The Future of African Hospitality

Location: Business
API Events

Africa's tourism sector is poised for an exciting ascent, and it has the potential to soar if it is propelled by visionary strategies and robust investments that harness the continent's unparalleled tourist allure.

Amid the unprecedented changes of recent years, Africa's tourist appeal is greater than ever. With the right steps, it can offer more top destinations for today's tourists. The API Hospitality & Residences Forum is a pivotal platform for Africa's hospitality industry that is legendary for its dealmaking, networking, and unique insights. It takes place on 19 September 2024 at the Westin Hotel in Cape Town on the first day of the highly anticipated two-day API Summit.

This year's API Summit is themed “Impact”, and industry leaders speaking at the API Hospitality and Residences Forum highlight the key to unlocking the full potential of Africa's tourism sector to foster sustainable growth and enhance the continent's appeal to both travellers and investors includes focused investments, strategic partnerships and robust public sector involvement. The API Hospitality & Residence Forum sets the stage to catalyse and nurture these outcomes.

Bani Haddad, Founder and Managing Director of Aleph Hospitality, the largest independent hotel management company in the Middle East and Africa, will be among the distinguished speakers. "The pandemic had several profound effects on the tourism sector," Haddad reflects. "One of the most noticeable impacts has been the increased desire among travellers for domestic or regional trips, as well as nature-based or less crowded destinations. Africa is uniquely positioned to benefit from these trends.”

Citing the latest Chain Development Pipeline report by W Hospitality, Haddad notes a 20% growth in the number of hotel rooms in Africa since 2020, reaching a total of 92,134 rooms. “This growth indicates that the supply is expanding across the continent to meet the rising demand. We are also witnessing an increase in the quality and branded hotel supply in resort destinations such as Zanzibar and national parks like Serengeti and Mara. The global demand for nature and experiential experiences presents a significant opportunity for Africa, which has much to offer in this regard."

Haddad continues, "Investing in and fostering partnerships within the tourism sector is not just beneficial but essential for unlocking its full potential in Africa.”

Such efforts can lead to comprehensive economic development, job creation, and the promotion of sustainable and inclusive growth. He emphasises that governments, private sector players, and international organisations all have crucial roles in facilitating these investments and partnerships to ensure the tourism sector thrives and significantly contributes to the continent's development.

Echoing this sentiment, Daniel Trappler, Senior Director – Development Sub-Sahara Africa at Radisson Hotel Group (RHG), who will also speak at the event, outlines RHG's strategic plans in the post-COVID landscape. "RHG plans to capitalise on growth opportunities in key value nodes such as Cape Town, Victoria Falls, Zanzibar, and leisure offerings in the coastal and safari segments across Southern and Eastern Africa. Within these nodes lies the opportunity to increase RHG branded supply to meet the obvious growing demand.”

Trappler highlights RHG's eagerness to expand its footprint in Cape Town's 5-star and luxury segments, which have consistently performed above the market average despite higher rates. In Victoria Falls, RHG aims to replicate the success of its Zambezi River's Zambia side, planning to introduce the upscale Radisson brand to Victoria Falls, Zimbabwe.

"We are actively seeking partners to bring our Radisson, Radisson Blu, or Radisson Collection brands to Zanzibar, given RHG's significant presence in Eastern Europe, the largest source market for Zanzibar," Trappler adds.

Since opening its new Radisson Safari Hotel Hoedspruit, RHG has set its sights on replicating the same model within Southern and Eastern Africa, capturing both the foreign market and the regional market, which prefers short travel distances for tourism needs.

“The group is developing resort offerings in various safari and coastal locations, including Masai Mara, Serengeti, the Kenyan coast, Seychelles, Mauritius and the wildlife territories in Namibia and Botswana."

Trappler underscores the critical role of investment and public sector involvement. "The contribution of tourism to GDP is evident across the region. National and local governments need to increase their awareness of the sector's potential contribution to GDP. In South Africa, where RHG aims to double its portfolio, we need to see more active interest and contributions from the public sector towards developing hotels and hospitality infrastructure."

He stresses the need for public sector initiatives driving growth in this sector, particularly in South Africa, where the sector is strong but could be a much larger contributor to GDP and employment creation.

The API Hospitality & Residences Forum is a unique pan-African event that brings hospitality-focused leaders and investors together with Africa's leading real estate community. Sponsored by industry giants like Radisson Hotel Group, Marriott Hotels, HTI Consulting, JLL, and Tui Blu, the forum offers an unparalleled platform for doing business in African hospitality.

With over 500 leaders expected to attend the summit, including more than 250 hospitality delegates, in excess of 75 hotel brands, operators and owners, and 35 speakers, the API Hospitality & Residences Forum is the premier gathering of Africa's leading hospitality professions and consultants.

Good news for local meat producers

Location: News

Good news for local meat producers

The South African Ambassador to Saudi Arabia, Mogobo Magabe, says the lifting of the 21-year import ban of South African meat products by Saudi Arabia has opened a lucrative market for local meat producers.

Ambassador Magabe was speaking during the virtual Outward Selling Mission to Saudi Arabia that was hosted by the Department of Trade, Industry and Competition (the dtic), in partnership with the Department of Agriculture, South African Embassy, Saudi Arabia Food and Drug Authority, South African National Halaal Authority, and the Red Meat Producers Organisation.

Over 250 people attended Thursday’s session that was held under the theme: “Unlocking Trade Opportunities through Collaboration”

“The lifting of the ban was one of the strategic outcomes of President Cyril Ramaphosa’s State Visit to the Kingdom of Saudi Arabia where he held constructive and fruitful engagements with the Crown Prince and Prime Minister of the Kingdom of Saudi Arabia, Mohammed bin Salman. The two leaders signed fifteen agreements that included collaboration in agriculture, mining and tourism.

