Tshwane Residents’ Owe Over R18 Billion

Despite the Tshwane Metro’s debt relief programme, residents’ outstanding debt increased by more than R700 million in the previous financial year.

The Freedom Front Plus (VF Plus) has always maintained that general debt write-offs foster a culture of non-payment.

According to the fourth-quarter report by the Department of Finance, tabled at the latest council meeting, the total outstanding consumer debt now amounts to R18,3 billion.

The party repeatedly warned the Metro that debt could spiral out of control while service delivery keeps declining if it does not ensure responsible financial management.

The Freedom Front Plus is particularly concerned about a 600% increase in new defaults within the 31-60-day payment period.

The Metro’s debt obligations rose by R2,28 billion in the 2024/25 financial year, with debt owed to Eskom alone increasing by 43%.

The Freedom Front Plus emphasised that a budget should not be considered a political wish list, but a binding contract between government and the public.

This contract represents not only fiscal planning, but also a commitment to sustainable service delivery and infrastructure development.

Underspending in the 2024/25 financial year indicates a serious level of underperformance in service delivery and raises concerns about the coalition government’s ability to fulfil its obligations to the public.

This phenomenon undermines community trust, and calls into question the Municipality’s administrative and operational management efficiency.

The party, therefore, calls for stringent fiscal discipline, professional budget planning and an end to political interference in financial management.

The party warns of an impending financial collapse in Tshwane if the ANC-led government does not take decisive action.

Tshwane Metro residents deserve more than empty promises and failed interventions. They deserve a Metro that delivers services.
