IEC CEO calls for responsible, inclusive approach to e-voting in South Africa

Location: News

IEC CEO calls for responsible, inclusive approach to e-voting in South Africa

The Electoral Commission of South Africa (IEC) Chief Executive Officer, Sy Mamabolo, has underscored the need for a responsible and inclusive approach to adopting new voting technologies.

The CEO was delivering remarks at the e-Voting Conference in Cape Town on Monday. The IEC is hosting a groundbreaking national dialogue on the future of voting in South Africa from 10 - 12 March 2025, at the Cape Town International Convention Centre.

This three-day conference will launch South Africa's first Green Paper on e-Voting, bringing together voices from across society to shape how South Africans might vote in future elections.

“While digitalisation is becoming more prevalent in our daily lives, we must acknowledge that some portions of our country continue to have limited access to broadband connectivity, particularly in rural areas. In our discussion here, let us not be oblivious that a significant number of South Africans still have limited access to technology.

“Having said so, it is evident that the adoption of new technologies is apposite and necessary. We cannot be oblivious to the ever-present force that drives innovation and exposes us to new possibilities,” Mamabolo said.

The conference, which seeks to shape public policy on e-voting, comes at a time when South Africa is undergoing a digital transformation across various sectors. The Vision 2030 roadmap of South Africa emphasises incorporating technology into business, education and governance.

The country's burgeoning digital ecosystem is distinguished by developments in technology infrastructure driven by public and private sector partnerships.

Mamabolo said the rapid growth of data analytics, artificial intelligence and digital infrastructure has transformed how most industries do business today and how ordinary folk converse.

Global and African E-Voting Experiences

The CEO highlighted that countries such as Estonia, Switzerland, Brazil and India have implemented or tested e-voting systems, while others have paused or abandoned such initiatives due to concerns related to security, costs and reliability.

In Africa, Namibia and the Democratic Republic of Congo have explored e-voting, but challenges have hindered widespread implementation.

Mamabolo noted that some of the common delays or factors halting the implementation of e-voting in many countries are largely related to security concerns and affordability.

As a result, many countries have focused on digitalising aspects of the voting process (such as registration or information access) rather than implementing full-scale electronic voting systems and related technologies for their elections.

“As much as the prospects for experimenting with e-voting systems and technologies can be exciting, we must also approach it with open minds and a sense of responsibility.

“At the forefront of these challenges are questions of security and trust. We remain committed to our mandate to deliver uncompromised elections with utmost integrity, impartiality and accountability,” he said.

Addressing security concerns and digital divide

Mamabolo further stressed that in an era where cyber threats are increasingly prevalent, ensuring the safety and security of an electronic voting system is paramount.

“We must build systems that are resilient, secure, and able to withstand the threats of today and the future,” he said.

Moreover, he urged that the digital divide must be urgently addressed.

“As we indicate, South Africa is a country with varying levels of technological access. While urban areas may have reliable internet and a high rate of technological literacy, rural communities, and impoverished areas still face significant barriers to digital inclusion,” the CEO said.

IEC's Preparedness and Public Engagement

The IEC has already integrated technology into its processes through initiatives such as an online voter registration system, which allows citizens to register or update their details remotely.

“The Electoral Commission is already ahead of the curve when it comes to embracing the advent of technology. The Commission has implemented an online voter registration system that enables new voters to register and existing voters to update or alter their registration from the comfort of their own homes or anywhere. This online registration portal is not constrained by time and space,” the CEO said.

The commission believes that engaging with the public and key stakeholders is essential to ensuring that any transition to e-voting is both transparent and widely accepted.

“As the Commission, we encourage conversations, discussions, and lively debates among South Africans from all walks of life on this matter, as we have seen happening in some social media platforms recently. Such national conversation is essential because elections are a public enterprise that belong to all citizens of our country,” he said.

Prior work conducted on e-voting

As part of its commitment to facilitating informed decision-making, Mamabolo said the Commission always had e-voting in its line of sight, with electronic voting discussions having commenced back in 2013.