“It is an opportune time for the South African meat producers to take advantage of the lifting of the ban and export their products to the Kingdom. This can contribute in growing our economy, and strengthening our bilateral economic relations with Saudi Arabia,” Magabe said.

READ | The dtic to host virtual outward selling mission to Saudi Arabia

The Chief Director of Export Promotion and Marketing at the dtic, Ms Zanele Sanni, encouraged South African companies to utilise the virtual session to market their respective products to potential Saudi buyers with the aim of concluding sustainable export contracts that would increase trade between the two countries.

“As government, we are mandated to support local industries to enhance their manufacturing capacity and find suitable export markets for their products through strategic mechanisms like these,” Sanni said.

“We are committed to enhancing bilateral economic ties with Saudi Arabia. In recent years, both countries have had high-level political and business exchanges, leading to the lifting of the 21-year ban on South African meat exports to Saudi Arabia. This has opened up the substantial Saudi Arabian market to South African producers,” she said.

She expressed South Africa’s appreciation to the Saudi authorities for having already approved twelve South African companies to export beef meat to Saudi Arabia, and seven companies for lamb and mutton meat products.

“This demonstrates the high standards met by South African companies. It also confirms that the meat-producing sector in South Africa is highly developed and strategically positioned to meet the demand of the Saudi Arabian market,” Sanni noted.

The Chief Director of Animal Production and Health at the Department of Agriculture, Dr Botlhe Modisane, said Saudi Arabia provided a high potential market for South African exporters to tap into, in terms of both fresh or chilled beef meat as well as frozen beef products.

“Saudi Arabia currently accounts for about one percent of agricultural exports from South Africa,” Modisane said.

South Africa anticipates to expand its export market share with Saudi Arabia given the signing of the recent trade agreements.

Saudi Arabia is a net importer of beef. Its imports of frozen beef and fresh or chilled meat imports recorded approximately 71% and 90% growth rates respectively.

The session was also addressed by representatives of the South African National Halaal Authority (SANHA), Hammid Mulla and of the Red Meat Abattoir Association, Dr Gerhard Neethling. – SAnews.gov.za

Hlengwa elevates gender equality in aviation

Hlengwa elevates gender equality in aviation

As South Africa commemorates Women’s Month, Deputy Minister of Transport, Mkhuleko Hlengwa, has advocated for gender equality in the aviation sector.

Addressing the National Aviation Gender Summit in Durban, Hlengwa said gender equality in the aviation sector can only be accomplished through strategic planning and a commitment to achieving these objectives.

“It is important that we remain accountable to ensure that we achieve our long-term vision for gender equality in aviation. Empowering women has a significant ripple effect, not only within our organisations, which are key drivers of economic growth and critical components of international trade and tourism, but also at the grassroots level, impacting the very fabric of our society,” the Deputy Minister said on Wednesday.

He said gender parity needs new innovative ways to bring women into formal employment.

“In South Africa, out of the 25 830 licensed personnel at the end of July 2024, only 5 067 are female. This includes pilots, engineers, air traffic officers and cabin crew. Of course, we must celebrate this improvement, [with] almost 20% of women occupying technical roles in the industry but we have a challenge here.

“In a country greatly affected by unemployment and its affects being continuously higher amongst women, especially the youth, the aviation sector is presented with a unique opportunity to empower young women from all walks of life who wish to be a part of this sector.

“We truly can make a difference as decision makers and as citizens in our immediate environments, at home, at work and everyday interactions. South African women are strong, capable and dedicated,” Hlengwa said.

Over 60% of women in Africa are currently working in the informal sector. That's more than half of our continent’s talent pool.

“At the current rate of progress, it will take 102 years to close the gender gap in Sub-Saharan Africa. This is a statistic that should awaken our fires to act  I think that we often find acting a mammoth task, but it begins with all of us implementing change in our immediate environments, every day wasted is a day added to 102 years,” he said.

Skills development

The Deputy Minister said he is encouraged by the ongoing bursaries, mentorship and skills development programs that have been initiated by all the aviation entities to encourage a new generation of professionals, especially in previously disadvantaged communities.

“We acknowledge the efforts from entities such as the South African Civil Aviation Authority (SACAA), who have dedicated funds and personnel in creating initiatives such as the career awareness programmes, where there has been a concerted effort to drive and promote female participation in this industry.

“Proactive measures are crucial in reshaping a sector that has traditionally been dominated by men. The dedication to creating opportunities and fostering a more inclusive environment is commendable and marks a significant step forward.

“Across the broader transport sector, encompassing taxis, railways, and bus operations - aviation stands out amongst the leading modes of transport in its commitment to gender diversity and inclusion,” the Deputy Minister said.

He said transformation in the aviation sector is crucial not only for industry to grow, but the economy to grow.

“It is crucial that we move from having exemplary laws on paper to realising tangible results on the ground. To this end, we will work tirelessly to bridge the gap between policy and practice, ensuring that our aviation sector not only meets but exceeds expectations in all areas and set mandates. Even on matters of diversity and inclusion, I pledge my support in every way that matters,” the Deputy Minister said. - SAnews.gov.za

Witnessing the value of democracy

By Khanyisile Rasmeni and Sinovuyo Mfiki

Tshibiso Morao of Makwane village in Qwa Qwa, Free State, has seen the positive impact of democracy in his community.

“We observed changes resulting in our children attending school for free.  The children of our community are also provided with breakfast and lunch at school daily," he said.

He added that after three decades of democracy,  there was improvement in the delivery of low cost housing, benefiting those who struggled to access dignified housing.

Moroa spoke recently to the Vuk’uzenzele team which was aboard the Democracy Bus.

The Government Communication and Information System (GCIS), in partnership with the South African National Roads Agency, recently launched the Democracy Bus, which travels around the country to drum up citizen participation in celebration of the country's 30 years of democracy.

