PSC applauds officials who refuse to accept a bribes

The Public Service Commission (PSC) has applauded officials who refuse to accept bribes at the country’s ports of entry to South Africa.

“The integrity of officers at South Africa’s ports of entry plays a significant role in combating and preventing bribery and corruption in rendering customs, transport, and immigration services to the public,” said PSC Commissioner Anele Gxoyiya.

Addressing the media in Pretoria earlier today, Gxoyiya said this was demonstrated by officials from the South African Revenue Services (SARS) and the Road Traffic Management Corporation (RTMC) who refused to take bribes of R200 000 and R50 000 respectively, to allow a truck carrying 614 boxes of semi-manufactured tobacco worth over R6 million to enter the country.

He said the display of integrity by officials promotes a culture of accountability, transparency, and ethical conduct.
“The PSC once more applauds the exemplary ethical behaviour displayed by the officials from SARS and the RTMC for refusing to take a bribe at the Beitbridge port of entry,” said the Commissioner.

“Bribery at the ports of entry manifest in various ways, including, but not limited to, facilitation payment, document falsification, preferential treatment and smuggling,” Gxoyiya said, adding that corrupt officials may cooperate with criminal networks to smuggle illicit goods and even enable human trafficking in exchange of bribes.

“In addition, the PSC would like to congratulate the Minister of Tourism Patricia de Lille and officials in her department who were instrumental in the recovery of the R35 million in irregular payments made through SA Tourism's US and South Africa Offices, for services not rendered,” Gxoyiya said.

He said the recovery of the funds demonstrated their commitment in fighting corruption and ensuring that funds allocated to the department are used appropriately in line with the Public Finance Management Act.

“The PSC would like to encourage all public servants across the country to uphold the constitutional values and principles which calls for professional ethics and accountability. These actions will contribute towards building a professional, ethical, and capable public service,” he said. – SAnews.gov.za

Meet SA's new cabinet

President Cyril Ramaphosa has today, Sunday 30 June 2024, announced the new members of the National Executive for the seventh administration, which is inclusive of all the parties to the Government of National Unity.

The highly anticipated announcement took place after Ramaphosa was elected as the President by the National Assembly on Friday, 14 June 2024, after which he was inaugurated on Wednesday, 19 June 2024.

The eleven parties to the GNU include the African National Congress, Democratic Alliance, Patriotic Alliance, Inkatha Freedom Party, Good Party, Pan Africanist Congress of Azania, Freedom Front Plus, United Democratic Movement, Al Jama-ah, Rise Mzansi and the United Africans Transformation.

Addressing the nation on Sunday evening, the President said given the challenges that the country faces and considering the electoral mandate this government must implement, he has decided to make certain changes to the national government portfolios.

“In the course of the sixth democratic administration, we indicated our intention to reduce the number of portfolios in the National Executive. However, due to the need to ensure that the National Executive is inclusive of all the parties to the Government of National Unity, this has not been possible.

“In some instances, we have considered it necessary to separate certain portfolios to ensure that there is sufficient focus on key issues,” Ramaphosa said at the Union Buildings in Pretoria.

Free State Premier charts a new path for seventh administration

Newly inaugurated Free State Premier, MaQueen Letsoha-Mathae, has emphasised the urgent need for a dedicated public service, spearheaded by selfless and noble public servants, as government begins the work of the seventh administration.

Letsoha-Mathae said this when she met with the officials in the Office of the Premier at the Bram Fischer Building in Bloemfontein on Thursday.

Addressing the officials, the Premier stressed the importance of creativity, hard work and collective effort to combat the triple challenges of poverty, unemployment, and inequality.

"As we embark on this new journey, I implore you to remember that we are not just public servants, but patriotic citizens tasked with building a united, democratic, non-sexist, non-racial, and prosperous South Africa.

“Let us work together to deliver quality services to our people and make the Free State a beacon of hope and excellence," Letshoha-Mathae said.

The Premier emphasised participatory democracy, urging public servants to take an active role in addressing societal issues.

She reiterated her administration's commitment to providing prudent oversight, overseeing, and coordinating the delivery of quality services, leveraging on the District Development Model (DDM) for integrated development.