The Electoral Commission has carried out several investigations into this subject, aiming to learn from the global experiences of countries that have either successfully or unsuccessfully tried to implement e-voting.

It has explored issues such as available technologies, costs, security/reliability, public trust, existing tech infrastructure in SA and policy options, among others.

It has identified the need for thorough public dialogue/discussions on the feasibility/potential benefits and risks.

The IEC has compiled a Discussion Document based on findings from its 2023 research study on electronic voting, which explored prospects and potential challenges for e-voting in SA.

“The way forward for e-voting to be a viable solution [is that] it must be accessible to all South Africans regardless of their location or socio-economic status. That is why our discussions here must be comprehensive, aiming to address all blind spots and ultimately provide fit-for-purpose solutions for all South Africans,” Mamabolo said.

Looking ahead

The IEC has not yet determined whether e-voting will be proposed to Parliament but aims to lead a comprehensive discussion on its feasibility.

To this end, the commission will launch a series of nationwide workshops and public consultations, gathering insights from citizens and stakeholders. Mamabolo said the feedback will be used to refine the Discussion Document, which could eventually inform a National Green Paper on e-voting.

South Africans are encouraged to participate in the conversation through various platforms, including email submissions, social media engagements, and public discussions.

The public can review the discussion document and provide informed commentary to info@elections.org.za. You can also share your views and experiences through the IEC’s social media @IECSouthAfrica using the #SAeVoting2025. - SAnews.gov.za

Call for financial actors to lower borrowing costs for Africa

Location: News

Call for financial actors to lower borrowing costs for Africa

Minister of Electricity and Energy, Dr Kgosientsho Ramokgopa, has called for financial actors to actively take steps to lower the cost of borrowing for investment in the continent’s development, climate resilience and clean energy transition initiatives.

“Africa is the most mineral rich of all continents yet is the most energy deprived, underdeveloped and the poorest of all the regions,” Ramokgopa said on Tuesday.

Addressing the Africa Energy Indaba in Cape Town, the Minister said the biggest challenge confronting the continent is the ability to finance the investments that are required to realise the potential of the continent.

“The issues of the financing gap should be issues that are front and centre of the conversation. We are calling for a number of steps to be taken, including but not limited to the need to reconfigure the cost of capital.

“Our view is that developing nations face exorbitant borrowing costs due to the perceived risks that do not reflect economic fundamentals but rather outdated and what I refer to as buyers credit rating,” he said.

The Minister emphasised that it is important that issues of risk allocation should be assigned to countries that have the best capabilities of resolving the risk, among others.

“We do accept that the debt burdens that are placed on the African countries are crippling and undermine the ability to invest in development, climate resilience and clean energy transition.

“This is what sovereign nations need to do to so that we can use the countries balance sheet to enable the investments that are required in this space,” Ramokgopa said.

He advocated for greater coordination between the financial actors as he noted some degree of asymmetry and fragmentation.

“The multilateral development banks are on the one side and the developing financing institutions on the other and issues around vertical climate funds.

“What this does because there is some degree of misalignment, it undermines the possibility of us achieving greater efficiencies and this is going to hinder impact of the pocket of fund that these players are bringing to the fore to help to anchor this kinds of transition and the issues of sustainable development, the ability of the continent to extract and beneficiate closer to the source and thereby broadening the industrial flow of their respective jurisdictions,” he said.

He called for the strengthening of the role of the national development bank.

“I think there is a need for recapitalisation, especially here in South Africa. The Development Bank of Southern Africa (DBSA) can play a much bigger role if it is recapitalised, it competes with some of the commercial banks and therefore they are unable to provide the kind of concessionality that is associated with development banks.

“It stunts or undermine the prospects of them anchoring the kind of industries that we want to see because they must compete with the commercial banks on the same rates,” the Minister said.

Ramokgopa said there is a need to work very hard to attract private sector investors.