In the Free State, the Democracy Bus visited Namahadi and Makwane villages and brought government services closer to people.

For Ephraim Mojsoane, who was 14 years old in 1994, democracy means being able to have basic human rights.

“Democracy has greatly benefited South Africa, we now have human rights and the Bill of Rights,” he said.

Mojsoane testified that during the 30 years of freedom and democracy, there has been progress in workplaces, business and the economy.

He added that the government still needed to work hard to better the lives of South Africans.

Magauta Mohobeleli, originally from Bloemfontein, but currently residing in Kgotsong,  said she currently has land thanks to the principles of democracy.

“Democracy has brought numerous positive changes, we can easily access all government services. Our children have access to scholarships, and efforts are being made to combat gender-based violence,” she said.

Sibongile Makubo from Namahadi village, expressed gratitude for the positive effects of democracy over the past 30 years.

“Democracy has led to significant changes such as improved access to government services  without the need for transportation, and the provision of housing and land,” she concluded.

The Democracy Bus travels to different parts of South Africa and promotes dialogues with communities. The initiative is part of the country's milestones of the 30 years of democracy.

No Need to evacuate Riverlands residents

No Need to evacuate Riverlands residents

The Department of Water and Sanitation has assured residents of Riverlands in the Swartlands Local Municipality that the situation has normalised requiring no need for evacuation.

The department said water started flowing quicker than expected on Saturday through the spillway created to minimize the risk of failure of the fourth dam that was on the verge of failure.

This follows the failure of three farm dams, located in Riverlands, that breached, resulting in flooding that caused severe property and infrastructure damage to the affected area, leading to hundreds of people being provided with humanitarian assistance.

“The department mobilised its personnel located in the Clanwilliam Dam project to open up the spillway on the fourth dam further and allow the water level in the dam to drop by at least 1 m per day."

On Tuesday morning water started flowing quicker than expected.

"As a result there was understandably concern from community members. The department would like to assure community members that the fourth dam is almost empty and water levels in the river should begin to subside. Should there be any further heavy rainfall, the dam would not store water to threaten the stability of the partially failed wall,” the department said in a statement. – SAnews.gov.za

Concern over fire incident at Lancea Vale secondary School

Gauteng Education, Sport, Arts, Culture & Recreation MEC, Matome Chiloane, has expressed concern about a fire incident at Lancea Vale Secondary School in Eldorado Park.

According to a statement released by the department, the fire resulted in significant damage to three classrooms within the Grade 8 and Grade 9 block.

The incident took place on Tuesday.

“It is indeed concerning that last week Wednesday there was a stabbing incident of a learner by another learner at the same school. We will not tolerate violence or gangsterism perpetuated in around and our schools. In the same breath, we are closely monitoring the situation, and we are certain that learning and teaching will resume accordingly at the school,” MEC Chiloane said.

The department reported that preliminary reports indicate that the fire initially started in Room 81, located on the first floor of Block C.

The fire spread rapidly, completely gutting three classrooms, and the structural safety of the building which is now a concern.

The department said that firefighters will provide a report on the extent of the damage, for a decision to be taken on whether it will be safe to continue with teaching and learning at the affected block of classroom.

The police are also investigating circumstances surrounding the incident. – SAnews.gov.za

Four Eskom employees, contractor security guard arrested for theft of heavy fuel oil

Four Eskom employees, contractor security guard arrested for theft of heavy fuel oil

Eskom has confirmed the arrest of four employees and a contractor security guard, in connection with the theft of heavy fuel oil, valued at R500 000 from the Camden Power Station.

According to an official statement, the accused have been charged and are detained at Ermelo Police Station after they were arrested on Friday, 10 August 2024, at midnight.

This is after two Eskom weighbridge operators were apprehended for their alleged role in colluding to steal heavy fuel oil and defraud the company.

“The investigation began during a routine quality inspection of coal deliveries at Camden Power Station, conducted by Eskom’s Security Investigation team.

“A suspicious truck attempting to leave the station was intercepted, and the driver was asked to park on the side of the road. Upon presenting a weighbridge slip, the driver claimed that 30 610 kilograms of heavy fuel oil had been offloaded at Camden Power Station.

“However, a subsequent inspection revealed that the truck was still fully loaded with the fuel oil. The driver fled the scene, triggering further investigations that led to the arrests,” the State-owned utility explained.

Following further investigations on 16 August 2024, authorities arrested two more Eskom employees, a weighbridge operator and a control room operator as well as a contractor security guard.

According to Eskom, all the accused remain in custody, as the case has been remanded to 27 August 2024 for a formal bail application.

Eskom’s Acting General Manager for Security, Botse Sikhwitshi, said the organisation is committed to safeguarding the security and integrity of its critical infrastructure.

“The ongoing collaboration between Eskom’s internal security investigations team and law enforcement agencies, coordinated by the National Energy Crisis Committee’s (NECOM) Safety and Security Priority Committee, is yielding positive results in our efforts to combat crime and corruption,” she explained.

Sikhwitshi said while most of their employees are hardworking and dedicated to enhancing Eskom’s performance, they are fully committed to eradicating corruption.

“The recent arrests are a positive step in our ongoing efforts to eliminate criminal activities within our organisation, reaffirming Eskom’s zero-tolerance approach to crime and corruption,” Sikhwitshi added.

Eskom is urging the public to report any unlawful activities, such as fraud, illegal electricity sales, theft of coal, fuel oil, and diesel, and crimes targeting critical infrastructure.

“These reports help Eskom eradicate crime and corruption, potentially saving thousands of rands, as demonstrated in this case,” the statement read.

Eskom removes illegally connected transformers in Gauteng

Eskom removes illegally connected transformers in Gauteng

Eskom, in collaboration with various law enforcement agencies, has removed over 35 illegally connected transformers in Gauteng’s Diepsloot Extension 6.

