Tshwane Metro Council Commits to Unknown Development Expenditures

The Freedom Front Plus (VF Plus) objected during a Tshwane Metro council meeting to four items on the agenda where separate powers of attorney for land use applications in Refilwe, Zandfontein, Kameeldrift, and Atteridgeville Extension 19 were approved.

The reports on all four of these items, aimed at formalising existing informal settlements, state that the issuance of the powers of attorney will have no negative financial implications for the metro.

This statement is technically misleading as such a power of attorney unlocks a chain of obligations that could cost the metro hundreds of millions of rands.

The four items will collectively lead to the approval of more than 1,500 new residential stands, yet no indication has been given of what the infrastructural costs will amount to.

This is a direct violation of Section 19 of the Municipal Finance Management Act (MFMA), which stipulates that a municipality may not commence a capital project without the funds being budgeted for it.

The Freedom Front Plus’s objections included, among others:

  • Zandfontein: 17 hectares of land are currently zoned as an industrial area, and no mention was made of a mandatory environmental impact assessment (EIA) for rezoning.
  • Kameeldrift: In April 2024, the city spent R3 million on a property, but no mention of this is made in the report.
  • Atteridgeville Extension 19: Nine years after township development infrastructure was installed in 2017, the neighbourhood is still not proclaimed, the contract with the service providers has lapsed, and a power of attorney is being granted to the Gauteng provincial government without a formal inter-governmental framework having served before council.

On 4 November 2026, voters will have the opportunity to vote for the Freedom Front Plus for a government that does not issue blank cheques regarding informal settlements.