“This requires that the political actors, the elected representatives on the continent should work very hard to ensure that there is a degree of stability at a political level but create the necessary conditions, introduce reforms that are necessary to spare on private sector investments. Those are some of the interventions that we are proposing for us to be able to realise the potential of the continent,” the Minister said. -SAnews.gov.za

African Development Bank Celebrates 60 Years of Transformative Impact in Africa Southern Region

Location: News
African Development Bank Group (AfDB)

The African Development Bank (AfDB) (www.AfDB.org) proudly celebrates its Diamond Jubilee, marking 60 years of driving social and economic transformation across the African continent. The Southern African regional celebration, held in Johannesburg, brought together leaders, stakeholders, and partners to reflect on the institution's remarkable journey and its vision for a prosperous future.

Speaking at the event, Ms Leila Farah Mokaddem, Director General of the African Development Bank Group, highlighted the Bank's legacy of impact and transformation. "Sixty years ago, the African Development Bank was born out of a vision for a better Africa. Today, we celebrate not just numbers but the lives transformed and communities uplifted through our work," she said.

Key Achievements in Southern Africa

With an active portfolio of 226 projects worth USD 11 billion, the Bank's unwavering commitment to fostering sustainable growth and integration in Southern Africa is evident. Notable achievements include:

  • SADC Sub-Regional Transport and Facilitation Project: A USD 231.3 million investment connecting Malawi and Mozambique, fostering trade, and mitigating regional fragility.
  • Lesotho Highlands Water Project: A USD 2.1 billion initiative enhancing water transfer and hydroelectric power, essential for energy security.
  • Kazungula Bridge Project: A USD 81.6 million investment strengthening connectivity between Zambia and Botswana along the North-South Corridor.
  • Support for Transnet: A recent USD 1 billion sovereign-guaranteed corporate loan to aid South Africa's freight transport recovery and growth.

The celebration also underscored the deep partnership between the Bank and the Government of South Africa. Honourable Minister Enoch Godongwana shared his reflections on this enduring collaboration:

"The Government of the Republic of South Africa celebrates this significant milestone with the African Development Bank. Our region, and indeed South Africa, continues to enjoy a fruitful partnership with the Bank as we work together toward a shared goal of creating a better Africa for future generations.

As we gather to celebrate the many achievements of our collaborative efforts, we also recognise the need to continue advancing Africa's development agenda. This milestone energises us and strengthens our commitment to a shared vision for the next 60 years!"

Looking Ahead: A Vision for the Future

As the Bank embarks on its new Ten-Year Strategy, it prioritises integrated regional projects and climate resilience. Projects like the Lobito Rail Integrated Corridor, connecting Angola, DRC, and Zambia, promise to drive economic growth, agriculture value chains and renewable energy investments.

"Our work is far from over," Ms Mokaddem noted. "We invite all partners—governments, private sector actors, and international institutions—to join us in building a more inclusive and sustainable Africa. Together, we can address climate-related challenges and mobilise resources to ensure no one is left behind."

A Commitment to Africa's Development

Under the leadership of President Dr Akinwumi A. Adesina, the Bank has maintained its AAA rating and authorised capital of USD 318 billion, with nearly 2,000 staff serving all 54 African countries. The institution continues to champion its “High 5s” priorities: lighting up and powering Africa, feeding Africa, industrialising Africa, integrating Africa, and improving the quality of life for the people of Africa.

The 60th-anniversary celebrations are a testament to the Bank's resilience and the enduring support of its partners. The African Development Bank remains steadfast in its mission to transform lives and catalyse growth across the continent.

POWERADE Launches the Athletes Code, a Commitment to Supporting Mental Health in Sports

Location: Sport
POWERADE

POWERADE (www.POWERADE.com) today announced The Athletes Code, a commitment to a more inclusive and progressive relationship with athlete partners to support their mental well-being. Launching in partnership with Olympic Gold Medalist and World Cup Champion Alex Morgan, Olympic gold medalist swimmer Tatjana Smith, South African footballer Linda Motlhalo, and Brazilian Paralympic swimmer Douglas Matera, The Athletes Code is a contractual provision that allows athletes to pause their partnership commitments to focus on their mental well-being, without losing their sponsorship.