“This joint operation is part of Eskom’s ongoing efforts to reclaim its network and alleviate the strain caused by unauthorised and illegal electricity connections,” the State-owned power utility said of Tuesday’s removal.

In the 2022/23 financial year, Eskom said it suffered non-technical losses of around R5 billion due to illegal connections, meter bypasses, and other electricity-related criminal activities within its supply area.

The utility has lamented that these unauthorised practices undermine its financial health and its ability to provide a reliable electricity supply to lawful customers.

Meanwhile, according to Eskom, illegally connected transformers not only destabilise the network, causing frequent supply interruptions, extended outages and substandard service for paying customers, but it also poses significant safety risks to their technicians working on the system.

Eskom’s Group Executive for Distribution, Monde Bala, expressed deep appreciation for the collaboration with the South African Police Service (SAPS), Joburg Metropolitan Police Department (JMPD), Red Ants, Eskom Protective Services, and the private security companies in ensuring the success of this operation.

“These efforts are crucial in safeguarding Eskom’s assets, ensuring public safety, and mitigating the severe energy losses caused by illegal connections, meter bypasses, and acts of theft and vandalism,” Bala added.

While most employees are dedicated and committed to delivering their daily job outputs and striving to enhance Eskom’s performance, the organisation stated that it maintains a clear stance of zero tolerance towards crime and corruption.

“Consequently, we are currently investigating allegations from community leaders that some Eskom employees are allegedly involved in the sale of illegal transformers. We will update community leaders on the outcomes of these investigations once they are concluded.”

Eskom has since called on all communities to refrain from engaging in any illegal activities related to electricity.
Members of the public are encouraged to report illegal connections, meter bypasses, and any suspicious activities to the Eskom Crime Line at 0800 11 27 22 or via WhatsApp at 081 333 3323.

Additionally, anyone with information regarding the involvement of Eskom employees in illegal activities is urged to report anonymously for further investigation. – SAnews.gov.za

SAPS celebrates its women in blue

SAPS celebrates its women in blue

This year, the South African Police Service (SAPS) is observing Women's Month by celebrating its women in blue, who do not only bring inclusivity and empathy to the table, but who also go beyond the call of duty to serve and protect the people of South Africa.

Today, SAPS introduces the nation to Sergeant Silindile Njilo, a crime prevention member attached to the Ntuzuma police station in KwaZulu-Natal.

Njilo and baby “Tholakele” captured the hearts and minds of the nation when a video clip of them trended on social media platforms earlier this year. Loosely translated, the name Tholakele means ‘being found'. The real identity of the toddler is being withheld.

Little did Njilo know how her day shift would unfold when she reported for duty on 05 May 2024 and found an abandoned baby girl at the Client Service Centre (CSC). The baby was brought to the police station during the previous shift by the owner of a local tavern after the biological mother had left the baby at his establishment.

Wasting no time, Njilo went home to get a wash basin and returned back to the police station where she bathed Tholakele, changed her into a new set of clothes and fed her while waiting for social services to arrive.

It was as if the baby instinctively realised that she was safe in the arms of Njilo and a bond immediately formed between them.

Baby Tholakele, a name Njilo gave her, has since been placed at a place of safety. Njilo visits often and says she continues to love and care for Tholakela as if she were one of her own.

Njilo, a devoted wife and mother of two, also says her act of humility that day was merely a reflection of her humble upbringing as she knows how it feels to 'come from nothing'.

Her mother single handedly raised Njilo and her siblings with no steady income. Njilo says she will never forget her late mother's words: "Be a light and take care of those who need help".

She often takes out money from her own pocket to buy basic essentials and food to support poverty-stricken community members.

Joining the Service 14 years ago was a dream come true for Njilo, as she believes there is no greater calling than to be of service to her community.

As a crime prevention member, her duties include dealing with general enquiries and complaints lodged by the public, attend to crime scenes, effecting arrests and detaining suspects as well as carrying out patrol duties.

"I urge our community members to support and stand alongside members of the South African Police Service. Because, together we can achieve more towards a safer country for all," said Njilo.

Nothing short of a heroine, Sergeant Njilo continues to be a shining light in the community she serves. – SAnews.gov.za

Government committed to media responses

Government committed to media responses

Government has, in a statement on Tuesday, said it noted concerns about non-responsiveness or late responses from government communicators to media queries.

This follows a media article published by BusinessTech on Monday, where they reached out to all government ministries for comment via email and only received a 37.5% response rate.

“The Government Communication and Information System (GCIS) as the custodian of sound relations between government and media is committed to continuous improved relations with various media houses, journalists and media bodies such as the South African National Editors Forum, (SANEF), Association of Independent Publishers (AIP), National Community Radio Forum ( NCRF) and the Press Council,” said the GCIS.

It said the concerns raised by various stakeholders on the non-responsiveness or late responding to media queries have been taken seriously and engagements have been held to ensure a harmonious environment.

“…However this work continues as often communicators and media liaison officers move between different organisations, thus leading to a possible lapse of communication during transitioning of personnel.

“The GCIS is committed to addressing this challenge by ensuring that all communicators are oriented and au fait with good media relations practices as outlined in the government communications policy approved by cabinet in 2018,” the organisation said.

It urged media who experience challenges with media queries to contact its media engagement officials who will assist in ensuring that communicators are responding timeously with reasonable engagement between them and the journalists about deadlines and adequate responses. – SAnews.gov.za

This is to recover any financial losses suffered by the State or the municipality.

Proclamation 172 of 2024 authorises the SIU to probe the procurement of five water supply structures.

The SIU will investigate allegations of serious maladministration for the following contracts:

•              The construction of the Signal Hill Reservoir, and the appointment of Amatola Water Board in 2019 and an alleged irregular payment made to Amatola in 2020.