Letshoha-Mathae stressed the importance of empowering the previously disadvantaged women and the youth in building a capable developmental state that prioritises the needs of the people.

The Premier said there would be a zero-tolerance approach towards maladministration, unethical practices and laziness of officials.

"The preoccupation of government, moving forward, should be that of ensuring public servants are held accountable and that the state is responsive to the plight of the people,” the Premier said.

Collective approach towards GBVF

Letsoha-Mathae added that there was a need for a collective approach towards ending gender-based violence and femicide (GBVF) in the province and South Africa in general.

The Premier led a GBVF march in Bloemfontein on Wednesday, following the brutal murders of two young women in Mangaung.

The march, held under the banner “March for Justice”, was organised by various sectors and associations of society.

“Together, we are determined to overcome this pervasive threat that has invaded our communities. I urge men to stand up and protect women and children, while encouraging women to never tolerate any form of abuse," Letshoha-Mathae said.

Addressing key government priorities

Meanwhile, announcing the members of the Free State Executive Council for the seventh administration last week, Letsoha-Mathae said the team reflects the commitment to addressing key priorities of the provincial government, enhancing public service, and ensuring a sustainable future for all people.

She said each member brings a wealth of experience, commitment, and a shared vision for the prosperity of our province.

“This Executive Council shall be constituted of men and women who are dedicated to serving the people of the Free State with integrity, transparency, and responsiveness to the needs of our people and reflects our commitment to addressing key priorities of our government, enhancing public service, and ensuring a sustainable future for all our people,” the Premier said.

“This Executive Council shall be constituted of men and women who are dedicated to serving the people of the Free State with integrity, transparency, and responsiveness to the needs of our people,” she said.

The Members of the Executive Council are as follows:
• MEC for Finance, Tourism and Economic Development, Moses Ketso Makume

NCOP constitutes key committees

NCOP constitutes key committees

The Rules Committee of the National Council of Provinces (NCOP) has appointed members to constitute the Select Committees, Subcommittee on the Review of the Council Rules and the Programming Committee of the seventh Parliament.

During its first meeting held on Wednesday, the Committee also agreed to reduce the number of its Select Committees to 10 instead of the previous 11 of the sixth Parliament.

“These Select Committees are the engine room of the NCOP, as they are responsible for overseeing the performance of various government departments. Select committees are also crucial in ensuring consistent focus on provincial issues,” the Committee said in a statement.

The Rules Committee said the decision to reduce the number of Select Committees to 10 will now mean that the Social Cluster will have two committees.

“The Select Committee on Education and Technology, Sports, Arts and Culture will oversee the Departments of Basic Education, Higher Education, Science and Technology, Communications and Digital Technologies, and Sports, Arts and Culture.

“The Select Committee on Social Services will oversee the Departments of Health, Social Development, Women, Youth Development and Persons with Disabilities, and Statistics South Africa,” the Committee explained.

The Committee also announced that Governance Cluster will comprise two committees, including the Select Committee on Public Infrastructure, overseeing the work of the Departments of Public Works and Infrastructure, Transport, Planning, Monitoring and Evaluation and the Select Committee on Cooperative Governance and Public Administration.

The committees will also overseeing the Departments of Co-operative Governance and Traditional Affairs, Public Service and Administration, Human Settlements, and Water and Sanitation.

“The Security Cluster has two committees, namely, the Select Committee on Security and Justice, overseeing the Departments of Police, Justice and Correctional Services, Defence and Military Veterans, Home Affairs, State Security, and International Relations and Co-operation, and the Select Committee on Public Petitions and Executive Undertakings,” the Committee said.

The Economic Cluster will include the Select Committee on Economic Development and Trade, overseeing the Departments of Economic Development, Trade, Industry and Competition, Small Business Development and Tourism, Employment and Labour, and Public Enterprises and the Select Committee on Land and Mineral Resources, overseeing the Departments of Agriculture, Land Reform and Rural Development, Environment, Forestry and Fisheries, Mineral Resources and Energy, and Electricity.

The Finance Cluster has the Select Committee on Finance and the Select Committee on Appropriations to oversee the Treasury.