The Athletes Code launches at a time when athletes are under immense pressure to perform, often at the cost of their mental health, as stepping away to address these needs could risk their sponsorships. This new contractual protection developed by POWERADE provides athletes with the time and space they need to care for their mental health, and most notably, ensures the continuation of their sponsorship with POWERADE.

Inspired by athletes and their courage to speak up openly about such an important topic, The Athletes Code underscores POWERADE's core values of inclusion and dedication to fully protecting their athletes who need to pause their partnership commitments to support their mental wellbeing.

The Athletes Code launches with support from Team Powerade, a global roster of international athletes who represent the embodiment of strength, resilience and dedication.

Alex Morgan, Tatjana Smith, Linda Motlhalo, and Douglas Matera bring The Athletes Code to life through powerful storytelling that captures their firsthand experience with navigating the intense pressures of unrelenting performance demands and the impact it can have on mental health. In addition to sharing their personal stories, these athletes reflect on the role of mental health support in sports, their appreciation for sponsors who champion athlete well-being, and the meaningful change they believe The Athletes Code will create for current and future partners.

“POWERADE'S new commitment creates a platform that gives athletes the peace of mind to know they'll be supported unconditionally,” said Alex Morgan. “What POWERADE is doing offers a level of support and reassurance to athletes at all stages of their journey, whether they're an up-and-coming star chasing their dreams or a new mom balancing her sport and motherhood. With the incredible pressures athletes face today, whether student athletes to professionals, I couldn't be prouder to help create the space for athletes to take the time they need without the fear of consequences.”

Tatjana Smith added: “I'm so grateful to be a part of The Athletes Code, because I know how much pressure has been put on me in the past and how it has impacted me. This level of protection is something athletes definitely need, and that unwavering support – that is what athletes want.”

Said Linda Motlhalo,“The Athletes Code is an amazing thing. It's something that fully protects players; it doesn't focus only on our performance on the field, it also takes into account what we might be facing in our day-to-day lives off the field. Having a partner who cares enough about what you might be experiencing outside of your sport – that's the type of support that can improve athletes' lives everywhere.”

“Athletes face immense pressures, both on and off the field,” said Douglas Matera. “Knowing that my sponsor has my back if I ever need to pause is a game-changer. It gives me and so many others the freedom to focus on ourselves when needed.”

Additional Team POWERADE athletes supported by The Athletes Code include Alberto Abarza (Chile), CJ Bott (New Zealand), Dmitrij Ovtcharov (Germany), Emma Twigg (New Zealand), Florian Jouanny (France), Harrie Lavreysen (Netherlands), Ji So-Yun (South Korea), Kaylene Corbett (South Africa), Lydia Williams (Australia), Mathilde Gros (France), and Tyler Wright (Australia).

An extension of POWERADE's “Pause is Power” platform, The Athletes Code continues to challenge the “win at all costs” mentality and continues the conversation around fully protecting athletes' wellbeing.

“POWERADE has been a long-time partner to athletes around the world, supporting their journeys on and off the field,” said Matrona Filippou, President, Global Hydration, Sports & Tea. “Following the Olympic and Paralympic Games, we recognized the opportunity to be a stronger ally to our athlete partners. We believe that true strength comes from knowing when to pause to comeback stronger, and we're proud to encourage this belief by formally giving them the ability in their contracts to prioritize their mental health. We look forward to continuing to support athletes at every stage of their journey."

POWERADE's "Pause is Power" platform, which first debuted in 2022, defines pausing as the key to powering and prioritizing life over winning. Now in the brand's third year of this journey, POWERADE consistently advocates the "Pause is Power" narrative through creative campaigns and community-level activations that inspire passionate people around the world to experience the power in pause.

The Athletes Code was created by WPP Open X, led by Ogilvy and supported by Burson, EssenceMediaCom, Hogarth and VML. The hero film and supporting creative was developed by Ogilvy New York, and directed by Let It Rip Pictures director Babak Khoshnoud.