•              The construction of the Manduli Bulk Water Scheme and the appointment of Ginasonke Engineers and an alleged irregular payment made to Ginasonke in 2019.

•              The construction of the Mganduli Bulk Water Scheme and the appointment of Khwalo's Construction and an alleged irregular payment made to Khwalo in 2019.

The scope of the investigation also covers any unlawful or improper conduct by department officials or employees, the applicable suppliers or service providers, or any other person or entity which has caused or may cause serious harm to the interests of the public

Furthermore, the investigation will also establish whether there was any unlawful appropriation or expenditure of public money.

The proclamation covers allegations of unlawful and improper conduct that took place between 1 January 2018 and 16 August 2024, the date of the publication of the Proclamation or before 1 January 2018 and after the date of the Proclamation that are relevant to, connected with and incidental to the matters or involve the same persons, entities or contracts investigated.

In addition to investigating maladministration, malpractice, corruption and fraud, the SIU will identify system failures and make systematic recommendations to improve measures to prevent future losses.

In line with the Special Investigating Units and Special Tribunals Act 74 of 1996 (SIU Act), the SIU will refer any evidence pointing to criminal conduct it uncovers during its investigations to the National Prosecuting Authority (NPA) for further action.

Tributes continue for Prof Muxe Nkondo

Tributes continue for Prof Muxe Nkondo

Science, Technology and Innovation Minister, Prof Blade Nzimande, has expressed his shock and great sadness at the news of the passing away of Professor Muxe Nkondo.

Nkondo, who passed away at the age of 83 on Sunday, has been described as a friend, colleague, and fellow intellectual in the struggle against apartheid and the development of the democratic order in the post-1994 period.

“Prof Nkondo has a special place in the history of both the struggles leading up to the fall of apartheid and the emergence of a democratic order in the early 1990s.

“I remember him as a radical scholar, organic intellectual, activist, and a leading figure amongst the first generation of Vice-Chancellors who led our higher education system through its difficult first decades of transformation,” the Minister’s statement read.

According to Nzimande, Nkondo placed great importance on the recognition of African liberation as a process of not only overcoming the legacies of political disempowerment but one of cultural, social, economic and intellectual emancipation.

“In other words, for him, attainment of formal, political rights must be matched by transformations in all other aspects of human life.”

The Professor was said to be deeply influenced by radical post-independence and liberation thinkers such as Walter Rodney, Franz Fanon, Amilcar Cabral, CLR James and Steve Biko.

“He framed the importance of cultural and intellectual freedom at the centre of his work – an orientation that perhaps explains his lifelong commitment to higher education and intellectual work which spanned a wide range of fronts, from higher education, arts and culture, public administration, rural development civil society and economic development.”

The late academic occupied senior roles as Deputy Vice-Chancellor at the University of the North and Vice-Chancellor of Venda University.

He was also a leading figure in the association of historically Black universities and campaigned relentlessly for recognition of their distinctive role and place within the higher education landscape, and redress and equity.

At the University of Venda, according to the department, Nkondo pioneered a vision emphasising the rural development mission of the university, rooted in its social context.

He also promoted a science, technology and innovation agenda of the university that tackled pressing development issues such as water security, food production, sanitation, small business development and cultural production, working closely with local communities.

Indigenous Knowledge Systems

The Professor also served as Chairperson of the technical team and reference group that drafted the Indigenous Knowledge Systems (IKS) National Policy for the Department of Science and Technology (DSI).

“It is hard to pigeon-hole the intellectual contribution of Prof Nkondo as he was truly a polymath, whose contributions spanned a stunning range of areas including science and technology, higher education, arts and culture, public administration, human settlements, tourism, and rural development.”

According to the Minister, he was not only an African intellectual focusing on the local and national questions of development in South Africa but was also, par excellence, a pan-African intellectual who worked actively across the continent to advance a new African agenda for the African Union (AU) and New Partnership for Africa’s Development (NEPAD).

He was among 500 African scholars invited by the AU in 2004 to Dakar, Senegal, to speak on the role of intellectuals in Africa’s development.

“The Department of Science and Innovation will surely miss his seminal contributions to our understanding of the role of science and technology in the emancipation of South Africa’s most marginalised communities.”

Nzimande stated that his contributions to IKS continue to resonate in the DSI’s White Paper on Science and Innovation and Decadal Plan.

President Museveni And King Mswati III Call For A Unified African Market And Political Federation

Location: News
State House Uganda

President Yoweri Kaguta Museveni and the First Lady and Minister of Education and Sports, Maama Janet Museveni have today welcomed the King of Eswatini, His Majesty, Mswati III at Entebbe International Airport.

His Majesty, Mswati III who is in Uganda for a three-day State Visit at the invitation of President Museveni was accompanied by his wife, Queen Inkhosikati Make Lamashwama and other high-level delegates.

At Entebbe International Airport, President Museveni was flanked by Ministers and service chiefs.

Upon arrival, the visiting King was accorded a 21-gun salute and inspected a guard of honour mounted by the Uganda People's Defence Forces (UPDF).

President Museveni later received his guest at State House Entebbe and held discussions focusing on enhancement of bilateral cooperation between the two countries.

In their discussions, President Museveni emphasised a clear vision for African prosperity, rooted in his experience as a student activist in the 1960s, a liberation leader, and now as a head of state.

“If Africans want prosperity, it comes from producing goods or services and selling them,” President Museveni stated.

He underscored the need for African nations to access larger markets to maximise economic benefits, highlighting Uganda's internal market of 46 million people as insufficient on its own.

“The fragmentation of the African market is a big disaster,” President Museveni warned.

He compared the continent's potential with that of Latin America, which, despite abundant natural resources, struggles with poverty due to its fragmented markets.