Elections on four NCOP vacancies scheduled for next week

Meanwhile, the elections to fill the four vacancies in the NCOP for Permanent Deputy Chairperson, House Chairperson for Committees, House Chairperson for Members Support and International Relations, and the Programming Whip of the NCOP have been scheduled to take place on Tuesday, 2 July 2024.

The Rules Committee comprises 20 Council members, including the Permanent Deputy Chairperson, NCOP Chief Whip Kenneth Mmoiemang, the House Chairpersons, the Programming Whip, and the Provincial Whips. Refilwe Mtsweni-Tsipane, who is the Chairperson of the NCOP, chairs the Committee.

The Committee noted that NCOP Rule 133 provides that parties represented in the NCOP that do not have a Provincial Whip, are entitled to be represented in the Rules Committee.

“The parties without provincial whips are the Economic Freedom Fighters (EFF), Freedom Front Plus (FF+); uMkhonto Wesizwe Party (MKP), Patriotic Alliance (PA), and the United Democratic Alliance (UDM). The EFF will be represented by Mandisa Makesini, FF+ by Tamarin Breedt, MKP by Seeng Mokoena, PA by Bino Farmer, and the UDM by Mandla Peter.

“The NCOP Provincial Whips are Advocate Mwelo Nonkonyana (Eastern Cape), Mapule Dhlamini (Free State), Mpho Modise (Gauteng), Poobalan Govender (KwaZulu-Natal), Regina Molokomme (Limpopo), Sylvia Nxumalo (Mpumalanga), Solomon Mabilo (Northern Cape), Sylvia Sithole (North West), and Frederik Badenhorst (Western Cape),” the Committee said.

The Committee also noted Rule 137 of the NCOP Rules, which states that the Rules Committee may establish a Subcommittee that can make recommendations on the Council Rules, Orders, proceedings, procedures, and practices.

For the current purposes, the Committee said the five-member Subcommittee includes the NCOP Chairperson, NCOP Chief Whip, and Bhekizizwe Radebe from the African National Congress; Badenhorst from the Democratic Alliance and Makesini from the EFF.

Eastern Cape MECs to shape strategic direction of the province

The Eastern Cape provincial government says the diverse expertise and leadership of the new Members of the Executive Council (MECs) will play a pivotal role in shaping the strategic direction of the provincial government.

The provincial government recently welcomed the new MECs announced by Premier Oscar Mabuyane as part of the seventh administration, after he was sworn in as Eastern Cape Premier.

Mabuyane has made two adjustments to the executive council. These include the appointment of the new Health MEC Ntandokazi Capa, and Sport, Recreation, Arts and Culture MEC, Sibulele Ngongo.

Capa replaced Nomakhosazana Meth, who is now a Member of Parliament in the National Assembly, while Ngongo took over the reins from Nonceba Kontsiwe, who has been moved to the Department of Rural Development and Agrarian Reform.

Mabuyane also announced part of the new changes, which include the separation of the Finance Department from the Department of Economic Development, Environment Affairs, and Tourism.

Mlungisi Mvoko has been appointed as the new Finance MEC, while Nonkqubela Pieters will be the MEC of Economic Development, Environmental Affairs and Tourism.

The Human Settlements Department has also been merged with the Public Works and Infrastructure Department, to be led by former Human Settlement MEC, Siphokazi Mani-Lusithi.

Mabuyane said the new MECs will play a pivotal role in shaping the strategic direction of the government.

“Their contributions will drive the Eastern Cape forward and enhance the province’s ability to deliver. Through transparent and accountable governance, the province strives to improve the quality of life for all its residents,” Mabuyane said, reiterating the provincial government’s commitment to fostering a prosperous, equitable, and sustainable province. – SAnews.gov.za

KZN government recommits to rebuilding areas affected by devastating storm

Newly-inaugurated KwaZulu-Natal Premier, Thamsanqa Ntuli, has reaffirmed the provincial government's commitment to rebuilding the areas affected by the recent devastating storms and to implementing measures to mitigate the impact of future occurrences.

Ntuli made the commitment during an oversight visit to uThongathi on Tuesday to assess government relief interventions.

UThongathi was hardest hit by the storms earlier this month, which left a trail of destruction in six district municipalities of the province with a cost estimate of over R1.3 billion.

