18% Pass Rate in the Western Cape

The Freedom Front Plus (VF Plus) is seriously concerned about the low pass rate of the computerised learner’s licence test for drivers.

An extraordinarily high number of applicants are failing the test because the questions are poorly phrased and difficult to understand, even for people who are familiar with traffic rules.

The reply to a written question from the Freedom Front Plus to the Western Cape Minister of Mobility, Isaac Sileku, confirmed that the average pass rate since the implementation of the online system in the province stands at a mere 18%.

Since the system was introduced on 26 May 2025, 142 100 learner’s licence tests have been conducted, with only around two out of every ten candidates passing.

For many young people, obtaining a driver’s licence is an essential first step to accessing the labour market. This system is, however, hampering rather than facilitating obtaining a licence.

All while the youth unemployment rate in South Africa is among the highest in the world.

Although the online test is available in all eleven official languages, the department has confirmed that the content did not undergo an independent language proficiency assessment prior to its official rollout.

This raises the question of whether candidates are failing because they do not know the traffic rules, or because they struggle to understand the wording and translated questions.

The party calls on the Western Cape government and the Department of Mobility to assist young people by allowing them to complete a practice run or mock test before attempting to complete the formal examination.

This will grant candidates the opportunity to experience and familiarise themselves with the online system, gain a better understanding of the question format and approach the official test with more confidence.

This will promote fairness and maintain the examination’s integrity while the current system is reviewed.

Young people deserve a system that is fair and reliable, aimed at testing their knowledge of traffic rules – not one that appears designed to make them fail.