“I always tell my Ugandans here that if you want to be like Latin America, you are welcome because if you look at them, despite their wealth in natural resources, they still run to the USA for prosperity to get medical care, education, and other benefits,” he said.

The President argued that Africa's success lies in integrating markets across the continent, similar to how the United States operates with a vast and unified market.

He called for a model where African nations not only produce but also own and share in the benefits of their resources, rather than relying on foreign investments that often exploit the continent's wealth.

The President highlighted the need for African countries to collaborate on capital-intensive projects.

He also gave the example of Uganda's petroleum sector, where East African nations are invited to co-invest in infrastructure such as pipelines and refineries.

“It's not common sense that I produce, and you only buy. You can't say that to a brother,” President Museveni remarked, emphasising the importance of shared ownership.

President Museveni lauded the East African Community (EAC)'s progress in rebuilding and expanding to include eight member states, addressing both economic and political integration.

Beyond economic integration, President Museveni stressed the need for political federation in East Africa, which he views as crucial for establishing a strong military defence for the continent.

He highlighted the disparity in military capabilities between African nations and global powers like the United States, which boasts superior land, air, sea, and space forces.

“Africa must have the capacity to defend itself from all threats,” President Museveni asserted.

He called for a united African defence strategy as part of the broader vision for political federation.

His Majesty King Mswati III called for an enhanced cooperation between African nations, emphasising the need for unity in driving the continent's development.

He also expressed gratitude for the warm reception and hospitality extended to him and his delegation.

He highlighted the longstanding relationship between Uganda and Eswatini, noting that it had been years since their last meeting at a Commonwealth event.

“Your Excellency, I convey greetings from the Queen Mother, the government, and the people of Eswatini, and I wish to inform you that we are ready to strengthen ties between the two nations,” the King stated.

King Mswati went on to propose that Uganda and Eswatini establish regular communication channels to avoid neglecting the friendships and agreements already in place.

He stressed that African countries must work together to achieve progress in key areas such as poverty alleviation, job creation, education, and technological advancement.

“If we work together, there is much we can achieve. But if one country moves on its own, it cannot go far,” he said.

King Mswati III pointed out that Africa possesses abundant natural resources, yet the continent has struggled to produce efficiently due to the exploitation of these resources by foreign entities.

He advocated for African nations to share expertise and technology, citing Uganda's achievements in areas such as crude oil development as an example of successful collaboration.

“Now that we have mastered a lot of technology and expertise, we must take advantage of our resources,” the King stated.

The King further emphasised the need to promote entrepreneurship and knowledge exchange between Uganda and Eswatini, suggesting the establishment of distribution centres and routes to facilitate trade.

He also proposed increased cooperation between the Southern African Development Community (SADC) and the East African Community, expressing hope for a stronger economic partnership.

In terms of cultural ties, King Mswati III highlighted the similarities between the cultures of Uganda and Eswatini.

He proposed the organisation of cultural festivals to showcase these connections and attract tourists from around the world.

“We should promote our unique cultures, which are similar in many ways to support tourism and strengthen our bonds,” he added.

The King called for the opening of direct flight routes between Eswatini and Uganda to boost tourism and cargo trade.

He noted the potential for increased tourism, particularly given Uganda's rich natural attractions such as the Nile River and mountains.

“Let us work together to promote tourism by making travel between our countries easier and more accessible,” he urged.

King Mswati III also expressed support for Uganda's leadership in hosting the African Union's Humanitarian Agency and congratulated President Museveni on Uganda's chairmanship of the Non-Aligned Movement and the G77+China group.

He reiterated his country's willingness to cooperate with Uganda in various sectors, including the export and assembly of electric cars.

In Transport and Infrastructure, the two Heads of State also called for an expedition of cooperation processes regarding the creation of a hub by the Kingdom of Eswatini for marketing Kiira Motors Corporation's “Kayoola EVS” electric buses to the SADC region, using the advantage of the Maputo harbour area.

In conclusion, King Mswati III extended an invitation to President Museveni for a State Visit to Eswatini, emphasising the importance of continued collaboration between the two nations.

“Africa needs to work together to achieve economic independence, and our partnership with Uganda is a step in that direction,” he concluded.

Strengthening Bilateral Ties:

During the visit, Uganda and Eswatini further solidified their relationship through the signing of a Memorandum of Understanding.

The agreement was signed by Uganda's Minister of State for Foreign Affairs, Hon. Oryem Henry Okello, and Eswatini's Minister for Foreign Affairs and International Cooperation, Hon. Senator Pholile Shakantu.

Additionally, the two countries' agriculture Ministers discussed enhancing cooperation in the agricultural sector.

Eswatini, officially the Kingdom of Eswatini and also known by its former official name Swaziland and formerly the Kingdom of Swaziland, is a landlocked country in Southern Africa. It is bordered by Mozambique to its northeast and South Africa to its north, west, south, and southeast.

The Eswatini delegation included high-level officials such as HRH Princess Lindiwe and Hon. Manqoba Khumalo, Minister of Commerce, Industry, and Trade, among others.

On the Ugandan side, key ministers such as Hon. Babirye Milly Babalanda, Minister for the Presidency, Dr. Monica Musenero, Minister for Science, Technology, and Innovation, Hon. Mwebesa Francis, the Minister of Trade Industry and Cooperatives, and Hon. Katumba Wamala, the Minister of Works and Transport were also in attendance.

Public Procurement Bill to redress women socio-economic exclusion

Location: News

Public Procurement Bill to redress women socio-economic exclusion

Women, Youth and Persons with Disabilities Minister, Sindisiwe Chikunga, says the Public Procurement Bill provides the department with an opportunity to advocate and mainstream tangible models and interventions to redress the ongoing socio-economic exclusion of women, youth and persons with disabilities.

