Freedom Front Plus Lodges Complaints on All Levels Over Vote Manipulation With Emfuleni’s Adjustment Budget

The Freedom Front Plus (VF Plus) lodged complaints on municipal and provincial level in addition to lodging a criminal case with the police following a council meeting of the Emfuleni Local Municipality (Evaton, Sebokeng, Vaal Oewer, Vanderbijlpark, Vereeniging) on 17 March 2026 where the party believes votes were deliberately manipulated.

The meeting dealt with the adjustment budget, but the official vote result does not correspond with the actual votes cast.

There were 83 councillors present. Of these, 42 voted in favour of the budget, 40 against and one councillor abstained.

The Speaker, Sibongile Soxusa, however, announced that 46 councillors had voted in favour and 37 against the adjustment budget.

Since a simple majority of 46 votes was required, this announcement allowed the budget to be adopted. The Freedom Front Plus contends that the result was either miscounted or deliberately manipulated and that the adoption is unlawful.

The party has already lodged a formal complaint about the alleged irregularities with the Gauteng MEC for Cooperative Governance and Traditional Affairs (COGTA), Jacob Mamabolo. A complaint against the Speaker has also been lodged, because in the Freedom Front Plus’s view, her conduct contravenes the Municipal Structures Act and the Code of Conduct for Councillors.

In addition, a motion has been tabled to the Council, requesting that the budget’s adoption be reviewed and set aside until the voting process has been proven lawful.

The Freedom Front Plus demands an independent investigation into the Speaker’s conduct and the integrity of the voting process.

The party also requested that all reports, video material and minutes of the meeting be made available for a comprehensive briefing of the Council.

In addition to these steps, a criminal complaint of fraud has been lodged with the police against Soxusa. The DA lodged a similar criminal complaint.

The ANC may not get away with breaking the law and undermining democratic processes.

Transparency and accountability are essential to ensure that Emfuleni residents are not harmed by irregular council decisions.