Accompanied by MECs for Economic Development, Tourism and Environmental Affairs, Reverend Musa Keith Zondi and Cooperative Governance and Traditional Affairs (CoGTA), Reverend Thulasizwe Dominic Buthelezi, amongst others, Ntuli evaluated the effectiveness of the government’s relief interventions.

He also inspected the distribution of aid supplies and the provision of essential services, ensuring that the assistance reached those who are most in need.

Ntuli also engaged with community members who were affected by the devastating storm, where he offered support and listened to their concerns and needs.

He said the provincial government will continue to work tirelessly to restore normalcy and improve the quality of life for all those affected.

“Plans include improving infrastructure resilience, enhancing early warning systems, and supporting community preparedness initiatives. The road to recovery will be long and challenging, but together, we can rebuild stronger and more resilient communities,” Ntuli told the community.

The Premier also took the opportunity to speak with local leaders and community representatives to gain a deeper understanding of realities on the ground.

"Listening to the stories of those affected and witnessing the destruction first-hand has reinforced our resolve to support the communities in uThongathi and beyond. The resilience and strength of the people here are truly inspiring, and it is our duty to ensure they receive all the support they need to rebuild their lives," Ntuli said.

Ntuli expressed his heartfelt gratitude to all social partners for their invaluable contributions during this challenging time, and acknowledged the critical role played by Non-Government Organisations, donors, and volunteers in providing immediate relief and support to the storm victims.

He said the spirit of unity and cooperation observed in uThongathi, serves as a testament to the strength and resilience of the KwaZulu-Natal community.

"The swift and generous response from our social partners has been overwhelming. Their efforts have provided much-needed relief and hope to those who have lost so much.

“On behalf of the KwaZulu-Natal Provincial Government, I extend my deepest thanks to everyone involved in these recovery efforts.," Ntuli said.

The Premier further emphasised the importance of collaboration between government entities, private sector partners, and community organisations to effectively address the aftermath of such natural disasters. – SAnews.gov.za

New KZN Finance MEC shuts down Treasury’s secondary office

New KZN Finance MEC shuts down Treasury's secondary office

Newly appointed KwaZulu-Natal Finance MEC, Francois Rodgers, has started to demonstrate his commitment to ensure effective spending of the budget by closing down the office on the 9th floor of The Marine Building in Durban.

Rodgers said the closure of the leased offices will save the KZN Treasury an estimated R1 million a year, which will be directed to other strategic service delivery needs of the department in supporting the province.

Rodgers said his main priority was to stabilise the finances of KwaZulu-Natal and work with the Treasury team, as well as Members of the Executive Council (EXCO), to ensure that strategic decisions are being taken in order to safeguard the provincial fiscus.

“During my consultation with my executive team in the department, I directed that business cannot continue as usual and we need to streamline operations. In this regard, I have decided to close the Durban office, which served as a secondary office with an annual lease amount of R1 115 786.40, translating to a total value of just over R5 578 000 over five years that we will save,” Rodgers said.

He said his team will operate from the Pietermaritzburg office and the team will be as prescribed by the Ministerial handbook.

“My wish is to enhance the transparency of our decision-making in resource allocation and utilisation, and I am prepared to make tough decisions if we are to demonstrate that we mean business when we say we will stabilise the finances in the province with prudent fiscal management. As KZN Treasury, we must lead by example,” Rodgers said.

The MEC said he was committed to stabilising spending, eliminating irregular expenditure in departments, attracting foreign investment, as well as ensuring accountability and transparency.

Rodgers, who is a member of the Democratic Alliance (DA), is among the provincial Cabinet which includes Members of the Provincial Legislature from the Inkatha Freedom Party, African National Congress (ANC), DA and National Freedom Party (NFP), as announced last week by newly-inaugurated KwaZulu-Natal Premier, Thami Ntuli.

Rodgers took over the reins from the ANC’s Peggy Nkonyeni.