Chikunga commended the significant efforts by President Cyril Ramaphosa after signing into law the Public Procurement Bill last month, which aims to create a single framework that regulates public procurement, including preferential procurement, by all organs of State, with the necessary efficiency, cost-effectiveness and integrity.

“As a department, we will be bringing forward tangible interventions through which this legislation will serve to redress the longstanding and ongoing socio-economic exclusion of women, youth and persons with disabilities,” Chikunga said.

Addressing a dialogue on Women, Democracy and Leadership in South Africa at the University of South Africa (UNISA) on Thursday, Chikunga also commended President Ramaphosa, as the Chairperson of the African Union in 2020, for putting forward a number of recommendations for the advancement of women on the continent, which have been adopted by AU Heads of State.

Increase in support for women entrepreneurs

Chikunga also acknowledged a surge in the establishment, growth and support of women-owned businesses in key sectors, including energy, tourism, agriculture, the ocean economy, and manufacturing.

According to the most recent Mastercard Index of Women Entrepreneurs (MIWE), South Africa ranks as the second highest country in Africa in terms of its proportion of women-owned businesses and the formal support available for women entrepreneurs.

The Global Entrepreneurship Monitor (GEM) Women’s Entrepreneurship Report also revealed that women in countries like South Africa are among the most innovative and high-growth entrepreneurs in the world.

“There is sufficient evidence that reaffirms the importance of women entrepreneurs in contributing to the overall productivity and transformation of our economy through diversifying industries, innovation, and fostering economic resilience.

“In addition, women-owned businesses contribute to the creation of employment opportunities, promote inclusive supply chains, and stimulate local economies,” Chikunga said.

Women economic advancement in the Continent

Chikunga further underscored the importance of the adoption of the Decade for African Women’s Financial Inclusion and Gender Equality, 2020-2030.

“This is a critical initiative for the women of Africa, given that the lack of access to finances hinders their socio-economic progress, and thwarts their ability to have ownership and control over resources such as land, businesses and property,” Chikunga said.

She added that women’s access to markets continues to be a challenge for women on the continent, especially access to trade and global markets.

The Minister argued that the African Continental Free Trade Area Agreement (AfCFTA) will open doors for global trade and markets for women, and “this is of huge importance to the women in South Africa to leverage on the opportunities this AfCTA promises for the economic empowerment and wealth creation for women in Africa”.

“Africa must be Africa’s biggest trading partner and demand for products across the continent offers African women the opportunity to be suppliers to this demand. Joint initiatives of pooling resources in this regard will help grow women businesses, provide the necessary skills and training required for this, and open markets and export trade opportunities,” Chikunga said. – SAnews.gov.za

A New Era of Business and Government Collaboration

President Cyril Ramaphosa convened a meeting yesterday with members of cabinet and senior business leaders to pave the way for a new era of collaboration under South Africa's 7th democratic administration, and to strengthen the partnership formed over a year ago to stimulate economic growth and job creation by addressing constraints on growth in energy, transport and logistics, and crime and corruption.

At the meeting, both business and government leaders committed to build upon progress achieved to date and accelerate implementation over the next 12-18 months in line with the strategic priorities of the Government of National Unity (GNU).

President Cyril Ramaphosa said, “The Government of National Unity has reaffirmed its commitment to urgently implement the reform agenda started by the 6th administration and to restore confidence and sentiment—essential drivers of investment, inclusive economic growth, and job creation. We have reaffirmed our commitment to a dynamic partnership between government and business to foster South Africa's economic growth and social advancement. Since the start of the partnership just over a year ago, we have made substantial progress towards stabilising the energy sector, improving the performance of our rail and port system, and strengthening the fight against crime and corruption.”

Adrian Gore, co-convenor of the business delegation, commented: "We welcome President Ramaphosa's commitment to a new era of partnership at a critical inflection point for the country. In the first phase of our partnership, over 130 CEOs pledged support and business invested more than R260 million and mobilised over 350 experts across the 3 focal areas. This has contributed to the excellent progress made with the reduction in loadshedding being the most visible and pronounced achievement. Continued momentum could mean we are able to achieve 3-5% GDP growth by 2030. We will be launching Phase 2 of our partnership with this ambition in mind.”

The meeting reviewed progress over the past year, as the partnership sought to align on priorities for the next chapter. There was strong consensus on the importance of continuing to address structural challenges, drive reforms and efficiencies, and invest in skills capacitation across all workstreams.

The energy workstream was reported to have had the most impact, achieving a dramatic reduction in load shedding in collaboration with Eskom (over 140 days without load shedding so far this year), and significant grid capacity recovery (with more than 6 GW of new energy generation added) through investment in additional technical support and capacitation from 57 companies investing over 9,000 hours at 5 power stations. The energy availability factor is currently tracking above 60% (vs 54% in 2023).

However, we still face multiple challenges including rapidly rising electricity costs, unsustainable municipal utilities, complex market reform, a constrained grid with delayed expansion, and stalling investment in new generation.

Significant investment will be required for energy sector reform over the next 5-10 years and there was strong consensus that it is critical to pave the way now to address the challenges. Business, Eskom and the Presidency have agreed that the priorities of the National Energy Crisis Committee should include a focus on transmission, market reform, municipal utilities and new energy generation.

The transport and logistics and crime and corruption workstreams which are now fully established have also evidenced impact, albeit not as quickly or extensively as anticipated.

Business has provided significant technical support and resources to Transnet Freight Rail, including procurement and operations expertise, and port maintenance support for Transnet Port Terminals. The Transnet Board and management team are making progress in implementing the Transnet recovery plan. Despite the significant efforts by the partners, there is broad acknowledgment that Transnet requires substantial interventions to improve performance to meet the needs of its customers and the market demand necessary for sustainable economic growth.

