Nzimande, has revealed that government has set aside a R3.8 billion initial capitalisation fund to support “missing middle” students.

The new Comprehensive Student Funding Model aims to support students including those currently not supported by the National Financial Aid Scheme (NSFAS) bursary and funding policy.

This category of students is those who come from families who have a total income of more than R350 000, but not more than R600 000 per annum.

Nzimande, who was addressing the media on Sunday, revealed that the funding model is divided into two phases.

Phase one begins this year, 2024/2025, with the State committing the initial capitalisation fund totalling R3.8 billion to support the loan scheme.

This amount comprises R1.5 billion from the National Skills Fund (NSF) and R2.3 billion from Sector Education and Training Authorities (SETAs).

“This amount will fund 47% of the missing middle students, that is, 31 884 of the estimated 68 446 missing middle,” he said at the media briefing held in Pretoria.

“We have also committed funds to revive NSFAS ICT [information and communications technology] systems, including the loan system.”

On implementing the scheme, he said his department has so far consulted with the National Treasury, university Vice-Chancellors and student leaders.

“Further workshops will be held with the registrars and student financial officers once NSFAS has obtained Board approval for the funding guidelines.”

Second phase

Meanwhile, the department is working around the clock to implement the second phase of the funding model from next year to 2034.

“The department will ensure that the seed funding contribution by government is increased to R31.6 billion to R42.1 billion over 10 years. This is approximately R3.1 billion to R4.2 billion annually."

Criteria and expansion

“Together with the National Treasury, we will continue to engage with relevant institutions, including public and private financial institutions to expand the scheme.”

To qualify for the loan, students should meet the following criteria:

•    Students whose annual household income is between R350 000 to R600 000;
•    Technical Vocational Education and Training (TVET) and public university students;
•    Undergraduate or postgraduate students;
•    70% science, technology, engineering and mathematics (STEM) programmes (which may be adjusted to include commercial programmes that are in demand in the labour market or entrepreneurial programmes);
•    30% Humanities programmes;
•    Students willing to sign a loan agreement;
•    Students can apply for the loan in the first, second or third year to continue to be funded through the loan;
• Students are expected to get an average of 60% pass rate and the loan will cover tuition, learning material and accommodation;
•    Students who obtain 70% or above on average and within the prescribed time will get a 50% reduction on loans on request.

Nzimande has described this move as “yet another important milestone in the commitments of the ANC-led government to advance a better life for all as we celebrate 30 years of freedom”.

The loan scheme will be administered by NSFAS which has the legal mandate to offer student loans as per Section 4 of NSFAS Act 1999.

“NSFAS represents one of the most progressive and successful efforts by the government to systematically break the legacies of inter-generational social inequality in access post-school education and training.”

Between 2019 and 2022, NSFAS has disbursed R123 billion distributed across 2 918 624 beneficiaries. – SAnews.gov.za

Democracy has paved the way for access to education for every

Democracy has paved the way for access to education for all

President Cyril Ramaphosa says that as the nation commemorates 30 years of democracy, South Africa has made strides in “advancing access to education” for previously marginalised groups.

He made this assertion in his weekly newsletter to the nation on Monday.

South Africa will celebrate 30 years of democracy this year as the country’s first democratic election was held in April 1994 – marking an end to the racist apartheid regime.

“We must consider just how far we have come from an era where the educational prospects of young black men and women were greatly diminished, and where the inferior education they received was deliberately designed to prepare them to be “hewers of wood and drawers of water”.

“Much has changed. From the results of Census 2022, we can glean insight into the gains we have made as a country in advancing access to education, the most critical area of any nation’s development,” the President said.

Census 2022, according to the Presidency, was the fourth population and housing count in post-apartheid South Africa, with the first conducted in 1996, with subsequent censuses being conducted in 2001 and 2011.

Pressing further on the results of Census 2022, the President added that at least three quarters of youth aged between five and 24 are attending school with the “percentage of people aged 20 and older who have completed secondary education” doubling since the first democratic Census in 1996.

“The first census showed that some 62% of white South Africans had a matric or higher qualification compared to 18% of blacks. Today, 38% of all South Africans have completed secondary education.

“At the time Census 1996 was conducted, 1.5 million South Africans had post-school qualifications. In 2022, this figure stood at approximately 4.6 million. Much of this progress has been made possible by the National Student Financial Aid Scheme, which continues to play an invaluable role in supporting access to higher education,” President Ramaphosa said.