The new provincial Cabinet is as follows:

- Economic Development, Tourism and Environmental Affairs MEC: Musa Zondi (IFP).
- Cooperative Governance and Traditional Affairs MEC: Thulasizwe Buthelezi (IFP).
- Health MEC: Nomagugu Simelane (ANC).
- Social Development MEC: Mbali Shinga (NFP).
- Public Works MEC: Marthinus Meyer (DA).
- Finance MEC: Francois Rodgers (DA).
- Agriculture and Rural Development MEC: Thembeni Madlopha-Mthethwa (IFP).
- Transport and Human Settlement MEC: Siboniso Duma (ANC)
- Education MEC: Sipho Hlomuka (ANC).
- Sports Arts and Culture MEC: Mntomuhle Khawula (IFP).

Eastern Cape government to ensure faster service delivery

Eastern Cape Premier Oscar Mabuyane has assured the people of the province that the provincial government will do more, better and faster, to ensure that it delivers on its 2024 manifesto commitments.

Announcing the province’s new Members of the Executive Council on Friday, Mabuyane said: “I wish to inform the people of our province that we have reconfigured government departments by separating Finance and the Department of Economic Development Environmental Affairs, and Tourism.

He explained that the reconfiguration was done to ensure that economic development matters receive special attention to build an economy that creates new jobs.

“We want to ensure that special focus is paid to retaining and attracting new investments into our province. After all, it is the investors that will create the much-needed jobs in our province,” Mabuyane said.

He announced that the Departments of Public Works and Human Settlements have been combined.

“These two departments are mainly about the built environment which is critical for the development of our province and communities. It makes sense to place the under one Executing Authority for seamless planning and execution of projects,” the Premier said.

Mabuyane announced the Members of the Executive Council as follows:

• MEC for Finance is Mlungisi Mvoko

• MEC for Education is Fundile Gade

• MEC for Health is Ntandokazi Capa

• MEC for Cooperative Governance and Traditional Affairs is Zolile Williams

• MEC for Economic Development, Environmental Affairs, and Tourism is Nonkqubela Peters

• MEC for Sport, Recreation, Arts and Culture is Sibulele Ngongo

• MEC for Social Development is Bukiwe Fanta

• MEC for Public Works and Human Settlements is Mani-Lusithi

• MEC for Transport and Community Safety is Xolile Nqatha

• MEC for Agriculture is Nonceba Kontsiwe

Mabuyane said the MECs would be heading stable portfolios with experienced HODs, established CEOs of public entities and highly skilled employees.

“They will be supported by their administrative teams to build on the progress of the past five years.” – SAnews.gov.za

Hydrogen Energy Technologies to Drive Demand for Africa’s Platinum Group Metals (PGMs)

Location: News
Energy Capital & Power

The global market for platinum group metals (PGMs) – which include platinum, palladium, rhodium, iridium, osmium and ruthenium – will record a 4.47% increase between now and 2029, according to market research firm Mordor Intelligence. In part, market growth will come from growing demand for PGMs in green technologies, including hydrogen energy technologies, in turn generating opportunities across Africa's mining and hydrogen value chains.

The Critical Minerals Africa (CMA) Summit, taking place on November 6-7 in Cape Town, will unpack the nexus between PGMs and green hydrogen and their evolving role within the African and global energy transition. The continent is home to the world's largest PGM reserves, with South Africa alone possessing over 80% of global resources and Zimbabwe also holding substantial reserves. These metals play a vital role in fuel cell technology, enabling the production of electricity from hydrogen and oxygen. As African countries – including Namibia, South Africa, Mauritania and Egypt – intensify their green hydrogen activities, long-term PGM demand is expected to grow substantially, powering a wide range of applications from hydrogen fuel cell vehicles to stationary power generation to industrial processes.

Africa's Green Hydrogen Potential

The African continent holds substantial potential for green hydrogen production given its abundance of co-located renewable resources. According to the European Investment Bank, Africa has the potential to produce 50 million tons of green hydrogen per annum by 2035, which could help meet power, transportation and industrial energy needs, decarbonize heavy-polluting industries, as well as be used for global export.

Namibia represents a pioneer of green hydrogen on the continent, having secured billions in investment for green hydrogen projects from various investors, including the USAID, the Development Bank of Southern Africa and Japanese investment firm ITOCHU. Green energy firm Hyphen Hydrogen Energy is implementing a $10-billion project, with the capacity to produce 350,000 metric tons per year using 7 GW of renewable energy and 3 GW of hydrogen electrolyzers. Last May, Belgian port operator Antwerp Bruges partnered with the Namibian Ports Authority to develop a EUR 250-million hydrogen and ammonia storage facility at Walvis Bay Port to facilitate the transport of hydrogen to regional and global markets.