Shelter Indaba addresses needs of trafficking survivors

Location: News

Shelter Indaba addresses needs of trafficking survivors

Participants at the 4th National Shelter Indaba have stressed the urgent need for enhanced training for non-profit organisations (NPOs) working with victims of trafficking.

The Department of Social Development, in partnership with the National Shelter Movement of South Africa (NSMSA), is hosting the 4th National Shelter Indaba, which is currently underway in Sandton, in Johannesburg.

During discussions at the two-day event, the conversation centred on addressing cultural and language barriers to better support survivors.

Stories of survivors from South Africa and the USA underscored the emotional and psychological challenges victims face, with many forming complex emotional bonds with their traffickers due to traumatic childhood experiences.

A participant from Mpumalanga province, in a region near the border that often receives victims from neighbouring countries, underscored the importance of addressing the specific needs of these individuals.

Citing insights from a presentation made by an official at the Department of Social Development on the plight of trafficking victims, the participant highlighted that capacity building is crucial for training NPOs working with survivors.

She said many victims come from different countries, and cultural differences can create barriers, particularly in relation to language and dietary preferences. As a result, victims may feel unwelcome and could potentially return to their traffickers.

The participant said addressing these barriers is essential to fostering a supportive environment that encourages healing and recovery.

“Individuals arrive traumatised and lack essential resources. Furthermore, the lack of documentation often leads to additional trauma when law enforcement intervenes, as undocumented victims can be arrested rather than helped.

“We must advocate for a system that prioritises healing and support over punitive measures,” she urged, calling for a more compassionate approach that recognises the vulnerabilities of trafficking survivors.

The Social Work Policy Manager for Victim Empowerment and Gender-Based Violence at the Department of Social Development, Buti Kulwane, presented a compelling discourse on the pressing issue of sex trafficking.

His insights were framed by two poignant stories, one from South Africa and another from the United States, illustrating the complex realities faced by victims of this crime.

In South Africa, Kulwane recounted the harrowing story of a young girl sold into exploitation by a family member.

Over time, she found herself trapped in a cycle of trafficking and abuse. Alarmingly, her pleas for help went unheard during interventions, and she was repeatedly returned to her exploiters. Her rescue finally came through a community organisation that provided persistent support and advocacy.

Across the Atlantic, the story of a young woman in Mechanicsburg, USA, showcased the importance of community support in recovery. Volunteers from a local NGO formed trusting relationships with exploited individuals, becoming crucial sources of emotional support. With encouragement from these volunteers, the young woman began to envision a life beyond her situation, seeking freedom from the trauma that had defined her daily existence.

Commonalities between these two victims were noted, highlighting their vulnerabilities rooted in adverse childhood experiences.

“For many, love and connection were distorted by negative experiences, creating powerful emotional bonds that are difficult to break,” Kulwane explained.

He said the psychological barriers formed in their early years made rescue feel like a miraculous turning point.

The lasting effects of trauma on cognitive function and emotional regulation were also discussed. Survivors often struggle with concentration and emotional management, complicating their recovery journey.

“These changes in brain function mean that survivors may react impulsively and find it hard to engage in supportive environments,” Kulwane stated, adding that the path to recovery is fraught with challenges.

Both women had to be relocated for their safety, as their former traffickers posed ongoing threats.

He said the first year of freedom was particularly tough, with the urge to return to familiar situations looming large.

Kulwane emphasised the critical role of caregivers who, through patience and understanding, helped these survivors rebuild trust and learn to manage their emotions.

He also highlighted the importance of addressing feelings of guilt and shame that survivors often carry.

“It is vital for them to understand that they were victims of exploitation, not inherently to blame,” he noted.

He urged that caregivers should focus on the strengths and resilience of survivors, empowering them on their path to healing.

He shed light on the control tactics employed by traffickers, which include manipulation and isolation.

“Traffickers exploit vulnerabilities such as economic hardship and low maturity levels, tailoring their methods to the individual victim and circumstances,” he explained. – SAnews.gov.za