Expanding access to education

He acknowledged that the education sector is facing challenges “as it works to meet the needs of our growing population [and] we are working to overcome them”.

“However, given our country’s history of marginalisation and exclusion, that we have made such substantial progress in expanding access to education over the past three decades is significant.

“In South Africa today, basic and higher education is accessible to the children and grandchildren of farmworkers, mineworkers and domestic workers, many of whom were denied such opportunities in the not-too-distant apartheid past. We will continue to build on our gains in our quest to leave no-one behind.”

Matric results

President Ramaphosa highlighted that matric results over the past few years has recorded the strides that young females are now making.

“In 2022, the matric cohort achieved an 80.1% pass rate, and last year more than a million candidates sat for the exam. More than half of the successful matriculants were female. There are also more women studying at tertiary institutions in South Africa, including in the once male-dominated science, technology, engineering and mathematics fields.

“While the task of ensuring that our economy grows at a scale and pace to absorb graduates and those seeking formal employment is a daunting one, let us not lose sight of how far we have come in this critical developmental indicator.

“We wish the matriculants eagerly awaiting their results later this week good luck. We have no doubt they will make us proud, making it an auspicious start to an auspicious year,” President Ramaphosa concluded. – SAnews.gov.za

Prof Lourens Van Staden appointed as NSFAS acting Seat

Location: News

Prof Lourens Van Staden appointed as NSFAS acting Chair

Higher Education, Science and Innovation Minister, Professor Blade Nzimande, has announced the appointment of Professor Lourens Van Staden as acting Chairperson of the National Student Financial Aid Scheme (NSFAS) with immediate effect.

This after NSFAS Board Chairperson, Ernest Khosa, voluntarily tabled a notice of 30 days leave of absence for the organisation to deal with allegations against him as contained in the recordings distributed by the Organisation Undoing Tax Abuse (OUTA).

The OUTA is accusing both Khosa and the Minister of defrauding the scheme through kickbacks from service providers.

Van Staden is the former Vice Chancellor of the Tshwane University of Technology (TUT).

“I have already had a briefing session with him emphasising the importance of NSFAS to prioritise readiness for the beginning of the 2024 academic year. The acting Chairperson will also prioritise the employment of a new CEO and fully implement the Werksmans report that was commissioned by NSFAS,” Nzimande said on Sunday.

Last year, the NSFAS Board appointed law firm Werksmans Attorneys and advocate Tembeka Ngcukaitobi to probe claims of irregularities involving a tender awarded to four firms to pay allowances to students.

The investigation follows allegations against the now-axed NSFAS CEO, Andile Nongogo, relating to his conflict of interest in the appointment of service providers.

According to the findings, Nongogo actively participated in the presentation to the Bid Evaluation Committee (BEC) of proposals by service providers.

The probe also found he violated the public procurement processes of NSFAS, which he was employed to safeguard and uphold and has since been fired.

Labour court decision and report

In addition, last week, the Board of the NSFAS welcomed the Labour Court’s decision to declare the termination of the contract of employment of Nongogo as lawful and valid.

“The NSFAS Board further welcomes the decision by the Court to dismiss with costs the application by Mr Nongogo to strike out certain paragraphs as contained in the Werksmans Attorney’s report, which implicates him of irregular conduct concerning the appointment of direct payment service providers.

“The decision by the court vindicates the NSFAS Board in terminating Mr Nongogo’s contract of employment following his irregular involvement in the appointment of the direct payment service providers.”

The financial aid scheme said it views the report as a necessary and important measure to push “NSFAS to a much more elevated level of consciousness to fight corruption and the capture of NSFAS by some unscrupulous people masquerading as business people”.

In addition, NSFAS believes that the document also serves as a measure for NSFAS to further strengthen its own internal supply chain management systems and controls.

“Following this groundbreaking judgement, NSFAS will vigorously continue with its legal process towards the termination of contracts of direct payment service providers.”

The implicated firms include Tenet Technologies, Coinvest, eZaga Holdings and Norraco Corporation.

“The termination of the direct payment service providers will be handled with due care not to disrupt the disbursement of the allowances to students in the 2024 academic year.

“NSFAS will now focus all its efforts towards its immediate task of preparation for the seamless beginning of the 2024 academic year.” – SAnews.gov.za