Realizing the potential of green hydrogen to drive regional energy security, South African tourism, trade and investment agency Wesgro signed an agreement last month with the Northern Cape Economic Development, Trade and Investment Promotion Agency, Namibia's Environmental Investment Fund and infrastructure company Gasunie and Climate Fund Managers. The agreement paves the way for the parties to assess the feasibility of developing a green hydrogen corridor connecting the Western Cape and Northern Cape provinces of South Africa with Lüderitz in Namibia.

Furthermore, green energy companies Hive Energy UK and Genesis Eco-Energy are developing a R105 billion green hydrogen and ammonia project in the Coega Special Economic Zone in the Eastern Cape province of South Africa. The project will add 14,400 MW of electricity to the grid and produce 900,000 tons of green ammonia for export to global markets, increasing the country's export revenue. South Africa has also established a $1-billion fund in partnership with the Netherlands, aimed at accelerating the deployment of green hydrogen projects to feed growing demand in Europe.

Private and public sector entities in South Africa are demonstrating the potential for synergy between PGMs and green hydrogen, specifically in hydrogen fuel cell vehicles. Last October, mining firm Anglo American entered into a partnership with automotive firm BMW South Africa and international energy firm Sasol to develop South Africa's PGMs and green hydrogen value chains. Anglo American will provide PGMs used in hydrogen fuel-cell vehicles, while Sasol will provide the green hydrogen and BMW the vehicles.

As global demand for green hydrogen rises due to carbon emission reduction policies and growing energy needs, a parallel surge in PGMs demand is also anticipated. Given that Africa is home to the overwhelming majority of these critical minerals, CMA 2024 will explore the latest policies, projects and developments ensuring that the continent capitalizes on green hydrogen as a key growth driver.

Organized by Energy Capital & Power, CMA is the largest gathering of critical mineral stakeholders in Africa. Taking place from November 6 – 7 in Cape Town, the event positions Africa as the primary investment destination for critical minerals. This year's edition takes place under the theme Innovate, Enact, Invest in African Critical Minerals to Sustain Global Growth, connecting African mining projects and regulators with global investors and stakeholders to untap the full potential of the continent's raw materials. Congratulations to Comrades Marathon runners

Acting Minister of Sport, Arts and Culture Maropene Ramokgopa has congratulated all participants and organisers of the 2024 Comrades Marathon on a successful event.

Popularly known as the “ultimate human race”, the 103rd edition of this epic endurance race took place in KwaZulu-Natal on Sunday, 9 June 2024.

South Africa’s Gerda Steyn made history when she won her third Comrades Marathon in a row and broke her record to win the women’s race, while Pete Wiersma from the Netherlands won the men’s race.

“The Comrades Marathon represents the best of South Africa, and the power of sport to foster national unity and social cohesion. A signature event in South African sport, the Comrades Marathon brings together people from all walks of life, and from all parts of the world to tackle one of the world’s most famous running routes.

“I am pleased to see the Comrades Marathon continuing to draw runners and visitors into the country from all over the world. This is why this marathon is important in boosting sports tourism in the country,” Ramokgopa said on Monday.

As South Africa celebrates 30 years of freedom and democracy, the country’s cultural, creative, and sports sectors continue to raise the country’s flag sky high.

“Amapiano artist Kabza de Small and orchestral conductor Ofentse Pitse have collaborated for a spectacular show at the Red Bull Symphonic South Africa. DJ Black Coffee showcases the best of South African music in Ibiza, while many of the country’s creatives continue to make their mark locally and abroad.

“In the sports sector, South African tennis ace Kgothatso Montjane recently competed in the French Open final in the women’s wheelchair doubles draw. The Proteas Men, the national men’s cricket team, is competing in the World T20 World Cup in the United States and West Indies, while Bafana Bafana continues to fight for a place in the 2026 World Cup qualifiers when they face Zimbabwe in Bloemfontein on Tuesday, 11 June 2024,” the Ministry of Sport, Arts and Culture said. – SAnews.gov.za