The meeting agreed that the rapid implementation of structural reforms and strict adherence to the Freight Logistics Roadmap deadlines are crucial to facilitate participation of, and investment by, the private sector to help address our national logistics challenges. This is crucial to ensure that our commodities and manufactured products can be competitively sold into the local market and exported to meet demand. Resolving these issues will promote job retention and job creation.

In the crime and corruption workstream, an immediate joint imperative is to support South Africa's removal from the Financial Action Task Force (FATF) grey list, which would improve international confidence in SA as an investment destination. Key to this is demonstrating the law enforcement agencies' intent and ability to successfully prosecute complex crime and corruption cases and recover assets. Business is providing specialised skills at arm's length to support this objective. The promulgation of the NPA Amendment Act is key to bolstering IDAC's ability to effectively deliver on its mandate.

The meeting acknowledged that economic growth is a pre-requisite for large-scale job creation. For now, unlocking a few key policy, regulatory and funding bottlenecks could accelerate existing short-term interventions across four areas, including new work opportunities in tourism and global business services, skilling that creates new jobs (particularly in digital skills), providing additional public sector first loss funding to crowd in private sector capital to increase affordable debt available for SMMEs, and institutionalizing, expanding and strengthening the SAYouth platform to facilitate access to opportunities for young people.

Martin Kingston, Chair of the Business for South Africa (B4SA) Steering Committee, commented: “This is a model of collaboration that has shown its merit and is fit for purpose to drive accelerated growth and jobs in the 7th administration. Over the last year significant progress has been made and impact has been achieved, and whilst it has not been as swift or extensive as we would have liked, it has gifted us with a blueprint for success in a new era with the GNU. We are keen that the reforms are implemented with urgency. We are very optimistic about the next phase of the partnership.”

“As we move forward with this partnership, we will intensify our work to address these pressing issues and expand our efforts to drive employment creation. We know that the challenges ahead are formidable. But with our continued partnership, we are well equipped to navigate these complexities and contribute to sustainable growth for South Africa”, concluded President Ramaphosa.

Government, business partnership begins to flourish

The government and business partnership to resolve South Africa’s challenges is beginning to bear fruit, although much more needs to be done.

This is according to a statement released by the Presidency and Business for South Africa.

The partnership between the two parties was established last year in a bid to work together to resolve the question of inclusive and economic growth.

The collaboration has targeted three areas for particular interest, including energy, transport and logistics, and crime and corruption.

Energy

In a joint statement following a meeting between government and business, which was led by President Cyril Ramaphosa on Tuesday, the Presidency and Business for South Africa noted that the energy workstream, in particular, has achieved significant progress.

“The energy workstream was reported to have had the most impact, achieving a dramatic reduction in load shedding, in collaboration with Eskom (over 140 days without load shedding so far this year), and significant grid capacity recovery (with more than 6 gigawatts of new energy generation added) through investment in additional technical support and capacitation from 57 companies investing over 9 000 hours at five power stations. The energy availability factor is currently tracking above 60% vs 54% in 2023.

“However, we still face multiple challenges, including rapidly rising electricity costs, unsustainable municipal utilities, complex market reform, a constrained grid with delayed expansion, and stalling investment in new generation.

“Significant investment will be required for the energy sector reform over the next five to 10 years, and there was strong consensus that it is critical to pave the way now to address the challenges.

"Business, Eskom and the Presidency have agreed that the priorities of the National Energy Crisis Committee should include a focus on transmission, market reform, municipal utilities and new energy generation,” the statement read.

Transport and logistics

In the statement, the two parties acknowledged that although the two workstreams have recorded successes, this was not “as quickly or extensively as anticipated”.

“Business has provided significant technical support and resources to Transnet Freight Rail, including procurement and operations expertise, and port maintenance support for Transnet Port Terminals. The Transnet Board and management team are making progress in implementing the Transnet recovery plan.

“Despite the significant efforts by the partners, there is broad acknowledgment that Transnet requires substantial interventions to improve performance to meet the needs of its customers and the market demand necessary for sustainable economic growth,” the statement read.

An agreement was reached to move quickly to implement reforms and meet Freight Logistics Roadmap deadlines.

“The meeting agreed that the rapid implementation of structural reforms and strict adherence to the Freight Logistics Roadmap deadlines are crucial to facilitate the participation of and investment by the private sector to help address our national logistics challenges.

“This is crucial to ensure that our commodities and manufactured products can be competitively sold into the local market and exported to meet demand. Resolving these issues will promote job retention and job creation,” the joint statement said.

Crime and corruption

Critical to South Africa’s growth and investment prospects is removal from the Financial Action Task Force (FATF) grey list.

When the FATF grey listed South Africa at its February 2023 Plenary meetings, it adopted a jointly agreed Action Plan containing 22 Action Items linked to the eight strategic deficiencies identified in the country’s Anti-Money Laundering and the Combating of the Financing of Terrorism (AML/CFT) regime.

The joint statement said the meeting agreed that an “immediate joint imperative" is to support South Africa’s removal from the list.

“Key to this is demonstrating the law enforcement agencies’ intent and ability to successfully prosecute complex crime and corruption cases, and recover assets. Business is providing specialised skills at arm’s length to support this objective.

"The promulgation of the NPA Amendment Act is key to bolstering the ability of the IDAC [Investigating Directorate Against Corruption] to effectively deliver on its mandate,” the statement said.

On job creation, the meeting acknowledged that growing the economy is imperative to facilitate employment opportunities.

“For now, unlocking a few key policy, regulatory and funding bottlenecks could accelerate existing short-term interventions across four areas, including new work opportunities in tourism and global business services; skilling that creates new jobs (particularly in digital skills); providing additional public sector first loss funding to crowd in private sector capital to increase affordable debt available for SMMEs, and institutionalising, expanding and strengthening the SAYouth platform to facilitate access to opportunities for young people,” the joint statement said. – SAnews.gov.za
